How VIEW can be used to count rows or groups??

I know how we can create a view on a table so it gives back the number of rows in that table (however it doesn't make sence cuz there is a function which takes care of that).About groupes, is she talking about user groups or what? those kinda information are stored in data dictionary tables ( i know the name in oracle which should be different with SQL srvr) anyways the question is still ambiguous. maybe you should introduce your sis to me and i'll help her up!
