    دو تن از نمايندگان مجلس شورای اسلامی ايران طی مصاحبه های جداگانه ای با خبرگزاريهای جمهوری اسلامی و دانشجويان ايران از طرحی برای جلوگيری از اهانت به اقوام ايرانی خبر داده اند.
    حميدرضا حاجی بابايی، عضو هيئت رئيسه مجلس به خبرگزاری جمهوری اسلامی گفته که قرار است روز چهارشنبه 21 ژوئن (31 خرداد) طرحی يک فوريتی برای الحاق موادی به قانون آيين دادرسی مدنی در مجلس مطرح شود که بر اساس آن، هر کس در گفتار و کردار به هر شکل به صورت آشکار به قوميتها توهين کند، مجازات ‌شود.

    محمدحسين فرهنگی، نماينده تبريز در مجلس نيز به خبرگزاری دانشجويان ايران گفته که اين طرح مشتمل بر شش ماده است که در آن اهانت به قوميتها، فرهنگ، زبان و آداب و رسوم آنها تفکيک شده و برای هر کدام مجازاتهای مشخصی پيش ‌بينی شده است.

    وی که نماينده پرجمعيت ترين شهر ترک نشين ايران و يکی از طراحان طرح برخورد با اهانت کنندگان به قوميتهاست، گفته اگر اين طرح به قانون تبديل شود، "ديگر کسی جرأت نخواهد کرد با انتشار مطلب، تصوير، کتاب، نمايش فيلم يا درج مطلب در فضاهای الکترونيکی به هيچکدام از اقوام ايرانی اهانت کند.

    به گفته وی اين طرح به امضای بيش از هفتاد نماينده مجلس رسيده است.

    ايران با اينکه زيستگاه قوميتهای فراوان و متنوعی است، تاکنون قانونی که مشخصاً اهانت به قوميتها را منع و برای آن مجازات تعيين کند نداشته و اقدام قانونگذاران اين کشور برای وضع چنين قانونی چند هفته پس از آن صورت می گيرد که شمار زيادی از شهرهای ترک نشين ايران صحنه تظاهرات در اعتراض به چاپ کاريکاتوری شدند که به عقيده آنان، در آن به زبان ترکی اهانت شده بود.

    اين تظاهرات تلفات جانی هم بر جای گذاشت و طی آن خسارات فراوانی هم به بانکها و ساختمانهای دولتی وارد شد.

    طراح کاريکاتور و سردبير هفته نامه ايران جمعه که اقدام به چاپ کاريکاتور مزبور کرده بودند نيز در بازداشت به سر می برند و پرونده شان به دادگاه انقلاب اسلامی ارجاع شده که مسئوليت رسيدگی به جرائم امنيتی را به عهده دارد.

    از هنگامی که نا آرامی گسترده در شهرهای ترک نشين ايران رخ داد، حکومت ايران نسبت به مسائلی که می تواند موجب نارضايتی قوميتها شود حساسيت نشان می دهد و در حالی که روزنامه ايران، ارگان خبرگزاری جمهوری اسلامی را به همين دليل در توقيف نگاهداشته، روزنامه شرق که از روزنامه های پرخواننده به شمار می رود نيز صرفاً به دليل انتشار مطلبی که در آن نگاهی انتقادآميز به ستارخان، از رهبران آذربايجانی انقلاب مشروطه ايران شده، به دادگاه ارجاع شده است.

    در همان روزی که نمايندگان مجلس از طرحی برای مجازات اهانت کنندگان به قوميتها خبر داده اند، فرمانده انتظامی تهران نيز خواهان آن شده که در خوابگاههای دانشجويی، دانشجويان با فرهنگها و قوميتهای شبيه به هم را در کنار هم اسکان دهند تا امنيت بيشتری برای خوابگاهها فراهم شود

          شهر خرم آباد، مرکز استان لرستان در غرب ايران بار ديگر صحنه تجمع گروهی از دانشجويان شد که به آنچه توهين به قوم لر در برخی نشريات می دانند اعتراض داشتند.
          سه شنبه گذشته (28 نوامبر) در مقابل استانداری و فردای آن روز در محله موسوم به سبزه ميدان خرم آباد نيز تجمعات مشابهی برگزار شده بود که به گفته منابع محلی، شرکت کنندگان آنها را عمدتاً دانشجويان تشکيلی می دادند.

          روز سه شنبه هيئت نظارت بر مطبوعات رأی به توقيف مجله سپاس داد و ظرف کمتر از يک روز، حسين سعيدی پور مديرمسئول اين مجله به اتهام چاپ مطالب توهين آميز و تفرقه افکن بازداشت شد.

          آن گونه که در گزارشها آمده، يکی از دانشجويان معترض طی سخنانی در تجمع اعتراضی اخير که در دانشگاه لرستان برگزار شده گفته است: "اولين آثار تمدنی يافت شده در جهان مربوط به لرهاست ... ولی متأسفانه در عصر جهانی شدن شاهد مطرح شدن مسائلی از جمله توهين به يکی از بزرگترين و متمدن ترين اقوام هستيم".

          دادسرا و شورای تأمين لرستان با صدور اطلاعيه های جداگانه ای مجله سپاس را محکوم کرده اند و استاندار لرستان اعلام کرده است که با اينکه مسئولان نشريه سپاس اقدام به عذرخواهی کرده اند، شورای تأمين استان اين عذرخواهی را نمی* پذيرد و "تصميمات قاطعتری" اتخاذ کرده *است.

          چند تن از نمايندگان مناطق لر نشين ايران نيز نسبت به نشريه سپاس موضعگيری کرده و در اين زمينه به وزير ارشاد تذکر داده اند.

          آنچه چنين واکنشهايی در لرستان برانگيخته و به توقيف يک نشريه و زندانی شدن مديرمسئول آن انجاميده، پشت سر هم قرار گرفتن واژه "لر" با کلمه ديگری در جدول کلمات متقاطع مجله است.

          آن گونه که روزنامه نگاران می گويند، مجله سپاس نشريه ای جدی به شمار نمی رود و تيراژ خيلی کمی دارد.

          جدولی که در لرستان اعتراض برانگيز شده، بيش از سه ماه پيش در مجله سپاس چاپ شده و آن گونه که مسئولان استان می گويند، پس از سه ماه به دست دانشجويی غيربومی به لرستان برده و منتشر شده و چنين واکنشهايی برانگيخته است.

          عيسی سحرخيز، عضو شورای مرکزی انجمن دفاع از آزادی مطبوعات، اين موضوع را که مجله سپاس به عمد دست به انتشار مطلبی زده باشد که در آن توهينی نسبت به قوميتها صورت بگيرد رد می کند و می گويد مجله سپاس به گروهی از نشريات تعلق دارد که برای اينکه خود را درگير مسائل سياسی و اجتماعی نکنند به کم خطرترين نوع فعاليتهای مطبوعاتی رو می آورند، بنابراين دليلی ندارد که دست به تحريک حساسيتهای قومی بزنند.

          از سوی ديگر، رضا خرم آبادی، روزنامه نگار محلی در لرستان می گويد صرفاً چاپ دو کلمه در جدول کلمات متقاطع مجله سپاس نبوده که به حرکتهای اعتراضی ميان لرها انجاميده، بلکه اين موضوع از سويی حاصل انباشت ناراضيتيهای قومی است و از سوی ديگر، حاصل تکرار چاپ مطالبی است که برخی از لرها آن را اهانت آميز دانسته اند.

          آقای خرم آبادی به کاريکاتورهايی اشاره می کند که چند ماه پيش در نشريات کيهان کاريکاتور و دختران به چاپ رسيد و می گويد شماری از نخبگان لر آن کاريکاتورها را توهين آميز تلقی کردند و دست به اعتراضاتی زدند که عمدتاً جنبه قلمی داشت اما اين بار با مطرح شدن موضوع مجله سپاس، اعتراض در سطح گسترده ای مطرح شد و به تجمع و تحصن انجاميد.


          مردمانی همچون قوميتها که حس تحريک پذيری بيشتری دارند، بيش از ديگر افراد جامعه ايران مورد "استفاده" جريانهايی قرار می گيرند که اهداف سياسی دنبال می کنند

          عيسی سحرخيز که خود از مقامات دولتی مسئول در زمينه مطبوعات بوده، برانگيختن حساسيت قوميتها به برخی مطالبی که در نشريات به چاپ می رسد را ناشی از "بازيهای پشت پرده سياسی" می داند و می گويد جريانی که عليه روزنامه ايران به راه افتاد نيز برنامه ای بود که افرادی خاص برای تغيير مديران و دبيران اين روزنامه و هماهنگ ساختن خط مشی اين روزنامه با اهداف سياسی خود پياده کردند.

          به گفته آقای سحرخيز، مردمانی همچون قوميتها که حس تحريک پذيری بيشتری دارند، بيش از ديگر افراد جامعه ايران مورد "استفاده" جريانهايی قرار می گيرند که اهداف سياسی دنبال می کنند.

          مقامات جمهوری اسلامی نيز بر اين باورند که تحريک حساسيتهای قومی در ايران را جرياناتی سياسی و به شيوه ای سازمانيافته پيگيری می کنند اما به عقيده آنان، اين جريانات از خارج از ايران هدايت می شوند.

          رضا خرم آبادی که از نويسندگان سايت اينترنتی "لور" است می گويد به عقيده او نيز، تحريک احساسات قومی در اين استان بی ارتباط با مسائل پشت پرده سياسی نيست اما در عين حال خاطر نشان می سازد که بتازگی قوميتهای ايرانی روی نام و اعتبار و تبار خود حساس شده اند و با پيش زمينه هايی که در ارتباط با پايمال شدن حقوق قوميتها وجود دارد، چاپ مطالبی که به نحوی حساسيت برانگيز باشد بهانه ای برای برانگيختن واکنش تند آنان می شود.

          او در مورد حرکت اعتراضی اخير در لرستان می گويد: "در سطح لرها اين اعتراضات در سطح نخبگان و دانشجويان است و نمی توان گفت که مردم دارند حرکت تندی انجام می دهند که فاجعه به پا کنند، نه اين طور نيست، مردم می خواهند اين را بگويند که ما احترام متقابل می خواهيم".

                  Inside the country, more historically established ethnic groups e.g. Azaris and Kurds started to disseminate themselves in an unprecedented pace with different agendas as Azaris identity struggle is a purely ethnic/ social one against “persianisation” of public sphere in Iran and Kurds’ dissimination has a loaded religious sect elements and the discourse of political suppression. Along with the known disputed circles in the past few years there has emerged- in the public eye- “new” disseminating discourse with strong political, social, and religious elements e.g. Arabs and Baluchis

                  One determining point in the new surge of these new and old social, cultural. religious and political identity struggles in Iran is the strong reaction against the domestic or international current propagated identities and the tendency to re/define identities as different from the official ones. There seems to be a deep diversion process in dissociating identities from the official central one. This is a new historical moment in ethnic relations of Iran as consequential to two different circumstantial reasons.

                  The first one is that there has never been such a big middle class educated population with more or less established cultural awareness in Iran who- for different reasons- are not happy with their symbolic or practical representations in socio-political terms hence they have strong tendencies to differentiate from the central official identities. And second point is that Iran and Iranians are going through their lowest symbolic representation in the eye of international public. This second point is much more intensified when considering, the glorious historical past of Iran, the dissatisfaction and disapproval of most Iranian living outside Iran of the current Islamic theocracy (interestingly these people are the ones who are mostly affected by the internationally prescribed negative identity for Iranians) and serious (embarrassing) mismanagement of governance inside Iran has created a overwhelming crisis of identity in which Iranians are constantly struggling in promoting themselves as “different” from those identities and in doing so the Persian-secular identity seems to be the most practical and suitable choice.

                  Thus, outside Iran the discourse of Persian-secular Iranian is a discourse of protest against the official domestic Islamic Iranian. Inside Iran also shares the same concerns about the heavily politicalized Islamic identity while “Persian” seriously a problematic identity as a replacement. That is, both inside and outside Iran, Iranians share the dissemination from the political Islamic identity while the solution adopted by Iranian expatriates- to revive “Persian” identity- seems definitely too essentialist and painful for many groups inside.

                  The point that may need to be emphasized again is that, current Iran compared to all these decades of Persian-centred discourse has never had such a powerful element to disagree with the ‘Iranian-Islamic identity’ projected by the official discourse in Iran after revolution. In other words Iranian identity crisis has its roots in undemocratic representation of local or national identities in terms of what people actually are and as the system is enforcing and imposing a political Islamist identity on all Iranians and this is the source of all cycles of cultural and political ‘diversions’ of different groups.

                  Unlike several examples of the move towards more conversions and unifications, e.g. East and West Germany, the creation and expansion of EU, in Iran the process of diversion and distancing from the central official discourse is gaining a major momentum which potentially may lead to linguistic, cultural or even political separatist tendencies.

                  This is the crucial element differentiating the present status of Iran from all the former decades as on one hand people have drastically become conscious and self aware of their potential lines of difference from the official-government-created image of Iran and on the other hand they do want to do so as they are not happy with that image.

                  Nearly three decades of enforcing political Islam as the main theme of Islamic revolution on one hand and the widespread negative representation of Islam in general and Islamic Iran in particular have contributed to escalating the already wobbly mosaics of groups in Iran.

                  In the present Iran all the historical, ethnic, religious distinctions along with several decades of wrong policies and attitudes towards ethics minorities and groups hand in hand with strong urge of differentiating and refraining from the official assigned identities are producing sharper and sharper cultural and ethnic or even religious borders in different groups.

                  While there is a general mood for “differentialist” attitudes, each centre of conflict in the mosaics of Iran presents somehow a unique case. Azaris case is a heavily cultural one, they now find themselves as victims of several decades of unfair and unsubstantiated negative and prejudiced cultural representations and evaluations thus, by drawing on their cultural heritage and the contribution to the country together with the sense of assigned unfounded underdog image they are even on the position of aggression. There is an acute awareness and protectionism of language in Azari areas which un-discriminatingly projects anti-Persian or Farsi attitudes. In the same line the known cultural sites in Azerbaijan are gaining more prominence and cultural festivals i.e. Babak Khoramdin, or anniversaries of historical figures i.e. Shatarkhan have evolved to scenes of explicit or implicit protests to which the government reacts by enforcing more authority.

                  Kurds present a historical, political and religious case, they are the group who have had most severe standoff with the central governments and been the most outspoken and aggressive in claiming their identity.

                  In south and south west the case of Iranian Arabs is a case of religious (to some extent), cultural and linguistic distinction which –similar to most other groups- does not and did not fit into neither Persian-secular identity of former Shah of Iran and the Persian-Shiite Muslim identity of current system. The cultural and political sentiments in this area are also very strong.

                  Lurs as an ethnic distinctive group have suffered more heavily on their social negative presentation entrenched in all levels of social life in Iran. They present a case where the identity has suffered enormously in being represented as a “rural” and “primitive” in a society where urbanisation and middle class bourgeoisie is endorsed as superior. Only very recently there seem to be signs of revival and awareness of the cultural identity among Lurs.

                  Baluchis in South Eastern poor province of Sistan and Baluchestan of Iran present a mostly religious conflict against the centrally projected of Shiite-Muslim identity. Baluchis are mostly Sunnis.

                  In such a scenario there are also religious minorities who may strongly identify themselves distinctively different from the unpopular official Muslim identity however, given their size strong social and political hegemony they may not pose an explicit friction.

                  It is also interesting to note that Iran is surrounded by neighbours who are similar –in one way or another- to these different ethic groups and more importantly they offer a more “favourable” identity to these people at least in such a time of chaos in identity for Iranians.

                  On the North West, Turkey’s officially projected identity (probably in contrast to its society) of secular- modern Turk can be more attractive than the official Persian-Islamic identity in Iran. Although most Azaris (who are also called Turks) may not be willing to call for such a separatist move mostly due to inherent or perceived differences with those Turks. This makes the situation more of a cultural confusion and identity crisis.

                  The new Iraq is contributing to the shaky situation of ethnic groups in Iran too. Kurds in Iran are now seriously looking up to Iraqi Kurdistan and culturally associate themselves with them while the official identity in Iran is resented by many Kurds.

                  In the same line Arabs see eye to eye with their counter parts in southern Iraq as Iranian Arabs (mostly Shiite) share both Arab ethnicity, language and religion while for many reasons they feel they have never been wanted in Iran in both before and after revolution.

                  This may help explain the heavily confrontational policies of the system in Iran against outside “enemies” e.g. USA. Such a confrontational position accompanied by perfectly suitable strong confrontational responses by USA and president Bush works in two folds for the system in Iran. First, it helps it push the cap harder on diversities and different voices inside Iran by ‘the-need-for-unity-discourses’ which has been the single predominant discourse in Iran after revolution and second it offers a cover for ongoing corruption, mismanagement, and human right issues in Iran. Cultural healthy debates are restricted and labelled as attempts to support the ‘enemies outside’ and the power stays centralised in the system. This also explains the practical suitability of long lasting anti-imperialistic rhetorics throughout all the life of Islamic revolution while American policies and attitudes confirm and further perpetuate the usefulness and justification of such rhetorics.

                  The present nuclear stand off is another useful opportunity in sharpening the US/THEM discourses in Iran and probably in USA while the real victim here is the process of democracy and political reforms in Iran.

                          President Ahmadinejad’s Trip to East Azerbaijan
                          For sometime there had been an on-going expectation if and when the President Ahmadinejad was going to pay his official visit to the East Azerbaijan province. Without much notice the president started his 16th provincial visit to East Azerbaijan on July 12th. He began his four day stay with a major speech in Tabriz at the Bagh Shomal/Takhti Stadium to which everyone had been invited, summoned, and bussed to from various government offices, factories, etc. As Imam Jomeh of Tabriz (Ayatollah Mohsen Mojtahed Shabestari) and other local dignitaries welcomed the president and listed the needs of the city and the province, what was most noticeable was the choreographed attention to Zionism and its western supporters at the international level, and to the needs of young men, especially young women at the local level. Over the next four days President Ahmadinejad visited most other provincial cities and some small towns, at each stop adding more details to the general outline of issues raised in the Tabriz speech. In every city or town a sport hall was promised both to young men and young women, as well as public assistance for getting married. In as much as in the larger Azerbaijan unrest was blamed on foreign hands, the government was keenly attempting to appease the young men and women, and to address some local needs. As job creation for the young men and women are not easy, the government was doing the doable to keep the young busy and off the streets, particularly through the sports and the marriage options.

                          All said and done, Iranian Azerbaijanis are in a difficult position as they have been before. First, are their economic and political dissatisfactions, second, is their cultural dissatisfactions relating to Persian ethnocentricity that has permeated the government’s relationship with all minorities, and finally, there are the ever present unwanted hands of foreign influence and governments such as that of the Republic of Azerbaijan, Turkey, United States and Israel. Azerbaijani ultra-nationalism is in part fed by the forces in the Republic of Azerbaijan, similarly, Pan-Turkic ideas are fed by forces in Turkey, and a variety of ideas and issues emanate from the United States and Israel directed at Iranian Azerbaijanis and other minority populations in Iran. Many right wing think tanks in US are openly advocating using the ethnic tensions to destabilize Iran. Similar advocacy can be read in the work of Israeli analysts, who see Iran as one of the last dynastic multi-ethnic and multi-cultural states left in the Middle East ripe for another case of federalism. And there are the satellite broadcasts seeking to further democracy and bring about regime change in Iran. Take the case of previously mentioned Chicago based GunAZ TV (Güney Azerbaycan Television Inc.) broadcasting on Telestar and Turkish Sats targeting the Iranian Azerbaijanis. Whether this station receives US government support or not is irrelevant, many Iranian Azerbaijanis believe that this is a partially US government supported operation, especially when the US Congress allocates millions of dollars to further democracy operations and regime change in Iran. This station mainly spouses anti-regime and anti-Persian propaganda, and calls for demonstrations of one kind or another at a given place in Tabriz or Iranian Azerbaijan. For example, in early March 2006 it called for people of Tabriz to gather at Chahr Rah-e Khomeini and Shariati intersection (old Shahnaz and Pahlavi streets) and march towards the Khalifegari, the Armenian social club, to demonstrate against the small number Armenian households left in Tabriz. The Armenians took refuge in their home for several days to wait out the storm. Except for the few who heeded the call (several hundred), most people I spoke with in Tabriz found this event to be an utter disgrace, instigated by uninformed and dislocated Azerbaijanis, Iranians, or others, located half way around the world. The first casualties of this type of democracy-bringing broadcasting are often the defenseless small minorities, in this case the Christian population of Tabriz, who have generally been much appreciated for their industry and citizenship. Individuals in the GunAz TV sitting behind microphones with access to the latest satellite technologies are often irresponsible ethnic wheeler dealers playing with local people’s lives, and in the process gaining a good deal of ill will towards the United States and its allies.

                          To sum up, hardly anyone in Iranian Azerbaijan wants to get a passport to go to Mashad, Qum, Isfahan or Shiraz even despite the sousk cartoons. But we should remember that nothing is forever, like a good marriage, Turkish-speaking Persian-speaking relations need to be cared for, just as the heterogeneity of Iran and Iranian Azerbaijan needs to be appreciated and preserved.

                            وقوع انفجار در زاهدان چند کشته و زخمی برجای نهاده و در حاليکه مقامات امنيتی از بازداشت تعدادی از عوامل بمب گذاری خبر داده اند، يک نماينده مجلس خواستار برخورد ديپلماتيک با پاکستان شده است.
                            صبح روز چهارشنبه، 14 فوريه، يک اتومبيل بمب گذاری شده در يکی از محله های شهر زاهدان، مرکز استان سيستان و بلوچستان، در مسير يک دستگاه اتوبوس متعلق به سپاه پاسداران منفجر شد و هجده کشته و تعدادی زخمی برجای گذاشت..

                            يک منبع نظامی محلی اين انفجار را ناشی از قرار دادن تله انفجاری در مسير يک اتوبوس متعلق به نيروی زمينی سپاه پاسداران اعلام کرده و گفته است که در اين حادثه هجده نفر کشته و تعدادی ديگر زخمی شدند.

                            اين حادثه در ساعت 6 و 37 دقيقه بامداد به وقت محلی روی داد و طی آن، يک دستگاه اتومبيل پيکان بمب گذاری شده در مسير اتوبوس حامل کارکنان نيروی زمينی سپاه پاسداران در بلوار ثارالله منطقه احمدآباد زاهدان منفجر شد.

                            يک فرمانده محلی بمب گذاری را به "اشرار و معاندان نظم" نسبت داده است.

                            خبرگزاری فرانسه به نقل از شاهدان عينی گزارش کرده که چند موتور سوار مسلح راننده اتوبوس را وادار به توقف کردند و سپس پيکان بمب گذاری شده از راه دور منفجر شد، اما اين گزارش از سوی منابع رسمی تاييد نشده است.

                            ساعاتی پس از انتشار خبر بمب گذاری، خبرگزاری ايرنا از قول مقامات دولتی گزارش کرد که چند نفر در ارتباط با اين بمب گذاری بازداشت شده اند.

                            به گفته سلطانعلی مير، مديرکل سياسی استانداری سيستان و بلوچستان، در پی وقوع انفجار در بلوار ثارالله، دو نفر از عوامل مرتبط با اين عمليات توسط مردم و ماموران دستگير شدند و از اين دو نفر چند نارنجک دستی و دوربين فيلمبرداری به دست آمده است.

                            آقای مير افزوده است که با انجام عمليات شناسايی توسط ماموران امنيتی، سه نفر ديگر از عوامل بمب گذاری نيز بعدا بازداشت شدند.

                            مديرکل سياسی استانداری سيستان و بلوچستان همچنين اعلام کرده که روز گذشته، يکی از عوامل نا امنی های اخير استان که از وی با عنوان عضو يکی از گروهکهای تروريستی نام برده در درگيری با ماموران کشته شده است.

                            'درخواست برخورد با پاکستان'

                            همزمان، خیرگزاری ايسنا اظهارات حسينعلی شهرياری، نماينده زاهدان در مجلس را در مورد حادثه بمب گذاری گزارش کرده است.

                            آقای شهرياری در سخنانی در مجلس اين بمب گذاری را "به اشرار و قاچاقچيان کوردل به سرگردگی استکبار جهانی" نسبت داده و گفته است که هدف از اين اقدام، ايجاد تفرقه قومی و مذهبی بوده است.

                            وی اظهار داشت که عوامل ايجاد نا آرامی در سيستان و بلوچستان در خاک پاکستان پناه می گيرند و خطاب به مسئولين سياست خارجی گفت "چرا ديپلماسی خارجی ما با دولت پاکستان که خاک آنها پناهگاه اشرار و دشمنان نظام شده برخورد جدی نمی کنند؟"

                            اين نماينده مجلس از دولت خواست امنيت را در منطقه مستقر کند.

                            استان سيستان و بلوچستان پيش از اين هم شاهد نا آرامی هايی بوده است و از جمله سال گذشته، چند مورد گروگانگيری و درگيری مسلحانه با ماموران دولت در اين استان گزارش شد.

                            ساکنان اين استان را شيعيان و سنيان تشکيل می دهند و در گذشته، برخی گروه ها که خود را مدافع اهالی بلوچ و حامی پيروان اهل سنت در اين منطقه می دانستند به اقدامات خشونت آميز دست زده اند.

                            از جمله در ماه مارس سال گذشته، گزارش شد که مهاجمان مسلح در جاده زاهدان بيش از بيست نفر را کشته اند.

                            گفته شد که گروه جندالله، که ظاهرا يک سازمان سنی مخالف جمهوری اسلامی است، مسئول اين حمله بوده است.

                            مقامات جمهوری اسلامی معمولا ريشه نا آرامی در مناطق مرزی را به عوامل خارجی و اشرار نسبت می دهند.

                              TEHRAN (AFP) - Eighteen people have been killed when a bomb exploded near a bus of the elite Revolutionary Guards in the Iranian city of Zahedan in the southeastern border province of Sistan-Baluchestan, the state agency INRA reported.

                              "In this thoughtless operation, 18 citizens of Zahedan were martyred," IRNA quoted Qassem Rezaie, the local commander of Revolutionary Guards ground forces as saying.

                              "The bandits and the agents of insecurity in this criminal act put a bomb near the bus and martyred these people."

                              "In this criminal act a number of people were wounded," he added, without specifying further.

                              Sistan-Baluchestan, which borders both Afghanistan and Pakistan, has been hit by a string of attacks and kidnappings blamed on a hardline Sunni group called Jundallah (Allah's Brigade).

                              Iranian officials have accused Britain and the United States of supporting ethnic minority rebels operating in the Islamic republic's sensitive border areas.

                                سلطانعلى مير در گفت*‏وگو با خبرنگار "ايلنا" با بيان اينكه چهار نفر از عوامل بمب*‏گذارى صبح امروز زاهدان در نزديكى محل حادثه دستگير شده*‏اند، گفت: طبق اعترافات اين عناصر كه امشب از صدا و سيماى استان پخش خواهد شد، آنها 48 ساعت قبل از انفجار از مرز پاكستان وارد كشور شده و با حمايت محافل استكبارى و غربي*‏ها اقدام به اين كار كرده*‏اند.
                                وى تاكيد كرد: اينها نه شيعه هستند و نه سنى. اينها وابسته به استكبار هستند و از طرف آنها تجهيز و پشتيبانى مي*‏شوند.
                                مديركل سياسى استاندارى سيستان و بلوچستان گفت: اين بمب ساعت 6:45 صبح امروز در مسير اتوبوس حامل جمعى از پرسنل سپاه كه عازم محل كار خود بودند، در بلوار ثارالله منطقه احمدآباد زاهدان منفجر شد.
                                مير افزود: اين بمب كه از راه دور كنترل مي*‏شد، در يك دستگاه خودروى پيكان جاسازى شده بود كه در يكى از پيچ*‏ها كه سرعت اتوبوس كند شد، بمب*‏گذاران بمب را منفجر كردند كه در نتيجه اين انفجار از 37 نفر سرنشين اتوبوس، 11 نفر شهيد و بقيه مجروح شدند.
                                وى خاطرنشان كرد: با كمك مردم و نيروهاى نظامى چهار نفر از اين عناصر اصلى دستگير شدند.
                                مير افزود: در حال حاضر در استان به مدت 24 ساعت عزاى عمومى اعلام شده و زمان مراسم تشيع جنازه شهدا به زودى اعلام خواهد شد.
