Female boots ban angers Iran MPs

اجرای طرح تازه برخورد با آنچه نظام جمهوری اسلامی آن را "بدحجابی" توصیف می کند، از روز یکشنبه ۱۸ آذر ماه از سوی پلیس تهران آغاز شده است و پلیس با زنانی که چکمه های بلند و شلوار و مانتو های تنگ و چسبان به تن داشته باشند، برخورد می کند.
این طرح ادامه طرحی است که از ابتدای امسال با عنوان طرح "امنیت اجتماعی" در ایران آغاز شده است.

در طرح جدید، استفاده از چکمه های بلند روی شلوار، استفاده از کلاه به جای روسری، استفاده از مانتوهای تنگ و چسبان و استفاده از کاپشن های کوتاه به جای مانتو ممنوع اعلام شده است و پلیس با کسانی که این موارد را رعایت نکنند، برخورد می کند.

از نظر پلیس، زنانی که شلوار خود را داخل چکمه می کنند و از روسری و شال های کوتاه استفاده می کنند که مویشان را نمی پوشاند، خلاف پوشش اسلامی است و با استفاده کنندگان برخورد می شود.

احمد رضا رادان، رئیس پلیس تهران در پاسخ به پرسش خبرنگاران درباره این که پوشیدن چکمه بلند چه مشکلی دارد گفته است: "قرار گرفتن شلوار در داخل پوتین های بلند ایجاد تبرج (خودنمایی به نامحرم) می کند و از لحاظ شرعی مشکل دارد.

آقای رادان به مغازه داران نیز هشدار داده "چنانچه مسئولان واحدهای صنفی اقدام به جلوگیری از ورود افراد بد پوشش به واحد صنفی خود نکنند با اقدام قانونی مواجه می شوند."

رئیس پلیس تهران همچنین گفت با واحدهای صنفی که به افراد "بد پوشش" اجازه ورود و به آنها سرویس می دهند نیز برخورد خواهد شد و این برخورد به صورت تذکر، اخطار و پلمب واحد صنفی خواهد بود.

گشت های ارشاد نیروی انتظامی در ماه های اخیر فعالیت گسترده ای در سطح شهر تهران داشته اند ولی در روزهای اخیر فعالیت آنها پررنگ تر شده است و حضور پلیس در مراکز پرجمعیت، نظیر میدان های اصلی شهر و پاساژهای معروف تهران چشمگیر است.

در صورتی که پلیس زنی را دستگیر کند که موارد بالا را رعایت نکرده است، معمولا وی را به یکی از مراکز پلیس منتقل کرده و با خانواده زن تماس می گیرند تا برای دادن تعهد مراجعه کنند.

از خانواده های افراد دستگیر شده خواسته می شود که در هنگام مراجعه به مراکز پلیس، لباس مناسب برای زن دستگیر شده ببرند و به گفته برخی از کسانی که گذرشان به مراکز پلیس افتاده است، لباس دستگیرشدگان بازپس داده نمی شود.

البته برخی می گویند که همیشه این طور نیست. آناهیتا یکی از کسانی که یک بار از سوی پلیس دستگیر شده است و می گوید: "مانتوی گرانقیمتم را جلوی چشمم پاره کردند و تحویلم دادند."

وی می افزاید: "از چهره ام چند عکس گرفتند و بعد از گرفتن تعهد از من و خانواده ام، هشدار دادند که در صورتی که دوباره به دلیل بدحجابی دستگیر شوم مرا به دادگاه معرفی می کنند."

درباره نحوه پوشش زنان و برخورد با آنها انتقاداتی به پلیس وارد شده است اما به گفته رئیس پلیس تهران، مصادیق برخورد با افراد به گفته مسئولان "بدحجاب" در "ستاد جرایم خاص" که در آن نمایندگانی از قوه قضائیه، پلیس، سپاه، وزارت اطلاعات و نهادهای فرهنگی حضور دارند، تعیین می شود.

بر اساس برنامه ای که پلیس تهران تدارک دیده، تعدادی از نیروهای پلیس در فصل زمستان در پیست های اسکی اطراف شهر تهران نیز مستقر خواهند شد.

به گفته آقای رادان، در مراکز پلیس پیست های اسکی، استقرار پلیس زن در کنار پلیس مرد پیش بینی شده است و این افراد دوره های ویژه از جمله دوره اسکی را گذرانده اند.

رئیس پلیس تهران تاکید کرده که طرح موسوم به "امنیت اجتماعی" که از ابتدای سال آغاز شده تا "زمانی که دغدغه های مردم رفع نشود، ادامه خواهد یافت."

TEHRAN (AFP) - Several clerics sitting as MPs in the Iranian parliament have criticised the Tehran police chief for showing excessive zeal by ordering a crackdown on women's high boots, a newspaper said on Wednesday.



"No officials have the right to mix religion with emotions and issue decrees and implement them on behalf of clerics," clerical MP Seyed Hadi Tabatabai told the reformist Etemad newspaper. "Such behaviour tarnishes Islam."

The police last week launched what was termed a "winter" crackdown on unIslamic dressing, to follow an unusually vigorous summer drive against women whose clothing was deemed overly flimsy.

Tehran police chief Ahmad Reza Radan said women who wear high boots with their trousers tucked-in would be targeted by the moral police, as well as those who sport hats instead of headscarves and short tight winter coats.

Radan had described such fashions as an example of "Tabarroj", an Islamic term which means revealing one's beauty and bodily contours to unrelated men.

"A Muslim woman wearing high boots with a coat and other coverings does not contradict Islam," the daily quoted MP Mohammad Taghi Rahbar as saying.

"The clerics should define tabarroj and Commander Radan's comments are not within police responsibilities. Cultural bodies should make decisions in this regard," the conservative cleric said.

Iran in April launched what has proved to be its most severe moral crackdown in years, handing out warnings to thousands of women flouting the Islamic dress code by wearing figure-hugging short coats and skimpy headscarves.

In the past years, it has become fashionable for liberal Iranian women to wear high boots over their trousers during the cold winter months.

"Wearing boots over trousers, according to Sharia (Islmaic law), is tabarroj and an example of bad dressing, which will be confronted," Radan said, cited by the ISNA news agency.

The drive has been criticised by some moderates but the police have insisted the crackdown is popular with the public and necessary to improve security in society.

"I am sorry that you are concerned about the boots of a few rich women," was the response of hardline femmale MP Eshrat Shaegh, referring to the media interest in the ban.

"I am worried about women who do not have meat on their tables and no clothes on their children," she said.

How is wearing trousers tucked inside boots so diferent to wearing them outside the boots? the leg is covered up either way..

and all those laws are nonsense, they banned western hair styles, when i was in iran almost everyone had them, they ban on boots is utter bs too, ive seen some crazy boots in iran worn by women.. cant say i liked it though, iranian women's fashion style is, emmm... weird. Not wanting to sound gay or anything but the men dress very well, and the women when they try and be outragous outside of the cute tight mantoo and jeans is just not nice.
