From what i have heard, sighe was used in the time of the prophet mohammad because there were a lot of widows who had children but had no one to provide for them since their husbands had died either because of war, disease, etc. there were not enough men for the women to remarry, so men would become sighe to multiple women not for one night stands with them (sexual fullfillment) but in order to provide for them (financial commitment). az oonjaye ke marda like to use things to their advantage, there isnt a shortage of men nowadays, but men use this to go screw around and justify having more than one "wife" at the same time.

I have also heard that it was introduced since many were killed due to war and the population was in need of more bodies. This was a legit way to make it a God fearing way of increasing population.
