    HELENA, Mont. - A Montana state senator has officially changed his party affiliation from Republican to Democrat, breaking a tie to give his new party a 26-24 advantage.


    State Sen. Sam Kitzenberg filed the paperwork at the secretary of state's office on Friday.

    He said he had been thinking about switching parties for about 12 years and made the decision at the suggestion of Democratic state Sen. Mike Cooney, who contacted him after the Nov. 7 election put both parties on an even footing.

    "He called and said 'Guess what? It's tied. I know you've mentioned changing parties in the past, and now is the time,'" Kitzenberg said.

    Democrats have a 50-49 edge in the Montana House. One Democrat, Sheila Hogan, lost by just 24 votes and party officials said this past week that she will ask for a recount; if she were to win, the Democrats' lead would change to 51-48.

    Kitzenberg dismissed Republican critics who suggested the change was "political payoff" for a state Revenue Department job he got from the administration of Democratic Gov. Brian Schweitzer.

    "The job I have now had nothing to do with this decision," Kitzenberg said. "I sat down and tried to figure out what was really important to me. It just came down to me realizing who my real friends were and where my heart was."

        On the results of this month's elections:

        "The country is at an interesting crossroads. It's rejected the sharply ideological conservatism of the president and (Newt) Gingrich and (Tom) DeLay. But I don't think that it has embraced a particular Democratic vision of where we need to go. That is a wonderful historic opportunity, but that vision has to emerge from the presidential candidates."

        On running for office when he has two young daughters:

        "What you hope is that if you run, the press and the public are respectful of children and their need for space. If they are not, then I promise you my wife would hunt people down. She's a tigress when it comes to her cubs."

        "I couldn't have scripted how my life has played out over the last four years. In some ways, because it has happened so quickly or maybe because I don't have much sense, I haven't had the opportunity to get too freaked out about it."

        On the reaction from blacks to his potential presidential bid:

        An AP-AOL News poll in late October found that, among registered Democrats, Obama is essentially tied with New York Sen. Hillary Rodham Clinton on the question of the person they would most like to see elected president in 2008. Among registered black Democrats, Clinton led Obama 29 percent to 10 percent on the same question in an AP-AOL Black Voices poll.

        "It's interesting that the people who are most hesitant about this oftentimes are African-Americans because they feel protective of me. They're either concerned about the attacks I'd be subjected to or they are skeptical oftentimes that America is prepared to elect a black president."

          WASHINGTON - When Sen. Barack Obama slipped into Sen. Robert Byrd (news, bio, voting record)'s Capitol office one day last year, he was seeking counsel from an elder who had been in the Senate since before Obama was born.

          Senators these days, Byrd cautioned the young Illinois Democrat, become fixated on the White House.

          "I remember the advice," Obama said matter-of-factly in an interview with The Associated Press last week. "The importance of senators staying in the Senate."

          Obama has been in the Senate less than two years. Now he is thinking of running for president. Presumptuous?

          "In a country of 300 million people," he said with a laugh, "there is a certain degree of audacity required for anybody to say, `I'm the best person to lead this country.'"

          He is not saying that yet. But plenty of people want him to, and he probably will make up his mind in the next few weeks.

          It is hard to fathom Obama's meteoric rise in politics.

          Three years ago he was little-known, a black state senator with an interesting family history and impressive academic credentials. Now polls show him as the top alternative to New York Sen. Hillary Rodham Clinton in the early chase for the Democratic presidential nomination. No matter that neither senator has announced an intention to run.

          Two years ago, Obama gave the keynote address at the Democratic National Convention. Since then, he has:

          _taken a high-profile trip to Africa.

          _campaigned vigorously for congressional candidates.

          _published a second, best-selling book.

          _acknowledged that he is considering running for the White House.

          On Monday, Obama plans a speech on Iraq at the Council of Foreign Relations, a requisite stop for prominent politicians seeking to showcase their foreign policy chops. Clinton spoke to the group last month.

          Both she and Obama have embraced a phased withdrawal of U.S. troops that is tied to specific benchmarks rather than a time.

          "I don't know how you change the course without sending a strong signal to the Iraqi government that we are not going to maintain a permanent presence in the midst of civil war," he said in the interview.

          Obama, 45, clearly benefits from his rapid rise. He is not burdened by a lengthy Senate voting record. This year's election made him a prize campaign draw, exposing him to crowds across the country and earning useful chits from candidates in states key to the presidential hunt.

          Sen. Richard Durbin (news, bio, voting record), the senior senator from Illinois and the No. 2 Senate Democrat, urged Obama to hit the hustings in Iowa, home to the first presidential caucuses. As a result of those visits, Durbin said, "I think more people in Iowa are interested in his thought process about the future."

          Obama is consulting with some experienced political strategists. Among them are Chicago-based David Axelrod, a senior adviser to John Edwards' 2004 presidential campaign; David Plouffe, a former aide to House Democratic leader Richard Gephardt, and Steve Hildebrand, who ran Vice President Al Gore's campaign in Iowa in 2000.

          Other potential Democratic candidates, however, are further along.

          Clinton has millions left from her easy re-election campaign this year. Sen. John Kerry of Massachusetts also has millions in hand from his 2004 presidential race. Iowa Gov. Tom Vilsack already has set up his campaign committee.

          Political operatives and fundraisers predict that a candidate who wants to be credible as a presidential hopeful must have at least $20 million in the bank by June. Obama is a proven fundraiser, amassing nearly $15 million in his 2004 Senate race and more than $4 million for his political action committee.

          "If he decides to run ... he can put the money together and he can attract the talent," Axelrod said.

          Barack Hussein Obama Jr. is the son of a Kenyan father and a white mother. He offers himself as a cross-generational politician who wants to move beyond the fallout from the 1960s and break the conventional left and right, liberal-conservative pigeonholes of American politics.

          "Both the '60s revolution and the subsequent backlash ended up locking us into an either or debate on almost every issues," he said. "Either you were pro-military or anti-military. You were pro-traditional family or somehow you were against traditional family. The American people living their lives have a much more complex view of these issues."

          Obama is from a new generation of black politicians.

          He is not a product of the civil rights movement like Jesse Jackson. But his identity as a black man is prominent. A photograph of Martin Luther King Jr., a portrait of Supreme Court Justice Thurgood Marshall and images from the civil rights era hang from his office walls.

          The most conspicuous item in his office is a set of red boxing gloves autographed by Muhammad Ali, set against a photo backdrop of Ali taunting a fallen Sonny Liston during their 1965 rematch.

          The office mementos serve as Obama's personal touchstone to an era of profound change.

          "The '60s," he acknowledged, "were a transformative period in this country."

          The Nov. 7 elections that shifted control of Congress to the Democrats also helped Obama expand his areas of expertise in decidedly presidential directions. Already a member of the Senate Foreign Relations and Veterans' Affairs committees, Obama asked for and received seats on the Homeland Security and Governmental Affairs and the Health, Education, Labor and Pension committees.

          Sen. Richard Lugar (news, bio, voting record), an Indiana Republican and current chairman of the Foreign Relations Committee, has become something of a mentor to Obama. The senators have traveled to the former Soviet Union together and sponsored legislation on nonproliferation of conventional weapons and on fuel economy.

          Lugar also has a special insight, having run for president himself in 1996 while still in the Senate.

          "I found in my own experience, if you want to do one well, you probably better decide which one," Lugar said.

          In his book, "The Audacity of Hope," Obama displays a candid self-awareness about the reality and limits of his political appeal. "I am new enough on the national political scene that I serve as a blank screen on which people of vastly different political stripes project their own views," he wrote.

          Or as Democratic policy strategist Will Marshall of the centrist Progressive Policy Institute put it: "Voters want to know what lodestars presidential candidates steer by. That's something that a relative newcomer like Senator Obama has not had a chance to convey yet."

          His fame creates its own pressures.

          "He ought to try it," said Ronald Walters, a political scientist at the University of Maryland who served as a senior consultant to Jackson's presidential campaigns. "He's not going to be able to snatch back his rise in the polls and his stature in the public. This is a very special moment for him."

          But fame also attracts scrutiny.

          This month, a Chicago Tribune report said the wife of a developer and political fundraiser now under indictment purchased a lot last year next door to Obama's new house. Obama then paid the developer, Antoin "Tony" Rezko, $104,500 to expand Obama's yard into part of the lot.

          Rezko had donated to Obama's campaign and had held a fundraiser for him. He has pleaded not guilty to charges that he participated in an unrelated kickback scheme involving investment firms seeking state business.

          "Purchasing a piece of property from somebody who has been a supporter of yours I think is a bad idea," Obama told the AP. "It's an example where every once in a while you're going to make a mistake and hopefully you learn from it."

            WASHINGTON (AFP) - Senator John Kerry has said a gaffe last month widely seen as a slight against US troops in Iraq would not deter him from considering the 2008 Democratic presidential nomination.


            Grilled on US television Sunday about his political worth as a presidential hopeful after his verbal blunder, and asked if he had given up hope of a future White House run after losing to President George W. Bush in 2004, Kerry, 62, was adamant.

            "Not in the least. I'm looking at it in the same way," he said in an interview with Fox News Sunday television program.

            "My team is confident and strong," Kerry said.

            However, the Massachusetts Senator said he had not made up his mind about running again.

            "My decision would be somewhere around the turn of the year, beginning of the year," he said.

            Kerry, a former Vietnam War veteran, caused an outcry when he said at an October 30 political rally that Americans who neglect their education would "get stuck in Iraq."

            He apologized for his remark, saying it was never intended to insult US troops, but blamed the "Republican attack machine" for the controversy surrounding what he had said had been a "botched joke."

            He withdrew from campaigning for the November 7 legislative elections to avoid becoming a distraction.

            The elections gave Kerry's party control of both houses of Congress, in a vote Kerry said Sunday was a referendum on the Iraq war, the Republicans' leadership of the US government, and a sign that Americans were "tired of a corrupt (and) dysfunctional" Congress.

              WASHINGTON (AFP) - Infighting among US Democrats after their victory in the November 7 elections has led some to wonder if the party is up to the task of controlling Congress.


              The first week of legislative work since the elections brought a personal defeat to incoming speaker of the House of Representatives, Nancy Pelosi, who will become the first woman to be number three in the constitutional line of succession -- behind the president and the vice president.

              While trying unsuccessfully to impose a close ally as her right-hand man, she gave her followers reason to doubt her political skills.

              "Nancy Pelosi has managed to severely scar her leadership even before taking up the gavel as the new speaker of the House," The New York Times commented in an editorial. "The new majority -- led by a presumably wiser speaker -- must realize by now that intramural vendetta is hardly a substitute for productive government."

              In spite of the lack of clarity of their legislative agenda and the limited powers granted them the by the US Constitution, congressional Democrats have received a mandate from US voters.

              An opinion poll published Thursday revealed that 51 percent of Americans are counting on Democrats to take the initiative in leading the country as opposed to 29 percent who expect it from President George W. Bush.

              With all eyes now on the upcoming 2008 presidential race, Democrats' ability to create a credible alternative to the Bush presidency will be crucial in convincing voters to allow them to take back the White House in two years.

              For the moment, the Democrats, who will be sworn in in January, have two months to prepare for operating from the position of strength.

              The problem, however, is that Democrats have campaigned throughout the country on the theme of change.

              "They didn't have a detailed plan and they're now having to assemble one, and they have a small majority, so it's not like they can be very bold in what they propose," said Darrell West, professor at Brown University.

              For the moment, new Democratic leaders confirmed only a handful of priorities they plan to pursue in the coming weeks: an increase in the minimum wage, a new energy policy that is less favorable to oil companies, and efforts to combat the greenhouse effect.

              Bush has already indicated that he is open to raising the minimum wage as long as measures are taken to shield small businesses from the effects of the measure.

              However, their more ambitious proposals risk bumping against a presidential veto or fall victim of internal divisions among the Democrats themselves who hold disparate political positions on various issues.

              And their majority in the Senate will be particularly precarious: 51 Democrats versus 49 Republicans.

              It also is counting on cooperation from people with a pronounced independent streak such as former Democrat Joseph Lieberman, who was re-elected with strong support from Republican voters, and a former Reagan administration official, Jim Webb.

              Political scientist Larry Sabato from the University of Virginia has a simple piece of advice: "Narrow their focus, concentrate on just a few things and recognize that they're not going to be able to get much done until they have a Democratic president."

                  • تونی بلر، نخست وزير بريتانيا که به منطقه جنوب آسيا سفر کرده برای ديدار با نيروهای بريتانيايی به افغانستان سفر کرده است.
                    نفرات ارتش بريتانيا به عنوان بخشی از عمليات سازمان پيمان اتلانتيک شمالی - ناتو - در افغانستان در اين کشور مستقر شده اند و تونی بلر، که پيشتر به پاکستان سفر و با مقامات ارشد اين کشور ملاقات و گفتگو کرده است، صبح روز دوشنبه، 20 نوامبر، برای ديدار با آنان عازم جنوب افغانستان شد.

                    از سال 2002 تا کنون، اين نخستين ديدار آقای بلر با نيروهای بريتانيايی مستقر در افغانستان است و در جريان آن، وی با تعدادی از نفرات ارتش بريتانيا که در نبردهای شديد با شورشيان مخالف دولت افغانستان شرکت داشتند ملاقات کرد.

                    وی از آنان به خاطر انجام ماموريت در افغانستان تشکر کرد و گفت که پهنه صحرای محل نبرد آنان با شورشيان افغان صحنه ای است که در آن امنيت آينده جهان رقم خواهد خورد.

                    آقای بلر سپس از جنوب افغانستان عازم کابل، پايتخت، شده و با حامد کرزی، رييس جمهوری، ملاقات کرد.

                    در حال حاضر واحدهايی متشکل از حدود 4500 از نفرات ارتش بريتانيا در ولايت هلمند، جنوب افغانستان، مستقر شده و ماموريت استقرار امنيت و پاکسازی منطقه از شورشيان مخالف دولت را برعهده دارند.

                    نيروهای بريتانيايی در نبردهای سنگين با شورشيان درگير بوده اند و تا کنون 38 تن از نظاميان بريتانيايی در جنگ های افغانستان جان خود را از دست داده اند.

                    پيش از سفر به افغانستان، تونی بلر در سخنانی در پاکستان بر ادامه مبارزه با طالبان تاکيد نهاد و گفت که "هيچکس نبايد در تعهد ما نسبت به افغانستان کمترين ترديدی به خود راه دهد."

                    وی افزود که ادامه مبارزه با افراد وابسته به طالبان و القاعده و پيروزی در اين نبرد برای حفظ امنيت جهانی اهميتی اساسی دارد.

                    بريتانيا از جمله متحدان اصلی ايالات متحده در جنگ افغانستان است که در پاييز سال 2001 آغاز و به سرنگونی رژيم طالبان منجر شد.

                    با اينهمه، افراد وابسته به طالبان عمليات گسترده ای را در مخالفت با دولت مرکزی و نيروهای خارجی مستقر در افغانستان به اجرا گذاشته اند که در سال های اخير شده گرفته است.

                    کمک برای بازسازی

                    نخست وزير بريتانيا قبل از سفر به افغانستان در ملاقات با مقامات ارشد پاکستان، از جمله پرويز مشرف، رييس جمهوری، و شوکت عزيز، نخست وزير، در باره روابط دو کشور و اوضاع منطقه با آنان گفتگو کرد.

                    بلر و مشرف شکست شورشيان افغان را بخشی از مبارزه با تروريسم جهانی می دانند

                    وضعيت افغانستان از جمله تلاش برای خاتمه دادن به فعاليت شورشيان مخالف دولت، که گفته می شود برخی از آنان در خاک پاکستان پنهان شده اند، از جمله موضوع های مورد گفتگوی دو طرف بوده است.

                    روز يکشنبه اعلام شد که پاکستان و بريتانيا برای تقويت همکاری در زمينه مبارزه با تروريسم به توافق دست يافته اند و هر دو طرف اعتقاد دارند که برای موفقيت در اين زمينه، استقرار نظم و آرامش در افغانستان ضرورت دارد.

                    تونی بلر در عين حال تاکيد ورزيد که شکست طالبان تنها از طريق عمليات نظامی به دست نمی آيد بلکه مستلزم اتخاذ "استراتژی وسيعتری" در اين زمينه است.

                    تونی بلر خواستار جريان يافتن کمک های عمده بين المللی برای بازسازی افغانستان به خصوص مناطق جنوب شرقی اين کشور شد که مرکز نفوذ و عمليات طالبان محسوب می شود.

                    وی نياز به تخصيص منابع بيشتر به بازسازی افغانستان را به سياست آمريکا موسوم به برنامه يا طرح مارشال در پايان جنگ دوم جهانی تشبيه کرد.

                    طرح مارشال با منابع قابل توجه مالی به منظور بازسازی کشورهای اروپايی آسيب ديده از جنگ دوم به اجرا در آمد با اين اعتقاد که توسعه و رشد اقتصادی باعث تحکيم دموکراسی و نفوذ کمونيسم در اين کشورها خواهد شد.

                    در مورد همکاری پاکستان در سرکوب شورشيان وابسته به طالبان، پرويز مشرف، رييس جمهوری پاکستان، گفت که طالبان يک "مشکل افغانستانی" است که در جنوب شرق اين کشور ريشه دارد و عناصری از اين سوی مرز هم به آن کمک می کنند.

                    وی افزود که برای مقابله با طالبان، لازم است پاکستان هم اطمينان حاصل کند که از داخل اين کشور کمکی در اختيار شورشيان افغان قرار نمی گيرد اما تاکيد کرد که صحنه اصلی مبارزه در داخل خاک افغانستان است.

                    در مورد ريشه ادامه عمليات شورشيان در افغانستان، دولت های افغانستان و پاکستان اختلاف نظر داشته اند.

                    در حاليکه افغانستان اسلامگرايان تندرو مستقر در داخل پاکستان را مسئول دانسته و دولت پاکستان را به کوتاهی در زمينه مقابله با آنان متهم کرده است، مقامات پاکستانی گفته اند که ادامه شورش طالبان ريشه های داخلی دارد.

                    • رابرت موگابه، رييس جمهور زيمبابوه در جنوب قاره آفريقا شامگاه يکشنبه 19 نوامبر (28 آبان ماه) برای ديدار با همتای ايرانی خود، محمود احمدی نژاد، وارد تهران شده است.
                      رسانه های رسمی دو کشور هدف از سفر چهار روزه آقای موگابه به ايران را تحکيم روابط دو کشور و افزايش همکاری در زمينه های مختلف از جمله انرژی و مخابرات اعلام کرده اند.

                      دو کشور ايران و زيمباوه روابط پرتنشی با غرب دارند و چندی پيش وزير امور خارجه آمريکا از اين دو کشور - همراه با کشورهای ديگری چون کره شمالی، کوبا و بلاروس - به عنوان "پايگاه حکومت های استبدادی" ياد کرده بود.

                      ملاقات آقای احمدی نژاد با رئيس جمهور زيمباوه در حالی صورت می گيرد که رئيس جمهور ايران ماه گذشته در تهران ميزبان الکساندر لوکاشنکو، رئيس جمهور بلاروس بود و روز يکشنبه نيز در آخرين اظهارات خود خواستار 'گسترش روابط با کره شمالی' شده بود.

                      به گزارش خبرگزاری فرانسه، راديو دولتی زيمباوه گفته "دو کشور ايران و زيمباوه نقاط اشتراک زيادی دارند ... و رهبران هر دو کشور مواضع خود را در برابر دنيای غرب حفظ کرده اند."

                      آقای احمدی نژاد از زمان رسيدن به مقام رياست جمهوری ايران مواضع سرسختانه ای از خود نشان داده و بارها تاکيد کرده که کشورش قصد دست کشيدن از برنامه های هسته ای را به رغم افزايش فشار آمريکا و کشورهای اروپايی ندارد.

                      آقای موگابه نيز بارها به انتقاد شديد از کشورهای غربی به ويژه دولت بريتانيا، که زيمباوه تا آغاز دهه هشتاد ميلادی تحت استعمار آن بوده، پرداخته است.

                      در مقابل، هر دو رئيس جمهور مورد انتقاد غرب به ويژه آمريکا هستند که حکومت کشورهايشان را 'مستبد و سرکوبگر' می داند.

                      • گروهي از تندروهاي ايراني تهديد کرده اند در صورت استفاده امريکا از پايگاه هاي نظامي خود در کشورهاي عربي حوزه خليج فارس و حمله به ايران، گروه هاي انتحاري به شيخ نشينان اين منطقه اعزام خواهند شد.

                        فيروزه رجايي، دبيرکل ستاد "گردان داوطلبان شهادت" در اين خصوص به روزنامه کويتي الرأي اظهار داشته است: "اگر پايگاه هاي امريکايي موجود در اين کشورها، به عنوان نقطه آغازين حملات امريکا عليه ايران، مورد استفاده قرار گيرند، سران اين کشورها نبايد انتظار داشته باشند که امنيت شان حفظ شود. چرا آنها بايد امنيت داشته باشند، درحالي که ما امنيت نداريم؟"

                        وي همچنين افزود: "اگر برخي از کشورهاي خليج فارس پايگاه يا مرکزي را براي حمله به ايران دراختيار امريکا قرار دهند، آيا اين منطقي است که بتوانند امنيت داشته باشند؟"

                        به گفته او، "گردان داوطلبان شهادت" برخاسته از "کميته پاسداشت شهداي نهضت جهاني اسلام"، گروهي اصولگراست که در سال 2002 تأسيس شده و درحال حاضر 56000 داوطلب براي عمليات استشهادي و انتحاري دراختيار دارد.

                        در ماه مه 2006، اين گروه در تهران اعلام کرد گردان جديدي از"داوطلبان شهادت" را براي انجام عمليات انتحاري عليه سلمان رشدي، اسراييل و هرگونه"مهاجم" به خاک ايران را تشکيل داده است.

                        اين درحالي بود که ناظرين امر اين ادعاها و اظهارات را جدي نگرفتند و حتي مسؤولين ايراني نيز اين اقدامات و حرکات را کوچک شمردند و آنها را ناشي از خشم برخي از ايرانيان نسبت به اسراييل و غرب خواندند.

                        خطري در کمين

                        اخيراً يکي از مسؤولين نظامي عالي رتبه امريکا که براي تقويت روابط بين واشنگتن و امان به اردن سفر کرده بود، دولت ايران را "بزرگ ترين خطر" براي کاخ سفيد و متحدين عرب آن دانست.

                        پيتر رودمان، معاون وزير دفاع امريکا در امور امنيت بين المللي در شهر امان به فرانس پرس اظهار داشت: "در نزد دولت امريکا و متحدان عرب يک توافق نظر کلي وجود دارد: ايران خطر بزرگي است؛ خطري که جملگي با آن روبرو هستيم."

                        وي در حاشيه بيست و نهمين کميسيون نظامي برگزار شده بين اردن و امريکا اظهار داشت: "در مذاکرات خود با دوستان اردني به يک ديدگاه مشترک رسيده ايم: خطر منطقه اي همواره وجود دارد و ايران در اين خصوص از جايگاه مهمي برخوردار است. کشورهاي خليج فارس نيز نسبت به تهديد ايران بسيار نگران اند."

                        پيتر رودمان که پس از آن به بيروت سفر کرد، همچنين افزود که کشورش به نيروهاي مسلح لبنان کمک خواهد کرد تا کنترل کل کشور را به دست گيرند و بدين طريق از وقوع يک بحران جديد جلوگيري کنند.

                        اين مسؤول امريکايي همچنين در امان با شاهزاده فيصل، برادر ملک عبدالله دوم و خالد سريره، رييس ستاد نيروهاي مسلح، ديدار کرد. وي مي گويد: "ما درخصوص راه هاي حمايت از نيروهاي مسلح اردن مذاکره کرديم و تصميم برآن شد که پروژه هايي در زمينه مدرنيزه کردن توان دفاعي و نظامي اين کشور انجام شود. اکنون نيز در حال بحث درباره تأمين هواپيماهاي جنگنده شکاري به اردن هستيم."

                        • لندن- ايران همواره با حضور نيروهاي آمريکا در عراق مخالفت کرده، اما چشم اندازهاي جديد خروج آمريکا باعث ايجاد ناآرامي و نگراني ناشي از پيامدهاي خطرناک يک همسايه بي ثبات در جمهوري اسلامي شده است.

                          سياست ايران بطور رسمي مخالف حضور نيروهاي آمريکايي در عراق باقي مانده، و آنرا موجب تشديد خشونت در آن کشور خوانده است. دولت ايران ميگويد خواهان خروج هرچه سريعتر آمريکا از عراق است.

                          اما انتخابات اين ماه آمريکا که اکثريت کنگره را در اختيار دموکراتها قرار داد و در پي آن زمزمه آغاز خروج مرحله اي آمريکا ـ احتمالا در ظرف يکسال آينده ـ باعث گفتگوهايي در تهران بر سر هرج و مرجي شده که اين خروج به همراه خواهد داشت.

                          سه شنبه شب، کانال انگليسي زبان تلويزيون ايران تفسيري از پيروز مجتهدزاده استاد علوم سياسي، پخش کرد که در آن از آمريکا ميخواست تا تاسيس يک دولت مقتدر مرکزي در عراق که بتواند امنيت کافي را برقرار نمايد، در آن کشور باقي بماند.

                          مجتهدزاده در يک مصاحبه تلفني که بعد از آن برنامه انجام داد گفت: "آمريکائيان نميتوانند به سادگي از عراق خارج شوند و آن کشور را در به همريختگي باقي گذارند. چه کسي قرار است از امنيت عراقي ها حفاظت کند؟ ايراني ها نمي توانند اين کار را بکنند. ترکها نيز نميتوانند اين کار را بکنند. اين به رقابت سياسي ايران با غرب مربوط نميشود. اين يک واقعيت است که هر جامعه بايد يک ساختار حکومتي پايدار داشته باشد."

                          تحليلگران آشنا به تفکر حاکم ميگويند که اين نظرات طرفداراني در دستگاه سياست خارجي ايران دارد، اگر نگوييم که در ميان محافل تندرو وابسته به محمود احمدنژاد نيز دارد، و اين احساس که يک خروج زمان بندي شده بهتر از يک خروج سريع است .

                          هادي سمتي مي گويد: "آنها مستقيما و آشکارا نميگويند آمريکا بايد بماند، اما اين احساس در ميان ايرانيان وجود دارد که آمريکا نميتواند ناگهاني عراق را ترک کند. اگر در باره مقامات و دستگاه سياست خارجي ايران ميگوييد، به نظر من اين روزها آنها متوجه خطري شده اند که جنگ داخلي عراق و سقوط دولت آن کشور ميتواند براي ايران داشته باشد. واقعيت اين است که اگر خونريزي از دست خارج شود، آنها مجبور مي شوند در حمايت از برادران شيعه و بر عليه تندروها و گروههاي مرگ وارد عمل شوند."

                          "از طرف ديگر آنها نمي خواهند به عنوان طرفداران نيروهاي اشغالگر آمريکايي شناخته شوند و به همين دليل احساسي دوگانه دارند."

                          اما يک مقام رسمي ايران، که مايل به افشاي نام خود نبود، گفت" موضع ايران تغيير نکرده و ما خواهان خروج سريع آمريکائيان هستيم. ما مخالف ادامه حضور نيروهاي غربي در عراق هستيم. تا زماني که آنها در آنجا باشند خشونت ادامه خواهد يافت، و به ثبات منطقه کمک نخواهد کرد."

                          يک مقام ديگر نير همين نظر را داشت: "چرا آمريکا گمان ميکند خروج سريعش از عراق با مخالفت ما روبرو خواهد شد؟ آيا گمان ميکنند که حضورشان کمکي خواهد کرد؟ بنظر ايران چنين نيست. بعضي در آمريکا ميگويند که ايران خواهان باقي ماندن آمريکا در عراق است چونکه هدف خوبي براي ايران است و هرروز با مشکل جديدي روبرو ميشود. اما ما فکر مي کنيم حضور آمريکا در عراق مايه بي ثباتي منطقه است."

                          تحليلگران ايراني ميگويند مقامات ارشد هرگز نظري به غير از نظر رسمي مخالفت ايران با مداخله آمريکا ابراز نمي کنند.

                          • به نوشته مجله نيويورکر، ديک چني معاون رييس جمهور امريکا و ديگر "بازهاي" دولت بوش هنوز گزينه نظامي عليه دولت جمهوري اسلامي را از ذهن خارج نکرده اند. اين درحالي است که کاخ سفيد کماکان صحت چنين اطلاعاتي را تکذيب مي کند.

                            در دفاتر کاخ سفيد هنوز نقشه هاي حمله به ايران به چشم مي خورند. به هرحال اين چيزي است که سيمور هرش، روزنامه نگار پيشرو و سرشناس امريکايي [افشاکننده فجايع زندان ابوغريب] در مجله نيويورکر چاپ دوشنبه تحت عنوان "فصل آتي" بر آن تأکيد کرده است.

                            اين روزنامه نگار مي نويسد ديک چني يک ماه قبل از انتخابات مجلس [7 نوامبر] در کنار مسؤولين امنيت ملي در جلسه اي با موضوع ايران شرکت کرده بود. ديک چني در آن جلسه خاطرنشان کرد حتي اگر دموکرات ها در اين انتخابات پيروز شوند، باز هم گزينه نظامي عليه ايران برجاي خود باقي خواهد ماند. يکي از کارشناسان پنتاگون که نخواست نامش فاش شود به سيمور هرش اظهار داشت: "اين يک حالت کلاسيک است که بايد درحين شکست به سوي جلو پيش رفت. آنها فکر مي کنند اگر به ايران حمله کنند، مسأله عراق فراموش خواهد شد. چنين اقدامي يا به پيروزي کامل خواهد انجاميد و يا به شکست کامل."

                            گزارش هاي محرمانه سيا

                            با اين حال به گفته سيمور هرش، در گزارشي محرمانه از سازمان سيا آمده است که "مدرک مستدلي" مبني بر خواست ايران براي دستيابي به سلاح هاي کشتارجمعي وجود ندارد. ولي طبق گفته يکي از مسؤولين عالي رتبه اطلاعاتي، کاخ سفيد با نتيجه گيري هاي اين گزارش مخالفت کرده است.

                            اين سناريو دوران قبل از حمله به عراق را در ذهن تداعي مي کند. درحقيقت، کاخ سفيد در ماه مارس 2003 مخالفت خود را با تحليلي از سازمان سيا اعلام کرده بود؛ در آن تحليل آمده بود که اطلاعات مستدل و دقيقي درخصوص وجود سلاح هاي کشتارجمعي در عراق در دست نيست. از آن پس، وجود اين سلاح ها هيچگاه آشکار و ثابت نشد، ولي به هرحال اين مسأله در آن دوران باعث شد تا حمله امريکا به عراق صورت گيرد.

                            واکنش ها

                            کاخ سفيد ادعاهاي سيمور هرش را تکذيب کرده است. به علاوه، خانم دانا پرونو، يکي از سخنگويان کاخ سفيد نيز مقاله او را "ملغمه اي از اشتباهات" خوانده است. به گفته او، اين روزنامه نگار بار ديگر سعي کرده تا "داستاني براي ارضاي عقايد تندروي خود خلق کند".

                            سيمور هرش که نسبت به انکارهاي واشنگتن عکس العمل نشان داده، روز يکشنبه در شبکه سي ان ان صحت اين اطلاعات را تأکيد نمود. وي اظهار داشت: "بازهاي دولت بوش که توسط ديک چني رهبري مي شوند، درخصوص مسأله ايران بسيار قاطع و سخت گيرند."

                            درحالي که برخي از کارشناسان انتصاب رابرت گيتس [يک شخصيت عمل گرا] به سمت وزير دفاع امريکا را يک نزول قدرت مي دانند، سيمور هرش عکس آن را معتقد است: "هيچ گاه نبايد ديک چني را دست کم بگيريم."

                              • محمود احمدي نژاد، که چندي پيش اعلام کرده بود رهبران کشورهاي جهان براي حل مسائلشان با وي تماس مي گيرند، بار ديگر از وظيفه خود در پاسخگويي به "موج حق طلبي موجود درکشورهاي قاره هاي جهان" خبرداد. احمدي نژاد از برنامه خود براي برپاسازي "جامعه طبيه اسلامي" سخن گفت و افزود: "ماموريت ملت ما در اين حركت عمومي بسيار سنگين است، ما وظيفه داريم به خواست مردمان جهان سرعت بخشيم و به عنوان الگو، جامعه*‏ طيبه اسلامي را برپا سازيم." رييس جمهور اضافه کرد که در جهان از کارهاي دولت وي "الگوبرداري" مي شود و "دنيا به سمت احمدي نژادي شدن درحال حرکت است".

                                محمود احمدي نژاد که از صداوسيما ديدن مي کرد، به علاوه از تلاش ايران براي دستيابي به 60 هزار دستگاه سانتريفوژ براي غني سازي اورانيوم سخن گفت. او افزود که اسراييل به ايران حمله نخواهد کرد: "رژيم صهيونيستي رژيمي ضعيف و داراي مشكلات زيادي است و ما در برابر كشورهاي قدرتمندتر از آن نيز ايستاده*ايم." اين درحالي است که آمريکا همواره اعلام کرده است که همه گزينه ها براي متوقف کردن برنامه هسته اي ايران روي ميز است.

                                ديروز، منوچهر متکي نيز با اشاره به سخنان رييس جمهوري گفت: "ايران به طور قطعي در توليد سوخت هسته*يي مورد نياز فعاليت*هاي صلح*آميز خود مصمم است. دكتر احمدي*نژاد اعلام كرده 60 هزار سانتريفيوژ مي*خواهيم ايجاد كنيم. بيان اين حرف يعني ايران به طور قطعي براي به دست آ*وردن سوخت جهت توليد انرژي براي اهداف صلح*آميز مصمم است و همچنين اين امر از طرف ديگر نشان دهنده اين است كه ايران به خودش مطمئن است و انحرافي نمي*خواهد داشته باشد." متکي درعين حال ادامه مذاکره با کشورهاي غربي را مورد تاکيد قرار داد: "بيان اين خبر يعني ورود قطعي ايران به حوزه توليد صنعتي سوخت و در عين حال بيان مي*كنيم كه آمادگي براي مذاكره داريم."

                                اظهارات خبرساز احمدي نژاد و متکي در مورد توليد قريب الوقوع 60 هزار سانتريفوژ، در شرايطي بيان مي شوند که علي لاريجاني، مذاکره کننده اصلي هسته اي ايران و دبير شوراي عالي امنيت ملي، پيشتر تاکيد کرده بود مواضع هسته اي جمهوري اسلامي، صرفا از جانب او بيان خواهند شد.

                                کشورهاي غربي وازجمله آمريکا، تعليق غني سازي را حتي به مدت محدود پيش شرط آغاز هرگونه مذاکره اي با ايران مي دانند. ديروز اينترنشنال هرالد تريبون با اشاره به سخنان اخير احمدي نژاد نوشت در شرايطي که ايران تنها دوآبشارسانتريفوژ 164 تايي را تا کنون را راه اندازي کرده و اتصال هزاران عدد ازاين دستگاه ها بسيار پيچيده وتکنيکي است، مشخص نيست احمدي نژاد چگونه مي خواهد تا پايان سال 2007 تعداد 60 هزار دستگاه سانتريفوژ را نصب کند.

                                اما در هر حال، پيش بيني مي شود خبرتلاش دولت ايران براي دستيابي به 60 هزاردستگاه سانتريفوژ، مخالفت کشورهاي غربي را به همراه داشته باشد؛ به ويژه در شرايطي که پرونده هسته اي ايران درشوراي امنيت قرار دارد.

                                عده اي از صاحب نظران همچنين پيش بيني مي کنند ادعاي جديد هسته اي رييس جمهور ايران، با واکنش کشورهاي خاورميانه مواجه شود و به نوعي رقابت هسته اي منطقه اي دامن بزند. به غير از اسراييل و پاکستان، کشورهايي ديگر چون عربستان، ترکيه و مصر هم اخيرا تمايل ويژه اي به توسعه پروژه هاي هسته اي خود بروز داده اند. در همين راستا، حسني مبارک، رييس جمهوري مصر دو روز پيش گفت که کشورش براي ايجاد و توسعه انرژي هسته اي نيازي به اجازه هيچ کشوري ندارد و افزود: " براي ما امنيت ملي، در الويت قرار دارد."

                                احمدي نژاد در سخنراني ديروز خود بار ديگر به سياست هاي هسته اي در دولت خاتمي نيز حمله کرد و اظهار داشت: "هر بار با كشورهاي ديگر راجع به حقوق هسته*‏اي خود صحبت مي*‏كرديم مجبور مي*‏شديم در هر مقطع بخشي از اين حقوق را به آنها واگذار كنيم. اما در حال حاضر با عملكرد خود توانستيم در ميان هشت كشور هسته*‏اي حضور داشته باشيم."

                                رييس جمهور ايران روز گذشته، همزمان با اظهارات خود در مورد سانتريفوژها، جلال طالباني و بشار اسد روساي جمهور عراق و سوريه را براي "يافتن راه هايي براي پايان دادن به خشونت ها در عراق" به تهران دعوت کرد؛ اقدامي که به گمان برخي تحليل گران، ممکن است بتوان آن را نوعي امتيازدهي به آمريکايي ها، همزمان با اعلام اخبار نگران کننده هسته اي تلقي کرد.

                                به گزارش بي بي سي، طالباني، دعوت محمود احمدي نژاد براي اين ديدار رسمي از ايران را پذيرفته و شنبه آينده به تهران سفر مي کند، دمشق تا کنون در مورد حضور بشار اسد در تهران، اظهار نظري نکرده، و وزارت امور خارجه آمريکا با احتياط از اين خبر استقبال نموده است.
