  • At the time when “Seif-al-Islam” (sword of Islam) can no longer represent the Golden Age of Islamic glory, a new arm would be necessary to defend and expand the cause of “Dar-al-Islam” (territory of Islam). This arm can be baptised into the divine name of “atom-Allah”, as expected by Islamists.

    Today, the Islamic Republic of Iran is more than ever embroiled in a serious process with the international community. Furor over the IRI’s atom policy is an unprecedented international issue.

    The IRI’s resumption of nuclear activities”researches” can result in referral to the United Nations Security Council. It shows a failure of diplomatic efforts and policy of appeasement led by the European Union. The case can ultimately result in UN sanctions or a military attack on Iran.

    We know that some countries have already drawn up military plans for an attack on nuclear sites in Iran if diplomacy fails to halt the Iranian nuclear programme. Raids by Israel’s air strikes by F-15 jets, using American bunker-busting bombs to penetrate underground facilities can likely be a question of time, route and international public opinions.

    Of course, no nation can be arbitrarily prevented from nuclear technology. All countries can achieve this technology within the terms of the non-proliferation of nuclear weapons.If that is, indeed, what the international community desires, as I believe seems likely, then those countries possessing nuclear arms should be forced to immediately eliminate their arsenals.

    However, what concerns us, there is almost no doubt that the Islamic regime needs this technology to build weapons to pursue its jihadist policy both inside and outside the country.

    The IRI is not dependent on foreign imports for nuclear technology and already has the available raw materials, and most of the designs and techniques, required to pursue a nuclear weapons programme. The Islamic regime has the necessary know-how and has already produced every stage of the nuclear fuel cycle. Furthermore, Iran has found uranium mines in Yazd and has finished the process of constructing milling plants to manufacture yellow cake uranium and conversion plants that convert it to UF6 gas. Iran has also begun manufacturing its own gas centrifuges used to enrich uranium.

    The IRI has dispersed the nuclear facilities and disguised sites all over the country, even deliberately among the civil population. The IRI probably has duplicate equipment that can be activated and has the know-how to produce more, to pursue a more vigorous and unabated nuclear weapons programme in the long term.

    The IRI’s repeated allegation of a civil nuclear-programme is nothing but a flagrant lie, a tactical lie (Doroogh-e-maslehati) permitted by Islam even in a form of Khamenei’s fatwa.

    What concerns the Iranian democratic opposition, It makes no difference if the IRI is brought before the United Nations Security Council or not, whatever the case may be, and whatever be dealt with by the UNSC, the nuclear ambitions of the IRI is developing in the most dubious way, it is an utmost danger to all the humanity, and it furthermore reinforces its dictatorship against Iranian people.

    For the Iranian democratic opposition, the IRI’s nuclear programme should fall under another scrutiny and charges that the IRI is seeking to produce nuclear weapon to pursue its jihadist war both inside and outside the country. The Iranian democratic opposition in condemnig the issue, should condemn the existence of the IRI entirely for its nature of anti-humanity.

    Although Iranian infrastructures might be the targets of foreign air strikes as a result of the IRI’s atom policy, the Islamic leadership does not worry at all.

    • The IRI’s nuclear programme is not an issue of national pride. While trying to manipulate and alienate Iranian opinions from their national interests, the IRI fakes the claims that the nuclear technology is a national pride. In deed, the IRI has not only been baffling and belittling the Iranian national pride and identity, but has always been considering Iranians as cannon fodders for its anti-Iranian and pro-Islamic ambitions. When the cause of Islam comes to the fore, the IRI does not bother if Iranian cities or even civil people are likely to be targeted in eventual foreign air strikes.

      The nuclear ambitions of Iran go back in the 60s under auspices of the U.S. within the framework of bilateral agreements between the two countries. In 1967 the Tehran Research Centre(TNRC) was equipped with a US supplied 5-megawatt nuclear research reactor. Iran signed and ratified the Nuclear Non-Proliferation Treaty (NPT) in 1968. With the establishment of Iran's atomic agency and the NPT in place plans were drawn to construct up to 23 nuclear power stations across the country.

      The Iran-U.S nuclear cooperation was during the Cold War, and for the West, regarding the “danger” of the Soviet Union, it could moreover lay out of the military aims. Gerard Ford signed a directive in 1976 honouring the Shah the chance to buy and operate a U.S.-built reprocessing facility for extracting plutonium from nuclear reactor fuel. The deal was for a complete nuclear fuel cycle.

      The US. strategy was not to provide for growing needs of Iranian economy, but rather for the long-term military concerns. It was because for a better control of the important region of the Middle East, the US. needed the Shah, who was one of the loyal gendarmes of the US’s interests in the region, and in return, the shah needed the US. to support his dictatorship.

      For the US, which was the Shah's largest trading partner, the only difference between the two dictatorial regimes is that the Shah’s regime belonged to the axis of friends, but the IRI to the “axis of evil”. Their analogy is that neither of them intended to exploit nuclear power to improve the national economy-- large resources of oil are cheaper and safer, plus, either of them are strongly suspected of using the nuclear power for their military purposes.

      Routine justification of remaining oil reserves for conversion to petrochemicals has been always a banal excuse—the IRI is not even capable of refining enough raw oil, therefore has to import a part of its domestic consumption.

      In 1995 the IRI signed a contract with Russia to resume work on the half complete Bushehr plant, which was built nutill 1979 by the German firm. The construction is being finally done by the ex-“empire of evil” for the present memder of “axis of evil”!

      In late 2001, the international community knew that Iran's most important nuclear facilities were not at Bushehr, which can be monitored by the (IAEA), but in some secret military sites.

      Although the IRI since its existence is the most dangerous regime to(the) humanity, it was not until 2002 that the international community started questioning the danger but still opted to put it on the back burner for the time. Some countries, which are not completely aware of the jihadist strategy, are likely unequivocal in referring the IRI to the UNSC. By contrast, In Iran, rhetoric and planning appear to have progressed quite a bit further in the process to the nuclear weapons.

      An ideal Islamic nation is not a modern and advanced society, but an Islamic docile and humble nation or an “Ummah”. As such, the IRI’s nuclear programme is not to develop Iran’s national economy, but has roots in its jihadist strategy.

      Today,the iranian democratic opposition should take this opportunity to publicly poineer an international struggle against the whole IRI, whose parasitic life is a permanent danger to humanity.So every protest against the IRI should be taken in conjunction with its parasitic life.

      The IRI’s nuclear technology is particularly dangerous. Since their ballistic missile system is not enough accurate to fly over countries with an accurate anti-missile defense system, plans are probably made that nuclear weapons can be converted to some kind of explosive devices in the hands of jihadists, basijdists and other followers of the regime for suicide attacks.

      Always convinced of achieving a great”Dar-al-Islam“(territory of Islam), the IRI’s officials have always expressed their “Islamic duty” to install Islamic states all over the world. They not only consider that the IRI is the leader of the nation of Islam, but this rule should not also be limited by geographic boundaries, and as a result, the whole world should be the legitimate territory of Islam.

      Today, as expressed by the Islamic authorities, the IRI publicly recruits volunteers to train and indoctrinate them as “holy warriors” to be sent to fight the “enemies of Islam”. These brainwashed would-be-suicide bombers must fight to defend the cause of "al-Islam w'l dawla“worldwide to kill and to be killed for the rule of Islam.

      Although, difficult to technically envision, the nuclear weapon can be considered to be converted to an appropriate weapon of civil destruction, namely for suicide attacks.

      Generally, the IRI’s killers treat their “internal” enemies not differently from their “external” enemies.

      - “Seif-al-Islam” (Sword of Islam):

      In the course of history, Islam without its sword could never be as expanded as today’s “Daral-al-Islam” (territory of Islam). This sword of nomadic Arab tribes, whose bearers were mandated to convert agreat part of today’s Islamic world into Islam, is still on the flag of Saudi Arabia. The sword killed millions of non-Muslims and “less”-Muslims to reach the size of today’s “Dar-al-Islam”.

      Today, the Islamic world is in such a deep crisis of backwardness that it cannot be anymore a destabilising danger for the world of non-Muslims.

      Organised acts of terrorism in the non-Islamic world cannot culminate in a Jihad-Crusade war. The problem is the rusty sword, which is no longer an efficient weapon of Islam. At the time when the war on Islamism tends to dominate the debate on international level, the rusty sword cannot represent the same value as in the Golden Age of Islamic Caliphate. It cannot even free the occupied “Islamic” territory of Palestine from the arch foe of Islam, “Zionist” Israel. Since the sword and the Islamism cannot complement each other, nuclear weapons programme would stand for the only alternative to replace the ”Seif-al-Islam”. Therefore, atomic weapons, maybe in appropriate form and size, can be a new weapon of jihadist attacks against “enemies of Islam”

      In the whole, Islamists cannot desist from nuclear weapons; such a “sin” would be in breach of”jihad fi sabil Allah” (war for the cause of Allah).

      • Rescheduled talks between Iran and the European Union on Tehran's nuclear programme are set to start.
        Iran's chief nuclear negotiator, Ali Larijani, will meet the EU's Foreign policy chief, Javier Solana, for an informal dinner in Brussels.

        Formal discussions have been scheduled for next week.

        Iran has yet to respond formally to a proposal put forward by the international community to persuade it to suspend uranium enrichment.

        'Playing for time'

        Iran postponed a meeting scheduled for Wednesday, citing security concerns.

        The announcement appeared to be linked to a visit to the European parliament by the leader of a controversial exiled Iranian opposition group.

        The postponement has stoked suspicions in some Western countries that Iran, under threat of UN Security Council action if it rejects the package, is playing for time.

        Thursday's dinner is the first face to face meeting between Mr Larijani and Mr Solana since early June, when Mr Solana presented Iran with a package of proposals aimed at persuading Tehran to suspend its sensitive uranium enrichment activities.

        In public statements, Iranian officials have reacted relatively positively to the package, but have also said there are ambiguities which need to be ironed out.

        Time pressure

        But Tehran has yet to give an official substantive response, despite pressure from Western countries for it to do so before the G8 summit in St Petersburg in mid-July.

        Various Iranian officials have suggested that Tehran might give a formal response in early - or even late - August.

        There seems to be little expectation that Mr Larijani will definitively accept or reject the proposals during Thursday's meeting.

        But the EU says it is hoping to get at least an initial indication of what Iran is thinking - and to answer any questions it has on the package, in the hope of obtaining a substantive response next week.

        • Belgium -Iran's top nuclear negotiator said Thursday his country remains serious about continuing negotiations to defuse the international standoff over its nuclear program, which the West fears could be used to make weapons.

          Ali Larijani spoke at the start of an informal working dinner with European Union foreign policy chief Javier Solana.

          "We are serious about the continued negotiations," Larijani told reporters, adding that formal talks would be held next Tuesday.

          Solana said he was "looking to get this process going, it is going to be beneficial for both" sides.

          Officials said Larijani would fly to Madrid, Spain, after the dinner meeting and no statements would be made about the outcome of the preliminary talks before next week's round.

          "We are going to work and not talk much," to you reporters, Solana said.

          Iran has been offered a package by the five permanent U.N. Security Council members plus Germany that includes incentives such as nuclear expertise and reactors. It calls on Iran to suspend uranium enrichment for the duration of any negotiations, and sets out the priority of a long-term moratorium on such activity until the international community is convinced that Iran's nuclear aims are peaceful.

          Solana has been appointed the interlocutor on behalf of the EU, Russia and the United States to handle Iranian questions on the package.

          Western diplomats have threatened to restart efforts to punish Iran through possible U.N. Security Council sanctions unless Tehran stops enrichment and agrees to talks by July 12, when foreign ministers of the five permanent Security Council nations and Germany consult in Paris.

          Tehran has asserted repeatedly that its nuclear program, which includes uranium enrichment, is peaceful and aimed at generating power. But the U.S., Israel and the EU fear the research program is a cover for the development of nuclear weapons.

          Larijani was supposed to have come to Brussels Wednesday to respond to the package submitted to Iran last month, but that meeting was called off at the last minute and rescheduled for Thursday. Tehran cited anger over a rally in Paris by exile groups and the appearance of an Iranian opposition leader in the European Parliament as the reason for the unexpected delay.

          EU spokeswoman Cristina Gallach said the two delegations will meet again next Tuesday in Brussels to formally address the issue. Iranian officials have said they will seek explanations for "ambiguities" contained in the offer put forward by the United States, Russia, China, Britain, France and Germany.

          In Washington on Wednesday, Secretary of State Condoleezza Rice said Iran needed to give "a substantive response" to a Western overture meant to end the crisis before the Group of Eight leaders meet later this month in St. Petersburg, Russia.

          In Moscow, Russian President Vladimir Putin also urged Iran Thursday to respond swiftly to the proposal to ease concerns over its nuclear program. But he said it was too early to discuss imposing sanctions on Tehran, suggesting that could be counterproductive.

          "I would not rush forward and talk about sanctions," Putin said.

          Earlier this week, EU officials said they did not anticipate Larijani would fully respond to the offer, but only seek clarification of several points of the package — and perhaps come up with a counterproposal.

          Work on a Security Council resolution was suspended May 3 to allow the six powers to draw up the plan of perks if Iran agrees to a long-term moratorium on enrichment — or punishments that include the threat of selective U.N. sanctions if it does not.

          Possible U.N.-mandated sanctions include a visa ban on government officials, freezing assets, blocking financial transactions by government figures and those involved in the country's nuclear program, an arms embargo and a blockade on the shipping of refined oil products.

          • Iran's chief nuclear negotiator Ali Larijani said on Friday he had a positive impression of a proposal for Iran to halt nuclear enrichment, but would not be rushed into responding.

            Western powers have demanded Iran make a full reply to an offer of a package of incentives for it to halt nuclear enrichment by a July 15 Group of Eight (G summit in St. Petersburg. Tehran says it will respond to the offer by August 22.

            Speaking through an interpreter, Larijani said:

            "The Iranian nuclear issue is not so complicated that it cannot be resolved by dialogue."

            He told a news conference during a visit to Madrid there was no reason to be pessimistic about an impasse, but that setting time limits undermined confidence on both sides.

            "We don't need people to set us deadlines," he said.

            "This pressure creates an atmosphere of a lack of trust and doubt between the two parties," he said, answering a question about the timing of Iran's response.

            Larijani also said his meeting with the European Union's foreign policy chief had been "very fruitful and constructive."

            Larijani met Javier Solana for a private dinner in Brussels on Thursday, before his visit to Spain.

              But Ali Larijani said Iran should not be given a deadline for its response to the offer, which is aimed at suspending Tehran's uranium enrichment work.

              Mr Larijani is in Europe for talks on the package. Western nations have indicated they want a reply by 15 July.

              Earlier, the EU said talks with Iran on the nuclear issue had begun well.

              Iran says its nuclear programme is entirely peaceful, aimed at meeting its energy needs. But the US and other Western nations fear Iran may develop nuclear weapons.

              On Thursday he held talks with the European Union's foreign policy chief, Javier Solana, in Brussels, which the EU described as a "good start".

              Mr Larijani said in Madrid: "We view this proposition in a positive light but there are doubts about it which we have to clarify through dialogue... I see no reason to be pessimistic."

              However, he added: "We do not need to be given a time limit to respond... that does not make sense. If negotiation is to take place it needs to be in the language of negotiation."

              Western powers had said they wanted a reply to the package - believed to include a nuclear reactor and fuel supply along with trade and other incentives - before a G8 summit in St Petersburg on 15 July.

              The deal was agreed by the five UN Security Council nations plus Germany.

              The US has threatened to push for sanctions if there is no positive response from Iran.

              UN nuclear watchdog chief Mohamed ElBaradei on Wednesday warned that the world was "impatient" at Iran's failure so far to respond.

              Iranian President Mahmoud Ahmadinejad had earlier said a formal response could come in August.

              • Spain -Iran's top nuclear negotiator said Friday that the West's pressure for a quick response to its offer of incentives for Tehran to halt its nuclear program is not helpful, but insisted the standoff can be resolved through dialogue.

                "We do not need them to give us a deadline for answering. That pressure creates an atmosphere of lack of confidence and doubt among the two sides," Ali Larijani told a news conference in Madrid after meeting with senior Spanish officials.

                "The Iranian nuclear issue is not so complicated that it cannot be solved through dialogue," Larijani said.

                "This proposal has many doubts," he said. "Through dialogue we have to resolve the doubts."

                He said Iran is optimistic about prospects for resolving the standoff but would not say when it might respond to the package of incentives.

                Tehran has asserted repeatedly that its nuclear program is peaceful and aimed at generating power. But the U.S. and the European Union fear it is a cover for the development of nuclear weapons.

                Europe could enhance Iranian confidence in the nuclear talks by ending restrictions on exports of some industrial equipment to Iran, Larijani said. "There are many areas in which confidence can be created," he said.

                Javier Solana, the European Union's foreign policy chief, traveled to Tehran last month with the offer of incentives if Iran agrees to halt its uranium enrichment program and return to negotiations.

                On Thursday, Larijani met with Solana in Brussels, Belgium, and said his country remains serious about continuing negotiations.

                Those talks were "constructive and fruitful," the Iranian official said Friday.

                The five permanent members of the U.N. Security Council and Germany drafted the offer, which includes sharing civilian nuclear expertise and technology. The six nations have pushed for a response from Iran, but have yet to receive one.

                Solana and Larijani are to meet again Tuesday in Brussels.

                • Iran has asked the International Atomic Energy Agency to remove the head of the inspection team probing Tehran's nuclear program, U.N. officials said Sunday.

                  The inspector, Chris Charlier, has not been back to Iran since April because of Iranian displeasure with his work, the officials said.

                  However, Charlier remains the head of the team, they said, speaking on condition of anonymity because the issue was confidential.

                  The German newspaper Welt am Sonntag reported Sunday that Charlier had been removed from his post and assigned to other duties. It quoted him as saying he believes Iran is operating a clandestine nuclear program and suggested it was linked to weapons.

                  IAEA spokespeople in Vienna, Austria, declined comment Sunday.

                  Charlier, 61, has previously complained publicly that Iranian constraints made inspection work there difficult.

                  Tehran denies it is interested in nuclear weapons but revelations of past clandestine activities and finds of documents linked to warheads, along with its insistence on carrying out uranium enrichment, have heightened international suspicions.

                  Meanwhile, Tehran warned the Group of Eight Sunday against making any decisions on Iran's nuclear program without consulting it first.

                  "Any (G- summit decision on Iran — if premature and incomplete — could harm the current positive trend of negotiations," Iranian Foreign Minister Manouchehr Mottaki said, referring to talks with the European Union about an incentives package offered to Iran to end the impasse over its nuclear program.

                  "The G-8 summit won't be comprehensive without Iran's participation and opinion," Mottaki said of the gathering by the leaders of the world's largest economies that is scheduled to open Saturday in St. Petersburg, Russia.

                  EU foreign policy chief Javier Solana and top Iran nuclear envoy Ali Larijani met in Brussels, Belgium, last week. A formal meeting is scheduled for Tuesday.

                  On Sunday, Mottaki reiterated that Iran would give a formal response to the offer by the five permanent members of the U.N. Security Council and Germany next month. He hinted that Tehran planned to negotiate some aspects of the package first.

                  The West wants Iran to respond to the incentives before the G-8 summit.

                  • Iran will not give its final answer at a meeting this week to a package of proposals backed by six world powers that aims to end a nuclear standoff with the West, an Iranian nuclear official said on Monday.

                    Iranian chief nuclear negotiator Ali Larijani meets European Union foreign policy chief Javier Solana on Tuesday, when the EU has said it wants a "substantial response" to the offer.

                    Iran previously said it would not give a final response on Tuesday but, by repeating the comment a day before the meeting, the official undermined any prospects of a breakthrough.

                    "Tomorrow, we will not give a definite answer. We will only discuss questions and ambiguities regarding the offer," the official said.

                    Asked if Iran would give a final response if Solana answered all the queries, the official said: "It is very unlikely."

                    The United States, Russia, China, France, Britain and Germany offered Iran a package of economic and diplomatic incentives to give up uranium enrichment, a process the West says Iran is using to make atomic bombs despite Iranian denials.

                    Iran, which says the package contains ambiguities that need clearing up, has said it would give an answer by August 22. Iranian Foreign Minister Manouchehr Mottaki said on Sunday that Solana was not able to answer all Iran's questions.

                    Mottaki also said the Group of Eight countries, which meet in Russia in mid-July, should not take decisions that could harm the current positive atmosphere in efforts to resolve the issue.

                    The nuclear package is expect to be one of the issues dominating the G8 meeting.

                    • Iran rejected Western pressure for an immediate response to an international offer of incentives to suspend uranium enrichment on Tuesday, telling the European Union the proposal lacked proper legal guarantees.

                      A meeting between chief Iranian negotiator Ali Larijani and EU foreign policy chief Javier Solana ended with no sign of progress, although they agreed to keep in touch after Solana reports to major power foreign ministers in Paris on Wednesday.

                      Even as they met in Brussels, Iranian President Mahmoud Ahmadinejad continued to breathe defiance, saying his country would not back down from its right to produce nuclear fuel.

                      "The Iranian nation will not retreat one iota on its way to realizing all of its rights, including complete nuclear rights and employing the capacities to produce nuclear fuel," student news agency ISNA quoted him as saying in northwest Iran.

                      The United States, which accuses Tehran of secretly working to build nuclear weapons, had demanded a clear Iranian response before next weekend's summit of Group of Eight industrialized nations in Russia or face possible U.N. Security Council action.

                      But Larijani told a joint news conference after four hours of talks with Solana: "Since we have to go into a long process, we must be patient and do everything exactly."

                      A top Iranian official said differences persisted and Solana had been unable to answer all Larijani's questions.

                      "One of the main problems of this proposal is that there is no clear legal guarantees," said the official, who requested anonymity.

                      "For example, they offer us a reactor, but it's not clear which country is giving it, which company, and can the government oblige those companies to give Iran those reactors if pressured by the United States," the official added.

                      GLITCHES

                      The official said Larijani had reiterated Iran's insistence that it continue to enrich uranium but did not rule out further meetings, saying the offer could be a "basis for talks."

                      Senior officials from Britain, France, Germany and Russia participated in the talks alongside Solana. One European diplomat briefed on the outcome said: "The Iranians did not indicate any flexibility at all on suspension."

                      A British official in London said: "today the Iranians did not indicate any flexibility, in particular on the suspension issue. Everybody who attended the meeting was disappointed. Ministers will be in Paris tomorrow and will decide how to proceed from here."

                      A spokeswoman for Solana declined to comment on the content of talks but told reporters: "We want them to respond as clearly as possible, as quickly as possible."

                      Iran has said it will reply in late August to a package of technology, economic and political sweeteners, and an Iranian foreign ministry spokesman suggested its full answer would only emerge later during detailed negotiations on the offer.

                      "Iran's answer will not be given suddenly. The answers will be given during the negotiations," Foreign Ministry spokesman Hamid Reza Asefi was quoted as saying by state radio, adding Tehran saw "ambiguities" in all three areas of the package.

                      Diplomats say Russia and China, both veto-holders in the U.N. Security Council, are wary about imposing sanctions on Tehran and so acknowledge there is little pressure on Iran to give an early reply to the offer presented by Solana on June 6.

                      Separately, some Western diplomats accredited to the U.N. nuclear watchdog agency in Vienna said technical glitches appeared to have slowed down Iran's nuclear fuel-enrichment program and put on hold plans to expand it.

                      "We have been told of problems from people in a position to know. It's a slowdown in the process although we haven't been able to quantify it yet," said one diplomat, who like others asked for anonymity due to the topic's political sensitivity.

                      Outside the Brussels talks, some 60 supporters of the exiled Iranian opposition waved banners urging "U.N. sanctions to stop the game of the mullahs," insisting Tehran was not interested in solving the dispute and was merely playing for time.

                      • چگونه اورانيوم به انرژي تبديل مي شود؟

                        درون يك راكتور هسته اي اتم هاي اورانيوم 235 (u-235) شكافته مي شوند و در جريان عمليات پردازش انرژي آزاد مي كنند. اين انرژي اغلب براي حرارت دادن آب و تبديل كردن آن به بخار استفاده مي شود.


                        غني سازي:

                        اورانيوم طبيعي اصولا شامل مخلوطي از دو ايزوتوپ (نوع اتمي) از اورانيوم است. تنها 7/0 درصد از اورانيوم طبيعي، شكاف پذير و يا داراي قابليت شكاف پذيري است كه با شكافته شدن در راكتورهاي هسته اي انرژي توليد مي كنند. ايزوتوپ اورانيوم شكاف پذير، اورانيوم نوع 235 (u-235) است و پس مانده آن اورانيوم 238 (u-23 است.

                        در بيشتر انواع راكتورهاي معمولي هسته اي به اورانيوم 235 (u-235 كه اورانيوم با غلظت بيش از حد طبيعي است) نياز دارند. عمليات غني سازي، غلظت اورانيوم را بيشتر مي كند. عموماً بين 5/3 تا 5 درصد اورانيوم 235 با بيرون آوردن 8 درصد از اورانيوم 238. اين عمل با جداسازي گازي هگزافلوريد اورانيوم در دو جريان انجام مي گيرد. يكي به اندازه لازم غني سازي مي شود و اورانيوم غني شده ضعيف ناميده مي شود و ديگري به اورانيوم 235 منتهي مي شود كه به پس مانده معروف است.

                        در عمليات غني سازي در مقياس هاي بزرگ تجاري وجود دارد، كه هر كدام هگزافلوريد اورانيوم را به عنوان منبع استفاده مي كنند: نفوذ گازي و تفكيك گازي و هر دوي آنان از خواص فيزيكي مولكولي استفاده مي كنند. مخصوصا با 10 درصد اختلاف جرم، براي جداسازي ايزوتوپ ها محصول اين مرحله از چرخه سوختي هسته اي، اورانيوم هگزا فلوريد غني شده است كه براي توليد اورانيوم اكسيد غني شده تغيير حال مجدد مي يابد.

                        توليد و ساخت سوخت

                        سوخت راكتور غالباً به شكل گلوله اي سراميكي است. اين گلوله ها از اورانيوم اكسيد كه در دمايي بسيار بالا (بيش از 1400 درجه سانتيگراد) پخته شده است شكل مي گيرند. سپس گلوله ها در لوله هاي فلزي از ميله سوختي پوشانده مي شوند كه در مجتمع هاي سوختي براي استفاده در راكتورها آماده هستند. ديمانسيون گلوله هاي سوختي و اجزاي ديگر مجتمع سوختي به دقت كنترل مي شوند تا از پايداري و دارا بودن آنان از خصوصيات دسته هاي سوختي اطمينان حاصل شود.

                        در تأسيسات توليد سوخت توجه زيادي به شكل و اندازه مخزن هاي عملياتي مي شود تا از اتفاقات خطرناك جلوگيري شود. (يك زنجير محدود واكنش پرتو آزاد مي كند). با سوخت غني شده ضعيف امكان اتفاق افتادن اين حوادث بعيد به نظر مي رسد. اما در تأسيسات هسته اي بررسي سوخت هاي مخصوص براي تحقيقات راكتورها عملي حياتي است.


                        توليد نيرو

                        درون يك راكتور هسته اي اتم هاي اورانيوم 235 (u-235) شكافته مي شوند و در جريان عمليات پردازش انرژي آزاد مي كنند. اين انرژي اغلب براي حرارت دادن آب و تبديل كردن آن به بخار استفاده مي شود.

                        بخار توربيني را كه به ژنراتور متصل است به حركت مي اندازد و باعث توليد الكتريسيته مي شود. مقداري از اورانيوم 238 (u-238 به شكل سوخت) در هسته و مركز راكتور به پلوتونيوم تبديل مي شود و اين يك سوم انرژي در يك راكتور هسته اي معمولي را حاصل مي كند. شكافتن اورانيوم به عنوان منبع حرارت در راكتورها استفاده مي شود. همان گونه كه سوزاندن زغال سنگ، گاز و يا نفت به عنوان سوخت فسيلي در تأسيسات نيرو استفاده مي شود.

                        سوخت مصرف شده (خرج شده)

                        با گذشت زمان، غلظت قطعات و عناصر سنگين شكافته شده مانند پلوتونيوم در مجموعه سوخت افزايش خواهد يافت تا جايي كه ديگر هيچ سودي در استفاده دوباره از سوخت نيست. بنابراين پس از گذشت 12 الي 24 ماه سوخت مصرف شده از راكتور خارج مي شود. مقدار انرژي كه از مجموعه سوختي توليد شده است با نوع راكتور و سياست و كارداني گرداننده راكتور تغيير مي كند.

                        معمولا بيش از 45 ميليون كيلو وات ساعت الكتريسيته از يك تن اورانيوم طبيعي توليد مي شود. توليد اين مقدار انرژي الكتريكي با استفاده از سوخت هاي فسيلي ملزم به سوزاندن بيش از 20 هزار تن زغال سنگ سياه و 30 ميليون مترمكعب گاز است.

                        انبار كردن سوخت مصرف شده

                        وقتي يك مجموعه سوختي، از راكتور خارج مي شود از خود پرتو ساطع مي كند كه اساساً بيشتر از شكافتن قطعات و حرارت آن است. سوخت مصرف شده فوراً در استخرهاي انبار كه در اطراف راكتور براي كاهش ميزان پرتوزايي آن است تخليه مي شوند. در استخرها، آب جلوي پرتوزايي را مي گيرد و همچنين حرارت را به خود جذب مي كند.

                        سوخت مصرف شده در چنين استخرهايي براي ماه ها و يا سال ها نگه داشته مي شوند.

                        وابسته به سياست كشورهاي مختلف در بعضي از آنها مقداري از سوخت مصرف شده به امكانات و تأسيسات انبار مركزي انتقال مي يابند. سرانجام، سوخت مصرف شده يا بايد دوباره پردازش شود و يا براي دفع اتمي آماده شود.

                        پردازش دوباره

                        سوخت مصرف شده چيزي حدود 95 درصد اورانيوم 238 است ولي داراي حدود يك درصد اورانيوم 235 كه شكافته شده نيز نيست، و در حدود يك درصد پلوتونيوم و سه درصد محصولات شكافته شده كه در حد زيادي پرتوزا هستند و ديگر عناصر ترانزورانيك (كه عدد اتمي بيشتري نسبت به اورانيوم دارد) كه در راكتور شكل گرفته اند در دستگاه هاي دوباره سازي سوخت مصرف شده به سه جزء تشكيل دهنده خود تفكيك مي شوند: اورانيوم، پلوتونيوم و پس مانده كه شامل محصولات شكافته شده است. دوباره سازي امكان بازسازي مجدد اورانيوم و پلوتونيوم به سوخت تازه را مي دهد و بخش عمده اي از پس مانده كاهيده را توليد مي كند. (مقايسه با به حساب آوردن كل سوخت مصرف شده به عنوان پس مانده)

                        بازسازي مجدد اورانيوم و پلوتونيوم

                        اورانيوم حاصل از دوباره سازي كه معمولا غلظتي كمي بيشتر از اورانيوم 235 دارد و در طبيعت رخ مي دهد، مي تواند اگر نياز باشد پس از تبديل كردن و غني شدن به عنوان سوخت استفاده شود. پلوتونيوم مي تواند مستقيماً به MOX (سوخت مخلوط اكسيد) تبديل شود كه در آن اورانيوم و پلوتونيوم مخلوط شده اند.

                        در راكتورهايي كه از سوخت MOX استفاده مي كنند، پلوتونيوم به جاي اورانيوم 235 جانشين سوخت اورانيوم اكسيد معمولي مي شود.

                        دفع سوخت مصرف شده

                        در حال حاضر، هيچ گونه امكاناتي براي دفع سوخت مصرف شده (برخلاف امكانات انبارسازي) وجود ندارد كه براي دوباره سازي استفاده مي شود و پس مانده هاي به جا مانده از دوباره سازي مي توانند در محلي انباشته شوند. هرچند نتايج فني و تكنيكي مرتبط با دفع سوخت ثابت كرده اند كه هيچ احتياجي به تأسيس چنين امكاناتي در برابر حجم كم پس مانده ها نيست. انبار كردن با توجه به كاهش در حال رشد پرتوزايي براي مدت طولاني آسان تر است. همچنين مقاومت مغناطيسي در سوخت دفع شده وجود دارد، چون منبع قابل توجهي از انرژي در آن است كه مي تواند دوباره فرآوري شود و امكان بازيافت دوباره را به اورانيوم و پلوتونيوم بدهد.

                        تعدادي از كشورها در حال انجام مطالعاتي در زمينه تصميم گيري بهترين راه براي نزديك شدن به دفع سوخت مصرف شده و پس مانده هاي پس از دوباره سازي هستند. روش متداولي كه امروزه استفاده مي شود قرار دادن سوخت مصرف شده در انبارهاي زيرزميني است:

                        پس مانده ها

                        پس مانده هاي حاصل از چرخه سوختي هسته اي در رده هاي: شديد، متوسط و كم دسته بندي مي شوند و اين تقسيم بندي براساس تشعشعات راديواكتيوي كه از خود ساطع مي كنند، است.

                        اين پس مانده ها از منابعي سرچشمه مي گيرند كه شامل موارد زير است:

                        پس مانده هاي رده پايين (Low-level) كه در تمام مراحل چرخه سوختي توليد مي شوند.

                        پس مانده هاي رده متوسط (Intermediat-level) كه در جريان عملكرد راكتور و دوباره سازي توليد مي شوند.

                        پس مانده هاي رده بالا (High-Level) كه شامل محصولات شكافته شده حاصل از دوباره سازي و در بسياري از كشورها خود سوخت مصرف شده هستند.

                        فرآيند غني سازي توليدات را به سوي تهي كردن اورانيوم هدايت مي كند. غلظت اورانيوم 235 به طور عمده كمتر از 7/0 درصد است كه در طبيعت پيدا مي شود. تعداد كمي از اين مواد كه اصولاً اورانيوم 238 هستند زماني استفاده مي شوند كه چگالي بسيار زياد نياز است. مثل استحفاظ پرتوافشاني و گاهي استفاده در توليد سوخت Mox. در حالي كه اورانيوم 238 قابل شكافتن نيست ماده اي پرتوافشاني كم است و بايد درمورد آن احتياط كرد، از اين رو يا آن را انبار و يا دفع مي كنند.

                        ميزان مواد موجود در چرخه سوختي هسته اي

                        موارد زير فرضيات مختلفي ايجاد مي كنند. (پاورقي شماره 2 را ملاحظه فرماييد) اما مورد ملاحظه عملكرد راكتور انرژي هسته اي NWE 1000 قرار مي گيرند.

                        20000 تن از يك درصد سنگ معدن اورانيوم استخراج

                        230 تن از اورانيوم اكسيد غليظ شده (همراه 195 تن اورانيوم) آسياب سازي

                        288 تن UF6 (همراه 195 تن اورانيوم) تبديل كردن

                        35 تن UF6 (همراه 24 تن اورانيوم غني شده) غني سازي

                        27 تن UO2 (همراه 24 تن اورانيوم غني شده) ساخت و توليد سوخت

                        7000 ميليون كيلووات ساعت (kwh) نيروي الكتريسيته عملكرد راكتور

                        27 تن شامل 240 كيلوگرم پلوتونيوم، 23 تن اورانيوم(u-235 8/0 درصد)، 720 كيلوگرم محصولات شكافتي، همچنين ترانزورانيك سوخت مصرف شده

                        پاورقي شماره 1- غليظ كننده هاي اورانيوم بعضي اوقات در شرايط u3o8 قرار مي گيرند كه حجم آن (مخلوطي از دو اورانيوم اكسيدي كه نسبتاً همان چيزي است كه در طبيعت يافت مي شود.

                        محصول u3o8 خالص شامل حدوداً 85 درصد فلز اورانيوم است.

                        پاورقي شماره 2- غلظت اورانيوم 80 درصد است، غني سازي در 4 درصد اورانيوم 235 به همراه 3 درصد دنباله آزمايش شده، 80 درصد براي عملكرد راكتور بارگزاري مي شوند، در هسته راكتور 72 تن اورانيوم بارگزاري مي شوند. سوخت گيري سالانه است و هر سال يك سوم سوخت را عوض مي كنند.

                        • Iranian President Mahmoud Ahmadinejad has warned that Tehran could halt UN inspections and quit the nuclear Non-Proliferation Treaty in retaliation against mounting international pressure on the country.

                          The threat came the day after world powers referred the crisis over Iran's disputed nuclear drive back to the Security Council -- which could impose sanctions -- after Iran failed to respond to demands it suspend work that could lead to the production of nuclear weapons.

                          "Up to now the Iranian people have acted within the framework of the NPT and the IAEA," the president asserted, in reference to the nuclear Non-Proliferation Treaty and the UN's International Atomic Energy Agency.

                          "But if they reach the conclusion that Western countries do not have goodwill and sincerity... they (the Iranian people) will revise their policy," he said in comments carried by the website of Iranian state television.

                          Iran says it only wants to enrich uranium to make reactor fuel, and rejects accusations that it wants to acquire the capacity to make weapons.

                          But on Wednesday the five permanent members of the UN Security Council plus Germany decided they had lost patience with Iran.

                          "The Iranians must understand that they can't wait us out and can't hope to split a coalition -- and so the first step is to go to the United Nations and speak with as common a voice as possible," US President George W. Bush said after talks in Germany with German Chancellor Angela Merkel.

                          Iran had been offered trade, diplomatic and technology incentives as well as multilateral talks -- involving the United States -- if it agreed to a suspension.

                          "We said, 'reasonable period of time,' 'weeks, not months.' That's what we explained to the Iranians," Bush said. "They evidently didn't believe us. And so now we're going to go to the Security Council, and we're united in doing that."

                          The US ambassador to the UN, John Bolton, said he hoped the Security Council would be able to take action "early next week" on a draft resolution that would make a halt to Iran's uranium enrichment mandatory.

                          "China has agreed, Russia has agreed" on the steps to be taken, a senior US official also said, but added the specific sanctions had not yet been decided on.

                          But Ahmadinejad told the world powers to "be patient and not disturb the current climate" and insisted Iran was still studying the offer.

                          "We will try to conduct a positive examination (of the offer) and will give our reply at the end of Mordad," the Iranian month that ends on August 22, he was quoted as saying.

                          "We want to solve the problem calmly," he asserted, rejecting accusations that Iran's hardline leadership was merely trying to buy time and exploit international divisions.

                          But the president also repeated that "we will not renounce our absolute right to use peaceful nuclear technology" -- in yet another signal the country was unwilling to freeze enrichment.

                          Iran's top nuclear negotiator Ali Larijani meanwhile insisted he remained willing to discuss the nuclear issue, but he repeated Iran would not accept an enrichment freeze as a precondition to talks.

                          "Why do we make artificial words sacred when we want to reach great goals, and make all discussion impossible," Larijani said of the fact that an enrichment freeze remains the Security Council's central demand.

                          "We should not set preconditions that make negotiations pointless," he said.

                          Iran resumed enrichment in January, and has already ignored a non-binding Security Council demand for the work to stop pending the result of an IAEA probe.

                          The Vienna-based agency still says that -- after more than three years of inspections -- it is still not in a position to say whether Iran is seeking nuclear energy or weapons.

                          Iranian leaders have already moved to limit IAEA inspections, and have in the past threatened to follow the path of North Korea by abandoning the NPT -- the cornerstone of the global effort against the spread of nuclear weapons.

                              شما نکته ريشه ای را مطرح کردید. به اعتقاد ما با توجه به اینکه تقریباً طی3 سال گذشته ایران تمام تلاش های لازم برای رفع ابهام و اعتمادسازی در پرونده اتمی اش را انجام داده، ديگر هیچ بهانه ای برای برخورد دوگانه با ایران وجود ندارد. مگر آنکه بخواهند با ما برخورد سیاسی کنند و جالب آن است که عموم کشورهای غیرمتعهد و اکثر ملت های جهان به سیاسی برخورد کردن آمریکا و اروپا نسبت به مسئله ایران اعتراف دارند.
                              بنابراین همانطور که شما اشاره کردید از آغاز انقلاب اسلامی تاکنون دشمنی آمریکا با ايران بخاطر شرایط مختلفی که در منطقه برای آمريکا پدید آمده، یک دشمنی جدی و دیرینه بوده. خصوصاً با توجه به اینکه تا سال 2015 نفت آمریکا به اتمام می رسد و نفت خاورمیانه هم مجموعاً تا سال 2050 دوام دارد و آنچه که از ذخاير نفتی باقی می ماند، منابعی است که در اختیار کشورهائی مانند ایران است، لذا آمریکا در این رابطه با توجه به وابستگی اش به انرژی، احساس نگرانی زیادی دارد. ضمن اینکه بیداری اسلامی نيز در وضعیت طرح ها و پروژه های آمریکا در خاورمیانه تاثیر قابل ملاحظه ای گذاشته و آمريکا همه اینها را منبعث از رفتار جمهوری اسلامی در منطقه و سطح جهان می داند.
                              طبيعی است وقتی طرح خاورمیانه بزرگ در حال شکست است، وقتی تئوری های مختلف آمریکا در منطقه در خصوص انقلاب های مخملی، یکی پس از دیگری در حال شکست خوردن است و بیداری اسلامی در سطح خاورمیانه موجبات پیروزی اسلام گرایان در عراق و فلسطین را فراهم آورده، آمریکا هم احساس نگرانی زیادی نسبت به شرایط منطقه دارد.
                              سخن آقای بوش در بعد از 11 سپتامبر که قرن 21 را قرن درگیری بین غرب و اسلام معرفی کرد و طرح نگرش هائی از اين نوع در کنگره و محافل سیاسی آمریکا، نشان می دهد که اصولاً آمریکا و نومحافظه کاران درصدد مقابله جدی با جمهوری اسلامی هستند. گر چه در تمام روش های مقابله پيشين شان با ما شکست خوردند و نتوانستند قدمی جلو بیآیند، اما اکنون در حال استفاده از روش و ابزارهای مختلف و متفاوتی هستند و متاسفانه مجامع بین المللی که باید نقش داوری بی طرف را برای احقاق حقوق ملتها داشته باشند در اين ميان تحت تاثیر فشار آمریکا خود را مبدل به آلت دست و ابزار اعمال فشار آنها بر کشورهای مستقلی مانند ایران، سوریه، لبنان و ونزوئلا و بسیاری از کشورهای دیگر کرده اند. ما معتقديم که به هر حال ظرف مدت کوتاهی ايران از چالش هسته ای عبور می کند و به هیچ وجه هم نگران عواقب این نوع فشارهای آمریکا نیستیم و خودمان را برای همه عوارض ناشی از این نوع توطئه ها آماده کرده ایم و مطمئنيم تمام راه ها و طراحی های آمریکا اعم از تحریم اقتصادی و تهدید نظامی به بن بست می رسد.
                              آمریکا قادر نخواهد بود با چنين شيوه هائی علیه انقلاب اسلامی عمل کند و ما مطمئن هستیم جهان اجازه نخواهد داد شرایطی را که آمریکا درصدد ايجاد آن برای فراهم آوردن ناامنی در سطح جهان است را عملی کند چرا که رفتارهای غیر عقلانی و فاقد معیارهای قانونی و منطبق بر روابط صحیح بین الملل از سوی آمریکا مجدداً جهان را به سوی جنگ جهانی دیگری سوق خواهد داد.
                              لذا با علم به این مسئله فکر می کنیم که هدف آمریکا که براندازی نظام جمهوری اسلامی است جزء همان آرزوهای غير قابل تحقق آمريکا باقی می ماند. اما با اراده و عزمی که ملت ايران در همين تظاهرات ميليونی 22 بهمن گذشته از خود نشان داد که چگونه از مصالح کشورشان دفاع می کنند، آمریکائی ها فهميدند کوچک تر از آنند تا بتوانند ضربه ای به ما بزنند.

                              مایلم در سوال بعدی بازگشتی داشته باشم به صحبت های آقای فيروزی مبنی بر اينکه بحث انرژی اتمی جز خطوط قرمز و بازگشت ناپذير آمریکاست. با فرض آنکه بحث انرژی اتمی جز خطوط قرمز آمریکا باشد، بعضاً نوعی گرايش يا تحليل نزد پاره ای از سیاستمداران ایرانی ملاحظه می شود مبنی بر آنکه غرب و آمریکا در تعقيب پرونده اتمی ايران، در دقیقه 90 از تصمیم خود باز می گردند. من نمی دانم این تحلیل تا چه اندازه درست است. گذشته از آن تحلیل دیگری وجود دارد دال براینکه صرف نظر از مخالفت هائی که آمریکا با برخورداری ایران از فن آوری اتمی دارد اما در بطن قضیه، واشنگتن چندان هم بی تمایل نیست تا ایران را در یک برزخ هسته ای نگه دارد با این نیت که بتواند در چنین فضا و برزخی اقدام به بازتولید فضائی مشابه فضای جنگ سرد در دوران ابرقدرتی شوروی کرده و از قبال آن بتواند:
                              اولاً حضور نظامی خود در منطقه را به بهانه حفظ کشورهای دیگر با تکیه بر اسلام فوبیای با محوريت ايران توجیه کند.
                              ـ ثانياً با تکيه بر اين اسلام فوبيای ايرانی، توجيه مناسبی برای فروش تسليحات به منظور افزايش ضريب امنيتی کشورهای حاشيه ايران فراهم آورد.
                              چنين تحليلی تا چه اندازه می تواند به واقعيت نزديک باشد؟

                              اولاً متاسفانه در مورد تغيير نظر آمريکا و اروپا در دقيقه 90 مشابه همين ديدگاه در مورد ایران هم وجود دارد. يعنی در بسیاری از محافل غربی گفته می شود که دولتمردان ایران پيش روی می کنند اما در دقیقه 90 به همان خواسته های نظام بین الملل بازخواهند گشت. من تصور می کنم چنين چيزی بتواند در یک معادله سیاسی امر قاطعی تلقی شود. کمااینکه در مورد مسئله گزارش یا ارجاع پرونده ايران به شورای امنيت هم من چندان اعتقادی به اين عبارات ندارم. همانطور که آقای سرگئی لاوروف هم اشاره کرد این بازی با لغت است. واقعيت آن است که شورای امنیت وارد قضیه شده و موضوع به سرعت دارد به سمت افزايش بحران پیش می رود. اینکه آمریکائی ها بتوانند از اين پرونده سوء استفاده کرده و بنوعی يک جنگ سرد جديد بوجود بيآورند، اینها البته جز ابزار سیاست خارجی آنها هست. اما برداشت من این است که اگر 11 سپتامبر چند سال جلوتر هم صورت می پذیرفت، بعید بنظر می آمد آمریکا و غرب اجازه می دادند حتی پاکستان هم به سلاح اتمی دست پیدا کند.
                              11 سپتامبر برای من یک نقطه عطف در نظام و روابط بین الملل است و بعد از آن بود که نگرش ها در ديپلماسی جهانی تغییر کرد. لذا بر اين اساس است که ما نبايد تصور کنیم کاری که غرب مثلاً با تحریم های نسبتاً ملایمی که نسبت به پاکستان اعمال کرد و بنوعی مراعات اسلام آباد را کرد تا آنها بتوانند تا مرز سلاح اتمی پیش بروند، در موقعيت فعلی محتمل الاتفاق است. این فرض برای هیچ کشور مسلمانی حداقل در آینده نزدیک قابل تصور نیست. استنباط غربی ها از اسلام مبتنی بر اين اصل شده که اسلام یک خطر جدی برای کل جهان است. لذا طبيعی است در چنين فضائی، آمریکائی ها سوء استفاده های خود را نيز بکنند.
                              توجه داشته باشيد که بین نگرش و اعمال غربی ها در مورد عراق با نگرش و نيات شان با ايران تفاوت اساسی وجود دارد. اگر بخاطر داشته باشید در موضوع عراق آمریکائی ها رفتار شان بمانند بوکسوری بود که ضربه محکمی خورده و گیج باشد و در چنان وضعيتی به طرف مقابلش بدون محاسبه، دیوانه وار حمله می کند. به همين دليل می بينيم که امروز عراق برای آمریکا تبدیل به یک چالش شده. اما اين دقيقاً برخلاف اتفاقی است که در مورد ايران در حال روی دادن است.
                              آنچه که در مورد عراق اتفاق افتاد ابتدا اجبار بود بعد مبدل به اجماع شد و نهايتاً آمريکا دست به اقناع کشورهای مخالف زد. به دليل همين مسير وارونه بود که پروژه عراق تا به امروز برای آمریکا چالش ایجاد کرده.
                              اما در مورد ایران اگر سیر حرکت را دنبال کنيد، می بينيم که آمریکا با آرامش حرکت می کند و دقیقاً بر خلاف مورد عراق ابتدا بدنبال اقناع است و اجماع و اجبار را در مراحل بعدی خود قرار داده.
                              اگر خاطرتان باشد درابتدای آغاز بحران اتمی ايران، دولتمردان ايران معتقد بودند طرف مقابل ايران، آمریکاست و اروپا بدليل اختلافات اش با آمریکا زیر بار فشار واشنگتن نمی رود. اما دیدیم آمريکا در زمان مناسب و با آرامش خاصی که همراه سیاست اش در قبال ايران کرد موفق شد اقناع لازم را برای اروپا فراهم آورد. متعاقباً ديديم بعد از اقناع اروپا، آمريکائی ها به سمت روسیه و چین رفته و تدريجاً اقناع جهانی بر عليه ايران در اجلاس فوریه ايجاد شد.
                              شما نگاهی به لیست کسانی که دراجلاس سپتامبر به ما رای دادند بياندازيد و آن را با کيفيت آرا اجلاس فوریه مقايسه کنيد.
                              در اجلاس سپتامبر آرا چین و روسیه ممتنع بود و همين امر بسياری از دولتمردان ما را به اشتباه انداخت. ولی در اجلاس فوریه ديديم اجماع عليه ايران تحقق پيدا کرد و امروز هم در حال هدايت پرونده ايران به سوی اجبارند و اين کار را با تکيه بر يک دیپلماسی صبورانه که يا محصول ديکته اروپا بوده و يا برخاسته از نبوغ خود آمريکائی ها بوده، به ثمر رسانده اند.
                              این حرکت حساب شده تر از آن چیزی است که در عراق صورت پذیرفت. آنها ايران را تدريجاً به این سمت می برند، چند ماهی هم به ما مهلت خواهند داد چون وظیفه شورای امنیت نیست که عجولانه به سمت تحریم پیش برود. فراموش نکنیم که شورای امنیت بر اساس منشور سازمان ملل متحد، حافظ و نگهبان صلح جهان است لذا در مرحله نخست باید به شما میدان آن را بدهد که این صلح و آرامش را برقرار کنيد. لذا ابتدا به ما زمان خواهند داد و من بر این باورم که در این دوران آمریکا بعد از اجماع و اقناع چین و روسیه، به سمت همسایگان ما خواهد رفت و این بار حتماً در حوزه خلیج فارس و بخصوص ترکیه شرایط را بگونه ای خواهد کرد تا آنها را نيز قانع کند که رفتن ایران به سمت هر نوع انرژی اتمی ممکن است منجر به دست یابی سلاح اتمی شود و این امر امنیت منطقه را به خطر می اندازد.
                              لذا این ترس و وحشت را در کشورهای منطقه ایجاد خواهد کرد. اینکه شما فرمودید آمریکا بدنبال آنست تا تسليحات خود را نيز به این بهانه بفروشد، اين فرض بعيدی نيست ولی استراژی نهائی آمريکا نمی تواند فروختن اسلحه باشد.
                              چشمداشت واقعی آمريکا در واقع بر اساس همان ايده خاورمیانه بزرگ طراحی شده و به همين منظور بعد از عراق و افغانستان این بار می خواهند ایران را هدف قرار دهند.
                              اتفاقی که در عراق افتاد این بود که آقای جورج بوش هرگز نتوانست و يا نخواست در تبليغات رسانه ای اش افکار عمومی آمريکائی ها را قانع کند که برای برپائی دموکراسی و سرنگونی یک دیکتاتور خونخوار به نام صدام حسین می خواهم به اين کشور لشگر کشی کنم. همه سخن بوش برای لشکرکشی به عراق بر محور کشف و انهدام سلاح های کشتار جمعی بود و دیدیم وقتی نتوانست آن سلاح های ادعائی را بدست آورد بصورت خيلی جدی از طریق مخالفین خودش مورد چالش قرار گرفت. يعنی می خواهم بگويم برای افکار عمومی مسائلی مانند حقوق بشر یا پروسه صلح خاورمیانه چندان محور نیست تا آنها را به حمایت از دولت شان برای اتخاذ اقدامات نظامی يا برخوردهای شديد وا دارد. اما چنانچه گفته شود ایرانی ها بدنبال ساخت سلاح اتمی هستند، آنگاه اين می تواند بهانه خوبی برای کسب رضايت افکار عمومی آمريکائی ها و اروپا برای هر اقدامی باشد چرا که افکار عمومی در آمريکا از قضیه 11 سپتامبر وحشت فزاینده ای دارند، به همين دليل دولتمردان ايران نباید در برخورد با مسائل کلان سياست خارجی تحلیل قبل از 11 سپتامبری داشته باشند. 11 سپتامبر نقطه عطف تحولات بين المللی است و بر اساس این نقطه عطف ما باید تحلیل کنیم.

                                تاکید آقای فيروزی مبنی بر آنکه شورای امنیت سازمان ملل حافظ صلح جهانی است، تاکيد درستی است، اما نوعاً شاهد بازتولید تاريخ هستيم، یعنی می بينيم همان جامعه مللی که بعد از جنگ جهانی اول به منظور اعاده صلح مبتنی بر عدالت تاسیس شد، از کانون اغماض هائی که توسط اين نهاد بين المللی صورت گرفت آلمان سرکشی بيرون آمد که دامن زننده به جنگ جهانی دوم شد.
                                امروز هم می بينيم علی رغم نظر تحلیل گران بی طرف مبنی بر مشروع بودن حق برخورداری ایران از انرژی صلح آميز هسته ای، غربی ها با فشار سازمان ملل اصرار بر محروم ماندن ايران از اين انرژی را دارند.
                                حال آيا تصور نمی کنید اصرار بر چنين اجحافی استعداد آن را دارد تا اولاً سازمان ملل متحد را که علی الظاهر برای اعاده صلح مبتنی بر عدالت تشکیل شده را از حيث ماهيت زیر سوال برده و ثانیاً مسئله را به صورت یک زخم بدخیم مستعد بازتولید بحران در آينده کند؟
                                کما اینکه در کودتای 28 مرداد هم دیدیم علی رغم آنکه کودتا به ظاهر موفق و رژیم مردمی دکتر مصدق سرکوب شد اما بدلیل نهادینه شدن کینه ضد آمریکائی ناشی از آن کودتا، بعد از چند سال انقلابی گسترده و فراگیر به نام انقلاب اسلامی که به شدت موضع ضد آمریکائی داشت، بروز و ظهور يافت.
                                لذا سوالم را تکرار می کنم. آيا تصور نمی کنيد چنانچه غرب بتوانند ایران را با هر ترفند يا فرآیندی از حق مشروع خود محروم کند، اساس نظام بین المللی که بعد از جنگ جهانی دوم ریخته شده زير سوال می رود و آينده را آبستن بحران های ديگری خواهد کرد؟

                                یقیناً همین طور است. بعضی از اعمال آمریکا خصوصاً بعد از روی کار آمدن خانم کاندوليزا رایس وقتی با ارزيابی دقيق تری مورد ملاحظه قرار می گيرد، متوجه می شويم که نهايتاً همه این طرح ها به نوعی به ضرر آمریکا شده.
                                وقتی کنگره آمریکا برای تهیه راهبرد براندازی رژیم جمهوری اسلامی دو نفر از اعضای دانشجو فاقد پایگاه اجتماعی در کشور را دعوت می کند و از آنها استمزاج می کند، این نشان دهنده عجز آمریکا در برخورد با جمهوری اسلامی است. واقعاً ما نبايد بزرگ نمائی آمریکائی ها را مبنای قضاوت در توانمندی های آنها قرار دهيم.
                                امروز آسیب پذیری آمریکا بعد از 11 سپتامبر بیش از گذشته شده. يازده سپتامبر اگرچه موجب تغییراتی در استراتژی و تصمیمات سران آمریکا شده اما هم زمان آسیب پذیری آنها را افزايش داده. امروز، هم آسیب پذیری آمریکا در منطقه بسیار بالا رفته و هم اینکه عموم طرح ها و پروژه های اين کشور در سطح منطقه در حال شکست است.
                                لذا به نظر می رسد چنانچه از شورای امنیت هم به عنوان ابزاری عليه ايران استفاده کنند، ایران نخواهد پذیرفت و عملاً پرونده اتمی ايران را وارد مرحله ای خواهند کرد که دیگر خودشان هم نخواهند توانست آن را جمع کنند. این به ضرر جامعه بین المللی است. اتفاقاً امروز هيچ مسئولی در جمهوری اسلامی بر اساس موضعی که ملت ما در رابطه با مسئله هسته ای گرفته حق بازگشت به گذشته را ندارد.
                                مردم ايران تکلیف شان را با مسئولين کشور در تظاهرات 22 بهمن روشن کردند و آنها را از چالش هسته ای عبور دادند. مسئولين کشور ديگر حق برگشتی ندارند. این گونه نیست که مصالح آینده کشور ما ایجاب کند تا مسئولین ما در مسئله اتمی عقب نشینی کنند، غربی ها چون دست شان خالی است دلیلی برای تصمیم و اقدامات غير قانونی خود ندارند لذا در هر حالتی ناچارند در برابر حقانیت ایران وصلح آمیز بودن انرژی هسته ای ما تسلیم شوند و ایران را عضو باشگاه هسته ای دنیا به حساب آورند.
                                من معتقدم که امروز آمریکا بسیار ضعیف شده. طرح ها و پروژه های اين کشور یکی پس از دیگری در حال شکست خوردن است.
                                همانطور که در اهانت به پیامبر بزرگوار اسلام در روزنامه های اروپائی آزمایش کردند و غیرت جهان اسلام را ديدند و بعد خواستند آن شکست را با انفجار حرم دو امام بزرگوار شيعيان در عراق خنثی کنند، ولی باز هم با اتحاد شیعه و سنی در جهان در اين ترفند هم شکست خوردند.
                                بنابراین من اعتقادم بر این است که آسيب پذيری آمریکا بسیار بیشتر از گذشته شده و آینده از آن اسلام و اسلام گرایان خواهد بود.

                                جناب آقای فیروزی شما در صحبت خود اشاره به دیپلماسی هوشیارانه آمریکا با تکيه بر سه اصل اقناع، اجماع و اجبار در برخورد با ایران علی رغم اشتباه رويکردشان در عراق داشتيد. اما اگر موفقیت آمریکا در این روند سه مرحله ای را بپذیریم، سوالی که پيش می آيد آن است که چرا دولتی مانند دولت پکن در ميانه بحران اتمی ايران، قرارداد 25 ساله انتقال 250 میلیون تن نفت را با ایران منعقد می کند؟
                                اگر واقعاً آمریکا توانسته این اقناع و اجماع و اجبار را فراهم کند، به چه دلیل پکن به استقبال چنین قراردادی می رود؟

                                مرتضی فیروزی:
                                فراموش نکنید ارزش قراردادی که پکن با ايران بسته برای يک دوره طولانی 20 ساله بالغ بر یکصد میلیارد دلار است. اين در حالی است که در سال 2005 مجموع معامله بین پکن و واشنگتن برای فقط یکسال 211 میلیارد دلار بوده که از اين رقم، معادل 57 میلیارد دلار به نفع تراز تجاری چین بوده، یعنی چینی ها توانستند 57 میلیارد دلار بیش از آمریکائی ها به واشنگتن کالا بفروشند. اين در حالی است که تمام 20 سال قرار داد ايران با چين به اندازه نصف یکسال تجارت پکن با واشنگتن است. لذا به این دلیل پکن ما را همراهی نخواهد کرد گذشته از آن فراموش نکنید کشوری مانند چین از اوایل دهه 70 متعاقب مذاکرات بسیار طولانی عضو دائم شورای امنیت شد و تا امروز فقط و فقط در مورد مسائل تایوان وهنگ کنک آن هم در چارچوب حاکمیت ملی و تمامیت ارضی کشورش دست به وتو زده. یعنی پکن تاکنون برای هیچ کشور دوستی از حق وتوی خود استفاده نکرده. لذا اگر ما به اين امید باشيم که چين در شورای امنیت با ما همراه باشد، اين تصور غلطی است.
                                البته در مورد مسائل 11 سپتامبر من هم با نظر آقای ترقی موافقم که که بدلیل آسيب پذيرتر شدن آمريکا نگرش ها و تحليل ها در اين کشور تغییر کرده.
                                اما مختصات نگرش جديد دولتمردان آمريکائی لااقل در خاورميانه متکی بر طرح خاورمیانه بزرگی است که ناظر بر بسط دموکراسی در اين منطقه است.
                                امروز آمريکائی ها معتقدند عدم وجود دموکراسی باعث ظهور اسامه بن لادن ها در خاورميانه شده.
                                آنها می بينند آن 19 نفری که به برج های دوقلو در نيويورک حمله کردند، 14 نفرشان از خانواده های متوسط به بالای سعودی بوده که در آمريکا مشغول تحصيل بودند.
                                منشا تغيير نگرش امروز آمريکائی ها، زاییده استبداد در اين منطقه است. ما امروز شاهدیم که غربی ها نوعی دموکراسی ستیزه جو را به نمایش گذاشته اند. من با نظر شما در مورد ريشه های جنگ جهانی دوم موافقم. من هم قبول دارم که نطفه جنگ جهانی دوم در پیمان ورسای بسته شد. امروز هم اینها دارند به سمتی می روند که با ايجاد يک اجماع جهانی نشان دهند ایران یک خطر است و دیر یا زود شاهد خواهیم بود که همسایگان ما را نيز با دیپلماسی فعال پنهان و آشکار خود به این باور برسانند که ایران یک خطر اساسی و بزرگ برای آنها خواهد بود.

                                صرفنظر از ماهیت یا انگیزه های مستتر در پرونده اتمی، چنانچه شورای امنیت سازمان ملل متحد نهايتاً امر به تحریم اقتصادی ايران دهد، با توجه به اينکه از طرف دولت ایران به نوعی اين تهدید مطرح شده که در صورت تحریم ايران، ديگران هم متحمل رنج وعذاب خواهند شد و در کریدرهای سیاسی این حرف به معنای استفاده ایران از نفت به عنوان یک حربه علیه غرب وآمریکا معنا شده آیا واقعاً ایران چنین توانایی را دارد تا در صورت تحریم های اقتصادی از نفت به عنوان یک حربه استفاده کند؟

                                حمید رضا ترقی:
                                بله ما هنوز از ابزارهای دیگرمان بخصوص ابزارهای اقتصادی در رابطه با این مسئله استفاده نکرده ایم ولی به طور قطع می توانیم از این ابزارها به گونه ای استفاده کنیم که ضربه سنگينی هم به آمریکا و هم به کسانی که پشت سر آمریکا هستند بزند. البته طبیعی است برای ما هم مشکلاتی خواهد داشت. ولی برای ملتی که با فرهنگ روزه رشد پیدا کرده و سال ها تحریم اقتصادی را در ابعاد مختلف آزموده، تحمل این نوع فشارها خیلی دشوار نیست. ما می توانيم با صرفه جوئی مشکلات خود را حل کنيم. ولی يقيناً برای آمریکا و اروپا و حتی برای چین و روسیه نيز این تحریم آثار زیان بار و غیر قابل تحملی خواهد داشت. گذشته از آنکه افزایش قیمت نفت تا مرز 100 دلار برای دنیا هم غير قابل تحمل است.

                                جناب آقای فیروزی با يک توضيح همین سوال را از شما نيز دارم.
                                شما اشاره ای به دنیای قبل و بعد از 11 سپتامبر داشتيد. در همين چارچوب پاره ای از تحلیلگران قائل به این هستند که در فرای ظاهر نبرد جهانی اعلام شده آمریکا با تروریست، یک رقابتی بين آمريکا و اروپا بر سر تسلط بر منابع نفتی جهان خصوصاً منابع نفتی خلیج فارس وجود دارد. بويژه آنکه حجم عمده صادرات نفت خلیج فارس سرريز در بازارهای اروپائی می شود. بنا بر اين تحليل آمریکا به این نتیجه رسیده که چنانچه بتواند بر منابع نفتی خلیج فارس به عنوان گلوگاه انرژی جهان تسلط پیدا کند، این تسلط با داشتن عربستان و عراق و احیاناً ایران به صورت کامل تحقق پیدا می کند. در چنان حالتی گلوگاه انرژی اروپا و بلکه جهان در انحصار واشنگتن قرار خواهد گرفت.
                                حال با چنين فرضیه ای، سوال خود را تکرار می کنم که آیا اساساً ایران می تواند در بحران پیش رو از نفت به عنوان یک حربه استفاده کند؟

                                مرتضی فیروزی:
                                مسلم است که ايران می تواند از نفت به عنوان یک حربه استفاده کند. اما بحث این است که با اعداد و رقم ببینیم چنين کاری نافذ است.
                                آقای ترقی فرمودند افزايش قيمت نفت برای جهان غیر قابل تحمل خواهد بود. من چنين باوری ندارم چرا که واقعیت های امروز جهان خلاف آن را نشان می دهد.
                                توجه داشته باشيد که میانگین متوسط مصرف نفت جهان در سال 2005 معادل 83 میلیون و صد هزار بشکه در روز بود و بر اساس پیش بینی کارشناسان معتبر در سال 2006 این عدد به رقم 84 میلیون و پانصدهزار می رسد که دو میلیون وچهارصد هزار بشکه از آن مربوط به ایران است.
                                اجازه بدهيد یک مطلبی را هم یادآور شوم.
                                قبل از حمله آمریکا به عراق بمنظور آزاد سازی کويت، در آخرین اجلاسی که اپک برگزار کرد با حمایت عربستان سعودی سهمیه ما و عراق برابر اعلام شد. یعنی ما و عراق مشترکاً به سهميه سه میلیون و هفتصد هزار بشکه رسيديم. اين در حالی بود که میزان مصرف داخلی ما بیشتر از عراق بود. لذا در آن دوران کوتاه يعنی تا قبل از آزادسازی کویت، عراق دومین کشور صادرکننده نفت شده بود و در درون اپک جای ما را گرفته بود. اما مشاهده کرديم وقتی جنگ شروع شد و عراق از گردونه اپک خارج شد حادثه چندان مهمی اتفاق نیفتاد.
                                امروز هم اگر ایران دست به تحريم نفتی بزند، همين اتفاق خواهد افتاد.
                                خصوصاً اگر غربی ها بتوانند از ظرفیت های خالی کشورهای عربی برای جایگزینی نفت ایران، استفاده کنند. در نظر داشته باشيد که امروز بر اساس سهميه اپک عربستان سعودی پنج و پانصد تولید می کند اين در حالی است که ظرفیت نفت عربستان هشت وهشتصد است یعنی عربستان يک ظرفيت سه و سیصدی خالی دارد. البته از آنجا که نفت عربستان نفت سنگین و ترشی است و نفت ایران نه خیلی سنگین و نه خیلی ترش است، ممکن است از این نظر کمی مشکل برای بازار نفت ایجاد شود اما بياد داشته باشيد زمانی که در قضیه آزاد سازی کویت قيمت نفت به 40 دلار رسید و دولتمردان ما به امید اینکه وقتی نخستين گلوله شلیک شود نفت به 60 دلار می رسد، نفت زیادی را در رُتردام ذخيره کرده بودند، اما جورج بوش پدر هم زمان دو فرمان صادر کرد: یکی فرمان حمله برای آزاد سازی کويت و دیگری فرمان ریزش نفت استراتژیک آمریکا به بازار. در نتیجه نهايتاً ما ناگزير شديم نفتی که می توانستيم 40 دلار بفروشیم به قيمت 23 تا 24 دلار قناعت کرديم.
