Israel's ministry of justice says it plans to charge the country's largely ceremonial head of state, Moshe Katsav, with rape and abuse of power.
Formal charges against him can be made only after a hearing at which he will be allowed to present his case.

Mr Katsav denies allegations of rape and sexual misconduct made by several female employees in recent months.

The recommendation to indict him comes amid a flurry of corruption allegations against top-level Israeli politicians.

Mr Katsav's lawyers said he was innocent and charges would be dropped after the attorney general heard Mr Katsav's side of the story.

"The president believes that everyone will see that he is the victim of false charges," David Libai said, adding that the president would hold a news conference on Wednesday.

The president enjoys immunity, but he can be impeached or prosecuted after he leaves office.

Mr Katsav's seven-year term ends this year, but his lawyers have previously indicated he might resign if he was indicted.

Attorney General Menachem Mazuz's office issued a statement saying there was enough evidence to support an indictment against Mr Katsav on charges of rape, harassment, abuse of power and obstruction of justice, among other crimes.

Dignity of office

Iranian-born Mr Katsav, 60, was a journalist before standing for parliament as a candidate for the right-wing Likud party in 1977.

He acted as power broker within the party and rose to ministerial positions.

The office is invested with great dignity and prestige in the Israeli political system, but powers are limited. They include pardoning prisoners.

Several MPs have called on Mr Katsav to resign immediately to avoid bringing the office into disrepute.

He was the first member of a right-wing political party to become Israeli president, beating off the challenge of Labour veteran Shimon Peres in 2000.

Mr Katsav's predecessor, Ezer Weizman, left office early in controversial circumstances after the attorney general found he had accepted improper gifts. He was never charged with any crime.

Israeli Prime Minister Ehud Olmert has called on President Moshe Katsav to resign over allegations of rape and abuse of power.
It comes after Mr Katsav strongly denied the accusations but vowed to step down if he was formally charged.

In an emotionally-charged news conference, Mr Katsav said he would fight to clear his name, "even if it means a world war".

He has asked the speaker of parliament to grant him temporary leave.

Attorney General Meni Mazuz said on Tuesday that he intended to charge Mr Katsav with offences including rape, obstruction of justice and fraud.

The president, who has not yet been legally indicted, is under increasing pressure from ministers and MPs to step down.

A formal indictment might only be filed after a special hearing between his legal team and state prosecutors, which could take several weeks.

Speaking in the northern town of Herzliyah, Mr Olmert called on Mr Katsav to quit.

"Under these circumstances, there is no doubt in my mind that the president cannot continue to fulfil his position and he must leave the president's residence," he said.

His comments followed a nationally televised news conference in which a visibly angry Mr Katsav denied the accusations against him.

At one point the president railed against a reporter from Israel's Channel 2 television, accusing it of leading a campaign against him.

He implored the public not to believe the allegations, saying: "When the truth comes out you will be shocked."

"Don't believe the libel, the defamation, the lies," he said. "There is only one truth... I am the target of one of the worst attacks in the history of the State of Israel."

Mr Katsav vowed to stay in office to fight the allegations.

"The law does not oblige me to resign," he said. "I will not give in to blackmail."

Immunity

Mr Katsav has requested temporary leave of absence, during which the speaker of the Knesset (parliament) will act in his place.

A parliamentary committee would have to approve such a move.

The BBC's Rachel Harvey in Jerusalem says as long as Mr Katsav retains the title of president he still has immunity from criminal prosecution.

Mr Katsav's seven-year term ends later this year.

Some 30 members of the Knesset have signed a petition to begin moves to have Mr Katsav impeached, Israeli media reported.

The accusations, brought by four women, date back several years.

If the case does go to trial and if he is found guilty, Mr Katsav could face up to 16 years in prison.

به نقل از خبرگزاري فرانسه، روزنامه معاريو چاپ اسرائيل امروز جمعه نوشت: موشه كتساو به تازگي با تاسيس انجمن موسوم به"حقيقت به زودي روشن خواهد شد" اميدوار است از يهوديان مقيم آمريكا كه همچون وي اصليت ايراني دارند، براي دفاعيه*اش در دادگاه پول جمع آوري كند.

كاتساو به تجاوز به يكي از كارمندان زن پيشين خود در مقر رياست رژيم صهيونيستي كه تنها با نام "آ" معرفي شده و نيز آزار جنسي برخي ديگر از كارمندان زن خود متهم است و شماري از آنان از وي شكايت كرده*اند.

معاريو به نقل از يك منبع كه به هويت وي اشاره*اي نكرد نوشت، كتساو به طور سري و بدون هيچ گونه كار تبليغاتي از اعضاي اقليت يهودي ايراني تبار آمريكا مي خواهد تا براي تامين هزينه دفاعيه*اش در دادگاه به او كمك مالي بكنند.

اين منبع افزود، وي تاكنون آن حمايتي را كه مورد نظرش بوده به دست نياورده است چرا كه افراد زيادي مي*ترسند با توجه به شرايطي كه وجود دارد، پايشان به ماجراي كتساو كشيده شود.

اين روزنامه اسرائيلي نوشت: كاتساو تاكنون دهها هزار دلار براي دفاع از خود هزينه كرده است و بايد در طول محاكمه در دادگاه كه به نظر مي*رسد بسيار طولاني باشد، مبلغ هنگفتي هزينه كند.

كاتساو اواخر ماه ژانويه به مدت سه ماه و به درخواست خودش از مقام خود كناره* گيري كرد.

اين درخواست پس از آن صورت گرفت كه "مناحيم مازوز" دادستان كل اسرائيل اعلام كرد، در نظر دارد كاتساو را به جرم تجاوز به كارمندان زن، همچنين مانع تراشي بر سر راه دستگاه قضايي و رشوه دادن به شاهدان محكوم كند.

رئيس رژيم صهيونيستي تا زماني كه استعفا نكرده يا پارلمان وي را از مقام خود بركنار نكرده است از مصونيت قضايي برخوردار است.

كاتساو گفته است تنها در صورت محكوميت از سوي "مناخيم مازوز" دادستان كل در جلسه دادگاه كه قرار است دوم مه برگزار شود، از مقام خود كناره*گيري خواهد كرد.

كاتساو كه دوران رياستش ماه ژوئيه پايان مي*يابد در صورت به اثبات رسيدن جرايمش به 16 سال زندان، محكوم خواهد شد.

حذف اتهام تجاوز جنسی علیه موشه کاتساو

رییس جمهوری سابق اسرائیل با پذیرش چند اتهام سبکتر توانسته است موافقت دادستان کل این کشور برای نادیده گرفتن اتهام تجاوز به عنف را جلب کند.
روز پنجشنبه، 28 ژوئن، مینی مازوز، دادستان کل اسرائیل، اعلام داشت که موشه کاتساو، رییس جمهوری اسرائیل، اعتراف نامه ای در مورد ارتکاب مزاحمت جنسی، عمل خلاف عفت و ایجاد مزاحمت برای یکی از شهود را امضا کرده است.

با امضای این اعتراف نامه، دادستانی اسرائیل موافقت کرده است که از پیگرد آقای کاتساو به اتهام تجاوز جنسی صرفنظر کند.

امضای این اعتراف نامه مستلزم کناره گیری رییس جمهوری از این سمت است هر چند دوره ریاست جمهوری آقای کاتساو حدود یک ماه و نیم دیگر خاتمه می یابد و جانشین وی نیز انتخاب شده است.

قبول اتهام های کوچکتر مانع از به جریان افتادن پرونده پیچیده اتهام تجاوز جنسی و ضرورت برگزاری محاکمه ای احتمالا بسیار طولانی خواهد شد.

آقای کاتساو در صورت محکومیت در ارتباط با اتهام تجاوز جنسی ممکن بود به مجازات زندان تا شانزده سال محکوم شود اما مجازات پیش بینی شده برای اتهامات مورد قبول او جریمه نقدی سنگین است.

دادستان کل اسرائیل گفته است که در هر حال برخی از اتهامات سنگینتر علیه موشه کاتساو مشمول مرور زمان شده بود و از نظر قوانین اسرائیل، قابل تعقیب نبوده است.

نخستین اتهام سوء رفتار جنسی علیه موشه کاتساو یک سال پیش مطرح شد و بعدا چهار تن از همکاران زن او در دفتر ریاست جمهوری و وزارت جهانگردی نیز اتهامات مشابهی را مطرح کردند.

موشه کاتساو قبل از انتخاب به سمت ریاست جمهوری در کابینه اسرائیل سمت وزیر جهانگردی را برعهده داشت.

در ماه ژانویه سال جاری، مینی مازوز اعلام داشت که در نظر دارد رییس جمهوری را به اتهام تجاوز به عنف و سوء رفتار جنسی تحت تعقیب قرار دهد.

آقای کاتساو در ماه ژانویه به طور موقت از مقام ریاست جمهوری کناره گرفت تا مقامات قضایی بتوانند به پرونده او رسیدگی کنند اما همواره اتهام رفتار نا مناسب جنسی را به شدت رد کرده است.

در عین حال، وکیل شاکیان پرونده صرفنظر کردن از اتهامات سنگین علیه موشه کاتساو را مورد انتقاد قرار داده و گفته است که مقامات قضایی در مورد رییس جمهوری تبعیض قایل شده اند.

Mr Katsav has vigorously defended his reputation in the past
Israeli President Moshe Katsav has formally submitted his resignation, a day after agreeing to plead guilty to several sexual offences.
This was part of a plea bargain that removes two rape charges against him.

Mr Katsav temporarily stepped aside earlier this year to contest allegations made by several women who had been employed by him.

Nobel peace laureate and former PM Shimon Peres will succeed him next month, following a recent election.

The speaker of parliament, Dalia Itzik, will continue to serve as acting president until then.

Mr Katsav is expected to get a suspended prison sentence and to pay damages to his accusers.

Organisations representing victims of sexual violence said they would hold a rally in Tel Aviv on Saturday to protest against the dropping of rape charges against Mr Katsav.

Rape convictions in Israel carry a maximum sentence of 16 years in prison.

Attorney General Menachem Mazuz announced on Thursday that Mr Katsav would plead guilty to, among other things, one count of indecent assault, describing it as a "serious criminal charge".

"Under the bargain, President Katsav admitted responsibility for a long series of sex offences, including harassment and indecent acts," he said.

Most of the allegations against Mr Katsav dated from years ago and were difficult to prove, Mr Mazuz said.

Mr Katsav's seven-year term in the largely ceremonial role had been due to end in July.
