    TEHRAN (AFP) - Palestinian prime minister Ismail Haniya has arrived in Iran for talks as part of his first foreign tour at the head of the Hamas government, sources close to the Iranian presidency said.

    Haniya was welcomed by Iranian Vice President Parviz Davoudi Thursday and was expected to meet supreme leader Ayatollah Ali Khamenei and President Mahmoud Ahmadinejad during his visit.

    Iran, like Haniya's Islamist group, refuses to recognise Israel. It is a vocal backer of the Hamas-led Palestinian government and has handed it 120 million dollars in aid since the administration was formed in March.

    Hamas has sought to bolster ties with its regional allies as it desperately seeks to replenish the Palestinian treasury after Western countries froze aid when the party took office.

    Haniya's visit comes after the collapse of talks between Hamas and the secular Fatah faction of president Mahmoud Abbas on forming a government of national unity and ending the aid blockade.

    His tour has already seen Haniya visit Qatar, Bahrain and Syria.

    As they attended the opening of the Asian Games in Doha, Haniya was told by Ahmadinejad that Israel was "on the slope of disappearance".

    Although no official programme has been released, Haniya's visit is expected to last at least until Friday, with Ahmadinejad away from the capital Thursday on the final day of a regional tour.

        بعد از رفتن هيات هاي عراقي و لبناني، تهران خودش را براي پيروزي و اگر نتوانست دست کم براي تسلط پيدا کردن در مناقشه فلسطين، آماده مي کند. اسماعيل هنيه، نخست وزير حماس، با انتخاب کردن تهران به عنوان اولين نقطه حرکت و تريبوني براي رساندن پيام هاي آتشين خود به غرب و "رژيم صهيونيستي"، اين موضوع را تاييد مي کند. اسماعيل هنيه در سخنراني اش در مقابل هزاران نفر از حاميانش که در مراسم نماز جمعه در دانشگاه تهران حضور داشتند، گفت: "آمريکا و صهيونيست ها، با وقاحت مي خواهند کاري کنند که ما غصب کردن سرزمين فلسطين را به رسميت بشناسيم، آنها مي خواهند ما را مجبور کنند که از جهاد و مقاومت دست برداريم تا با دشمن قديمي خود به توافق برسيم."

        نخست وزير بنيادگراي دولت خودگردان فلسطين، در آستانه ديدارش با ( آيت الله)علي خامنه اي، رهبر، درباره ارتباطاستراتژيک با جمهوري اسلامي صحبت و کمک هاي مالي ايران را قبول کرد و هرگونه احتمال به رسميت شناختن دولت اسرائيل و توافق هاي به عمل آمده در گذشته بين اسرائيل و مقامات ملي فلسطين را منتفي دانست. او گفت: "من از اين جايگاه اعلام مي کنم که هيچ يک از اين فرضيات، تحقق پيدا نمي کنند. ما هرگز دولت متجاوز صهيونيستي را به رسميت نخواهيم شناخت و تا آزاد کردن بيت المقدس، به جهاد ادامه خواهيم داد." بلافاصله بعد از اين، هنيه با اشاره به حمايت هاي ايران از مقاومت فلسطين، از جمهوري اسلامي تجليل کرد: "آنها با گفتن اينکه ملت فلسطين تنها مانده است، مي کوشند ما را نا اميد کنند، اما اين فقط يک تصور است. ما با جمهوري اسلامي ايران يک پيوند استراتژيک عميق داريم."

        از معناي صحبت هاي هنيه، برداشت زيادي نمي توان کرد. سخنراني او يک لگد محکم به محمود عباس، رئيس جمهور فلسطين، بود که در جريان يک سري مذاکرات بي انتها قصد داشت هنيه را متفاعد کند که از موضعشپايين بيايد و دولتي مردمي با حضور فتح تشکيل شود. جمله "برايم مهم نيست"، فريادي بود که بر سر آمريکا و اروپا، و دو شريک ديگر (روسيه و سازمان ملل)، فرود آمد؛ آنها آماده بودند تا سرمايه گزاري هاي بين المللي را در صورت کناره گيري افتخاري حماس، با مقامات فلسطيني آغاز کنند. هنيه و وزرايش هم مسلما به هيچ عنوان قصد ندارند صندلي خود را واگذار کنند. آنها قصد ندارد قدرت را با فتح شکست خورده تقسيم کنند. به همين دليل در زماني که هنيه در دانشگاه تهران سخن مي گفت، ده ها هزار نفر از تظاهرکنندگان بنيادگرا به خيابان هاي غزه ريختند و از نخست وزير تقاضا کردند که استعفا ندهد و از حماس خواستند که قدرت را تقسيم نکند. 120 ميليون دلار دريافتي از ايران و گرفتن قول کمک هاي بيشتردر مقابل يک رابطه مستحکم، تمام فرضيات قبلي را منتفي کرد. تهران در اين لحظه حاضر است هر بهايي را بپردازد تا چند امتياز با ارزش را در مخالفت هاي جهاني با آمريکا، اروپا و کشورهاي عرب سني ثبت کند. اين مخالفت ها که از مسائل اتمي آغاز و به جنگ در عراق و لبنان و فلسطين تمام خاورميانه ختم مي شود.

        ايران که در بهره برداري از ضعيف شدن آمريکا مصمم است، حاميانش و متحدانش را فرا خوانده است تا به دشمن چنگ و دندان نشان دهند. در عراق، حمله نظاميان شيعه نشان داد که بدون کوتاه آمدن آمريکا در مقابل ايران، ثبات به اين کشور باز نخواهد گشت. در لبنان، حزب الله در يک قدمي ساقط کردن دولت سينيوره است. در فلسطين، بعد از آغاز انتفاضه دوم در سال 2000، ايران به وضوح از مواضع نظامي و سياسي حماس حمايت مي کند. پرويز داوودي، معاون نخست وزير، براي اينکه نشان بدهد سخاوت ايراني ها ادامه دارد، مي گويد: "ايران آماده است تا تجربيات و موفقيت هايش در تمام زمينه ها در اختيار فلسطين بگذارد." اسرائيلي ها اين وعده ها را به عنوان تهديد تازه اي براي تدارکات نظامي قريب الوقوع نظاميان حماس در غزه، تفسير مي کنند.

          Recently, former U.S. President Jimmy Carter once again has managed to put himself in the spotlight of media attention after making some interesting comments about Palestine and other issues. View points of Mr. Jimmy Carter on Palestinian election in particular, drew my attention in which Mr. Carter complained about Palestinian people being penalized for democratically electing Hamas to represent them in Palestinian government. Mr. Carter complained that Palestinians should not be punished because of this democratic election which he insisted, was in fact in direction of spread of democracy in the region.

          Believing that Hamas was elected by Palestinian people in a truly democratic process is one thing but spreading of democracy in the region is something else. One important specification of a democracy is to work with harmony with the rest of the world while protecting its constituents and serving their interests.

          Making a bad selection by constituents which happens everyday and in every corner of "democratic world" is nothing out of ordinary in an environment which true foundations of democracy are easily manipulated or non existent. If Palestinian people made an informed decision to elect Hamas as their representative then, like any other democratic society, they should live with the consequences of their own decision. Why the rest of the world should accept and respect a group of known terrorists because they were "elected democratically" to represent a people?

          Germans elected Hitler as their leader and dictator in multiple "democratic elections" in 1930's but that did not stop other nations to get rid of him when conditions became unbearable. This is a very clear example that a party or group in any nation which has no respect for accepted values by the rest of the world should not receive automatic acceptance by others just based on being "democratically elected".

          In a democratic world when a party wins a democratic election and fails to deliver the campaign promises, the consequences will be for the whole people in that society which made that choice. As a result those people, if wise enough, may decide to go with more realistic options next time. It is obvious that, depending on the situation, the resulting effects of mistakes made by a society may vary as far as magnitude and in some cases, those mistakes, could have an impact on the whole humanity.

          Disastrous policies of former President Carter towards an allied nation during 1970's resulted in the rise of a fundamentalist Islamic ideology from which world may suffer for a very long time to come. Regardless of the reasons which Mr. Jimmy Carter might have had to justify his behavior at that time, the rise of another group of fundamentalists which uses terrorism as a tool to achieve objectives in Middle East, can only be described as an indirect result of his actions at the time of his presidency.

          Hamas and almost any other terrorist groups in the Middle East and the rest of the world are on pay list of Islamic Republic regime in Iran which has its hands on a vast amount of wealth enough to manipulate the money hungry politicians of the world to implement their plans.

          Rise of Hezbollah in Lebanon and another group in Iraq armed with Shiite radicalism could never be possible without backing of Islamic Republic regime in Iran. Use of terrorism as a tool to intimidate others combined with huge amounts of money generously distributed among terrorist groups has put Islamic regime of Iran into a position which United States and others are now considering getting into negotiation with them! This is a clear indication of seriousness of situation.

          There is no question that Islamists have been working for a long time since more than a hundred years ago to find a way into governing of Islamic nations but, if it was not for incompetent policies of President Carter, they would never be as close as they are now to domination of at least a certain portion of the world.

          Mr. Carter's wrong policies, has put the world on a roller coaster path in which events like 9/11 may look like a picnic one day! Mr. Carter should stop meddling with affairs which he does not know about just to promote a book full of political correctness that he published to sell and serve his own pocket only.

            Israeli High Court strikes down ban of Palestinian intifada lawsuits

            In a unanimous decision, the Israeli High Court of Justice has ruled that the state is responsible for paying compensation for harm caused by IDF operations against civilians in the West Bank and Gaza Strip, if the operations did not occur as part of a clearly defined war.

            Haaretz reports that the ruling cancels a portion of the "intifada law" that was designed to protect the IDF and the state from paying for damages cost in designated "conflict areas."

            The High Court's decision to cancel the clause was spurred by an initiative on the part of nine human rights groups led by the 'Adalah' organization. The groups argued that the law is "racist and inhumane" because it frees the state from the responsibility to pay compensation to civilians hurt in "non-belligerent" IDF operations carried out since September 2000.

            Nonetheless, the judges' decided to preserve a clause added to the law in July 2005, that stipulated that the state does not have to pay compensation for damages caused in military operations since September 2000, when the damage was suffered by "citizens of enemy states and workers or members of terrorist organizations."

            The Jerusalem Post reports that the original petitioners who had brought the case against the "intifada law" said it, among other things, violated international humanitarian law which dictates that an occupying power (in this case Israel) is responsible for the safety and well-being of the civilian population under occupation. The state had argued that the intifada is a "war to all intents and purposes" and that terrorists were the ones who are responsible for the fact that civilians were hurt. So just as Israel was responsible for its dead and wounded during the conflict, the Palestinian Authority was responsible for its civilians.

            The ruling brought harsh condemnation from right-wing members of Israel's parliament, the Knesset. Haaretz reports that Michael Eitan of the conservative Likud party warned that if the High Court continues to dismiss Knesset legislation, the justices "will destroy Israeli democracy and the army's defense capabilities." Other conservative MKs agreed.

            National Union chairman MK Benyamin Elon said, "The High Court of Justice, which dismisses laws and doesn't understand we are at war, is becoming [one of the] most substantial problems to Israel's existence. The system must be changed."

            But YNetNews reports that the Israeli left welcomed the decision, saying it helped restore some of "Israel's moral image."

            "It's too bad the coalitional majority in the Knesset leads us to a situation every time in which the High Court is forced to change house decisions," he said.

            "I hope Knesset members honor the court's decision this time," he added.

            Meretz-Yahad Chairman MK Yossi Beilin said, "The High Court has proved that the Knesset can't take rampant liberties and ignore Israel's responsibility for its actions in occupied territories."

            The right-wing Israeli online media network Arutz Sheva reports that Arab groups also praised the decision.

            "The High Court of Justice cannot compensate people on the loss of their loved ones or on the damage done to them, but this decision, although a partial one, is a very important decision," said MK Mohammad Barakeh, chairman of the Arab Hadash Party.

            Haaretz reports that other decisions from the Israeli High Court this week include "rulings on a petition to abolish Israel's assassination policy in the territories; on the reduction of the IDF's safety zone for shelling the Gaza Strip; and on the legality of the Matityahu East neighborhood built on land that used to be part of the West Bank village of Bil'in."

            Finally, the BBC reports that Israeli Prime Minister Ehud Olmert may have accidentally "come close to admitting" that Israel possesses nuclear arms.

            Speaking on German TV, he said Israel did not threaten "any nation with annihilation" while Iran openly threatened to wipe Israel off the map.

            "Can you say that this is the same level, when they [Iran] are aspiring to have nuclear weapons, as America, France, Israel, Russia?" he said.

            Israeli officials later denied that this was any kind of an admission that the state has nuclear weapons. But the comments "caused an uproar" in Israel, and several politicians demanded Olmert's resignation.

            It is widely believed by military analysts that Israel has several nuclear weapons, although the Israeli government and media have never confirmed their existence.

                  The Palestinian president, Mahmoud Abbas, and the prime minister, Ismail Haniyeh, today agreed to urge fighters from their rival factions to leave the streets of Gaza.
                  The move came after one of the bloodiest battles between Fatah and Hamas in recent weeks left eight people dead.

                  "We are going to end all armed displays in the streets," Mr Haniyeh, of Hamas, said. Mr Abbas, of Fatah, made no comment.

                  It was unclear whether the initiative would work after previous truce attempts collapsed amid deep tensions between the factions.

                  Colonel Mohammed Ghayeb, the head of an Abbas-allied security service in northern Gaza, died in yesterday's clashes as Hamas gunmen attacked his home with rockets and grenades.

                  Moments before his death, he telephoned Palestine television, which broadcast his desperate plea for help. "They are killers," he said of the Hamas gunmen. "They are targeting the house, children are dying, they are bleeding. For God's sake, send an ambulance."

                  The battle raged outside the house for much of the day. Six of Col Ghayeb's bodyguards and a Hamas gunman also died, while around 36 people, including eight children and Col Ghayeb's wife, were injured.

                  Hundreds of people gathered outside his damaged house today prior to a funeral procession for the seven dead Fatah men.

                  Fatah militants attacked Hamas offices and vehicles in several places in the West Bank yesterday, wounding a Hamas activist, Palestinian security officials said.

                  The talks between Mr Abbas and Mr Haniyeh began late last night, despite the two men having traded angry accusations in recent weeks.

                  Hamas, an Islamist militant group, controls the Palestinian government, and Mr Abbas, a moderate, is a separately elected president.

                  In further violence yesterday, an Israeli raid in the West Bank killed four Palestinian civilians.

                  Forces entered the West Bank town of Ramallah in the first major Israeli army raid since the Israeli prime minister, Ehud Olmert, and Mr Abbas agreed to try and ease tensions two weeks ago.

                  The two-hour raid, accompanied by heavy gun battles, turned central Ramallah into a battlefield, with dozens of cars smashed and vegetable carts overturned. Twenty Palestinians were injured, and the Israeli troops left after detaining four suspects.

                  The clash, which came hours before Mr Olmert held a summit meeting with the Egyptian president, Hosni Mubarak, embarrassed the Israeli leader.

                  He apologised for any civilian casualties and said the operation had been intended to protect Israel from terrorist attacks. "Things developed in a way that could not have been predicted in advance," he said. "If innocent people were hurt, this was not our intention."

                  According to Israeli security officials, the government did not have prior knowledge of the raid, which had been intended to be a routine arrest operation and did not have to be approved by the defence minister.

                  The Israeli cabinet minister Binyamin Ben-Eliezer, a former defence minister, criticised the army over the raid's timing.

                  Mr Olmert's talks with Mr Mubarak had been intended to push for new Israeli-Palestinian peace efforts, but were overshadowed by the violence.

                  Standing next to Mr Olmert in the Red Sea resort of Sharm el-Sheik, Mr Mubarak condemned the raid. "Israel's security cannot be achieved through military force but by serious endeavours toward peace," he said.

                  Rabih Hamed, the apparent target of the raid, was seriously injured. A photographer for the local news agency Maan was critically hurt by gunfire.

                    جناح فلسطينی فتح، جنبش حاکم حماس را متهم به دسيسه چينی برای قتل محمود عباس، رهبر فلسطينی ها و ساير مقام های اين گروه کرده است.
                    يک سخنگوی فتح می گويد تونل های انباشته از مواد منفجره که تصور می شود هدف از ايجاد آنها سوءقصد به جان اعضای ارشد فتح بوده در ناحيه غزه کشف شده است.

                    وی گفت فتح بر اين باور است که اين تونل ها توسط حماس ايجاد شده است. حماس اين ادعا را رد کرده است.

                    اتهامات تازه در خلال کشمکش شديدی ميان دو جناح رقيب فلسطينی در غزه مطرح می شود.

                    در هفته های اخير دست کم 30 نفر در نبردها ميان اين دو گروه در غزه کشته شده اند.

                    'نيات شرورانه'

                    عبدالحکيم عواد، سخنگوی فتح، گفت در چند روز اخير در حدود پنج تونل که در آنها مواد منفجره کار گذاشته شده بود در غزه کشف شده است.

                    آقای عواد گفت برخی از تونل ها از زير مساجد شروع می شد و يکی از آنها از زير منزل يک مقام ارشد فتح در اردوگاه آوارگان جباليه می گذشت.

                    به گفته وی تونل ديگری از زير جاده ای که مورد استفاده محمود عباس، رهبر فتح و رئيس تشکيلات حکومتی فلسطين بود، می گذشت.

                    به گزارش خبرگزاری آسوشيتدپرس آقای عواد گفت: "به خاطر عمق وخامت اين اقدام، که به عقيده ما نمايانگر نيات شرورانه و از پيش برنامه ريزی شده برای ترور رهبران و مظاهر جنبش فتح و مقامات آن، از جمله پرزيدنت ابومازن [محمود عباس] است ... ما در گروه فتح، حماس را به طور کامل مسئول هرگونه اقدامی از اين نوع می دانيم."

                    حماس اين اتهام را رد و وجود هرگونه توطئه ای را انکار کرده است.

                    يک سخنگوی حماس تلويحا گفت که فتح عمدا در حال مانور دادن برای تيره تر کردن فضا در غزه است.

                    الن جانستون، خبرنگار بی بی سی در غزه، می گويد هرچند تنش ها ميان دو حزب همچنان حاد است، خشونت های خيابانی طی حدودا 10 روز گذشته به شدت افت کرده و عملا متوقف شده است.

                    وی می گويد که سخنرانی های اخير چهره های ارشد دو گروه بسيار آشتی جويانه تر است و به اين اميد جان بخشيده که ديالوگی جدی ميان آنها از سر گرفته شود.

                        در پی اعلام توافق جناح های رقيب فلسطينی با آتش بس در نبرد چند هفته ای و بمب گذاری انتحاری در اسرائيل، هواپيماهای اسرائيلی تونلی در باريکه غزه را بمباران کرده اند.
                        منابع ارتش اسرائيل اعلام داشته اند که در ساعات اوليه بامداد روز سه شنبه، 30 ژانويه، هواپيماهای نظامی اسرائيلی تونلی واقع در در مرز مشترک باريکه غزه و اين کشور را بمباران کرده اند زيرا گروه های تندرو فلسطينی از اين تونل ها برای ورود و انجام عمليات در خاک اسرائيل استفاده می کرده اند.

                        اين اقدام در پی بمب گذاری انتحاری در شهر ساحلی ايلات در اسرائيل صورت گرفت که در جريان آن، سه نفر اسرائيلی و شخص بمب گذار کشته و چندين نفر ديگر زخمی شدند.

                        به گفته منابع فلسطينی، شخص بمب گذار يک مرد 21 ساله اهل غزه بوده است.

                        جهاد اسلامی و تيپ شهدای الاقصی مسئوليت اين بمب گذاری را برعهده گرفته و گفته اند که با اين اقدام در صدد بوده اند نشان دهند که گروه های فلسطينی به جای درگيری داخلی بايد اسلحه خود را به سوی اسرائيل نشانه روند.

                        جنبش حماس، که کابينه فلسطينی را در دست دارد، نيز اين بمب گذاری را اقدامی مشروع در مقابله با اسرائيل توصيف کرده است.

                        بمب گذاری ايلات نخستين حمله انتحاری در داخل اسرائيل از ماه آوريل گذشته بوده است.

                        از تلفات احتمالی حمله هوايی اسرائيل به تونل واقع در مرز باريکه غزه گزارشی نرسيده است.

                        مقامات نظامی اسرائيل گفته اند که بر اساس اطلاعاتی که در دست دارند قرار بود از اين تونل برای انجام عمليات ديگری عليه پاسگاه های نظامی و ساير تاسيسات اسرائيلی استفاده شود.

                        از ماه نوامبر سال گذشته، اسرائيل در واکنش نسبت به نوعی آتش بس غير رسمی از سوی گروه های فلسطينی از انجام عمليات نظامی در سرزمين های فلسطينی خودداری کرده بود.

                        عمليات روز سه شنبه اين نگرانی را پديد آورده که ممکن است اسرائيل حملات خود عليه سرزمين های فلسطينی را از سر بگيرد.

                        آتش بس حماس و فتح

                        اين حمله ساعاتی پس از اعلام آتش بس بين جناح های فلسطينی فتح، به رهبری محمود عباس، رييس تشکيلات خودگردان فلسطينی، و حماس روی داد.

                        گروههای تندرو از فلسطينيان خواسته اند اسلحه خود را به سوی اسرائيل نشانه روند

                        افراد مسلح اين دو گروه در ماه های اخير با يکديگر درگير بوده اند و گفته می شود در جريان اين نبردها دهها تن از افراد دو طرف و غيرنظاميان کشته شده اند.

                        حمله به دفاتر و قرارگاه ها و گروگانگيری اعضای حماس و فتح از جمله اقداماتی بود که اين دو گروه به آن دست زده اند.

                        اين آتش بس با ميانجيگری عربستان سعودی و مصر به دست آمد و دو کشور از گروه های فلسطينی خواسته اند به توافق ميان خود احترام بگذارند.

                        توافق برای آتش بس از اوايل بامداد روز سه شنبه به اجرا گذاشته شد اما در ساعات قبل از آن صدای تيراندازی و انفجار از نقاط مختلف شهر غزه به گوش می رسيد.

                        درگيری بين حماس و فتح از رقابت دو گروه فلسطينی ناشی می شود که نهادهای اصلی تشکيلات خودگردان را در دست دارند.

                        در حاليکه رهبران هر دو گروه از توقف درگيری بين نفرات خود ابراز خوشنودی کرده اند برخی ناظران نسبت به دوام آتش بس ابراز نگرانی کرده اند.

                        به گفته آنان، اين امکان وجود دارد که حماس و فتح با استفاده از توقف درگيری ها، به تقويت نيروهای خود مبادرت ورزند و دور بعدی خشونت ها با شدت بيشتری آغاز شود.

                        تسلط حماس بر پارلمان و دولت فلسطينی باعث قطع بخش اعظم کمک های مالی خارجی و ايجاد بحران اقتصادی در سرزمين های فلسطينی شده است و کشورهای غربی از سرگيری کمک های خود را به قبول موجوديت اسرائيل، نفی توسل به خشونت و احترام به توافق های قبلی فلسطينيان و اسرائيل از سوی حماس مشروط کرده اند.

                        حماس اين درخواست را نپذيرفته و رييس تشکيلات خودگردان در صدد بوده است با تشکيل دولت وحدت ملی، با مشارکت حماس و فتح، راه را برای از سرگيری کمک های خارجی هموار سازد.

                        دولت مصر می کوشد با ميانجيگری بين دو طرف، موانع موجود در راه تشکيل دولت وحدت ملی را مرتفع سازد و انتظار می رود اين موضوع در ملاقات محمود عباس و رهبران مصر مورد بررسی قرار گيرد.

                                "ايمن الظواهرى" مرد شماره دو "القاعده" از توافق مكه ميان جنبش مقاومت اسلامى فلسطين "حماس" و جنبش آزاديبخش فلسطين "فتح" انتقاد كرد.


                                به گزارش ايرنا، شبكه تلويزيونى "الجزيره" قطر، روز دوشنبه گفت: الظواهرى آنچه را كه "سقوط جنبش حماس در باتلاق تسليم" خواند، به امت عربى و اسلامى تسليت گفت.

                                وى با حمله به توافق مكه كه براى تشكيل دولت وحدت ملى فلسطين به امضا رسيد، گفت: پذيرش احترام به قطعنامه*هاى بين*المللى از سوى حماس، نوعى عقب*نشينى است.

                                به گفته الظواهري، جريانات اخير در فلسطين، بخشى از توطئه آمريكا است كه عربستان سعودى به نيابت از واشنگتن در حال اجراى آن است.
