    A plane crashed Wednesday in northwestern Iran, state television reported. All 168 aboard were believed to be dead.

    The passenger plane is thought to have crashed near the Iranian city of Qazvin, Iranian Press TV reported.

    The Russian-made Tupolev plane went down near Jannat-abad village near Qazvin at 11:33 a.m. on Wednesday, the station reported.

    All on board are "most probably" dead, the news station said, quoting Qazvin Police Chief Hossein Behzadpour.

    Qazvin is the largest city in the province of Qazvin and is its capital, with an estimated population of 330,000.

    It is about 140 kilometers (90 miles) northwest of the capital, Tehran.

    The Iranian newspaper Hamshahri reported that the plane originated from Tehran and was headed to Yerevan, Armenia.

    The plane was from Caspian Air and crashed 16 minutes after takeoff, said the newspaper, quoting a spokesman from Iran's civil aviation organization.

    The flight number was 7908, the paper said, citing the spokesman.
    Footage of the scene of the crash site showed a huge crater in the earth scattered with pieces of the plane and tattered passports.

    Media reports said the type of aircraft involved in the crash was a Tupolev 154.

    The three-engine Tupolev 154 is the aging workhorse of Russia's commercial fleet, at one time carrying about half of all Russian air passengers.

    It was designed as the Soviet counterpart to the Boeing 727 and the European-made Trident, but with the added ability to operate from short, rough runways. About 1,000 were produced.

    Although a popular aircraft, it has had a chequered history and has been involved in about 30 air disasters since it was created in 1968.

    Aviation analyst Kieran Daly told CNN said numerous Tupolevs have been lost since the aircraft was introduced in the 70s.

    A Tupolev aircraft crashed in Iran on Wednesday on its way to Armenia after catching fire in mid-air and plowing into farmland, killing all 168 people on board just 16 minutes after take-off.

    In the worst crash in Iran for six years, the Russian-built Caspian Airlines plane left only scattered bits of incinerated metal and fragments of the bodies of 153 passengers and 15 crew across a wide area around a deep smoking crater in the ground.

    The Tu-154 plane, flying to Armenia's capital Yerevan from Tehran, crashed near the northwestern city of Qazvin shortly before noon (0730 GMT). Officials said they would not know why it crashed until the black box flight recorders have been found.

    Eight members of Iran's national junior judo team and two coaches were among the dead as well as a former Iranian MP representing Iran's Armenian minority and, reportedly, the wife of the head of Georgia's diplomatic mission in Iran.

    "I saw a finger of a passenger on the ground. There is no sign of the airplane, just small pieces of metal," said a Reuters witness. "I do not see even a complete leg or arm."

    Weeping relatives and friends gathered at Yerevan airport where a notice on a wall listed people who were on board. Doctors treated relatives for shock and heart problems.

    Six Armenian and two Georgian citizens were on board, the deputy head of the Armenian civilian aviation authority Arsen Poghosyan told a media briefing at Yerevan Airport. Two crew and 29 passengers were Iranian citizens with ethnic Armenian backgrounds, he said.

    Iran is home to some 100,000 ethnic Armenianns, many of whom frequently fly between Tehran and Yerevan to visit relatives.

    Fina Karapetian, an Armenian in her 30s, said her sister and two nephews, 11 and 6, were on board the crashed plane. "I heard everyone in the aircraft has died. What will I do without Armen and Vahe?" she said, before fainting.

    TOTALLY DESTROYED

    Security forces held back distraught relatives who tried to break through the cordon at the site to find loved ones' bodies.

    "The Tupolev plane has been totally destroyed and the corpses, unfortunately, have been totally burned and destroyed," Qazvin police commander Massoud Jafarinasab told semi-official Fars news agency.

    A local official said the aircraft had technical problems and tried to make an emergency landing. "Unfortunately the plane caught fire in the air and it crashed," he told Fars.

    One witness said he had seen the plane on fire in the air, trying to land. "It made circles in the air. Then I heard an explosion," Mostafa Babashahverdi, a farmer, told Reuters.

    "We found severed heads, fingers and passports of the passengers," he said.
    State radio said the pilot had made no mention of any technical problem in a taped conversation with a control tower.

    Search teams picked through a wide area of 200 sq meters at the crash site about 150 kilometers (93 miles) north of Tehran.

    "What rescuers found was bodies all ripped apart," a team member said. "We are just collecting smashed flesh in bags."

    Gocha Gvaramadze, an official from the Georgian embassy in Armenia, told Rustavi-2 television channel, "As far as we know, there were two Georgian citizens onboard. One was our embassy's financial manager and another -- a wife of the head of Georgia's diplomatic mission in Iran."

    Yerevan airport officials said an aircraft would take relatives to visit the site. President Mahmoud Ahmadinejad has ordered a special task force to investigate the crash. Armenia's President Serzh Sarksyan declared by decree that July 16 will be a national day of mourning for the crash victims.

    U.S. sanctions bar the sale of Boeing aircraft to Iran and hinder the Islamic republic buying other aircraft or spares from the West, many of which rely on U.S.-built engines and parts.

    Air safety experts have said Iran has a poor record, with a string of crashes in the past few decades -- many involving Russian-made aircraft. It was the third deadly crash of a Tupolev Tu-154 in Iran since 2002.

    It was the deadliest crash since 2003 when an Ilyushin Il-76, also Russian built, crashed into an Iranian mountain.

    Tehran-based Caspian Airlines was set up in 1993 and flies an all-Tupolev fleet linking Iranian cities and also routes to the United Arab Emirates, Ukraine and Armenia.

      مقامات ایران می گویند که تمام ۱۶۸ سرنشین هواپیمای تهران - ایروان که در نزدیکی قزوین سقوط کرد، کشته شده اند.

      رضا جعفرزاده، سخنگوی سازمان هواپیمایی کشوری گفته است که در اثر سقوط هواپیمای توپولوف ۱۵۴ هواپیمایی کاسپین، ۱۵۳ مسافر و ۱۵ خدمه هواپیما جان خود را از دست داده اند.

      به گفته آقای جعفر زاده این هواپیما به شماره پرواز ۷۹۰۸ در ساعت ۱۱ و ۳۳ دقیقه صبح روز چهارشنبه ۲۴ تیر (۱۵ ژوئیه) و ۱۶ دقیقه پس از برخاستن از فرودگاه امام خمینی در جنوب تهران، در نزدیکی روستای جنت آباد قزوین دچار سانحه شد.

      او گفت که علت سانحه و چگونگی سقوط هواپیما معلوم نیست و "اطلاعات تکمیلی پس از تأیید تیم بررسی سانحه به اطلاع عموم خواهد رسید".

      در همین حال سرهنگ حمید رضا خاکباز، معاون اجتماعی فرماندهی انتظامی استان قزوین به خبرگزاری ایسنا گفته است: "به گفته شاهدان عینی، این هواپیما در آسمان آتش گرفته و پس از برخورد با زمین منفجر و متلاشی شده است".

      به گزارش خبرگزاری فارس، هشت نفر از اعضای تیم ملی جودوی نوجوانان ایران به همراه دو مربی در این هواپیما بوده اند.

      بنابراین گزارش، این تیم که قرار بود روز ۱۵ مرداد در مسابقات جهانی مجارستان شرکت کند، برای شرکت در یک اردوی آمادگی عازم ایروان بود.

      سرتیپ حسین ساجدی نیا، معاون عملیات نیروی انتظامی ایران به خبرگزاری رسمی دولت ایران گفته است: "احتمال می رود یکی از نمایندگان مجلس شورای اسلامی در بین کشته شدگان باشد".

      به گزارش ایرنا، "لون داویدیان"، نماینده ارامنه شمال ایران در دوره ششم مجلس شورای اسلامی از سرنشینان هواپیمای سقوط کرده بوده است.

      بر اساس گزارشها، آرسن بغوسیان، معاون سازمان هواپیمایی ارمنستان گفته است که ۳۱ نفر از کشته شدگان ارمنی ایرانی، ۴ نفر تبعه ارمنستان و دو نفر گرجی بوده اند.

      مسعود مهاجر کارشناس حمل و نقل در گفت و گو با بخش فارسی رادیو بی بی سی گفت که در مدت کوتاه علت حادثه هوایی مشخص نمی شود. به گفته او حتی کارشناسان هواپیمایی هم هنوز نمی توانند حدس بزنند دلیل این حادثه چیست.

      او در ادامه افزود: "مشکل ما در ایران محدودیت خرید هواپیما است که نمی توانیم از همه جا انواع هواپیما ها را بخریم، به همین دلیل هم تاحدود زیادی به هواپیماهای شرقی وابسته شده ایم. شرکت هواپیمایی کاسپین تمام ناوگان هوایی اش توپولف است."

      بنابر گفته آقای مهاجر هواپیماهایی که از کشورهای شرقی تهیه می شوند هم کهنه و هم ارزان قیمت هستند.

      در سالهای گذشته جامعه بین الملل تحریم هایی را علیه ایران اعمال کرده است. مسعود مهاجر معتقد است اگر تحریم ها علیه ایران ادامه پیدا کند وابستگی ایران به نوع شرقی هواپیماها بیشتر خواهد شد.

      آقای مهاجر همچنین گفت: "دولت می تواند از طریق قیمت گذاری صحیح صندلی پروازی و باز گذاشتن دست شرکت ها در تعیین نرخ بلیط های شان امکاناتی فراهم کند که حداقل شرکت هایی که باید تزانامه مثبتی داشته باشند، بتوانند هواپیماهای نو تر شرقی تهیه کنند. هواپیماهایی که ما در حال حاضر از بلوک شرق می خریم معمولا بالای 15 تا 17 سال سن دارند. فکر می کنم هواپیمایی هم که به تازگی سقوط کرده بیش از این مدت خریداری شده که درآن زمان هم کهنه بوده است."

      او افزود: "راه حل این است که دولت فعالیت هایش را در هواپیمایی شفاف کند و حداقل بخش خصوصی را آزاد بگذارد. چون بخش خصوصی می تواند بدون این محدودیت ها هواپیماهای غربی را بخرد چرا که بخش بزرگی از این تحریم ها شامل بخش خصوصی نمی شود."

      سازمان هواپیمایی کشوری می گوید هنوز علت سانحه مشخص نشده و نمی توان آن را نقص فنی خواند. اما در گذشته بارها گفته شده که ناوگان هواپیمایی ایران به شدت فرسوده است و ایران به دلیل تحریمهای آمریکا نتوانسته در سه دهه اخیر ناوگان هوایی خود را بازسازی کند.


      شرکت هواپیمایی کاسپین، شرکتی خصوصی است که شانزده سال پیش تاسیس شد. این خط هوایی که با همکاری نیروی هوایی ایران مشغول کار است، در هفته بیش از ۵۰ پرواز داخلی و خارجی دارد.

      این هواپیما پنجمین هواپیمای ساخت روسیه در خطوط هوایی ایران است که طی ۹ سال گذشته دچار سانحه مرگبار می شود.
