EU and Iran go into nuclear talks

Iran's top nuclear negotiator has begun talks with the European Union's foreign policy chief on Iran's controversial nuclear programme.
Ali Larijani met Javier Solana in the German capital, Berlin, as the EU and other states press Iran to give up work to enrich uranium.

Incentives are being offered to Iran to halt what some in the West believe is a bid to acquire nuclear weapons.

Threatened with UN sanctions, Iran says it wants only peaceful nuclear power.

In New York, Iranian Foreign Minister Manouchehr Mottaki said Tehran was optimistic about the negotiations with the Europeans.

"Since there is an atmosphere of understanding between Iran and Europe, we can be optimistic on the results of the meeting," he was quoted as saying by Iranian state television.

    EU hopes

If Iran does not suspend enrichment, the US and the so-called EU3 - France, Germany and the UK - have agreed to ask the UN Security Council to impose sanctions.

Iran missed a Security Council August deadline to halt enrichment. President Mahmoud Ahmadinejad maintains Iran has a right to a nuclear programme.

China and Russia, two permanent members of the Security Council, are opposed to sanctions.

Wednesday's meeting was part of efforts to reach "a diplomatic solution to the dispute about the Iranian nuclear programme", Martin Jaeger, a spokesman for the German foreign ministry, told reporters.

"We hope very much that it will be a successful meeting," he added.

Ahmadinejad says no to enrichment halt

TEHRAN, Iran - President Mahmoud Ahmadinejad on Thursday rejected demands that Tehran suspend uranium enrichment activities, saying his government was determined to continue using nuclear energy for peaceful purposes.

Ahmadinejad spoke after top Iranian and European negotiators ended their latest round of talks in Berlin, saying they had "come to some positive conclusions" but failed to reach an agreement.

"They asked for a one-day halt (of uranium enrichment). We said we won't do it," Ahmadinejad told thousands of people in Karaj, west of the capital, Tehran.

German FM meets with Iranian nuclear chief at EU request

BERLIN, September 28 (RIA Novosti) - Germany's foreign minister met Thursday in Berlin with Iran's top nuclear negotiator for talks, at the request of the European Union's foreign policy chief, the ministry said.

The meeting between Germany's Frank-Walter Steinmeier and Ali Larijani followed long discussions between the Iran nuclear chief and the EU's Javier Solana on Tehran's controversial nuclear program.

"Javier Solana, who has been in Berlin for two days for talks on regulating the 'Iran problem' with Ali Larijani, asked the German foreign minister to also meet with Tehran's representative," the German Foreign Ministry said.

Solana and Larijani spoke for more than five hours on Wednesday, and continued discussions Thursday, in the latest attempt to broker a deal on a package of incentives being offered by the five permanent members of the UN Security Council and Germany to persuade Tehran to suspend uranium enrichment and return to full negotiations.

The U.S. and other UN Security Council members have pushed for sanctions against Iran over fears that it is pursuing a nuclear weapons program, but have met with resistance from veto-holding members Russia and China.

Radio France Internationale earlier quoted Solana as saying his talks with the Iranian official had produced positive results.

Iranian and Europe Envoy Open Talks on Uranium Enrichment

The European Union’s foreign policy chief and Iran’s senior nuclear negotiator met Wednesday night in an effort to resolve the dispute over Iran’s nuclear program.
The talks, at a government villa just outside Berlin, were arranged Tuesday after the Iranian representative, Ali Larijani, had twice postponed meetings with Javier Solana, the European foreign policy official.

The meeting was first to have been held in Brussels and then last week on the sidelines of the United Nations General Assembly meeting in New York.

The talks adjourned late Wednesday evening and were to resume Thursday morning.

“These talks in Berlin are very important,” said a European Union diplomat who spoke on the condition of anonymity because the talks are in process. “At stake is how both sides might agree to restart formal negotiations in return for Iran suspending its uranium enrichment program.”

Iran has repeatedly declared that its enrichment programs are for civilian use and that it has a right to develop such a nuclear capacity. But the United States and Europe fear that the enrichment activity is part of a nuclear weapons program.

The five permanent members of the United Nations Security Council — the United States, Britain, France, Russia and China — and Germany have been negotiating with Iran over its nuclear program.

Only hours before the talks began on Wednesday, the Iranian president, Mahmoud Ahmadinejad, said Tehran would “not back down” from its position on enrichment.

The six nations in June offered Iran a package of political and economic incentives on the condition that it suspend its uranium enrichment program. The Security Council has passed a resolution saying it will proceed toward sanctions if Iran does not suspend enrichment.

Mr. Solana has been trying for weeks to seek clarifications from Mr. Larijani over if, how and when Iran would suspend uranium enrichment. In return, the six countries would be prepared to start a new round of formal negotiations.

The Iranians started to negotiate on the incentives package only three weeks ago, when Mr. Solana and Mr. Larijani met in Vienna, according to diplomats, who said the issues involved have been clarified.

“There are two issues at stake,” said a Western diplomat familiar with the talks who spoke on the condition of anonymity under diplomatic rules. “One is verification, meaning that if Iran suspends its program, it must allow full verification by the U.N. nuclear watchdog, the International Atomic Energy Agency, to verify that suspension. These talks are a nonstarter without a watertight verification regime.”

The second issue is what diplomats called the “sequencing.” The Western diplomat said Mr. Solana was aiming to obtain from Iran a firm timetable for when and how suspension might take place and when the formal negotiations would start.

These two issues dominated talks held in Paris on Monday and Tuesday between Robert Cooper, a top European Union diplomat and adviser to Mr. Solana, and Javad Vaidi, deputy secretary general of Iran’s National Security Council.

It is unclear if Britain, France and Germany, which had been taking the lead in the incentives offer, are prepared to start preliminary formal negotiations before Iran starts suspending its enrichment program.

France hinted this month that it might be prepared to adopt this stance.

“Progress” at Iran-EU talks on nuclear dispute in Berlin

European Union foreign policy chief Javier Solana spoke on Thursday of “progress” in his talks with Iran’s main negotiator on a way out of the crisis over Teheran’s nuclear programme.

The discussions had begun in a secluded guest house near Berlin the previous day. Iranian envoy Ali Larijani, who spent several hours talking to Solana on Thursday, said all the topics had been discussed and there had been “some positive outcomes.”

Both men said their goal remained to resume official negotiations on the issue. Both sides wanted to get in touch again next week. But neither offered any details of what had been agreed so far.

At Solana’s request, Larijani was to also meet Thursday afternoon with German Foreign Minister Frank-Walter Steinmeier, who had earlier said he did not plan to become involved in the talks himself.

Six leading nations are trying to persuade the Islamic state to suspend uranium enrichment.

The outcome of the meeting is expected to determine whether there is a basis to return to the negotiating table on the dispute over Tehran’s nuclear ambitions.

Official negotiations between Iran and the five UN Security Council permanent members - the United States, Britain, France, Russia and China - plus Germany are currently at an impasse.

Iran rejects international demands that it suspend uranium enrichment as a precondition for resuming full-scale talks on the nuclear dispute.

Iranian President Mahmoud Ahmadinejad on Wednesday said the Islamic Republic was open to negotiations on its controversial nuclear programme but would not compromise its perceived rights.

Tehran has also rejected a package of incentives offered during the summer by the major powers, in exchange for Iran putting an end to its programme.

Western nations, chief among them the United States, have long charged Iran of planning to build a nuclear weapon. Tehran however insists that as a signatory to the nuclear Non-Proliferation Treaty it is entitled to pursue a programme of peaceful nuclear energy and has defied a UN resolution calling for a halt to uranium enrichment.

The US State Department on Wednesday said the European Union talks to persuade Iran to suspend enrichment could last at least several more weeks.

US efforts to win UN Security Council sanctions against Iran if it remains defiant are continuing, but Washington is giving priority to diplomacy for now, State Department spokesman Sean McCormack said.

Iran plans more nuclear talks, no deal reached

Javier Solana, the European Union foreign policy chief, said today he had failed to reach a deal with the chief Iranian negotiator on Tehran's nuclear ambitions, but they had paved the way for further talks. "We have been progressing," Solana told reporters after discussions with Iranian negotiator Ali Larijani.

"We still have some issues that have not been closed," he added without elaborating. Solana said he hoped to renew contact with the Iranians by the middle of next week. Solana's comments appeared to hint that prospects of a resolution were fading, a day after the US State department had said time was running out for a deal.

In June the US, Britain, France, Germany, Russia and China offered Tehran a package of economic and political incentives if it suspended uranium enrichment, which the West believes is part of a nuclear weapons programme. Tehran says its uranium enrichment activities are aimed solely at generating electricity and has refused to halt them.

Larijani said seven hours of talks over the last two days in Berlin had brought "some possible conclusions" and added that talks would continue. "We hope to be able to embark on the main negotiations as soon as possible," he said, referring to the incentives package. Neither Solana nor Larijani took questions and it was not clear if there had been any change in Iran's position on the crucial issue of suspension.

Iran willing to accept ‘fair conditions’
Mahmoud Ahmadinejad, the Iranian president, said he was open to negotiations and would accept "fair conditions". But he criticised the West's demand that Iran freeze its enrichment programme, which it hid from UN inspectors for 18 years.

"Why are they insisting that we suspend our atomic work? Because they control the advertising network of the world and they want to tell the nations that they were right, and Iran wanted to produce nuclear weapons, and after that they would never let us continue our programmes," Ahmadinejad said.

Frank-Walter Steinmeier, the German foreign minister, was also meeting with Larijani. He said earlier he hoped security council action could be avoided. "I expect we will see some movement in this conflict that will enable us to avoid escalating it by getting the security council involved," Steinmeier told reporters at Parliament.

              Sanctions in sight
If Iran does not suspend enrichment, the US and the "EU3" have agreed to ask the UN security council to impose sanctions on the Islamic Republic. China and Russia oppose sanctions and would prefer to reopen negotiations with Iran. Washington, which has been pushing the EU to back UN sanctions against Iran, followed the Berlin meeting closely.

Cristine Gallach, Solana's spokesperson, said he spoke twice with Condoleezza Rice, the US secretary of state - once before yesterday's meeting and again after it broke off last night. The Washington Times reported earlier this week that Iran was close to a deal that would include a temporary enrichment suspension and clear the way for negotiations on the package.

Iran has dismissed this report as propaganda and no mention of it was made at the briefing after yesterday’s meeting. But French officials have said Larijani offered to consider a temporary suspension at a meeting with Solana two weeks ago.

A majority of Americans want the US to increase diplomatic efforts in the dispute with Iran and 70% oppose the use of US troops against the Islamic Republic, a Reuters/Zogby poll published today showed. Washington has not ruled out military action. The UN security council originally set an August 31 deadline for Iran to halt enrichment which Tehran ignored.

The six powers then agreed to give Solana until early October to reach a deal.

                    US House approves Iran sanctions

The House of Representatives voted Thursday to impose mandatory sanctions on entities that provide goods or services for Iran's weapons programs. The vote came as US diplomats continued to press the UN Security Council to penalize Iran if it fails to end its uranium enrichment program.

House sponsors of the Iran Freedom Support Act said they expected the Senate to act quickly on the measure, sending it to President George W. Bush for his signature this week.

The bill, passed by a voice vote, sanctions any entity that contributes to Iran's ability to acquire chemical, biological or nuclear weapons. The president has the authority to waive those sanctions, but only when he can show that it is in the vital national interest.

"It would be a critical mistake to allow a regime with a track record as bloody and as dangerous as Iran to obtain nuclear weapons," said Rep. Ileana Ros-Lehtinen, sponsor of the measure. "Enough with the carrots. It's time for the stick."

But critics questioned the need for unilateral action when the United States was pushing for a multinational approach to Iran's alleged nuclear program. "It is, if you will, a cruise missile aimed at a difficult diplomatic effort just as they are reaching their most sensitive point," said Rep. Earl Blumenauer. "The timing for this legislation could not be worse."

The measure codifies existing economic sanctions against the Teheran government that have been in effect since the takeover of the US embassy in 1979 and states that the president must notify Congress 15 days before terminating any of those sanctions.

It also approves assistance for human rights, pro-democracy and independent organizations and states that it is the sense of Congress that the United States should not enter into agreements with governments that are assisting Iran's nuclear program or transferring weapons or missiles to Iran.

"If we fail to use the economic and diplomatic tools available to us, the world will face a nightmare that knows no end," said Rep. Tom Lantos.

But others warned that language in the bill supporting democratic change in Iran would only antagonize people in Iran who might see parallels to US regime change objectives in neighboring Iraq. It is time, said Rep. Dennis Kucinich, "to give assurance to Iran that we are not going to attack them."

The House passed a similar Iran sanctions bill last April, but that measure met opposition from the administration, which said it reduced the flexibility it needed to reach a diplomatic solution to Iran's uranium enrichment program and the threat that it was developing nuclear weapons. That proposal was defeated in the Senate.

The revised version takes out one section that would have cut off aid to countries, such as Russia, investing in projects in Iran that could be linked to weapons proliferation. The legislation also in effect alters the Iran-Libya Sanctions Act of 10 years ago by taking away restrictions on Libya, which is now cooperating with the West in eliminating weapons of mass destruction.

Iranian President Mahmoud Ahmadinejad on Thursday again rejected demands that Teheran suspend its uranium enrichment activities, repeating that Iran would continue pursuing nuclear energy for peaceful purposes

Iran mulled nuclear bomb in 1988

A letter from 1988 in which Iran's top commander says Iran could need a nuclear bomb to win the war against Iraq has come to light in Tehran.
The commander is quoted in the letter, written by the father of the Iranian revolution, Ayatollah Khomeini, to top officials in the final days of the war.

It has only now been made public - by former President Hashemi Rafsanjani.

The letter seems at odds with Tehran's statements that Iran is not seeking a bomb because it is against Islam.

                      Sensitive

The letter from Ayatollah Khomeini lists the requirements of military commanders if they are to continue fighting against Iraq.

It mentions more aircraft, helicopters, men and weapons, and also quotes the top commander saying Iran would within five years need laser-guided and atomic weapons in order to win the war.

Some Iranian news agencies have, however, deleted the reference to atomic weapons in the letter.

It is sensitive because Iran has always said it is not seeking a nuclear weapon and leading clerics say an atomic bomb would be against Islam.

Ayatollah Khomeini's letter also reveals how challenged Iran's economy and military were by the eight years of war against Iraq.

The letter quotes the prime minister of the time saying the economy was operating at a level below zero and volunteers for the front were in short supply.

Ayatollah Khomeini's letter has been made public at a time when Iran is preparing for a possible confrontation with the US over its nuclear programme.

But it also comes against a background of an argument between Mr Rafsanjani and a top military commander over who was instrumental in persuading Ayatollah Khomeini to agree to a ceasefire with Iraq that the Ayatollah himself likened to drinking a poisoned chalice.

Iran says no suspension offer in EU talks

TEHRAN (AFP)Iran has denied it had made any offer to suspend uranium enrichment in talks between EU foreign policy chief Javier Solana and its top nuclear negotiator Ali Larijani.

Foreign ministry spokesman Mohammad Ali Hosseini dismissed "reports of a suspension of uranium enrichment by us" in the talks on the nuclear crisis as "merely guesswork".

There had been conflicting reports over whether Iran made an offer in the EU talks to suspend enrichment for a limited time, with some EU diplomats suggesting it had proposed a two-month suspension of the sensitive process.

"The Islamic Republic of Iran wants to have negotiations and dialogue in order to reach a just solution that ensures Iran's legitimate rights and (Iran) is patiently pursuing this," Hosseini added Sunday.

The foreign ministry also warned its arch foe the United States, which is leading a drive to take the issue to the Security Council and has expressed fear Iran could be stalling, not to interfere in the process.

"Some parties' haste to use illogical means, push the nuclear dossier along the path of bullying, employ useless expressions about 'buying time' or setting an unreal deadline is contrary to the current trend," the spokesman said.

Larijani and Solana failed to reach an agreement at their latest talks last week in Berlin but Hosseini described the process as "constructive" and expressed hope the trend would continue.

President Mahmoud Ahmadinejad, who the day earlier had ruled out even offering a short term suspension of uranium enrichment, on Sunday again insisted the Islamic republic would not renounce its nuclear rights.

"Iran insists on exercising its peaceful right to nuclear energy in line with international agreements," he said according to state television.

The main stumbling block in talks with the European Union has been EU and US demands that Iran suspend enrichment, a process that can be used to make both nuclear fuel and the explosive core of a nuclear bomb.

Iran insists its nuclear programme is solely for peaceful energy needs, vehemently rejecting US allegations it is seeking to manufacture nuclear weapons.

Tehran now faces a new deadline from world powers of early October for it to halt enriching uranium, diplomats said.

Iran proposes France enrich its uranium

A top Iranian nuclear official proposed Tuesday that France enrich Iran's uranium on Iranian soil, in a bid to satisfy the international community's demands for outside oversight of Tehran's nuclear program.

French officials appeared to distance themselves from the idea, which an analyst called an Iranian attempt to stall or divert attention from mounting tensions over its nuclear activities.

"To be able to arrive at a solution, we have just had an idea. We propose that France create a consortium for the production in Iran of enriched uranium," Mohammad Saeedi, deputy chief of Iran's Atomic Energy Organization, told France-Info radio.

"That way France, through the companies Eurodif and Areva, could control in a tangible way our enrichment activities," he said.

Eurodif is a branch of Areva, a French state-controlled nuclear manufacturer, and was created in part with Iranian backing in the 1970s.

World powers - including France - are in a standoff with Iran over its nuclear program, which Tehran insists is aimed at producing electricity, but which many nations fear is aimed at making nuclear weapons. Iran ignored a U.N. Security Council deadline in August to suspend uranium enrichment or face possible sanctions.

Saeedi gave no other details of his proposal, which appeared to be an Iranian initiative. An official at the Atomic Energy Organization of Iran referred all questions on the subject to the French side.

A French Foreign Ministry spokesman would not comment on Saeedi's proposal. Speaking on customary condition of anonymity, he said "the important thing" for France is the result of talks between Iranian nuclear negotiator Ali Larijani and EU foreign policy chief Javier Solana.

Larijani was to hold talks Tuesday in Tehran with the head of Russia's Security Council. Russia and China - both major commercial partners of Iran - and to some extent France have been resistant to the immediate sanctions favored by the US and Britain.

Georges Le Guelte, a nuclear expert at France's Institute for International and Strategic Research, called Iran's announcement "a diversion tactic."

He said the international community was unlikely to agree to such a deal because the enrichment would still take place on Iranian territory.

"This is something that would be almost as dangerous as leaving the Iranians to do it alone," he said. "The day that Mr. Ahmadinejad thinks the international situation would permit, he will show Areva and Eurodif the door and say, 'Now I will take care of the plant."'

Areva spokesman Charles Hufnagel said the company was not involved in any negotiations about a possible consortium for enriching Iranian uranium.

He added that any discussions involving nuclear cooperation with Iran would be at the government level. He would not comment on whether Areva would be ready in principle to lead such a consortium.

Iran's participation in Eurodif was reduced after the 1979 revolution, and now Iran has a "purely financial" stake of about 11 percent through a joint French-Iranian company called Sofidif, Hufnagel said.

Eurodif's plant in Pierrelate, southeast France, produces about a quarter of the world's enriched uranium, for use in nuclear reactors in several countries.

Tehran has claimed that it has 50 tons of UF-6 gas, the feedstock for enrichment, in that plant but has not been allowed to use it.

Saeedi's proposal echoed a similar idea involving Russia. Moscow had sought to defuse the dispute with Iran by offering to conduct all of Iran's enrichment on Russian soil, but Tehran has refused.

Russia is building the Islamic republic's first nuclear power plant in the southern port of Bushehr under an US$800 million (€625 million) contract. Moscow says it has worked out a deal with Iran for all of Bushehr's spent fuel to be sent to Russia, eliminating the possibility that Iran could reprocess it for weapons.

                              France rejects Iranian nuclear proposal

PARIS (AFP) - France has rejected a proposal from Iran to set up a consortium to produce enriched uranium on Iranian soil as a way out of the international impasse over Tehran's suspect nuclear programme.

"There is a channel of dialogue with the Iranians" that must pass through EU foreign policy chief Javier Solana, a spokesman for the French foreign ministry said Tuesday.

"It's through this channel we await a response from the Iranians on the suspension" of uranium enrichment, as demanded by the UN Security Council, spokesman Jean-Baptiste Mattei told reporters.

He said the Iranian proposal, made on French radio earlier Tuesday by the deputy director of Iran's Atomic Energy Agency, Mohammad Saeedi, was "unexpected".

If the Iranians agreed to suspend uranium enrichment, Mattei said, "there could be place for negotiations where each side can make whatever proposals it wishes."

The French reaction came as Solana said in Finland he was "interested" by the Iranian offer to the French, but added he needed to study the idea more closely.

Saeedi, in his interview with France Info radio, suggested the French consortium idea as a way to break a deadlock over Iran's nuclear programme.

"To be able to reach a solution, we have just had an idea. We propose that France create a consortium for the production in Iran of enriched uranium," he said.

"That way France, through its Eurodif and Areva companies, can monitor our activities in a tangible fashion."

Iran ignored an August 31 deadline set by the UN Security Council for halting enrichment, and foreign ministry spokesman Mohammad Ali Hosseini on Sunday reaffirmed Tehran's refusal to suspend its uranium enrichment program after EU-Iran talks last week failed to reach any compromise.

Earlier this year, Russia had proposed allowing Iran to enrich uranium on Russian soil as a way out of the standoff, but despite a flurry of talks Tehran never embraced the idea with enthusiasm and eventually rejected it.

Saaedi's proposal appears to contain the key difference that enrichment should be done by foreign firms on Iranian soil, meeting Tehran's constant demand that it will never surrender its right to enrichment in Iran.

Iranian President Mahmoud Ahmadinejad had suggested in a speech to the United Nations in New York in September 2005 that foreign countries could help Iran to enrich uranium on its soil.

He said at the time the "further confidence-building measure" was to "engage in serious partnership with private and public sectors of other countries in the implementation of the uranium-enrichment program in Iran."

However key global players in the Iranian nuclear dispute such as France and Russia reacted at the time with scepticism to the offer.

The West is urging Iran to freeze uranium enrichment -- a process that can be used to make both nuclear fuel and the explosive core of a nuclear bomb -- in return for a package of economic and diplomatic rewards.

Iran says its nuclear programme is solely for peaceful energy needs, vehemently rejecting US allegations it is seeking to manufacture nuclear weapons.

Washington has pressed its Security Council allies to use sanctions to increase the pressure on Tehran, but has met stiff resistance, notably from Russia and China.
