    Sarkozy, Royal go on offensive in French TV debate

    Socialist presidential candidate Segolene Royal forced her rightist rival Nicolas Sarkozy onto the defensive during a fiery TV debate on Wednesday, attacking his record in office and accusing him of political immorality.

    At times unsettled, Sarkozy managed to hit back, questioning whether she could handle the pressures of the presidency, and analysts said neither contender appeared to have landed a knockout blow just four days before their run-off election.

    Royal set the tone from the outset of the 160-minute duel, charging that the outgoing conservative government in which Sarkozy served as both interior and finance minister, had failed to tackle unemployment, cut debt or reduce street crime.

    "You are in part responsible for the situation in which France finds itself today," Royal said during the marathon debate which touched on everything from the economy to security, from nuclear energy to education, from pensions to immigration.

    Her unexpectedly feisty performance cheered supporters and she told reporters later that she hoped she had disproved critics who said she was not competent enough to do the job.

    "I believe that I have showed this evening that I have solidity and inner strength," she said.

    But Sarkozy's fans were relieved that their champion, often portrayed by his critics as overly aggressive, had stayed calm and had turned the tables by branding Royal as too hot headed.

    "At least (this has) served one purpose, which is to show that you get angry very quickly, you go off the rails very easily, Madame. A president is someone who has very serious responsibilities," Sarkozy said.

    The first and only debate in the election race was shown live on two main television channels and was expected to be watched by nearly half of France's 44.5 million voters.

    Analysts said they thought it would primarily have confirmed most voters in their original choice.

    "I don't think either managed to convince the other camp. Both spoke to their own electorate," said Anita Hausser, political commentator for LCI TV.

    LAST CHANCE

    Sarkozy topped the first round election on April 22 with 31.2 percent of the ballot with Royal second on 25.9 percent.

    An opinion poll published late on Wednesday put support for Sarkozy at 53.5 percent and Royal on 46.5 percent, with 86 percent of voters saying they would not change their minds ahead of the May 6 run off.

    Seated directly opposite one another, a deliberately measured Sarkozy rarely looked Royal in the eyes, glancing instead to the pair of presiding journalists as though seeking their approval.

    Royal by contrast fixed him with a severe stare and dismissed his accusation that she had lost her calm.

    "There is anger that is perfectly healthy ... I won't allow the immorality of political speeches to gain the upper hand," she said, sitting ramrod straight.
    One of the night's highlights was an altercation over the 35-hour work week that the last Socialist government introduced and that Sarkozy plans to circumvent if elected.

    "The 35-hour week was a complete catastrophe," said Sarkozy, prompting Royal to ask why his government had not changed it.

    Sarkozy has led every poll since mid-January, and the debate represented Royal's last and her best chance to close the gap.

    Her supporters hailed her performance.

    "This will play well and make people who are hesitating think again, notably those who maybe think that France is not yet ready to make a woman president," said Jean-Marc Ayrault, a senior Socialist politician.

    But Sarkozy's fans said she had gone over the top.

    "(Sarkozy) showed himself greatly superior ... (Royal) rather lost control of her tone and her remarks," said Defense Minister Michele Alliot-Marie.

    Previous debates have proved important in the past. Centrist Valery Giscard d'Estaing said his 1974 exchange with Socialist candidate Francois Mitterrand clinched his election.

      France's Royal warns of violence if Sarkozy wins

      PARIS (Reuters) - France risks violence and brutality if right-winger Nicolas Sarkozy wins Sunday's presidential election, Socialist opponent Segolene Royal said on Friday.

      On the last day of official campaigning, opinion polls showed Sarkozy enjoyed a commanding lead over Royal, who accused the former interior minister of lying and polarizing France.

      "Choosing Nicolas Sarkozy would be a dangerous choice," Royal told RTL radio.
      It is my responsibility today to alert people to the risk of (his) candidature with regards to the violence and brutality that would be unleashed in the country (if he won)," she said.

      Pressed on whether there would be actual violence, Royal said: "I think so, I think so," referring specifically to France's volatile suburbs hit by widespread rioting in 2005.

      Royal went on the offensive during a fiery television debate between the two on Wednesday night when Sarkozy, portrayed as ruthlessly ambitious by his opponents, questioned whether she was cool enough to become France's first woman president.

      Sarkozy's performance buttressed his lead in the polls and a TNS Sofres poll published on Friday showed him at 54.5 percent, compared to 45.5 percent for the Socialist. An IPSOS poll put him on 54 percent against 46 percent for Royal.

      A senior Royal aide conceded the situation was serious.
      "I have said that if the difference between Nicolas Sarkozy and Segolene Royal was more than 5 points, the second round would be difficult," Royal's adviser Julien Dray told RFI radio.

      "We will have to wait and see what is happening at the polls on Sunday and draw the consequences afterwards," he added, saying long-standing divisions within the Socialist camp "have not always helped things".

      Analysts say a fresh defeat for the Socialists, who have not held the presidency since Francois Mitterrand retired in 1995, could spark a crisis in the party which has not undergone the painful reforms of other European leftist parties.

      VIOLENCE

      However Royal refused to concede defeat, saying opinion polls could not be trusted.

      "There is therefore still hope for those who think that it is all still to play for," she said during a last minute campaign whirl through the northwestern region of Brittany.

      At the start of her campaign, Royal refused to refer to her opponent, but with time running against her she has changed tactics and has relentlessly lambasted him this past week.

      On Friday she said he had exacerbated social tensions during his time as interior minister and added that he was unable to enter some neighborhoods for fear of provoking violence. The suburbs were hit by widespread riots in 2005.

      "When a candidate has so much nerve to tell lies and counter-truths and cannot even go everywhere in the country, then yes, I think this candidature is a risk."
      A relaxed Sarkozy laughed off her comments.

      "She's not in a good mood this morning. It must be the opinion polls," he told Europe 1 radio.

      Sarkozy topped the first round vote on April 22 with 31.2 percent of the ballot against 25.9 percent for Royal.

      Campaigning for the second round ends at midnight ahead of voting in some of France's overseas territories on Saturday.

      The rest of the nation will vote on Sunday. France has 44.5 million registered voters. Polling stations close at 1800 GMT and the first projections of the result are due soon afterwards.

      The election marks a generational shift for France with conservative Jacques Chirac, 74, retiring after 12 years in power. Sarkozy and Royal are in their early 50s and for the first time in a presidential run-off, neither candidate has served as head of state or prime minister.

        The first round of presidential elections in France on April 22 led to the selection of the two main candidates who after having been the frontrunners throughout the campaign, have confirmed their respective positions by the voters, Nicolas Sarkozy the near-far-right president of UMP, and the socialist Ségolène Royal.

        Ségolène (as she is often called in France) was born on September 22 1953 in Dakar (Senegal) and is a graduate of National School of Higher Administration (ENA), the university which has for mission to prepare France's future leaders and civil servants. She has occupied several ministerial positions as well as elected positions to the parliament. She is the mother of four children.

        On the other side, Nicolas Sarkozy was born on the 28 January 1955 in Paris, from a Hungarian father and a French Jewish mother. He is a graduate in public law and political science, and is a barrister by profession. He has occupied numerous elected and ministerial positions. He is the father of three children. He was in charge of the minister of interior in 2005 during the civil unrest in the suburbs of Paris which lasted 8 weeks and resulted in more than a thousand cars burned.

        Sarkozy's odds of winning the second and final round of elections seems rather high, according to political analysts and opinion polls. But the final result depends on the abstention rate and those who in the first round of elections have voted for the centrist president of UDF, Francois Bayrou, and the Far-Right national front president, Jean Marie le Pen.

        While most of the small candidates with leftist and green agendas have called to bar Sarkozy from being president, the destiny of France remains in the hands of 19% of right wing centrist voters and 10% of far-right nationalist voters.

        In the past days, the centrist Francois Bayrou have met with Ségolène Royal in an unfruitful debate witch has shown no signs of clear message of alliance with her. He has repeated that "Sarkozy is a dangerous man", while remaining silent in guiding his electorate in choosing one of the candidates, even though his party UDF is a center-right party.

        On May 1st which is the international workers day, in a symbolic annual meeting for celebrating Jean-d'Arc martyrdom in saving France from the British invaders, Le Pen has asked his electorate to abstain from voting for any of the two candidates.

        The two candidates represent the eternal debate of left and right which has always divided French citizens in a deeper manner than in any other country. France is said to be the place where the Leftist-Anarchist movement had expressed itself for the first time after the industrial revolution, during a popular insurrection at the city of Paris (commune de Paris) in 1871. According to Karl Marx, that event was the first autonomous proletarian insurrection in modern history.

        Another notable date of French social revolution is the student movement of May 1968 in Paris, which remains a cornerstone of many social and political changes throughout the world. A movement which had many ramifications, among which it is worthwhile to note the inception of the French feminist movement (movement de liberation des femmes).

        In late 1960s, France is remembered as a place where the first topless woman walking on a French riviera beach had created a scandal and opened the way for other women to behave as they desired, but 1968 is also the date before which Frenchwomen did not have the right to open a personal check account or to work, without the permission of their husband or parents. Not to mention the sexual liberation brought by May 68, which liberated Frenchwomen who until then were submitted to the Mediterranean Patriarchal matchstick traditions.

        Wednesday's one and only debate between Nicolas Sarkozy and Ségolène Royal before the final round of elections, was a reminder of how the two candidates perceived the rebellions of May 1968. For the past two weeks, Sarkozy's stance has been "let's turn the page of May 68 which has brought us a society with no values and no moral compass". Ségolène instead has said; "when I hear Nicolas Sarkozy say that we have to liquidate May 68, I think it is a very violent language, and he whom discovers in the end of this campaign the blue collars in front of the cameras, he should remember that May 68 was also 11 millions of workers in strike, who have opened the path for the unions to be present in the core of any enterprise".

        Sarkozy has been submitted by journalists to questions such as ; If Iranians are Shiites, then what could Al-Quaida be? A Shiite movement or a Sunni one?

        His answer; "emmm..., Al-Quaida is a nebulous".

        In another political talk show while talking about Muslims he has said: "when you are a Muslim, it is obvious because of your physical features".

        Ségolène Royal is not better placed in that regard. She has said that she is not in favor of authorizing Iran to develop it's civil nuclear reactor. And this is only one of her gaffs amongst many with respect to foreign affairs, which is the most important portfolio in the hands of the president.

        The outcome of this election will be known on May the 6th. Like most of today's democratic elections, the choice is often not between two candidates, but how to eliminate one of them. As they say in French "choisir entre la Pest et le Cholérà" , literally meaning "to choose between the Plague and the Cholera".

        In the mean time, US and Israel have announced their preference for Sarkozy, while the editor of the prestigious newspaper "Le Monde" and the "French Human Rights League" has called to bar the route to injustice and intolerance, and to vote for defending our rights and freedoms, meaning to vote for Ségolène Royal.
        As expected, their debate has been considered as a draw by the media, while each camp has declared his/her candidate the winner.

        Sarkozy showed his skills in argumentation while Ségolène's forte was his combativeness on matters related to human well being. She also showed that she has gained in maturity which is needed for being president. On many topics she had the upper hand and she has sent an alarm signal to the undecided voters who are probably more concerned about their own economical shortcomings on a daily basis, than the impact their president will have on the world affairs.

        The Sarkozy's main slogan during this campaign was : "together, everything becomes possible", and as they say in Ségolène's camp, "with Sarko, everything becomes possible, especially the worst".

        France has always been the crucible of social experiments for the better. But that could be about to stop for a long time. And one dares not imagine what will be the impact of such madness on an international scale. This is a wake up call for the free people of France whose contribution on a more just society had always been acknowledged by the world community.

        The planet earth does certainly not need another George W. Bush , notwithstanding the fact that Bush is just a puppet who is where he is by a combination of accident and constant manipulative help of those neocons surrounding him.

        But Sarkozy is the real Deal - the real Devil.

          نیکولا سارکوزی، نامزد راستگرا در انتخابات ریاست جمهوری فرانسه، در پی اعلام پیروزی در انتخابات ریاست جمهوری فرانسه در سخنانی در جمع هواداران خود گفت که مردم فرانسه با رای مثبت به به برنامه وی خواستار تغییرات شده اند و افزود که این تغییرات را به اجرا خواهد گذاشت.

          در رای گیری برای گزینش رییس جمهوری جدید فرانسه، آقای سارکوزی توانست با کسب اکثریت بیش از 53 درصد آرا در برابر کمتر از 47 درصد آرا که به سگالن رویال، نامزد حزب سوسیالیست داده شد، به پیروزی دست یابد.

          در پی اعلام پیروزی آقای سارکوزی، جورج بوش، رییس جمهوری آمریکا، در یک تماس تلفنی، گزینش وی را تبریک گفت.

          از نیکولا سارکوزی به عنوان یک سیاستمدار علاقمند به دوستی فرانسه با ایالات متحده یاد می شود.

          رییس جمهوری منتخب فرانسه گفت می خواهد به مردم آمریکا اعلام کند که می توانند به دوستی فرانسه متکی باشند و هرگاه به فرانسویان نیاز داشته باشند، آنان را در کنار خود خواهند یافت.

          در عین حال، وی با اشاره به برخی تفاوت ها در نگرش خود و دولت آمریکا، از جمله در زمینه مبارزه با گرمایش زمین، گفته است که "دوستان هم می توانند به شکلی متفاوت فکر کنند" و از دولت آمریکا خواسته است مانع تلاش در این زمینه نشود.

          آقای سارکوزی همچنین با دخالت نظامی ایالات متحده در عراق موافق نبوده است.

          از دیگر شخصیت های خارجی که کوتاه مدتی پس از انتخاب آقای سارکوزی از گزینش وی استقبال کردند آنگلا مرکل، صدراعظم، آلمان بود که او نیز از نظر سیاسی دارای گرایش های دست راستی است.

          خانم مرکل گفت که انتخاب نیکولا سارکوزی باعث "تحکیم محور همکاری آلمان و فرانسه" در اتحادیه اروپا می شود.

          ژوزه مانوئل باراسو، رییس کمیسیون اروپا نیز با تبریک انتخاب آقای سارکوزی گفت که رییس جمهوری جدید فرانسه می تواند "نیروی محرکه ای" برای اصلاحات در اتحادیه اروپا شود.

          رییس جمهوری راستگرا

          نیکولا سارکوزی از سال 2004 دبیرکل حزب اتحاد برای نهضت مردمی - او ام پی - و عضویت در کابینه فرانسه را برعهده داشته است.

          با انتخاب سارکوزی راستگرایان همچنان قدرت را در دست خواهند داشت

          حزب اتحاد برای نهضت مردمی حزب اصلی راست میانه در فرانسه است که در حال حاضر اکثریت کرسی های مجمع ملی - مجلس سفلای پارلمان فرانسه - را در دست دارد و در سنای فرانسه نیز با حمایت احزاب راستگرای دیگر، از اکثریت برخوردار است.

          گرچه ژاک شیراک، رییس جمهوری سابق، و دومینیک دو ویلپن، نخست وزیر نیز از اتحاد برای نهضت مردمی هستند اما در تقسیم بندی ها داخلی حزب، وابسته به جناح معتدلتر آن محسوب می شود در حالیکه برخی ناظران از جناح به رهبری آقای سارکوزی به عنوان جناح "نو محافظه کار" فرانسه نام برده اند که به خصوص گرایش نزدیکتری نسبت به دیدگاه دولت کنونی آمریکا دارد.

          یکی از بارزترین مسایل مورد توجه نیکولا سارکوزی در صحنه سیاسی فرانسه تمایل وی به سختگیری بیشتر در مورد ورود مهاجران خارجی به این کشور بوده است.

          سخنگوی آقای سارکوزی گفته است که در خلال چند روز آینده وی انتصاب مقامات ارشد دولتی را مورد بررسی قرار می دهد.

          در نظام سیاسی فرانسه، رییس جمهوری رییس کشور محسوب می شود اما این مقام صرفا جنبه تشریفاتی ندارد و اختیاراتی برای شخص رییس جمهوری منظور شده است.

          از جمله این اختیارات معرفی نخست وزیر برای کسب رای اعتماد پارلمان بدون حق برکناری وی، وتوی محدود مصوبات پارلمان، به همه پرسی گذاشتن برخی قوانین، انتصاب برخی مقامات ارشد دولتی معمولا با تایید کابینه، و انحلال مجمع ملی است.

          در عمل، قدرت رییس جمهوری به خصوص به ترکیب حزبی پارلمان بستگی دارد و در صورتی که اکثریت کرسی های مجمع ملی در اختیار حزب رییس جمهوری باشد، وی از قدرت قابل توجهی برخوردار می شود.

          تا قبل از اصلاحات قانونی سال 2000، دوره زمامداری رییس جمهوری هفت سال بود اما از انتخابات سال 2002، این دوره به پنج سال کاهش یافته که با طول دوره قانونگزاری یکسان است.

            ساركوزي: "توني بلر بازي" دراوردم!!

            توني بلر نخست وزير انگليس كه قرار است يك ماه ديگر از سمت خود كناره گيري كند روز گذشته به پاريس سفر و با نيكلا ساركوزي رييس جمهور منتخب فرانسه ديدار كرد.

            به گزارش سرويس بين الملل خبرگزاري انتخاب به نقل از شبكه فرانس 24، بلر كه به زبان فرانسوي مسلط است در جوي دوستانه با ساركوزي خوش وبش كرد و به او گفت عجب تبليغاتي كردي پسر! ساركوزي در پاسخ به او گفت خوب من هم توني بلر بازي دراوردم .

            بلر در پاسخ به او گفت نه بهتر از ان...

            سپس ساركوزي با همان لحن به بلر گفت مي خواهي يكي از همكارانت هم به ما بپيوندد؟

            اين لحن دوستانه ميان اين دو نفر شگفتي بسياري از خبرنگاران را به همراه داشته است.

            دو نفر همچنين درباره نشست سران گروه هشت در ششم ژوئن و مسئله اتحاديه اروپا را مطرح كردند.

            بلر سپس در توصيه اي به ساركوزي گفت انچه مهم است مدت زمان حكومت نيست بلكه كارهايي است كه در زمان حكومت صورت مي گيرد و ساركوزي نيز به انگليسي گفت:موافقم.

                          شيراك از كاخ اليزه خداحافظي كرد

                          ژاك شيراك رئيس جمهوري فرانسه در آخرين روز از دوره رياست جمهوري خود طي پيامي تلويزيوني ضمن خداحافظي از فرانسويان از آنان خواست بايكديگر متحد بمانند.



                          ژاك شيراك، رئيس جمهوري فرانسه سه شنبه شب در آخرين ساعات دومين دوره رياست جمهوري خود و در آخرين پيام تلويزيوني خود خطاب به فرانسويان گفت : من فردا قدرتي را كه به نام شما اعمال مي كردم به نيكلاساركوزي، رئيس جمهوري جديد منتقل مي كنم .

                          وي ضمن رضايتمندي از 12 سال رياست جمهوري خود در خصوص اين انتقال قدرت افزود: من اين كار را با غرور از انجام وظيفه خود و اعتماد كامل به آينده كشورمان انجام مي دهم.

                          شيراك در بخش دگري از اين پيام كوتاه خود كه به طور مستقيم ازكاخ اليزه پخش مي شد، به فرانسويان گفت : يك ملت مانند يك خانواده است. اين پيوندي كه ما را به هم متحد مي سازد با ارزش ترين چيز است كه ما را گردهم مي آورد و از ما حفاظت مي كند. به ما امكان مي دهد به جلو رويم و نيروي لازم براي اثرگذاري در جهان امروز را مي دهد.

                          وي ضمن تاكيد به ضرورت حفظ اتحاد مردم افزود: هميشه متحد و در همبستگي با هم باشيد. البته ما عميقا متنوع هستيم. البته كه تفاوت هايي در برداشت ها وجود دارد و اختلاف نظرهايي هست. اما ما بايد در سر مسائل اساسي در كمال گفتگو و دوستي هم را بيابيم . بدينگونه است كه امكان پيشرفت خواهيم داشت.

                          شيراك افزود: ما وارث ملتي بزرگي هستيم كه مورد تحسين و احترام است و در اروپا و جهان مهم مي باشد.
                          وي اضافه كرد: فرانسه به صورت متحد و با تعقيب مسير در پيش گرفته به كشوري نمونه در پيشرفت و رفاه تثبيت خواهد شد. اين كشور سرزمين برابر فرصت ها و همبستگي ملتي به عنوان مولد در ساخت اتحاديه اروپايي خواهد شد.
                          وي با تجليل از فرانسويان به عنوان ملتي سخي، پيشگام در چالش هاي جهاني چون صلح، توسعه و محيط زيست، به آينده خود اشاره كرد و افزود: من از همين فردا تلاش خود را در اين حوزه براي گفتگوي فرهنگ ها و توسعه پايدار دنبال خواهم كرد. من با استفاده از تجربيات و اراده خود براي پيش بردن پروژه هاي ملموس در فرانسه و جهان به اين كارمبادرت خواهم ورزيد.

                          وي اضافه كرد: من امشب مايلم بگويم افتخار بزرگي داشتم كه به شما خدمت كردم . من مي دانم كه نيكلاساركوزي، رئيس جمهوري جديد فرانسه در قلب خود مي خواهد كشور را در مسير آينده به پيش برد و من براي او در اين راه آرزوي موفقيت دارم.

                            نخست وزير فرانسه استعفاي دولت خود را تسليم شيراك كرد


                            دومينيك دو ويلپن، نخست وزير فرانسه بعد از ظهر امروز سه شنبه استعفاي خود و اعضاي دولت را تسليم ژاك شيراك، رئيس جمهوري فرانسه كرد.


                            اين استعفا طبق قانون و پيش از مراسم انتفال قدرت بين ژاك شيراك رئيس جمهوري حاضر و نيكلاساركوزي، رئيس جمهوري منتخب كه قرار است فردا چهارشنبه صورت پذيرد، انجام مي گيرد.
                            شيراك قرار است سه شنبه شب آخرين نطق تلويزيوني خود خطاب به مردم فرانسه را انجام دهد.
                            دو ويلپن دو سال پيش از سوي شيراك براي تصدي پست نخست وزيري فرانسه راهي كاخ نخست وزيري اين كشور شد اما طي دو سال فعاليت با بحران هاي متعددي از جمله آشوب هاي شهرك هاي محروم (2005)، اعتراضات دانشجويي كه بيش از 1 تا 3 ميليون نفر را به خيابان ها كشانيد (2006) يا ماجراي كلراستريم كه به سان تيرخلاصي بر هر گونه بخت وي به منظور حضور در رقابت هاي انتخابات رياست جمهوري بود، روبرو شد.
                            بر اساس برنامه اعلام شده بعد از مراسم انتقال قدرت بين شيراك و ساركوزي، رئيس جمهوري جديد روز پنجشنبه اقدام به معرفي نخست وزير و كابينه جديد خواهد كرد.
                            درحال حاضر از فرانسوا فيون، وزير امور اجتماعي و آموزش ملي دولت دوويلپن كه از ياران ساركوزي مي باشد، به عنوان نخست وزير جديد نام برده مي شود.
                            با تعيين نخست وزير جديد روز جمعه نيز مراسم انتقال قدرت بين دوويلپن و نخست وزير بعدي در ماتينيون، كاخ نخست وزيري فرانسه برگزار خواهد شد.
                            طبق قانون تا زمان انتقال كامل قدرت بين تمام وزراي جديد و قديم، تمامي اعضاي كابينه كنوني به وظائف خود عمل خواهند كرد.

                              پايان دوره ژاک شيراک در فرانسه


                              شيراک در نطق خداحافظی تلويزيونی اش گفت که از اين پس فعاليت خود را به گفتگو بين فرهنگها و توسعه پايدار منعطف خواهد کرد
                              ژاک شيراک طی نطقی تلويزيونی مردم فرانسه را به وحدت فراخواند و پايان دوران دوازده ساله رياست جمهوری خود را اعلام کرد.
                              با پايان رياست جمهوری آقای شيراک، وزير پيشين دولت او، نيکولا سارکوزی که برنده انتخابات اخير رياست جمهوری فرانسه شد، رسماً رهبری اين کشور را در دست می گيرد.

                              آقای شيراک در سخنان کوتاهی که در نطق خداحافظی خود با مردم داشت گفت که فرانسه بايد کشور فرصتهای برابر برای همگان و موتور انسجام اروپا باشد.

                              اين در حالی است که فرانسه در دوران رهبری او شاهد تظاهرات گسترده جوانانی شد که به عدم برابری فرصتها در اين کشور اعتراض داشتند و همچنين، مردم فرانسه به قانون اساسی واحدی که برای تمامی اتحاديه اروپا تدوين شده بود رأی منفی دادند.

                              ژاک شيراک در نطق خود اشاره ای به اينکه چه دستاوردهايی در دوران دوازده ساله رياست جمهوری اش داشته نکرد و تنها گفت به اينکه وظيفه اش را به انجام رسانده احساس غرور می کند.

                              او همچنين گفت که می داند جانشينش نيکولا سارکوزی فرانسه را بسوی پيشرفت هدايت خواهد کرد.

                              فرانسه در دوران رياست جمهوری ژاک شيراک شاهد رکود اقتصادی و تنشهای اجتماعی بود، آقای سارکوزی در تبليغات انتخاباتی اش وعده داد که برای رفع اين مشکلات دست به اصلاحات در کشور خواهد زد.

                              ژاک شيراک در نطق خداحافظی اش گفت که از اين پس فعاليت خود را به "گفتگو بين فرهنگها" و "توسعه پايدار" منعطف خواهد کرد.

                              او در دوران رياست جمهوری بيش از رهبران پيشين فرانسه به حفظ محيط زيست توجه نشان داد و همواره در سخنانش بر تفاهم ميان فرهنگها تأکيد می کرد.

                              از نخستين اقداماتی که ژاک شيراک در دوران رياست جمهوری اش انجام داد، پايان دادن به آزمايشهای اتمی فرانسه برای هميشه بود که معمولاً در جزاير تحت حاکميت فرانسه در اقيانوس آرام انجام می گرفت.



                              شيراک در سال 1975 که نخست وزير فرانسه بود، به دعوت صدام حسين، معاون وقت رئيس جمهور عراق، سفری به بغداد کرد، با امضای قراردادی 23 درصد امتياز نفت عراق را از آن فرانسه کرد و در ازای آن رآکتوری اتمی در اختيار عراق قرار داد که چند سال بعد، هواپيماهای اسرائيلی آن را بمباران و نابود کردند



                              وی همچنين در سياست خارجی اش توجه ويژه ای به آفريقا و بويژه کشورهايی در اين قاره داشت که در گذشته مستعمره فرانسه بوده اند، او با وجود مخالفتهای فراوان هيچگاه حاضر نشد به فعاليت پايگاههای نظامی فرانسه در آفريقا پايان دهد.

                              از مهمترين تصميم گيريهای ژاک شيراک در زمينه سياست خارجی، مخالفت او با پيوستن به آمريکا در جنگ با عراق بود.

                              او بنيانگذار حزب راستگرای جنبش نئوگليست برای جمهوری است که اکنون با نام تازه اش، اتحاد برای جنبش مردمی (او. ام. پ) حزب حاکم فرانسه است و نيکولا سارکوزی رهبری تا پيش از رسيدن به رياست جمهوری رهبری آن را در دست داشت.

                              از ژاک شيراک به عنوان رهبری ياد می شود که به جريان راستگرا در فرانسه قدرت بخشيد.

                              او در مراسم روز ملی فرانسه (چهاردهم ژوئيه) در سال 2002 هدف سوء قصد مردی قرار گرفت که گلوله ای به خودروی حامل او شليک کرد اما مداخله رهگذران مانع از آن شد که بتواند گلوله های بيشتری شليک کند.

                              عامل سوء قصد عضو حزب راستگرای افراطی، اتحاد راديکال بود که در پی اين سوء قصد، اين حزب از جانب دولت منحل اعلام شد.

                              آخرين سفر رسمی خارجی ژاک شيراک به عنوان رئيس جمهور، ديدار او از برلين، پايتخت آلمان بود، جانشين او، نيکولا سارکوزی نيز قرارا است بلافاصله پس از ادای سوگند رياست جمهوری راهی برلين شود.

                              پس از رياست جمهوری

                              گفته می شود که آقای شيراک قرار است برای استراحت همراه با همسرش برنادت به مراکش برود.

                              خانواده رفيق حريری، نخست وزير پيشين و مقتول لبنان که دوستی نزديکی با شيراک داشت، آپارتمان مجللی برای سکوت در پاريس در اختيار او قرار داده اند، او برای هر يک از مشاغل مهمی که داشته مستمری بازنشستگی جداگانه ای دريافت می کند و مستمری بازنشستگی اش از رياست جمهوری حدود شش هزار يورو در ماه خواهد بود.

                              وی همچنين عضو شورای قانون اساسی فرانسه می شود که وظيفه تطبيق مصوبات مجلس با قانون اساسی را به عهده دارد و رؤسای جمهور بر اساس قانون، بلافاصله پس از پايان دادن به رياست جمهوری عضو مادام العمر آن می شوند.

                              تنها رئيس جمهور پيشين در فرانسه که هنوز زنده و عضو اين شوراست، والری ژيسکاردستن است که دوران رياست جمهوری اش هفت ساله اش در سال 1981 به پايان رسيد.

                              والری ژيسکاردستن همچنين تنها رئيس جمهور فرانسه بود که همچون ژاک شيراک با نطق تلويزيونی از مردم خداحافظی کرد.

                              پيش از رياست جمهوری

                              ژاک شيراک دانش آموخته مؤسسه مطالعات سياسی پاريس و مدرسه ملی مديريت است که بسياری از سياستمداران فرانسه از اين دو مرکز آموزش عالی برخاسته اند.

                              او فعاليت سياسی را با عضويت در حزب کمونيست فرانسه آغاز کرد و طی چند سال که به عنوان کارمند دولت به کار پرداخت، پيشرفتی سريع داشت و رئيس دفتر شخصی ژرژ پمپيدو نخست وزير وقت فرانسه شد.

                              ژرژ پمپيدو به علت پرکار بودن به او لقب "بولدوزر" داد و اين نام همچنان بر وی مانده است.

                              بخشی از پيشرفت کاری ژاک شيراک نيز به خويشاوندی همسر او با نزديکترين يار ژنرال دوگل، فرمانده ارتش آزاديبخش فرانسه در جنگ جهانی دوم و رئيس جمهور اين کشور در سالهای پس از جنگ نسبت داده می شود.

                              وی در اين دوره از فعاليت در حزب کمونيست به جناح راست تغيير خط مشی داد و به ابتکار ژرژ پمپيدو نامزد انتخابات مجلس ملی فرانسه از حزب محافظه کار گليست شد و در سال 1967 به صف قانونگذاران وارد گرديد.

                              ژاک شيراک پس از آن، به ترتيب، معاون وزارتخانه های اموراجتماعی، اقتصاد و معاون نخست وزير در امورمجلس شد و سپس در سال 1972 که ژرژ پمپيدو به رياست جمهوری رسيد، وزير کشاورزی و پس از آن وزير کشور شد.

                              با مرگ ژرژ پمپيدو، والری ژيسکاردستن که جانشين او شد، ژاک شيراک را به نخست وزيری برگزيد اما ژاک شيراک پس از دو سال و در پی اختلاف با والری ژيسکاردستن از نخست وزيری استعفا داد و سال بعد، پس از آنکه مقام شهرداری پاريس پس از بيش از يک قرن دوباره ايجاد گرديد، با پيروزی در انتخابات، شهردار پاريس شد و هيجده سال اين مقام را برای خود حفظ کرد، حتی طی دوره دو ساله ای که بار ديگر نخست وزير شد، همچنان شهردار پاريس نيز بود.

                              او با پيروزی در انتخابات رياست جمهوری 1995 فرانسه به رهبری فرانسه رسيد و هفت سال بعد بار ديگر با پيروزی در انتخابات در اين مقام ابقا شد.

                              در دور دوم رياست جمهوری اش، مجلس ملی فرانسه طول دوران رياست جمهوری را به پنج سال کاهش داد اما آقای شيراک در پايان دومين دوره اعلام کرد که ديگر قصد نامزدی برای انتخابات رياست جمهوری ندارد و از نيکولا سارکوزی در انتخابات حمايت کرد.

                                Sarkozy to take over French presidency

                                PARIS- Nicolas Sarkozy officially takes office Wednesday as France's new president, replacing Jacques Chirac in an elaborate ceremony at the Elysee Palace.
                                The conservative Sarkozy will be "more implicated in daily affairs" than his predecessors, aide Henri Guaino said Wednesday, adding that the new president will be laying out the "philosophy of his presidency" in his inauguration speech.


                                "He will communicate more, act more directly," Guaino said on Canal Plus television.

                                Sarkozy, 52, who won election May 6 on pledges of market reforms and a break with the past, will become the sixth president of the Fifth Republic, founded by Charles de Gaulle in 1958.

                                Chirac, 74, is stepping down after 12 years as president and four decades in politics. In his final presidential appeal Tuesday night, he urged his compatriots to stay united and proud, despite uncertainty about France's place in today's global economy and world affairs.

                                "I know that the new president, Nicolas Sarkozy, will endeavor to lead our nation forward on the paths of the future," Chirac said of Sarkozy, a protege-turned-rival who has served in governments under Chirac but sought to distance himself from the economic stagnation and social tensions that marred Chirac's tenure.

                                Chirac on Tuesday expressed "pride in a duty fulfilled," but did not list any presidential accomplishments, and his statement lacked the eloquence and passion

                                that has marked many of his speeches.
                                Chirac said France should be a nation of equal opportunity and an engine of European integration. Both appeals recalled low points of his tenure: the 2005 riots that laid bare deep-rooted discrimination against France's immigrants, and the French rejection of the EU constitution that Chirac had championed.

                                Even before taking office, Sarkozy sought to set himself apart from Chirac, holding surprising preinaugural meetings with labor unions and some leading Socialists.

                                Sarkozy is expected to appoint a fellow conservative, four-time former minister Francois Fillon, as prime minister in the coming days.

                                The popular Bernard Kouchner, a former Socialist health minister and founder of the Nobel-prize winning organization Doctors Without Borders, is among those being considered as new foreign minister.
