    کاظم جلالی در گفت*وگو با خبرنگار سياسی آفتاب اساس تعامل جمهوری اسلامی با آژانس بين*المللی انرژی اتمی را مثبت دانست و افزود: "جمهوری اسلامی همواره اعلام کرده است که هيچ گاه تعليق يا عدم توسعه را نخواهد پذيرفت و در عين حال آمادگی دارد مذاکرات را برای حل و فصل مسايل باقی مانده ادامه دهد. در اين صورت به گمان بسياری کارشناسان دو گزينه پيش روی جامعه جهانی است".

    وی افزود: "جامعه جهانی يا بايد جمهوری اسلامی هسته*ای شفاف و در چارچوب قواعد بين*المللی را بپذيرد يا با فشارهای غيرمنطقی و غيرحقوقی جمهوری اسلامی هسته*ای غيرشفاف جمهوری اسلامی هسته*ای غيرشفاف را انتخاب کند. جامعه جهانی گزينه دوم را به مصلحت خود مي*داند".

    وی با اشاره به اظهارات البرادعی درباره پذيرش ايران هسته*ای گفت: "سؤال اساسی اين است که چرا عليرغم ضرب*الاجل تعيين شده در قطعنامه شورای امنيت بحث*ها در آژانس انرژی اتمی متمرکز شده و در مقطع فعلی سخنی از صدور قطعنامه جديد نيست؟"

    اين نماينده مجلس ادامه داد: "دلايل اين امر نخست احساس نياز آمريکا به مذاکره با جمهوری اسلامی برای حل و فصل مسايل موجود در عراق است و همين امر باعث آغاز مذاکرات در دوم است و ديگری اينکه به نظر مي*رسد ايالات متحده به دنبال صدور قطعنامه*ای شداد و غلاظ عليه ايران است".

    وی ادامه داد:* "آمريکا به خوبی مي*داند که صدور قطعنامه*های بي*تأثير عملا ابهت سازمان ملل متحد و ايالات متحده را مي*شکند. برای اين امر آمريکا به دنبال ايجاد اجماع عليه جمهوری اسلامی و صدور قطعنامه*ای تند است. برای شکل*گيری اين اجماع به نظر مي*رسد که فرصتی در اختيار آژانس قرار داده شده تا با جمهوری اسلامی تعاملی داشته باشد. حال نهايتا يا گزارش آژانس درباره ايران مثبت خواهد بود يا منفی. صدور بيانيه مثبت با توجه به رويکردهای موجود چندان محتمل نيست. اما گزارش منفی مي*تواند دستاويزی برای ايالات متحده برای صدور قطعنامه جديد و تند باشد".

    مخبر کميسيون امنيت ملی در پايان اظهار داشت: "آمريکا از فرصت داده شده به آژانس انرژی اتمی و جمهوری اسلامی برای تعامل به عنوان يک اهرم چانه*زنی با برخی از اعضای شورای امنيت از جمله چين و روسيه در راستای فشارهای بيشتر به ايران استفاده خواهد کرد".

    • وزارت خزانه داری آمريکا ادعا کرد تحريم های مالی عليه شرکت ها و اشخاص ايرانی مرتبط با فعاليت های هسته ای تهران ثمربخش بوده است.
      به گزارش خبرگزاری فرانسه، "استوارت ليوی"، معاون امور ضد تروريسم و اطلاعات مالی وزارت خزانه داری آمريکا پنجشنبه شب گفت که وزارت متبوع وی در حال مذاکره با شرکت های خصوصی و مؤسسات مالی آمريکايی است و به آنها درباره خطرات معامله با ايران هشدار می دهد.

      وزارت خزانه داری آمريکا در 12 ماه گذشته به بهانه برنامه توسعه تسليحات اتمی ايران، تعداد فزاينده ای از نهادها و اشخاص حقيقی ايرانی را در فهرست سياه خود قرار داده و شرکت ها و اشخاص حقيقی آمريکايی را از معامله با آنها منع کرده است. همچنين به دنبال مسدود کردن دارايی های نهادهايی از فهرست سياه مزبور است که در کنترل آمريکا قرار دارند.

      ليوی که قبلاً هماهنگ کننده عمليات ضد تروريسم در وزارت دادگستری آمريکا بوده، مدعی شد: ما اعتقاد داريم ظرفيتی واقعی وجود دارد که اين تحريم ها در تغيير طرز فکر ايران درباره سياست کنونی سرپيچی (از قطعنامه های شورای امنيت سازمان ملل متحد ) مؤثر واقع خواهد شد.

      تحريم های وزارت خزانه داری در سال جاری عمدتاً عليه شرکت هايی است که مرتبط با بخش هسته اي، انرژي، صنعتی و بانکداری ايران هستند. از جمله بانک های مورد تحريم، بانک سپه و بانک صادرات هستند که به ادعای ليوی با هدف قطع منابع مالی برنامه موشکی ايران تحريم شده اند.

      ليوی همچنين با بيان اينکه تلاش های دولت آمريکا محدود به تحريم نمی شود، ادعا کرد: اگر ايران غنی سازی اورانيوم را متوقف کند، مجموعه ای از مشوق های جالب از سوی آمريکا و متحدانش به ايران پيشنهاد خواهد شد.

      • US pressures German banks to halt business in Iran: report

        Berlin (dpa) - The US Treasury has successfully put German financial institutions under severe pressure to cease all dealings with Iran, according to a report in the German news magazine Der Spiegel released on Saturday.

        Der Spiegel said US Under Secretary for Terrorism and Financial Intelligence Stuart Levey had recently paid a visit in person to German banks and other companies.

        Levey, tasked with fighting international terrorism and organized crime by cutting off their financial support, had also been in Berlin in July to press the government to end trade with Iran, Der Spiegel said, adding that this visit had been less successful.

        According to the report, the Tehran government has channelled some of its foreign currency earnings to German banks. The total held by German financial institutions topped 6.55 billion euros (8.9 billion dollars) in May.

        Germany's largest bank, Deutsche Bank, had tacitly agreed to run down its dealings with Iran after being placed on a list of institutions dealing with rogue states compiled by the US financial watchdog, the Securities and Exchange Commission (SEC).

        BASF and Siemens were also named on the list, which had been taken off the SEC website after protest, Der Spiegel also said.

        Deutsche Bank declined to comment beyond saying that its Iranian business made up only 0.1 per cent of turnover and was being reduced further.

        Another large German bank, Commerzbank, stopped financing trade deals with Iran in January, according to the report.

        An unnamed German banker said German institutions were effectively being "blackmailed" by the US.

        Der Spiegel said Levey had secured less success in pressuring the German government to end financial guarantees for exports through the Hermes scheme.

        Thousands of jobs in Germany were linked to the 4 billion euros in exports that go to the Gulf region every year, it noted.

          به گزارش خبرگزارى رويترز، گوردون براون در يك كنفرانس خبرى مشترك با بوش در كمپ*ديويد گفت:* "درباره ايران ما توافق داريم كه تحريم*ها كارايى دارند و گام بعدى كه ما آماده برداشتن آن هستيم تشديد تحريم*ها با يك قطعنامه ديگر سازمان ملل است."

          شوراى امنيت سازمان ملل تاكنون دودور تحريم*ها را از ماه دسامبر گذشته عليه ايران اعمال كرده است. كشورها هنوز در حال بررسى قطعنامه سوم هستند.

          • Iran aims to avoid sanctions with atomic openness

            TEHRAN (Reuters) - Iran expects its willingness to grant more access to U.N. nuclear inspectors will help it avert further U.N. sanctions, the deputy secretary of Iran's Supreme National Security Council said on Tuesday.



            Coming a day after U.N. inspectors arrived to discuss better monitoring at atomic sites, Abdolreza Rahmani-Fazli's comments were seen as the first in which Iran explicitly linked pledges of more openness to hopes of forestalling further penalties.

            Iran has already been slapped with two sets of sanctions for rejecting any halt to uranium enrichment, a process to make fuel for power stations that the United States and other Western countries fear Tehran could divert to develop atom bombs.

            "Naturally we expect that in return for Iran's vast cooperation with the agency ... some proper actions will be taken in order to create mutual trust," Rahmani-Fazli told the official IRNA news agency.

            "These actions can include the prevention of another (U.N. sanctions) resolution."

            A U.S. State Department spokesman said Iran remained far from fulfilling conditions to pre-empt more sanctions, starting with a complete suspension of nuclear activity as mandated by several U.N. Security Council resolutions.

            "Until they have complied with the full length of what ... is required of them under international law it is pretty hard to see how they are going to get any partial credit for making gestures towards cooperation," Tom Casey told reporters.

            "Those gestures, as I understand it, certainly have not resulted in giving the IAEA (watchdog International Atomic Energy Agency) or anyone else any kind of clarity about those questions that are outstanding," he said.

            U.S. WARNING

            "We do intend to pursue an additional Security Council resolution barring any ... willingness to suspend (enrichment-related activity) and move forward with the conditions that have been placed upon them."

            Security Council resolutions also require Iran to cooperate fully with IAEA inquiries into the nature of its program.

            In Algiers, President Abdelaziz Bouteflika told visiting Iranian President Mahmoud Ahmadinejad that Algeria supported the Islamic republic's right to develop nuclear energy for civilian purposes, the official APS news agency reported.

            "It is unacceptable that member countries of the Nuclear Non-Proliferation Treaty (NPT) should, because of unilateral and selective interpretations, be hindered in their legitimate and conventional right to the acquisition of these technologies for purely peaceful and developmental ends," Bouteflika said.

            Iranian officials were discussing with an IAEA delegation a "plan of action" to ease curbs on access to Iran's nuclear facilities, especially its underground Natanz enrichment plant.

            The plan, to be finalized by late August, would also provide answers to longstanding IAEA questions about its nuclear research and development, particularly indications of secret military dimensions.

            The United States, leading international efforts to isolate Tehran, insists it must halt uranium enrichment before broader negotiations on financial, trade and other incentives happen.

            But diplomats say Western powers have shelved plans to toughen sanctions against Iran until September, in the hope that its cooperation with the IAEA will improve.

            Rahman-Fazli warned that new sanctions could harm "Iran's cooperation with the agency and make the atmosphere harsh."

            Tehran says the enrichment program is solely aimed at generating electricity so that it can export more oil and gas.

            Analysts and diplomats say the existing U.N. sanctions, which have led to the freezing of foreign assets of dozens of Iranian individuals and entities like banks and companies, are starting to hurt Iran's resource-rich economy.

              در دیدار اخیر پارلمانی آمریکا از اسرائیل نمایندگانی از هر دو حزب دموکرات و جمهوری*خواه حضور داشتند. این می*تواند نشانه**ی وحدت رویه*ی این دو حزب در مقابل ایران باشد؟



              بله. با توجه به این که به*طور کلی اختلاف رویه*ای بین حزب دموکرات نسبت به سیاست موجود آمریکا در منطقه وجود دارد، ولی در مورد ایران به نظر می*رسد با توجه به این که این به مسئله*ی خاورمیانه و اسرائیل ارتباط پیدا می*کند، بخصوص موضع ایران در قبال اسرائیل، نمایندگان دموکرات و جمهوری*خواه، موضع کم و بیش مشترکی را در پیش خواهند گرفت و علائم و قرائن*اش هم از همین حالا پدیدار شده است.



              رئیس هیات اسرائیلی مذاکره*کننده با آمریکا گفته است که سال جاری میلادی یک سال سرنوشت*ساز برای تعیین تکلیف نهایی ایران است. این حرف را چقدر جدی و چقدر تهدیدآمیز می*بینید؟



              من این را بیشتر تهدیدآمیز تلقی می*کنم، چون حل مسائل منطقه آن*چنان پیچیده است، چنانچه برای حل برخی از مسائلی چون عراق و افغانستان الان مدتهاست که دچار پیچیدگی شده است و بنابراین من این را بیشتر یک تهدید تلقی می*کنم تا اینکه به*عنوان یک رویدادی که در آستانه*ی وقوع باشد.



              سازمان موساد اسرائیل طرحی را تهیه کرده است بنام "سبد تحریم*ها" و با مقامات آمریکایی درمیان گذاشته که طبق این طرح هرچقدر جمهوری اسلامی به غنی*سازی اروانیوم ادامه بدهد، هربار طبقه*ی دیگری از این سبد گشوده می*شود و تحریم*های سخت*تری علیه دولت ایران آغاز می*شود. این طرح را چقدر عملی می*دانید؟



              البته عملی*شدن طرح همان*طور که عرض کردم، طرحش به*وسیله*ی آمریکا قبلا تهیه شده، ولی در این که آیا همه*ی کشورها اجابت خواهند کرد و همراه و همگام با این تحریم*ها خواهند بود، علامت سؤالی*ست. ولی در هرحال اقداماتی که آمریکا، همانطور که گفتم، منع کامل مسافرت برای مقامات بالای وزارت اطلاعات و وزارت دفاع و تحریم هرگونه صادرات و واردات تسلیحات حتا برای مقاصد دفاعی و فراتر از همه فشارهای مالی که آمریکایی*ها معتقدند که آنها بنا است که اکسیژن را از نهادهای مالی ایران خارج کنند که ایران را دچار نوعی خفقان مالی بکنند. بنابراین ظاهرا این طرحها برملا شده است و فراتر از همه خود کنگره*ی آمریکا تحریم*های مضاعف را باردیگر مطرح و پی*گیری کرده است. یعنی کشورهایی که با ایران سرمایه**گذاری کنند، نمی*توانند در آمریکا تعاملات تجاری داشته باشند.

              • UN could soon debate fresh sanctions on Iran

                A third UN resolution imposing sanctions on Iran over its controversial nuclear program could come as early as September, diplomats said as Washington raised the heat on the Islamic republic.



                Five months after the last round of sanctions was approved, three of the five permanent members of the UN Security Council -- United States, France and Britain -- support such a move, while Russia and China are more hesitant.

                With resolutions 1737 (December 2006) and 1747 (March), the Security Council imposed then increased sanctions on Iran for refusing to halt sensitive uranium enrichment activities.

                The sanctions aim to convince Tehran to stop enriching uranium and building a heavy-water reactor in Arak, and to cooperate fully with the inspectors from the International Atomic Energy Agency (IAEA).

                After vowing that its nuclear program is for peaceful civilian aims, Tehran has not changed its stance and leaders have vowed that nothing will force it to halt uranium enrichment, which can be used to produce nuclear weapons.

                Washington fears the program is a cover for nuclear weapons building and, in turn, has pressed for new measures, including via the United Nations.

                On Wednesday the United States announced it planned to designate the Iranian Revolutionary Guards as a "terrorist" group, possibly in the coming weeks.

                The Guards are an elite force of 100,000 troops whose influence stretches into the fields of business and politics and would be the first national military branch included on the US terror list.

                Even though the European Union has no such plans to place the Revolutionary Guards on its terror list, French ambassador to the United Nations Jean-Maurice Ripert told reporters that Paris believes Iran needs to be dealt with "very firmly."

                "Unfortunately it appears that the Iranians have still not delivered what the Security Council has asked them to do and we will reach a time when we will have to again boost the international sanctions," he said.

                "I am not sure that we have the choice of waiting until October to bring this matter before the Security Council," he added.

                At the end of July, British Prime Minister Gordon Brown said "there will probably be a third (UN Security Council) resolution in relation to Iran soon and I believe that that is a way forward that is working and will work."

                Brown, who appealed to Iran to "understand the fears that other countries have about the development of a nuclear weapons program," also refused to rule out military action against the Islamic republic.

                But Moscow and Beijing are hesitant to further tighten sanctions on Iran, fearing such a move would directly impact their economic interests in Iran, said one Western diplomat on condition of anonymity.

                They could argue that new sanctions should not be imposed as long as Iran is talking with UN nuclear watchdog inspectors in a bid to clear up questions over its nuclear aims.

                China's deputy UN ambassador Liu Zhenmin told AFP on Thursday that is was "possible" that the question of new sanctions could be discussed in September.

                Nevertheless, he said it would be necessary to first wait for an IAEA report on its contacts with Tehran, then arrive at an agreement between the five permanent Security Council members as to which kind of policy to pursue.

                IAEA experts last week discussed with Iranian authorities the possibility of inspecting the nuclear site at Natanz in southern Iran, where uranium is enriched to produce nuclear fuel, after gaining access to the heavy water reactor in Arak on July 30.

                Arak is a key Western concern and the visit was the first since Iran in April blocked access to the plutonium-producing research reactor, which is currently under construction.

                Western experts believe that when it is up and running, Arak will be able to produce 12.5 kilograms of plutonium each year, enough for two or three nuclear bombs.

                On August 20, Iran is to hold a third round of talks with IAEA officials tasked with determining whether Iran is engaging in a civilian nuclear energy program as it claims, or if it is hiding plans to build bombs.

                Iranian nuclear negotiators have expressed hope that Tehran's willingness to to step up cooperation with the IAEA would avert any attempt to impose new sanctions.

                  • US, Russia Spar Over Iran Sanctions

                    NEW YORK (AP) - Secretary of State Condoleezza Rice and Russian Foreign Minister Sergey Lavrov exchanged sharp words Wednesday as the Bush administration tried to cement support for new U.N. sanctions on Iran over its nuclear programs.

                    Rice and Lavrov disagreed on the matter at a German-hosted luncheon of foreign ministers from the G-8 group of industrialized nations, according to Lavrov and U.S. and European diplomats present. Another participant, speaking on condition of anonymity because the meeting was closed, called the exchange ``very emotional.''

                    The lunch came as Rice and her top aides moved to capitalize on international frustration with Iranian President Mahmoud Ahmadinejad for declaring on Tuesday that the nuclear issue is ``closed'' and vowed to defy any U.N. Security Council move for more sanctions.

                    Ahmadinejad told world leaders at the U.N. General Assembly that Iran has decided to pursue the monitoring of its nuclear program ``through its appropriate legal path,'' the International Atomic Energy Agency, which is the U.N.'s nuclear watchdog.

                    Lavrov told The Associated Press that he had strong words with Rice about whether the time was right for new sanctions when the IAEA has struck an agreement with Iran about its past activities.

                    Lavrov said the United States wanted to ignore the IAEA - as it has in the past.

                    ``We want to rely on IAEA expertise,'' Lavrov said after the meeting of G-8 members: Britain, Canada, France, Germany, Italy, Japan, Russia and the United States.

                    Nicholas Burns, the State Department's No. 3 diplomat, said there had been a ``lengthy discussion'' on Iran at the lunch.

                    ``There is a very clear tactical disagreement,'' he said. ``But we are hopeful that tactical disagreement can be overcome.''

                    Burns said Washington supported the IAEA agreement with Iran but stressed that it focused only on past Iranian activity.

                    The U.S. accuses Iran of trying to develop nuclear weapons, something Tehran adamantly denies. Iran is already subject to two U.N. sanctions resolutions as well as a growing number of financial penalties from individual nations, but China and Russia have been reluctant to agree to a new U.N. resolution.

                    Earlier, Burns, the under secretary of state for political affairs, had rebuked Ahmadinejad for his comments to the General Assembly.

                    ``I am sorry to tell President Ahmadinejad that the case is not closed,'' he said ahead of a meeting with senior diplomats from the five permanent Security Council members and Germany to craft elements of a new sanctions resolution.

                    ``We're going to keep going,'' Burns told reporters. ``If Mr. Ahmadinejad thinks somehow that he has been given a pass, he is mistaken about that.''

                    Burns' talks over dinner with diplomats from Russia, China, Britain, France - the other permanent Security Council members - and Germany will set the stage for a second meeting on Thursday and then one between Rice and the group's other foreign ministers on Friday when the resolution is expected to be further defined.

                    However, he said it is unlikely that the text of a new resolution will be agreed to this week

                    The participant who did not want to be identified said Russia did not totally rule out a new resolution.

                    At Friday's meeting, the participant said, efforts will be made to lower the temperature and focus on practical measures.

                    As Burns spoke, Rice was assuring Iran's wary neighbors in the Persian Gulf of U.S. backing to improve their defenses against a ``hegemonistic Iran'' through proposed multibillion-dollar arms sales, a senior State Department official told reporters.

                    In a meeting with the foreign ministers of the six-member Gulf Cooperation Council - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates - along with Egypt and Jordan, Rice heard deep fears about Iranian attempts to dominate the region, the official said.

                    The official, speaking on condition of anonymity to discuss a private diplomatic exchange, said all eight countries told Rice that ``they are not going to surrender to Iranian hegemony.''

                    The Bush administration is in discussions with the Saudis and its other allies in the Gulf to prepare arms sales packages worth about $20 billion despite concern from some in Congress that they could destabilize the region and hurt Israeli security interests.

                    The senior State Department official said that details of the proposed sales were not discussed on Wednesday but that Rice told the Gulf ministers they could count on solid U.S. support.

                    Among ideas being considered for the new sanctions resolution against Iran are widening existing financial sanctions on Iranian entities and possible diplomatic measures, officials said.

                    The Bush administration is considering wide-ranging sanctions against the Iranian Revolutionary Guard Corps' Quds force, which is accused of supporting insurgents in Iraq, by naming it an international terrorist group.

                    The Senate on Wednesday voted 76-22 in favor of a resolution urging the State Department to designate the corps as a terrorist organization.

                      PARIS/BERLIN (Reuters) - France and Germany signaled on Friday the European Union could punish Iran for pressing ahead with its nuclear program before the world's top powers agree on further sanctions at the United Nations.

                      France urged other EU states this week to start exploring further sanctions against Iran now, at the same time as the five permanent members of the U.N. Security Council and Germany negotiate a third round of U.N. measures against Tehran.

                      Some European countries, such as Italy, have signaled their reluctance to back EU measures outside the U.N. framework.

                      Germany appeared to give cautious backing to that strategy with comments suggested a hardening of Berlin's position. Until now, it has insisted the debate in the Security Council run its course before action outside it is considered.

                      "In the event a Security Council decision cannot be reached and Iran is not showing a readiness to cooperate, the EU needs to think in a timely way about how to react," a German Foreign Ministry spokeswoman told a news conference.

                      Major powers have agreed not to pass the U.N. sanctions until November, to see whether an agreement between Iran and the U.N. nuclear watchdog aimed at clearing up questions about Tehran's atomic program yields results, and to await a report by EU negotiator Javier Solana on talks with Iran.

                      A spokesman for French President Nicolas Sarkozy said European countries could take their own steps to slow trade with Iran before EU sanctions were agreed.

                      "Discussions (in the EU) are not that easy to try to reach a toughening of the sanctions regime," Sarkozy's spokesman David Martinon told a weekly news conference.

                      Talks at the UN and within the EU should continue, he said.

                      "At the same time that does not preclude the fact that each European country can move forward unilaterally on a national basis by giving a certain number of recommendations to its companies."

                      France has toughened its rhetoric against Tehran since Sarkozy took office in May. Sarkozy and Foreign Minister Bernard Kouchner have warned of the prospect of military action against Iran.

                      PREPARE FOR WAR

                      Kouchner has said Paris has asked large French companies such as oil major Total not to bid for tenders in Iran to jack up pressure on Tehran to comply with U.N. demands that it suspend activities linked to uranium enrichment, a process that can make fuel for atomic power plants or bombs.

                      Iran denies charges it is seeking nuclear weapons and says its atomic technology is geared solely to producing electricity. It has refused to suspend enrichment as the Security Council has repeatedly demanded.

                      Kouchner sparked controversy last month by saying the world should prepare for the possibility of war with Iran. He has spent a lot of time since explaining that he wants to find a diplomatic solution to avert that prospect.

                      "France has not hardened its position on Iran. Iran is a great country that we respect and with which we speak constantly and will continue to speak," Kouchner told a joint news conference with his Turkish counterpart Ali Babacan in Ankara.

                      "This great country must respect international rules ... France will do all it can in its relations with this great country to ensure that the crisis is resolved."

                      President George W. Bush told Al Arabiya TV that the United States would work with the EU, the UN, China and Russia to send a clear message to Tehran that they would continue to impose sanctions and make it difficult for the Iranian government to work in the world until it changed its thinking.

                      In the interview Bush said he would exhaust all diplomatic channels on the Iranian issue.

                        سرنوشت 15 فاز پارس جنوبی هنوز روشن نیست
                        پروژه های بزرگ گازی ایران به دلیل کمبود منابع مالی و مشکلات ناشی از تحریم های شورای امنیت سازمان ملل با تاخیرهای طولانی مواجه شده است.
                        بزرگترین طرح در بخش نفت و گاز ایران، در میدان گازی پارس جنوبی در دست اجراست و ایران سرمایه گذاری عظیمی در این میدان انجام داده است.

                        این میدان بزرگترین میدان گازی ایران است که نیمی از ذخایر گازی این کشور را در خود جای داده است.

                        پنج فاز اول این طرح به بهره برداری رسیده و پنج فاز دیگر در مراحل اجرایی قرار دارد اما وضعیت ۱۵ فاز باقی مانده هنوز روشن نیست.

                        پنج فاز دوم این طرح عظیم با تاخیرهای طولانی مواجه است و دقیقا مشخص نیست که این طرح ها چه وقت به بهره برداری می رسند.

                        فازهای شش، هفت و هشت این میدان که قرار بود یک سال پیش به بهره برداری برسد، هنوز تمام نشده و وزارت نفت ایران امیدوار است که تا پیش از پایان سال خورشیدی اجرا آنها به پایان برسد.

                        قرارداد این سه فاز چهار سال پیش امضا شده و در بخش خشکی کنسرسیومی از شرکت های ایرانی پتروپارس، ایدرو و شرکت های ژاپنی تویو و جی جی سی و شرکت دایلم کره جنوبی مشارکت دارند و اجرای بخش دریایی نیز به عهده شرکت ایرانی صدرا و شرکت نروژی استات اویل است.

                        گزارش ها نشان می دهد که بخشی از لوله گذاری زیر آب این فازها برای انتقال گاز از سکوهای دریایی به خشکی با مشکلاتی مواجه است و عمده تاخیرها به خط انتقال گاز بر می گردد.

                        ارزش این قرارداد که در سال ۱۳۸۲ امضا شده حدود سه میلیارد و ۶۵۰ میلیارد دلار است.


                        هزینه توسعه
                        ایران تاکنون بیشتر از ۳۰ میلیارد دلار در میدان گازی پارس جنوبی سرمایه گذاری کرده است و کارشناسان می گویند ایران برای اجرای این طرح به سرمایه ای بسیار بیشتر از آنچه تاکنون هزینه شده، نیاز دارد



                        دادگاهی شدن شریک هالیبرتون

                        وضعیت اجرای فازهای ۹ و ۱۰ پارس جنوبی نیز به مراتب بعد از سه فاز دیگر است و گزارش ها نشان می دهد که این پروژه بعد از نزدیک به پنج سال که از شروع آن می گذرد، هنوز معلوم نیست چه وقت به پایان می رسد.

                        شرکت های ایرانی اویک، تاسیسات دریایی و شرکت ال جی کره در این پروژه دو میلیارد و پانصد میلیون دلاری مشارکت دارند.

                        یکی از علل تاخیر این دو فاز، کنار گذاشته شدن شرکت هالیبرتون از این پروژه است. شرکت هالیبرتون قرار بود دوازده حلقه چاه حفر کند اما با کنار گذاشته شدن از این پروژه، کار حفر چاه ها به شرکت ملی حفاری واگذار شد. گفته می شود شرکت ملی حفاری با وجود تجربیاتی که در سال های اخیر داشته نتوانسته جای رقیب آمریکایی خود را پر کند.

                        دو سال پیش شرکت آمریکایی هالیبرتون به همراه شرکت ایرانی اورینتال اویل کیش برنده مناقصه سیصد میلیون دلاری حفر چاه شده در پارس جنوبی شدند اما چندی بعد از اعلام برنده مناقصه، دادگاهی در ایران، شرکت اورینتال کیش اویل را متهم کرد که در خلال انعقاد قرارداد با شرکت ملی نفت ایران، تخلفاتی انجام داده است.

                        این شرکت به اتهام پرداخت ششصد میلیون تومان رشوه در دادگاه محاکمه و از پروژه فازهای ۹ و ۱۰ پارس جنوبی کنار گذاشته شد.

                        به غیر از پنج فاز که عملیات اجرایی آن به کندی ادامه دارد، سرنوشت پانزده فاز باقی مانده پارس جنوبی هنوز مشخص نیست و تلاش های ایران برای پیدا کردن سرمایه گذار و شریک خارجی به بن بست خورده است.

                        آثار تحریم

                        اجرای بخشی از پروژه ها به شرکت های ایرانی نظیر قرارگاه خاتم الانبیا وابسته به سپاه پاسداران ایران واگذار شده اما مشکل اصلی در این پروژه ها تجهیزات و منابع مالی است که به نظر می رسد این کشور تاکنون موفقیتی در این زمینه نداشته است.



                        در دو سال اخیر که دولت محمود احمدی نژاد به قدرت رسیده، قراردادی برای توسعه بخش نفت و گاز با شرکت های خارجی امضا نشده است


                        در دو سال اخیر که دولت محمود احمدی نژاد به قدرت رسیده، قراردادی در بخش نفت و گاز با شرکت های خارجی امضا نشده است. البته تفاهم نامه هایی با چند کشور و شرکت خارجی برای اجرای پروژه ها بزرگ نفت و گاز امضا شده اما این تفاهم نامه ها، ضمانت اجرایی ندارند و احتمال دارد که هیچگاه به قرارداد نهایی منجر نشوند.

                        شرکت های شل، رپسول و توتال در حال بررسی اجرای بخشی از این پروژه ها هستند ولی شرکت توتال که از مدتها پیش با ایران در حال مذاکره بوده به دلیل طولانی شدن این مذاکرات اعلام کرده تنها در صورتی حاضر است بخشی از این پروژه را اجرا کند که قیمت دوبرابر شود.

                        یک بانک فرانسوی نیز که قرار بود بخشی از منابع مالی مورد نیاز پروژه را تامین کند، انصراف داده است و وضعیت این بخش از پروژه نیز که در گرو همکاری بانک فرانسوی بود، نامعلوم است.

                        سه فاز از این پروژه نیز در قبال اجازه صادرات گاز ایران به اروپا از طریق خاک ترکیه به آن کشور داده شده اما همکاری ایران ترکیه در پارس جنوبی در حال حاضر در حد تفاهم نامه است.

                        ایران تاکنون بیشتر از سی میلیارد دلار در میدان گازی پارس جنوبی سرمایه گذاری کرده و کارشناسان می گویند ایران برای اجرای این طرح به سرمایه ای بسیار بیشتر از آنچه تاکنون هزینه شده، نیاز دارد.

                        وزارت نفت ایران پیشنهاد کرده که برای تامین منابع مالی این پروژه ها، بخشی از منابع حساب ذخیره ارزی در اختیار وزارت نفت قرار بگیرد. اما برخی کارشناسان می گویند که حتی اختصاص تمام منابع حساب ذخیره ارزی که اضافه درآمد نفت در آن نگهداری می شود، به تنهایی برای این پروژه عظیم و دیگر پروژه های نفتی کافی نیست.

                        به گفته این کارشناسان، حتی اگر ایران بتواند منابع مالی مورد نیاز را تامین کند باز هم مشکلات طرح های توسعه نفت و گاز برطرف نمی شود چون مشکل ایران فقط منابع مالی نیست و این کشور باید برای تامین تجهیزات فنی نیز فکری بکند که اکنون با تحریم های شورای امنیت سازمان ملل با مانع رو به رو شده است.

                        کارشناسان می گویند بخشی از تاخیرها به تجهیزاتی بر می گردد که کاربردهای دوگانه دارند و تامین آنها با وجود تحریم های شورای امنیت، دردسرهایی برای ایران ایجاد کرده است، چون شرکت های خریدار تجهیزات ناچارند مشخص کنند که تجهیزات مورد نیاز را برای استفاده در چه کشوری خریداری می کنند.

                        به نظر می رسد شرکت های بزرگ خارجی به دلیل نگرانی از تشدید تحریم های شورای امنیت سازمان ملل، برای همکاری با ایران دچار تردید شده اند و با وجود جذابیت های صنعت نفت ایران، از قطعی کردن قراردادها خودداری می کنند.
