    Platini urges Scotland to bid again for European Championship

    MICHEL Platini, the UEFA president, has encouraged Scotland to consider another joint bid to host a future European Championship finals. In Glasgow for tonight's UEFA Cup final, the first major occasion of his reign since ousting Lennart Johansson as president, Platini outlined his complete confidence that Scotland is also capable of staging his organisation's biggest competition.

    A joint bid by Scotland and the Republic of Ireland to host the Euro 2008 finals failed amidst much political recrimination, but UEFA has since shown a willingness to award its flagship tournament to less heralded partnerships, with Poland and Ukraine winning the right to stage Euro 2012 ahead of favourites Italy.

    The Football Association of Wales has expressed its interest in making a joint bid with Scotland for Euro 2016, and, while the SFA is understood to still see the Republic of Ireland as more natural co-hosts geographically, Platini believes another Scottish bid would have a chance of succeeding.

    "We know Scotland can organise a good competition for us with another country," he said. "The decision is political - you have 15 people voting and you don't know why they vote the way they do. It is a democracy. But if you bid, you must also be prepared to lose. I saw what happened recently, with the bids for Euro 2012, and people calling for the president of the Italian FA to be sacked because they lost out. We have to change that attitude.

    "It was not my decision that Glasgow got this UEFA Cup final - that happened before I got the job - but I am very happy that my first big game is here. There is so much passion for football in Scotland and so much history. It is well deserved for Glasgow and for the SFA to have another major final."

    While anticipating a hugely successful final tonight, Platini is keen to enhance the overall impact of the UEFA Cup on the football calendar by pushing through changes to the competition format from the start of the 2009-10 season.

    His proposals, understood to have the support of the European Club Forum, will go before the UEFA Executive Committee when it meets in Istanbul in September. Among them are a change to 12 sections of four teams, rather than the current eight sections of five teams, in the group stage of the tournament to increase revenue and provide a more balanced set of home and away fixtures. In addition, only domestic cup winners will be eligible to qualify for the UEFA Cup, not the runners-up.

    That rule has blighted Scotland's attempts to improve its co-efficient ranking in recent seasons, with teams such as Dundee United, Dunfermline and Gretna all making early exits from the UEFA Cup after qualifying as Scottish Cup runners-up.

    Platini also wants to make changes to the Champions League. The format of the elite tournament would remain the same in terms of 32 teams in the group stage, but with greater access to it for the champions of lower ranked nations.

    "At the end of the tournament, there is great interest in the UEFA Cup," said Platini, "but we are trying to make sure there is more interest in it from the start. We will find a new system from 2009 to make it better. The Champions League is so big - an ogre compared to the UEFA Cup - but we also know that the teams in the UEFA Cup are happy to be in it."

    David Taylor, the former SFA chief executive, was at Platini's side yesterday as he prepares to take up his new position of general secretary at UEFA on 1 June. "I'm very happy that David is coming with us," said Platini. "He is going to be a very important guy for UEFA. There are problems to solve in football, but they are beautiful problems because football is a beautiful game. I am enjoying my new role 200 per cent. It is what I campaigned for and what I want to do."

    Platini did not care to be reminded of his last appearance at Hampden, when he was the manager of the French side beaten 2-0 by a Scotland team who would go on to qualify for the 1990 World Cup finals at his expense.

    "I don't remember that," he smiled. "I do remember Scotland losing 2-1 to Cyprus with two minutes to go in that group, then winning 3-2 in the 98th minute. I think that was why Scotland made it to the finals.

    "I enjoy coming to Scotland, especially to play golf even though it is usually in a storm when I do. I actually only played here once in my career, for the French amateur team in Ayr when I was 18 years old and we beat Scotland 2-0. It's nice to be back again and I'm sure Scotland is going to enjoy a great UEFA Cup final."

      Platini wants penalty box officials

      Platini, who was elected to office in January, wants to put an official behind each goal to help rule on penalty box infringements.

      The former France attacking midfielder believes that would be better than using technology, which he claims would "dehumanise" football.

      "My idea is to increase the number of officials," he told France Football.

      "To referee with just three people, it is outmoded. Three officials cannot see everything.

      "I am proposing two extra officials, over-45s who don't need to run because they would stay behind the goals.

      "We must show the world that we are against injustice and that we are trying to do more to eliminate errors.

      "As for using electronic systems, that risks dehumanising football."

      Platini believes the sport should take a leaf out of American football's book, and use officials who highlight infringements by throwing a flag on to the field of play.

      "Why not take the example shown by American football, who uses referees aged 60 or over, who signal fouls with their yellow flag," he added.

        Platini closes in on Champions League reform

        Hamburg - The president of Europe's governing football body UEFA Michel Platini has told a German football magazine that the new Champions League format is likely to be accepted later this year. Platini, who promised that he would reform the Champions League during his election campaign earlier this year, is quoted in Monday's Kicker magazine as saying that he expects the new format to be approved by the executive on September 27 in Istanbul.

        He declined to give details of the new format though. "That is a very sensitive issue. I need to speak to the strategy commission, with the executive, with the clubs and with some people."

        Platini is hoping to making the Champions League more accessible to clubs from smaller countries. This, however, has not been met with approval from the bigger footballing nations, some of whom are allowed to enter four teams in the Champions League.

        "It is my philosophy that the champions of smaller countries should be given the preference over the fourth-placed teams of bigger countries," he said.

        Platini also announced that the UEFA Cup would be reformed. "That will go in a way in which the clubs are wanting it to go. There will be 12 groups of four teams from 2009."

        The Frenchman however dismissed a suggestion that clubs have to field five home-grown players in their games. "As president of UEFA I will not be able to support that."

        The 51-year-old said that European Union regulations made such a rule very difficult to implement. "There are more important things than fighting a battle which will be difficult to win as the European Union has the freedom of work place.

        "We have to find a way to ensure that youngsters are given a chance to play for clubs in their own countries without having to enforce that with laws."

          در این نامه که خطاب به گوردون براون نخست وزیر بریتانیا نیز ارسال شده، آقای پلاتینی نوشته :"تهدیدی جدی بر توسعه فوتبال در اروپا سایه انداخته و آن نفوذ بدخیم و همیشگی مسائل مالی است."

          رئیس اتحادیه فوتبال اروپا ابراز نگرانی کرده که این قاره ممکن است وارد دوره ای شود که در آن سود اقتصادی تنها شاخص سنجش موفقیت در فوتبال باشد.

          مالکان غیربومی گرانترین لیگ اروپا

          این نامه در شرایطی منتشر می شود که مالکیت تیمهای لیگ برتر انگلستان توسط افراد غیربریتانیایی رو به افزایش گذاشته است.

          در تازه ترین مورد آلیشر عثمانف، میلیاردر روسی سهم خود از مالکیت باشگاه آرسنال را افزایش داده است و در سالهای اخیر ثروتمندانی غیربریتانیایی منچستریونایتد، چلسی، لیورپول، آستون ویلا، پورتسموت، منچسترسیتی و وست هم را خریده اند.

          همچنین در آمد تلویزیونی تیمهای لیگ برتر انگلستان در طی سه فصل آتی، به دو میلیارد و 700 میلیون پوند (نزدیک به پنج و نیم میلیارد دلار) بالغ خواهد شد.

          آقای پلاتینی در نامه اش، از رهبران اروپایی خواسته است که آنها وظیفه خود بعنوان "آخرین امید برای داشتن آینده ای سالم و متوازن برای فوتبال اروپا" را بپذیرند.

          رئیس اتحادیه فوتبال اروپا هشدار داده:"هر چند پول همیشه جزئی از این ورزش بوده و در 150 سال گذشته، فوتبال جنبه ای حرفه ای هم پیدا کرده، اما هدف همیشه بردن جام ها و افتخارات بوده و پول هیچگاه هدف نهایی نبوده است."

          از ماه اول سال جاری میلادی که میشل پلاتینی بعنوان رئیس اتحادیه فوتبال اروپا، یوفا انتخاب شد، او همواره نقش کارگزاران بازیکنان فوتبال را زیر سوال برده، علیه نژادپرستی و خشونت در بازی های اروپایی سخن گفته و خواستار سرمایه گذاری برای رشد استعدادهای بومی این قاره شده است.

            "ميشل پلاتيني" ستاره سابق فوتبال جهان و كاپيتان و سرمربي اسبق تيم ملي فوتبال فرانسه با ارسال نامه هشدارآميزي به "گوردون براون" و ديگر رهبران اروپايي از آنان خواست تا با كمك*هاي خود مانع "پول محوري" در فوتبال جهان شوند.

            پلاتيني در نامه خود به نخست وزير انگليس تاكيد كرد ، جهان اينك با خطر جدي مواجه است كه ممكن است وارد مرحله*اي شود كه تنها پول و هزينه*هاي مالي ، تعيين*كننده ميزان موفقيت در ورزش فوتبال شود.

            به نوشته رسانه*هاي انگليسي ، نامه پلاتيني به براون در پي افزايش ميزان مالكيت*هاي خارجي در سهام باشگاه*هاي ليگ برتر فوتبال انگليس نوشته شده است.

            اخيرا "علي شير عثمان*اف" ميلياردر ازبك تبار روس و "فرهاد مشيري" شريك ايراني تبار وي در حال افزايش سهام خود در باشگاه آرسنال براي كنترل مديريت اين تيم هستند.

            در حال حاضر ، "رومان آبراموويچ" ميلياردر روس ، مالك باشگاه چلسي است ، خانواده آمريكايي "گليزر" مالك باشگاه منچستريونايتد هستند و اكثر سهام باشگاه*هاي ليورپول ، استون ويلا ، پورتسموث و منچسترسيتي نيز به سهام داران خارجي تعلق دارد.

            پلاتيني كه در ابتداي سال جاري ميلادي به رياست "يوفا" برگزيده شده ، در نامه خود به رهبران اروپايي تاكيد كرده كه طي ‪ ۱۵۰‬سال اخير ، پول نقش مهمي در گسترش ورزش داشته ولي نبايد اجازه داد كه همه مسايل ورزش در پول خلاصه شود.

              Referees who stop football matches because of racist behaviour would be fully supported by Europe's football governing body, UEFA president Michel Platini said Thursday.

              "Some things are fundamental in life," Platini said, adding the action should be taken in consultation with the match delegate.

              "A football match is important but there is conduct that we cannot tolerate in the stadiums."


              Turning to the issues of violence in football, Platini repeated the policy of zero tolerance towards those who engage in such conduct.

              "We can take strong decisions if we have to exclude supporters from stadiums or suspend clubs, we will, until the day that we have people in the stadiums who come to watch football, not to cause problems," he said.

                رييس اتحاديه فوتبال اروپا (يوفا) با وجود مخالفت با بازبيني ويدئويي براي حل تصميمات جنجالي داوران در مسابقات فوتبال، گفت كه با استفاده از فن آوري "گل لاين" موافق است.

                به*گزارش خبرگزاري فرانسه از استانبول، "ميشل پلاتيني" پس از نشست دو روزه كميته اجرايي يوفا اظهار داشت : فوتبال بايد انساني بماند اما در عين حال بايد سعي كنيم اشتباهات را كم كنيم.

                وي تاكيد كرد كه با بازبيني فوري فيلم مسابقات كه سال*هاست در ورزش راگبي رواج دارد، كاملا مخالف است.

                پلاتيني معتقد است، راه حل جلوگيري از تصميمات جنجالي، داشتن دو كمك داور ديگر است كه با دقت مراقب محوطه*هاي جريمه باشند. اما مخالف استفاده از سيستمي مشابه آنچه در تنيس و كريكت استفاده مي*شود، براي تعيين عبور توپ از خط دروازه نيستم.

                رييس يوفا همچنين با اشاره به كساني كه فقط با هدف ثروتمندتر شدن، باشگاه*هاي انگليسي را مي*خرند، بارديگر از نقش*در حال افزايش پول در فوتبال ابراز نگراني كرد.

                وي هشدار داد: البته انگليسي*ها هر كاري كه مي*خواهند مي*توانند انجام دهند اما اين خطرناك است.

                پلاتيني هفته گذشته طي نامه*اي به روساي باشگاه*هاي اروپا در مورد تاثير پول در فوتبال*كه هميشه هدف اصلي كسب عناوين قهرماني بوده است، اخطار داده بود.

                رييس يوفا همچنين اعلام كرد، داوراني كه مسابقات را به دليل رفتارهاي نژادپرستانه متوقف مي*كنند، از حمايت كامل وي برخوردارند.

                وي*ادامه داد: بعضي چيزها اركان زندگي هستند. البته توقف مسابقات بايد پس از مشورت داوران با ناظر يوفا در مسابقات انجام شود. يك مسابقه فوتبال مهم است اما نژادپرستي رفتاري است كه نمي*توانيم آن را در ورزشگاه*ها تحمل كنيم.

                  Michael Platini, the former French star who heads soccer's wealthiest region, is against FIFA's plan to reintroduce tough limits on foreigners playing in European Union leagues.

                  The EU's highest court struck down limits on foreigners in 1995. FIFA president Sepp Blatter hopes by the 2010-11 season to force each EU club to have at least six players from its nation in its starting lineup.

                  "It's impossible," Platini, the president of the Union of European Football Associations, said Thursday. "We cannot defend that today. We do not have the legal framework. The free movement of workers is the No. 1 rule in Europe."

                    طرح جنجال برانگيز "ميشل پلاتيني" رييس اتحاديه فوتبال اروپا (يوفا) مبني بر صعود مستقيم تيم قهرمان جام حذفي هر كشور به رقابتهاي جام قهرمانان باشگاههاي اروپا، مورد قبول واقع نشد.

                    به گزارش خبرگزاري فرانسه، درصورتي كه اين پيشنهاد در جلسه ماه آينده "شوراي قانونگذاري فوتبال حرفه*اي اروپا" به تصويب برسد، ليگ برتر انگليس و اسكاتلند از آن منتفع خواهندشد.

                    به*اين ترتيب تيم سوم ليگ برتر به صورت مستقيم به مرحله نخست جام قهرمانان صعود كرده و تيم چهارم مي*بايست بعد از دو بازي پلي*آف جواز لازم را بدست آورد.

                    شبكه خبري "بي.بي.سي" كه اين خبر را منتشر كرده، در ادامه آورده است پيشنهاد پلاتيني در مورد افزايش سهميه تيم*هاي برتر در كشورهاي كمتر توسعه يافته فوتبالي، مورد تصويب قرار خواهد گرفت.

                    در اين صورت قهرمان ليگ اسكاتلند به*صورت مستقيم به مرحله نخست رقابتهاي چمپيونزليگ در سال ‪ ۲۰۰۹‬راه مي*يابد درحاليكه امسال، تيم سلتيك از مرحله سوم مقدماتي وارد اين پيكارها شد.

                    اصلاحات جديد قراراست در نشست كميته اجرايي يوفا در روز ‪ ۱‬دسامبر (‪۱۰‬ آذر) تصويب شود.

                    پيشنهادات پلاتيني قبلا با مخالفت اعضاي گروه ‪ ۱۴‬كه مركب از ‪ ۱۸‬باشگاه بزرگ اروپايي مثل ليورپول، منچستر يونايتد و آرسنال است، مواجه شده. آنها معتقدند هر تغييري باعث خدشه دار شدن اعتبار اين مسابقات خواهد شد.

                      پلاتینی: طرح بازی های خارجی لیگ برتر انگلستان "مزخرف است"
                      میشل پلاتینی رئیس اتحادیه فدراسیونهای فوتبال اروپا، یوفا، از طرح برگزاری بازی های خارجی لیگ برتر انگلستان به شدت انتقاد کرد.
                      آقای پلاتینی در گفتگویی با روزنامه دیلی تلگراف گفت: "فیفا، طرفداران فوتبال یا فدراسیونها هرگز این طرح را نخواهند پذیرفت."

                      "این یک فکر مزخرف است. من مطمئنم فیفا هرگز آنرا نخواهد پذیرفت چون برای فوتبال مفید نیست."

                      "در حال حاضر در انگلستان شما نه مربی انگلیسی دارید، نه بازیکن انگلیسی دارید و به این ترتیب احتمالا باشگاهی هم که در داخل انگلستان بازی کند نخواهید داشت. این [طرح] یک شوخی است."

                      سازمان لیگ باشگاه های برتر انگلستان در روز پنجشنبه هفتم فوریه اعلام کرده بود که در حال بررسی امکان اجرای طرحی است که بر اساس آن از سال 2001 همه تیمهای حاضر در این لیگ یک بازی اضافه در خارج از انگلستان انجام دهند.

                      فیفا تایید کرده است که در روز 14 مارس و در جلسه کمیته اجرایی این سازمان، طرح سازمان لیگ باشگاه های برتر انگلستان را بررسی خواهد کرد.

                      مخالفان و موافقان

                      در واکنش به این طرح، آلکس فرگوسن مربی منچستریونایتد سازمان لیگ را محکوم کرد و مدعی شد پیش از اعلام این طرح، با مربیان مشورت نشده است.

                      او گفت: "آنها می بایست قبل از اعلام این خبر با مربیان و بازیکنان مشورت می کردند."


                      روی کین، مربی ساندرلند از این طرح حمایت کرده است.
                      از سوی دیگر روی کین، مربی ساندرلند و کوین کیگان مربی نیوکاسل و تا اندازه ای آرسن ونگر مربی آرسنال، از این طرح حمایت به عمل آورده اند.

                      آرسن ونگر به بی بی سی گفت: "من با نوآوری، اگر به رقابت در لیگ ضربه نزند، حقوق طرفداران را محترم بشمارد، و کیفیت لیگ برتر را بالا ببرد، مخالف نیستم."

                      روی کین گفت: "تغییر خوب است اما بستگی به این دارد که در آن بازی اضافه مقابل چه کسی قرار می گیرید و اگر قرار باشد با یکی از چهار تیم برتر مسابقه بدهید من با آن مخالفم."

                      اما دیوید دیویس، رئیس پیشین فدراسیون فوتبال انگلستان درباره تاثیر این کار بر بازیکنان هشدار داد.

                      او به بی بی سی گفت: "این طرح یعنی بازی های لیگ ما که از هر کشور دیگری فشرده تر است، بیشتر می شود."

                      بر اساس طرح ارائه شده این 10 بازی اضافه در پنج استادیوم متفاوت برگزار خواهد شد و شهرها می توانند برای میزبانی آن تقاضا بدهند.

                      وقتی منچستریونایتد در ماه ژانویه در یک بازی نمایشی در عربستان سعودی بازی کرد، رقمی معادل یک میلیون پوند به دست آورد و انتظار می رود این بازی های اضافه برای هر باشگاه رقمی معائل 5 میلیون پوند سود داشته باشد.

                      پس از انتشار این خبر سایت نظر سنجی بی بی سی 4800 نظر دریافت کرده است که اکثر آنها در مخالفت با این خبر بوده اند و برخی خواستار اتحاد طرفداران فوتبال علیه این طرح شده بودند.
