  • سنای آمریکا لایحه مهاجرت را احیا کرد


    آقای بوش از سنا خواست آنچه را فرصتی تاریخی خواند از دست ندهد
    سنای آمریکا طی یک رای گیری بار دیگر بحث درباره یک طرح فراگیر به منظور اصلاح قوانین مهاجرت در این کشور را احیا کرده است.
    این لایحه مورد حمایت جورج بوش رئیس جمهور آمریکاست و او که اصلاح قوانین مهاجرت را یکی از اولویت های داخلی خود قرار داده می گوید خواهان وضع قانونی تازه تا پایان سال جاری است.

    این لایحه ضمن اعمال تدابیر تازه مرزی راه را برای اقامت قانونی حدود 12 میلیون مهاجر غیرقانونی باز می کند. البته تخمین ها در مورد شمار مهاجران غیرقانونی در این کشور متفاوت است.

    تلاش ها برای تصویب این لایحه در کنگره از هفته ها پیش به علت مخالفت برخی از جمهوری خواهان و همچنین دمکرات ها بی نتیجه مانده است.

    اما سنا روز سه شنبه با 64 رای مثبت در مقابل 35 رای منفی، حکم به از سر گیری بحث در مورد این لایحه داد؛ لایحه ای که حاصل سازشی میان کاخ سفید و گروهی از سناتورهای دو حزب است.

    رهبران سنا برای فائق آمدن بر مخالفت جمهوری خواهان یک بودجه 4/4 میلیارد دلاری اضافی برای امنیت مرزی را به لایحه افزوده اند.

    سناتور دمکرات ادوارد کندی که از حامیان این لایحه است گفت رای سه شنبه برای احیای بحث درباره آن "گام عمده رو به جلویی برای امنیت ملی، برای اقتصاد ما و برای انسانیت ماست."

    با این حال جیم دِمینت، سناتور جمهوری خواه، اخطار داد که طرح همچنان با مخالفت شدید برخی سناتورها که از سوی رای دهندگان محافظه کار تحت فشارند به آن رای مخالف دهند، روبرو خواهد بود.

    نمایندگان سنا سه هفته قبل، در روز هفتم ژوئن، پس از دو هفته بحث و بررسی نتوانسته بودند بر سر طرح به توافق برسند و طی یک رای آیین نامه ای عملا باعث خروج طرح از دستور کار سنا شدند.

    در پی آن حادثه، جورج بوش طی دیداری با سناتورهای حزب خود شخصا از آنها خواست از لایحه حمایت کنند.

    وی روز سه شنبه پیش از رای گیری تازه از کنگره خواسته بود "فرصتی تاریخی" را برای اصلاح سیستمی که "کار نمی کند" از دست ندهند.

    نظرسنجی ها نشان می دهد مهاجرت غیرقانونی یکی از نگرانی های عمده رای دهندگان آمریکایی است و انتظار می رود در انتخابات ریاست جمهوری 2008 از مسائل کلیدی باشد.

    جزئیات لایحه

    براساس لایحه پیشنهادی مهاجران غیرقانونی پس از پرداخت جریمه ای 5 هزار دلاری می توانند برای گرفتن ویزایی قابل تمدید موسوم "Z" درخواست دهند.

    آنها در نهایت می توانند در مسیر دریافت حق اقامت دائمی قرار گیرند؛ فرآیندی که می تواند چندین سال به طول انجامد.

    سرپرستان خانواده ها باید پیش از درخواست ویزا، ابتدا به کشورهای متبوع خود بازگردند.

    این لایحه همچنین یک "سیستم امتیازدهی" را پیش بینی می کند که برای اعطای کارت سبز بیش از پیوندهای خانوادگی بر تحصیلات، آموزش زبان انگلیسی و مهارت های کاری تاکید دارد.

    این لایحه همچنین یک ویزای موقتی دوساله برای کارگران مهمان پیش بینی می کند.

    اما کلیه این تدابیر قرار است به بعد از استقرار 18 هزار محافظ تازه مرزی، تقویت حصار مرزی میان آمریکا و مکزیک و نصب سیستم های پیشرفته نظارتی در مرزها موکول شود.

    برخی از مخالفان این لایحه در کنگره می گفتند که تصویب آن عملا به معنی پاداش دادن به قانون شکنان خواهد بود.

    سایر منتقدین گفته اند که این طرح حق مهاجران قانونی برای آوردن بستگان خود به آمریکا را محدود می کند.

    • رهبران روسیه و آمریکا آماده مذاکرات غیررسمی


      رهبران آمریکا و روسیه دو روز را صرف گفتگوهای غیررسمی خواهند کرد
      ولادیمیر پوتین، رییس جمهوری روسیه، برای گفتگوی غیررسمی با همتای آمریکایی خود عازم ایالت مِین در شمال شرقی آمریکا است.
      قرار است دو رهبر گفتگوهای دو روزه خود را در این ایالت که استراحتگاه تابستانی خانواده بوش است انجام دهند.

      ملاقات روسای جمهوری روسیه و آمریکا در حالی صورت می گیرد که رابطه دو کشور به ویژه به دلیل برنامه های آمریکا جهت استقرار دیوار دفاع موشکی خود در اروپای شرقی به تیرگی گراییده است.

      یکی دیگر از دلایل اختلاف دو کشور وضعیت کوزوو است که آمریکا از استقلال آن حمایت کرده اما روسیه با استقلال کامل آن مخالف است.

      خبرنگار بی بی سی که در محل برگزاری این گفتگوهاست می گوید مقامات دو کشور برآنند که نمی توان انتظار چندانی برای تغییر عمده در سیاست روسیه و آمریکا در قبال یکدیگر داشت.

      از نظر آمریکا هدف از این دیدار بازسازی اعتماد مخدوش شده در رابطه دو کشور است.

      روسیه از طرح های آمریکا برای استقرار دیوار دفاعی موشکی در لهستان و ساخت ایستگاه راداری در جمهوری چک بسیار خشمگین شده است.

      آمریکا و ناتو می گویند این تاسیسات روسیه را هدف قرار نخواهند داد بلکه بیشتر برای کشورهای "مشکل داری" چون ایران و کره شمالی برنامه ریزی شده اند.

      با این همه آقای پوتین هشدار داده در صورتی که واشنگتن برنامه خود را عملی کند موشک های روسیه نیز اروپا را نشانه خواهند گرفت.

      موضوع استقلال کوزوو از دلایل دیگر اختلاف دو کشور است.

      کشورهای غربی حامی برنامه ای هستند که کوزوو را از صربستان مستقل می کند اما روسیه که در شورای امنیت سازمان ملل دارای حق وتوست می گوید مذاکرات بیشتری باید بر سر این مسئله انجام گیرد.

      • آغاز دیدار غيررسمی رهبران آمريکا و روسيه


        کارشناسان معتقدند بوش در صدد جلب حمايت پوتین از تحريم های شديدتر عليه ايران است
        ولاديمير پوتين، رييس جمهوری روسيه، روز يکشنبه ۱ ژوئيه برای گفتگوی غيررسمی با همتای آمريکايی خود وارد ايالت مين در شمال شرقی آمريکا شد.
        پوتين و جورج بوش، رئيس جمهور آمريکا، گفتگوهای دو روزه خود را در خانه ويلايی خانواده بوش در شهر کنبونکورت واقع در ايالت مين انجام دهند.

        پدر و و مادر جورج بوش هم به اين ديدار غير رسمی پيوسته اند.

        رئيس جمهور روسيه گفته است به دنبال انجام "گفتگوهای دوستانه" با همتای آمريکايی اش است.

        بوش و پوتين پيش از صرف شام به طور تفريحی به ماهيگيری و قايق رانی پرداختند.

        جورج بوش همچنين از "پاسخ محکم" گوردون براون، نخست وزير جديد بريتانيا، به بمبگذاری های اخير در بريتانيا ستايش کرده است.

        به دنبال حوداث اخير در بريتانيا، آمريکا هم تدابير امنيتی در فرودگاه ها را افزايش داده، اما تاکيد کرده است که خطر خاصی اين کشور را تهديد نمی کند.

        اما رابطه روسيه و آمريکا به دليل برنامه آمريکا برای استقرار ديوار دفاع موشکی خود در اروپای شرقی به تيرگی گراييده است.


        تظاهرکنندگان علیه سیاست خارجی روسیه و آمریکا راهپیمایی کرده اند

        يکی ديگر از دلايل اختلاف دو کشور وضعيت کوزوو است. آمريکا از استقلال کوزوو از صربستان حمايت کرده اما روسيه با استقلال کامل آن مخالف است.

        همزمان جمعيتی در حدود ۱۰۰۰ نفر در شهر کنبونکورت با برگزاری تظاهراتی به جنگ عراق و سياست روسيه در قبال جمهوری چچن اعتراض کرده اند.

        کارشناسان معتقدند نمی توان انتظار چندانی برای تغيير عمده در سياست روسيه و آمريکا در قبال يکديگر داشت.

            • "Majid how can we trust you? You may read Quran and get ideas?"

              That is what I was told in one occasion by my manager at Merrill Lynch co. where I worked for more than 3 years!

              Merrill Lynch is the largest brokerage firm in America. An investment bank and a fortune 100 company with billions of dollars in profits each year. They have also a long track record of discrimination against African Americans, women, etc. (Google "Merrill Lynch + discrimination" for a long list of law suits and class actions some currently pending). The company employs roughly 50,000 employees out of which only 50 or so have Ph.D degrees. I was one of those with a Ph.D in physics and only one with a middle eastern or Muslim background.

              Company is located in down town Manhattan a block away from ground zero. It's always a novelty to find an Iranian or someone of Muslim heritage on Wall Street even though Odds of that are slightly better than finding them on Mars!

              If you ever try to get a foot in Wall street you would know that it's a mission impossible specially if you are an Iranian. It's just not meant for us. It's for few elites who have the "goods". You know! Anyhow, They were looking for some highly qualified applicant well versed in a quantitative/scientific discipline and after interviewing a couple of hundreds of candidates they didn't like, I showed up. More than 6 hours of grueling interviews and tens of questions (Math, Finance, Computer Science, Statistics, etc) later I was chosen. People who interviewed me were Ph.D graduates of Columbia, NYU, Cornell & Moscow university etc.

              It was not until a year or so later that I demanded equal pay and promotion that discrimination and harassment surged. Beyond the time to time greetings of "terrorist", "risk factor" etc there were discriminatory actions that defies imagination. I was physically isolated from rest of my colleagues. While all my colleagues with PhD degrees (those who interviewed me) were sitting on 5th floor of world financial center I was forced to sit in isolation on a different floor next to IT support personnel and this other fellow who was a programmer with a high school degree! As a matter of fact from the three people who were sitting next to me none was a full time employee as me and none had a degree higher than college. Even though I was doing every bit of duty of a quantitative Analyst/Vice president I was isolated physically not to come in contact with my tiers (New era segregation!).

              In one occasion one of my colleagues tried to explain to me this odd arrangement. He said: "Majid, you are from a country with a high risk factor. That's why you are not allowed on the trading floor"!

              Trading floor is the heart of action (No, no one jumps up and down yelling. It's just that big players and decision makers are there). Here I was, a highly educated, cultured intellectual in this country with a PhD in physics and a Masters in Mathematical finance and I had to sit in some secluded corner because of my nationality and perceived religion. If you think that is shameful and discriminatory wait for the rest of the story.

              Once a managing director of the firm shared his wisdom with everyone in the group and said: "If we ever have to fire someone among traders and analysts, who is it going to be? I think traders are so many like Palestinians so there is no problem losing some of them on the other hand analysts are few like Israelis, we can not afford losing them."

              That statement is not just discriminatory that is plain hate speech. He has admitted saying that during Equal Employment Opportunity Commission (EEOC) investigation. EEOC is a government agency who is tasked by enforcing the civil rights act in US.

              The harassment and discrimination continued till the point that I started pushing back and demand equal treatment and fair salary. Finally they decided to get rid of me. Despite the fact that the company was on a hiring spree at the time and added a net of few thousands to its work force they got rid of me under pretext of "Reduction in force".

              Remember the guy who was sitting next to me with a high school degree? He was chosen over me to stay because they decided he has a better grasp of Financial mathematics than yours truly. No the guy is no math prodigy. He is a temp employee/consultant, an experienced programmer who nonetheless has a hard time even handling high school algebra! After they got rid of me they moved him to 5th floor to sit next to my colleagues who all have Ph.D degrees in math and physics! This is all happening in 21st century America folks! No doubt an opportunity land but for who?! You may find it relevant to know he is of Jewish descend and the manger who discovered his talent happens to be an Israeli national! OOPS!The statements I quoted above belong to other managers not him! Hum...!

              After my lay off I filed a complaint with EEOC and they found Merrill Lynch guilty of discrimination against me. EEOC letter signed by the New York City director reads:

              "Based on the analysis (of evidence), I have found that respondent subjected charging party to discrimination based on his race and religion and retaliated against him." (Part of the EEOC letter is attached I have eliminated the identities for legal concerns).

              EEOC usually rejects 95% of discrimination claims as without merit. They also file a law suit on behalf of the plaintiff only in less than 1% of the cases. Despite the clear statement by EEOC as to blatant and vicious nature of this discrimination six months ago, I am still waiting for them to take the next step and file a law suit in federal court.

              This is without a doubt the "discrimination of the century". Unfortunately I have not received any substantial support from any of the Iranian groups and organizations in US.

              To call this discrimination is a misuse of English language. This is a hate crime and a downright attempt to eliminate elite elements of a race and religion and replace them by those who have racial, political and religious affinity with them. It is the people at these positions who are going to command influence and power in the society and by eliminating the elite of one race those who perpetrate these acts consciously and methodically intend to foster an environment that guarantees their domination for generations to come.

              It would be a colossal mistake to treat this as an isolated case of unintentional lapse in judgment. This case has all the hallmarks of a concerted effort to systematically insure the future of one race at the expense of another.

              This is a very high profile case, involving a major company in New York city and is destined to get some media attention when the law suit is filed. My hope is that those who have the protection of civil rights of Iranians in this country on mind would seize this opportunity to let the racist, hate criminals of this society know that Iranians are here to stay and are a vibrant, responsible and respected part of this community.

              • Lieberman may back Republican in '08 race

                HARTFORD, Connecticut (Reuters) - U.S. Sen. Joseph Lieberman, an independent who supports Democrats in Congress despite his backing of the Iraq war, said on Thursday he was not ruling out endorsing a Republican in the White House race.



                The 2000 Democratic vice presidential candidate said he also wants to see if an independent enters the crowded field of 2008 presidential hopefuls.

                "I'm going to chose whichever candidate that I think will do the best job for our country, regardless of the party affiliation of that candidate," the Connecticut senator told reporters in the state capital Hartford.

                "I'm not going to get involved until after both parties have their presumptive nominees and, frankly, to see if there is a strong independent candidate," he said.

                Lieberman was re-elected to a fourth Senate term in November as an independent in Connecticut after his support for the Iraq war cost him the backing of the Democratic Party. He continues to caucus with Democrats in the Senate.

                Many Democrats last year abandoned Lieberman in favor of his Democratic rival, Ned Lamont, a millionaire and political outsider who ran on an anti-Iraq-war platform focused on public discontent over President George W. Bush's policies.

                Lieberman, 65, described the 2008 presidential race as the most important election of his adult life.

                "There's a lot on the line both in terms of the terrorist threat that we face but also all the things here at home that seem broken: our health-care system, our education system, the environmental problems we have," he said.

                • The 2008 presidential election is probably the first in American history that has spawned a veritable faith and politics industry.

                  Entire non-profit organizations, university departments, think tanks, polling operations, and web divisions at prestigious East coast newspapers, have marshaled their resources in an attempt to make sense of the role that religion will play in the run for the White House. The industry is immense. Its wares displayed on every boulevard, sidewalk and back alley of the mass media. Its potential for influencing public opinion is considerable.

                  The faith and politics industry also has a variety of “applied” or “hands-on” subsidiaries. There are the lobbyists who work for religious special interest groups. There are demographers who conduct surveys for any client willing to cough up the fee. There is the very lucrative traffic in what I call “religious imaging.” By this I refer to the work of political consultants--an astonishing percentage of whom are graduates of theological seminaries--who advise and often rehabilitate candidates who have somehow drifted off (religious) message.

                  And did I mention that the industry is completely deregulated? That is to say, there are no standards for entrance, let alone excellence. No one seems to be interested in the identity of the employees or employers in the industry. It doesn’t hold annual conventions in a big, deep carpet-y Hotel where everyone gets to expense their meals back to Headquarters. In fact, no one seems to have much to say about the industry as a whole. It floats under the radar. Which is strange because as regards religion and politics the Industry is the radar.

                  The goal of this blog is to change that by casting a self-reflexive glance on the 2008 faith industry from a non-partisan perspective (about which more anon). By necessity, this will be an incomplete look, a peek. The industry is so vast and decentralized that no one observer could hope to cover it all. But, if all goes well I hope to draw your attention to key trends, emerging patterns, failures of judgment, and moments of critical heroism that will come to pass in 2008.

                  The goal of this blog, however, is not to appoint or anoint myself ombudsman of the entire, sprawling unregulated enterprise. Such an endeavor would be insufferably boring. Self-righteous. Puritanical. Rather, a sort of overarching apprehensiveness will pervade my bi-weekly posts. My maxim is: when dealing with faith and politics few things do violence to our (already limited) powers of impartiality like our own faith and our own politics. Whether writing about a presidential aspirant’s latest play of the religion card, or an emerging issue being championed by a special interest group, or a poll showing that this community of faith supports that candidate, my goal is to write with an acute awareness of how religious and political passion can obscure and cloud the good judgment, moral reasoning, and analytical clarity of industry commentators (including myself) and those they comment on.

                  This is a space for believers and nonbelievers, Republicans, Democrats and others, and your attention, comments and criticism are crucial to its success. In particular, I hope that many of you will use the comment threads to make me and other readers aware of important campaign matters I've missed and of perspectives different than my own. I ask only that you do so in a respectful manner, avoid re-printing campaign talking points or attack ads. Feel free to indulge my oft-stated theological premise that we were put here on this earth to make the world a less imbecilic place. I plan on posting twice a week and responding to comments once a week. I look forward to chatting with you.

                  • اعمال فشار سناتورهای جمهوریخواه به بوش


                    پیشتر نیز مجلس نمایندگان آمریکا رای داد که بیشتر نیروهای آمریکایی تا آوریل سال آینده از عراق خارج شوند
                    دو تن از سناتورهای ارشد جمهوریخواه در آمريکا از جورج بوش، رییس جمهوری آمریکا خواسته اند طرح هایی را برای خروج نیروهای این کشور از عراق تا آخر سال جاری میلادی آماده کند.
                    ریچارد لوگار و جان وارنر گفتند می خواهند اطمینان حاصل کنند زمانی که گزارش ژنرال دیوید پترئوش در ماه سپتامبر منتشر می شود، هم ارتش آمریکا و هم دستگاه دیپلماسی این کشور آماده ایجاد تغییراتی در مورد خط مشی آمریکا در عراق باشند.

                    آنها همچنین پیشنهاد کرده اند که نیروهای آمریکایی به جای تلاش برای جلوگیری از خشونت های فرقه ای در عراق، باید توان خود را بر تعقیب تروریست ها و امن کردن مرزهای این کشور متمرکز کنند.

                    پیشنهادهای آنها یک روز پس از آن مطرح می شود که مجلس نمایندگان آمریکا رای داد که بیشتر نیروهای آمریکایی تا آوریل سال آینده از عراق خارج شوند.

                    این مصوبه از وزارت دفاع آمریکا، پنتاگون، می خواهد عقب نشینی نیروها را ظرف چهار ماه آغاز کند.

                    مصوبه مجلس نمایندگان آمریکا علیرغم تهدید جورج بوش، رئیس جمهور آمریکا، دایر بر وتوی هر گونه جدول زمانی برای عقب نشینی نیروها تصویب شد.

                    این سومین بار در سال جاری میلادی است که مجلس نمایندگان به مصوبه ای برای پایان دخالت نظامی آمریکا در عراق رای داد.

                    دو تلاش قبلی این مجلس یا در سنا شکست خورده بود یا توسط جورج بوش وتو شده بود.

                    مجلس نمایندگان برای فائق آمدن بر وتوی رئیس جمهور باید لوایح را با دو سوم آرا تصویب کند که دمکرات ها در این مورد قادر به جمع آوری آن نبوده اند.

                    • استقرار سيستم دفاع موشکی آمريکا در لهستان 'قطعی' است


                      روسيه با استقرار طرح سپر دفاع موشکی در لهستان و چک به شدت مخالفت کرده وآن را تهديدی عليه امنيت ملی خود خوانده است
                      لخ کاشينسکی رئيس جمهور لهستان پس از ملاقات با جورج بوش همتای آمريکايی خود به خبرنگاران گفت استقرار سيستم دفاع موشکی آمريکا در کشورش يک مسئله "تمام شده" است.
                      جورج بوش نيز در اين کنفرانس مطبوعاتی که در کاخ سفيد صورت گرفت گفت همکاری در اجرای اين پروژه دفاع موشکی سمبل تلاش برای استقرار صلح و امنيت است.

                      آمريکا اعلام کرده که طرح سپر دفاع موشکی برای مقابله با برنامه های موشکی کشورهايی نظير ايران و کره شمالی است.

                      اين در حاليست که روسيه با اين طرح به شدت مخالفت کرده وآن را تهديدی عليه امنيت ملی خود خوانده است.

                      واشنگتن بدنبال استقرار ۱۰ سايت ضد موشکی در لهستان و يک رادار بسيار قوی در جمهوری چک است.

                      لخ کاشينسکی با تاکيد بر اينکه اين طرح جنبه دفاعی دارد اظهار اميدواری کرد که با موفقيت و بطور کامل اجرا شود.

                      وی گفت هنوز جزئيات اين پروژه از جمله وسعت آن و تعداد سربازان آمريکايی که قرار است در لهستان مستقر شوند در حال بررسی است.

                      روسای جمهور لهستان و آمريکا اظهار داشتند که اين طرح هيچ تهديدی عليه روسيه محسوب نمی شود.

                      اما ولاديمير پوتين رئيس جمهور روسيه روز شنبه با صدور فرمانی حضور مسکو در پيمان "نيروهای متعارف در اروپا" را به حال تعليق در آورد.

                      اين پيمان پس از پايان جنگ سرد و در سال ۱۹۹۰ به امضا رسيد و بر اساس آن تعداد تانک ها و سربازان مستقر در کشورهای اروپايی محدود می شود.

                      روسيه همچنين تهديد کرده است اگر آمريکا طرح سپر دفاع موشکی را به اجرا بگذارد موشکهای بالستيک خود را بسوی کشورهای اروپايی نشانه خواهد رفت.

                      آقای بوش اين طرح را جالب خوانده اما تاکيد کرده که اين پيشنهاد جايگزين پروژه مشترک کشورش با لهستان و چک نخواهد شد.

                      جورج بوش و لخ کاشينسکی در ملاقات خود همچنين درباره معافيت شهروندان لهستانی از اخذ ويزای آمريکا برای سفر به اين کشور گفتگو کردند.

                      مقام های لهستانی سالهاست که از واشنگتن خواسته اند شهروندانشان نظير شهروندان بيشتر کشورهای اروپايی نيازی به اخذ ويزا نداشته باشند.

                      سنای آمريکا اوائل ماه ميلادی جاری در واکنش به حمايت های لهستان از جنگ عراق، لايحه ای را تصويب کرد که به موجب آن شهروندان لهستان نيازی به اخذ ويزا ندارند.

                      اين لايحه در صورت تصويب در مجلس نمايندگان و امضای جورج بوش وجهه قانونی پيدا خواهد کرد.

                      آقای بوش قول داد که در اين زمينه با کنگره آمريکا همکاری های لازم را انجام دهد

                        رئیس جمهور آمریکا از اختصاص حدود دویست میلیون دلار کمک به دولت فلسطینی خبر داد
                        جورج بوش، رئیس جمهور آمریکا، خواستار برگزاری یک نشست بین المللی شده تا در آن تلاش برای از سرگیری گفتگوهای صلح اسرائیل و فلسطینیان به گفتگو گذاشته شود.
                        نشست پیشنهادی آقای بوش قرار است در ماه های آتی برگزار شود و آمریکا، اسرائیل و شماری از کشورهای عرب همسایه اسرائیل در آن شرکت کنند.

                        رئیس جمهور آمریکا در صحبت های روز دوشنبه اش اعلام کرد که دولتش یکصد و نود میلیون دلار کمک (حدود نود و پنج میلیون پوند) برای دولت اضطراری تازه فلسطینی که به فرمان محمود عباس رئیس تشکیلات خودگردان تشکیل شده، در نظر گرفته است.

                        خبرنگاران می گویند هدف این اقدام، همچون طرح اسرائیل برای آزادی دویست و پنجاه زندانی فلسطینی که هفته گذشته اعلام شد، تقویت موضع آقای عباس است که به تازگی کنترل نوار غزه را به رقیب خود یعنی حماس واگذار کرد.

                        رئیس جمهور آمریکا در سخنان خود همچنین گفت که گروه چهارتایی خاورمیانه (متشکل از ایالات متحده، روسیه، اتحادیه اروپا، و سازمان ملل متحد) از دولت محمود عباس حمایت می کند.

                        وی گفت: "ما می توانیم به آنها کمک کنیم به دنیا، منطقه و اسرائیل ثابت کنند که یک کشور فلسطینی برایشان شریک خواهد بود، نه خطر ... ما می توانیم به آنها کمک کنیم تا برای همه فلسطینیان روشن کنند که رد خشونت مطمئن ترین راه برای امنیت و زندگی بهتر است."

                        در هفته های اخیر آقای عباس مکررا اعلام کرده که خواهان از سرگیری مذاکرات صلح با اسرائیل است.

                        مقام های اسرائیل نیز گفته اند در راستای اعتمادسازی بین دو طرف حاضر به گفتگو هستند، اما در مورد موضوعات محوری مورد اختلاف دو طرف مذاکره نمی کنند.

                        • This flurry of Middle East activity is the product of a very real threat: Iran

                          As the good book says, God loves the sinner that repenteth even if he repenteth late - so George Bush will probably win a smile from heaven for his belated call for a Middle East peace conference before the year is out. Sure, it's a bit late now for the president to be scrabbling to make amends for six-and-a-half years of at best intermittent attention towards the Israel-Palestine conflict. But something is better than nothing - even if Tony Blair is probably a bit miffed that the proposed chair for this international powwow will not be him, despite his new job, but Condoleezza Rice.

                          What's made Bush see the light? In a word: Iraq. With his administration losing allies by the day because of its failure in Baghdad, Bush is desperate for something that might resemble a foreign policy achievement. More interesting is why the other participants expected at Bush's meeting will be there. Of course, Ehud Olmert and Mahmoud Abbas could hardly stay away: they both want to prove that, with Hamas shoved to one side, they can move forward. But Bush also plans for neighbouring states to come along - Egypt and Jordan and perhaps others, too. Their motive is more intriguing and also comes down to a single word, a word which, increasingly, has become the critical one in the region: Iran.
                          The so-called moderate Arab states, those that lean towards the west, are petrified by the rise and rise of Tehran. Cairo, Amman and Riyadh fear both the Shia ascendancy and surging Islamism which Iran represents, the latter of which, were it not so thoroughly repressed in their own countries, would badly threaten their regimes. Egypt does not want to see Hamas, partner of Egypt's dissident Muslim Brotherhood movement, take over the West Bank the way it's taken over Gaza any more than Israel or Fatah does.

                          This emergence of a common enemy has sparked a flurry of activity in the long stagnant Israeli-Palestinian conflict, much of it positive. In a bid to boost Abbas, to show he can get results that Hamas cannot, both Bush and Olmert have turned the money tap back on. Israel is also set to release 256 Palestinian prisoners, including many who were involved in failed terror attacks. That's in addition to the new Israeli amnesty extended to 178 fugitive militants from the Fatah-aligned Al-Aqsa Martyrs' Brigades. Israel and Abbas will now cooperate on security too, all part of the strategy approved not only by Israel and the US, but also the European Union and several Arab states - of ensuring that West Bank Fatahland basks in the sunshine while Gaza's Hamastan remains in shadow. As if to ram home the message, a delegation from the Arab League will make history next week when it visits Israel for the first time.

                          There are other motives at work in all this, of course, but Iran is a key factor. Reluctant to let Mahmoud Ahmadinejad pose as the Palestinians' champion and anxious to prevent the Palestinian plight from further radicalising their own populations, these mainly Sunni, pro-western states want to show they can deliver too. This is the window of opportunity through which Bush is pushing his conference.

                          These unexpected, happy byproducts of the Iranian threat should not obscure our view of the threat itself. As the Guardian reported this week, the notion of military action to prevent a nuclear Iran is under serious consideration in the White House - with Bush apparently leaning towards Dick Cheney's view that it may be necessary to use force before they leave office in January 2009. The flock of US presidential candidates are all at pains not to rule out military action and so, strikingly, was David Miliband in his first interview as foreign secretary. When the Financial Times offered him the chance to repeat Jack Straw's view that the use of force would be "inconceivable", he repeatedly declined.

                          Nowhere is the Iranian peril assessed more closely than in Israel, which would, after all, be target number one for any Iranian bomb. In several conversations with Israeli policymakers, they all described Tehran as the biggest single threat to their national security, ranking ahead even of the Palestinian conflict. The latter can be contained and managed, they believe; but the Iranian threat is - and they all used this word - "existential". The way Israel sees it, the combination of a nuclear bomb and an ideology that yearns for a world without the Jewish state adds up to the threat of annihilation.

                          Even if Iran did not actually drop the bomb, it would still endanger Israel, argues Shmuel Bar of the country's Institute for Policy and Strategy. He dismisses the theory that crossing the nuclear threshold has a taming effect, often turning states into more responsible actors. Pakistan behaved much more aggressively in Kashmir after it got nukes than it did before. Bar reckons that newly nuclear states believe they can act with impunity; he imagines Iran bullying its neighbours in the Gulf, driving up the oil price, preventing any of them so much as talking peace with Israel. Besides even if there is only a 2% chance that the responsibility theory is wrong and that Iran will remain untamed, "that is too big a chance for Israel".

                          As a result, the country is not ruling anything out. The politicians will listen to the intelligence assessments, which, in contrast with the US and UK have not lost their credibility, and decide whether to strike. That decision will matter enormously, for then either Washington will block Israel or it will get out of the way - or it will act itself.

                          As it happens, presenting it like this suits the US quite nicely. It can go around pressing the Chinese or Russians to act diplomatically on Iran or else, if they do not, then those crazy Israelis will act instead: it is the classic good cop, bad cop.

                          And yet, I do not detect any gung-ho Israeli desire to pounce. Several voices in the military and political establishment speak instead of pursuing diplomacy and precisely targeted sanctions to the very end. They reckon that if the Iranian elite is denied international financial credit and the refined oil on which they rely, the regime could begin to crack under the strain. The aim, one Israeli insider explained to me, is to have "the head of the Bank of Iran furious that his son cannot study at Harvard or his daughter at the Sorbonne" and venting his fury at Ahmadinejad and his nuclear policy. "Iran is not North Korea," he argued - there is a civil society and an elite which might pressure the leadership to drop the nuclear dream if it proved too costly. Even Iranian public opinion is tepid about nukes once the price gets too high.

                          Israel has other reasons to be wary. An air assault on Iran's nuclear sites would not be the clean, surgical hit on a single location that took out Iraq's plutonium reactor at Osirak in 1981. Tehran's uranium-enrichment centres are dispersed, hidden and protected. Above all, Iran has the power to retaliate - probably through terror cells that would hit Israeli and Jewish targets around the world, as they have in the past.

                          So Israel feels a sense of urgency, one that may not be shared anywhere outside Washington. It need not end in war. If China and Russia are persuaded to tighten sanctions still further, force can probably be avoided. But this decision - whether it's resolved through war or peace - may not be more than a year away.

                            به گفته خبرنگاران بی بی سی این حرکت باعث تشدید نزاعی خواهد شد که از ماه ها قبل بر سر اخراج هشت دادستان فدرال میان کنگره و کاخ سفید جریان داشته است.

                            جورج بوش، رئیس جمهور آمریکا، پیشتر در ماه ژوئیه با استناد به حقوق ويژه قوه مجریه مانع شهادت دادن این دو دستیار کاخ سفید در برابر اعضای کنگره شد.

                            اتهام تحقیر کنگره باید از سوی کل مجلس نمایندگان تایید شود. چنین اتهامی حداکثر یک سال زندان دارد.

                            کنگره تاکنون یک رشته جلسات درباره اینکه آیا اخراج دادستان های فدرال توسط وزارت دادگستری با انگیزه سیاسی صورت گرفته یا خیر برگزار کرده است.

                            این دو دستیار یعنی جاشوا بولتون رئیس دفتر اداری کاخ سفید و هریت مایرز مشاور سابق حقوقی رئیس جمهور، احضاریه کنگره برای شهادت دادن مقابل کمیته قضایی را اجابت نکردند.

                            کاخ سفید ادعا می کند که آقای بوش حق دارد درخواست های کنگره برای دریافت اسناد یا حضور اعضای کاخ سفید برای دادن شهادت را رد کرد.

                            آلبرتو گونزالس دادستان کل آمريکا روز سه شنبه در همین زمینه به سوالات صریح اعضای کميته قضائی مجلس سنا پاسخ داد.

                            در اين جلسه پتريک ليهی رئيس اين کميته با زير سوال بردن عملکرد آلبرتو گونزالس، از بی اعتمادی خود به او سخن گفت.

                            به رغم انتقاد شديد از عملکرد دادستان کل آمريکا و افزايش فشار برای برکناری آلبرتو گونزالس از اين سمت، جورج بوش رئيس جمهور آمريکا تاکنون در برابر این فشارها مقاومت کرده است.

                            آقای گونزالس متهم است هشت دادستان دادگاه های فدرال آمريکا را به خاطر ملاحظات سياسی و بدون علت قضائی برکنار کرده است. آقای گونزالس هر گونه تخلفی در زمینه اخراج آنها را رد می کند.

                            • کنگره لایحه ضدتروریسم را تصویب کرد


                              کمیسیون 11 سپتامبر گزارش خود را در قالب کتابی منتشر کرد که البته در اینترنت نیز قابل دسترسی است
                              کاخ سفید از اقدام کنگره آمریکا در تصویب لایحه تازه ضد تروریسم استقبال کرده است. با این لایحه، امکان اجرای بسیاری از توصیه های امنیتی که کارشناسان پس از واقعه یازدهم سپتامبر ارائه کردند، فراهم می شود.
                              اسکات استانزل، از سخنگویان کاخ سفید گفت جورج بوش، رییس جمهوری آمریکا لایحه ضد تروریسم را که پیشتر توسط کنگره این کشور به تصویب رسیده، تایید خواهد کرد.

                              این لایحه بخش بزرگتری از بودجه امنیتی را به شهرهایی تخصیص می دهد که در معرض خطر حمله تروریستی بیشتری قرار دارند.

                              براساس این مصوبه دولت ملزم است بازرسی دقیق کلیه محموله ها در هواپیماهای مسافربری و کشتی های باربری (کانتینری) را ظرف پنج سال آغاز کند.

                              دمکرات ها زمانی که پس از پیروزی در انتخابات میان دوره ای گذشته به اکثریت رسیدند، این لایحه را در صدر دستور کار خود قرار دادند.

                              با امضای این لایحه توسط آقای بوش، این سومین قول از شش قول انتخاباتی دمکرات ها خواهد بود که جامه عمل می پوشد.

                              مجلس نمایندگان لایحه پیشنهادی دمکرات ها را روز جمعه با 371 رای مقابل 40 رای و تنها یک روز پس از تصویب آن در سنا، گذراند.

                              مصوبه ضدتروریسم افزایش قابل توجه بودجه امنیت داخلی را مجاز می سازد و 4 میلیارد دلار طی چهار سال به امنیت ترابری، سالانه 750 میلیون دلار برای امنیت فرودگاه ها و 8/1 میلیارد دلار در سال آینده برای بهبود امنیت ایالات و شهرهایی که در معرض بیشترین خطر هستند، اختصاص می دهد.

                              در مقابل، همانگونه که کمیته 11 سپتامبر توصیه کرده بود، ایالاتی که در معرض خطر شدید حملات تروریستی تلقی نمی شوند، بودجه امنیتی آنها نصف خواهد شد.



                              با این لایحه به قول خود به خانواده های 11 سپتامبر وفا خواهیم کرد، کار کمیسیون 11 سپتامبر را مورد تقدیر قرار خواهیم داد و امنیت مردم را افزایش خواهیم داد

                              نانسی پلوسی، رئیس مجلس نمایندگان، پیش از رای گیری گفت: "با این لایحه به قول خود به خانواده های 11 سپتامبر وفا خواهیم کرد، کار کمیسیون 11 سپتامبر را مورد تقدیر قرار خواهیم داد و امنیت مردم را افزایش خواهیم داد."

                              دمکرات ها برای جلب رای جمهوری خواهان حاضر به اصلاح برخی بندهای لایحه و حذف کامل یک ماده آن شدند. آن ماده به خدمه بازرسی فرودگاه ها اجازه می داد اتحادیه کارگری تشکیل دهند که گنجاندن آن در لایحه باعث شد جورج بوش تهدید به وتوی لایحه کند.

                              کاخ سفید پس از تصویب لایحه گفت که هنوز محذوراتی درباره آن دارد اما افزود که نگرانی های اصلی اش برطرف شده است و بنابراین "رئیس جمهور آن را امضا خواهد کرد."

                              کمیسیون ملی تحقیق درباره حملات تروریستی سال 2001 که به کمیسیون 11 سپتامبر معروف شد گزارش نهایی خود را در سال 2004 پس از شهادت بیش از هزار شاهد و بررسی تعداد زیادی اسناد محرمانه به صورت یک کتاب منتشر کرد.

                              آن کمیسیون نوشت که دولت آمریکا "در حفاظت از مردم آمریکا" موفق نبوده است.

                              • U.S. Plans New Arms Sales to Gulf Allies

                                The Bush administration will announce next week a series of arms deals worth at least $20 billion to Saudi Arabia and five other oil-rich Persian Gulf states as well as new 10-year military aid packages to Israel and Egypt, a move to shore up allies in the Middle East and counter Iran's rising influence, U.S. officials said yesterday.

                                The arms deals, which include the sales of a variety of sophisticated weaponry, would be the largest negotiated by this administration. The military assistance agreements would provide $30 billion in new U.S. aid to Israel and $13 billion to Egypt over 10 years, the officials said. Both figures represent significant increases in military support.
                                U.S. officials said the arms sales to Saudi Arabia are expected to include air-to-air missiles as well as Joint Direct Attack Munitions, which turn standard bombs into "smart" precision-guided bombs. Most, but not all, of the arms sales to the six Gulf Cooperation Council countries -- Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Bahrain and Oman -- will be defensive, the officials said.

                                U.S. officials said the common goal of the military aid packages and arms sales is to strengthen pro-Western countries against Iran at a time when the hard-line regime seeks to extend its power in the region.

                                "This is a big development, because it's part of a larger regional strategy and the maintenance of a strong U.S. presence in the region. We're paying attention to the needs of our allies and what everyone in the region believes is a flexing of muscles by a more aggressive Iran. One way to deal with that is to make our allies and friends strong," said a senior administration official involved in the negotiations.

                                The arms deals have quietly been under discussion for months despite U.S. disappointment over Saudi Arabia's failure to support the Iraqi government and to bring that country's Sunni Muslims into the reconciliation process.

                                The administration's plans will be announced Monday in advance of trips next week to the Middle East by Secretary of State Condoleezza Rice and Defense Secretary Robert M. Gates, and are expected to be on their agenda in Egypt and Saudi Arabia. The administration has a notional list of arms to sell to the Gulf states, but there are no final agreements on quantities and specific models, U.S. officials said.

                                State Department and Pentagon officials started briefing key members of Congress about their intentions over the past week, U.S. officials said. The initial reception has been positive, said officials involved in those briefings. They acknowledged, however, that some parts of the deal are supported more than others. Arms sales to Gulf countries have often been controversial.

                                The administration hopes to provide a full rundown this fall for congressional approval.

                                "We want to convince Congress to continue our tradition of military sales to all six" states, the senior administration official said. "We've been helping Gulf Arabs for years, and that needs to continue."

                                Sunni regimes in the Gulf region have felt particularly vulnerable since the election of a pro-Iranian Shiite government in neighboring Iraq last year. "There's a sense here and in the region of the need to build up defenses against Iranian encroachment," said a U.S. official familiar with the deals.

                                The aid packages to Israel and Egypt are further along. A U.S.-Israel agreement, to replace a 10-year arrangement that expires this year, has been under discussion since February, U.S. officials said. The new U.S. package will include strictly military aid and would expand the U.S. contribution 25 percent over the current $2.4 billion per year; economic assistance has been discontinued now that Israel is considered a developed economy, U.S. officials said.

                                President Bush said last month, after meeting with Israeli Prime Minister Ehud Olmert, that he was strongly committed to a new 10-year agreement that would increase U.S. assistance "to meet the new threats and challenges [Israel] faces." Washington has long promised to help Israel sustain a so-called "qualitative military edge" over other major powers in the region.

                                Rice is expected to announce Monday that, after her Middle East trip, Undersecretary of State R. Nicholas Burns will finalize the agreements with Israel and Egypt.
