Seizure of British sailors sparks diplomatic tension (Roundup)


London - The British government Friday demanded the immediate and safe return of 15 Royal Navy sailors seized at gunpoint by Iranian warships in Iraqi territorial waters.

'We are urgently pursuing this matter with the Iranian authorities at the highest level,' the Ministry of Defence (MoD) said in a statement in London.

Foreign Secretary Margaret Beckett had summoned the Iranian ambassador to the Foreign Office.

The incident,involving the Royal Navy's Type 22 frigate HMS Cornwall, happened at around 10:30 a.m. (0730 GMT) Friday, following a 'routine inspection' of a merchant ship.

'The boarding party had completed a successful inspection of a merchant ship when they and their two boats were surrounded and escorted by Iranian vessels into Iranian territorial waters,' the MoD said.

'The British Government is demanding the immediate and safe return of our people and equipment,' it added.

Reports said the men were seized when they boarded a boat in the northern Gulf, off the coast of Iraq, which they suspected was smuggling cars.

A BBC News 24 reporter on the ship, Ian Pannell, said that they had just boarded a dhow, an Arab sailing boat.

'While they were on board, a number of Iranian boats approached the waters in which they were operating - the Royal Navy are insistent that they were operating in Iraqi waters and not Iranian waters - and essentially captured the Royal Navy and Royal Marine personnel at gunpoint,' he said.

Earlier Friday, a senior British Army officer alleged that insurgents in southern Iraq are being funded by Iran to stage attacks on British forces stationed in Basra.

Lieutenant-Colonel Justin Maciejewski conceded, however, that he had 'no smoking gun' to prove Iranian interference in Basra, where British troops come under regular mortar and rocket attack.

But he said local community leaders informed him that Iranian agents were paying local men 500 dollars a month to carry out attacks and providing them with sophisticated modern weapons.

Maciejewski, the commanding officer at the British base at Basra Palace, the British Army headquarters, said he had 'no reason to disbelieve the reports.'

'All the information we are getting from the locals in Basra is that the vast majority of the violence against us is inspired from outside of Iraq and the people here very much believe that that is Iran.'

Iran Nabs British Sailors in Iraq Waters

LONDON (AP) - Iranian naval vessels seized 15 British sailors who had boarded a ship suspected of smuggling cars in the Persian Gulf off the Iraqi coast on Friday, officials said.

The British government demanded ``the immediate and safe return of our people and equipment.''

The British Navy personnel were ``engaged in routine boarding operations of merchant shipping in Iraqi territorial waters,'' and had completed a ship inspection when they were accosted by Iranian vessels, Britain's Defense Ministry said.

``We are urgently pursuing this matter with the Iranian authorities at the highest level and ... the Iranian ambassador has been summoned to the Foreign Office,'' the ministry said.

The seizure comes at a time of rising tensions between Iran and the West, which accuses the Islamic republic of violating a U.N. calls for it to halt uranium enrichment and open its nuclear program for inspection. It also comes amid U.S. accusations that Iran is funding and arming Shiite militias in Iraq, worsening sectarian tensions there.

The United States, Britain's chief ally, has built up its naval forces in the Gulf in a show of strength directed at Iran. Two American carriers, including the USS John C. Stennis - backed by a strike group with more than 6,500 sailors and Marines and with additional minesweeping ships - arrived in the region in recent months, ratcheting up tensions with Iran.

A Pentagon official said the Britons were in two inflatable boats from the frigate H.M.S. Cornwall during a routine smuggling investigation, said the official, who spoke on condition on anonymity because he was not authorized to speak about the incident.

He said the confrontation happened as the British contingent was traveling along the boundary of territorial waters between Iran and Iraq. They were detained by the Revolutionary Guard's navy after inspecting a merchant ship believed to be smuggling cars, he said.

A fisherman who said he was with a group of Iraqis from the southern city of Basra fishing in Iraqi waters in the northern area of the Gulf said he saw the Iranian seizure. The fisherman declined to be identified because of security concerns.

``Two boats, each with a crew of six to eight multinational forces, were searching Iraqi and Iranian boats Friday morning in Ras al-Beesha area in the northern entrance of the Arab Gulf, but big Iranian boats came and took the two boats with their crews to the Iranian waters.''

In June 2004, six British marines and two sailors were seized by Iran in the Shatt al-Arab between Iran and Iraq. They were presented blindfolded on Iranian television and admitted entering Iranian waters illegally, then released unharmed after three days.

UK sailors captured at gunpoint


Fifteen British Navy personnel have been captured at gunpoint by Iranian forces, the Ministry of Defence says.

The men were seized at 1030 local time when they boarded a boat in the Gulf, off the coast of Iraq, which they suspected was smuggling cars.

The Royal Navy said it was doing everything it could to secure the release of its personnel, who are based on HMS Cornwall.

It added that the men had been carrying out a routine patrol in Iraqi waters.


The Ministry of Defence said: "The group boarding party had completed a successful inspection of a merchant ship when they and their two boats were surrounded and escorted by Iranian vessels into Iranian territorial waters.

"We are urgently pursuing this matter with the Iranian authorities at the highest level.

"The British government is demanding the immediate and safe return of our people and equipment."

It is understood the men being held are safe and well.

Foreign Secretary Margaret Beckett has summoned the Iranian ambassador in London to the Foreign and Commonwealth Office, in an attempt to get the men released as quickly as possible.

In a statement, leader of the Liberal Democrats, Sir Menzies Campbell, also called for their immediate release.

"Whatever the rights and wrongs of military action, British forces in Iraq are now there with the authority of a UN security council resolution... and the Iranian government should be left in no doubt of the serious implications of their action," he said.

The incident comes as British Army Colonel Justin Masherevski, who is based in Iraq, says most of the violence against UK forces in Basra is being engineered by Iranian elements.

Col Masherevski said Iran was providing "sophisticated weaponry" to insurgents and "Iranian agents" were paying local men to attack British troops.


In 2004, Iran detained eight British servicemen for three days after they allegedly strayed over the maritime border.

The UK claimed the men were "forcibly escorted" into Iranian territorial waters.

While they were being held, the men were paraded blindfold and made to apologise on Iranian TV before their release was agreed.

The BBC's diplomatic correspondent James Robbins said the difference this time, and a cause of concern, is that the present Iranian government under President Mahmoud Ahmadinejad was much more hardline.

"The political climate is worse with Britain among those confronting Iran over its controversial nuclear programme," he added.

بيانيه وزارت دفاع انگليس درباره دستگيري 15ملوان اين كشور


وزارت دفاع انگليس با انتشار بيانيه اي اعلام كرد، نيروهاي دريايي ايران امروز 15 تن از نيروي دريايي انگليس را كه سرگرم بازرسي از يك كشتي تجاري در آبهاي منطقه*اي عراق بودند، دستگير كردند.



به نقل از خبرگزاري فرانسه، در بيانيه وزارت دفاع انگليس آمده است: دولت انگليس خواستار آن شده كه اين 15 ملوان آزاد شوند و تجهيزات همراه آنها نيز پس داده شود.

اين بيانيه افزوده است: مذاكرات فوري با مقامات عاليرتبه ايراني در اين زمينه آغاز شده است.

به گفته اين منبع در همين ارتباط مارگارت بكت وزير امور خارجه انگليس سفير ايران در لندن را به وزارت امور خارجه اين كشور فراخوانده است.

دولت انگليس اعلام كرد، 15 ملوان اين كشور توسط نظاميان ايران دستگير شده است.



به نقل از شبكه تلويزيوني الجزيره قطر، دولت انگليس از ايران خواست هر چه سريعتر اين افراد را آزاد كند.

بنا براين گزارش، وزارت خارجه انگليس سفير ايران در اين كشور را فراخوانده است.

وزارت دفاع آمريكا نيز خبر دستگيري، 15دريانورد انگليسي توسط ايران را تائيد كرد.

الجزيره در خبر منتشره به مكان و زمان دستگيري اشاره*اي نكرد. ولي شبكه بي بي سي اعلام كرد، اين افراد در بخش شمالي خليج فارس در نزديكي سواحل عراق دستگير شدند.

Britain demands "immediate, safe return" of seized servicemen


LONDON, March 23 (Xinhua) -- Britain is demanding the "immediate and safe return" of 15 British navy personnel seized by Iranian forces, the Ministry of Defense (MoD) said Friday.

"On the instructions of the Foreign Secretary, the Iranian ambassador has been summoned to the Foreign Office," the MoD said in a statement, adding that Britain is urgently pursuing this matter with the Iranian authorities at the highest level.

Iranian naval vessels detained 15 British soldiers at approximately 10:30 a.m. Iraqi time (0730 GMT) on Friday, when they were engaged in routine boarding operations of merchant shipping in Iraqi territorial waters, in support of UN Security Council Resolution 1723 and the Iraqi government, the MoD said.

"The UK boarding party had completed a successful inspection ofa merchant ship when they and their two boats were surrounded and escorted by Iranian vessels into Iranian territorial waters," said the MoD.

Sky News said the captives, from the Type 22 frigate HMS Cornwall, were seized in the Shatt Al Arab waterway. The British Royal Navy insisted that they were operating in Iraqi waters and not Iranian territorial waters.

It is reported that the operation was part of a crackdown on smugglers.

"I have got 15 sailors and Marines who have been arrested by the Iranians," Commodore Nick Lambert, the commanding officer of HMS Cornwall, told Sky News.

According to the BBC, this is not the first time that British troops have been seized by Iranian forces in the troubled waters between Iran and Iraq. In 2004, Iran detained eight British servicemen for three days after they allegedly strayed over the maritime border.

دولت های بریتانیا و ایران در مورد محل بازداشت 15 ملوان بریتانیایی که صبح روز جمعه در آب های خلیج فارس توسط نیروهای ایرانی بازداشت شدند اختلاف نظر دارند. هر دو کشور سفیر طرف مقابل در پایتخت خود را برای ادای توضیح فراخوانده اند.
وزارت دفاع بریتانیا گفته بود که مطمئن است نیروهایش در آب های عراق به سر می بردند اما وزارت خارجه ایران اکنون طی بیانیه ای می گوید ملوانان بریتانیایی در آب های ایران دستگیر شده اند.

همزمان خبرگزاری آسوشیتدپرس به نقل از فرمانده کِوین آندال، از مقام های نیروی دریایی آمریکا، گزارش می دهد که نیروهای سپاه پاسداران انقلاب اسلامی مسئول دستگیری بریتانیایی ها بوده اند.

خبرگزاری دولتی ایران، ایرنا، به نقل از مديركل غرب اروپای وزارت خارجه ایران گزارش داد که نظاميان بریتانیایی وارد آبهای ايران در اروند رود شده بودند و توسط نيروهای مرزبانی برای "تحقيق و بررسی بيشتر و علت ورود" بازداشت شده اند.

این در حالی است که وزارت دفاع بریتانیا پیشتر در بيانيه ای اعلام کرده بود ملوانانش در آبهای عراق و در حالی که بازرسی معمول از يک کشتی تجاری را به پايان رسانده بودند، از سوی کشتی های ايرانی محاصره و به سوی آب های ساحلی ايران هدايت شدند.

احضار سفرا

مارگارت بکت، وزیر امور خارجه بریتانیا، خواستار بازگرداندن فوری و ایمن خدمه ناو "اچ ام اس کورنوال" شده است.

وی گفت که خواستار "توضیح کامل" ایران شده و شکی باقی نگذاشته است که او خواهان بازگرداندن فوری این گروه و تجهیزات آنهاست.

وی گفت: "درک ما این است که آنها براساس قطعنامه 1723 شورای امنیت در حمایت از دولت عراق برای جلوگیری از قاچاق، در دو قایق در آب های عراق مشغول انجام وظایف خود بودند."

بعد از ظهر جمعه در لندن، رسول موحديان، سفير ايران به وزارت خارجه بریتانیا احضار شد.

وزارت خارجه بريتانيا گفت ملاقات با سفير ايران کوتاه اما مطابق با عرف ديپلماتيک بود و گفت که سفیر بریتانیا در ایران نیز درحال گفتگو با مقام های جمهوری اسلامی بوده است.

اما تلویزیون دولتی ایران گزارش داد که سفیر بریتانیا در تهران به وزارت خارجه احضار شده است.

وزارت دفاع بریتانیا گفت با بستگان این 15 نفر که شامل 8 ملوان و 7 تفنگدار دریایی بودند تماس گرفته است.

نيک لمبرت، فرمانده ناوگان اين ملوانان، به بی بی سی گفت اميدوار است اين حادثه تنها يک سوء تفاهم باشد و فورا حل شود.

افزایش تنش

حادثه درحالی اتفاق می افتد که تنش با ایران به خاطر برنامه اتمی آن کشور بار دیگر در آستانه تصویب قطعنامه ای علیه ایران در شورای امنیت سازمان ملل که بریتانیا در تنظیم آن نقش داشته درحال افزایش است.

به علاوه ماجرا پس از آن روی می دهد که بریتانیا گفت بخش اعظم خشونت ها علیه نیروهای بریتانیایی در بصره، در جنوب عراق، با طراحی عناصر ایرانی انجام می شود.

جاستین میسیجوئسکی، سرهنگ ارتش بریتانیا در عراق، ادعا کرد ایران درحال ارسال "تسلیحات پیشرفته" برای شورشیان عراقی است و "عوامل ایرانی" افراد محلی را برای حمله به نیروهای بریتانیایی اجیر کرده اند.

ایران در گذشته این گونه ادعاها را رد کرده و در مقابل بخشی از ناآرامی ها و بمبگذاری های دو سال اخیر استان خوزستان را به بریتانیا نسبت داده است، اتهامی که بریتانیا "مهمل" می خواند.

در ژوئن سال 2004 نيز هشت ملوان و تفنگدار دريايی بريتانيايی در اروندرود (شط العرب) بازداشت شدند اما پس از چهار روز در پی مذاکرات ديپلمات های بريتانيايی با مقامات ايران، آزاد و به سفارت بريتانيا در تهران تحويل داده شدند.

نيروی دريايی ارتش ايران از روز پنجشنبه 22 مارس تمرين نظامی ده روزه ای را در آبهای خليج فارس در استان بوشهر آغاز کرده است اما مشخص نيست که ميان برگزاری اين تمرين نظامی و بازداشت ملوانان بريتانيايی ارتباطی وجود داشته باشد.

مقام های بریتانیایی می گویند بازداشت شدگان در دو قايق کوچک در عمليات نيروهای ائتلاف تحت رهبری آمريکا برای جلوگيری از قاچاق اسلحه و نيروهای شورشی به داخل عراق شرکت داشتند و در بخش شمالی خليج فارس در نزديکی سواحل عراق دستگير شدند.

اما مقام های ایرانی می گویند این چندمین بار است که نیروهای بریتانیایی وارد آبهای ایران شده اند.

سخنگوي وزارت خارجه كشورمان، ورود مداخله جويانه نيروهاي انگليسي به آب*هاي سرزميني ايران را مشكوك و نشانگر اهداف غيرعادي دانست.



به نقل از اداره كل اطلاعات و مطبوعات وزارت خارجه، سيد محمد علي حسيني سخنگوي وزارت خارجه كشورمان، ورود غيرقانوني و مداخله جويانه نيروهاي انگليسي به آب هاي ايران را اقدامي مشكوك و بر خلاف مقررات و حقوق بين الملل دانسته و آنرا محكوم كرد.

وي با اشاره به ماهيت مغرضانه اينگونه تحركات، تصريح كرد: نقض حاكميت ديگر كشورها و ورود غيرمجاز به آن نشانگر اهداف غيرعادي و مغاير با تعهدات بين المللي است كه با هيچ توجيهي نمي توان از پذيرش مسئوليت آن سرباز زد.

سخنگوي وزارت خارجه كشورمان با اشاره به تلاش نيروهاي انگليسي براي سرپوش نهادن بر اقدام غيرمجاز خود، توصيه كرد: مسئولان انگليسي به جاي جبران اشتباهات خود، نبايد با ارائه تفسيرهاي غير مرتبط در پي فرافكني و توجيه اقدام غيرقانوني خويش برآيند.

اعتراض شديد وزارت خارجه به ورود غيرقانوني نظاميان انگليس به آبهاي ايران


گيت اسميت كاردار انگليس در تهران در غياب سفير آن كشور به وزارت امور خارجه احضار و نسبت به ورود غير قانوني نظاميان نيروي دريايي انگليس به آب*هاي سرزميني كشورمان در اروند رود شديدا مورد اعتراض قرار گرفت.



به نقل از اداره كل اطلاعات و مطبوعات وزارت خارجه، رحيم پور مدير كل غرب اروپاي وزارت امور خارجه در اين ملاقات با ارائه جزئيات اين حادثه گفت كه اين چندمين باري است كه نظاميان انگليس در طول اشغال عراق بطور غير قانوني وارد آب*هاي سرزميني جمهوري اسلامي ايران در اروندرود شده و توسط نيروهاي مرزباني كشورمان جهت تحقيق و بررسي بيشتر علت ورود، دستگير مي*گردند.

مدير كل غرب اروپا وزارت خارجه خواستار ارائه توضيحات فوري طرف انگليسي در خصوص اين تجاوز آشكار به آب*هاي كشورمان و عدم تكرار آن در آينده شد.

كاردار انگليس در پاسخ با ارائه توضيحاتي گفت كه سريعا موضوع و اطلاعات داده شده را به دولت متبوع خود ارسال و پاسخ لازمه را در اسرع وقت به جمهوري اسلامي ايران ارائه خواهد نمود.

سفير انگليس كه در لندن بسر مي*برد صبح امروز جهت تبادل نظر با مقامات كشورمان وارد تهران مي*شود
