  • پرونده هسته*ای ايران بي*شک وارد ,نفس*گير, ترين دوره* در طول 4 سال اخير شده است. تحولات پرونده پس از کناره*گيری تيم سابق مذاکرات و تجربيات دولت نهم در گود زورآزمايی با جهان غرب، شرايط جديدی را رقم زده که منجر به آرايش جديدتری در عرصه داخلی شده است. کنارگود نشستگانی که در سال 83 فرياد ,لنگش کن, سر مي*دادند اينک رهيافت ,ديپلماسی چندجانبه, را تکرار مي*کنند و تئوريسين*های ,نگاه به شرق, با استفاده از آموخته*های خود در اين مدت، راهبرد ,چانه*زنی با غرب, را جايگزين کرده*اند. کار به آن جا رسيده که رسانه*های پرهياهويی که مذاکرات پيچيده نظام با غول*های ديپلماسی دنيا را ,انفعال, و ,خود باختگی, مي*خواندند، اکنون تاکتيک*های دولت نهم را ,ماجراجويی,! مي*نامند. طنز غريبی است: اصولگراترين منتقدان ,ديروز, به بزرگترين منتقدان ,اصولگرايی, امروز تبديل شده*اند!

    چرخش ناگهانی پارتيزان*های رسانه*ای از مدت*ها قبل قابل پيش بينی بود. پارتيزان*های رسانه*ای در شرايطی که رهبری انقلاب مؤکداً از تصميمات نظام برای تعليق غني*سازی دفاع مي*کردند، راهبرد کلان نظام را که تعليق جزئی از آن بود ,انفعال,، ,وادادگی, و حتی ,مزدوری, خواندند! همچنان که بلافاصله پس از مواضع رهبری در 18/7/85 چنين کردند. پارتيزان*ها همچنين بارها در شرايطی که کشور در معرض تهديدات بين*المللی قرار داشته است، با اقدامات افراطی و ماجراجويانه خود منافع ملی را به قربانگاه برده*اند. با اين وصف، پارتيزان*های رسانه*ای تا کنون نه به ,نظام, متعهد بوده*اند و نه به آينده و امنيت ملی ,کشور,. چرا اکنون متعهد باشند؟

    شعار ,نه آن نه اين,!

    بزرگترين منتقدان ,ديروز, که در اقدامی حيرت*آور به بزرگترين منتقدان ,امروز, نيز تبديل شده*اند، در انتقاد از هر دو رويکرد نظام، شعار ,نه آن نه اين, را مطرح مي*کنند. يادمان نرود اين گروه همان کسانی بودند که ارجاع پرونده ايران به شورای امنيت را ,بلوف غرب, و تحريم ايران را ,غير ممکن, مي*دانستند. اين گروه همچنين تاکيد مي*کردند که مذاکره با اروپا بي*معناست و تهران بايستی به کشورهايی چون روسيه و چين دل خوش کند. همچنان که معتقد بودند واشينگتن در ميانه اين ميدان تنها خواهد ماند و ايران بايد از همکاری با آژانس بين*المللی انرژی اتمی و پذيرش قطعنامه*های شورای حکام خودداری ورزد.

    اين گروه اکنون برای فرار از پاسخگويی در مقابل اشتباهات بزرگ و تحليل*های نادرستش، دوره کنونی ديپلماسی هسته*ای را دوره ,افراط, و دوره پيشين را دوره ,تفريط, مي*خواند. از اين رو ناگزير است همچنان اتهامات گذشته خود را درباره تيم سابق مذاکرات هسته*ای تکرار کند.

    افسانه ,تعليق,

    منتقدان ديروز و امروز، ماجرای تعليق فعاليت*های اتمی ايران در دو سال نخست که در فرآيندی کاملاً کارشناسانه و با اجماع سران نظام انجام شد را ظاهراً ,پاشنه آشيل, رقبای سياسی خود مي*دانند. پارتيزان*های رسانه*ای علاوه بر بازی خطرناک خود با منافع ملي، اين واقعيت را نيز تحريف مي*کنند که همان تيمی که به انفعال و تعليق* فعاليت*های هسته*ای ايران متهم مي*شود، حداقل در دو نوبت و با اقداماتی قاطعانه و پر سر و صدا ,تعليق, فعاليت*ها را لغو کرد که مهم*ترين آن، الغای کامل توافقنامه بروکسل و آغاز مجدد قطعه*سازی و مونتاژ در تيرماه 83 است. اين گروه در اين زمينه واقعيت*های غير قابل انکار و حايز اهميت ديگری را نيز تحريف مي*کند که متاسفانه فقط و فقط با هدف مبهم*سازی فضا صورت مي*گيرد:

    1ـ پارتيزان*های رسانه*ای در يک مغلطه آشکار مي*کوشند اين واقعيت را تحريف کنند که در ابتدای بروز بحران، بسياری از ابعاد برنامه*های هسته*ای صلح*آميز ايران هنوز ناتمام و نيمه*کاره بود. تکميل تأسيسات UCF اصفهان، توليد و مونتاژ سانتريفيوژ*های مورد نياز در مجتمع نطنز و اتمام بسياری از اقدامات نيمه*تمام بيش از هر چيز به ,زمان, و ,آرامش, نياز داشت. به راستی پيشرفت*های بزرگ در زمينه دانش هسته*ای که نتايج آن هم*اکنون به بار نشسته، راه*اندازی UCF، ساخت و مونتاژ سانتريفيوژها و ... در کدام دوره صورت گرفت؟ دوره*ای که توسط پارتيزان*ها دوره ,انفعال, خوانده مي*شود؟!!

    2ـ کاهش شديد بدگماني*های فنی آژانس به ماهيت برنامه*های اتمی تهران و تاکيد شورای حکام بر عدم انحراف ايران يکی از مهم*ترين دستاوردهای دوره نخست است که آن نيز توسط پارتيزان*های رسانه*ای تحريف مي*شود. فراموش نکنيم که در پناه استراتژی جامع نظام در دو سال نخست و از رهگذر تاکتيک*های عملی و نه شعاري، پرونده ايران در نوامبر 2004 از دستور کار نوبه*ای آژانس خارج شد و بازرسي*های مورد انتظار غرب صرفاً به چارچوب پادمان و پروتکل الحاقی بازگشت. در اين دو سال همچنين برخی از پيچيده*ترين ابهامات فنی آژانس به*ويژه موضوع آلودگي*های سطح بالا به حل* و فصل نهايی رسيد و مبانی حقوقی آمريکا برای اثبات ,عدم پايبندی, ايران که زمينه گزارش اتوماتيک پرونده به شورای امنيت را فراهم مي*کرد به شدت متزلزل گشت. تهران تا اندازه*ای موفق شد که شورای *حکام ناگزير اذعان کرد ايران اقدامات جبرانی قانونی برای رفع قصورات گذشته را انجام داده است.

    3ـ تهران در دو سال نخست در پناه چانه*زنی با غرب توانست ,تعليق, را از حالت تعهّد و الزام حقوقی قطعنامه شهريور هشتاد و دو به يک عمل ,داوطلبانه, و کوتاه*مدت با هدف اعتمادسازی تبديل کند. تيم مذاکرات هسته*ای همچنين موفق شد برداشت تهران از تعليق (به*عنوان يک اقدام داوطلبانه و غير الزام*آور) را به صراحت در قطعنامه*ای به تصويب رسانده و شوراي*حکام که در شهريور 1382 تعليق را به يک الزام تبديل کرده بود، اذعان نمايد که اقدامات ايران داوطلبانه، غيرالزام*آور و با هدف اعتمادسازی بوده است.

    4ـ تهران در دو سال نخست اتحاديه *اروپايی را وادار کرد تا حق فعاليت*های صلح*آميز هسته*ای ايران را به رسميت شناخته و مهم*تر از آن؛ اِعمال اين حقوق بنيادين را نيز مورد تأکيد قرار دهد. تيم مذاکرات همچنين توانست هدف نهايی اروپا برای توقف يا تعليق نامحدود غني*سازی در ايران را به تعليق کوتاه*مدت و صرفاً برای دوره مذاکرات آن هم مشروط به ,پيشرفت روشن, محدود کند. اين نيز نکته مهمی است که توسط پارتيزان*ها تحريف شده است.

    5ـ تهران برای کشورهای عضو جنبش عدم *تعهد روشن کرد که جهان غرب، ايجاد نوعی شکاف دائمی ميان کشورهای توسعه*يافته و در حال توسعه را دنبال مي*کند و اين رويکرد در پی اِعمال تبعيض جديدی نسبت به حق بهره*برداری و استفاده از فناوري*های پيشرفته (به*ويژه تکنولوژی هسته*ای) است. تلاش*های تيم مذاکرات هسته*ای در دو سال نخست و اعتمادسازی نظام در نهايت باعث شد تا جنبش عدم تعهد در سال جاری بيانيه* مهمی را در دفاع از ايران صادر کند که توسط دولت نهم بارها و بارها مورد استناد قرار گرفته و به آن افتخار شده است.

    6ـ تهران با ديپلماسی هوشمندانه و با گريز از دام*های نهاده شده توسط اسرائيل و ايالات متحده قادر شد در اوج قدرت سياسی و نظامی آمريکا (نه اينک که کاخ سفيد در موضع ضعف قرار گرفته) از ارسال پرونده اتمی ايران به شورای امنيت جلوگيری کند. به نظر مي*رسد که تحولات اخير ثابت کرده باشد که درخواست آمريکا برای ارسال پرونده به شورای امنيت يک بلوف نبوده است.

    7ـ تهران توانست تلاش*های اسرائيل برای حمله نظامی محدود آمريکا به تاسيسات اتمی ايران را ناکام کرده و با بهره*برداری از شکاف ميان اروپا و آمريکا، خواسته*های خود را در لابلای اسناد حقوقی شورای حکام به کرسی بنشاند.

    8ـ تيم مذاکرات در دو سال نخست توانست بر خلاف موضع صريح آمريکا و اروپا، شرايط لازم برای عضويت در کميته *بين*المللی چرخه*سوخت (MNA) و اثرگذاری بر تصميمات اين کميته را مهيّا کرده و در سند نهايی اين کميته، عباراتی را بگنجاند که متاسفانه هنوز هم مورد توجه و بهره*برداری مسئولين جديد پرونده قرار نگرفته است.

    9ـ تهران توانست به موازات تکميل دانش هسته*ای خود آن هم در فضايی نسبتاً آرام، در کوتاه*مدت برخی از اهداف مورد*نظر جمهوري*اسلامی به*ويژه درزمينه عضويت در سازمان تجارت جهانی (W.T.O) و T.C.A را نيز تأمين کرده و بن*بست چند سال اخير را بشکند.

    دوره*پردازی ...
    منتقدان ,ديروز و امروز, برای کمرنگ کردن تدبير و تعقل نظام در دو سال نخست و پاک کردن تحولات بعدي، مديريت بحران هسته*ای در چهارسال گذشته را به سه يا چهار دوره مختلف تقسيم مي*کنند. در اين تقسيم*بندي*ها، دوران مديريت حسن روحانی ,دوره تفريط,، دوران مديريت مستقيم محمود احمدي*نژاد ,دوره افراط, و دوره کوتاه مديريت علی لاريجانی دوره ,کم*ترين هزينه و بيشترين فايده, خوانده مي*شود. اين افراد وضعيت فعلی پرونده، صدور قطعنامه تحريم و اجماع شورای امنيت پيرامون برخورد با ايران را محصول شرايطی مي*دانند که از ارديبهشت 85 و با ورود مستقيم محمود احمدي*نژاد به پرونده و کمرنگ شدن نقش علی لاريجانی به وجود آمد. همچنان که معتقدند از مرداد 84 تا ارديبهشت 85، تهران توانسته است بدون هيچ گونه هزينه*ای ,ايران اتمی, را تثبيت و اثبات کند نگراني*های تيم سابق درباره گزارش پرونده به شورای امنيت اشتباه بوده است.
    به نظر مي*رسد که در اين زمينه نيز تحريفی آشکار در حال شکل*گيری است. فراموش نبايد کرد که شورای حکام در قطعنامه شهريور 84 به صراحت ,عدم پايبندی, ايران را محرز اعلام کرد و با استناد با ماده 12C اساسنامه آژانس و بند 3، برای نخستين بار گزارش پرونده ايران به شورای امنيت را قطعی کرد. تعيين زمان گزارش پرونده ايران به شورای امنيت البته در اين قطعنامه به ,بعد, موکول شد. چندی بعد يعنی در فوريه 2006 شورای حکام در قطعنامه ديگری به تعيين اين ,زمان, پرداخت و مديرکل را موظف کرد ,فوراً, گزارشی از پرونده ايران به شورای امنيت ارسال کند. اين گزارش قبل از پايان سال 84 به شورای امنيت ارسال و نخستين بيانيه شورای امنيت عليه برنامه*های هسته*ای ايران نيز در فروردين 85 صادر شد. بنابراين با آن که مي*توان گفت سخنراني*های تند و تيز رئيس*جمهور در تشديد فضای بين*المللی عليه ايران مؤثر بوده، اما وضعيت کنونی پرونده نه محصول سخنراني*های ايشان که معلول تصميمات تهران در دوران دکتر علی لاريجانی بوده است.

    • U.N. Nuclear Inspectors Arrive in Iran

      TEHRAN, Iran -- Two inspectors from the U.N. nuclear agency arrived in Iran on Wednesday to inspect the country's nuclear facilities, the official IRNA news agency reported.

      Iran's parliament urged the government in late December to re-examine its ties with the International Atomic Energy Agency after the U.N. Security Council imposed sanctions against Tehran over its disputed nuclear program.

      The two IAEA inspectors were conducting routine investigations of Iran's nuclear facilities in the cities of Isfahan and Natanz, the report said. They were expected to stay about a week.

      The news agency said the IAEA inspectors would also "review the trend of cooperation with Iranian nuclear officials."

      Iran says that as a signatory to the Nuclear Nonproliferation Treaty, it has the right to develop a peaceful nuclear power program. But the Security Council in December imposed limited sanctions on Iran for its refusal to cease uranium enrichment _ a process that can produce the material for either nuclear reactors or atomic bombs.

      The United States and its European allies suspect Iran's civilian nuclear program is a cover for developing such a bomb.

      IAEA inspectors regularly visit Iran, but the Islamic republic's lack of transparency has increased suspicions it is conducting a secret weapons program.

      • VIENNA, Austria - Iran's uranium enrichment program appears stalled despite tough talk from the Tehran leadership, leaving intelligence services guessing about why it has not made good on plans to press ahead with activities that the West fears could be used to make nuclear arms, diplomats said Thursday.

        Outside monitoring of Iran's nuclear endeavors is restricted to International Atomic Energy Agency inspections of declared sites leaving significant blind spots for both the agency and intelligence agencies of member countries trying to come up with the full picture.

        Still, Tehran's reluctance to crank up activities at its declared enrichment site at Natanz when it seems to have the technical know-how is puzzling the diplomatic and intelligence communities — with some saying it was potentially worrisome.

        Diplomats accredited or otherwise linked to the Vienna-based IAEA, speaking on condition of anonymity in exchange for discussing restricted information on the Iranian program, said some intelligence services believed that the Natanz site was a front.

        While the world's attention is focused on Natanz, Iranian scientists and military personnel could be working on a secret enrichment program at one or more unknown sites that are much more advanced than what is going on at the declared site, they said.

        At the same time, they said the lack of new activity at the two pilot enrichment plants set up at Natanz could be good news.

        The diplomats said they could suggest Iranian hesitancy to provoke U.N. Security Council sanctions harsher than the relatively mild penalties agreed last month in response to Tehran's refusal to heed an August deadline to suspend enrichment. Or, they said, the hesitation is a sign of headway by relative moderates in the leadership unhappy with the confrontational nuclear antics of Iranian President Mahmoud Ahmadinejad.

        Anthony Cordesman, an Iran expert at the Center for Strategic and International Studies, suggested an additional possibility linked to theories that Tehran was forging ahead with its enrichment program and undisclosed locations: fear that any major progress at Natanz could provoke military action by Israel or the United States.

        "It's a known facility and more and more of the subject of discussion as a possible Israeli or U.S. target," Cordesman said from Washington. "So, do you use this facility now or wait to see what threat ... you face?"

        IAEA inspectors arrived at Natanz on Wednesday for a routine round of monitoring. But one of the diplomats said they were unlikely to find anything but the status quo — two small pilot plants assembled in 164-centrifuge "cascades" but working only sporadically to produce small quantities of non-weapons grade enriched uranium and other individual centrifuges undergoing mechanical testing. That has essentially been the situation at Natanz since late November, he said.

        There have been no signs of any activity linked to Iranian plans to assemble 3,000 centrifuges at Natanz and move them into an underground facility as the start of an ambitious program foreseeing 50,000 centrifuges producing enriched material, said the diplomats.

        Enrichment can result in either low-level nuclear fuel or the highly processed fissile core for nuclear weapons. Tehran insists it is interested only in generating power with the program.

          • Iran's caution under sanctions eases heat at IAEA

            VIENNA (Reuters) - Talk of staging a special U.N. nuclear watchdog meeting to pile pressure on Iran has abated because of its moderate response to new U.N. sanctions and a wish to avoid damaging strife within the agency, diplomats say.

            The International Atomic Energy Agency is reassessing dozens of technical aid projects in Iran to see if any violate a December 23 U.N. Security Council resolution imposing penalties on Tehran over fears it is secretly trying to build atom bombs.

            Some Western powers leading efforts to curb Iran's program to enrich uranium for nuclear fuel originally felt the review would warrant an emergency session of the IAEA's 35-nation governing board to vote on cutting the aid packages.

            But sentiment for a snap meeting in January, two months ahead of the next scheduled session, subsided when it became clear this could wreck the board's cohesion and Iran was reacting cautiously to the resolution following election losses by nuclear hardliners to moderates counseling restraint.

            A special session also risked a schism between Western and developing nations on the board, affecting the consensual culture of an agency that promotes nuclear energy for peaceful development if states pledge not to divert it to bomb-making.

            Developing nations oppose what they regard as a U.S.-European effort, spurred by suspicion over Iran's intentions, to curb IAEA technical aid that has long been routine and given them a major stake in the agency's non-proliferation regime.

            The board denied Iran's bid for technical aid for a heavy water reactor at its November meeting. But that was only after developing nations persuaded Western counterparts in politically charged talks to leave seven other aid items for Iran intact.

              آسوشيتدپرس در ادامه گزارش خود با اشاره به اينکه ,کنترل فعاليت*های هسته*ای ايران تنها محدود به بازرسي*های آژانس بين المللی انرژی اتمی در سايت*های اعلام شده است, مي*نويسد: اين موضوع نقطه*های کوری را هم برای آژانس و هم برای سازمان*های اطلاعاتی کشورهای عضو اين سازمان که در تلاش برای ارائه تصوير کاملی از فعاليت*های هسته*ای ايران هستند باقی گذارده است.

              در ادامه اين گزارش آمده است: بی ميلی ايران به افزايش فعاليت*های خود در سايت غني*سازی نطنز در حاليکه به نظر مي*رسد دانش فنی آنرا در اختيار دارد سبب متحير شدن جوامع اطلاعاتی و ديپلماتيک شده و بنابر اظهاراتی سبب به وجود آمدن نگراني*هايی شده است.

              بنابر اظهارات ديپلمات*ها، تعدادی از سرويس*های اطلاعاتی بر اين باورند که سايت ,نطنز, اساساً مرکزی انحرافی برای گمراه کردن نگاه*ها به فعاليت*های هسته*ای ايران است. اين گزارش در ادامه تصريح مي*کند: در حاليکه توجه جهانی بر روی نطنز متمرکز شده دانشمندان يا پرسنل نظامی ايران مي*توانند بر روی يک برنامه مخفی غني*سازی اورانيوم در يک يا تعدادی بيشتری از سايت*های ناشناخته که پيشرفته*تر از سايت*های شناخته شده فعلی هستند، کار کنند.

              اين گزارش در همين حال کاهش فعاليت*های هسته*ای ايران را از زاويه ترديد ايران از رويارويی با تحريم*های شديدتر شورای امنيت بررسی مي*کند و به نقل از ديپلمات*ها مي*نويسد: کاهش فعاليت ايران در نطنز مي*تواند خبر خوبی باشد و نشان دهنده ترديد ايران برای خودداری از اعمال تحريم*های شديدتر شورای امنيت باشد. به عقيده ديپلمات*ها ترديد ايران همچنين مي*تواند نشانه*ای از اين باشد که سران ميانه*رو ايران از مواضع مواجهه جويانه محمود احمدي*نژاد، رئيس جمهور ايران خشنود نيستند.

              با وجود احتمالاتی که تاکنون به آن اشاره شد آسوشيتدپرس در ادامه گزارش خود احتمال ديگری را که تا حدودی نزديک به ديدگاه سازمان*های اطلاعاتی است به نقل از آنتونی کوردزمن، کارشناس مسائل ايران در مرکز مطالعات استراتژيک و بين الملل مورد بررسی قرار مي*دهد و مي*نويسد: تهران به خاطر نگرانی از اينکه هر پيشرفت بزرگی در سايت نطنز مي*تواند سبب تحريک اسرائيل يا آمريکا برای اقدام نظامی گردد فعاليت*های خود را در مراکز آشکار نشده ديگری پيگيری مي*کند.

              کوردزمن در ادامه مصاحبه تلفنی خود با آسوشيتدپرس عقيده خود را چنين تشريح مي*کند که: ,نطنز مکانی شناخته شده است و همواره موضوع بحثی در مورد حمله احتمالی اسرائيل يا آمريکا بوده، بنابراين آيا شما حالا از آن استفاده مي*کنيد يا صبر مي*کنيد تا ببينيد شما با چه خطراتی مواجه هستيد؟,.

              آسوشيتدپرس در انتهای گزارش خود با اشاره ورود اخير بازرسان آژانس به ايران و اينکه ديپلمات*ها احتمال نمي*دهند آنها بتوانند در يک مرکز غنی سازی کوچک 164 سانترفيوژه چيزی پيدا کنند مي*نويسد: هيچ نشانه*ای از اينکه ايران فعاليتی برای راه*اندازی 3000 سانترفيوژ در نطنز در دست داشته باشد و يا اينکه در تاسيسات زيرزمينی غنی سازی را شروع کرده باشد وجود ندارد.

              گمانه*زني*های اينچنينی در مورد فعاليت*های هسته*ای صلح آميز ايران در حالی صورت مي*گيرد که تهران همواره با آژانس بين*المللی انرژی هسته*ای همکاری داشته و در بازرسي*های بازرسان آژانس در تهران نيز هيچ مدرکی دال بر اينکه فعاليت هسته*ای غير صلح آميز داشته باشد به دست نيامده است. ايران همواره بر صلح*آميز بودن فعاليت*های هسته*ای خود تاکيد دارد ولی تعدادی از کشورهای غربی به رهبری آمريکا مدعی وجود نگراني*های از نيات هسته*ای ايران در منطقه هستند.

              • Iran has said it is pressing ahead with its nuclear programme despite recent sanctions by the UN Security Council.
                An official said Iran is moving towards the industrial production of nuclear fuel, with the installation of 3,000 centrifuges for enriching uranium.

                President Mahmoud Ahmadinejad told Reuters Iran was planning to expand its facilities "very soon, bit by bit".

                Iran insists its nuclear programme is peaceful and aimed at producing energy, denying US claims it is making a bomb.

                Industrial scale

                Monday's statement came after diplomats in Vienna began to worry that there was so little activity at Iran's main nuclear site that perhaps work had started on a secret site elsewhere in the country.

                "We are moving towards production of nuclear fuel which needs 3,000 centrifuges and more... This plan is going ahead and is moving towards completion," Iranian government spokesman Gholamhossein Elham said.

                "We need to produce fuel on an industrial scale for [our] power plants," he said.

                Centrifuges are the machines than spin uranium gas to enrich it to low levels for fuel and much higher levels for nuclear weapons.

                So far Iran has succeeded in connecting two cascades of 164 centrifuges each - a limited achievement considering thousands of machines are needed to produce enough fuel for a power plant, says the BBC's Frances Harrison in Tehran.

                The Security Council passed a resolution on 23 December 2006 banning the supply of nuclear-related technology and materials to Iran and imposing an asset freeze on key individuals and companies.

                Iranian officials have been defiant since, vowing to press ahead with plans to install 3,000 centrifuges.

                Our correspondent says this is likely to be the nuclear achievement the country has promised to announce next month, to coincide with the anniversary of the revolution.

                But what is not clear is whether Iran is just going to install the machines at its enrichment site or whether it is going to operate all 3,000 and run them successfully to produce fuel.

                • TEHRAN (AFP) - Inspectors from the UN nuclear watchdog have visited Iran's uranium enrichment plant and are to hold talks with atomic officials, a state-run news agency has reported.

                  "The International Atomic Energy Agency inspections team has visited the installations in Natanz and will meet Iranian nuclear officials on Tuesday and on Wednesday," an Iranian nuclear official, who was not named, told IRNA news agency on Tuesday.

                  "The progress made in Natanz has been so rapid that it has caused sensitivity at the agency. We hope that with this visit the sensitivities will disappear," the source added, without specifying further.

                  Government spokesman Gholam Hossein Elham said Monday Iran wanted to install "even more" than 3,000 centrifuges to enrich uranium at Natanz, in central Iran, in defiance of Western warnings to freeze the sensitive activity.

                  It remains unclear how far Iran has advanced with its plans for uranium enrichment, a process that can be used both to make a nuclear bomb and nuclear fuel.

                  The Islamic republic has so far declared the installation of two cascades of 164 centrifuges at the plant in Natanz and the installation of 3,000 centrifuges would mark a major step towards industrial enrichment.

                  The United States accuses Iran of seeking a nuclear weapon, a charge fiercely rejected by Tehran which insists it only wants to provide energy for a growing population.

                  UN inspectors make regular checks of Iranian nuclear sites as part of the nuclear Non-Proliferation Treaty, of which Iran is a signatory.

                  Parliament has passed a law obliging the government to "revise" its cooperation with the agency after UN Security Council sanctions were imposed against Iran, but the government has yet to decide how to react.

                  • VIENNA (Reuters) -Iran has invited envoys from developing nations accredited to the U.N. nuclear watchdog to visit its nuclear sites in a show of openness about its atomic fuel program, diplomats said.


                    Washington said Iran could regain trust only by cooperating fully with U.N. investigations into the nature of the program.

                    The Islamic Republic has been slapped with limited U.N. sanctions over suspicions that its experimental efforts to enrich uranium are secretly geared to building atom bombs, rather than to generating electricity as it maintains.

                    Iran has vowed to expand into industrial-scale fuel production, but has also pledged continued compliance with International Atomic Energy Agency inspections while trying to rally diplomatic support in its stand-off with Western powers.

                    Tehran has invited envoys from the Non-Aligned Movement (NAM) of developing nations attached to the IAEA, and heads of the larger Group of 77 states and of the Arab League office in Vienna, to visit on February 2-6, an Iranian diplomat said.

                    "They have been invited to visit our nuclear installations from the 2nd through the 6th," the diplomat, who asked for anonymity, said on Tuesday. He did not elaborate.

                    A NAM envoy to the IAEA said the invitation had been accepted: "It'll be a publicity exercise for Iran -- to display transparency, saying, 'We invited the ambassadors, we're showing them the facilities'," the envoy told Reuters.

                    Gregory Schulte, U.S. ambassador to the IAEA, noted that the U.N. Security Council Resolution sanctions resolution passed on December 23 requires Iran to suspend work at the Natanz uranium enrichment plant and the Arak heavy-water reactor project.

                    IAEA INVESTIGATIONS IN IRAN

                    "Instead of inviting IAEA ambassadors, Iran should give ... IAEA inspectors ... access to all of those documents, nuclear facilities and individuals that Iran's leaders have refused to provide access to for the last three years," he told Reuters.

                    "Suspending these activities would build confidence. Showcasing them does not," Schulte said on Wednesday.

                    Among those in the visiting delegation will be the Egyptian, Cuban and Malaysian ambassadors to the IAEA -- all prominent voices in NAM, to which Iran belongs, diplomats said.

                    They said Iran's gesture reflected a desire to shore up support within the 115-nation NAM in a brewing battle within the IAEA over the fate of its technical aid projects in Iran.

                    The NAM form a significant bloc on the IAEA's policymaking 35-nation governing board, which may vote on whether to cancel IAEA aid projects in Iran depending on findings of a review by agency experts due for completion in February.

                    The reassessment was set in motion by the sanctions resolution, which bans transfers of sensitive nuclear materials to Iran as well as IAEA technical aid if it has any possible application in producing nuclear fuel.

                    Some Western powers on the IAEA board, believing Iran must be isolated to get it to stop enrichment work, interpret the resolution to mean a large number of the 65 aid items will probably have to be cut, Vienna-based diplomats say.

                    But NAM nations feel most of the projects, many of which are devoted officially to the use of radioisotopes for "humanitarian" ends such as medicine, could pass muster under the resolution.

                        • VIENNA (Reuters) - The International Atomic Energy Agency has suspended some technical aid projects in Iran to comply with new U.N. sanctions imposed on Tehran over suspicions it may be trying to make nuclear weapons, diplomats say.


                          The West wants an IAEA review of aid for Iran's civilian nuclear energy program to cut many of the 65 projects but face resistance from a developing nation bloc to which Iran belongs. This has raised tensions within the U.N. watchdog agency.

                          Findings from the review will be presented to the 35-nation IAEA governing board next month for a probable vote at its next scheduled meeting in March. But some projects had already been provisionally shelved, Western diplomats said on Wednesday.

                          "Projects that are in the view of the (IAEA) Secretariat definitely not compatible with U.N. Resolution 1737 have been put on hold already," said an EU diplomat, who attended a briefing by the IAEA's technical aid director this week.

                          "(The Secretariat) has also drawn up a preliminary list of projects that can be continued and is completing an assessment of those more difficult to assess, the ones with a more hybrid character, or the ones where it boils down to proper interpretation and definition," said the diplomat.

                          IAEA officials would not say how many projects were blocked or which ones, said the diplomat, who declined to be identified.

                          A senior source within the IAEA confirmed the development.

                          IAEA spokeswoman Melissa Fleming said: "We're doing a very thorough examination of all projects. It's not a straightforward (picture) as the projects involve things like training courses."

                          No immediate comment was available from Iranian officials.

                          The Islamic Republic was hit with preliminary sanctions over its failure to prove to the IAEA that experimental efforts to enrich uranium are geared solely to generating electricity as it maintains, rather than building bombs as the West suspects.

                          The December 23 U.N. resolution prohibits transfers of sensitive nuclear materials and know-how to Iran as well as IAEA aid, traditionally given to bolster peaceful uses of nuclear energy, if it has any possible use in producing atomic fuel.

                          BATTLET

                          Until last month the IAEA had about 20 aid projects specifically for Iran and more than 40 "regional" packages collectively for Iran and neighboring countries.

                          The IAEA runs some 800 or so such projects round the world, worth a total of about $80 million, though the value is reckoned to be less in cash terms than in the expertise it brings to member countries seeking nuclear energy for development.

                          Many entail work in radio-isotopes for medical care and agriculture, radioactive waste management, nuclear power planning and nuclear safety regulations.

                          The last three categories, at least, could be interpreted to be supportive of nuclear fuel production, many diplomats said.

                          Exactly how broadly to apply the definition of banned projects is the subject of a brewing battle between Western and the Non-Aligned Movement (NAM) of developing nations on the Vienna-based IAEA's board.

                          Developing nations oppose what they regard as increasing U.S.-European efforts, spurred by doubt over Iran's intentions, to "micro manage" technical aid that has long been routine.

                          Another complication is dissent among Western nations on the board on how tough to get with Iran, several diplomats said.

                          They said the United States, Australia and France believed at least half of the aid projects should go.

                          "This group wants gray area projects on the blacklist," said a Western diplomat who attended in briefings.

                          But Germany, now holding the European Union presidency, Italy and many smaller EU states preferred smaller cuts, hoping this would help coax Iran toward a compromise and reduce the risk of driving Tehran into a corner, possibly provoking it to bar IAEA inspectors and even quit the Non-Proliferation Treaty.

                          "This group wants a more nuanced than black-and-white approach, believing the challenge now is how to re-engage Iran," said another European diplomat who was at briefings this week.

                          "There are some projects that obviously have to be frozen because they can be associated with enrichment, but the majority of projects will go through," said a senior NAM diplomat.

                          Those advising restraint for now point to Iran's retreat from threats to bolt from the NPT if hit with sanctions, a fresh promise to preserve basic IAEA inspections, and apparent hesitation to pursue plans for "industrial-scale" enrichment.

                            PARIS -- The head of the U.N. nuclear watchdog agency said Thursday he was concerned that the U.N. sanctions on Iran could escalate the standoff with Western powers over its suspected weapons program.

                            Mohamed ElBaradei called for a resumption of negotiations. Only applying pressure, he suggested, could prompt the Islamic republic to follow the path of North Korea, which kicked out U.N. inspectors, pulled out of the Nuclear Nonproliferation Treaty in 2003 and then conducted its first-ever nuclear test last October.

                            "My priority is to keep Iran inside the system," said the 2005 Nobel Peace Prize winner, speaking in Paris.

                            "My worry right now is that each side is sticking to its guns," he said. "The international community "is saying 'sanctions or bust.' Iran is saying 'nuclear enrichment capability or bust' and we need somebody to reach out and be able to find a solution."

                            Secretary of State Condoleezza Rice said this week in Europe that now is not the time for the United States to talk to Iran and that Iran appears unready to accept a conditional U.S. offer to join European talks over its nuclear program.

                            On Thursday, Iranian President Mahmoud Ahmadinejad said that Tehran was prepared for any possibility in the standoff with the West over its controversial nuclear activities.

                            "Today, with the grace of God, we have gone through the arduous passes and we are ready for anything in this path," state-run television quoted Ahmadinejad as saying.

                            France says it is mulling sending an envoy to Tehran for discussions that would focus on Middle East peace, Lebanon and other regional issues rather than the specific question of Iran's nuclear ambitions. But officials at the presidential palace and the Foreign Ministry insist that a decision has not been made and that Iran must first show willingness to negotiate.

                            ElBaradei, who was to meet later Thursday with France's foreign minister, said: "Any effort by anybody to get the Iranians and the Europeans _ and the Americans in particular _ engaged would be something I welcome.

                            "The idea that a dialogue is a reward for good behavior I disagree with," he said. "You have to engage. You have to see where they are coming from, their concerns, their paranoia, their obsessions and then try to change hearts and minds.

                            "I don't think sanctions will resolve the issue ... sanctions in my view could lead to escalation on both sides."

                            The Security Council imposed limited sanctions to punish Iran for defying a resolution demanding that it suspend uranium enrichment, a process that can produce fissile material to fuel nuclear reactors or, at purer concentrations, the core of nuclear weapons. Iran insists it only wants energy, while Western powers suspect it of seeking nuclear arms.

                            ElBaradei said the pressure has failed to break a consensus in Iran that the oil-rich nation needs to master the complex process of uranium enrichment. Iran this week said it is moving toward large-scale enrichment involving 3,000 centrifuges, which spin uranium gas into enriched material.

                            He also suggested that any military strike of Iranian nuclear facilities would ultimately not thwart its ambitions. "What we know is that Iran has the knowledge, but you cannot bomb knowledge," he said.

                            ElBaradei's said three to four years of intensive inspections in Iran by the International Atomic Energy Agency that he heads have not found indications of any undeclared nuclear facilities. But "we never are able to provide 100 percent guarantees," he added.

                              روزنامه چپ گرای "نویس دویچلند" به نقل از خبرگزاری فرانسه، روز گذشته نوشت: البرادعی رئیس آژانس انرژی اتمی در پایان جلسه پنجشنبه 18 ژانویه که برای بررسی مسائل اتمی ایران در پاریس تشکیل شده بود، با ابراز نگرانی از تشدید تحریم های اقتصادی ایران، به خبرنگاران گفت:

                              به اعتقاد من تحریم اقتصادی ایران می تواند به یک فاجعه تبدیل شود. او در پاسخ به پرسش یکی از خبرنگاران که در مورد تولید سلاح اتمی در ایران سئوال کرده بود گفت:

                              من می خواهم اینجا بگویم: "بیشتر نگران تشدید تحریم های ایران و فاجعه ای هستم که این تحریم ها در پی خواهد داشت."

                              درپایان جلسه پاریس که فرانسه اعلام داشت که پیک ویژه رئیس جمهوری فرانسه برای رساندن یک پیام محرمانه راهی ایران خواهد شد. ظاهرا، این پیک و این پیام باید در ارتباط با همان جلسه ای باشد که البرادعی در پایان آن مصاحبه کرده و نسبت به تشدید تحریم های ایران ابراز نگرانی کرد. این جلسات در آستانه پایان فرصت ایران برای پاسخگوئی به قطعنامه شورای امنیت سازمان ملل و امکان قطعنامه جدید تشدید تحریم ها تشکیل می شود.

                                از سوی ديگر دانشگاه ها و موسسات کشورهای متروپل بسياری از مغزهای ايرانی را در خدمت خود به کار گرفته اند و در زمينه های گوناگون علمی از تعداد زيادی ايرانی نام برده ميشود. اين البته از يک طرف به خاطر فشار های موجود برجامعه ايران از طرف رژيم مذهبی است و از طرف ديگر به خاطر اين واقعيت شناخته شده که کشورهای پيشرفته در حالی که ديوار پناهندگی و مهاجرت را به روی نيازمندان می بندند، با برنامه ريزی های متعددي، مغزهای جهان عقب مانده را از پيکر آن جدا کرده وخود از آن ها تغذيه ميکنند.
                                گفته ميشود از سال گذشته رژيم با پيش بينی تحريم، ارتباطات علمی اين رشته ها با دانشگاه ها و موسسات غربی را به حداقل رسانده و در سطح تشريفاتی نگه داشته بود.

                                يکی از دانشمندان هسته ای جمهوری اسلامی روز دوشنبه گذشته جان باخت. خبر مرگ دکتر , اردشير حسين پور , استاديار دانشگاه شيراز و از محققان دانش گاه مالک اشتر که دوشنبه گذشته جان باخت با شش روز تاخير توسط واحد مرکزی خبر مخابره شده است. اين خبرگزاری علت مرگ اين دانشمند هسته ای ايران را , گاز گرفتگی , اعلام کرده است .

                                مقامات دانشگاهی و هسته ای جمهوری اسلامی تاکنون درباره علت ، زمان و مکان مرگ اين دانشمند چهل و چهار ساله که استاديار دانشگاه شيراز و از محققان دانشگاه مالک اشتر در اصفهان بوده، سکوت اختيار کرده اند .

                                دکتر اردشير حسين پور که متولد سال ۱۳۴۱ بود، پس از پايان تحصيلات در رشته مهندسی الکترونيک، در مقطع دکترای هسته ای ادامه تحصيل داده بود. وی تز دکترای فيزيک هسته ای خود را با عنوان , فيزيک هسته ای الکتروديناميک يون های مغناطيسی در ابرشبکه ها , نگاشته بود و در سال ۱۳۸۱ درجه دکترا گرفته بود .

                                بر اساس گزارش واحد مرکزی خبر ، اين دانشمند ايرانی علاوه بر ثبت پنج اختراع و انتشار ۳۵ مقاله علمی در مجلات تخصصی بين المللي، رتبه اول تاليف کتاب در سال ۱۳۷۵، رتبه دوم تحقيقات کاربردی جشنواره بين المللی خوارزمی در سال ۷۹، را در کارنامه خود داشت. وی همچنين در سال ۱۳۸۲ عنوان نفر اول محققان دفاعی جمهوری اسلامی را به دست آورده بود .

                                ,ا جرای بيش از دوازده طرح مهم دفاعی , و , راه اندازی مراکز تحقيقاتی الکتروسرام امواج الکترومغناطيسی در دانشگاه های مالک اشتر و شيراز , از ديگر فعاليت های دکتر اردشير حسين پور بوده است .

                                به نوشته واحد مرکزی خبر ، اين دانشمند هسته ای جمهوری اسلامی امسال نيز رتبه نخست جشنواره خوارزمی را دريافت کرده بود .

                                به رغم همه اين فعاليت ها ، خبر مرگ اين دانشمند هسته ای با تاخيری شش روزه و پس از تدفين او در قطعه نام آوران باغ رضوان اصفهان منتشر شده است .

                                روزنامه جمهوری اسلامی نيز که در شماره روز يکشنبه ، اول بهمن ماه ، خبر تشييع جنازه اين دانشمند هسته ای جمهوری اسلامی را منتشر کرده، تاريخ مرگ او را دو شنبه هفته پيش ذکر کرده، و نوشته است: , گفته می شود که علت مرگ وی گاز گرفتگی بوده است .,

                                به گفته برخی منابع خبری ، اين دانشمند هسته ای از جمله محققان تاسيسات فرآوری اورانيوم اصفهان يکی از تاسيسات محوری معاونت توليد سوخت سازمان انرژِ اتمی ايران بوده است. اين تاسيسات که در زمينی بالغ بر ۶۰ هکتار قرار دارد که شامل ۶۰ واحد توليدی و شامل ۱۵۰۰۰ هزار دستگاه تحقى ق اتی و توليدی است و تاکنون بيش از چهل تن ترکيبات گوناگون اورانيوم در آن توليد شده است.

                                مقامات هسته ای جمهوری اسلامی از تاسيسات هسته ای اصفهان با عنوان , مرکزيت چرخه سوخت هسته ای , نام می برند که در آن نزديک به هزار متخصص و تکنسين هسته ای مشغول به کار هستند .

                                ابهام درباره عوارض پرتوها در تاسيسات اصفهان

                                در ماه های اخير اخبار تاييد نشده ای درباره عوارض سوء فعاليت های هسته ای در کارکنان مرکز هسته ای اصفهان منتشر شده است. از جمله اين اخبار ، برگزاری دوره های مخصوصی در چندين بيمارستان اصفهان و کاشان برای , آشنايی با عوارض مواد راديواکتيو , بوده که اخبار آن در رسانه های رسمی کشور و از جمله روزنامه کيهان نيز به چاپ رسيده است.

                                برگزاری , همايش پاسخ به مصدومان حوادث پرتوها در کاشان , يکی ديگر از اقدامات پيشگيرانه ای بود که به منظور نجات و مقابله با مصدومان هسته ای چندی پيش برگزار شد .

                                دکتر صمد نوری زاد، يکی از سخنرانان همايش , پاسخ به مصدومان حوادث پرتوها در کاشان , در جريان سخنرانی خود در اين همايش با اشاره به اينکه کاشان نيز در جوار منطقه غنی سازی اورانيوم قرار دارد، اعلام کرده بود , برگزاری اين همايش جهت آموزش کارکنان جامعه پزشکی دانشگاه، ضروری به نظر می رسيد .,

                                علاوه بر اين ، اختصاص بخش ويژه ای در بيمارستان فارابی اصفهان به مصدومان هسته ای که نياز به درمان اورژانسی دارند، خبر ديگری بود که در ماه های گذشته انتشار يافت.

                                با اين حال مقامات سازمان انرژی اتمی جمهوری اسلامی می گويند , بر اساس بررسی های صورت گرفته و تاييد کليه فاکتورهای ايمنی از سوی مراجع معتبر بين المللي، در کارخانه UCF اصفهان کليه ملاحظات زيست محيطی رعايت شده است .,

                                گرچه هنوز هيچ يک از مقامات و نهادهای مربوط به فعاليت های هسته ای در ايران درباره مرگ دکتر ارشير حسين پور اظهار نظر نکرده اند، و سکوت خبری در اين باره ادامه دارد اما برخی ناظران از اعلام , گاز گرفتگی , به عنوان علت مرگ ناگهانی يک دانشمند هسته ای جمهوری اسلامی به عنوان خبری مبهم ياد می کنند.
