    دمکراتها معتقدند گفتگوهای ایران و آمریکا نبايد به مسئله عراق محدود شود
    نانسی پلوسی رئيس دمکرات مجلس نمايندگان آمريکا جزء اولين مقام های آمريکايی است که به مذاکرات بغداد واکنش نشان داده و از آن بسيار استقبال کرده است.
    خانم پلوسی که برای يک ديدار رسمی در برلين پايتخت آلمان بسر می برد در يک مصاحبه مطبوعاتی تغيير موضع کاخ سفيد و پذيرش گفتگو با ايران را ستود.

    وی گفت آمريکا بايد از همه ابزارهای ديپلماتيک نهايت استفاده را برای جلوگيری از دستيابی ايران به سلاح اتمی بکند.

    اظهارات خانم پلوسی حاکی از اين است که دمکراتها معتقدند اين گفتگوها نبايد به مسئله عراق محدود شود.

    اما يکی از نگرانی هايی که بعضی گروه های سياسی در آمريکا دارند اين است که به گفته آنها واشنگتن در مورد عراق در موضع ضعف قرار دارد و اهرم فشار چندان قويی عليه تهران در اختيار ندارد.

    توصيه ای که چهره هايی نظير ويليام کوهن وزير دفاع اسبق آمريکا بدنبال جلسه ديروز بغداد کرده اند اين است که واشنگتن همزمان ساير اهرمها بخصوص شورای امنيت را برای اعمال تحريم های بيشتر عليه برنامه های اتمی ايران بکار گيرد تا به گفته آنها جبران موضع ضعيفش در عراق بشود.

    برخی روزنامه های آمريکا با انتشار گزارش های مربوط به نشست بغداد خبر از احتمال ادامه مذاکرات ايران و آمريکا داده اند.

    يکی از تيترهای اصلی شماره روز سه شنبه واشنگتن پست اين است: "گفتگوهای ايران و آمريکا سرآغاز احتمالی ملاقات های بيشتر."

    واشنگتن پست می افزايد: ايران در نشست ديروز پيشنهاد تشکيل يک کميته امنيت سه جانبه با شرکت تهران، واشنگتن و بغداد را داده است.

    به نوشته اين روزنامه در صورت تشکيل نشست های بيشتر، احتمالا طرحها و پيشنهادات بيشتری برای همکاری های ايران و آمريکا مطرح خواهد شد.

    اما روزنامه نيويورک تايمز تيتر بدبينانه تری برای خبر مربوط به نشست بغداد انتخاب کرده است: "گفتگوهای مقام های آمريکا و ايران به گشايشی نيانجاميد"

    اين روزنامه می افزايد ملاقات مقام های آمريکا و ايران در شرايطی صورت می گيرد که اوضاع نابسامان عراق وخيمتر و خصومت بين تهران و واشنگتن عميق تر شده است.

    نيويورک تايمز می نويسد سفرای ايران و آمريکا اظهار داشتند که هيچ تبادل نظری بين آنها صورت نگرفت و بحث جامعی درباره انتقادات دو طرف از يکديگر نيز انجام نشد.

    به نوشته اين روزنامه با اين وجود موافقت آمريکا با گفتگوی رو در رو با ايران حاکی از تغيير موضع کاخ سفيد و نرم شدن لحن دولت بوش در برخورد با تهران است.

    • نخستین دور از مذاکرات سفیران ایران و آمریکا در بغداد در حضور مقام* های ارشد عراقی برگزار شد.
      رایان کروکر، سفیر آمریکا در بغداد، فضای مذاکرات را "رسمی" خواند و تاکید دو طرف مذاکره بر لزوم حمایت از دولت نوری *المالکی ،نخست وزیر عراق را "مثبت" دانست.

      با این حال، آقای کروکر تاکید کرد که در گفتگوی رو در رو با حسن کاظمی قمی همتای ایرانی* خود، خواستار پایان حمایت سپاه پاسداران انقلاب ایران از شورشیان عراق شده و از دولت ایران خواسته که حرفهای خود را در مورد ضرورت استقرار ثبات در عراق، عملی کند.

      از اظهارات آقای کروکر چنین استنباط می *شود که دو طرف مذاکرات صریح و بی*پرده *ای داشته *اند، ولی امیدوارند که زمینه مشترکی برای همکاری پیدا کنند.

      در واقع، در میان موضوعات مورد اختلاف ایران و آمریکا، بحران عراق تنها موضوعی است که دو کشور می* توانند برای حل آن با یکدیگر همکاری کنند.

      بر خلاف بحران فلسطین و لبنان که ایران و آمریکا هر کدام از یکی از طرفهای متخاصم جانبداری می *کنند، در بحران عراق هر دو کشور، خود را مدافع دولت نوری المالکی می *دانند و خواستار تقویت و تحکیم این دولت هستند.

      دولت ائتلافی آقای مالکی به علت تسلط شیعیان عراق بر آن، چندان مورد رضایت کشورهای عرب خاورمیانه نیست، اما تهران و واشنگتن هر کدام به دلایل مختلفی از آن پشتیبانی می *کنند و انتظارات خاصی از آن دارند.

      علت حمایت آمریکا از دولت آقای مالکی این است که این دولت برآمده از یک انتخابات آزاد در عراق و سمبلی از رویای دولت دمکراتیک مورد علاقه واشنگتن در خاورمیانه است.

      از این رو آمریکا در تلاش است تا دولت آقای مالکی بر مشکلات فرا روی خود غلبه کند تا واشنگتن مجبور به نایده گرفتن نتیجه یک انتخابات آزاد در عراق و حمایت از دولت غیر انتخابی نشود، بخصوص اینکه میزان توان و کارامدی یک دولت غیر انتخابی برای ایجاد ثبات در عراق نیز محل تردید بسیار است.

      با این حال، آمریکا از عملکرد دولت آقای مالکی به طور کامل راضی نیست و آن را تحت فشار شدید قرار داده است تا از گروههای افراطی شیعه فاصله بگیرد، نیروهای فرقه *گرا را از دستگاه های دولتی و امنیتی اخراج کند و با به اجرا گذاشتن طرح آشتی ملی، سهم قابل ملاحظه *ای از قدرت را در اختیار اقلیت سنی قرار دهد.

      علت حمایت ایران از دولت عراق هم این است که برای نخستین بار در طول چند دهه گذشته، دولتی در عراق به قدرت رسیده که افزون بر تسلط اکثریت شیعه بر آن، روابط دوستانه *ای با جمهوری اسلامی دارد.

      ایران هم در عین حال، از عملکرد دولت آقای مالکی چندان خشنود نیست و خواهان آن است که این دولت از آمریکا فاصله بگیرد، جدول زمانی مشخصی برای خروج نیروهای ائتلاف بین المللی از عراق اعلام کند و در مقابل تلاش آمریکا برای کاهش نفوذ جمهوری اسلامی در عراق ایستادگی کند.

      آمریکا و ایران، هر کدام تلاش می*کنند تا دولت عراق را هر چه بیشتر به سمت خود متمایل کنند

      بدین ترتیب، روشن می*شود که آمریکا و ایران، هر کدام تلاش می*کنند تا دولت عراق را هر چه بیشتر به سمت خود متمایل کنند، اما قدر مشترک موضع هر دو کشور این است که خواهان بقای این دولتند.

      در شرایطی که موج حملات تروریستی در عراق، امکان بقای دولت آقای مالکی را به مخاطره انداخته، طبیعی است که ایران و آمریکا از سوی دولت عراق برای مذاکره و همکاری با یکدیگر تحت فشار قرار گیرند و بازهم طبیعی است که ایران و آمریکا نتوانند در مقابل فشارهای دولت عراق برای انجام مذاکره مقاومت کنند.

      در این میان، البته دولت ایران از یک تناقض جدی هم رنج می*برد. جمهوری اسلامی هر چند که حامی دولت آقای مالکی و خواهان بقای آن است، اما گفته می*شود که استقرار ثبات در عراق را به معنای پیروزی نقشه آمریکا در خاور میانه تلقی می *کند.

      با این حال، مذاکره نمایندگان ایران و آمریکا در حضور مقام* های دولت عراق، می*تواند تناقض فوق را برجسته کند و ایران را به همکاری با آمریکا در امور عراق وادار سازد.

      عدم همکاری ایران در این مورد، ممکن است مناسبات گرم تهران و بغداد را به خطر اندازد و دولت آقای مالکی را به طور کامل به آمریکا متمایل کند.

      همکاری احتمالی ایران و آمریکا در بحران عراق اما بعید است زمینه*ای برای حل دیگر اختلاف *های دو کشور ایجاد کند، بنابراین، تعمیق بحران بین ایران و آمریکا همراه با مذاکره و همکاری احتمالی دو کشور در عراق، پدیده نوظهوری است که می *تواند تعجب ناظران را برانگیزد.

      • Welcome change in US policy on Iran

        Tomorrow's meeting between the Iranian and American ambassadors in Baghdad marks a remarkable opportunity. It comes after months of tension between Washington and Tehran over Iran's nuclear programme. US allegations of Iranian meddling in Iraq and Lebanon seemed to augur war. But, quietly, another approach has been developing. The meeting, the second between US and Iranian officials in recent months, signals a subtle change in the Bush administration.
        White House policy is more complex than some of the bellicose noises coming out of Washington suggest. A power struggle has been going on for President Bush's ear between Vice-President Dick Cheney, and Secretary of State Condoleezza Rice. The former is implacably opposed to dealing with the Islamic republic; the latter advocates cautious engagement. While the Cheney camp has been the noisier, it appears that the Rice camp is in the ascendant. While Cheney acolytes such as former US ambassador to the UN John Bolton have taken to the airwaves making the case for war, Ms Rice has privately been reassuring US allies that Mr Bolton does not speak for Mr Bush, and that Washington intends to follow the diplomatic route.


        Tomorrow's meeting is not the first sign of a more pragmatic policy emerging. President Bush remarked recently that he would be guided in the Middle East by the Iraq Survey Group, the independent commission which last year investigated the Iraq war. One of its key recommendations was negotiating with Iran and Syria.
        For years the State Department was sidelined by ideologues in the Pentagon and the Vice-President's Office. Their view was that the only way to handle Iran was to agitate for regime change. For various reasons - not least the military quagmire in Iraq - that is no longer a workable approach, if indeed it ever was. It is true that Iran is not easy to deal with. Its nuclear ambitions remain a serious threat to Western interests. But disliking a country's leadership is not a reason to refuse dialogue. The reality of the balance of power in the Middle East is that the US cannot ignore Tehran.

        Unbridled belligerence has failed. The reassertion in Washington of pragmatic diplomacy, of readiness to engage with enemies, is welcome. It is a move in the right direction.

        • ايران و آمريکا بالاخره به منظور مذاکره با يکديگر ديدار کردند، اما از سوي ديگر دو طرف فشارهاي خود را بر يکديگر افزايش داده اند. رويدادهاي جالب توجه جديدي در جنگ رواني ميان ايران و آمريکا در جريان است.

          شبکه خبري ABC هفته گذشته گزارش داد جرج بوش رئيس جمهوري آمريکا به سازمان اطلاعات آمريکا اجازه انجام عمليات پنهاني يا "سياه" را به منظور بي ثبات کردن رژيم ايران داده است. واژه "بي ثبات کردن" طنين شومي دارد، اما اين پروژه صرفا ً مستلزم آن است که "خونين و مرگبار" نباشد. به عبارت ديگر قرار نيست کسي ترور شود، اما انتظار مي رود رژيم ايران به واسطه تبليغات، مقالات منتشر شده در روزنامه ها، پخش برنامه و يا شايد ايجاد اختلال در نظام پولي کشور تضعيف شود.

          شبکه ABCبه خاطر افشاي اين عمليات پنهاني به شدت مورد انتقاد علني قرار گرفت، اما هيچگونه درخواستي از سوي دولت آمريکا براي پنهان نگه داشتن اين موضوع مطرح نشد. در عوض طبق روال معمول گفته شد که "ما اظهارات عنوان شده در مورد مسائل اطلاعاتي را تأييد و يا تکذيب نمي کنيم."

          سال ها شرايط بدين منوال بوده که وقتي سازمان هاي ارتباط جمعي، خواسته اندعمليات پنهاني دولت را گزارش کنند و يا احتمالا ً آنها را به مخاطره اندازند، ادارات گوناگون به سردبيران روزنامه ها و مديران خبر تلويزيون تأکيد کرده اند که به خاطر مسائل امنيت ملي از پخش گزارش صرفنظر کنند. اما در اين مورد چنين درخواستي صورت نگرفت و اين خود حاکي از آن است که احتمالا ً دولت بوش از رسيدن اين خبر به ايرانيان کاملا ً ناخشنود نخواهد بود. در واقع خيلي طول نخواهد کشيد که ايرانيان از اين عمليات "پنهاني" که شامل تبليغات، مقالات روزنامه ها و پخش برنامه است، مطلع شوند.

          از سوي ديگر وزارت اطلاعات ايران روز شنبه اعلام کرد که حلقه هاي جاسوسي سازماندهي شده توسط آمريکا و متحدان غربي اش را که از طريق عراق به داخل ايران رخنه کرده اند و شامل "گروههاي عراقي" است، کشف کرده است. گفته مي شود اين عناصر نفوذي در غرب، جنوب غربي و مرکز ايران فعاليت داشته اند. اما کاخ سفيد يک بار ديگر با محافظه کاري پاسخ داد: "ما اظهارات عنوان شده در مورد مسائل اطلاعاتي را تأييد و يا تکذيب نمي کنيم."

          با در نظر گرفتن ممانعت ايران از انجام بازرسي هاي مشخص سازمان ملل از برنامه هسته اي به سرعت پيشرونده اين کشور و ايراد اظهارات خصمانه بر عليه اسرائيل، تعجب آور نخواهد بود اگر آمريکا عمليات هاي زميني را از طريق خاک عراق و به منظور جمع آوري اطلاعات و تکميل کردن مراقبت هاي ماهواره اي انجام دهد. سيمور هرش روزنامه نگار آمريکايي نيز مطالبي را در مورد واحدهاي ويژه عملياتي آمريکا که در مورد ايران اطلاعات جمع آوري مي کنند، به رشته تحرير درآورده است.

          در همين حال مانورهاي گسترده اي نيز توسط ناوگان جنگي آمريکا در خارج از سواحل ايران انجام شده که با وجود اينکه نيروي دريايي آمريکا آنها را تکراري مي خواند، اما توجه ايرانيان را به خود جلب کرده است و بخشي از جنگ رواني آمريکا بر عليه ايران تلقي مي شود.

          جالب اينکه همه اين رويدادها در آستانه مذاکرات ميان ايران و آمريکا در بغداد رخ داده است. اين مذاکرات به گفتگو در مورد ناآرامي هاي عراق محدود بود و روي هم رفته هيچگونه ارتباطي با روابط ايران و آمريکا نداشت. در واقع تغيير سياست هاي مهم هر دو کشور در مذاکرات اساسي ديگري که در سطوح بالاتر ديپلماتيک برگزار خواهد شد، مورد گفتگو قرار مي گيرد. اين در حالي است که مقامات آمريکايي که خواهان مذاکرات جدي ميان دو کشور هستند، معتقدند نشست سفراي دو کشور مي تواند مقدمه اي براي مذاکرات اساسي تر باشد.

          اما از سوي ديگر چنين به نظر مي رسد آمريکا که به شدت در عراق گرفتار شده و ظاهرا ً تمايلي به حمله نظامي بر عليه ايران ندارد، فشارهاي رواني خود را بر ايران افزايش داده است. ايرانيان نيز به نوبه خود در اين جنگ رواني حرکت هاي تحريک آميزي انجام داده اند. آنها با بي اعتنايي به تحريم هاي سازمان ملل، درخواست هاي اين سازمان را در خصوص کند کردن روند غني سازي اورانيوم ناديده گرفته و در اقدام تحريک آميز ديگري به گروگانگيري اتباع ايراني ـ آمريکايي که هيچگونه تهديدي براي ثبات ايران به شمار نمي روند، مبادرت ورزيده اند.

          اما در اين ميان با وجودي که عقل مي گويد جنگ با گلوله به نفع هيچ يک از اين دو کشور نيست، اما، موضع گيري فعلي آنها نيز پيشرفت سريع مناسبات دوستانه ميان دو کشور رانشان نمي دهد.

            • سرنوشت بودجه 75 میلیون دلاری ترویج دمکراسی در ایران


              خانم رایس درخواست 75 میلیون دلار داده بود
              کاندولیزا رایس وزیر خارجه آمریکا سال گذشته از کنگره این کشور ۷۵ میلیون دلار برای حمایت از آنچه وی برنامه های ترویج دموکراسی در ایران خواند درخواست کرد.
              بودجه ویژه ترویج دموکراسی در ایران در آن زمان تنها حدود شش و نیم میلیون دلار بود.

              خانم رایس آن درخواست را در ماه فوریه ۲۰۰۶ در جلسه علنی کمیته روابط امور خارجه مجلس سنا مطرح کرد.

              اما کنگره آمریکا متشکل از مجالس نمایندگان و سنا تمام آن مبلغ را در اختیار وزارت امور خارجه قرار نداد.

              قانونگذاران آمریکایی در نهایت ۷۵ میلیون دلار مورد نظر خانم رایس را به ۶۶ میلیون دلار تقلیل دادند.

              حکومت ایران هدف از تخصیص آن اعتبار را براندازی نظام جمهوری اسلامی می داند.

              کارشناسان اختصاص رقم ۶۶ میلیون دلار را برای یک کشور را قابل ملاحظه می دانند.

              بودجه سال جاری بنیاد ملی آمریکا برای ترویج دموکراسی (NED) که البته در امور مربوط به ایران هم فعالیت دارد حدود ۸۰ میلیون دلار است.

              اما وزارت امور خارجه آمریکا چگونه ۶۶ میلیون دلار در نظر گرفته شده را هزینه کرده است؟

              اسناد منتشر شده از سوی این وزارتخانه نشان می دهد که ۳۶ میلیون دلار از بودجه ویژه ایران به رادیو تلویزیون های فارسی زبان دولت آمریکا اختصاص داده شده است.

              بر اساس اسناد وزارت خارجه آمریکا حدود ۲۰ میلیون دلار نیز به دفتر خاورنزدیک وزارت خارجه که شامل میز ایران می شود تخصیص داده شده است.

              همچنین۱۰ میلیون دلار هم در مجموع به بخش مسوول ترجمه مضامین وب سایت وزارت خارجه آمریکا به فارسی و نیز بخش مسوول تبادلات هنرمندان ورزشکاران و دانشجویان بین ایران و آمریکا داده شده است.

              هادی قائمی مسئول بخش ایران در سازمان دیده بان حقوق بشر در نیویورک می گوید علت جنجالی بودن بودجه ترویج دموکراسی در ایران این است که آمریکا در ابتدا اعلام کرد می خواهد از محل این بودجه به سازمان های طرفدار آزادی های مدنی در داخل ایران کمک کند.

              وزارت خارجه آمریکا نام موسسات و سازمان های غیردولتی ای که قرار است از این وزارتخانه در رابطه با ایران وجه نقد دریافت کرده اند را منتشر نکرده است.

              به گفته آقای قائمی هیچ یک از سازمان های معتبر و مستقل طرفدار حقوق بشر در داخل ایران از اعلان آمادگی آمریکا به کمک به آنها استقبال نکرده است.

              او می گوید مدرکی دال بر اینکه هیچ یک از آن سازمان ها وجه نقد از وزارت خارجه آمریکا دریافت کرده باشد وجود ندارد.

              در آمریکا حتی مدیران پروژه دموکراسی در ایران مستقر در دانشگاه استانفورد و نیز بیشتر سازمان های ایرانیان مخالف جمهوری اسلامی هم می گویند از وزارت امور خارجه آمریکا وجه نقد دریافت نکرده اند.

              هادی قائمی نفس اعلام خبر تخصیص بودجه دولت آمریکا برای حمایت از دموکراسی در ایران را برای فعالان اجتماعی ایران منفی ارزیابی می کند.

              او می گوید آمریکا با این کار بهانه ای به دست وزارت اطلاعات ایران برای توجیه دستگیرهای فعالان اجتماعی و منتقدان حکومت ایران داده است.

              • Psychological warfare between the US and Iran

                There are intriguing new developments in the psychological warfare going on between the United States and Iran.

                Last week, ABC News breathlessly reported that President Bush had authorized a "black," or covert Central Intelligence Agency (CIA) operation to destabilize the Iranian regime. "Destabilize" has an ominous ring about it, but the project was specifically required to be "nonlethal." In other words, nobody was to be assassinated, but the Iranian regime was to be made uncomfortable by propaganda, newspaper articles, broadcasting, and perhaps some currency manipulation.

                ABC caught considerable public flak for exposing a clandestine operation but excused itself by saying that it had given the CIA and the White House six days' notice of its intention to air the report, and there had been no administration plea to withhold it. Instead, there had been only the standard "we don't confirm or deny allegations about intelligence matters."

                Over the years, when media organizations have been about to report and possibly jeopardize secret government operations, various administrations have called newspaper editors and TV news directors and urged them to hold off on grounds of national security. There was no such plea in this case, suggesting that the Bush administration may not have been entirely unhappy about the news reaching the Iranians. Indeed, it would not have taken long for the Iranians to find out about a "covert" operation that involved propaganda, newspaper articles, and broadcasting.

                Then on Saturday, the Iranian Intelligence Ministry announced that it had uncovered spy rings organized by the US and its Western allies, infiltrating from Iraq and involving "Iraqi groups." These infiltrating elements were said to be operating in western, southwestern, and central Iran. Once again, the White House responded with a noncommittal: "We do not confirm or deny allegations about intelligence matters."

                Given Iran's refusal to permit certain United Nations inspections of its fast-developing nuclear program, and its bellicose statements against Israel, it would not be surprising if there were American-sponsored ground operations from neighboring Iraq to gather intelligence and complement satellite surveillance from above. Journalist Seymour Hersh has also written

                There have also been extensive US fleet maneuvers off the Iranian coast, which, though blandly dismissed as routine by the Navy, have captured the attention of the Iranians and been interpreted, perhaps correctly, as part of a US war of nerves against them.

                Intriguingly, all this transpired on the eve of Monday's ambassadorial-level talks between the US and Iran in Baghdad. Those talks were confined to discussions about turmoil in Iraq, and not about overall US-Iranian relations. Indeed, major policy shifts by either nation would ordinarily be negotiated at substantially higher diplomatic levels. However, those on the American side who have been urging serious discussion between the two countries argue that the ambassador-to-ambassador meeting could be a forerunner to more-substantive discussions.

                Whichever way events play out, it appears that the US, deeply engaged in Iraq, and apparently not eager for military action against Iran, has nevertheless been ramping up the psychological pressure. The Iranians have similarly been stoking things on their side of this war of nerves. Unmoved by UN sanctions, they have defied calls to slow the level of their uranium enrichment. They have provocatively turned to hostage-taking of visiting Iranian-Americans who seem unlikely threats to Iran's stability.

                Haleh Esfandiari, director of the Middle East Program at the Woodrow Wilson International Center for Scholars in Washington went to Iran last year to visit her 93-year-old mother. She was barred from leaving the country, jailed in the notorious Evin prison earlier this month, and accused of trying to undermine the government. Also this month, the Iranians detained Kian Tajbakhsh, an Iranian-American urban planning expert who has worked for the World Bank and is a senior research fellow at the New School in New York. He currently works for the Open Society Institute, a foundation supported by the financier George Soros that encourages democracy around the world. The Iranian Intelligence Ministry charges that he, like Ms. Esfandiari, is engaged in a plot to overthrow the government. A third Iranian-American, Parnaz Azima, a reporter for Radio Farda, the Farsi-language station operated by the United States, has been prevented from leaving Iran and interrogated since January, when her passport was seized.

                Reason should dictate that a shooting war is not in the interests of either the US or Iran. But neither does the present posturing suggest the speedy advance of amity.

                  روز پنجشنبه، 31 مه، كاندوليزا رايس، وزير خارجه آمريكا، در يك نشست خبري در وين، پايتخت اتريش، گفت "وقت آن رسيده است كه ايران تاكتيك هاي خود را تغيير دهد" و افزود كه در صورت عمل به قطعنامه هاي شوراي امنيت ، آمريكا آماده است با ايران "در باره هرچه كه اين كشور بخواهد گفتگو كند."

                  خانم رايس كه براي شركت در همايش نقش زن در خاورميانه به وين سفر كرده، گفت كه ايران راهي ندارد جز اينكه غني سازي اورانيوم را به حالت تعليق در آورد و نشان دهد كه واقعا در صدد دستيابي به تسليحاتي اتمي در پوشش برنامه هاي صلح آميز هسته اي نيست.

                  در پاسخ به اين سئوال كه آيا زمان آن نرسيده است كه ايالات متحده براي حل اختلاف با جمهوري با اين كشور مذاكره كند، كاندوليزا رايس گفت كه آمريكا همواره آماده گفتگو با ايران است اما ايران نمي خواهد با آمريكا مذاكره كند.


                  وزير خارجه آمريكا در حالي خواستار عمل ايران به قطعنامه هاي شوراي امنيت، شامل تعليق كامل غني سازي اورانيوم، مي شود كه مقامات ايراني مشخصا چنين اقدامي را مردود دانسته اند.

                  روز چهارشنبه، 30 مه، علي لاريجاني، سرپرست مذاكرات هسته اي ايران، گفت كه جمهوري اسلامي آماده نيست به عنوان پيش شرط مذاكرات براي حل بحران هسته اي خود، غني سازي اورانيوم را به حالت تعليق در آورد.

                  آقاي لاريجاني، كه براي گفتگو با خاوير سولانا، مسئول سياست خارجي اتحاديه اروپا، در پايتخت اسپانيا، به سر مي برد ايالات متحده را متهم كرد كه مانع از پيشنهادهاي مفيد ساير كشورهاي قدرتمند مي شود و در راه حل مسالمت آميز بحران هسته اي ايران مانع تراشي مي كند.

                  'درخواست غيرقانوني'

                  همچنين، به گزارش خبرگزاري دولتي ايران - ايرنا - علي اصغر سلطانيه، نماينده ايران در آژانس بين المللي انرژي اتمي، گفته است كه منع ايران از غني سازي اورانيوم مبناي حقوقي ندارد.

                  آقاي سلطانيه كه به اسلوني سفر كرده، قطعنامه شوراي امنيت شامل درخواست تعليق غني سازي اورانيوم در ايران را "حركتي سياسي و فراتر از مباني و مفاد منشور سازمان ملل" توصيف كرده است.

                  وي افزوده است كه "جهان بايد خود را با واقعيت جديد مبني بر اشراف ايران به غني سازي اورانيوم مطابقت دهد."

                  در تحولي ديگر، روز چهارشنبه وزيران خارجه گروه 8 كشور صنعتي جهان، كه براي تعيين دستور كار اجلاس سران ملاقات كرده بودند، به ايران هشدار دادند كه اگر به قطعنامه شوراي امنيت عمل نكند با اقدامات بعدي شورا مواجه مي شود.

                  به استثناي چين، ساير كشورهاي عضو گروه 1+5 - متشكل از پنج عضو دايم شوراي امنيت به اضافه آلمان - در اجلاس گروه 8 شركت دارند.

                  قطعنامه هاي شوراي امنيت سازمان ملل عليه ايران با حمايت گروه 1+5 تدوين و تصويب شده است.

                  در حاليكه كشورهاي غربي بر تعليق غني سازي اورانيوم تاكيد دارند و مقامات ايراني نيز چنين اقدامي را مردود دانسته اند، سرنوشت مذاكرات جاري آقايان لاريجاني و سولانا، كه عملا نمايندگي گروه 1+5 را برعهده دارد، معلوم نيست.

                  • Even as they struggle to find common ground on Iraq, are America and Iran locked in the escalating tensions of a new Cold War?

                    Many analysts saw their meeting in Baghdad on 28 May as a sign of a thaw.

                    The US ambassador to Iraq, Ryan Crocker, described his four hours of talks with his Iranian counterpart as "positive".



                    But look at the bigger picture and there are serious and growing tensions on several fronts.

                    Essentially, the Americans accuse Iran of trying to destabilise their military presence in Iraq - and Iranian officials accuse the Bush administration of trying to foment a "velvet revolution" in Iran.

                    Spies, sanctions and soft power

                    It is more than a war of words.

                    It is an arcane game of overt and covert activity, complex regional manoeuvring and trade-offs - and the occasional hint of gunboat diplomacy.

                    This week the head of Iranian counter-espionage described his officials' efforts to thwart spying networks they'd uncovered in seven of Iran's provinces.

                    In Washington as in Tehran, there are different centres of power pursuing their own hawkish or dovish agendas


                    The official, who by tradition is not named by the Iranian media, linked these networks to countries with troops in Iraq - in other words, the United States and Britain.

                    He implied they were playing on ethnic divisions in Iran, especially in sensitive border areas.

                    Such allegations are, by definition, hard to prove or disprove.

                    But what's clear is that American pressure on Iran is not confined to UN sanctions designed to dissuade it from the pursuit of nuclear weapons.

                    Other US pressures include:


                    the use of "soft power" (broadcasting, cultural exchange, the promotion of democracy and human rights) to try to influence Iranian public opinion

                    efforts to coax somewhat ambivalent Arab states to join an anti-Iranian regional alliance

                    the Seizure of Iranian officials who are, in American eyes, stirring up trouble in Iraq

                    according to report, the US has been conducting covert operations inside Iran
                    ABC News has reported that President Bush has authorised the CIA to carry out a series of covert measures to destabilise Iran.

                    These range from propaganda to the manipulation of Iranian currency and banking transactions.

                    Iran is resorting to various means of counter-pressure, including:


                    the arrest of Iranian-Americans it accuses of spying

                    strengthening ties with the Arab world by, for example, offering to restore diplomatic relations with Egypt

                    maintaining a drum-beat of rhetoric against the American presence in Iraq and the Gulf, plus - and this may be Tehran's strongest card - maintaining an intricate network of contacts in Iraq which could potentially be used to target US troops or US interests
                    So how can the apparent contradiction, between the "positive" diplomatic exchanges in Baghdad and the Cold War climate of bitterness overshadowing US-Iranian relations, be explained?

                    Engage - and contain

                    Part of the explanation may be that, in Washington as in Tehran, there are different centres of power pursuing their own hawkish or dovish agendas.

                    The US administration is clearly looking for a new mix of policies.

                    It is willing to negotiate, but only from a position of strength.

                    Conscious of its difficulties in Iraq, it recoils from the idea of approaching Iran as a supplicant.

                    The Americans are also aware that, in the Iranian case, their military options are unattractive.

                    The alternative, therefore, is a mix of critical engagement and robust containment.

                    It worked in the Cold War. Will it work with Iran?

                      • دور دوم مذاكرات ايران و آمريكا قطعي شد

                        برگزاري دور دوم مذاكرات ايران و آمريكا قطعي شد.

                        يك منبع مطلع در وزارت خارجه جمهوري اسلامي ايران، با اعلام اين مطلب گفت: بر اساس تصميمات اتخاذ شده، دور جديد مذاكرات دوجانبه بين ايران و آمريكا ماه آينده برگزار خواهد شد.

                        وي افزود: اين گفت و گوها در واقع ادامه مذاكرات قمي - كروكر، سفراي ايران و آمريكا در عراق است كه هفتم خرداد در بغداد صورت گرفت و طرفين تصميم گيري در باره ادامه مذاكرات را به نظر پايتخت هايشان موكول كرده بودند.

                        اين منبع آگاه همچنين گفت: بررسي نتايج دور نخست مذاكرات همچنان در وزارت خارجه ادامه دارد.

                        با اين حال، به نظر مي رسد تصميم به ادامه مذاكرات مي تواند حاكي از اين باشد كه نتيجه مذاكرات دور دوم مثبت ارزيابي شده است.

                        • The current arrest of five Iranian-Americans in Tehran on charges of promoting "velvet revolution" has once again raised the issues of Iranians in Diaspora to the forefront of headline news. What has been considered a lingering dilemma between the two governments for nearly thirty years has now spilled over to impact the ordinary citizens of both nations at a much-heightened level. In the meantime, the Iranian-Americans, who could otherwise serve as the bridge of mutual understanding between the West and the East, find themselves in a dichotomy of feeling between a rock and place in that they are subjected to xenophobic mistreatment from both sides.

                          Specifically, the arrest, detentions and interrogations of Americans of Iranian heritage while visiting their motherland Iran, are as deplorable as the ill treatment by some zealot inspection officers of returning travelers at the U.S. airports. One might accept the reality of the ill-treatments in Iran, due in part to the political predicaments there; nonetheless, lengthy, albeit temporary airport detention of Iranian-Americans anywhere runs counter to the fundamentals of human rights and hospitality of expatriates, for which the Community in Diaspora has held Iran in high esteem for.

                          Such treatments, regardless of where they take place, are affront to the rule of law and common human decency. Due process and the internationally accepted Habeas Corpus for an objective, transparent and expeditious legal proceedings if warranted under the code of law, is the minimum required of a credible government.

                          The Iranian-Americans have made significant progress in all aspects of life, thereby contributing immensely toward the American ideals and quality of life for ALL during the past three decades. They have embraced the many positive and core values of the American life. They have truly embraced and assimilated in the American life and culture. And most importantly, they have taken oath of allegiance to the United States Constitution.

                          Iranian-Americans have been peace-loving and law-abiding model citizens in the United States. Their achievements have been garnered despite the fact that there has existed antagonism between the two countries, hovering above them for decades. By the same token, they have instilled in their children the many noble aspects of the historically rich culture of the motherland, Iran.

                          Upon a closer assessment of the Iranian-Americans, their multifaceted contributions in the advancement of science, medicine, technology, business, academe, art, etc. to the U.S. and to humanity as a whole is well established. Such paramount achievements have occurred as the community has endured challenges; notwithstanding, they have managed to overcome these barriers and live productive lives.

                          The Iranian-Americans, therefore, find it meritorious to support an independent forum for free, open and informed dialogue between the people in Iran and the U.S. It is envisaged that such dialogue will proactively promote harmony and tranquility against such tumultuous backdrop for our community of nearly a million in the U.S.

                          One cannot necessarily argue with the right of a sovereign government to bring specific charges, based on solid evidence, against an alleged individual if that evidence has been obtained without coercion, intimidation, political pressure, and physical and psychological torture. Neither can one argue with the in-depth questioning of Iranian-Americans leaving or arriving in the United States by the Immigration, Border and Customs agents.

                          Iran, in lieu of its long history several millennia in the making, has struggled for modernization in the last 200 years with limited success. The covert or at times overt hegemonic intervention of western foreign governments has been by and large responsible for such setbacks. The Iranian people, in quest for sovereignty, cultural reforms and individual rights, are being stymied by an ineffective internal administration on the one hand, and by torpedoing external meddling forces, on the other. This has in turn been detrimental to the aspiration of Iranian people to achieve homegrown democratic reforms anchored on justice, security, peace and equity.

                          As the apprehension from foreigners grows stronger, the fear mongers in positions of power exploit it to their own ulterior motives from all sides. The political schizophrenia in Iran has now spilled over to tarnish Iranian-Americans who travel to Iran. Great many summer vacation plans have been canceled due to the recent events in Iran. This does produce psychological ramifications as well as economic impact for a country whose official inflation rate runs at 17%. Yet, the majority of the Iranians hold favorable views toward Americans.

                          The Iranian-Americans believe the best way to reach a reciprocal trust between the two nations, is to treat the respective citizens with respect and admirations. Citizens of both countries should be allowed to travel freely and peacefully and with no harassment and intimidation inflicted upon them in either Iran or the U.S.

                          The Voice of Iranian-Americans advocates a civil resolution of the existing tensions. Initial steps are being taken by the U.S. in formulating a special visa category for parents to enable them to travel frequently with fewer restrictions to the U.S. to visit their children, who have been forced to cancel their summer vacations in Iran. The Voice of Iranian-Americans has been working closely with community leaders to encourage civic participation and interaction among Iranian-Americans in the community.

                          The Voice of Iranian-Americans believes citizens of both Iran and the U.S. should be spared from any political and psychological intimidation and that both governments should benefit immeasurably when their citizens act as ambassadors for peace and reconciliation.

                            ایران رسما با اعلام اعتراض خود به سازمان ملل متحد آمریکا را به جاسوسی و خرابکاری در ایران متهم کرد.
                            وزارت خارجه ایران اعلام کرده در نامه هایی جداگانه به دبیرکل سازمان ملل متحد، نسبت به اقدامات آمریکا در ایران که به گفته مقامات ایرانی خصمانه است، شدیدا اعتراض کرده است.

                            در این نامه ادعا شده دولت امریکا با راه اندازی شبکه جاسوسی و اعزام عوامل خود به داخل ایران در تلاش برای اعمال تروریستی و تخریب موسسات جمهوری اسلامی از طریق شیوه*های مختلف بوده است.

                            در ماه های گذشته دولت ایران با دستگیری چند پژوهشگر ایرانی-آمریکایی و یک خبرنگار ایرانی رادیو فردا که به تهران سفر کرده بودند اعلام کرد این افراد به جاسوسی و اقدام علیه امنیت ملی متهمند.

                            هاله اسفندیاری پژوهشگر موسسه ودرو ویلسون، کیان تاجبخش و علی شاکری و نیز پرناز عظیما از جمله این دستگیرشدگان هستند.

                            در همین حال روزنامه های نزدیک به دولت ایران جوایز بین المللی را که به برخی روشنفکران و فعالان ایرانی اعطا می شود، "حق العمل برای سرنگونی نظام" تلقی کرده و عملا هر نوع ارتباط فرهنگی و صنفی را با خارج از ایران به عنوان "ارتباط با بیگانه" یا "جاسوسی" محکوم دانسته خواستار منزوی کردن و حتی دستگیری کسانی شده اند که به نظرشان "ستون پنجم دشمن" و عوامل "تهاجم فرهنگی بیگانه" اند.

                            ایران در این نامه همچنین مدعی شده که آمریکا با مسلح کردن قاچاقچیان مواد مخدر دست به خرابکاری در این کشور می زند.

                            اگر چه در این نامه تهران به مدارک خود برای اثبات این ادعا اشاره ای نکرده اما بر اساس متن نامه موضوع مسلح کردن قاچاقچیان ایرانی در برخی رسانه های آمریکایی مطرح شده است.

                            گروهکی که به ادعای مقامات ایرانی با کمک آمریکا مسلح شده در نامه نمایندگی ایران در سازمان ملل متحد گوهک جندالله عنوان شده است.

                            در پی کشته شدن دست کم 22 تن در حمله مهاجمان مسلح در منطقه تاسوکی در استان سيستان و بلوچستان در جنوب شرقی ايران، در سال 2006، گروهک جندالله مسئولیت این حمله را پذیرفت.

                            پس از وقوع این حادثه، مسئولان جمهوری اسلامی، گروه جندالله را دارای گرايش های وهابی و سلفی معرفی کرده و گفتند که اين گروه با شبکه القاعده در ارتباط است.

                            آمریکا هنوز به این اتهامات واکنشی نشان نداده است.

                            در فوریه سال 2006 نیز وزیر اطلاعات ایران در دولت پیشین، گزارش های برخی از نشریات آمریکایی را که حاکی ازپرواز هواپيماهای جاسوسی بدون سرنشين آمريکا از آوريل ۲۰۰۴ بر فراز ایران و جمع آوری اطلاعات بودند راتایید کرد.

                            • TEHRAN (AFP) - Iran has warned that US military bases in the Middle East are within the range of its missiles, amid increasing tensions with Washington over the Iranian nuclear programme, media reported Sunday.



                              "All the American bases in the region are within the reach of our weapons," said Mohammad Baqer Zolghadr, the deputy interior minister in charge of security issues.

                              "If the United States attacked Iran, US interests would be in danger everywhere in the world," added Zolghadr, a former deputy chief of Iran's elite Revolutionary Guards.

                              Iran has an array of medium range missiles and claims that its longer-range Shahab-3 missile has a reach of 2,000 kilometres (1,200 miles) which would put US bases on the Arabian peninsula within reach.

                              Washington has always said it wants to resolve the nuclear crisis through diplomacy but has never ruled out using military action to bring Tehran to heel.

                              Dozens of US and Israeli aircraft were on Sunday due to begin week-long joint exercises in southern Israel, simulating dog-fights and bombing targets on the ground.

                              Iran has responded by warning that it would hit back hard against any attack on its territory and said its armed forces are prepared for anything.

                              The United States accuses Iran of seeking nuclear weapons and is pushing for a third set of UN sanctions to punish the Islamic republic for refusing to halt sensitive atomic activities.

                              Iran insists its nuclear drive is entirely peaceful and just wants to generate energy for a growing population.

                              • As key players of the Comprehensive Immigration Reform (CIR) negotiations, including the team of two-party leaders and the White House attempt to bring back the CIR bill on the Senate floor, we will have to look back at the inherent failures in the compromise bill that eventually killed the CIR process last week. Without defining the causes of the failure, they will not be able to go anywhere when they return to resume the CIR process in the Senate. Clarification of causes of problems should be a starting point for a diagnosis for correction of the failures.

                                We submit that the compromise CIR had two inherent failures: One was the basic concept that the system would legalize 12 million illegal aliens, and as a solution to control immigration in the future, the system should reinforce the borders against the inflow of illegal aliens (allegedly half a million a year) while at the same time reforming the legal immigration system.

                                The second failure was the misguided concept of "compromise" producing a "mosaic" of completely unworkable and incompatible far-right and far-left political agendas rather than finding a solution that moved to the middle of the spectrum. The first failure has produced a sense of injustice in the legal alien community: the people who had abided by the laws were punished by the compromise bill and those who broke the law were rewarded. The legal immigrant community felt that such a compromise would encourage rather than discourage illegal immigration in the future.

                                This sense of injustice was brought about particularly by the concept of "elimination of chain immigration" and " point system or merit system" as the two pillars for control of future immigration. The negotiators had wrongfully focused on devices to punish and control legal immigrants rather than focusing on resolving the current illegal immigrants and the devices to prevent such flows of illegal immigrants in the future. That was the most critical failure in the compromise bill.

                                It was funny to review the bill as it was a simple accommodation of the far-right political agenda and the far-left political agenda side-by-side rather than a solution to truly compromise the differences and produce workable solutions that involved some give-and-take, which is the basic political skill of negotiation and compromise. This phase of failures further deteriorated during the process of debates and amendments last week. It was deplorable that the far-left Senators assaulted the compromise bill from a wrong direction and not in a direction to rectify the inherent flaws in the compromise bill. Accordingly, these Senators behaviors made the bill more "unworkable" rather than "workable."

                                One wonders why this happened. The Senate could have just picked up the bill which they passed last year and try to amend it through the debates and negotiations. Or, the Senate could have just picked up the bi-partisan bill of STRIVE in the House and tried to amend it by the art of negotiation and compromise.

                                As the New York Times editorial appropriately classicized, the leaders involved in the compromise and Senate majority and minority leaders and the White House totally failed. There was a vacuum in the nation's leadership. The other serious vacuum was evidenced by introduction of ridiculous concept of point system when the negotiators' job was to produce compromises based on programs which had already been identified by the last year's CIR bill and the bi-partisan House bill.

                                Sadly, there is a sense of impotence in the country at this time as to how the Senate would be able to rectify the problems at this point of time. The Senate may have two options. Option one will be to return to the amendment process for the existing compromise bill. Option two will be to replace the compromise bill by either the last year's CIR 2006 or the STRIVE bill in the House.

                                All of the foregoing three options are not that easy to achieve at this point of time and requires a courage and strong leadership in the nation. This is the time when the nation needs a true leadership. We should get in touch with our elected officials and encourage them to step forward and stand up for causes, however, unpopular. Our voices must be heard.

                                We should not remain indifferent in such critical times. Although no federal laws have been, or can be, codified against Americans of Iranian heritage, passage of laws do and will affect us all. Thus, it becomes incumbent upon each of us to participate in and formulate our future for ourselves and our future generations. Let the Iranians be heard too.
