    ایگور ایوانف، رئیس شورای امنیت ملی روسیه، گفته است که دولت روسیه با دستیابی ایران به سلاحهای هسته ای به هر شکل ممکن، مخالفت خواهد کرد.
    آقای ایوانف افزوده است که روسیه این مخالفت خود را به شیوه های مستقیم و غیر مستقیم بیان کرده است.

    او این اظهارات را در جلسه شورای سیاستهای دفاعی و خارجی بیان داشته است. رئیس شورای امنیت ملی روسیه در این خصوص توضیحات بیشتری ارایه نداد.

    البته این مقام ارشد روس افزود که کشورش مخالف استفاده از موضوع هسته ای به عنوان بهانه ای برای دخالت در امور داخلی ایران است.

    اظهارات آقای ایوانف در حالی عنوان می شود که اواخر هفته گذشته اعضای دائم شورای امنیت سازمان ملل متحد و آلمان بر سر پیش نویس قطعنامه جدیدی علیه ایران به توافق رسیدند.

    این پیش نویس ضمن اعلام پایبندی به تعهدات مندرج در معاهده منع گسترش سلاحهای هسته ای ( ان پی تی)، از ایران می خواهد که "بلافاصله" فعالیتهای مربوط به غنی سازی اورانیوم را بحال تعلیق در آورده و حتی به فعالیتهای تحقیقاتی خود در این زمینه نیز خاتمه دهد.

    پیش نویس قرار است طی چند روز آینده به رای گیری گذاشته شود.

    صادق صبا، تحلیلگر مسایل ایران در بی بی سی معتقد است که مواضع روسیه در چند هفته اخیر در قبال موضوع هسته ای ایران سخت تر شده است چرا روسها همواره تاکید می کردند که همانطور که مقامات ایرانی می گویند برنامه هسته ای ایران با اهداف صلح آمیز است و ممکن نیست که این برنامه به سمت دیگری کشیده شود.

    به گفته آقای صبا ممکن است روسیه اخیرا اطلاعات جدید تری را در خصوص برنامه های هسته ای ایران کسب کرده باشند و یا اینکه روسیه تحت فشار آمریکاییها مواضع سخت تری علیه ایران اتخاذ کرده اند.

    فشار مسکو بر تهران

    اظهار نظر آقای ایوانف بخشی از موضع گیری های صریح روسیه در یک هفته اخیر است که ظاهرا جهت اعمال فشار بر تهران صورت می گیرد.

    یک مقام روس هفته پیش به طور ضمنی و با زبانی تند به ایران هشدار داد اگر به طور کامل و شفاف با آژانس بین المللی انرژی اتمی همکاری نکند، روسیه از حمایت از ایران دست خواهد کشید.

    این مقام روسی که از وی نام برده نشد اما هر سه خبرگزاری عمده روسیه سخنان وی را نقل کردند گفت: "متاسفانه ایرانی ها از روابط سازنده ما سوءاستفاده می کنند و مطلقا قدمی در جهت قانع کردن همکاران ما به هماهنگی و ثبات سیاست های تهران برنداشته اند."

    این مقام روس ایران را متهم کرد با مواضع خشک خود به روسیه لطمه زده است: "ما در زمینه سیاست خارجی و تصویر خود (نزد جامعه جهانی) متحمل ضایعاتی شده و می شویم، درحالی که آنها (ایرانی ها) محکم در موضع خود ایستاده اند."

    او افزود: "اگر آنها نمی خواهند به سوالات آژانس بین المللی انرژی اتمی پاسخ دهند، بگذارید خودشان مسئول آن باشند."

    "آنها نمی توانند روابط شیوه مند ما با خود را تا ابد به بازی بگیرند و باید این را بفهمند."

    به علاوه وی گفت که روسیه نمی خواهد ایران "به سلاح اتمی" یا حتی "ظرفیت ساخت آن" دست پیدا کند و قصد ندارد وارد "بازی های ضدآمریکایی" تهران شود.

    روسیه یکی از اعضای دائمی شورای امنیت است و ایران همواره روی کوشش این کشور برای عدم تصویب قطعنامه علیه خود یا تضعیف چنین قطعنامه ای تا جای ممکن حساب کرده است.

    این مقام روسی به سوالاتی اشاره داشت که آژانس بین المللی انرژی اتمی در رابطه با ماهیت واقعی برنامه اتمی ایران دارد و می گوید به خاطر عدم همکاری کامل ایران قادر به رفع ابهام از آنها نیست.

      Russia's security chief issued a veiled warning to Washington on Sunday not to use the Iranian nuclear issue to try to change Tehran's political course.

      "We oppose this question being used as an instrument of pressure, being used to interfere in Iran's internal affairs," said Igor Ivanov, the head of Russia's Security Council, Interfax news agency reported.

      At the same time Ivanov, who is Russia's chief negotiator with Iran over its nuclear programme, called on Tehran to clarify unanswered questions about its uranium enrichment activities.

      "For 18 years Iran conducted enrichment that was not under the control of the International Atomic Energy Agency. We insist that these questions be resolved," Ivanov told the Council for International and Defence Policy, a club of Russian officials and foreign policy specialists.

      "If this issue is closed, then Iran will have the right to develop peaceful atomic programmess."

      Washington accuses Iran of working to develop nuclear weapons, while Tehran insists its only goal is electricity generation.

      A nuclear-armed Iran "would present a threat to Russia's interests both directly and indirectly. We will do everything to make sure this doesn't happen," Ivanov said.

      He also said that Russia's suspension last week of plans to launch a nuclear power plant it is building near the Iranian town of Bushehr was not linked to Iran's possible pursuit of nuclear weapons.

      "This is an independent question, and all the work that is done and continues there is under the strict control of the IAEA," he said.

      Washington has consistently pressed Moscow not to launch the plant, which it fears could cover weapons-related work.

          سناتورهای آمريکايی با ارائه لايحه ای بر ضد روسيه در صدد اعمال فشار بر اين کشور به سبب همکاری هسته ای با ايران هستند.
          به گزارش رسانه های دولتی آمريکا، گروهی از سناتورهای آمريکايی لايحه ای را درباره تحريم ها عليه روسيه به مجلس سنا ارائه دادند که همکاريهای دوجانبه ميان آمريکا و روسيه در زمينه انرژی هسته ای را به خاطر همکاری هسته ای و موشکی تهران - مسکو ممنوع می کند.

          اين لايحه که "صورتجلسه 2007 درباره ممانعت از توسعه تسليحات برای ايران" ناميده می شود؛ برای بررسی و رای گيری به کميته امور خارجی سنا ارائه شده است.

          بر اساس اين سند در صورتی که "جرج بوش" رئيس جمهور آمريکا به کنگره اعلام نکند که روسيه تمام همکاريهای اتمی و صادرات تسليحات مدرن و موشکی خود را به ايران متوقف کرده؛، طی 15 روز پس از تصويب لايحه، تحريم هايی عليه روسيه اعمال خواهد شد.

          همچنين رئيس جمهور آمريکا بايد تائيد کند که ايران همه برنامه های غنی سازی و بازفرآوری مواد هسته ای را کاملاً متوقف کرده است.

          به گزارش رسانه های آمريکايي، اگر رئيس جمهور آمريکا اين موضوع را تائيد نکند طی 15 روز پس از تصويب لايحه تحريم هايی مبنی بر ممانعت از انجام توافقاتی در زمينه هسته ای بين آمريکا و روسيه به مرحله اجرا در خواهد آمد و آمريکا نمی تواند هيچگونه مجوزی برای صادرات مستقيم و يا غير مستقيم هر گونه مواد هسته ای به روسيه صادر کند.

          همچنين بر همين اساس، هر گونه صدور مواد، مراکز و تجهيزات و يا کالاها، خدمات و يا فناوری های هسته ای به روسيه ممنوع است.

          در همين رابطه نيکلاس برنز معاون وزير امور خارجه آمريکا در کميته ای در سنا از اينکه روسيه اعلام کرده است که سوخت هسته ای به نيروگاه بوشهر نخواهد فرستاد ابراز خرسندی کرد.

            MOSCOW (AFP) - Iran has resumed paying for construction of the Bushehr nuclear power plant but has still to catch up after recent shortfalls, Russia's atomic energy agency said on Monday.

            In a statement, the Rosatom agency said the plant's contractor, Atomstroiexport, had "received the first payment for building of the Bushehr nuclear power station since the cut in financing."

            "Our Iranian partners have overcome the difficulties they had. This is positive but still far from compensates for the period of non-payment for the needs of the site," the statement said.

            Rosatom spokesman Sergei Novikov told AFP that construction of the plant had been thrown off course by the non-payments and it would not be possible to launch the power station in September as planned.

            "Construction of the power station can't be completed by the date initially planned," Novikov said.

            Russia earlier said it had not received payment for work at the power station in southern Iran since January.

            The Bushehr plant is a symbol of the long-standing ties between Tehran and Moscow.

            The United States has urged Russia to stop construction work at Bushehr due to suspicions about the Islamic republic's nuclear programme.

            Iran says it is purely developing civilian nuclear energy but the West suspects it of trying to develop nuclear weapons.

            Novikov did not say how much had been paid but said it would ensure the normal functioning of the site for half a month.

            He added that 2,000 Russian workers were continuing work at the site.

            The Bushehr project has been plagued by difficulties and subject to repeated delays.

            Despite the two countries' relative closeness, Moscow supported a United Nations Security Council resolution on Saturday that slapped new sanctions on Iran in a bid to pressure it into freezing its uranium enrichment programme.

              محمد باقر ذوالقدر، معاون امنیتی وزارت کشور ایران که مطابق قطعنامه ۱۷۴۷ شورای امنیت سازمان ملل سفر او به خارج از مرزهای ایران با محدودیت هایی روبرو است، از سفر 'مفید' خود به روسیه خبر داده است.
              نام برخی فرماندهان ارشد سپاه پاسداران از جمله محمد باقر ذوالقدر، در ضمیمه قطعنامه شورای امنیت آمده است. شورای امنیت این اشخاص و افراد دیگری را که گفته می شود با برنامه های اتمی ایران ارتباط دارند، ممنوع السفر نکرده اما خواستار اعمال محدودیت های دولت ها بر مسافرت های خارجی آنها شده است.

              آقای ذوالقدر سفر یک هفته ای خود به روسیه را دلیلی بر 'بی اثر بودن' قطعنامه ۱۷۴۷ شورای امنیت سازمان ملل خوانده و گفته است که هیچ مشکلی در حین سفر پیش نیامده است. وی افزوده که "نکته جالب در اینجاست که روسیه خود یکی از امضا کنندگان قطعنامه علیه ایران بود."

              مطابق قطعنامه ۱۷۴۷ که اواخر مارس ۲۰۰۷ به اتفاق آرا به تصویب رسید، کشورها باید در صورت سفر افراد ذکر شده در قطعنامه، یک کمیته ویژه سازمان ملل را در جریان سفر قرار دهند.

              وزارت خارجه روسیه با تائید سفر آقای ذوالقدر به مسکو گفته است که شورای امنیت، سفر افراد ذکر شده در قطعنامه ۱۷۴۷ به سایر کشورها را ممنوع نمی کند و تنها خواهان 'احتیاط' دولت ها است.

              آندری کریوتسف، سخنگوی وزارت خارجه روسیه به خبرگزاری آسوشیتدپرس گفته است که 'احتیاط' ذکر شده در قطعنامه شورای امنیت در درجه اول متوجه افرادی است که به صورت مستقیم درگیر برنامه هسته ای ایران هستند.

              وی اظهار داشته که وزارت امور خارجه روسیه بیانیه ای رسمی در این مورد صادر خواهد کرد.

              معاون امنیتی وزارت کشور ایران به دعوت نیروی مرزبانی روسیه به این کشور سفر کرده بود.

                Russian Foreign Minister Sergei Lavrov says his country has no evidence Iran has made the advances needed to produce nuclear fuel on an industrial scale.
                On Monday, Iran said it could produce nuclear fuel on such a scale.

                Earlier, the head of Iran's atomic energy agency said his country intended to continue enlarging its capacity to produce nuclear fuel.

                Iran says its nuclear programme is peaceful, but the West fears it wants to build atomic bombs.

                We are not aware of any technological breakthroughs in the Iranian nuclear programme recently which would change the nature of work on enrichment being carried out in the country

                Mr Lavrov said Russia treated the announcement seriously, but Moscow had no confirmation that uranium enrichment had begun in new centrifuges - the machines which spin uranium gas to enrich it - which Iran says it has installed at its Natanz plant.

                "We are not aware of any technological breakthroughs in the Iranian nuclear programme recently which would change the nature of work on enrichment being carried out in the country," Russia's foreign ministry said in a statement.

                Earlier on Tuesday, Gholam Reza Aghazadeh, the head of Iran's atomic energy agency, said Iran planned to continue installing some 50,000 centrifuges at the uranium enrichment facility at Natanz, the state news agency reported.

                The United States expressed deep concern over the news.

                "Iran continues to defy the international community and further isolate itself by expanding its nuclear programme," a White House spokesman said.

                There was similar condemnation from the United Nations and European Union.

                Package of sanctions

                The UN has passed two packages of sanctions against Iran for refusing to suspend its uranium enrichment programme.

                There is no independent confirmation that Iran has reached its initial target of installing 3,000 centrifuges.

                However, previous Iranian claims have proved true when international inspectors have had access.

                Journalists and diplomats visiting the Natanz plant were not shown the centrifuges. These are underground to protect them from possible military attack, while the site is surrounded by anti aircraft guns.

                On Monday, Ali Larijani, Iran's chief nuclear negotiator with the West, warned that Iran would have no choice but to review its membership of the Nuclear Non-Proliferation Treaty if further pressure was applied by the West over its nuclear programme.

                  Foreign Minister Sergei Lavrov voiced skepticism Tuesday about Iran's announcement of a dramatic expansion of its uranium enrichment effort, saying Russia had yet to receive confirmation of the claim from the UN's nuclear watchdog, the IAEA.

                  Iran said Monday that it had begun operating 3,000 centrifuges -- nearly 10 times the previously known number -- in defiance of the United Nations' demands that it halt its nuclear program or face increased sanctions.

                  Moscow was unaware, however, of "any recent technological breakthroughs in the Iranian nuclear program that would change the format of its enrichment effort," Foreign Ministry spokesman Mikhail Kamynin said in a statement.

                  "We haven't got a confirmation yet that they have actually begun uranium enrichment at the new cascades," of centrifuges, Lavrov told reporters.

                  In the enrichment process, uranium gas is pumped into centrifuges, which spin and purify the gas. Enriched to a low degree, the result is fuel for a reactor, but to a high degree, it creates material for a nuclear warhead.

                  The United States and its allies accuse Iran of seeking to develop nuclear weapons, a charge Tehran denies.

                  Iranian President Mahmoud Ahmadinejad claimed on Monday that his country had "joined the nuclear club of nations and can produce nuclear fuel on an industrial scale."

                  "We have heard the Iranian president's statement and adopted a serious attitude to what is going on in relation to the Iranian nuclear program," Lavrov said Tuesday. "But we would like to proceed from facts, not from emotional political gestures."

                      گفته می شود کاندولیزا رایس، وزیر خارجه آمریکا، و ولادیمیر پوتین، رییس جمهور روسیه، موافقت کرده اند که در اظهارات علنی خود در باره کشور مقابل از لحنی ملایم تر استفاده کنند.
                      سرگئی لاوروف، وزیر امور خارجه روسیه، گفت دو مقام در ملاقاتی که روز سه شنبه (15 مه)در مسکو داشته اند توافق کرده اند اظهارت علنی آنها باید به مسائل جدی تر دو کشور اشاره کند.

                      پس از حملات لفظی آقای پوتین علیه دولت آمریکا در ماه فوریه این اولین ملاقات بلندپایه ترین مقامات دو کشور تلقی می شود. آقای پوتین در سخنانی در ماه فوریه، آمریکا را متهم کرد که به دنبال تلسط بر کل جهان است.

                      خانم رایس نیز روز پنجشنبه (12 مه) در سنای آمریکا گفت که روسیه در دوره زمامداری آقای پوتین شاهد سیر قهقرایی در روند گسترش دموکراسی بوده است.

                      آمریکا و روسیه بر سر شمار زیادی از مسائل، از جمله گسترش طرح دفاع موشکی آمریکا به شرق اروپا، اختلاف نظر دارند.

                      همزمان با سفر خانم رایس به مسکو، "فرانک-والتر استاین مایر"، وزیر امور خارجه آلمان، نیز برای ملاقات با مقامات روسیه در این شهر بسر می برد. وی تلاش دارد در آستانه برگزاری اجلاس روسیه و اتحادیه اروپا در هفته جاری از اختلاف نظرهای احتمالی میان این کشورها مانند موضوع کوزوو بکاهد.

                      روسیه، که به طور سنتی روابط گرمی با صربستان داشته، خواستار الحاق مجدد کوزوو به صربستان است.

                      سفر به مسکو

                      دیدار خانم رایس از روسیه از روز دوشنبه، 14 مه، و در حالی آغاز شده که روابط این کشور و ایالات متحده به دلیل اختلاف نظر پیرامون مسایل بین المللی، سیاست منطقه ای آمریکا و خرده گیری این کشور نسبت به شرایط داخلی روسیه به سردی گراییده است.

                      به گفته ناظران، وزیر خارجه آمریکا ماموریتی دشوار را در روسیه برعهده دارد زیرا با توجه به اختلاف نظرهای موجود، بهبود یا حتی جلوگیری از تیرگی بیشتر روابط دو کشور مستلزم تلاش فوق العاده ای است.

                      قرار است ولادیمیر پوتین و جورج بوش، رییس جمهوری آمریکا، ماه آینده در اجلاس سران گروه هشت کشور صنعتی جهان در آلمان ملاقات کنند و خانم رایس خواهد کوشید کدورت موجود بین دو دولت را کاهش دهد.

                        Russian agents prevent Kasparov protesting EU summit

                        MOSCOW -- Former chess champion Garry Kasparov is finding out what it takes to take on the Kremlin. He was arrested by Moscow riot police last month at a pro-democracy march he helped organize and then was grilled by Russian security agents on suspicion of seeding extremism.

                        On Friday, the grandmaster-turned-activist ran into the government's latest gambit.


                        As he checked in at Moscow's Sheremetyevo airport for a morning flight to the Volga River city of Samara to lead another march, a Russian police officer took Kasparov's passport, his ticket and the passports and tickets of his colleagues, a Kasparov spokeswoman said.

                        Kasparov, his aides and several journalists on the same flight were detained five hours. Kasparov missed his flight and a second flight leaving for Samara. When it became clear Kasparov and his team would not make it to Samara, police returned the passports.

                        "It was a joke," Kasparov said. "They took our passports and didn't say anything. When we tried to leave, they said, 'You can't leave. You're not detained, but you can't leave.' They acted with such arrogance."

                        Russian authorities have ramped up pressure on Kasparov and his pro-democracy movement, Other Russia, since the group began organizing marches.

                        The movement, made up of a disparate group that includes former Russian Prime Minister Mikhail Kasyanov and National Bolshevik Party founder Eduard Limonov, speaks out against what it says are the authoritarian policies of Russian President Vladimir Putin.

                        The rallies have been modest in size, drawing no more than a couple of thousand demonstrators. Nevertheless, police have responded with massive displays of force. At an April 14 Other Russia rally in Moscow, 9,000 riot police violently dispersed demonstrators, at times clubbing marchers before throwing them into waiting police buses.

                        The march Kasparov missed Friday went ahead as scheduled in Samara, where Putin is holding a summit with European Union leaders. EU concerns about Russia's poor track record on human rights and democracy-building were expected to make talks tense, and Kasparov's detention only made matters worse.

                        Kremlin spokesman Dmitry Peskov denied Kremlin involvement in the detention of Kasparov and his group. A Moscow airport police spokeswoman declined comment.

                          Russia says new hitch over Iran's Bushehr

                          MOSCOW (Reuters) - Russia said on Friday it was likely to postpone talks in Tehran over the construction of a nuclear power station, a project that has been caught up in an international standoff over Iran's nuclear ambitions.

                          Russia's state-owned nuclear contractor said persistent payment problems lay behind the expected postponement of talks in Iran at the end of May over construction at the Bushehr plant.

                          "The likelihood is that (Atomstroiexport head Sergei) Shmatko will not go," said an official from the contractor, which is building the plant, who did not want to be identified.

                          Russia says Iran has missed payments for construction work. Iranian officials deny that and say Moscow is delaying the project due to Western pressure to curb Iran's nuclear work.

                          Analysts say Moscow is reluctant to complete the power station and deliver fuel because that it likely to cause an international outcry.

                          Western leaders say they suspect Iran is seeking to develop atomic weapons. Iran says it is pursuing nuclear power exclusively to generate electricity.

                          The Russian official reiterated funding was the problem holding up construction at Bushehr.

                          "The reason is that at the moment an agreed position ... has not been worked out on the problematic issues, on ensuring guaranteed and complete financing of the construction, which is what is necessary, right up to the launch," the official said.

                          He said talks with Iran on the plant were continuing.

                          "The customers have been sent a number of questions on our problematic issues. After we receive answers to these questions a decision will be taken on the venue and date of the negotiations."

                          Moscow says the project to build Bushehr will not give Iran access to the nuclear fuel or technology which Western powers say it is seeking to develop a nuclear weapon.

                            رییس جمهوری روسیه این اظهارات را در گفتگویی با روزنامه ایتالیایی کوریرا دلا سرا بیان داشته و گفته است که طرح آمریکا برای گسترش سیستم موشکی موجب مسابقه تسلیحاتی جدیدی خواهد شد اما در آن صورت، روسیه مسئول نخواهد بود، چون آمریکا این مساله را شروع کرده است.

                            آمریکا پیش از این گفته است که سیستم دفاع موشکی این کشور که در شرق اروپا قرار است مستقر شود، علیه روسیه نیست و تنها برای متوقف کردن موشک های شلیک شده از سوی ایران و کره شمالی است.

                            هفته گذشته، روسیه یک موشک قاره پیمای جدید را آزمایش کرد که آقای پوتین این آزمایش را را پاسخی به اقدام های آمریکا دانست که به گفته وی 'توازن استراتژیک' در جهان را بر هم زده است.


                            اظهارات رییس جمهوری روسیه زمانی بیان می شود که ولادیمیر پوتین قرار است هفته آینده در نشست سران هشت کشور صنعتی که در آلمان برگزار می شود شرکت کند.

                            آقای پوتین در مصاحبه با کوریرا دلا سرا، در پاسخ به این سئوال که اگر آمریکا، سیستم دفاع موشکی خود را در اروپای شرقی مستقر کند، آیا این مساله روسیه را وادار خواهد کرد تا به مانند دوران جنگ سرد، موشک هایش را به سمت اهدافی در شهرهای اروپایی و یا اهداف نظامی آمریکا در اروپا نشانه گیری کند گفت: "طبیعتا چنین امکانی وجود خواهد داشت."

                            روابط میان روسیه و آمریکا در پی طرح سیستم دفاع موشکی آمریکا و اظهارات نسبتا تند مقام های دو کشور دچار تنش هایی شده است.

                            در ماه فوریه امسال، رئیس جمهوری روسیه که در اجلاس جهانی امنیت در مونیخ آلمان شرکت کرده بود، از سخنرانی خود برای حمله لفظی علیه ایالات متحده استفاده کرد و دولت این کشور را متهم کرد که بیش از اندازه به زور متوسل می شود و به دنبال تسلط بر کل جهان است.

                            این اظهارات در شرایطی صورت می گیرد که گزارش شده بود ولادیمیر پوتین با کاندولیزا رایس، وزیر امور خارجه آمریکا، به توافق رسیده بود که در اظهارات علنی خود در باره کشور مقابل از لحنی ملایم تر استفاده کنند.

                            برخی ناظران می گویند اختلافات آمریکا و روسیه، از جمله بر سر گسترش طرح دفاع موشکی آمریکا به شرق اروپا، توافق قبلی آنها برای اتخاذ لحن ملایم تر را تحت تأثیر قرار داده است.

                              Russia's threat to aim weapons at Europe if the US sets up a missile shield was "unwelcome", Nato has said.
                              The US says it wants missile defence in eastern Europe to counter threats from states like Iran and North Korea.

                              It aims to build parts of the system in Poland and the Czech Republic, where US President George W Bush has arrived for talks ahead of this week's G8 summit.

                              On Sunday, Russian President Vladimir Putin said Iran was not a threat to the US, hinting that Russia was the target.

                              His words sparked concern in the West, with new French President Nicolas Sarkozy saying he would have "frank" talks with Mr Putin on the issue.

                              And Nato spokesman James Appathurai went further, saying Russia was "the only country speculating about targeting Europe with missiles".

                              "These kind of comments are unhelpful and unwelcome."

                              Mr Putin's spokesman has since attempted to soothe the row, describing the Russian leader's comment as a "hypothetical" response to a "hypothetical" question.

                              Several hundred protesters took to the streets as Mr Bush arrived in Prague, denouncing the US leader and stressing their opposition to the missile defence scheme.

                              Some echoed the concerns of a previous era.

                              "We had Russian troops here for more than 20 years, and I was against that, too," Karel Janko, 63, told the Associated Press news agency.

                              Washington wants to deploy interceptor rockets in Poland and a radar base in the Czech Republic to counter what it describes as a potential threat from "rogue states" such as Iran and North Korea.

                              Speaking in the way to Europe, Mr Bush's national security adviser also said Mr Putin's remarks were "not helpful".

                              "We would like to have a constructive dialogue with Russia on this issue," Stephen Hadley said.

                              Mr Bush is due to deliver a major speech on democracy and freedom in Prague on Tuesday.

                              Though US officials say the address is not about Russia, the president is expected to highlight concerns about the Kremlin's tightening grip on power.

                              Mr Putin issued his warning in an interview with foreign reporters ahead of the G8 meeting.

                              "If the American nuclear potential grows in European territory, we will have to have new targets in Europe," Mr Putin said.

                              He said neither Iran nor North Korea had the weapons that the US was seeking to shoot down.

                              "We are being told the anti-missile defence system is targeted against something that does not exist. Doesn't it seem funny to you?" he asked.

                              Mr Putin said Washington had "altered the strategic balance" by unilaterally pulling out of the anti-ballistic missile (ABM) treaty in 2002.

                              He hoped US officials would change their minds about the missile plan, and said that if an arms race resulted it would not be Russia's fault.

                              Last week, Moscow announced it had tested a ballistic missile to maintain "strategic balance" in the world.

                              Mr Putin and Mr Bush are scheduled to meet at what correspondents predict is likely to be a stormy G8 summit.

                              Both the new French President, Nicolas Sarkozy, and British Prime Minister Tony Blair said there was a need for a dialogue with Russia.

                              "Europe as a whole does have concerns and will not be shy in expressing those concerns," said Mr Blair's official spokesman.

                                ایستگاه رادار قبله (Gabala)، بنای بتونی عظیمی است که بیش از هر چیز دیگری در این منطقه مجاور با کوه های قفقاز در نزدیکی مرز روسیه به چشم می آید.

                                این ایستگاه جزئی از سیستم دفاعی روسیه است که از زمان شوروی سابق برای ردگیری موشک های شلیک شده با برد شش هزار کیلومتر مورد استفاده بوده است.

                                این ایستگاه کاملا عملکردی محرمانه دارد و با ایست های بازرسی و حصارهای الکتریکی محافظت می شود.

                                بسیاری از مردم روستاهای نزدیک به این ایستگاه رادار آشکارا در مورد آن حرف نمی زنند و آنهایی هم که آماده صحبت هستند، می گویند که از آنچه که آنها تشعشعات این رادار می نامند، ابراز نگرانی و ترس می کنند.

                                پیشنهاد ولادیمیر پوتین، رئیس جمهوری روسیه برای استفاده مشترک از ایستگاه رادار قبله در پروژه دفاع موشکی مایه تعجب بسیاری در این کشور کوچک شوروی سابق شد.

                                الهام علی اف، رئیس جمهوری آذربایجان واکنش مثبتی نسبت به این پیشنهاد ولادیمیر پوتین از خود نشان داده و گفته است که این امر می تواند به نفع منافع استراتژیک این کشور باشد.

                                جمهوری آذربایجان یک کشور نفت خیز است و دارای ارتباط های مستحکمی با غرب است و این کشور خود را به عنوان یک قدرت در حال ظهور منطقه ای مشاهده می کند.
