  • On May 3rd, The Persian Society hosted a lecture by Professor Abbas Edalat, founder of CASMII and Professor of computer science and mathematics at Imperial College, titled “Mutual Respect: The Paradigm Shift Required to Resolve the U.S.-Iran Standoff” at Trinity College, Cambridge. I would like to thank the University of Cambridge for continually upholding a dignified adherence to dialogue, debate, and collaborative thinking, and also the University of Cambridge Persian Society for hosting an ostensibly political lecture series on US-Iran relations.

    Edalat began his lecture by pointing out that there is a historical precedent for the present US-Iran standoff which dates back to Prime Minister Dr. Mohammad Mossadeq’s leadership in nationalizing Iranian oil, illustrating the imperial backdrop to the new phase of American confrontation of Iran. During this transformative period in Iranian history, the United States, Great Britain and France argued that nationalization of Iranian oil was a threat to peace and global security as expressed in the draft resolution submitted by Great Britain, with support from France and the US, to the UN Security Council on 12 October, 1951. These unfounded allegations served as the background to the US-UK coup d’etat of 1953 against the popular nationalist government which reinstated the Shah’s dictatorial rule in Iran.

    Edalat argued that, as in the run-up to the illegal and criminal invasion of Iraq in 2003, the US neo-conservatives, with the highly active and effective support of the Israeli lobby, are intent on using a number of accusations, including an alleged covert nuclear weapon programme in Iran, to impose wider sanctions on the country to pave the ground for a military intervention in Iran. Their agenda is to instigate a regime change and replace the defiant Islamic Republic with a puppet regime in Iran in order to control the energy resources of the country.

    Edalat addressed Iran’s legal rights under international law to pursue a peaceful nuclear energy program, reiterating that the International Atomic Energy Agency have continuously documented the program as aiming to generate nuclear energy for civilian purposes, and not in pursuit of nuclear weapons. However, following President Bush’s State of the Union speech in 2002, which marked Iran as a member of the “axis of evil,” the nuclear program, Iranian state, and Iranian people are projected by Western media, government, and academic outlets as an imminent danger to global security in what is reminiscent of their attitude to Iran under the premiership of Dr Mossadeq.

    The vital importance of building a campaign against the US war drive on Iran was emphasized. Edalat argued that if it had not been for the remarkable turnouts against the U.S.-led invasion of Iraq in the UK and across the globe and the resistance and opposition in Iraq against the occupation, a comprehensive military attack against Iran would have already been carried out. He also brought the current debate of international relations and political power into perspective by quoting Dr Elbradei who has equated nuclear weapons with genocide and slavery; Edalat called on the international community and concerned citizens to work toward dismantling the programs already in existence in Israel and elsewhere instead of chasing imaginary nuclear programs in Iran.

    Edalat stressed in particular the important role Iranians in the Diaspora can play in halting not only a military confrontation between Iran and the United States, but also in establishing mutually respectful relations between the West and Iran. Edalat noted that one of the legacies of the U.S.-led invasion of Iraq will be the significantly damaging role played by Iraqis in the West, some of whom intellectually and morally supported the war efforts of the Bush administration, while others placed their weight behind self-interested, domineering, individuals heading political organizations in exile.

    According to Edalat, it is within the context of opposing the US war drive that the struggle for human rights and democratic rights should be conducted in Iran. Respect for these rights will strengthen the unity of Iranian people in the face of US-Israeli threats, while violation of these rights are divisive and play into the hands of warmongers for military intervention and covert operations aimed at regime change. By championing the cause of defence of Iran’s sovereignty against US interference, human rights and democracy activists in Iran can on the one hand disarm the imperialist warmongers who cover up their real agenda in Iran under their “democratization” project and on the other hand disarm the anti-democratic forces in Iran who under the guise of the “foreign threat” justify their repressive policies in the country.

    While Edalat’s lecture was informative and engaging, the question-and-answer session is noteworthy, for it was here that the lack of information on Iran and the eagerness among students and non-students alike to gain an understanding of this often discussed and rarely understood country came to light. Although the University of Cambridge is amidst finals at this time, the turnout to the event was surprisingly high.

    The audience was diverse, ranging from Iranians raised in the UK with very little knowledge of the nuclear dispute to Israeli students hoping to understand a country labeled an archenemy with a nuclear program deemed by Western propaganda machines as being minutes away from their destruction, and Muslim students who believe they are yet again watching another country in their region come under military attack. Students who represent women’s rights and human rights concerns were also present, and current domestic dilemmas in Iran were addressed.

    The questions vacillated from the 1979 revolution to President Ahmadinejad’s comments regarding the Holocaust, and the current relationship between women, students, workers and the state. Audience members asked forthright and erudite questions, making clear that efforts on behalf of international warmongers to create divisions within the world, and hence among peoples, is far from effective.

    Three points became clear from the question-and-answer session. First, in spite of the popularity of any writing having to do with Iran -- from Persian cooking to the nuclear program -- this is a country that continues to be a mystery for many living in the West.Second, even within this context of confusion, promotion of half-truths, and myths, the majority of people are willing and interested to learn more about Iran and participate in efforts toward reconciliation. This was not an ideologically stern audience; rather, it was an audience willing to listen and debate while maintaining its political integrity along the way. The global community would certainly be a much safer place if American leaders implemented some of the dispositions exemplified during the lecture, further elucidating the American refusal to engage in unrestricted dialogue with Iranian diplomats as comical and elementary.

    Lastly, despite extensive efforts on behalf of Western governments, dissident organizations in the West, American media sources, lobbyists and academics to halt critical debates regarding the Middle East, citizens dedicated to knowledge, the production of accurate analyses, learning, and working toward peace, can nevertheless manage to collaborate in an effort to reconstruct the current state of global relations.

      مامور مذاکره با جمهوری اسلامی شد!




      وزير امور خارجه* جمهوری اسلامی که به پاکستان سفر کرده، در يک كنفرانس خبری تاريخ مذاکرات ايران و امريکا در عراق را اعلام داشت. بموجب اين اعلام قرار است در تاريخ 7 خرداد مذاکرات در بغداد آغاز شود اما هنوز هويت مذاکره کننده ايرانی رسما اعلام نشده است. نه وزير خارجه و نه علی لاريجانی دبيرشورای امنيت هيچکدام در مصاحبه های مطبوعاتی خود حاضر به اعلام نام مذاکره کننده ايران نشدند. اين درحالی است که هويت و مشخصات مذاکره کننده امريکائی اعلام شده است. بموجب اين اعلام طرف آمريكايی مذاكرات با ايران در 28 "رايان كراكر" كنسول سابق آمريكا در خرمشهر خواهد بود.

      تاکنون پيرامون هويت و سرپرست تيم مذاکره کننده امريکائی حدس و گمان هائی تا حد معاون وزارت خارجه امريکا و يا زلمای خليل زاده سفير فوق العاده و ويژه سابق امريکا در عراق زده می شد، اما اکنون مشخص شده که اين سطح تا حد سرکنسول سابق امريکا در خرمشهر پائين آورده شده است. البته منکر نمی توان شد که حضور ديپلماتی که قبلا در ايران و بويژه در جنوب ايران خدمت کرده به توان تيم مذاکره کننده امريکائی بدليل آشنائی با منطقه می افزايد.

      • درگيري لفظي جوادلاريجاني و سناتورهاي آمريكايي در اردن


        ميزگرد بررسي مسائل عراق در مجمع جهاني اقتصاد به صحنه جدال لفظي ايران و آمريكا تبديل شد.

        به گزارش آسوشيتدپرس، ايران و آمريكا روز گذشته در "ميزگرد آينده عراق" در حاشيه مجمع جهاني اقتصاد در اردن اتهاماتي به يكديگر وارد كردند.

        سناتور جمهوريخواه "اورين هچ" طي اظهاراتي در اين ميزگرد ايران را به مشاركت در بي ثباتي عراق متهم كرد و گفت: شواهد نشان مي دهد كه ايران تسليحات و مواد بمب ساز را براي تروريست هاي عراقي تهيه مي كند.
        اين در حالي است كه "محمد جواد لاريجاني"، رييس مركز مطالعات فيزيك نظري و رياضي تهران و معاون سابق وزارت خارجه اين ادعاها را رد كرد و گفت: ايران از زمان پيروزي انقلاب اسلامي در سال 1979 تاكنون در معرض "رگباري از اتهامات" آمريكا قرار داشته است.

        وي افزود: عراق مملو از سلاح است و لذا اين كشور نيازي به وارد كردن تسليحات از ايران ندارد.

        با اين حال "گوردون اسميت"، يك سناتور ديگر جمهوريخواه كه در ميزگرد شركت كرده بود، مدعي شد كه وي تسليحات مصادره شده ايران را مشاهده كرده و از سوي ديگر ديده است كه ايراني هاي بازداشت شده به ماموريت خود براي آموزش فنون نظامي به تندروهاي عراقي اعتراف كرده اند.

        براساس اين گزارش، دو سناتور آمريكايي به جزئيات ادعاي خود اشاره اي نكردند اما ارتش آمريكا چند روز پيش اعلام كرد كه شش شورشي را در شمال شرقي عراق به اتهام واردات سلاح از ايران و اعزام عراقي ها به ايران براي آموزش نظامي دستگير كرده است.

        "لاريجاني" در خصوص ادعاي دو سناتور آمريكايي اظهار داشت: اتهامات اين دو سناتور بخشي از طرح تبليغاتي جرج بوش عليه ايران محسوب مي شود كه طي آن ايران به عنوان عضوي از "محور شرارت" لقب گرفته است.

        وي در پاسخ به درخواست سناتورهاي آمريكايي كه همكاري ايران براي كمك به ثبات عراق را خواستار شده بودند، گفت: ايران پيش از برگزاري نشست بغداد هيچ نشانه قابل احترامي از طرف آمريكايي دريافت نكرده است.

        سناتور "هچ" در پاسخ گفت: واشنگتن به مردم ايران احترام مي گذارد و آمريكا بايد نقش بهتري در تعامل با دوستانمان در ايران ايفا كند!

        وي خاطرنشان كرد: با اين حال شواهد روشني وجود دارد و بدون شك ايران اقدام به ارسال تسليحات به عراق مي كند كه نه تنها براي كشتن آمريكايي ها بلكه براي كشتن عراقي نيز مورد استفاده قرار مي گيرد.
        وي البته اين بار نيز مستند شواهدش را نگفت.

        • The UN nuclear watchdog is expected to issue a report to the Security Council later today on whether Iran has suspended sensitive nuclear work.
          The Council imposed a second round of sanctions on Iran in March, for failing to suspend uranium enrichment.

          It then asked the IAEA to report within 60 days on whether Iran had complied.

          The Security Council fears Iran is secretly trying to develop nuclear weapons. Tehran continues to insist on its right to enrich uranium.

          The deadline comes amid reports that the US is to complain to the International Atomic Energy Agency's chief, Mohamed ElBaradei, about his proposal that Iran keep parts of its enrichment programme.

          'Not helpful'

          Mr ElBaradei said Iran possessed "the knowledge about how to enrich" and the focus should now be on preventing industrial-scale production.

          But there are concerns his comments will weaken UN resolve to punish Iran over its nuclear activity.

          Envoys from the US, France, Germany and Britain are expected to visit Mr ElBaradei this week to deliver a formal complaint that the agency chief's comments "were not helpful", a US official told Reuters on condition of anonymity.

          In an interview with the New York Times last week, Mr ElBaradei said: "The focus now should be to stop [Iran] from going to industrial-scale production, to allow us to do a full-court-press inspection and to be sure they remain inside the treaty."

          He has previously said that Iran would not be able to produce the highly enriched uranium needed for a nuclear bomb as long as it remained under the supervision of IAEA inspectors.

          • Iranian-American who recently visited Iran missing

            WASHINGTON (Reuters) - A dual U.S. and Iranian citizen who visited Iran this year has not been heard from since March and a California institute he is affiliated with said on Thursday it was concerned about his whereabouts.

            Ali Shakeri is a California businessman who serves on an advisory board to the Center for Citizen Peacebuilding at the University of California at Irvine, which studies how citizens can promote peace in divided societies.

            News he has gone missing comes after at least three Iranian-Americans have been arrested, detained or otherwise prevented from leaving Iran in recent months in what appears to be an Iranian crackdown on dual citizens.

            Diplomats fear the detentions, which follow the U.S. military's arrest of five Iranians in Iraq in January, could herald further deterioration in relations between the two countries, which have not had diplomatic ties since 1980.

            Paula Garb, the co-director of the Center for Citizen Peacebuilding, said Shakeri went to Iran earlier this year and had been expected to return several weeks ago.

            "We haven't heard from him since March 8 and we were expecting him back a couple of weeks ago," Garb said, adding she did not know where he was and was concerned about his whereabouts.

            In a report issued on Thursday, rights group Human Rights Watch quoted unidentified associates of Shakeri as saying he was "being detained by the Iranian authorities."

            Dual citizens arrested, detained or otherwise kept from leaving Iran include Haleh Esfandiari, a scholar at the U.S. Woodrow Wilson International Center for Scholars think tank; Parnaz Azima, a reporter for U.S.-funded Radio Farda; and Tehran-based social scientist and urban planner Kian Tajbakhsh, a consultant to the New York-based Open Society Institute.

            A fourth dual citizen is also believed to have been kept from leaving Iran but has not been named by the U.S. government. A State Department spokesman declined comment on Shakeri's case and it was unclear if he was the fourth person.

            U.S. officials also believe Tehran may be holding former FBI official Robert Levinson, who disappeared early in March while on a visit to the Iranian island of Kish. Iran has denied it is holding him.

            The detentions take place amid tension between the United States and Iran over Iran's nuclear program, which the West suspects is aimed at making atom bombs. Iran denies that, saying it wants nuclear power to generate electricity.

            The two countries, which cut ties after Iran's 1979 Islamic Revolution, are also at odds over Iraq, where Washington accuses Tehran of fomenting the insurgency and of providing sophisticated roadside bombs that have killed U.S. soldiers.

            U.S. forces in Iraq detained five Iranians in a raid in January and said they were linked to Iranian Revolutionary Guard networks that provided weapons to insurgents. Iran has said the five were diplomats and has demanded their release.

            • مذاكره كننده ايران با آمريكا مشخص شد

              نام حسن كاظمي قمي، سفير ايران در بغداد به عنوان نماينده اين كشور در نخستين گفتگوي مستقيم ميان ايران و آمريكا اعلام شد.

              ديدار حسن كاظمي قمي و رايان كروكر، نخستين تماس مستقيم رسمي ميان ايران و آمريكا پس از بيش از 27 سال خواهد بود
              اين گفتگوها قرار است دوشنبه آينده (28 مه) در بغداد صورت گيرد و آن گونه كه مقامات دو كشور تأييد كرده اند، موضوع آن منحصر به مسائل عراق خواهد بود.

              منوچهر متكي، وزير امورخارجه ايران قبلاً گفته بود يك ديپلمات باتجربه كه قبلا هم سفير بوده عهده دار مذاكره با آمريكا خواهد شد و چند روز پيش از آنكه نام آقاي كاظمي قمي براي اين مأموريت اعلام شود، برخي منابع از محمدجواد ظريف، نماينده ايران در سازمان ملل متحد به عنوان مذاكره كننده ايران با آمريكا نام بردند اما سخنگوي وزارت خارجه ايران چنين موضوعي را تأييد نكرد.

              از طرف آمريكا، رايان كروكر، سفير ايالات متحده در عراق، گفتگو با آقاي كاظمي قمي را به عهده خواهد داشت.

              ديدار حسن كاظمي قمي و رايان كروكر، نخستين تماس مستقيم رسمي ميان ايران و آمريكا پس از بيش از 27 سال خواهد بود.

              اما مقامات ايراني نسبت به چنين تحول مهمي در روابط خود با آمريكا رويكرد خوشبينانه اي ندارند.

              وزيرخارجه ايران موفقيت مذاكرات را مشروط به اين كرده كه آمريكاييها به شكست خود در عراق اعتراف كنند. آيت الله خامنه اي رهبر ايران نيز با وجود موافقت با مذاكره با آمريكا گفته هدف از اين مذاكره تنها اين است كه به آمريكاييها به صورت رو در رو وظيفه شان در قبال امنيت عراق يادآوري و با آنها اتمام حجت شود.

              آيت الله خامنه اي گفته است: "آمريكاييها مي *گويند به غير از موضوع عراق، در مورد مسأله ديگري مذاكره نخواهد شد اما ما به آنها مي *گوييم حتي موضوع عراق هم به شما ربطي ندارد".

              همزمان با اعلام نام نماينده ايران در مذاكره با آمريكا، سيداحمد خاتمي، خطيب جمعه تهران اعلام كرد كه گفتگو با آمريكاييها به معناي مذاكره با آمريكا نيست: "... سخن از مذاكره نيست و تنها مسائل را به آنان گوشزد خواهيم كرد، چراكه اين گرگ درنده اهل مذاكره نيست، موضع مذاكره نكردن با آمريكا موضع امام [آيت الله خميني بنيانگذار جمهوري اسلامي] بود و كسي كه دم از مذاكره با آمريكا بزند از آرمانهاي امام عدول كرده است".

              آمريكاييها معتقدند كه برقراري ثبات و امنيت در عراق، منوط به همكاري ايران است. به باور آنان، ايران از راه كمك به برخي گروههاي مسلح عراقي كه منحصر به شيعيان هم نيستند، در حملاتي كه به نيروهاي آمريكا و متحدانش در عراق مي شود دخالت دارد و بدين شيوه، عراق را بي ثبات و نا امن مي سازد.

              مقامات ايراني بارها اين ادعا را رد كرده و در مقابل گفته اند كه عامل نا امني و بي ثباتي در عراق، حضور ارتشهاي بيگانه در اين كشور است.

              از جمله مسائلي كه ميان ايران و آمريكا وجود دارد و انتظار مي رود در گفتگوي سفيران دو كشور در بغداد مطرح شود، بازداشت پنج شهروند ايراني در عراق است كه با وجود درخواستهاي مكرر دولتهاي ايران و عراق بيش از چهار ماه است كه همچنان در بازداشت ارتش آمريكا به سر مي برند.

              ايران اين پنج نفر را كه نامهايشان اخيرا اعلام شد، ديپلمات معرفي كرده اما مقامات آمريكايي مي گويند اين پنج نفر، افسران نيروي قدس سپاه پاسداراند و در عراق به كمك تسليحاتي به گروههاي مسلح شورشي عراقي مشغول بوده اند، اتهامي كه مقامات ايراني بارها رد كرده اند.

                  • Recent detention of several Iranian-Americans with ties to various think tanks here in the United States by the Iranian Ministry of Intelligence comes at a time when the negative publicity has emboldened those pressing for forceful regime change and will undoubtedly strengthen the Western case for passing yet another set of debilitating sanctions against Iran for refusing to give up its legal right to Uranium enrichment at the U.N. Security Council.

                    Whether those detained are guilty of the serious charges leveled against them is beyond the scope of this writing. Latest reports seem to indicate that the arrests were probably unwarranted. But in order to do an objective analysis and make any sense of this latest episode, one has to consider the entire chain of contributing factors that have consistently raised the pressure on both sides to engage in such 'bad behavior' and react in ways that unfortunately leads down the slippery and ever precarious path of confrontation.

                    Those keen and unbiased observers closely following the developments between the two sides are quick to realize that the declared policy of regime change is the common denominator at the core of all these events. Neo-Conservatives within the Bush administration led by V.P. Dick Cheney buoyed by their quick success toppling Saddam's regime in 2003, missed a major opportunity by rebuffing an initiative from Tehran for a wide-ranging dialogue.

                    As a direct result of that failure and the subsequent descent of Iraq into civil war, those hawks not already running for cover from a barrage of misconduct charges leveled against them, are scrambling to find other means to reestablish that U.S. leverage under far less favorable circumstances via less transparent covert actions.

                    Top among the priorities of any regime anywhere on the planet including the United States is self-preservation. If the government in China were to declare regime change as official foreign policy toward the United States, you could probably expect some Chinese-Americans scholars traveling between the two countries be subject to detentions and interrogation, especially if they worked with government supported think tanks and policy institutes in China.

                    Coercive diplomacy is not achieved through economic sanctions and threats of military action when the ultimate objective is seen as regime change. It is time that Washington gave up this unwise policy and showed some willingness to take yes for an answer. Only when the diplomacy of gun-slinging and the rhetoric of regime change are taken off the table can we truly expect a change of behavior from the other side.

                    • Much-admired UC Irvine figure is missing in Iran

                      Ali Shakeri is admired for diplomacy through wit. He has a knack, said fellow board members at UC Irvine's Center for Citizen Peacebuilding, for cutting through tension with a well-timed joke.

                      He has kidded tirelessly to knit together Orange County's large Iranian American community and has taken his lessons home, sharing meals with another board member who is Jewish.

                      In March, Shakeri told colleagues he was flying to Tehran; his mother was ailing. But when former President Carter spoke at UCI this month, and Shakeri was oddly absent from the event, board members began to wonder whether he was coming home.

                      This week, the group Human Rights Watch said the Iranian government probably detained Shakeri, 59, at a Tehran airport and might be interrogating him in an isolated location. He was scheduled to leave Iran and fly to Europe on May 13 but never arrived at his destination. Instead, his ticket had been canceled and his luggage taken from the airline's possession, the group said.

                      "It's a disaster," said John Graham of the UC Irvine center, "that this voice of peace has been potentially silenced."

                      Iranian officials have not commented publicly on Shakeri's whereabouts. In recent weeks, two Iranian American scholars with dual citizenship have been imprisoned while visiting the country. A reporter, also a dual national, had her passport confiscated and is unable to leave Iran. The detention of one of those scholars, Haleh Esfandiari, bears close parallels to Shakeri's apparent disappearance.

                      Esfandiari, a researcher based at the Woodrow Wilson International Center for Scholars in Washington, traveled to Iran late last year to visit her 93-year-old mother. When she headed to the airport to leave Iran on Dec. 30, she was stopped by knife-wielding men in masks, according to center officials.

                      She was interrogated extensively and, earlier this month, imprisoned. The Iranian government this week announced she was being charged with setting up a network to overthrow the Islamic establishment. Her husband, Shaul Bakhash, denied the allegations as "totally without foundation."

                      Javad Payam, a friend of Shakeri's who edits a Persian magazine in Laguna Hills, is anxious. He has interviewed former detainees who have described being locked in cells without windows, air-conditioning or radio and forced to sleep on the floor.

                      "When you look at the history of the regime for the past 25 years, whoever has a voice lands in jail, is killed or disappears. It's nothing new," said Payam, who met Shakeri at a rally in Los Angeles. "We pray and hope nothing happens to him."

                      In Orange County, where immigrant groups estimate about 250,000 Iranians live, Shakeri moved in political circles but did not dominate them, friends said. He gave speeches and radio interviews and periodically wrote about politics for Payam-E-Ashena, Payam's magazine.

                      Shakeri's biography on the UCI center's website describes him as "an Iranian American activist who advocates democracy in Iran and peace in the world."

                      Hossein Hosseini, a member of the Network of Iranian-American Professionals of Orange County, said Shakeri advocated changing Iran's leadership but maintained that the Iranian people would bring about that change only over time.

                      "He was only controversial depending on your point of view," Hosseini said. "To those who wanted to up and overthrow the regime, he's a sympathizer. He wasn't a big thing. He wasn't well-known across the world. He was a harmless local guy."

                      Shakeri was born in Iran but spent much of the last three decades in the United States. He earned a business administration degree from the University of Texas in 1979, according to the biography, and briefly returned to Iran after the revolution that overthrew the late shah.

                      "He had a false hope that there would be real dialogue between the civilizations, but it didn't work," said Ahmad Mesbah, who helped found the local Iranian American professionals network.

                      Shakeri then moved to Orange County and opened a mortgage company, Global Estate Funding, in Irvine. He and his wife live in Lake Forest and have two adult sons, both of whom attended UCI, friends said.

                      A short, mustached man who favored dress suits, Shakeri helped found the Center for Citizen Peacebuilding, which examines how people can promote peace in divided societies, said co-director Paula Garb, an anthropology professor.

                      Shakeri's mother died during his visit to Iran and, after attending her funeral, Shakeri had planned to meet friends in Europe, said Hadi Ghaemi, an Iran analyst for Human Rights Watch, the New York-based nongovernmental organization. He never showed up.

                      Two days later, Shakeri called family members and said "there was some misunderstanding, it wasn't a big deal and he will be OK," Ghaemi said. It appears no one has heard from him since.

                        • مذاکرات ایران و آمریکا آغاز شد


                          متکی برای موفقیت مذاکرات تغییر روش آمریکا را لازم دانسته و زیباری انتظار معجزه نداشته است
                          مذاکرات ایران و آمریکا در مورد امنیت عراق در بغداد، پایتخت این کشور، آغاز شده است در حالیکه وزیر خارجه ایران از آمادگی برای کمک به خروج نظامی آمریکا سخن گفته است.
                          بامداد دوشنبه، 28 مه، خبرگزاری دولتی ایران - ایرنا - ضمن مخابره خبر آغاز مذاکرات هیات های نمایندگی ایران و آمریکا به ریاست حسن کاظمی قمی و رایان کروکر، سفیران دو کشور در بغداد، گفته است که ملاقات با حضور نوری مالکی، نخست وزیر عراق، در منطقه سبز امنیتی بغداد آغاز شد.

                          به گزارش ایرنا، آقای مالکی پس از دیدار با دو طرف، محل برگزاری گفتگوها را ترک کرد و به خبرنگاران گفت که کشور وی تنها میزبان مذاکرات نیست بلکه در موفقیت آن هم نقش تعیین کننده دارد.

                          همزمان، منوچهر متکی، وزیر خارجه ایران، در سخنانی که روز دوشنبه در تهران ایران کرد، گفت "جمهوری اسلامی ایران آماده است در صورت تغییر رفتار آمریکا، به این کشور برای خروج نیروهایش از عراق و منطقه کمک کند."

                          آقای متکی در مورد مذاکرات جاری در بغداد ابراز امیدواری کرد که آمریکا، به گفته وی، با اذعان به شکست سیاست هایی خود در منطقه و عراق، و تصمیم جدی برای تغییر این سیاست ها "زمینه موفقیت این دور از گفتگوها و در صورت لزوم ادامه گفتگوها را فراهم کند."

                          پیشتر، هوشیار زیباری، وزیر خارجه عراق، ضمن ابراز خوشبینی به نتیجه مذاکرات ایران و آمریکا، هشدار داده بود که نباید از این مذاکرات انتظار معجزه داشت.


                          امیدواریم که برخورد واقع بینانه واشنگتن با مسایل جاری در عراق، اذعان به سیاست های منتهی به شکست آن کشور در منطقه و عراق و تصمیم جدی برای تغییر این سیاست ها زمینه موفقیت این دوره از گفتگوها و در صورت لزوم، ادامه گفتگوها را فراهم کند

                          وزیر خارجه عراق در آستانه برگزاری این جلسه گفت که بعد از بیست و هشت سال قطع کامل تماس بین ایران و آمریکا، نخسیتن ملاقات بین دو طرف برای بررسی یک موضوع، یعنی امنیت عراق، در بغداد صورت می گیرد.

                          آقای زیباری که در مصاحبه با بی بی سی سخن می گفت افزود که نمایندگان دولت عراق نیز در مذاکرات شرکت دارند زیرا، به گفته وی، قابل تصور نیست که "دو کشور خارجی در مورد سرنوشت کشور شما بدون مشارکت خودتان گفتگو کنند."

                          وزیر خارجه عراق در عین حال گفت "من شخصا از این ملاقات انتظار معجزه ندارم اما آن را گامی مهم در ایجاد گفتگو بین ایالات متحده و ایران، به عنوان یک قدرت منطقه ای، می دانم."

                          دو بازیگر اصلی در عراق

                          وی در توضیح دیدگاه خود گفت که "ما همواره گفته ایم که ایالات متحده یک نقش پرداز اصلی در عراق است، دولت عراق صاحب تمامی ماجراست و چه بخواهیم و چه نخواهیم، ایران نیز یکی از بازیگران است و در نتیجه این توافق وجود دارد که باید بنشینیم و گفتگو کنیم."

                          وزیر خارجه عراق مذاکرات بغداد را گامی نخست برای مذاکره پیرامون مسئولیت تمامی همسایگان عراق در قبال امنیت این کشور توصیف کرد.

                          هوشیار زیباری در این مصاحبه گفت که ایران و آمریکا هدف های سیاسی مشابهی در عراق دارند زیرا هر دو کشور از دولت منتخب اکثریت مردم و روند سیاسی عراق حمایت می کنند و در نتیجه، دو کشور یک هدف مشترک در عراق دارند.

                          قرار است کروکر و کاظمی تنها در مورد مسایل عراق گفتگو کنند

                          برخی ناظران گفته اند انتظار می رود نمایندگان ایران خواستار اعلام جدول زمانی معینی برای خروج نیروهای آمریکایی از عراق شوند در حالیکه دولت ایالات متحد چنین اقدامی را مردود دانسته است و ممکن است دولت آمریکا نیز از ایران بخواهد مانع از کمک به شورشیان مخالف در عراق شود در حالیکه جمهوری اسلامی همواره هرنوع حمایت از این گروه ها را تکذیب کرده است.

                          در آوریل سال 1980 و حدود شش ماه پس از ماجرای گروگانگیری دیپلمات های آمریکایی در تهران، دولت ایالات متحده رسما روابط سیاسی خود را با جمهوری اسلامی قطع کرد و از آوریل سال 1981 و در پی مذاکرات منجر به امضای توافقنامه الجزیره، مناسبات رسمی دپپلماتیک دو کشور تنها از طریق حافظان منافع آنها برقرار بوده است.

                          در نتیجه، رسانه های گروهی مذاکرات روز دوشنبه را که در سطح سفیر انجام می شود بالاترین سطح تماس رسمی دوجانبه بین دولت های جمهوری اسلامی و آمریکا در خلال حدود سه دهه توصیف کرده اند.

                          این مذاکرات در حالی برگزار می شود که روابط دو کشور در خلال چند ماه اخیر نه تنها بهبود نیافته بلکه نشانه هایی از وخامت بیشتر در این روابط دیده شده است.

                          اتهامات متقابل ایران و آمریکا

                          ایالات متحده - و بریتانیا - گفته اند که جمهوری اسلامی امکانات مالی و تسلیحات و تجهیزات پیشرفته ای را در اختیار شورشیان عراقی قرار می دهد تا آنها را علیه نیروهای این دو کشور در عراق به کار برند و همچنین به شورشیان طالبان در افغانستان کمک می کند.

                          به گفته مقامات آمریکایی، ایران از گروه های مخالف روند صلح بین اسرائیل و فلسطینیان و سایر گروه هایی که آنان را "تروریست" می داند نیز حمایت به عمل می آورد.


                          مذاکرات ایران و آمریکا در حالی آغاز می شود که در خلال هفته های اخیر روابط دو کشور تیره تر شده و دو طرف اتهاماتی را علیه یکدیگر مطرح کرده اند

                          ایالات متحده مخالفت شدید خود را با ادامه بخش هایی از برنامه های هسته ای ایران ابراز داشته و خواستار وضع تحریم های شدیدتر بین المللی علیه جمهوری اسلامی شده است.

                          در مقابل، ایران حضور نظامی ایالات متحده در عراق و افغانستان و سیاست این کشور در خاورمیانه را غیرقابل قبول خوانده و خواستار خروج نظامی آمریکا از منطقه بوده است.

                          در خلال هفته های اخیر، مقامات امنیتی جمهوری اسلامی چند پژوهشگر آمریکایی - ایرانی را بازداشت و دست کم در یک مورد، شخص بازداشت شده را رسما به اقدام برای براندازی متهم کرده اند.

                          روز یکشنبه، 27 مه، وزارت خارجه ایران سفیر سوییس - حافظ منافع آمریکا در ایران - را احضار کرد و نسبت به آنچه که ارتباط ایالات متحده با شبکه های جاسوسی در ایران می خواند به وی اعتراض کرد.

                          در عراق نیز نیروهای آمریکایی چند شهروند ایرانی را در شهر اربیل بازداشت و آنان را متهم کرده اند که از سوی برخی نهادهای جمهوری اسلامی برای کمک به شورشیان عراقی وارد این کشور شده اند هرچند دولت ایران این افراد را دیپلمات خوانده است.

                          مقامات ایرانی و آمریکایی تاکید داشته اند که دستور کار مذاکرات بغداد به مسایل امنیتی عراق منحصر می شود و موضوعات دیگری در این گفتگوها مطرح نخواهد شد.

                            فیلپه ولتی، سفیر سوئیس در تهران، به عنوان حافظ منافع آمریکا به وزارت خارجه احضار شده است
                            در آستانه ديدار مقام های ايرانی و آمريکايی در عراق، وزارت امور خارجه ايران در اعتراض به آنچه دخالت خصمانه دولت آمريکا در امور داخلی ايران خوانده، سفير سوئيس - حافظ منافع ايالات متحده در تهران - را احضار کرد.
                            ايران پيشتر اعلام کرده بود چند 'شبکه جاسوسی' تحت هدايت آمريکا را شناسايی کرده است.

                            احمد سبحانی، مدير کل آمريکای وزارت خارجه ايران، در ديدار با سفير سوئيس دولت و سرويس های اطلاعاتی آمريکا را به 'جاسوسی در خاک ايران' متهم کرد.

                            او رفتار آمريکا را "مغاير با تعهدات بين *المللی در خصوص ضرورت احترام به *حق حاکميت ملی و استقلال کشورها" ناميده است.

                            رسانه های ايرانی پيشتر با انتشار بيانيه وزارت اطلاعات ايران اعلام کردند گروه هايی شناسايی شده اند که به گفته مقام های ايرانی در مناطق غرب، جنوب غربی و مرکزی ايران 'با هدف نفوذ و انجام اقدامات خرابکارانه' فعاليت می کرده اند.

                            کاخ سفيد آمريکا در واکنش تاکيد کرده است درباره اتهامات مربوط به مسائل اطلاعاتی - امنيتی اظهار نظر نمی کند.

                            احضار سفیر سوئیس به وزارت خارجه ایران و 'اعتراض شدید' این کشور به دولت آمریکا در حالی صورت می گیرد که طبق برنامه نمایندگانی از دو کشور باید دوشنبه، 28 ماه مه، در بغداد با یکدیگر دیدار و گفتگو کنند.

                            هر دو طرف تأکید کرده اند مذاکرات تنها در مورد وضعیت عراق خواهد بود.

                            سختگیری در مورد 'رابطه با بیگانگان'

                            مقام های جمهوری اسلامی هدف آمریکا را 'تغییر رژیم' در ایران می دانند و از زمان حمله نیروهای ائتلاف تحت رهبری آمریکا به عراق نیز مکررا این کشور - و بریتانیا - را به 'خرابکاری' و 'تحریک' برخی جریان های قومی به ویژه در مناطق مرزی متهم کرده اند.

                            مناطقی که در اطلاعیه وزارت اطلاعات ایران از آنها به عنوان حوزه فعالیت 'شبکه های جاسوسی' نام برده شده، به ویژه مناطق غرب و جنوب غربی، به دلیل همسایگی با عراق، نفت خیز بودن، و حضور پرشمار اقلیت های قومی کرد و عرب، از اهمیت ویژه ای برای دولتمردان ایرانی برخوردار است.

                            در هفته های اخیر چهار ایرانی با تابعیت دوگانه که به این کشور سفر کرده بودند، اجازه خروج از ایران نیافته و در مواردی بازجویی و بازداشت شده اند اما مشخص نیست 'شبکه' هایی که از آنها نام برده شده با بازداشت های اخیر ارتباطی دارد یا نه

                            بیانیه اخیر وزارت اطلاعات ایران جزئیات بیشتری در مورد آنچه 'شبکه های جاسوسی' نامیده شده، اعلام نکرده و تنها از 'سرويس *های اطلاعاتی اشغالگران' و 'برخی جريان *های موثر عراقی' به عنوان هدایت کنندگان این شبکه ها نام برده است.

                            در ماه فوریه سال جاری میلادی (بهمن ماه 1385) غلامحسین محسنی اژه ای، وزير اطلاعات ايران، از شناسايی يکصد جاسوس سازمانهای اطلاعاتی آمريکا و اسرائيل در مناطق مرزی ايران خبر داده بود که به گفته وی، قصد داشتند به اطلاعات نظامی و سياسی ايران دست يابند.

                            • Iran protests alleged U.S. spy networks

                              TEHRAN, Iran - Iran summoned the Swiss ambassador Sunday to protest what it called recently uncovered U.S. espionage networks, state television reported, the day before the Islamic republic planned ambassador-level talks with the U.S. on Iraq.


                              The Iranian Foreign Ministry's head of American affairs met with Ambassador Philippe Welti and demanded "necessary explanation" of spy networks Iran announced it had uncovered Saturday.

                              The Swiss embassy has been working as the U.S. interest section in Iran ever since Washington broke its diplomatic ties with the country in response to Iranian militant students storming the U.S. embassy in Tehran in 1979.

                              "Recently, several espionage networks were identified that were active, under guidance of the U.S. intelligence apparatus, to commit infiltration and sabotage in western, central and southwestern areas of the country," the television quoted the Iranian official, Ahmad Sobhani, as saying in the meeting.

                              State televison reported Saturday that the spy networks were "comprised of infiltrating elements from the Iraqi occupiers" using shorthand for the U.S and its allies.

                              The Iranian TV broadcast reported that Welti promised to relay Iran's protest to Washington. The White House has said it does not confirm or deny allegations about intelligence matters.

                              The diplomatic protest comes as the U.S. and Iran prepare to meet in Baghdad on Monday. Both sides say the talks will focus solely on the security situation in Iraq.

                              Also Sunday, Iran said it had "no exact report" about an Iranian-American employee of a U.S. foundation promoting democracy who went missing after traveling to his homeland. Kian Tajbakhsh is one of several people believed detained in Iran amid rising tensions with the United States.

                              The urban planning consultant, who has also worked for the World Bank, was detained around May 11, according to George Soros' Open Society Institute. The private foundation encourages democracy-building in countries around the world.

                              "We have no exact report about him from official authorities," said Mohammad Ali Hosseini, spokesman for Iran's Foreign Ministry, when asked about Tajbakhsh.

                              The Open Society Institute has called for his release, saying he was consulting on "projects that we undertook openly and with the knowledge of the Iranian government."

                              Hosseini also said he had no information about another Iranian-American, Ali Shakeri, who was supposed to leave Iran and fly to Europe on May 13 but never arrived at his destination. Shakeri is a founding board member at the University of California, Irvine's Center for Citizen Peacebuilding.

                              Earlier this month, Iranian authorities arrested Haleh Esfandiari, director of the Middle East Program at the Washington-based Woodrow Wilson International Center for Scholars. Iran accuses Esfandiari, also an Iranian-American, of working for a group trying to topple its government. Esfandiari's family and the center deny the claims.

                              Another Iranian-American, Parnaz Azima, a journalist for the U.S.-funded Radio Farda, has been prohibited from leaving Iran since her passport was seized in January. Robert Levinson, a former FBI agent, disappeared in March after going to Iran's resort island of Kish.

                              Reporters Without Borders also has said a French-Iranian journalism student, Mehrnoushe Solouki, was arrested in February. She was released in March on bail but her passport was taken away and she has been unable to leave the country, it said.

                              • ايران مذاکره با آمريکا را مثبت ارزيابی کرد


                                هیات های نمایندگی دو طرف دیدگاههای کلی خود را در اجلاس بغداد مطرح کردند
                                پس از آنکه در پايان نخستين مذاکرات رسمی ايران و آمريکا در عراق، سفير ايالات متحده در بغداد مطالب مطرح شده در اين مذاکرات را با خبرنگاران در ميان گذاشت، سفير ايران نيز در جمع خبرنگاران حاضر شد و جزئيات بيشتری در اين زمينه مطرح کرد.
                                حسن کاظمی قمی، سفير ايران در عراق که طی 27 سال اخير نخستين مقام مذاکره کننده رسمی ايران با آمريکاييها شده است، نتيجه اين مذاکرات را مثبت ارزيابی کرد و گفت در اين مذاکرات تشکیل کمیته ای امنیتی با حضور سه طرف ايرانی، آمريکايی و عراقی به منظور تقویت بنیه نظامی و دفاعی عراق مطرح و بررسی شده و هر سه طرف بر سر حمایت از دولت عراق و "اهتمام برای کمک به بازگشت حاکمیت این کشور بر اداره امور ملی خود" توافق کرده اند.

                                ناکافی دانستن اقدامات آمريکا در آموزش و تجهيز ارتش عراق موضوعی است که رايان کروکر، سفير آمريکا در بغداد به مطرح شدن آن در گفتگوهايش با حسن کاظمی قمی اشاره کرده بود.

                                هرچند آقای کروکر افزوده بود که آقای کاظمی قمی و هیئت همراهش جزئیات بیشتری در مورد رویکرد خود نسبت به بحران امنیتی عراق مطرح نکردند.


                                سفير ايران در عراق گفت به همتای آمريکايی اش گفته است که ارتش عراق به دليل نداشتن تجهیزات لازم برای مقابله با تروریستها در پایان بخشیدن به مصائب عراق با مشکل روبرو شده و دولت ایران آماده کمکهای همه جانبه در جهت افزايش توان دولت عراق در اداره امور اين کشور است.

                                آقای کاظمی همچنين گفته در مذاکره با سفير آمريکا آنچه دولت ايران اشتباهات آمريکا در اداره امور عراق می خواند را بصراحت مطرح کرده و در مقابل به تمامی مواردی که آمريکا آنها را دخالت ايران در عراق می داند "پاسخ مقتضی" داده است.

                                مذاکرات رايان کروکر و حسن کاظمی قمی در سه جلسه و به مدت چهار ساعت به طول انجاميد، آن گونه که طرفين گفته اند دولت عراق خواهان ادامه اين گفتگوهاست که قرار است پاسخ دولتهای ايران و آمريکا به درخواست دولت عراق بعداً اعلام شود.

                                مذاکرات ايران و آمريکا در دفتر نوری مالکی، نخست وزیر عراق انجام گرفت و آقای مالکی در آغاز گفتگوها حضور داشت و پس از آن نيز هوشيار زيباری، وزيرخارجه عراق و تنی چند تن از مقامات عراقی در مذاکرات حضور داشتند.

                                آن گونه که هر دو طرف ايرانی و آمريکايی اعلام کردند، مسئله پنج شهروند ايرانی که در بازداشت نظاميان آمريکايی در عراق به سر می برند در گفتگوهای بغداد مطرح نشد.

                                سفير ايران گفته که در اين مورد، دولت ايران با دولت عراق طرف است و مسئوليت را متوجه عراقيها می داند.
