    TEHRAN (Reuters) - A booby-trapped car blew up a bus owned by the Revolutionary Guards on Wednesday, killing at least 11 people, in a border city in southeast Iran where security forces and drug smugglers often clash, state media reported.

    The semi-official Fars News Agency said Jundollah (God's soldiers), a shadowy Sunni Muslim group Iran has linked to al Qaeda, claimed responsibility. The group has been blamed for past kidnappings and killings in the area.

    Clerics were quick to urge Iranians, who are overwhelmingly Shi'ites, not to blame Sunnis for the incident. Iran is wary of anything that might spark sectarian tension in a country where Sunnis make up about 9 percent of the 70 million population.

    Provincial governor Hassan Ali Nouri told the official IRNA news agency 11 staff members of the Guards were killed and 31 were injured in the blast in Zahedan city in Sistan-Baluchistan province, which is on the border with Pakistan and Afghanistan.

    The governor said one of those behind the blast was killed in the incident, suggesting a total toll of 12, but he did not spell this out. IRNA earlier said 18 people were killed, while state TV and radio said 11 were killed.

    The bomb was hidden in a car and exploded at about 6.30 a.m. (0300 GMT) as the bus, belonging to a unit that transports employees of the Guards, passed by, IRNA said. Pictures showed the blast left a mangled bus wreckage on the side of the road.

    "Five people have been arrested," an official in the governor's office of Zahedan told Reuters.

    Fars news agency said four people were in the car which seemed to have broken down on the road. When the bus approached, the four fled on motorbikes and the car exploded.

    "A group called Jundollah, under the leadership of Abdolmalek Rigi, the eastern rebels in the country, ... took responsibility for this terrorist act," Fars reported.

    'ALL MOURN AND WORRY'

    Iran has said Jundollah was behind the murder of 12 people in a roadside attack in May, and other incidents. Officials previously said Rigi was a cell leader of Osama bin Laden's al Qaeda network in Iran.

    "People should face this crime with patience, awareness and realism just like other events and separate the issue of a few rebels from Sunnis -- though they were Sunnis -- because our Sunni brothers are innocent of these crimes," said Abbasali Soleimani, who represents Iran's supreme leader in the area.

    Soleimani, who was quoted by IRNA, said "enemies" had crossed into Iran to carry out the attack. Neighboring Iraq is riven by Sunni-Shi'ite tensions.

    Sunni regions in Iran, like Sistan-Baluchistan, say they suffer discrimination in the Islamic Republic.

    Supreme Leader Ayatollah Ali Khamenei, in response to fighting in Iraq, has also warned Iranians about what he says are U.S. efforts to divide the two Muslim sects.

    The area around Zahedan resembles a war zone, dotted with forts, trenches and machinegun posts. More than 3,300 Iranian security personnel have died in the region fighting drug traffickers since the 1979 Islamic revolution.

      نماينده مجلس از زاهدان گفت: اگر مسؤولان فكرى به حال امنيت استان سيستان و بلوچستان نكنند، مردم خود وارد عمل مي*‏شوند.

      حسينعلى شهرياري، در گفت*‏وگو با خبرنگار پارلمانى" ايلنا" در خصوص اقدام تروريستى صورت گرفته در زاهدان تصريح كرد: ديپلماسى ضعيف ما باعث شده است تا مرزهاى پاكستان نقطه امنى براى اشرار باشد.
      وى خاطرنشان كرد: در حادثه اخير با رشادت يك شهروند كه با اشرار درگير شد، ضمن آنكه خودش به شهادت رسيد، باعث شد اشرارى كه عمليات را انجام دادند دستگير شوند.
      شهريارى افزود: در اعترافات شب گذشته يكى از اين اشرار، مشخص شد وى در شهادت چهار نفر از پرسنل زحمت*‏كش نيروى انتظامى در هفته گذشته و شهادت راننده خودرو پيكان و هم جريان روز چهارشنبه شهادت 11 نفر نقش داشته است.
      نماينده زاهدان در مجلس*‏هفتم تصريح كرد: متاسفانه اشرار پاكستان را مرزهاى امن خود قرار داده*‏اند و از آنجا عمليات خود را طرح ريزى و پس از انجام عمليات به آنجا مي*‏گريزند.
      وى با تاكيد بر اينكه اين شرور در اعترافات خود اعلام كرد كه از پاكستان آمده بودند، تاكيد كرد: متاسفانه ديپلماسى ما بسيار ضعيف است و در اين زمينه با پاكستان برخورد نمي*‏كند. از سوى ديگر در استان عده*‏اى از تريبون*‏هاى رسمى و غيررسمى هميشه بر طبل جنگ مي*‏زنند و طلب*‏كار نظام جمهورى اسلامى هستند.
      شهريارى گفت: متاسفانه عده*‏اى از تريبون*‏هاى رسمى سياست شكست خورده فشار از پايين و چانه*‏زنى از بالا را دنبال مي*‏كنند و از ايجاد تفرقه مذهبى سود مي*‏برند.
      شهريارى ادامه داد: كسانى كه دست به اين اقدامات زده*‏اند، تفكر وهابى دارند و از جماعت تبليغى آن سوى مرز كه تفكر وهابى و القاعده اى را دنبال مي*‏كنند، نقش داشته*‏اند.
      نماينده زاهدان خاطرنشان كرد: استكبار جهانى به شدت از نظام جمهورى اسلامى عصبانى است و چون توانايى كار جدى را ندارد، از اين طريق درصدد صدمه زدن برآمده است.
      وى با بيان اينكه از مسؤولين انتظار فعاليت جدي*‏ترى را داريم، افزود: مردم استان و شهر زاهدان به شدت عصبانى هستند. اين اشرار در داخل استان نيز مكان و ماوايى دارند، مردم مي*‏دانند اينها از كجا تغذيه مي*‏شوند و به چه تفكرى وابسته هستند.
      شهريارى گفت: نگران هستم اگر مسؤولان امنيتى و نظامى كار جدى نكنند، مردم خودشان وارد عمل شوند كه آن موقع جمع كردن اين موضوع براى نظام سخت خواهد بود.
      وى از مسؤولان ذيربط خواست با برخورد جدى ريشه ناامني*‏هاى استان سيستان و بلوچستان را خشك كنند.

          سال گذشته گروهک های مسلح زيادی را داشتيم که فعاليتهای خطرناکی را آزادانه انجام می دادند اما با اعمال حاکميت ناجا و دستگاههای ذيربط ، امسال شاهد پنهان شدن اين گروهک ها و فعاليت کمتر آنان هستيم.
          به گزارش خبرنگار مهر ، سردار سرتيپ پاسدار اسماعيل احمدی مقدم در حاشيه نخستين همايش ملی نقش سازمانها و نهادها در مبارزه با سرقت وسايل نقليه ، در جمع خبرنگاران گفت: ما در حادثه سميرم ايام بدی را داشتيم و بعد از آن اقدام مردم خود نيز به صورت خودجوش می خواستند وارد عمل شوند. ناجا نيز برای حفظ و کنترل امنيت کشور به ديگر شهرها دستورهای لازم را داد و آنها را برای اقدام های مشابه حادثه تروريستی سميرم ، تجهيز کرد.

          فرمانده ناجا افزود: در حوداث سيستان نيز بايد به دنبال دست های بيگانه بود.

          احمدی مقدم ادامه داد: در اين رابطه يک سری برنامه های اطلاعاتی در دست انجام است که بزودی اين قضيه را کشف و خنثی خواهند کرد.

          فرمانده ناجا تصريح کرد: دشمن می خواهد به گونه ای رفتار کند که در ميان فرقه های مذهبی تفرقه ايجاد و آنها را با يکديگر درگير کند.

          احمدی مقدم گفت: نگرانی از دشمن را فقط نبايد در هواپيما و يا موشک های آنها ديد ، بلکه برخی حوادث مانند حادثه اخير سيستان از جمله دسيسه های دشمنان است.

          وی تاکيد کرد: دشمنان انقلاب وقتی که ديدند در راهپيمايی 22 بهمن اهل سنت و به ويژه روحانيون آنها دوشادوش ديگران به طور قوی شرکت کردند ، خواستند که با مورد آزار و اذيت قرار دادن آنان ، تفرقه افکنی کنند.

          احمدی مقدم تصريح کرد: خط جديد دشمن دامن زدن به اختلاف های فرقه ای و خشن نشان دادن چهره اسلام است.

          اين مقدم ارشد ناجا در پاسخ به خبرنگار مهر ، در ارتباط با فعاليتها و دستاوردهای آگاهی کشور گفت: فعاليت آگاهی در دو موضوع پيشگيری و پيش بينی جرم معطوف است که به حمد الله در اين زمينه موفق بوده است.

          احمدی مقدم تصريح کرد: آموزش نيروها بحث مدرن نيزاسيون کردن سيستم های انگشت نگاری و... برای سرعت بخشی به کشف جرم در بخش آگاهی ، مد نظر است.

          وی ادامه داد: استفاده پليس آگاهی از فناوری های جديد و روش های علمی کشف جرم در سال گذشته باعث شد تا کشف جرم 7 درصد افزايش داشته باشد که اين يک دستاورد خوب است.

          احمدی مقدم ادامه داد: تلاش ما اين است که امسال نيز اين روند بهبود يابد.

          فرمانده ناجا اظهار داشت: هر چند موضوع بد رفتاری با متهمان در آگاهی مطرح است اما امسال شاهد کاهش 33 درصدی شکايت از اين نوع برخوردها در آگاهی ناجا بوده ايم.

            به حکم دادگاه انقلاب اسلامی شهر زاهدان، مرکز استان سيستان و بلوچستان، يک نفر به جرم دست داشتن در انفجار هفته گذشته در اين شهر اعدام شده است.
            گزارش شده است که حدود ساعت 10 صبح دوشنبه، 19 فوريه، فردی به نام نصرالله شنبه زهی، فرزند فقير محمد، که از سوی دادگاه انقلاب اسلامی شهر زاهدان در ارتباط با اتهام انفجار در اتوبوس حامل کارکنان سپاه پاسداران در روز 14 فوريه مجرم شناخته شده بود در محل انفجار به دار آويخته شد.

            دادگاه انقلاب زاهدان اين فرد را همچنين در ارتباط با اتهامات ترور ماموران انتظامی، مشارکت در قتل عمد دو نفر از شهروندان و سرقت از بانک رفاه کارگران مجرم شناخته بود.

            به گفته مقامات ايران، در انفجاری که روز چهارشنبه هفته گذشته در مسير عبور يک دستگاه اتوبوس متعلق به نيروی زمينی سپاه پاسداران در بلوار ثارالله شهر زاهدان روی داد يازده نفر کشته و سی و يک نفر زخمی شدند.

            در مورد مشخصات و ساير اتهامات نصرالله شنبه زهی و نحوه و زمان ارتکاب آنها جزييات بيشتری انتشار نيافته است اما خبرگزاری ايسنا انفجار روز چهارشنبه را به "گروهک تروريستی ريگی" نسبت داده و افزوده است که اعضای همين گروه در روز 12 بهمن هم چهار مامور انتظامی را در تقاطع بلوار معلم و خيابان بزرگمهر زاهدان کشته بودند.

            در پی وقوع انفجار هفته گذشته، مقامات امنيتی ايران اعلام کردند که چهار نفر در ارتباط با اين حادثه دستگير شده اند و پنجشنبه هفته گذشته، فيلمی از اعترافات يکی از آنان از تلويزيون استان پخش شد.

            همچنين، روز يکشنبه، 18 فوريه، خبرگزاری های ايرانی گزارش کردند که محاکمه علنی يکی از عوامل ترور چهار مامور انتظامی و نيز بمب گذاری روز چهارشنبه از شامگاه شنبه در زاهدان آغاز شده است.

            ايسنا گزارش کرده بود که در اين دادگاه که با حضور خبرنگاران و وکيل تسخيری متهم تشکيل شده بود، وی به جرايم خود از جمله 45 روز همکاری با گروه عبدالمالک ريگی و دست داشتن در سرقت بانک رفاه کارگران در سال گذشته، مشارکت در ترور چهار مامور انتظامی، انفجار اتوبوس سپاه پاسداران و کشتن دو نفر اعتراف کرد.

            به نظر می رسد که همين دادگاه ظرف روز يکشنبه نصرالله شنبه زهی را به اعدام محکوم کرده و اين حکم بامداد روز دوشنبه در ملاء عام در بلوار ثارالله زاهدان به اجرا گذاشته شده است.

            خبرگزاری کار ايران - ايلنا - در گزارشی پيرامون اعدام متهم به دست داشتن در انفجار زاهدان، از قول سلطانعلی مير، مديرکل سياسی استانداری سيستان و بلوچستان، نوشته است که افرادی که در ارتباط با بمب گذاری هفته گذشته دستگير شدند اعتراف کرده اند که 48 ساعت قبل از اين عمليات از خاک پاکستان وارد ايران شده بودند.

            آقای مير به ايلنا گفته است که اسلحه های مورد استفاده در اين عمليات ساخت آمريکا و بريتانيا بوده و افراد دستگير شده نيز اعتراف کرده اند که نحوه بمب گذاری توسط افراد انگليسی زبان و با استفاده از مترجم به آنان آموزش داده شده بود.

            گزارش ايلنا از سوی منابع ديگر تاييد نشده است اما روز يکشنبه گزارش شد که وزارت خارجه ايران سفير پاکستان را برای آنچه که ادای توضيحات خوانده شده به اين وزارتخانه احضار کرده است.

            اتهام دست داشتن آمريکا و بريتانيا در حوادث زاهدان در حالی مطرح می شود که اخيرا مقامات آمريکايی برخی نهادهای جمهوری اسلامی را به حمايت تسليحاتی از شورشيان عراقی متهم کرده و گفته بودند که از شورشيان اسلحه و تجهيزات ساخت ايران به دست آمده است.

            کوتاه مدتی پس از انتشار خبر انفجار در مسير اتوبوس سپاه پاسداران در زاهدان، گروهی به نام جنبش مقاومت مردمی ايران - جندالله - در اطلاعيه از مسئوليت اين انفجار را بر عهده گرفت اما دستگير شدن عوامل انفجار را تکذيب کرد.

            حادثه زاهدان از سوی چندين کشور و سازمان بين المللی، از جمله شورای امنيت و دبيرکل سازمان ملل متحد، محکوم شده است.

              Iran has executed a man over a bomb attack that killed 11 members of its elite Revolutionary Guards last week.
              Nasrollah Shanbe Zehi was publicly hanged at the scene of the attack in the south-eastern city of Zahedan.

              He had been shown on TV confessing to involvement in Wednesday's bombing and was convicted by a Zahedan court.

              The attack occurred when a car packed with bombs stopped next to a bus taking the soldiers to work. Militant group Jundallah claimed the bombing.

              Crowds chanted "Death to America" and "Death to Israel" as they watched the hanging. It took place in the same location as the crime, something which correspondents say is common in Iran.

              Recorded footage of the execution was shown on state TV.

              Earlier this week, the TV showed Mr Zehi - who was reportedly arrested a few hours after the bombing - confessing to the bombings.

              The Sunni Muslim Jundallah group has been blamed for previous attacks on Iranian military personnel.

                يك سخنگوى وزارت خارجه انگليس با اشاره به انفجارهاى اخير در زاهدان ضمن محكوم كردن هرگونه اقدام تروريستي، گفت: دولت انگليس نمى تواند در واكنش به هر حادثه تروريستى بيانيه منتشر كند.

                اين سخنگو كه با خبرنگار فارس در لندن گفتگو ميكرد و بنا بر مقررات داخلى در انگليس تاكيد كرد از ذكر نامش خوددارى شود چهارشنبه گفت: عدم انتشار بيانيه مجزا از سوى دولت انگليس مبنى بر محكوم كردن عمليات تروريستى در زاهدان نبايد به معناى سكوت لندن در برابر اين اقدام تلقى شود.
                وى در پاسخ به خبرنگار فارس كه پرسيد از چه رو برخلاف روال معمول اين اقدام تروريستى با صدور يك بيانيه مستقل محكوم نشده است استدلال كرد دولت انگليس نمى تواند در واكنش به هر حادثه تروريستى بيانيه منتشر كند.
                در پاسخ به اين پرسش كه با توجه به ابعاد بالاى تلفات جانى اين اقدام تروريستى و همچنين كشف رد پاى دخالت امريكا در آن آيا خوددارى از انتشار بيانيه مستقل از جانب واشنگتن و لندن در محكوم كردن اين عمليات تروريستى شك برانگيز نيست گفت، به هيچوجه نبايد چنين برداشتى صورت گيرد.
                با اين حال همين سخنگو پس از مصاحبه در تماس جداگانه*اى كه با خبرنگار فارس در لندن گرفت به يادداشتى كه از سوى شوراى امنيت سازمان ملل در روز 15 فوريه كه در واكنش به اقدامهاى تروريستى در زاهدان منتشر شد اشاره كرد و افزود، طبعا انگليس نيز به عنوان عضو دايمى اين شورا عملا بمب*گذارى را محكوم كرده است.
                "پيتر بوريان" رييس شوراى امنيت از كشور اسلوواكى در اين يادداشت كه يك روز پس از انفجار 25 بهمن در زاهدان منتشر شد عنوان كرد: اعضاى شورا اقدام تروريستى در منفجر كردن يك اتوبوس در شهر زاهدان را محكوم مى كنند و خواستار برخورد قضايى با عوامل اقدام تروريستى هستند.
                سخنگوى وزارت خارجه انگليس با اشاره به همين يادداشت كه در پايان آن با خانواده قربانيان عمليات تروريستى زاهدان ابراز همدردى شده است افزود، لندن نيز با بستگان كشته شدگان و خسارت ديدگان اين حادثه ابراز همدردى مى كند.
                وزارت خارجه انگليس عموما پس از هر اقدام تروريستى و عمليات مشكوك در گوشه و كنار دنيا بويژه در رابطه با اسراييل بلافاصله با انتشار بيانيه مستقل علاوه بر محكوم نمودن اقدامهاى تروريستى با بستگان كشته شدگان و خسارت*ديدگان حادثه ابراز همدردى مى كند.

                  حمایت امریکا از حقوق

                  کردها، آذری ها و عربهای ایران!

                  در روزهای اخیر بیانیه ای از جانب وزارت خارجه امریکا منتشر شد که بازتاب مطبوعاتی و خبری چندانی در رسانه های جمهوری اسلامی نداشت، اما در میان نیروهای اپوزیسیون خارجح کشور و قطعا در محافل نظامی و امنیتی جمهوری اسلامی بازتاب خود را داشت.

                  دراین بیانه وزارت خارجه امریکا گفته می شود:

                  «امريکا نسبت به ادامه سرکوبی اقليت های قومی ايران ازسوی رژيم جمهوری اسلامی ايران، ازجمله اقليت های آذری، کرد وعرب، ابرازنگرانی می کند. اقدامات سرکوبگرانه مقامات رژيم جمهوری اسلامی، دانش آموزان، زنان، اتحاديه های کارگری، روزنامه نگاران و دانشگاهيان را شامل می شود. تهران آموزش زبان آذری را در مدارس ممنوع اعلام کرده است، فعالان آذری را آزار می دهد و آذری هائی را که ازحقوق فرهنگی و زبانی خود دفاع می کنند، به زندان انداخته است. ايران باید سرکوب شهروندان خود را متوقف سازد، به حقوق بشر احترام بگذارد وشهروندانی را که به خاطر مطالبه آزادی بيان و مذهب و مطالبه دیگر حقوق اساسی شان به زندان افتاده، آزاد کند. »

                    The Iranian military has killed 17 rebels in the north-west of the country, state media have reported.
                    A unit of Revolutionary Guards attacked the rebels in a remote area near the Turkish border, IRNA news agency said.

                    A military helicopter involved in the operation crashed in bad weather, killing a Guards commander on board, Fars news agency reported.

                    There have been previous clashes in the area between Iranian security forces and militants linked to Kurdish groups.

                    "The Revolutionary Guards besieged these elements and started neutralising them," IRNA quoted a Guards commander as saying.

                    "In this operation at least 17 mercenary anti-revolution elements were killed and some were injured."

                    'Seeking insecurity'

                    Fars said that a Revolutionary Guards commander named Saeed Ghahari was killed in the helicopter crash, in West Azerbaijan province.

                    IRNA blamed the crash on bad weather.


                    West Azerbaijan province borders both Turkey and Iraq.

                    The head of Iran's Revolutionary Guards, Yayha Rahim, blamed foreign countries for trying to stir up unrest in Iran's border regions.

                    "Enemies headed by the United States, Britain and the Zionist regime [Israel] who have had their goals defeated in the region are seeking insecurity in some border areas," Mehr news agency quoted Mr Rahim as saying.

                    The past two years have seen a rise in violent incidents in a number of regions inhabited by Iran's minorities, amid complaints of government oppression, discrimination or political or economic neglect, says the BBC's regional analyst Pam O'Toole.

                    A bomb attack on 14 February in south-east Iran killed 13 Revolutionary Guards in the majority Sunni city of Zahedan.

                    Last year also saw angry demonstrations by ethnic Azeris in Azerbaijan province, while in 2005 there was a wave of protests in Kurdestan province.

                      به نوشته اين روزنامه انگليسي، مقامات آژانس اطلاعات مركزى آمريكا(سيا) در اقدامى كه منعكس*‏ كننده نگرانى فزاينده واشنگتن از شكست اقدامات ديپلماتيك است، به شبه نظاميان اپوزيسيون در ميان گروه*‏هاى اقليت قومى در منطقه*‏هاى مرزى كمك مي*‏كنند.
                      اين روزنامه مي*‏افزايد: اين عمليات، جنجال*‏بر*‏انگيز هستند زيرا شامل پرداختن به جنبش*‏هايى است كه عليه دولت ايران به روش*‏هاى تروريستى متوسل مي*‏شوند. در طول سال گذشته، موجى از ناآرامي*‏ها در مناطق مرزى اقليت*‏هاى قومى ايران وجود داشته است كه با بمباران و ترور سربازان و مقامات دولتى همراه بوده است.

                      "جان پايك"، رييس مؤسسه "امنيت جهانى" در واشنگتن گفت: فعاليت*‏هاى گروه*‏هاى قومى در دو سال گذشته تشديد شده است و اگر اين امر حداقل بخشى از نتيجه فعاليت سيا نباشد، فضاحت است.

                      هرچند نام مجاهدين خلق به عنوان سازمان تروريستى در فهرست وزارت خارجه آمريكا قرار دارد، پايك گفت: جناحى در وزارت دفاع قصد دارند به سراغ آنها بروند، زيرا آنها هرگز نمي*‏توانند دولت كنونى ايران را براندازند اما احتمال دارد صدمات زيادى به آن وارد كنند.

                        حسينعلى شهريارى در گفت*‏وگو با خبرنگار پارلمانى" ايلنا" افزود: بدنبال تحركات اخيرى كه اشرار و مزدوران آمريكا به سركردگى استكبار جهانى براى ناامن كردن استان*‏هاى مرزى بويژه سيستان و بلوچستان بوجود آورده*‏اند، متاسفانه ديروز به دنبال درگيرى بين نيروى انتظامى و گروهى از اين اشرار دو تن از پرسنل نيروى انتظامى شهيد، يك نفر مجروح و 4 نفر گروگان گرفته شدند.
                        وى افزود: البته هنوز هيچ گروهى رسما مسووليت اين رويداد را نپذيرفته است و مسوولان در حال رايزني*‏ با عوامل اين حادثه هستند تا گروگان*‏ها را آزاد كنند.
                        نماينده زاهدان در مجلس*‏هفتم ادامه داد: البته به احتمال خيلى زياد اين اشرار با گروه تروريستى كه در منطقه فعال هستند، ارتباط دارند و يقينا تا امروز تكليف آنها روشن شده و اعلام مي*‏كنند كه وابسته به چه گروهى هستند.
                        وى اظهار داشت: البته هنوز اين گروگانگيرها خواسته*‏هاى خود را اعلام نكرده*‏اند و در حال حاضر فقط از ريش*‏ سفيدان طوايف منطقه استفاده مي*‏كنيم تا اين مساله هرچه سريع*‏تر حل شود.
                        شهريارى اضافه كرد: متاسفانه اوضاع امنيتى استان سيستان و بلوچستان، اوضاع شكننده*‏اى است. بويژه در شهر زاهدان مردم به شدت احساس ناامنى مي*‏كنند.

                        وى افزود: به نظر مي*‏آيد بايد چاره*‏اى اساسى انديشيد و با اين روش*‏هايى كه پيش گرفته*‏اند، با توجه به سرمايه گذاري*‏هايى كه استكبار جهانى و آمريكا در منطقه مي*‏كند، بايد توان بيشترى را براى برخورد با اين عوامل مزودور خارجى صرف كرد.

                          Iran: Ethnic minorities facing new wave of human rights violations
                          Amnesty International is greatly concerned by continuing violations of the rights of members of Iran’s ethnic minorities, including Iranian Azerbaijanis, Kurds, Baluchis, and Arabs. Within the past two weeks, hundreds of Iranian Azerbaijani linguistic and cultural rights activists have been arrested in connection with demands that they should be allowed to be educated in their own language; Kurdish rights activists have been detained, and demonstrators killed or injured; and a Baluchi accused of responsibility for a bomb explosion on 14 February 2007 was executed just five days later.

                          As Iran’s ethnic minorities face growing restrictions, Amnesty International is calling on the government to ensure that all Iranian citizens are accorded, both in law and practice, the linguistic and cultural rights set out in Iran’s constitution as well as in international law, and are able peacefully to demonstrate in support of such rights. The Iranian authorities must also ensure that the police and other law enforcement agencies do not use excessive force, that all detainees are protected from torture or other ill-treatment, and that all reports of torture or other ill treatment, excessive use of force or killings by the security forces are investigated promptly, thoroughly and independently, with the methods and findings made public. Anyone suspected to be responsible for abuses should be brought to justice promptly in a trial that complies with international standards of fairness, and without recourse to the death penalty.

                          Iranian Azerbaijanis
                          The arrests of Iranian Azerbaijanis occurred in the run up to, and during, peaceful demonstrations on International Mother Language Day, an annual commemoration initiated by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) on 21 February.

                          The demonstrations were held to support demands that their own language should be used as the medium of instruction in schools and places of education in those areas of north-west Iran where most Iranian Azerbaijanis reside. The protest organizers are reported to have sought official authorisation in advance, though it is not known whether it was granted. Most of those detained in advance of the demonstrations, which were held in Tabriz, Orumiye and other towns in the north-west, were soon released as of 26 February between 10-20 people may still be held.

                          Ebrahim Kazemi, Ja’afar ‘Abedini and Mehdi Mola’i, were among a group of up to 12 people detained in Qom on or around 11 February 2007, at least two of whom were reportedly arrested for having painted slogans on walls, including ‘Türk dilinde medrese’ (Schooling in [Azerbaijani] Turkic). They were reportedly held for several days before being released on bail. Ja’afar ‘Abedini and Mehdi Mola’i were reportedly ill treated while in detention by being forced by Ministry of Intelligence officials to drink liquids which caused them to vomit.

                          In Orumiye, up to 60 Iranian Azerbaijanis have reportedly been arrested, including Esmail Javadi, a journalist and Iranian Azerbaijani cultural rights activist. He was arrested on 18 February 2007 and may continue to be held in a Ministry of Intelligence detention facility in the Doqquz Pilleh district of the city.

                          At least 15 arrests are said to have been made in Zenjan, where a reportedly peaceful demonstration was held in the city’s Sabze Square. Those detained include journalist Sa’id Metinpour, well-known locally for his human rights activities; he is said to have had blood on his lips when he was taken away raising concern that he may have been assaulted by police.

                          Ramin Sadeghi, who was detained in Ardabil on 19 February 2007, is one of approximately 20 who were detained in the city in connection with International Mother Language Day events. Only he remains in detention at the time of writing and his family are reportedly concerned about his medical condition.



                          Kurds
                          On 20 February 2007, Kurdish students held an event at Tehran University’s Department of Literature. They called for the teaching of Kurdish in Iran’s education system and at the University of Sanandaj, the capital of Kurdistan province. The students reportedly signed a public statement which stated, in part, that ‘In today's multicultural climate in the world, based on the Universal Declaration of Human Rights and other humanitarian principles, every nation should have a right to develop and advance its language.’

                          In recent months, several Kurdish journalists and human rights defenders have been detained and some are facing trial. In addition, on 16 February 2007, three Kurds, including one woman, were reportedly killed in the course of a demonstration in Mahabad. An unconfirmed report states that a dispute between demonstrators and security forces resulted in the death of Bahman Moradi, aged 18, a woman called Malihe, whose surname is not known to Amnesty International, and one other. Dozens were reportedly injured in the course of the demonstration.

                          Iranian security forces have a history of the violent suppression of demonstrations by Kurds. For example, in February 2006 similar clashes between Kurdish demonstrators and the security forces in Maku and other towns reportedly led to at least nine deaths and scores, possibly hundreds, of arrests. In March 2006, Kurdish members of parliament (Majles) wrote to Iranian President Mahmoud Ahmadinejad demanding an investigation into the killings and calling for those alleged to be responsible to be brought to justice. An investigation was reportedly set up, but its findings are not known. Some of those detained later reportedly received prison terms of between three and eight months.

                          Baluchis
                          In the province of Sistan-Baluchistan, the circumstances surrounding the extremely summary trial and execution of an Iranian Baluchi man, Nasrollah Shanbeh-Zehi, who was executed on 19 February 2007, calls into question the standards of administration of justice enjoyed by minorities without discrimination. Among five people reportedly arrested following the 14 February bombing of a bus carrying Revolutionary Guard security officials, which to date has killed a total 14 and injured around 30, Nasrollah Shanbeh-Zehi was shown “confessing” to the bombing on Iranian television on behalf of an Iranian Baluchi armed opposition group, Jondallah, and was executed in public at the site of the bombing.

                          Jondallah, which has carried out a number of armed attacks on Iranian officials and has on occasion killed hostages, reportedly seeks to defend the rights of the Baluchi people, though government officials have claimed that it is involved in drug smuggling and has ties to terrorist groups and to foreign governments. In March 2006, Jondallah killed 22 Iranian officials and took at least seven hostage in Sistan-Baluchistan province. Following the incident, scores, possibly hundreds, of people were arrested; many were reportedly taken to unknown locations. In the months following the attacks, the number of executions announced in Baluchi areas increased dramatically. Dozens were reported to have been executed by the end of the year

                          Amnesty International condemns unequivocally the killing of hostages and urges Jondallah to desist from such and similar practices immediately. However, Amnesty International is concerned that Nasrollah Shanbeh-Zehi’s “confession” may have been forced, and that the rapidity of his execution indicates that he did not receive a fair trial and was not permitted an adequate opportunity to appeal against his death sentence, if that was imposed by a court.

                          Arabs
                          In January and February 2007, Amnesty International deplored the execution of eight Iranian Arabs convicted after unfair trials of bombings in Khuzestan province in 2005. Other Iranian Arab prisoners are also at risk of execution after unfair trials.

                            TEHRAN (AFP) - Iran's Revolutionary Guards will pursue Kurdish rebels inside Iraq's borders if Baghdad fails to expel them from border zones, the head of the elite force warned on Wednesday.

                            "I warn the Kurdish movements of Iraq and Iranian anti-revolutionary armed rebels linked to foreigners that the Iraqi government must expel them from the region," said Yayha Rahim Safavi, according to the Mehr news agency.

                            "Otherwise, the Revolutionary Guards will view it as its right to chase and neutralise them beyond borders to defend its own security and that of the Iranian people," he said.

                            Safavi was speaking at the funeral for 14 Iranian military personnel killed in a helicopter crash last week during an operation against rebels close to the Turkish border in West Azarbaijan province.

                            "The United States and the Zionists seek to incite insecurity in Iran by allocating millions of dollars, equipping and financing satellite televisions and buying arms for these groups," Safavi added.

                            Iran accuses the United States and Britain of seeking to stir violence in its restive border provinces inhabited by ethnic minorities of Azeris, Sunni Arabs, Kurds and Baluch.

                            The guards chief called on "Kurds and Azeris in border areas to cooperate with armed forces to annihilate anti-Islamic rebels", adding "more than 30 rebels were killed" in the recent operations in the area.

                            Iran said on Tuesday it had killed three local chiefs of a Kurdish rebel group Pejak, which claimed shooting down the helicopter and killing 20 soldiers and senior officers.

                            The group is linked to Turkey's outlawed Kurdistan Workers' Party (PKK).

                              TEHRAN (AFP) - Militants killed two Iranian policemen and kidnapped four others in a late-night ambush in a sensitive border province before fleeing towards Pakistan, officials said on Wednesday.

                              The clash in the southeastern province of Sistan-Baluchestan follows an upsurge of violence in the area which the authorities blame on plots by archfoe the United States and Pakistan's inability to control its border.

                              "Seven police fell victim to an ambush by rebels who killed two police and took four hostage" late on Tuesday, the state news agency IRNA quoted police chief Esmael Ahmadi-Mogadam as saying.

                              "The rebels who were in two cars fled towards Pakistan," he added. He did not give details about the fate of the seventh policeman.

                              He complained about the "lack of cooperation from Pakistan to fight against these rebels" adding that "this position is unacceptable".

                              However, a border official in Pakistan said he had no knowledge of any such incident and dismissed Iranian complaints that its frontier security was lax.

                              "We intercept any illegal movement and the two sides have signed several agreements for strict border control and counter-narcotics cooperation," said Captain Shahid, a spokesman for the Pakistan frontier security force in Quetta.

                              Sistan-Baluchestan, home to a population of minority Baluch Sunni Muslims, borders Pakistan to the south and Afghanistan to the north.

                              Thirteen Revolutionary Guards were killed earlier this month when militants set off a car bomb in the provincial capital Zahedan and security forces also clashed with militants in the city when a percussion bomb exploded.

                              The unrest in Sistan-Baluchestan has coincided with renewed clashes between Iranian forces and Kurdish rebels in the northwestern province of West Azarbaijan close to the border with Turkey.

                              Revolutionary Guards head General Yahya Rahim Safavi said more than 30 rebels had been killed in clashes in the northwest over the last few days and that Iranian forces still had other militants encircled.

                              He also warned that the elite force reserved the right to carry out raids on Iraqi territory if Baghdad does not expel the militants from the border zones.

                              "Otherwise, the Revolutionary Guards will view it as its right to chase and neutralise them beyond borders to defend its own security and that of the Iranian people," he said.

                              The authorities have repeatedly accused the United States and Britain of seeking to stir unrest amongst ethnic minorities in areas close to the Turkish, Iraqi and Pakistani borders.

                              Zahedan governor Hassan Ali Nouri accused the United States of seeking to stir unrest in provinces where there is "ethnic and religious plurality."

                              "To strike blows against Iran and to compensate for their failures, the United States wants to make believe there is insecurity in Iran and for this they have decided to create a wave of insecurity in the country," he said.

                              However, the Iranian authorities have also berated Pakistan for failing to prevent militants infiltrating.

                              Iran summoned Pakistan's ambassador after the unrest earlier this month in Zahedan, a city 40 kilometres (25 miles) from the Pakistan border, and both sides agreed to reinforce border security.

                              "Terrorist actions are coordinated on the outher side of our eastern frontiers and which are vulnerable," Interior Minister Mostafa Pour Mohammadi was quoted as saying by the Mehr agency.

                              In a separate clash in Sistan-Baluchestan on Tuesday, Iranian security forces clashed with militants who crossed over from Pakistan, the Mehr agency reported.

                              "Terrorist elements which succeeded in infiltrating Iranian territory in the south of the province of Sistan-Baluchestan were pushed back," it said.

                                طی دو روز گذشته، مصاحبه مسعود بارزانی رئیس دولت خود گردان کردستان عراق با شبکه تلویزیونی "NTV" در مورد کردستان بزرگ و 40 میلیونی با واکنش های گسترده ای همراه بوده است. بارزانی دراین مصاحبه گفته است: ايجاد يک دولت مستقل کُرد واقعيتی است که ترکيه، ايران و اعراب لازم است به آن توجه کنند.40 میليون کُرد در منطقه وجود دارد و متاسفانه تاريخ در قبال کردها عادل نبوده و اينک مشخص شده که سیاست انکار هويت ملی کردها موفق نخواهد بود. به همين دليل لازم است ترکيه و ايران اين واقعيت را بپذيرند. گفت وگو با همسايگان کردستان برای حل اختلافات، در چهارچوب منافع ماست و ايجاد يک دولت مستقل کرد نه از طريق خشونت آميز، بلکه از راه گفتگو و حفظ منافع طرفين ميسر خواهد شد.

                                کنعان اورن رئیس جمهور ترکیه در واکنش به اظهارات مسعود بارزانی گفت: ترکيه بايد واقعيات شمال عراق را بپذيرد و در آينده، خود نيز با سيستم ايالتی اداره شود و حقوق شهروندان کرد را در چهارچوب مرزهايش به رسميت بشناسد. چرا بايد شاخه های مسلمانان و کمونيست ها به پارلمان راه يابند، اما از ورود فراکسيون های کرد به پارلمان جلوگيری می شود؟

                                مسعود بارزانی در مصاحبه ای با بخش فارسی صدای امریکا نیز گفت:

                                کردها می خواهند با کشورهای همسایه دارای روابط حسنه باشند، اما اعلام می کنیم هر کشوری کردستان را مورد تهدید قرار دهد بدون جواب باقی نخواهد ماند.

                                کشورهای همسایه و کشورهای دیگری که در امور داخلی عراق دخالت می کنند از دمکراسی در عراق وحشت دارند، زیرا می ترسند این روند برای آنها در داخل کشورهای خودشان مسئله ساز شود. درعین حال سرکوب کردها از سوی دولت های حاکم محکوم است.

                                بارزانی پیشتر در مصاحبه با مجله "گولان" و سایت عربی "ایلاف" اعلام کرده بود که حکومت خودگران کردستان اکنون روابط خوبی با کردهای سایر مناطق دارد. در عین حال کردهای سوریه و ایران خود سرنوشت خویش را تعیین می کنند. مساله کرد در ترکیه نیز راه حل نظامی ندارد.

                                پیش از مصاحبه ها و ابراز نظرهای اخیر مسعود بارزانی؛ کونداليزارايس، وزير امور خارجه آمريکا، درباره لزوم همکاری سه جانبه دولت عراق، حکومت منطقه ای کردستان و دولت ترکيه برای حل «مساله پ کا کا» سخن گفته بود. رايس در سنای آمريکا گفته بود: «گروه پ کا کا، در مرز ترکيه و کردستان، عمليات تروريستی انجام می دهد. استفاده وی از نام «کردستان» موجب اعتراض رسمی ترکيه شد و نخست وزير ترکيه گفت که این کشور تنها با کشوری به نام «عراق» هم مرز است.
