  • به دنبال دو انفجار در کرمانشاه يک مقام رژيم ادعا کرد که اين بمب گذاری توسط مجاهدين صورت گرفته است. سيدحشمت‌الله جاسمى اجاق که ايسنا وی را "عضو مجمع نمايندگان استان کرمانشاه" معرفی کرد گفت:"سرنخ انفجارهاى اين چنينى را بايد در حرکت کوردلانه منافقين، وابستگان به استکبار جهانى و کسانى که خواهان عدم پيشرفت و ترقى ايران هستند جستجو کرد."
    نماينده مجلس رژيم از سنقر و کليايى نير هدف از انفجارها را "فتنه انگيزی در ميان قوميت ها" ذکر کرد و مدعی شد: "دشمنان مي‌خواهند با ناامن نشان دادن کشور، زمينه اختلاف و فتنه‌انگيزى در ميان مردم و قوميت‌ها راايجاد نمايند."

    بهمن الياسى به ايسنا گفت: مردم فهيم کشورمان اهداف چنين اقداماتى را به خوبى تشخيص مي‌دهند و دشمنان و سرسپردگان داخلى با وجود مباحث موجود بر سر مساله هسته‌اى ايران در شوراى امنيت مي‌خواهند چراغ سبزى را به دشمن نشان دهند که ما هم در داخل ايران با شما همفکر و همراه هستيم.

    وى افزود: دشمنان مي‌خواهند با ناامن نشان دادن کشور زمينه اختلاف و فتنه انگيزى در ميان مردم و قوميت‌ها را ايجاد نموده و سبب ايجاد رعب و وحشت در ميان مردم شده تا آنان از موضع اصلى خود که دفاع از تصميمات مسئولين کشور است عقب ‌نشينى نمايند

    • مقارن ظهر روز دوشنبه اولين بمب صوتى در نمازخانه فرماندارى کرمانشاه و ساعتى بعد بمب ديگرى در محل سازمان بازرگانى اين استان منفجر شد.

      در همين حال حسين خوش اقبال، فرماندار كرمانشاه در گفت‌وگو با ايسنا اعلام كرد كه انفجارهاى فرماندارى و سازمان بازرگانى کرمانشاه هيچ‌گونه تلفات جانى به‌همراه نداشت.

      وى افزود: درانفجار حوالى ظهر دوشنبه فرماندارى كرمانشاه كه در محل نمازخانه‌ اتفاق افتاد تنها دو سه نفر به صورت سطحى مجروح شدند که به مراکز درمانى انتقال يافته اند.

      وى با بيان اينكه نيروهاى امنيتى و انتظامى و تيمى از دادستانى در محل فرماندارى مشغول بررسى اين حادثه‌ هستند، اظهار داشت: انفجار بمب صوتى در محل سازمان بازرگانى استان نيز خوشبختانه هيچ کشته‌اى نداشته است.

      خوش اقبال با اشاره به مشخص نبودن نوع بمب‌هاى منفجر شده در اين دو محل، اظهار نظر نهايى در اين باره را به تكميل بررسي‌ها موكول کرد.

      معاون سياسى امنيتى استاندار كرمانشاه نيز در گفت‌و‌گو با ايسنا انفجار بمب در يك محل عمومى را نشانه رفتار كور دشمنان نسبت به مردم دانست.

      على تعالى در گفت‌وگو با ايسنا، منطقه كرمانشاه، گفت: خوشبختانه اين انفجارها هيچ‌گونه تلفات جانى درپى نداشته و تنها به زخمى شدن سطحى چند تن از افراد حاضر در ادارات فرماندارى كرمانشاه و سازمان بازرگانى منجر شده است.

      وى نيز اظهار نظر در مورد نوع بمب‌هاى استفاده شده در اين دو انفجار را به اعلام نظر كارشناسى دستگاههاى امنيتى و انتظامى استان منوط كرد.

      معاون سياسى امنيتى استاندار ضمن محكوم ‌كردن اين اقدام ضدانقلابى در كرمانشاه اظهار داشت: كارگذاشتن يك بسته انفجارى در محلى كه براى خدمت‌رسانى به مردم و مراجعان آنهاست كار خيلى سختى نيست و دشمنان اين مملكت با انجام اين قبيل كارهاى كوردلانه دشمنى خود با مردم را نشان مي‌دهند.

      وى گفت: بازرگانى نه يك مكان حفاظتى و امنيتى بلكه محل رجوع عمومى است كه كار گذاشتن بمب در آن، كار فوق‌العاده‌اى به شمار نمي‌آيد و تنها نشان‌دهنده رويكرد انتقام‌جويانه دشمنان كوردل اسلام به مردم مسلمان ايران است.

      تعالى تعداد مجروحان دو حادثه اخير را شش نفر اعلام كرد.

      در همين ارتباط، مسوول روابط عمومى دانشگاه علوم پزشكى استان كرمانشاه با اعلام اين‌كه 8 تن طى انفجارهاى ظهر دوشنبه مجروح شده‌اند به خبرنگار ايسنا گفت: هشت مجروح حادثه انفجارهاى كرمانشاه به بيمارستان طالقانى منتقل شده‌اند.

      دكتر فاطمه رضوان مدنى اظهار داشت:‌ جراحات هفت تن از اين افراد جزيى است و به صورت سرپايى مداوا مي‌شوند، فقط يك تن از اين افراد به دليل شدت بيشتر جراحات به بسترى شدن نياز دارد

      • به نقل از روزنامه فايننشال تايمز ، بخش مالى نخستين گزينه مورد نظر امريكا براى اعمال فشار بر ايران در مورد فعاليت‌هاى هسته‌اى است.
        جان اسنو، وزير دارايى امريكا، در مورد گزينه‌ اعمال تحريم‌هاى مالى عليه ايران گفته است:,در شرايطى كه تهديد عليه ما از راه ديپلماسى قابل رفع نيست و امكان استفاده از گزينه‌ نظامى نيز وجود ندارد تحريم مالى بهترين گزينه است.,
        در عين حال قدرت امريكا در اجراى اين هدف چندان به نظر نمي‌رسد. روابط مالى ايران عمدتا با بانك‌ها و شركت‌هاى غيرامريكايى است و اين مسله اعمال مجازات‌هاى مالى عليه ايران از سوى امريكا را با مشكل مواجه مي‌كند.
        پاتريك كلاوسون ، يكى از كارشناسان موسسه تحقيقاتى شرق نزديك در واشنگتن با اشاره به اين موضوع مي‌گويد: امريكا كه خود هيچ رابطه مالى با ايران ندارد بايد متحدان خود را متقاعد كند تا در موردتحريم‌ مالى ايران فكر كنند.
        بر اساس اين گزارش اين هدف از طريق شوراى امنيت دنبال مي‌شود تا كشورهاى عضو سازمان ملل به طور رسمى درجهت تحريم مالى ايران سوق داده شوند .
        از سوى ديگر به طور غيررسمى نيز دولت امريكا سعى مي‌كند تا بخش خصوصى راتحت فشار قرار داده تا روابط مالى خود با ايران را محدود كند.
        بر اساس گزارش فايننشال تايمز يكى از نخستين مصاديق تحريم مالى عليه ايران درماه گذشته پا به عرصه وجود گذاشت. درماه گذشته سازمان توسعه وهمكارى اقتصادى ارزيابى خود از ريسك معامله با ايران را افزايش داد و در نتيجه اين امر، هزينه اعتبارات اعطايى براى معامله با ايران افزايش يافت.
        در عين حال فايننشال تايمز اذعان دارد كه موضوع تحريم مالى ايران با استقبال كشورها وشركت‌‌هاى اروپايى مواجه نشده است و همين امر كاخ سفيد را بر آن داشته است تا به جاى تحريم‌‌هاى رسمى از تحريم‌ موقت سخن بگويد.
        بر اساس اين گزارش درصورت هر گونه تحريم ايران آلمان با بيشترين زيان در ميان كشورهاى غربى مواجه مي‌شود. ايران بزرگترين شريك تجارى آلمان در سطح خاورميانه است. صادرات اين كشور به ايران در سال گذشته به 5/4 ميليارد دلار رسيد. فرانسه نيز دومين شريك تجارى ايران در اروپا است . صادرات اين كشور به ايران درسال گذشته 6/2 ميليارد دلار بود. ايتاليا و انگليس نيز با صادرات سالانه 4/2 و يك ميليارد دلار به ترتيب سومين و چهارمين شركاى تجارى ايران در اتحاديه اروپا هستند.
        ايران برخلاف كره شمالى روابط مالى گسترده‌اى با اتحاديه اروپا دارد و اين امر نتايج چندانى از تحريم مالى ايران عايد امريكا نمي‌كند

        • گفت مردم ایران سه دسته هستند. یکی اقلیت کتاب خوان و روشن فکر و سرد و گرم چشیده ای که به شدت نگران اوضاع بلبشوی کشور هستند. یک سالی می شود که همه چیز خوابیده و همه منتظر هستند و چند ماهی است که دل شوره حمله این و آن هم به آن اضافه شده است. این اقلیت محترم دایم محاسبه می کنند که بالاخره چه می شود.


          دسته دوم اقلیت طرف دار همین دولت کریمه و رسم و ادب مملکت داری و دین مداری اش است که بیشتر بسیجی ها و طلبه های حوزه علمیه و نماز جمعه روندگان سنتی هستند. خیلی کار به آن چه در دنیا می گذرد ندارند. فقط می گویند "آمریکا غلط می کند،" "هر چه آقا و احمدی نژاد می گویند درست است،" "انرژی هسته ای حق مسلم ما است."

          دسته سوم هم اکثریت مردم همیشه در صحنه هستند که از بس نورانی و الهی شده اند همه چیز را بوسیده و کنار گذاشته اند. ظاهرا با دولت و دولتیان هم سال ها است به توافقی نانوشته و ناگفته رسیده اند که نه تو کاری به زندگی و حریم خصوصی ما داشته باش، نه ما کاری به سیاست و دیانت و آن چه تو می کنی و می گویی داریم. اگر چه خبرها را می شنوند و شاید می خوانند، اما حساسیتی نشان نمی دهند و واکنشی بروز نمی دهند تا وقتی که موقعش بشود که آن موقع هم هیچ کس نمی داند این ملت ایثارگر چه می خواهد بکند. همین است که غیر قابل پیش بینی مان کرده است.

          جمعیت خارج نشین که به لطف امدادهای غیبی هر روز بر تعدادشان افزوده می شود هم داستان خود را دارند. جاافتاده ها و خوبهایش در امریکا هستند که احدی دیگری را قبول ندارد. تعداد گروه های اپوزیسیون به تعداد کسانی است که خبرهای ایران را کج و معوج از منابع دست هفتم می گیرند و خود را البته یک سر و گردن از همه تحلیل گران سیاسی بالاتر می دانند!

          گاهی که با خودم فکر می کنم می گویم "آ خدا، اگر خواستی یک بار دیگر مرا به این دنیا بیاوری، لطفا مرحمت فرموده پرتم کن یک جای دیگر که این قدر غصه نخورم

          • شيمون پرز سياستمدار کهنه کار اسرائيل و معاون کنونی نخست وزير اين کشور به ايران هشدار داده است که اگر به تهديدات خود عليه دولت يهود ادامه دهد می تواند ويران شود.
            آقای پرز گفت که محمود احمدی نژاد رئيس جمهوری ايران که خواستار محو اسرائيل از نقشه منطقه شده است بايد به ياد داشته باشد که کشور خودش هم می تواند ويران شود.

            معاون نخست وزير اسرائيل همچنين از چين و روسيه خواست که به تلاشهايی بپيوندند که به رهبری آمريکا در جريان است تا تحريمهايی را عليه ايران به دليل برنامه هسته ای اش اعمال کند.

            به گفته آقای پرز نشان دان وحدت جهانی می تواند از هر نوع تهديدی جلوگيری کند.

            شيمون پرز هفته پيش ضمن هشدار مشابهی به ايران گفت که کشورش دست صلح به سوی ايران دراز کرده است.

            به گزارش خبرگزاری فرانسه وی گفت: "در عمق زمين يک سلاح کشتار جمعی به طور مخفيانه در حال آماده شدن است که دنيا و اسرائيل را تهديد می کند."

            آقای پرز که پدر برنامه هسته ای اسرائيل خوانده می شود افزود: "ما از مقامات هسته ای ايران خواهان صلح هستيم و آنان را ترغيب می کنيم که از تحريکات هسته ای خود دست بردارند."

            وی در عين حال هشدار داد: "به ياد داشته باشيد که اسرائيل قدرتمند است و می داند چگونه از خود دفاع کند.

            • مقامات آمريکا می گويند نامه ای که محمود احمدی نژاد رئيس جمهور ايران به جورج بوش نوشته است، مناقشه هسته ای را حل نمی کند.
              کوندوليزا رايس وزير خارجه آمريکا به خبرگزاری آسوشيتد پرس گفته است: اين نامه به يافتن راه حل سياسی برای مناقشه اتمی کمکی نکرده است.

              اين نامه نخستين پيامی است که از زمان قطع روابط دو کشور پس از انقلاب سال ۱۹۷۹ از جانب يک رئيس جمهور ايرانی منتشر می شود.

              نامه تنها چند ساعت قبل از گردهمايی شورای امنيت در نيويورک ارسال شده است.

              وزرای خارجه کشورهای عضو شورای امنيت به اضافه آلمان دوشنبه شب درباره نحوه رويارويی با ايران ديدار و گفتگو می کنند.

              آقای احمدی نژاد نامه خود را از طريق سفارت سويس در تهران ارسال کرده است.

              به گفته مقامات ايرانی آقای احمدی نژاد در اين نامه "راه حل های تازه ای برای برون رفت از مسائل بين المللی و وضعيت نابسامان کنونی" پيشنهاد کرده است.

              اما مقامات کاخ سفيد اهميت نامه را به سرعت انکار کردند.

              سخنگوی کاخ سفيد به خبرنگاران گفت: "اين نامه به رفع نگرانی های بين المللی موجود هيچ کمکی نمی کند."

              او توضيح نداد که آيا آقای بوش شخصا نامه را خوانده است، يا نه، و تنها به اين اکتفا کرد که کاخ سفيد نامه را دريافت کرده است.

              محتوای نامه دقيقا روشن نيست، اما گفته می شود متن مفصلی است در ۱۷ - ۱۸ صفحه.

              کاخ سفيد همچنين گفته است که نامه به دو موضوع اصلی پاسخ نداده است: نخست، نگرانی جامعه بين المللی نسبت به برنامه هسته ای ايران و ديگر، نگرانی آمريکا نسبت به نقض حقوق بشر توسط دولت ايران و کمک آن به تروريسم.

              هنوز روشن نيست که در نامه راجع به برنامه هسته ای ايران، که مهمترين موضوع مورد نزاع است، چه گفته شده است.

              خانم رايس در مصاحبه با آسوشيتد پرس گفته است: "اين نامه در وضعيتی که سابقا داشتيم کمترين تغييری نداده است."

              نگرانی چين از بروز جنگ

              وانگ گوانگيا نماينده چين در سازمان ملل متحد در آستانه اجلاس شورای امنيت ابراز نگرانی کرده است که قطعنامه پيشنهادی درباره ايران، می تواند راه جنگ را هموار کند.

              آقای وانگ از اينکه ايران در همکاری با سازمان ملل و آژانس بين المللی انرژی هسته ای پی گير نبوده است، اظهار تأسف کرد.

              او از پيشنهاددهندگان قطعنامه عليه ايران، يعنی از کشورهای فرانسه و بريتانيا تقاضا کرد طرح پيشنهادی خود را پس بگيرند تا سازمان ملل متحد بتواند تصميم مقتضی را اتخاذ کند.

              • Details have emerged of the surprise letter written by Iranian President Mahmoud Ahmadinejad to US President George W Bush.
                In it, Mr Ahmadinejad criticises the US invasion of Iraq and urges Mr Bush to return to religious principles.

                US Secretary of State Condoleezza Rice has dismissed the letter, saying it contained nothing new.

                The letter was issued as foreign ministers met in New York for talks on the Iranian nuclear crisis.

                But after three hours, the ministers failed to agree on a unified position on how to tackle the problem of Iran's atomic programme.

                Iraq 'lies'

                The letter - thought to be the first from an Iranian president to a US leader since Iran's 1979 revolution - sparked intense interest, coming at a time of acutely tense relations between Washington and Tehran.
                The 18-page document has not yet been made public, but according to leaks, Mr Ahmadinejad spoke of the invasion of Iraq, a US cover-up over the 11 September 2001 attacks, the issue of Israel's right to exist and the role of religion in the world.

                "On the pretext of the existence of WMDs [weapons of mass destruction], this great tragedy [the US invasion of Iraq] came to engulf both the peoples of the occupied and the occupying country.

                "Lies were told in the Iraqi matter," Reuters news agency quoted the letter as saying. "What was the result? I have no doubt that telling lies is reprehensible in any culture, and you do not like to be lied to," Mr Ahmadinejad is quoted as saying.

                The president also questioned the creation of Israel, asking "how can this phenomenon be rationalised or explained?",
                In an apparent allusion to Iran's nuclear programme, Mr Ahmadinejad is quoted by the Associated Press as asking: "Why is it that any technological and scientific achievement reached in the Middle East region is translated into and portrayed as a 'threat to the Zionist [Israel] regime'? Is not scientific R&D [research and development] one of the basic rights of nations?"

                In another part of the letter, Mr Ahmadinejad suggests Washington has concealed elements of the truth about the 11 September 2001 attacks on New York and Washington, Reuters reports.

                "Why have the various aspects of the attacks been kept secret? Why are we not told who botched their responsibilities?" he asks.

                The president ends the letter by appealing to Mr Bush to return to religion.

                "We increasingly see that people around the world are flocking towards a main focal point - that is the Almighty God.

                "My question for you is, 'Do you not want to join them?'"

                • يک گروه از شهروندان آمريکايی و بريتانيایی وارد تهران شده و هدف از سفر خود را تلاش برای جلوگيری از وقوع درگيری احتمالی بر سر بحران هسته ای ايران اعلام داشته اند.
                  اعضای اين گروه، متشکل از بيست و دو شهروند آمريکايی و يک شهروند بريتانيايی از مذاهب و فرقه های مختلف، از سوی موسسه آمريکايی موسوم به رهپويان صلح Fellowship of Reconciliation عازم ايران شده اند و به گفته خبرنگار بی بی سی، هنگام ورود به فرودگاه از سوی هيچ مقام ايرانی مورد استقبال قرار نگرفتند.

                  اين بزرگترين هيات از شهروندان آمريکايی است که در سال های اخير به تهران سفر کرده است و به گفته ديو رابينسون، رييس نهضت ملی کاتوليک آمريکا و از اعضای اين هيات، هدف از اين سفر تلاش برای ايجاد تفاهم بين مردم ايران و آمريکاست.

                  وی گفته است که به اين ترتيب، می توان کوشيد از اقداماتی از سوی دو دولت که ممکن است دو ملت را به سوی درگيری سوق دهد جلوگيری کرد.

                  آقای رابينسون معتقد است که با آشنايی نزديک با ايران اين گروه قادر خواهد بود مانع از آن شود که آمريکاييان به طور چشم بسته تبليغات جاری در مورد پليد جلوه دادن ايران را قبول کنند.

                  سفر رهپويان صلح به ايران ظاهرا ده يا دوازده روز به طول می انجامد و طی آن، اين گروه در نظر دارد در تلاش برای کاستن از شکاف کنونی بين ايرانيان و آمريکاييان، با رهبران سازمان های غير دولتی، شخصيت های مذهبی و افراد عادی جامعه ديدار کند.

                  اعضای گروه گفته اند که با انتقال هزاران پيام دوستی شخصی از سوی آمريکاييان اميدوارند از آنچه که خطر حرکت به سوی وضع تحريم عليه ايران و حتی بروز جنگ می دانند جلوگيری کنند.

                  انجمن رهپويان صلح در سايت خود به زبان انگليسی گفته است که سفر اعضای اين گروه به تهران در اجرای بخشی از تعهد هميشگی آن به تلاش برای استقرار صلح، عدالت و حل و فصل اختلافات از راه های مسالمت آميز صورت می گيرد.

                  اين گروه خود را قديمی ترين جنبش حمايت از صلح با مشارکت پيروان مذاهب گوناگون خوانده و تاريخ تاسيس آن را سال 1914 اعلام می دارد و با قرار دادن اطلاعيه ای به زبان فارسی در سايت خود، به اظهار نظر در مورد بحران هسته ای ايران پرداخته است.

                  مقامات ايرانی هنوز نسبت به سفر رهپويان صلح به ايران اظهار نظری نکرده اند اما روزنامه رسالت در مطلبی با عنوان سفر مشکوک از سفر بيست و دو آمريکايی صلح طلب به ايران نوشت که در آستانه صدور قطعنامه شورای امنيت سازمان ملل در مورد ايران، گروهی از آمريکاييان صلح طلب عازم ايران شدند تا از نزديک با مردم ايران و آداب و رسوم آنها آشنا شوند

                  • West to offer Iran benefits or sanctions

                    European officials on Tuesday worked on a package of carrots and sticks for Iran after major powers failed to agree on a U.N. resolution aimed at curbing Tehran's nuclear ambitions, diplomats said.

                    Political directors of the United States, Russia, China, Britain and France, along with Germany, authorized Britain, France and Germany, known as the EU3 negotiators with Iran, to prepare the package of benefits and penalties by Monday.

                    They had planned to offer the package after the U.N. Security Council adopted a resolution demanding that Iran halt nuclear activities the West believes are a cover for bomb making, but no agreement could be reached on the resolution.

                    U.S. Secretary of State Condoleezza Rice backed the new approach. "The United States has long supported an effort by the Russians, an effort by the EU, to make available to the Iranian regime, should they choose to do so, a way to fulfill aspirations for a civil nuclear program," Rice said.

                    "And that is what is being discussed, is how might that be made available again," she told reporters.

                    Unlike a previous package offered to Iran by the EU3 last year, the Europeans aim to get the United States, Russia and China on board as partners.

                    There would be specific commitments to back sanctions if the economic and political inducements do not persuade Iran to abandon work related to nuclear weapons, one diplomat said.

                    "People will explore what are the triggers, whether there are triggers," British Foreign Secretary Margaret Beckett told a group of reporters. The Iranians had to realize "they don't need to carry on with it because there are ways to do what they say they want.

                    "What is the exact nature of something that could perhaps give them that way out? That is exactly what everybody will be exploring," Beckett said.

                    Foreign ministers from the six big powers met for two hours on Monday as a group and then again in one-on-one meetings on Tuesday.

                    French Foreign Minister Philippe Douste-Blazy said if Iran cooperated with the international community it could be rewarded with an "ambitious package -- in the domain of civilian nuclear energy, in the domain of trade, in the domain of technology and -- why not-- in the security domain."

                    The United States previously opposed a new offer to Iran, insisting the security council take strong action to ensure Tehran complies with demands to halt uranium enrichment.

                    One European diplomat said Washington believed Iran would only respond to coercive measures and "remains very skeptical about any incentives proposal."

                    RESOLUTION STALLED

                    No agreement was reached among the ministers on the U.N. Security Council resolution, despite hours of talks, and U.S. and British officials said no vote was expected this week.

                    The resolution, drafted by France and Britain and backed by the United States, would order Iran to suspend its nuclear programs immediately under Chapter 7 of the U.N. Charter, which makes an action legally binding.

                    Chapter 7, used in dozens of Security Council resolutions, allows for sanctions and even war, but a separate resolution is required to specify either step.

                    Russia and China, which have veto power in the 15-nation Security Council, fear too much pressure on Iran would be self-defeating or precipitate an oil crisis. Both worry the United States would use a resolution under Chapter 7 to justify military action.

                    China's foreign minister Li Zhaoxing said on Tuesday he still opposed a resolution under Chapter 7.

                    Shortly before the meeting began, Iranian President Mahmoud Ahmadinejad wrote to President George W. Bush, the first letter from an Iranian head of state to a U.S. president since relations were broken off after the 1979 Islamic revolution.

                    The letter focused on American wrongdoings and did not propose any solution for ending the nuclear dispute. U.S. officials dismissed it as a diversionary tactic.

                      • Beckett cautious on Iran options


                        Margaret Beckett, the new foreign secretary, has stopped short of calling an attack on Iran "inconceivable" in her first public statement on the developing crisis over the state's nuclear ambitions.
                        Ms Beckett, in New York for talks with the US, France, Germany, Russia and China, said merely that military action was "not discussed, it's not an issue".

                        That contrasts with Mr Straw's repeated pronouncements that an attack was "inconceivable" and that a nuclear strike against the country rumoured to be an option being considered in Washington was "completely nuts".

                        Yesterday, in his monthly press conference, the prime minister, Tony Blair, said foreign policy under the new foreign secretary "will not change one iota".
                        That was in response to continued Westminster speculation that Mr Straw might have been shifted to facilitate a future attack on Iran. Mr Blair has been far less outspoken in ruling out military options.

                        In New York last night, asked whether she believed a military strike on Iran was inconceivable - the word used repeatedly by Mr Straw - Mrs Beckett said: "No-one has the intention to take military action.

                        "That was not discussed, it's not an issue.

                        "What people are concerned to do is to get Iran to recognise the strong view and the clear will of the international community that they should comply with the IEAE (International Atomic Energy Agency) board."

                        She added: "You're inviting me to tread down the path of talking about military action - I'm not going to do that.

                        "Everybody expresses their views, their stance, in their own way. The way that I choose to express it is that it's not anybody's intention to take the course of military action.

                        "That I think is simple and straightforward and clear."

                        Last night the US dismissed a letter from Iran's leader, president Mahmoud Ahmadinejad, apparently offering talks on various global issues, saying it proposed nothing new.

                        Britain and France, backed by the US, have proposed a formal Security Council resolution demanding that Tehran suspend uranium enrichment, and insist it must be under chapter seven of the UN charter to make it legally binding.

                        But Russia and China are wary, fearing it could lead to a re-run of the Iraq crisis.

                        "The discussions we have had this evening, we have not - and this was said explicitly from the beginning - we have not been negotiating texts, we have been discussing basic issues, the background strategy," Mrs Beckett said.

                        She added that sanctions might be needed to make Iran comply.

                        "No one wants to apply sanctions if it's not necessary but what everybody wants is to get Iran to recognise that the international community is serious in its insistence that we cannot continue with the assumption that Iran can just continue to flout the will of the international community this way," she said.

                        Mrs Beckett paid tribute to Mr Straw, saying he had done a "huge amount of detailed and skilled work" on the issue.

                        "It's my first full day tackling what is a hugely important and difficult issue, which I suppose is characteristic for this portfolio," she said.

                        Earlier, Mrs Beckett and Dr Rice, who represent the first all-female US-UK foreign minister pairing, got together on their own for the first time to get to know each other.

                        • new proposal that European diplomats will soon present to Iran makes plain the international cost of going forward with disputed nuclear development, Secretary of State Condoleezza Rice said Wednesday.

                          The top U.S. diplomat acknowledged that any attempt to punish or coerce Iran through the United Nations Security Council is on hold while Britain, France and Germany renew diplomatic efforts to persuade Iran to back down.

                          "The European three, which has been in the lead in negotiations with Iran, wants to put together a package that shows the two courses," Rice said on NBC's "Today" show. "Iran can either defy the international community and face isolation and U.N. Security Council action or accept a path with a civilian nuclear program that is acceptable to the international community."

                          Rice's remarks were the first official U.S. confirmation of a new overture and a delay in other action, although European diplomats had described it in vague terms this week. The United States has pushed for Security Council action for more than two years, and Rice has been in New York the last two days discussing Iran and other issues with her counterparts.

                          Iran says its nuclear development is for peaceful production of nuclear energy. The United States, European nations and others accuse Iran of using the civilian energy program to hide ambitions to build a nuclear weapon. The Security Council has already said Iran must account for questionable activities in the past and stop its current program of enriching uranium, a key ingredient to make both energy and bombs.

                          "We agreed that we would consider (whether) to seek a Security Council resolution, but that we would wait for a couple weeks while the Europeans work," on the new proposal, Rice said on ABC's "Good Morning America."

                          The United States had hoped to move ahead toward possible sanctions against Iran this week, but a meeting among Rice and representatives of the other permanent Security Council members ended with no sign that Iran's allies, Russia and China, are prepared to back tough measures.

                          The council members agree that Iran cannot be allowed to have a weapon or to possess the most sensitive technology that could lead to one, Rice said during a round of interviews on morning television shows.

                          "We have some tactical differences about how to express that in Security Council," Rice said on NBC, "but we have agreement that we need to express it in the Security Council and I can tell you that that we believe that to give a couple of weeks for this agreement to come together is a good thing, but there will be action in the Security Council."

                          The powerful council could impose a range of sanctions against Iran if it presses ahead with uranium enrichment, including economic penalties or even an embargo on the oil exporter, although that is very unlikely.

                          Any penalties would require agreement or a vote to abstain from Russia and China, which have extensive commercial ties with Iran and have said they are opposed to sanctions. As permanent members, they can veto Security Council action.

                          Russia and China agreed to allow Iran's case to come before the council after the failure of European-led talks that would have given Iran a package of economic incentives and free hand to develop civilian nuclear energy within international controls, so long as it gave up disputed portions of the program.

                          A Russian compromise to enrich uranium on Iran's behalf has gone nowhere. Iran insists that it must have control of the full nuclear fuel development process. This spring Tehran restarted nuclear facilities that it had voluntarily shuttered during the European talks.

                          In an interview on Fox News, Rice said the delay can build consensus among council members.

                          "We are going to take the time to try to bring the Security Council together in a more unified way," she said. "We are going to take the time so that the Europeans can show the Iranians what a path might look like."

                          She repeated that the United States does not consider a letter from Iranian President Mahmoud Ahmadinejad to President Bush this week as a diplomatic opening on the nuclear issue.

                          On ABC, Rice called the letter "a broad, philosophical attack."

                          • US, Iran standoff grows tenser

                            For 27 years, the rhetorical swordplay between the US and Iran has been unrelenting. Iran portrays its latest thrust in the ongoing row with the West, an unprecedented letter from President Mahmoud Ahmadinejad to President Bush, as a "new diplomatic opening."
                            Striking a tough and confident tone and with few conciliatory words, Mr. Ahmadinejad addressed a host of issues, but only touched on atomic energy and provided no new initiatives for ending the standoff over Iran's nuclear program.

                            Experts say that rather than being any kind of step toward direct dialogue, the letter reveals just how far apart Washington and Tehran remain, with differences magnified by conservative leaderships on both sides that gain more from saber-rattling than peacemaking.

                            "We should put our ambitions into perspective. The ambition should be trying to avoid a crisis and confrontation, rather than trying to bring about a [US-Iran] rapprochement," says Karim Sadjadpour, analyst for the Brussels-based International Crisis Group (ICG), now in Washington.

                            In the letter, Ahmadinejad criticized Mr. Bush's handling of 9/11, the creation of Israel, and drew comparisons between current US threats against Iran and the 2003 US invasion of Iraq. He called the war in Iraq a "great tragedy [that] came to engulf both the [US and Iraqi] people."

                            He also declared the failure of "liberalism and western-style democracy," and said the US is now subject of "an ever-increasing global hatred."

                            "People around the world are flocking toward ... the Almighty God," he said. "My question for you [Bush] is, 'Do you want to join them?' "

                            "Ahmadinejad has made it nearly impossible for the US to engage him directly," says Mr. Sadjadpour, referring to the Iranian leader's past remarks that Israel should be "wiped off the map," and doubting events of the holocaust.

                            "If there is to be any warming of ties ... Iran has got to present a different interlocutor. Ahmadinejad is not the right messenger," he says.

                            US officials dismissed the 18-page letter, even as Washington this week attempts to rally the UN Security Council around a tough resolution to limit Iran's nuclear ambitions. Tuesday, Ahmadinejad said the letter represents the "words and opinions of the Iranian nation."

                            The official view in Iran is "optimistic, and [the letter] shows that Ahmadinejad is willing to have a dialogue and interact with the international community," says Shirzad Bozorgmehr, deputy editor of the English-language Iran News in Tehran.

                            During the "Year of the Prophet" in Iran, the president can both reassure hard-liners that he is doing as the prophet Muhammad did in his day - of writing letters to enemies - and domestically send the message that he is "not a warmonger," says Mr. Bozorgmehr.

                            "For him it is a win-win situation - what is there to lose?" adds Bozorgmehr. "The media here are considering it a new opportunity to resolve a crisis, but [the letter] only seems to be a compilation of grudges against the West and US we have heard before."

                            "This letter is not the place that one would find an opening to engage," US Secretary of State Condoleezza Rice told the Associated Press on Monday. "There's nothing in here that would suggest that we're on any different course than we were before we got the letter."

                            The US severed ties with Iran after militants stormed the US Embassy in 1979 during the Islamic Revolution. Ayatollah Ruhollah Khomeini, the leader of that revolution, dubbed American the "Great Satan." The burning of US flags and chants of "Death to America" have been staple fare for years at government- sanctioned rallies.

                            In 2002, Bush declared Iran part of an "axis of evil," and its clerical rulers are often mentioned in Washington circles as being the "next" target for US-engineered regime change. The Bush administration in February asked Congress for an additional $75 million for "democracy promotion" in Iran.

                            The historic hostility and suspicion have come to a head over the nuclear issue. Washington accuses Tehran of using a peaceful power program as a cover for acquiring nuclear weapons, and has not ruled out military action. Iran doubts whether any step it takes can convince the West of peaceful intent, or forestall US attempts at regime change.

                            "This is the first time you have a conservative government in Iran, that is across the board in favor of talking to the US," says Mohammad Hadi Semati, a political scientist at Tehran University, now a visiting scholar at the Woodrow Wilson Center in Washington. "But Washington and Tehran are now on two different planes. In the last 27 years, when Washington was ready [to talk], Tehran has not been ready. Now Iran is ready, and Washington is not."

                            "Both sides have cornered themselves" by their uncompromising rhetoric, says Mr. Semati. "It is framed: 'Either the US has to back-off, or Iran has to back-off, or the middle road is war. There is no other way.' "

                            The result, Semati adds, "leaves very little room for creative diplomacy."

                            • Such diplomacy might bring the US and Iran to the table, as the US has with North Korea - by offering security guarantees and other incentives in exchange for limiting nuclear programs. But the North Korean "model" has a negative aspect, too, experts say. Pressure to halt nuclear work eventually led North Korea to withdraw from the Non-Proliferation Treaty, and build bombs.

                              In Iran's case, mutual mistrust runs just as deep.

                              For Iran, the nuclear issue is "simply a pretext for regime change," says Sadjadpour of ICG. "They believe that if they are going to compromise, it's not going to get them out of trouble, but be seen as a sign of weakness [that will] invite further pressure."

                              Likewise, the US believes "Iran's intentions are not peaceful, and they should not reward bad behavior," says Sadjadpour. "So Iran needs to compromise unequivocally, not based on whatever incentives the US can offer."

                              Both the US and Europeans are in a further dilemma, he adds. While offering nothing to former Iranian President Mohammad Khatami, whose mantra was a "dialogue of civilizations," reaching out to this president "sends the message to Tehran that a belligerent foreign policy reaps rewards."

                              The leap to talks would not be so great, considering that Iranians are perhaps the most pro-US population in the Middle East. A poll commissioned by a parliamentary committee in 2002 showed that 75 percent of Iranians favored renewing ties with the US. When the results were leaked to the press, one pollster working with an American firm was jailed on charges of selling confidential information to an "enemy state."

                              The Bush administration late last year authorized the US Ambassador to Iraq, Zalmay Khalilzad, to speak to Iranian officials in meetings that both sides say would be limited only to Iraq issues.

                              "The fact is that the publicity about [Ahmadinejad's letter] is more important than the content," says Semati at the Wilson Center. "They are trying, in the public domain, to say 'We are using every tool to convince the Americans - and the world - that we want to talk, and want to solve these differences by diplomacy.' "

                              Iranian newspapers Tuesday showed both presidents on their front pages, sometimes juxtaposed to imply that Bush was attentively reading the Iranian missive.

                              "[Ahmadinejad] wanted to get himself on the stage, and take control of the issues," adds Semati. "He wants to be a player."
