    Amnesty International has warned that the internet "could change beyond all recognition" unless action is taken against the erosion of online freedoms.
    The warning comes ahead of a conference organised by Amnesty, where victims of repression will outline their plights.

    The "virus of internet repression" has spread from a handful of countries to dozens of governments, said the group.

    Amnesty accused companies such as Google, Microsoft and Yahoo of being complicit in the problem.

    Website closures

    When challenged on their presence in countries such as China in the past, the companies accused have always maintained that they were simply abiding by local laws.

    Amnesty is concerned that censorship is on the increase.

    "The Chinese model of an internet that allows economic growth but not free speech or privacy is growing in popularity, from a handful of countries five years ago to dozens of governments today who block sites and arrest bloggers," said Tim Hancock, Amnesty's campaign director.

    "Unless we act on this issue, the internet could change beyond all recognition in the years to come.

    More and more governments are realising the utility of controlling what people see online and major internet companies, in an attempt to expand their markets, are colluding in these attempts," he said.


    Amnesty has criticised Google's presence in China

    According to the latest Open Net Initiative report on internet filtering, at least 25 countries now apply state-mandated net filtering including Azerbaijan, Bahrain, Burma, Ethiopia, India, Iran, Morocco and Saudi Arabia.

    Egyptian blogger

    Filtering was only one aspect of internet repression, the group said. It added that increasingly it was seeing "politically motivated" closures of websites and net cafes, as well as threats and imprisonments.

    Twenty-two-year-old Egyptian blogger Abdul Kareem Nabeel Suleiman was imprisoned for four years in February for insulting Islam and defaming the President of Egypt.

    Fellow Egyptian blogger Amr Gharbeia told the BBC that the internet was allowing people to express themselves: "The web is creating a more open society, it is allowing more people to speak out. It's only natural that upsets some people."

    The Amnesty conference - Some People Think the Internet is a Bad Thing: The Struggle for Freedom of Expression in Cyberspace - will have some well-known speakers including Wikipedia founder Jimmy Wales.

    It marks the first anniversary of Amnesty's website irrepressible.info, which is being relaunched to become an information hub for anyone interested in the future of internet freedom.

      سايت کمپين يک ميليون امضا ، تغيير برای برابری، پس از گذشت دوماه از آخرين فيلترينگ، برای بار ششم فيلتر شد. اگر يکی از اهداف فيلترينگ راهی برای ريزش مخاطبان سايت کمپين فرض شده باشد بايد بگوييم که چنين روشی چندان موفق نبوده است. بر اساس آمارروزانه بازديد کنندگان سايت (بيش از 1100 بازديد کننده در روز) اکثر بازديدکنندگان همچنان از طريق نشانی های فيلتر شده از سايت ديدن می کنند و باقی بازديد کنندگان به طور متوسط از طريق 90 تا 100 سايت خبری ، سايت شخصی و وبلاگ - که يا لوگوی کمپين را در صفحه خود قرار داده اند و يا مطالبی از سايت را منتشر کرده اند - وارد سايت کمپين می شوند. جالب آنکه طی ماه های گذشته نمودار بازديد کنندگان و همچنين لينک دهندگان پس از هر فيلترينگ يک نزول کوتاه مدت و سپس صعود چشمگيرو مداوم را نشان داده است.

        Change for Equality: The Site of the One Million Signatures Campaign, Change for Equality, has been blocked once again. This latest effort at censorship marks the 6th time that the site of the Campaign has been blocked by authorities. It has been 2 months since the site was last blocked.

        If by blocking the site of the Campaign, one of the aims of officials is to ensure a decline in our readership, we have to admit that this strategy has in fact failed. According to daily statistics, 1,100 unique users visit our site each day. Most of our site’s visitors access the site through blocked URLs, while others access the site through approximately 100 news sites and weblogs, which have either posted our logo on their sites, or have linked a news item published on Change for Equality. Of course, each time our site is blocked, we do experience a short decline in readership, followed by a noticeable increase in unique visitors.

          گزارشها حاکی از این است که مراجع قضائی در تهران حکم به فیلتر شدن سایت اینترنتی خبرگزاری کار ایران (ایلنا) داده اند.
          مسئولان این خبرگزاری در تماس بخش فارسی بی بی سی هنوز در این زمینه اظهارنظری نکرده و از تأیید یا تکذیب خبر خودداری کرده اند اما در سایت ایلنا از ساعت یازده و بیست و دقیقه پیش از ظهر (به وقت تهران) هیچ خبر تازه ای درج نشده و به نظر می رسد که فعالیت خبرگزاری متوقف شده باشد.

          از داخل ایران نیز گزارش می شود که با مراجعه به آدرس اینترنتی خبرگزاری کار، این پیام روی صفحه رایانه پدیدار می گردد: "مشترک گرامی دسترسی به این سایت امکان پذیر نمی *باشد".

          اخبار خبرگزاری کار ایران تنها از طریق سایت اینترنتی منتشر می شود و این خبرگزاری شیوه دیگری برای خبررسانی ندارد.

          خبرگزاریهای ایرانی به نقل از مقامات مسئول در دستگاه قضائی اما بدون ذکر نام آنها گزارش داده اند که بازپرس شعبه یازده دادسرای کارکنان دولت که به جرائم مطبوعاتی رسیدگی می کند با توجه به شکایتهای مکرری که علیه ایلنا مطرح بوده و در بعضی موارد برای آنان کیفرخواست صادرشده و به دادگاه ارسال شده بوده، برای جلوگیری از تکرار جرم، دستور فیلتر شدن سایت این خبرگزاری را صادر کرده است.

          خبرگزاری کار ایران در حالی فیلتر شده که مسئولان آن پس از آنکه به مدت یک هفته به صورت خودخواسته فعالیت این خبرگزاری را تعطیل کرده بودند، با منصوب کردن مدیرعامل تازه ای به جای مدیرعامل قبلی، کار خبررسانی را از سرگرفته بودند.

          این خبرگزاری در همان روزی فیلتر شده که با مدیرعاملی سیدابوتراب فاضل، کار خود را آغاز کرده و در سایت خود مصاحبه ای با آقای فاضل را منتشر کرده که وی در آن ابراز امیدواری کرده که: "ایلنا از هر گزندی مصون بماند".

          این آرزو را مسعود حیدری، مدیرعامل پیشین ایلنا نیز هنگام اعلام کناره گیری خود ابراز کرده بود.

          هنگامی که آقای حیدری از مسئولیت خود کناره گرفت و ایلنا به مدت یک هفته تعطیل گردید، گفته شد که هدف از این تغییرات، کاهش فشارهایی است که بر این خبرگزاری اعمال می شده است.

          خبرگزاری کار به خانه کارگر تعلق دارد که تشکلهای صنفی کارگری در آن عضویت دارند و دبیرکل آن، علیرضا محجوب از جمله نمایندگان اقلیت اصلاح طلب مجلس شورای اسلامی است.

          طی سالهای اخیر که محدودیتهای بیشتری بر فعالیتهای خبری در ایران اعمال می شود، خبرگزاری کار به اخباری که می توانست برای مراجع امنیتی و قضائی حساسیت برانگیز باشد، بويژه اخبار اعتراضهای صنفی، نسبت به دیگر خبرگزاریها پوشش بیشتری می داد و گاه تنها منبع مخابره چنین گزارشهایی بود.

          مسعود حیدری که در تمامی طول چهار سال و چهار ماه فعالیت خبرگزاری کار ایران، مدیرعامل این خبرگزاری بود با انتشار نامه ای سرگشاده به دبیرکل خانه کارگر نوشت که استعفای او به این دلیل است که حضورش "لطمه و آسیبی بیش از آنچه پیش آمده" متوجه این خبرگزاری نکند.

          سیدابوتراب فاضل که جانشین آقای حیدری شده، از اعضای هیئت مدیره ایلنا و پیش از آن مدیر روابط عمومی سازمان عمران کیش بوده است.

          نخستین روز مدیریت او بر ایلنا که طی آن این خبرگزاری ساعاتی بیش فعالیت نکرد همزمان شده با ناپدید شدن منصور اسانلو، رئیس هیئت مدیره سندیکای کارکنان شرکت واحد اتوبوسرانی تهران، اما ایلنا بر خلاف گذشته که اخبار مربوط به آقای اسانلو را منتشر می ساخت، این بار هیچ گزارشی در این زمینه نداده است.

            حمله هکرهای ایرانی به پرشین بلاگ


            به تلافی هک پرشین بلاگ توسط یک گروه ظاهرا عراقی سایت آنها نیز هک شده است
            چند روز پس از هک شدن پرشین بلاگ توسط گروهی که خود را عراقی می خواندند، اکنون بار دیگر این سایت و این بار توسط یک گروه ایرانی هک شده است.
            گروه ایرانی هک کننده سایت پرشین بلاگ در پیامی که بر روی سایت هک شده قرار داده اند، نوشته اند که در اعتراض به امنیت پایین این سایت، آن را هک کرده اند.

            این گروه از هکرها همچنین در همین پیام متذکر شده اند که به تلافی هک شدن پرشین بلاگ توسط گروهی که خود را عراقی معرفی کرده بود، سایت هکرهای فوق الذکر را نیز هک کرده اند.

            هکرهای ایرانی که ظاهرا از نوع هکرهای "کلاه سفید" هستند، با هک کردن سایت پرشین بلاگ در واقع قصد داشته اند تا توجه مسئولان این سایت را به فقدان امنیت این سایت جلب کنند.

            هکرهای کلاه سفید، هکرهایی هستند که معمولا به قصد نشان دادن ضعف امنیتی و یا جلب توجه بطور موقت اقدام به هک سایت ها می کنند.

            بعضی هکرهای دیگر به قصد خرابکاری یا تبلیغات سیاسی دست به هک کردن سایت ها می زنند.

            هفته گذشته مسئولان پرشین بلاگ اعلام کرده بودند که هکرهایی که خود را عراقی می خواندند، به دامنه سایت حمله کرده و قصد ربودن آن را داشته اند که هویت سارقان کشف و از طریق مراجع بین المللی درحال پیگیری موضوع هستند.

            هکرهایی که خود را عراقی معرفی کرده بودند در پیام خود بر روی پرشین بلاگ شعارهای نژادپرستانه و توهین آمیزی علیه ایرانیان در سایت منتشر کرده بودند.

            پرشین بلاگ پس از یک روز وقفه، به تدریج توانست فعالیت خود را از سر بگیرد اما اکنون این سایت توسط یک گروه از هکرهای ایرانی مورد حمله قرار گرفته است.



            برخی از کارشناسان از ایران به عنوان یکی از کشورهایی که بیشترین تعداد وبلاگ در آن ثبت شده است نام می برند



            هم اکنون دسترسی به حدود هشتصد هزار وبلاگ پرشین بلاگ از طریق سرور قبلی آن مقدور نیست و پرشین بلاگ ناچار شده است دامین دیگری را ثبت و وبلاگ ها را به روی آن منتقل کند.

            پرشین بلاگ، اولین سرویس دهنده وبلاگ فارسی در ایران و میزبان صدها هزار وبلاگ فارسی است.

            در سالهای اخیرنیز رقبای دیگری چون بلاگفا و میهن بلاگ وارد این بازار شده اند که گفته می شود هم اکنون میزبان وبلاگهای بیشتری از پرشین بلاگ هستند.

            برخی از کارشناسان تخمین می زنند که بیش از یک و نیم میلیون وبلاگ به زبان فارسی وجود دارد و ایران در کنار چند کشور دیگر، از جمله آمریکا و چین، یکی از کشورهایی است که بیشترین وبلاگ نویسان جهان را داراست.

              فيلترينگ به مجلسي*ها هم رسيد

              شنيديم كه* موج فيلترينگ سايت*هاي خبري شامل حال دفاتر مجلسي*ها هم شده و آنها هم عملا* به بسياري از اخبار و اطلا*عات دسترسي ندارند. سايت نوروز خبر داده فيلترينگ سايت*ها كه با تاييد مديريت مجلس و از سوي شركت خدمات*دهنده به دفاتر مجلسي*ها صورت مي*گيرد، باعث شده تا به نمايندگاني كه از روش*هاي دور زدن فيلترينگ اطلا*عات چنداني ندارند، با مشكلا*ت زيادي مواجه شوند. * حشمت*ا... فلا*حت*پيشه در تذكر آيين*نامه*اي خود تاكيد كرده <نمايندگان بايد به اطلا*عات دستيابي داشته باشند> و قول داده كه نمايندگان در صورت برداشته شدن فيلترينگ نسبت به <مسائل اخلا*قي> و منافع ملي حساس باشند.

                دوستان عزيز دور از کشور ،به خوبی ميدانيد که ما مردم داخل وطن همگی زندانی هستيم. در اين ميان درد را بيشتر کسانی می کشند که اهل فهميدن و خواستن برای فهم بيشتر هستند. روزی نامه ها که چيزی نمی نويسند . ماهواره هم که يا رقص و آواز ليلا فروهر است و يا هوتن که از کانال های شبخيز و غيره پخش می شود. می ماند صدای آمريکا، اسراييل و بی بی سی که آنها هم ساز خود را می زنند. اين وسط امثال من می ماند که دلشان به سايت های خبری و تحليلی اينترنت خوش است که آنرا هم اخيراً فيلتر کرده اند. بطوری که حتی خود فيلترشکن ها که از طريق جستجو در گوگل و غيره به دست می آورديم را هم فيلتر کرده اند. من بيشتر از اين حوصله شما را سر نمی برم. ولی خواهش می کنم و اين خواهش را تکرار می کنم که به داد امثال من برسيد و به ايميل من پاسخ مثبت بدهيد. من از شما هموطنان مسوول و دلسوز کشور می خوام که هرازگاهی برايم فيلترشکن ارسال کنيد.

                پاسخ: از ما همان راه حلی بر می آيد که خود در نامه و پيام خويش به آن اشاره کرده ايد و برای باز کردن آن سايت مورد علاقه دوم نيز برايتان ای ميل خواهيم کرد. اين فيلتر شکن را هم فعلا داشته باشيد تا ببينيم چه می شود. هيچ دری برای هميشه روی يک پاسنه نچرخيده که دروازه فيلترينگ بچرخد!

                  Dear friends,

                  While everyone is on holidays, a new blow to online free speech has taken place and I would like to share it with you and ask for help..

                  Last Friday, I was kicked out of my hosting company (Florida-based Hosting Matters), as a result of a legal notice sent by Mehdi Khalaji, an Iranian fellow at a neo-conservative think-tank (Washington Institute for the Near East Policy with Richard Perle, Paul Wolfowitz and James Woolsey on its advisory board).

                  Mhedi Khalaji's lawyer has sent a notice to my hosting company and also my domain registrar, Go Daddy, asking them to a) remove any 'defamatory' material about him, b) make me publish an apology, and c) pay $10,000 for the claimed damages

                  The lawyers claim are based on a mistranslation of a post I had written a few months ago about Khalaji and his support for a disgusting anti-Iranian campaign (http://www.afpc.org/IFI/iranfreedom.shtml) at another neo-conservative think-tank (American Foreign Policy Council) and his counsel to a think-tank with a clear agenda to overthrow the Iranian government by an economic warfare or a military attack.

                  The hosting company, clearly intimidated, asked me (documented below) to remove that specific post and also any material related to Mehdi Khalaji, since they didn't have enough resources to figure if they were actually defamatory or not.

                  I removed the mentioned post, but resisted against such strange request to remove anything I had written, mentioning Mehdi Khalaji.

                  Then last Friday, I noticed that the hosting company had actually removed, from my web serve and even my blogging software's database, any post where Mehdi Khalaji was named in English.

                  After threatening me not to disclose what the hosting company did, and after a few email exchanges, they terminated my account.

                  I have now migrated to a new hosting company, outside the United States, still struggling to get my numerous domain names, databases and online applications back and running.

                  This is a threat to all of us who write anything online these days. If someone could silence whatever he or she didn't like, even before a court order and based on intimidating hosting and domain registrar companies and based on mistranslated material, we would all going to be in big trouble soon.

                  It's all quite ironic that the way I am treated in the United States (by being kicked out of my servers) is worse than that in the Islamic Republic of Iran (by filtering my blog and forcing me to sign apology when I was last in Tehran). Ever more ironic is that a blog I was editing to cover internet censorship in Iran has also been shut down.

                  Please feel free to blog this and spread the word any way you can. I'll keep you post about the new developments by email, and as well on my temporary blog on blogspot (http://hodertempblog.blogspot.com).

                    • هشدار وزارت ارشاد ایران به سایت*های اینترنتی


                      آقای هرندی خواهان نظارت کافی سایت های اینترنتی بر فعالیت های خود شد
                      وزیر فرهنگ و ارشاد اسلامی ایران به سایت های اینترنتی در مورد نحوه فعالیت در روزهای انتخابات هشدار داد.
                      محمدحسین صفار هرندی، وزیر ارشاد در حاشیه جلسه هیات دولت به خبرنگاران گفت: "سایت ها و پایگاه های اینترنتی در ایام انتخابات، خودشان نظارت کافی بر فعالیت های خود داشته باشند، در غیر این صورت، اقدام های لازم در مورد آنها انجام می شود."

                      آقای صفار هرندی افزود اگر این سایت ها به ثبت رسیده باشند و "تخلف" کنند، وزارت ارشاد به آنها تذکر می دهد، ولی سایت های ثبت نشده به کمیته رسیدگی کننده به تخلفات ارجاع داده می شوند.

                      این کمیته مسئول فیلتر سایت های اینترنتی است و تا کنون با حکم این کمیته، تعداد زیادی از سایت های اینترنتی در ایران مسدود شده اند.

                      بسیاری از این سایت ها، اخباری را پوشش می دهند که مغایر با اخبار رسمی دولتی است.

                      طیق قوانین داخلی ایران، سایت های اینترنتی باید رسما ثبت شوند. معاون مطبوعاتی وزارت ارشاد هفته گذشته بر ثبت سایت های اینترنتی مطابق با طرح ساماندهی سایت ها و پایگاه های اینترنتی تاکید کرده بود. وی وبلاگ ها را مشمول این طرح ندانسته بود..

                      علیرضا ملکیان افزود که این سایت ها اگر خود را ثبت نکنند، از نظر وزارت ارشاد غیرقانونی به حساب خواهند آمد و در صورت تخلف، مسدود خواهند شد.

                      ثبت سایت های اینترنتی

                      دی ماه سال پیش وزارت فرهنگ و ارشاد ايران به همه دارندگان سايت ها و وبلاگ ها دو ماه فرصت داده بود تا با مراجعه به سايت "ساماندهی پايگاه های اينترنتی ايرانی" سايت و وبلاگ خود را ثبت کنند و گرنه مسدود خواهند شد.




                      طرح ساماندهی سايت های اينترنتی بر اساس آئين نامه ای صورت می گيرد که ۲۹ مرداد سال 1385 به تصويب دولت رسيد و بر اساس اين آئين نامه در صورتی که سايت ها و وبلاگ ها در دو ماه به ثبت نرسند، مسدود خواهند شد.

                      بر اساس اين آئين نامه، وزارت فرهنگ و ارشاد اسلامی مسئول مديريت، ساماندهی و نظارت بر پايگاه های اطلاع رسانی اينترنتی است و از "فعاليت های مجاز و سالم در کشور" حمايت خواهد کرد.

                      بر اساس این آئین نامه، اين وزارتخانه موظف است تا علاوه بر "هدايت و حمايت از فعاليت های اينترنتی مجاز" با فعاليت های غير مجاز برخورد کرده و از طريق کميته تعيين مصاديق پايگاه های غير مجاز اينترنتی نسبت به مسدود کردن سايت ها و وبلاگ ها اقدام کند.

                      کميته تعيين مصاديق پايگاه های غير مجاز اينترنتی پنج سال پيش از سوی شورای عالی انقلاب فرهنگی تشکيل شده و در آن وزيران فرهنگ و ارشاد اسلامی، اطلاعات، ارتباطات و فناوری اطلاعات و دادگستری حضور دارند.

                      تحلیلگران این اقدام را اعمال محدويت های بیشتری می دانند که از چند سال پيش آغاز شده و در دولت محمود احمدی نژاد شتاب گرفته است.

                      مسدود کردن سايت های اينترنتی و برخورد با مديران و نويسندگان سايت ها و وبلاگ ها و زندانی کردن وبلاگ نويسان به اتهام انتشار مطالب خلاف قانون از جمله مهم ترين محدوديت های اينترنتی در ايران بوده است.

                      محدود سازی دسترسی به اينترنت پرسرعت از سوی دولت و افزايش فيلترينگ از دیگر اقدام هایی بوده که طی سال های اخیر در ایران صورت گرفته است.

                        • TEHRAN, Iran - Iranian authorities banned five Web sites that comment on current events for "poisoning" public opinion ahead of the crucial mid-March parliamentary elections, the state radio reported on Thursday.

                          The move is the latest in an election period which has seen the Interior Ministry, run by hard-liners close to President Mahmoud Ahmadinejad, disqualify more than 2,000 prospective candidates — most of them reformers.

                          About 280 of those candidates were reinstated Tuesday by the Guardian Council, Iran's hard-line constitutional watchdog. But reformists have complained the reversal was insufficient to ensure a fair election.

                          In the past, the authorities have occasionally closed down some of the hundreds of private Web sites that comment on Iranian news and politics. But this was the first time they closed down five at once — a reflection of growing tension ahead of the vote.

                          The radio said Tehran General Prosecutor, Saeed Mortazavi, ordered the ban because the Web sites were "poisoning the electoral sphere." It did not name any of the sites, but a report by Web site of state broadcasting company identified one of them as Nosazi, which in Farsi means Reconstruction. The site is considered hard-line and reflective of President Mahmoud Ahmadinejad's stance.

                          Earlier in February, Nosazi criticized Hassan Khomeini, a grandson of Ayatollah Ruhollah Khomeini, founder of the Islamic Republic of Iran, for his opposition to barring pro-democracy candidates from the election.

                          Khomeini's name is revered across Iran and political factions or other groups rarely openly challenge members of his family, most of whom have stayed out of politics after his death in 1989. To say that the younger Khomeini was wrong can almost be considered taboo.

                          Calls placed to Iranian officials related to the Web shutdown were not immediately returned on Thursday, due to the start of the Muslim weekend in Iran.

                          Tuesday's reinstatement of candidates came amid growing criticism by both reformists and conservatives that a wide ban on eligible candidates would risk a low election turnout and undermine the polling.

                          The disqualification was reminiscent of 2004, when the Council barred thousands of reformists from running in that year's parliament elections, allowing hard-liners to regain control of the 290-seat legislature. Reformists denounced the elections as a "historic fiasco."

                          Key members of the council are hand-picked by Iran's supreme leader, Ayatollah Ali Khamenei, who has the final say on all state matters.

                            • Like many young professionals in his native Tehran, Mohammad says he belongs to a new generation of Iranians who cannot imagine their personal and professional lives without the Internet.


                              The 27-year-old sales and advertising executive uses the Internet at work -- to sell his company's goods -- and at home to stay in touch with friends, meet new people, and keep up with the news.

                              "Computers and the Internet -- including services such as e-faxes and e-mails -- have become increasingly popular in workplaces, where people use them for communication, searches, and storing data," he says. "The age of using paper and paperwork has passed."

                              With about 15 percent of the population plugged into the Internet, Iran is home to one of the largest populations of web users in the Middle East.

                              But Mohammad says the length of time it takes to open websites is extremely frustrating and is the biggest problem for Iranians who have Internet connections at home.

                              In Iran, only offices and companies are allowed to have high-speed Internet connections.

                              "It becomes extremely annoying, especially when you want to download a photo," Mohammad says. "Downloading video takes ages ,and sometimes it's simply impossible to open and watch a video on the Internet."

                              Omid Habibinia, a Swiss-based communications expert, confirms Iranians' complaints about the glacial pace of the Internet in their country. He tells Radio Farda that in many cases, it is 100 times slower than the average speed in the United States or Europe.

                              Mixed Signals

                              Iranian authorities acknowledge the problem and blame it on the country's Internet service providers.

                              Iranian Communication and Information Technology Minister Mohammad Soleimani, however, insists that the existing speed is perfectly adequate "to use at home and universities and even for downloading a 500-page book from the Internet."

                              Soleimani told the semi-official news agency Fars earlier this month that there are not enough private Internet users in Iran who are willing to pay for high-speed Internet connections.

                              But Internet experts and media-rights defenders accuse the authorities of deliberately keeping the Internet speed low in order to frustrate people from downloading photos and video and reducing the amount of information they can access.

                              While the Internet has become an essential part of the lives of millions of young, tech-savvy Iranians, the authorities "try to restrict people's access to the free flow of information through the Internet," according to Habibinia.

                              "I don't believe that the problem here is the lack of customers," Habibinia says. "The minister himself once has said the high-speed Internet would create security problems. In reality, the low Internet speed has become a tool to keep the net restricted, it has become a tool to censor the Internet directly and openly."

                              Specific Targets, Too

                              Reza Moeni, who is in charge of the Afghanistan, Iran, and Tajikistan desk at the Paris-based organization Reporters Without Borders, notes official bans on websites and unofficial filtering-out of webpages, and he calls the lack of fast Internet connections yet another way for the government to block the flow of information.

                              Iranian authorities maintain that they only block immoral websites that contradict Iranian society's ethical values -- such as pornographic websites.

                              In reality, however, they block access to many local and international news websites, the sites of rights activists, and political opponents' blogs and online publications.

                              "Whether those websites that have been blocked most recently in Iran -- including the websites of the Iranian Women's Society, the One Million Signatures Campaign, and Amir Kabir University -- were against moral values or were they only using freedom of speech to freely distribute information?" Moeni says. "The majority of the websites that face censorship and filtering in Iran are news sites and blogs, the kinds of websites that exist freely elsewhere in the world."

                              Even social networking sites like Facebook have been filtered in Iran. Online social forums and chats have become increasingly popular among Iranian young people, with many of them finding friends and even spouses through such networking.

                              Mohammad, the young Iranian professional, says that "nowadays, even music sites are being blocked."

                              But as the authorities try to limit young people's access to the Internet, Iranian users are finding ways to get through the state's technological barriers.

                              Some Iranians use so-called proxy sites or antifiltering search engines to access websites that have been blocked by the government. And "proxies," in turn, also slow down Internet access speed.

                              "Well, we had to find our own ways to use the Internet," Mohammad quips, "because it seems that the authorities want to block every single site on the Internet, apart from the Iranian security services' website."

                                نماينده مردم تهران در مجلس شوراي اسلامي اظهار داشت: طبق قانون مطبوعات فعاليت نشريات الكترونيكي تابع قانون مطبوعات است و هيچ مقامي نمي*تواند قبل از اينكه به شكايت از سايت رسيدگي شود، دستور تعطيل كردن نشريه*اي، از جمله نشريات الكترونيكي را بدهد؛ مگر در موارد استثنايي مثل اهانت به مراجع تقليد.
