Moshe Katsav (Hebrew מֹשֶׁה קַצָּב, Persian موشه کاتساو), born December 5, 1945) is the eighth & current President of Israel (since 2000). He is married to Gila Katsav.

Moshe Katsav was born in Yazd, Iran. He moved with his family to Tehran when he was an infant; in August 1951, they emigrated to Israel. He remains fluent in Persian. Katsav joined the Likud party and became the mayor of Qiryat Mal'akhi, a small town in Israel. He was subsequently elected as a Member of the Knesset.

After serving as Deputy Prime Minister in the government of Benjamin Netanyahu, Katsav vied for the position of President, running against Shimon Peres. In a surprising upset, he defeated Peres to become the president of Israel, being elected by the Knesset on July 31, 2000. He took 63 votes (over 57 for Peres), two more than the required majority of 61, and was sworn in on August 1. He is the first President of Israel to have been sworn in for a seven-year term as well as the first candidate from the right wing Likud party to be elected to the office. If Katsav had been defeated, Peres would have been the first ex-Prime Minister to be elected President.

The office of the Israeli President is largely ceremonial, with no executive powers save pardoning prisoners and commuting sentences. Nevertheless, each president emphasizes different aspects of the role during his tenure. Though expected to remain neutral from Israeli politics and represent the entire nation, most presidents have expressed their views in statements or actions. Katsav supported the unsuccessful 2002 cease-fire plan between Israel and the Palestinians (rejected by then Prime Minister Ariel Sharon) and refused to pardon Yigal Amir, the convicted murderer of Prime Minister Yitzhak Rabin.

On April 8, 2005 Katsav sat near Iranian President Mohammad Khatami (also born in Yazd) during the funeral of Pope John Paul II, due to the fact that all world leaders present were arranged in alphabetical order by the name of their state. President Katsav later told the press that he shook Khatami's hand and spoke to him in Persian and that he greeted Bashar al-Assad during the funeral service's traditional "exchange of peace". Khatami returned the gesture of peace and told Katsav that he hoped there would be reconciliation and peace between the two nations.

پليس گفت همچنين برای اتهامات مربوط به کلاهبرداری و تخلف از سوی دفتر رييس جمهوری در زمينه صدور حکم عفو برخی مجرمين، شواهدی در اختيار دارد.

در ماه اوت پس از طرح اتهامات آزار جنسی، پليس به جستجوی منزل آقای کاتساو پرداخت و اسنادی را از آنجا ضبط کرد و رييس جمهوری همچنين چندين بار مورد بازجويی قرار گرفته است.

Israeli police say there is enough evidence to charge President Moshe Katsav with rape and wire-tapping.
Attorney General Menachem Mazuz must now decide whether to press charges.

President Katsav is due to open the winter session of parliament on Monday, but a number of deputies have already threatened to walk out if he attends.

The president denies claims that he forced two female employees to have sex with him, and all other allegations against him.

He has said he is the victim of a "public lynching without trial or investigation".

The police statement said: "There is sufficient evidence indicating that in several cases... the president carried out acts of rape, forced sexual acts, sexual acts without consent and sexual harassment."

"There is sufficient evidence indicating violation of the law banning wire-tapping by the president," it added.

Residence searched

The statement said police also found basis for charges of fraud and malfeasance in office concerning presidential pardons granted by the president - one of the few powers of his office.

Police searched the president's home in August after allegations of sexual harassment emerged, and have questioned him repeatedly and seized documents during the investigation.

Israeli media reports have said the case is based on complaints from up to 10 women.

The 61-year-old father-of-five has rejected calls that he quit the largely ceremonial post that he has held since 2000.

If charged, he would be immune from prosecution.

However, he could be impeached by parliament if it felt he had acted inappropriately.

Israeli dissatisfaction

Mr Katsav will not address the Knesset during the ceremony opening its winter session, the first time in Israeli history that the president has not done so.

Some representatives have threatened to walk out if Mr Katsav is even present.

The BBC's Richard Miron in Jerusalem says Mr Katsav may resign if he is indicted.

The police recommendations come at a time when Israelis of all political hues are dissatisfied with their leadership, our correspondent says.

A number of politicians have faced scandals recently, with charges ranging from sexual misconduct to corruption.

And the handling of the recent war against the Lebanese militant group Hezbollah has been widely criticised.

Mr Katsav is a veteran member of the right-wing Likud party, serving as transport minister in the late 1980s and in 1996 as minister of tourism and deputy prime minister.

گسترش فساد دولتی؟

با آنکه در اسراييل رسيدگی به جرايم ارتکابی از سوی سياست*مردان، روندی شفاف و بدون هر گونه پرده پوشی دارد، ولی طبق نظر سنجی*ها، بخش بزرگی از مردم اين کشور نسبت به سلامت دستگاه دولتی بی*اعتمادند. اين بی*اعتمادی نتيجه متهم شدن برخی از مقام*های بلند پايه اسراييل به ارتکاب فساد طی سال*های اخير است و قاعدتا متهم شدن آقای کاتساو نيز به اين ماجرا دامن خواهد زد.

متهم شدن موشه کاتساو به تعرض جنسی اما با درخواست تعدادی از سياستمداران و نمايندگان مجلس اسراييل برای تغيير نظام حکومتی اين کشور همزمان شده است.

نظام سياسی اسراييل از زمان تاسيس آن تاکنون پارلمانی بوده است. طبق اين سيستم، پارلمان، نخست وزير را برمی*گزيند و نخست وزير در مقابل پارلمان مسئول است. پارلمان در عين حال، مسئول انتخاب رئيس جمهور است، اما رئيس جمهوری که از قدرت اجرايی برخوردار نيست و مقامی تشريفاتی محسوب می*شود.

نظام پارلمانی اسراييل از زمانی که حزب کارگر اين کشور در اواخر دهه ۱۹۸۰ ميلادی، هژمونی خود را در پارلمان از دست داده، دچار نوعی بی*ثباتی سياسی شده است.

اين بی*ثباتی نتيجه حضور نمايندگان احزاب متعدد در پارلمان است، احزابی که برای تشکيل دولت نياز به ائتلاف با يکديگر دارند، ائتلافی که به نوبه خود، معمولا در برخورد با مسائل پيچيده و بغرنج جامعه اسراييل انسجام خود را از دست می*دهد و بعضا دستخوش فروپاشی می*شود.

نخست وزيری که نتيجه ائتلاف چندين حزب سياسی کوچک و بزرگ باشد، برای گرفتن تصميم*های سرنوشت ساز دستش چندان باز نيست و بنابراين، برای حفظ ائتلاف حاکم مجبور به احتياط فراوان است.

مسلما يکی از دلايل عدم قاطعيت رهبران اسراييل برای پيشبرد رود صلح با فلسطينی*ها، همان موقعيت متزلزل و شکننده آنهاست که با اتخاذ هر نوع تصميم سرنوشت ساز به خطر می*افتد.
برای مقابله با اين وضعيت، برخی از سران احزاب اسراييل، خواستار تغيير نظام پارلمانی به نظام رياستی – مشابه ايالات متحده آمريکا – شده*اند.

در نظام رياستی، رئيس جمهور به عنوان شخص نخست کشور، از طريق رای مستقيم شهروندان انتخاب می*شود و پارلمان در انتخاب او نقشی ندارد، از همين رو، رئيس جمهور نيز نسبت به همه تصميم*های خود در برابر پارلمان پاسخگو و مسئول نيست.

تغيير نظام حکومتی

پيشنهاد تغيير نظام حکومتی اسراييل را اويگدور ليبرمن رئيس حزب راست*گرای افراطی ايزائيل بيتينو (اسراييل خانه من) داده است، پيشنهادی که با استقبال شديد اهود اولمرت نخست وزير اسراييل روبرو شده و حتی در کابينه اسراييل رای آورده است.

رای کابينه به تغيير نظام حکومتی اما به معنای تصويب آن و يا حتی نزديک شدن به تصويب آن محسوب نمی*شود، زيرا اين طرح بايد در سه مرحله در پارلمان اسراييل از تصويب اکثريت نمايندگان بگذرد، کاری که بی*نهايت مشکل به نظر می*رسد.

جدای از بحث*هايی که بر سر تاثير تغيير نظام حکومتی اسراييل در نوع رفتار دولت آن در جامعه اسراييل در جريان است، متهم شدن کاتساو به فساد می*تواند به نارضايتی بيشتر اسراييلی*ها از وجود يک رئيس جمهور تشريفاتی و غير پاسخگو منجر شود.

چنانچه حاميان تغيير نظام حکومتی اسراييل بتوانند بر موانع سخت پيش روی خود غلبه کنند، آنگاه موشه کاتساو آخرين رئيس جمهور تشريفاتی اسراييل خواهد بود، رئيس جمهوری که در صورت اثبات اتهاماتش، خاطره*ای از فساد سياسی در جامعه اسراييل به يادگار خواهد گذاشت.

Israeli President Moshe Katsav has rejected calls for his suspension, saying he is innocent of charges against him, which include rape.
Mr Katsav said in a statement that he was a victim of a despicable libel campaign.

Israel's attorney-general said on Sunday that the president should halt public duties while the allegations were resolved.

His non-binding legal opinion follows a request from the supreme court.

The government does not have the power to remove Mr Katsav, 60, from his largely ceremonial position.

'Media lynch'

Two weeks ago, Israeli police said they had enough evidence to charge Mr Katsav with rape, wire-tapping and other crimes.

He says that the allegations against him, made by a number of female employees, are all false.

"I am the victim of a despicable libel campaign," he said in a statement, quoted by AFP news agency.

"The authorities must not let the media lynch disrupt the investigation of the truth... I intend to fight to the end to prove my innocence."

A final decision on whether to bring charges is expected in a matter of weeks. He said he would wait for it rather than resign.

"The president is hurting, but is not afraid. The president is completely certain of his justice and innocence. All the authorities should wait for the end of the investigation, including the attorney general's final decision."


'Public expectations'

"Given the special position of the head of state, who symbolises the sovereignty of the state, it is necessary that the president suspend himself during this affair, so that it reflects what public opinion expects from the institution of the presidency," Attorney General Menachem Mazuz was quoted as saying.

He also suggested that if Mr Katsav failed to step aside, parliament should act as it is "the only body that can pronounce itself on the end of the president's mandate."

The father-of-five was elected for a seven-year term in 2000.

Correspondents say that while Mr Mazuz's opinion does not mean the embattled president has to resign, it piles further pressure on him to do so.

Katsav son accused of harassment
The son of Israeli President Moshe Katsav was accused of sexual harassment.

Israel Railways said Monday that Ariel Katsav, a senior member of its PR staff, was accused of verbally harassing a coworker.

Katsav, whose father has been dogged by a sex scandal for months, denied the charges.

He said the coworker was disgruntled after he complained about her performance, and threatened to file a libel suit against her.

President Katsav, whose term ends next year, has said he would suspend himself if he is indicted over allegations that include molesting and raping several female former employees.

Channel 10 TV reported on Sunday that a sexual assault complaint has been filed against President Moshe Katsav's son Ariel, who is an employee with Israel Railways.


According to the report, a colleague of Katsav filed a complaint with the company's management officials claiming he had asked her inappropriate questions about her body.


"He bothered me with questions like whether I have silicon in my breast, and asked if I am wearing a bra or not. All the time remarks about my breasts. He told me he likes women who don't wear bras," the complainant told Channel 10.


Israel Railways spokeswoman Mali Cohen told Ynet on Sunday evening: "The complainant submitted the complaint to the person in charge of sexual harassment in the Railways, Irit Axelrod, and the complaint is being checked."



Ariel Katsav vehemently denied the accusations, saying “this is a fabricated and despicable story.”



“The woman in question was fired due to major disciplinary problems and adopted the concept of getting her revenge on the employer by filing a false complaint on verbal harassment that never was,” he said.



“This is obviously part of the campaign against the president and his family; I intend to sue the woman for libel and file a complaint of my own with the police.”



An Israel Railways source told Ynet, “The woman volunteers for various organizations in her spare time; she’s very attractive.”


President Katsav faces sexual assault accusations by a former employee and awaits a decision by Attorney-General Menachem Mazuz whether to indict him.


Katsav announced last week that should Mazuz decide to indict him, he would step down.

Katsav: Charges against me are lies

Israeli President Moshe Katsav has angrily defended himself against accusations or rape and other crimes, calling the charges "poisonous, horrible lies".

He pledged to remain in office to fight them.

Katsav, who was warned by Israel's attorney general on Tuesday that he was on the verge of being indicted, was defiant despite growing calls from top Israeli leaders for him to step down or face impeachment. However, he said he would step down if he was officially charged.

"Don't believe the libel, the defamation, the lies. There is only one truth ... I am the target of one of the worst attacks in the history of the state of Israel," he said.

With his voice cracking, an increasingly angry Katsav blamed a media smear campaign - aided by the police - for his troubles and said he would "fight to my last breath, even if it means a world war, to clear my name".

At one point he screamed at a television reporter in the audience, saying he should be ashamed of himself for his coverage of the scandal.

Katsav has faced growing pressure to resign since Attorney General Meni Mazuz announced on Tuesday that he planned to charge the president with a raft of crimes stemming from accusations by former female workers that Katsav forced them to have sex with him.

"I did not commit any of the acts that are attributed to me," he said. Katsav will be given a chance to present his side to Mazuz before the attorney general makes a final decision on whether to charge him.

"If the attorney general decides on an indictment ... I promise to resign immediately," he said.

Katsav, who was born in Iran, implied that the charges against him were motivated by racism against Israelis of Middle Eastern origin, who had traditionally been marginalised by Jews of European heritage.

"I saw myself as a symbol for all those who are not part of the elite clique born with silver spoons in their mouths ... who believe that only they can represent the people of Israel," he said.

Israel's ministry of justice says it plans to charge the country's largely ceremonial head of state, Moshe Katsav, with rape and abuse of power.
Formal charges against him can be made only after a hearing at which he will be allowed to present his case.

Mr Katsav denies allegations of rape and sexual misconduct made by several female employees in recent months.

The recommendation to indict him comes amid a flurry of corruption allegations against top-level Israeli politicians.

Mr Katsav's lawyers said he was innocent and charges would be dropped after the attorney general heard Mr Katsav's side of the story.

"The president believes that everyone will see that he is the victim of false charges," David Libai said, adding that the president would hold a news conference on Wednesday.

The president enjoys immunity, but he can be impeached or prosecuted after he leaves office.

Mr Katsav's seven-year term ends this year, but his lawyers have previously indicated he might resign if he was indicted.

Attorney General Menachem Mazuz's office issued a statement saying there was enough evidence to support an indictment against Mr Katsav on charges of rape, harassment, abuse of power and obstruction of justice, among other crimes.

Dignity of office

Iranian-born Mr Katsav, 60, was a journalist before standing for parliament as a candidate for the right-wing Likud party in 1977.

He acted as power broker within the party and rose to ministerial positions.

The office is invested with great dignity and prestige in the Israeli political system, but powers are limited. They include pardoning prisoners.

Several MPs have called on Mr Katsav to resign immediately to avoid bringing the office into disrepute.

He was the first member of a right-wing political party to become Israeli president, beating off the challenge of Labour veteran Shimon Peres in 2000.

Mr Katsav's predecessor, Ezer Weizman, left office early in controversial circumstances after the attorney general found he had accepted improper gifts. He was never charged with any crime.

His comments followed a nationally televised news conference in which a visibly angry Mr Katsav denied the accusations against him.

At one point the president railed against a reporter from Israel's Channel 2 television, accusing it of leading a campaign against him.

He implored the public not to believe the allegations, saying: "When the truth comes out you will be shocked."

"Don't believe the libel, the defamation, the lies," he said. "There is only one truth... I am the target of one of the worst attacks in the history of the State of Israel."

Mr Katsav vowed to stay in office to fight the allegations.

"The law does not oblige me to resign," he said. "I will not give in to blackmail."

Immunity

Mr Katsav has requested temporary leave of absence, during which the speaker of the Knesset (parliament) will act in his place.

A parliamentary committee would have to approve such a move.

The BBC's Rachel Harvey in Jerusalem says as long as Mr Katsav retains the title of president he still has immunity from criminal prosecution.

Mr Katsav's seven-year term ends later this year.

Some 30 members of the Knesset have signed a petition to begin moves to have Mr Katsav impeached, Israeli media reported.

The accusations, brought by four women, date back several years.

If the case does go to trial and if he is found guilty, Mr Katsav could face up to 16 years in prison.

JERUSALEM - Under a torrent of demands for his resignation and a growing movement to impeach him, Israeli President Moshe Katsav asked parliament Wednesday for a leave of absence. The move came one day after the attorney general announced he planned to charge Mr. Katsav with rape and other sexual offenses following months of investigation.

Katsav, who said Wednesday he would resign immediately if he is officially indicted, now sits perched at what many Israelis view as the pinnacle – literally and figuratively – of a government in a state of moral decline.

A slew of civilian and military leaders here are under investigation for various types of wrongdoing, and the nation's regard for its top elected official is at an all-time low, with Prime Minister Ehud Olmert garnering approval ratings as low as 14 percent. And although Israelis have been showing increasingly less regard for their once-venerated institutions over the past decade, this new slide in public confidence coincides with a range of indicators pointing in the direction of change.

This, some pollsters say, includes the increased likelihood of Israel heading toward earlier-than-planned elections. In the interim, it is improbable that Israel's government and even its Army, historically viewed as an institution above the political fray, will have the wherewithal and support necessary to make groundbreaking moves toward peace with the Palestinians or with Syria, both of which are in the offing.

"What happened in the last few years is that we've had the erosion of all government systems in Israel, the justice department, the courts, the leaders, and especially the politicians. If you attach the title 'politician' to anyone, his ranking will immediately go down 20 points," says Rafi Smith, director of the Smith Polling Institute in Ramat Gan, near Tel Aviv.

"The credibility of all the leaders is in question, because most of them are either under investigation or have a cloud of corruption over them," Mr. Smith says, "and there is a perception that corruption is a real problem here."

Several studies prove the point. In the 2006 Transparency International Corruption Perceptions Index, published by the Berlin-based graft watchdog, Israel ranks 34th. Israel's ranking, says one Israeli watchdog group, is down from the late 1990s, when it was in the high teens.

A 'me' generation?

"The moral standards have declined in that it's become a 'me' generation where private gain trumps public good," says Michael Partem, the deputy chairman of the Movement for Quality Government in Israel. The organization, which has nearly 20,000 members, has come to play a particularly active in role in fighting corruption and making legal challenges to poor governance. It runs four hotlines and made 1,500 legal complaints last year – some of which were then taken up by the Supreme Court. It also played a critical role in calling for the establishment of the Winograd Commission, which is investigating the conduct of various leaders during last summer's war between Israel and Lebanon.

Mr. Partem, a lawyer, points out that the public's increasingly bleak perception of its most senior leaders comes amid increased expectations of upstanding behavior. Katsav is not the first Israeli politician to be accused of sexual misconduct in office, but in decades past, victims were less likely to speak out and the powerful were much more likely to be protected.

"There are changing standards and norms," Partem says. "Things that were tolerated 20, 30 years ago are not tolerated today. Certainly the abuse of power for sexual favors has been around a long time, but the public tolerance for it is much, much lower."

To be sure, political figures in many of the most developed countries suffer from image problems. The spreading sense that political life has become more of a place for self-gratification and greed than achieving ideological goals is not one that is limited to Israel. But Israelis seem to be taking the sting especially hard, given that the country was founded on the ideals of social equality, and that Katsav had once been viewed as a success story.

Born in Iran, Katsav's rise to the presidency was seen as an example of Jews from Muslim countries – often marginalized by the Ashkenazi establishment that fled Europe – finally arriving in positions of power.

Now, some critics say Katsav's office should be abolished altogether.

Calls to abolish the presidency

Columnist Ben Caspit, writing in the popular newspaper Maariv, joined a chorus of voices demanding Katsav's resignation, and then some.

"We have no need for a president," Caspit wrote. "Show me the last president who contributed anything to the people, to the state, to unity, to security, to the economy, to anything. [...] It is an outdated, tedious, unnecessary, wasteful institution, which consists solely of benefits, honors, and nonsense. The opulent residence, the ceremonies, the trips, the bodyguards, the cars, the budgets. It costs a fortune and is of no use."

Mr. Olmert, meanwhile, is being investigated for possible wrongdoing in a banking sale, during the 2005 privatization of the country's second largest bank, Bank Leumi, when Olmert was serving as finance minister. Other key figures are also on trial. Former Justice Minister Haim Ramon is charged with sexual misconduct while Tzahi Hanegbi, a former minister of the environment, is charged with making illegal appointments.

And it remains unclear whether the resignation last week of Dan Halutz, the chief of staff of the Israel Defense Forces, will free Olmert of the taint associated with last summer's war or simply drag his popularity even lower. A poll done by Smith – in conjunction with Israel's Channel 10 – on the day of Halutz's resignation last week showed the sway of public opinion was not in Olmert's favor. Sixty-nine percent of respondents said Olmert should resign, while an overwhelming 85 percent said Defense Minister Amir Peretz should resign. Some two-thirds said they hoped the parties would call for early elections.

كاتساو، تنها مقام رژيم صهيونيتسي نيست كه اين نوع اتهامات با سند و مدرك معتبر به وي وارد شده است بلكه پيش از او افرادي مانند آريل شارون و ديگر مقام*هاي اين رژيم در خصوص فسادهاي اخلاقي و مالي متهم شده بودند.

جداي از تخلفات مالي و استراق سمع، برخي از مردم سرزمين*هاي اشغالي از فساد اخلاقي و تجاوز جنسي كاتساو به عنوان بالاترين مقام*اين رژيم خشمگين هستند.

به نقل از خبرگزاري فرانسه، روزنامه معاريو چاپ اسرائيل امروز جمعه نوشت: موشه كتساو به تازگي با تاسيس انجمن موسوم به"حقيقت به زودي روشن خواهد شد" اميدوار است از يهوديان مقيم آمريكا كه همچون وي اصليت ايراني دارند، براي دفاعيه*اش در دادگاه پول جمع آوري كند.

كاتساو به تجاوز به يكي از كارمندان زن پيشين خود در مقر رياست رژيم صهيونيستي كه تنها با نام "آ" معرفي شده و نيز آزار جنسي برخي ديگر از كارمندان زن خود متهم است و شماري از آنان از وي شكايت كرده*اند.

روز پنجشنبه، 28 ژوئن، مینی مازوز، دادستان کل اسرائیل، اعلام داشت که موشه کاتساو، رییس جمهوری اسرائیل، اعتراف نامه ای در مورد ارتکاب مزاحمت جنسی، عمل خلاف عفت و ایجاد مزاحمت برای یکی از شهود را امضا کرده است.

با امضای این اعتراف نامه، دادستانی اسرائیل موافقت کرده است که از پیگرد آقای کاتساو به اتهام تجاوز جنسی صرفنظر کند.

امضای این اعتراف نامه مستلزم کناره گیری رییس جمهوری از این سمت است هر چند دوره ریاست جمهوری آقای کاتساو حدود یک ماه و نیم دیگر خاتمه می یابد و جانشین وی نیز انتخاب شده است.

قبول اتهام های کوچکتر مانع از به جریان افتادن پرونده پیچیده اتهام تجاوز جنسی و ضرورت برگزاری محاکمه ای احتمالا بسیار طولانی خواهد شد.

آقای کاتساو در صورت محکومیت در ارتباط با اتهام تجاوز جنسی ممکن بود به مجازات زندان تا شانزده سال محکوم شود اما مجازات پیش بینی شده برای اتهامات مورد قبول او جریمه نقدی سنگین است.

نخستین اتهام سوء رفتار جنسی علیه موشه کاتساو یک سال پیش مطرح شد و بعدا چهار تن از همکاران زن او در دفتر ریاست جمهوری و وزارت جهانگردی نیز اتهامات مشابهی را مطرح کردند.

موشه کاتساو قبل از انتخاب به سمت ریاست جمهوری در کابینه اسرائیل سمت وزیر جهانگردی را برعهده داشت.

در ماه ژانویه سال جاری، مینی مازوز اعلام داشت که در نظر دارد رییس جمهوری را به اتهام تجاوز به عنف و سوء رفتار جنسی تحت تعقیب قرار دهد.
