  • VIENNA (AFP) - The European Union urged Iran on Wednesday to take up an offer to suspend its nuclear enrichment in return for suspending sanctions on Tehran.

    "We therefore urge Iran to take up the offer of double suspension, as endorsed recently by the director general," French ambassador Francois-Xavier Deniau said, speaking for the three EU powers mediating in the nuclear standoff.

    He was referring to an offer from International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei, who made the offer of simultaneity in January to make it easier for Iran to swallow a December 23 UN Security Council resolution that imposed sanctions in order to get Iran to unilaterally suspend enrichment. But Iranian ambassador to the IAEA Ali Asghar Soltanieh said Iran has not found "any reason" to suspend enrichment, which it claims as a right under the nuclear Non-Proliferation Treaty (NPT).

    Uranium enrichment makes fuel for civilian nuclear reactors but also what could be atom bomb material.

    Iran has refused to stop enriching uranium but says it is ready to talk without preconditions, thus rejecting both the UN resolution and any compromise.

    Soltanieh said the West was deceiving the international community by saying the matter must be handled by the Security Council.

    He said Iran has mastered enrichment.

    "I know that Americans do not want the world to know this reality. They have to swallow this reality."

    As the EU offered an olive branch, the United States made a hardline call on the IAEA to give immediate notification if Iran moves ahead on enriching uranium at a huge underground site where it could do weapons-related work.

    US ambassador Gregory Schulte told the IAEA's 35-nation board of governors meeting in Vienna since Monday that ElBaradei should inform the board "immediately . . . should Iran introduce nuclear material into any centrifuges in its underground plant" in Natanz.

    Iran has refused to allow cameras into the hall where centrifuges are being installed to enrich uranium, a major expansion on a smaller research site already refining uranium above-ground.

    Iran wants to install 3,000 centrifuges, which could make enough highly enriched uranium for a bomb in less than a year, in Natanz by May, and then eventually expand this to over 50,000 centrifuges.

    Iran has more than 300 centrifuges already turning underground, where they are protected from air attacks, but has not yet inserted the uranium gas feedstock needed to enrich. It has installed a similar number which are not yet turning their rotors.

    Schulte and IAEA officials have said that camera monitoring is mandated under the NPT once the number of operating centrifuges exceeds 500.

    But Soltanieh said this was not true.

    Iran has failed to heed the call by the UN Security Council, based on findings by the IAEA, to halt its uranium enrichment work.

    "Iran is instead expanding activities that the Council has required Iran to suspend and is failing to provide the IAEA with the cooperation required by the Council," Schulte said.

    The IAEA is the monitoring arm of the NPT.

    The UN atomic agency was set Thursday to ratify drastic cuts in technical aid to Iran, as debate on this failed to conclude Wednesday.

    Also Wednesday, Western states as well as Japan and non-aligned countries welcomed an upcoming trip by ElBaradei to North Korea and urged Pyongyang to swiftly dismantle its own nuclear weapons programme, according to an international agreement reached February 13.

    • VIENNA (Reuters) - U.N. nuclear agency governors on Thursday approved cuts in technical aid to Iran to uphold U.N. sanctions implemented over concern that Tehran may be trying to master the means to build atom bombs.

      The move by the 35-nation board of the International Atomic Energy Agency (IAEA) reflected a December resolution by the U.N. Security Council banning transfers of technology or expertise to Iran that might be applied to producing nuclear fuel.

      Only two other states in the IAEA's 50-year history have been stripped of nuclear aid over fear about possible diversions into bombmaking -- North Korea and Saddam Hussein's Iraq.

      Iran says that its nuclear program is meant only to generate electricity. The program is centered on uranium enrichment, a process which can either yield fuel for power plants or for bombs if taken to higher degrees.

      Western powers suspect a hidden agenda to build nuclear arms and four years of IAEA investigations often stonewalled by Iran have failed to verify Iran's intentions are entirely peaceful.

      By consensus, the board ratified a decision by the IAEA's Secretariat to freeze or curb 22 of the 55 aid projects, closing ranks on an issue that earlier had split the governing body.

      Western powers such as the United States and France who bankroll the IAEA's special aid programs and drew up sanctions against Iran originally demanded more sweeping reductions.

      IRAN DEFIANT

      Ali Asghar Soltanieh, Iran's envoy to the IAEA, condemned the decision and blamed the U.N. Security Council, saying it had illegally undermined the IAEA's professional independence.

      "None of these projects are in fact related to the enrichment program, which will continue as planned under (monitoring of IAEA inspectors)," he told reporters.

      The Non-Aligned Movement (NAM) bloc of developing states, to which Iran belongs, had opposed cuts. They feared a precedent would be set jeopardizing their own access to IAEA aid for nuclear energy seen as key to modernizing their economies.

      They also noted there is no hard evidence Iran is abusing IAEA resources for military ends, although doubts abound.

      But fears of an unprecedented, debilitating political dispute on the board over the matter eased last month after a Secretariat review of technical aid for Iran.

      "No one declared dissatisfaction with the Secretariat's choices, which were made in an extremely professional manner," Ramzy Ezzeldin Ramzy, Egypt's envoy to the IAEA, told reporters.

      "Several members underlined the need to remain vigilant to ensure that IAEA assistance to Iran be fully consistent with the resolution," current board chairman Slovenia said in a summary of the closed-door deliberations , referring to Western powers.

      "(Several members) stressed technical cooperation should not be subject to any political conditions," it said of the NAM.

      The blocked projects related to nuclear power planning and technical and security measures in developing nuclear fuel.

      Projects that were spared involve radiopharmaceuticals and isotopes for medical, agriculture and humanitarian purposes.

      Iran ignored a February 21 U.N. Security Council deadline to stop refining uranium and took initial steps to shift from research-level enrichment to "industrial-scale" production.

      But U.S.-led efforts to broaden sanctions face resistance from veto-wielding Russia and China, big trade partners of Iran.

        روسيه در ادامه يک سياست دوگانه با ايران و امريکا، عملا نمی تواند درباره نيروگاه بوشهر تصميم بگيرد. درحاليکه از خطر تحريم اقتصادی امريکا بيم دارد، عدم پرداخت بموقع تعهدات مالی را بهانه تعليق ساختمان نيروگاه اتمی بوشهر کرده است. ايران می گويد اين تعهد را بموقع عملی می کند اما روسيه خواهان جلوتر پرداخت شدن آنست. روسيه؛ از آنجا که می داند طرف ايرانی نيازمند حمايت سياسی روسيه از فعاليت اتمی ايران در شورای امنيت است و به همين دليل می تواند بيش از اينها دست و دل باز شود، همچنان برای پاسخ پايانی وقت کشی می کند.

        اگر جمهوری اسلامی درخواست روسيه را نپذيرد، کار نيروگاه بوشهر معلق خواهد ماند و امريکا از روسيه راضی.

        اگر اين خواست روسيه را عملی کند، هيچ تضمينی وجود ندارد که دوباره بهانه ديگری را مطرح نکنند و يا قطعنامه جديد شورای امنيت، روسيه را ملزم به متوقف کردن فعاليت در نيروگاه بوشهر نکند. دراينصورت نيز ايران هم پول را از دست داده، هم به نيروگاه نرسيده و هم بيهوده روی حمايت سياسی روسيه حساب کرده است.

        بديت ترتيب و در عمل تا مشکل اتمی ايران حل نشود، از نيروگاه آب سبک بوشهر هم خبری نيست و اين همان نکته ايست که خاتمی تاکنون چند بار آن را گوشزد کرده است. اين که با سياست جديد حتی به ما اجازه راه اندازی نيروگاه بوشهر را هم نخواهند داد.

        • TEHRAN (Reuters) - Iranian President Mahmoud Ahmadinejad wants to brief members of the U.N. Security Council about his country's nuclear program, state television reported on Sunday.

          The five permanent members of the Security Council - the United States, France, Britain, China and Russia -- plus Germany, known as the P5+1, are considering imposing new sanctions on Iran over its nuclear ambitions.

          "Ahmadinejad is to brief the U.N. Security Council on Iran's peaceful civilian nuclear program," state TV reported in scrolling headlines. "Iran's Foreign Ministry says President Ahmadinejad may attend the next P5+1 meeting."

          State television did not give further details.

          Iran has ignored United Nations demands that it halt uranium enrichment, a process Western nations say Iran is mastering so it can produce atomic bombs, a charge Tehran denies.

          The Security Council imposed in December a package of limited sanctions including barring the transfer of sensitive nuclear technology or know-how. It threatened further steps if Iran ignored the February 21 deadline to suspend enrichment.

          The latest draft proposals, set out in a March 3 working paper obtained by Reuters, would expand a list of people, firms and groups whose assets would be frozen or trade with whom would be restricted, such as Iran's Revolutionary Guards and the state-owned Bank Sepah.

          Both China and Russia have balked at the idea of financial sanctions against Iran during talks among the six powers.

          • TEHRAN (AFP) - Iran complained on Sunday that financing problems at the Russian contractor building its first atomic plant were behind a string of delays and expressed concern Moscow could yield to US pressure to halt the work.



            The Russian firm leading construction of the plant in the southern city of Busheher, Atomstroiexport, has signalled that completion of the facility and delivery of fuel could be delayed again because of late Iranian payments.

            "The problem of the Russian company is one of a lack of money," retorted Gholam Reza Aghazadeh, the head of Iran's atomic energy agency.

            "This goes beyond our legal engagements, but as we want the Bushehr power station to be finished as quickly as possible, it is necessary to solve this problem," he told the semi-official Mehr news agency.

            Under a deal reached between Tehran and Moscow last September, Russia was to deliver nuclear fuel to Iran in March, the power station would begin working in September and it would start producing energy in November.

            The mutual acrimony and delays come amid pressure from the United States on Russia to cut its assistance for Iran's nuclear programme, which Washington alleges is aimed at making atomic weapons -- a charge denied by Tehran.

            "Today our nuclear question has become politicised. The start-up of Bushehr has had its delays and we hope that in the current situation the Russians will not politicise this question," Aghazadeh said.

            He claimed that the chief executive of the Russian company had "changed eight times" and that the firm had failed to use Tehran's payments properly.

            "It is for this reason that they have liquidity problems. We always paid our financial obligations in advance," he added.

            Aghazadeh's comments came after talks between Atomstroiexport and Iranian officials in Moscow last week ended without agreement, with the Russian firm again accusing Tehran of failing to pay up on time.

            Other Iranian officials, including Aghazadeh's deputy Mohammad Saeedi, also echoed concerns that Russia could start to respond to US pressure to halt work on the plant.

            "If the fuel is not delivered in the next two weeks the question will move out of the technical and legal area, as at the current time everything has been done to allow the fuel to be sent," said Saeedi.

            "Only a limited number of pieces need to be installed for the plant to begin going into service in August," he said, according to the ISNA news agency.

            An adviser to Iran's top political arbitration body the Expediency Council, Rahman Ghakhemanpour, was even more explicit, saying that the real reason for the hold-ups to the plant was US pressure.

            "The Russians talk about financial and technical reasons, but in reality they are under huge pressure from the United States to halt its relationship with Iran," he said, according to ISNA.

            Russia, while keen to maintain good ties with the United States, has traditionally had a strong economic relationship with Iran and acted to soften the UN Security Council's measures against its nuclear programme.

                  The governments must now approve the text before it is presented to the full Security Council, likely on Thursday.

                  Diplomats predict the sanctions will include an embargo on Iranian arms exports and an asset freeze on more individuals and companies associated with Tehran's nuclear programme.

                  The new resolution would also call on governments to make no new commitments "of grants, financial assistance, or concesssional loans to the government of Iran," a diplomat said, speaking on condition of anonymity.

                  South Africa's ambassador, Dumisani Kumalo, warned that the 10 non-permanent Security Council members, not involved in the discussions so far, now wanted to have their say.

                  "Nowhere in this process have they ever said that the five plus one would have the exclusive wisdom of producing [the draft resolution] and for us to rubber-stamp," he said.

                  Asked whether the Iranian President, Mahmoud Ahmadinejad, will come to the UN to be present for the vote, Mr Kumalo said it was still theoretical because no vote has yet been scheduled.

                  Mr Kumalo said it could be next week before the Council votes on the resolution.

                  • Big powers agree on Iran sanctions

                    UNITED NATIONS (Reuters) - Six major powers announced an agreement on Thursday to impose new U.N. sanctions on Iran for its nuclear program, but Iranian President Mahmoud Ahmadinejad vowed the initiative would not sway his country.

                    The sanctions measure was sent to the 15-nation U.N. Security Council for a potential a vote next week. It would penalize Tehran for refusing to suspend uranium enrichment, which can be used in nuclear bombs or for peaceful ends.

                    Iran says it seeks only to produce electricity, and Ahmadinejad denounced any new U.N. sanctions resolution.

                    Issuing such torn pieces of paper ... will not have an impact on (the) Iranian nation's will," he told a rally in central Iran, according to the official news agency, IRNA.

                    Britain's U.N. Ambassador Emyr Jones Parry announced the agreement after consultations with his counterparts from the United States, France, Russia, China and Germany.

                    The proposed Security Council resolution includes a ban on Iranian arms exports, an assets freeze on individuals and firms involved in Tehran's nuclear and ballistic missile programs and a call to nations and institutions to bar new grants or loans. A copy of the document was obtained by Reuters.

                    A key element of the agreement is an expanded list of individuals and entities subject to financial restrictions, such as firms owned by Iran's Revolutionary Guards Corp. and the state-owned Bank Sepah.

                    China's U.N. Ambassador Wang Guangya, who had been most critical of the list, was asked if Beijing was happy with the draft. "As the text stands, yes," Wang said, adding that if the 10 rotating council members "wish to change it then we have to go back again"

                    In Washington, State Department spokesman Sean McCormack said the resolution may be subject to additional minor changes but he believed it would move along "as quickly as possible."

                    European Union foreign policy chief Javier Solana said he expected adoption of a new resolution would be accompanied by a reminder to Tehran that it could always return to negotiations if it suspended enrichment. "They know what they have to do," he told reporters in the German city of Nuremberg.

                    The new measures follow a resolution adopted in December that imposed trade sanctions on Iran's sensitive nuclear materials and technology, and froze the assets of some Iranian individuals and companies. Iran ignored a February 21 deadline to suspend enrichment or face further action.

                    The agreement comes only days after the mutually wary United States and Iran participated, along with Syria and Iraq, in Baghdad talks on quelling sectarian violence in Iraq, which Washington accuses Tehran of fomenting.

                    It also comes a month after North Korea agreed in talks with the United States, China, South Korea, Japan and Russia to take steps toward abandoning its nuclear programs -- another Bush administration goal in nuclear diplomacy.

                    Passage of a new resolution by the 15-member council is not automatic. South African Ambassador Dumisani Kumalo, the current council president, has served notice that nations would send the text to their governments for approval and may offer changes.

                    U.S. deputy U.N. ambassador Alejandro Wolff said the text was not perfect but that "I'm satisfied with the compromise outcome."

                    The agreement says Iran is banned from exporting any conventional weapons. But the measure calls on states to "exercise vigilance and restraint" in shipping any heavy weapons to Tehran.

                    The draft would suspend all the sanctions if Iran complies with the council's demands within 60 days. If Tehran does not, further action would be considered.

                    There is no mandatory travel ban on individuals on the list, but nations would be required to notify a Security Council panel if the targeted officials enter their territories.

                      ما عقيده*داريم كه جلسات آينده، حتى درسطح وزرا، بايد بازهم دربغداد برگزارشوند تا نشانى روشن به*تروريست*هايى كه به*عراق ضربه مي*زنند بدهد.

                      به*عقيده ما حتى كشورهاى جي‪ ۸‬و نمايندگان جنبش*هاى غيرمتعهد و سازمان كنفرانس اسلامى نيز بايد در اين اجلاس شركت كنند.

                        ولايتى تصريح كرد: چنانچه درخواست*هاى بي*پايان پيش ما قرار داده شود و از ما بخواهند از آنها (فعاليت صلح*آميز هسته*يى) صرف نظر كنيم اين امر ممكن نيست؛ زيرا مسلما بعد از موضوع هسته*يى مسايل ديگرى همچون امور نظامى را مطرح خواهند كرد.

                        ولايتى در ادامه عنوان داشت: ايران غنى سازى اورانيوم را حتى براى مدت كوتاه به تعليق درنمى آورد؛ زيرا پيش از اين نيز اين مساله را پذيرفته بود، اما دو سال و نيم به طول انجاميد و ديگر آمادگى تكرار اين تجربه را ندارد.

                        وى در ادامه دخالت شوراى امنيت در پرونده*هاى هسته*اى ايران را غيرقانونى دانست و افزود: پرونده*هاى هسته*يى ايران يك پرونده*هاى فنى و قانونى است و بايد در چارچوب آژانس بين المللى انرژى هسته*اى بررسى شود.

                        وزير امور خارجه*ى اسبق ايران در خصوص پيشنهاد مجدد محمد البرادعي، مديركل آژانس بين المللى انرژى اتمى مبنى بر لغو همزمان تحريم*هاى بين المللى و تعليق غنى سازى اورانيوم توسط ايران اظهار داشت: ما با اين پيشنهاد مخالف هستيم؛ آنها به ايران فرصت نمي*دهند كه موضع*گيرى خود را اعلام كنند؛ آمريكايي*ها با اعمال فشارهاى سياسى عليه ايران قصد دارند ديدگاههاى سياسى خود را كه پشت آن طرح*هاى سلطه جويانه*شان جهت سيطره بر خاورميانه و جهان اسلام وجود دارد اعمال كنند.

                        وى در خصوص ميزان خوش بيني*اش نسبت به همكار*ى روسيه و چين با ايران گفت: ايران بر توانمنديهاى ذاتى خود تكيه كرده و در عين حال با ديگر كشورها نيز همكارى مي*كند، اما با اين وجود هرگز سرنوشت خود را به دست ديگران نمي*سپارد.

                        ولايتى همچنين در خصوص رابطه ايران با كشورهاى همجوار به ويژه با توجه به پرونده* هسته*يى تاكيد كرد: ما بايد ايجاد اعتماد كرده و اين اعتماد را تحكيم بخشيم.

                        وى افزود: كشورهاى غربى هرگز نمي*خواهند شاهد هيچ گونه پيشرفتى در جهان اسلام باشند.

                            • متكى پس از ديدار و گفتگو با تابو امبكى رييس جمهورى آفريقاى جنوبى گفت: تهران از ايده مذاكرات سه جانبه با نمايندگان گروه ‪ ۱+۵‬و شوراى امنيت سازمان ملل، براى پايان دادن به اختلافات درخصوص فعاليتهاى صلح*آميز هسته اى ايران استقبال مي*كند.

                              منوچهر متكى در گفت وگوى كوتاهى در بندر كيپ تاون گفت، در مذاكراتش با رييس جمهورى آفريقاى جنوبي، درباره آخرين تحولات مربوط به پرونده هسته*اى كشورمان و روند تصميم گيريها در شوراى امنيت سازمان ملل بحث وتبادل نظر كرده است.

                              آفريقاى جنوبى با آغاز سالجارى ميلادى به تركيب اعضاى غير دايمى شوراى امنيت سازمان ملل پيوست و در حال حاضر رياست دوره*اى اين شورا را به عهده دارد.

                              به گزارش ايرنا، متكى با اشاره به پيشنهادات آفريقاي*جنوبى براى اصلاح متن ارايه شده از سوى گروه ‪ ۱+۵‬به شوراى امنيت گفت، در مذاكراتش با رييس جمهورى آفريقاي*جنوبي، ايده گفت وگوهاى سه*جانبه بين ايران، رييس شورا و نمايندگاه گروه ‪ ۱+ ۵‬را مورد بررسى قرار داده است.

                              وزير امور خارجه كشورمان با استقبال از چنين مذاكراتى تاكيد كرد،استيفاى حقوق مسلم ايران و رفع نگرانيها در خصوص فعاليتهاى صلح آميز كشورمان، دو روى يك سكه هستند.

                              متكى افزود: ايران تحت هيچ شرايطى از حقوق خود صرف نظر نخواهد كرد، ولى به ادامه گفت وگوها براى يافتن يك راه حل جامع پايبند است.

                              وى با اشاره به اينكه متن پيشنهادى گروه ‪ ۱+ ۵‬حاوى اشكالات فراوانى است گفت: برخى از اعضاى شوراى امنيت، از جمله اندونزى و آفريقاى جنوبي، خواستار تفكيك موضوعات هسته*اى از مسايل ديگر هستند.

                              آفريقاى جنوبى روز سه شنبه با ارايه يك متن پيشنهادى به شوراى امنيت سازمان ملل خواستار تجديدنظر در مفاد پيش نويس قطعنامه*اى شد كه توسط اعضاى دايمى اين شورا و آلمان (موسوم به گروه ‪ (۱+ ۵‬تهيه شده است.

                              آفريقاى جنوبى به طور كلى مفهوم متن ارايه شده توسط گروه ‪ ۱+ ۵‬را مغاير با سياستهاى اصلى شوراى امنيت براى يافتن راه*حل بحران هسته*اى ايران مي*داند و خواستار تفكيك موضوعات هسته*اى از ساير امور شده است.

                              به گفته وزير امور خارجه كشورمان تعدادى از اعضاى غير دايمى شوراى امنيت از جمله آفريقاى جنوبى همچنين خواستار توجه اين شورا به گزارشهاى مديركل آژانس بين*المللى انرژى اتمى مبنى بر عدم انحراف برنامه صلح آميز هسته*اى ايران هستند.

                              متكى اضافه كرد، اين كشورها همچنين معتقدند، تاكيد بر ادامه گفت و گوها براى يافتن يك راه حل جامع و مسالمت*آميز بايد مبناى اصلى اقدامات شوراى امنيت قرار گيرد.

                              وزيرامور خارجه كشورمان عصر سه شنبه آفريقاى جنوبى را به مقصد اندونزى ترك كرد.

                              • پانزده عضو شورای امنيت سازمان ملل متحد به اتفاق آراء قطعنامه تازه ای را عليه ايران به تصويب رساندند که شامل تحريم های تازه ای عليه اين کشور می شود.
                                بر اساس قطعنامه شماره 1747 شورای امنيت، صدور تسليحات از سوی ايران ممنوع می شود و از تمامی کشورها خواسته می شود وام تازه ای در اختيار ايران قرار ندهند.

                                در مقايسه با قطعنامه قبلي، پيش نويس جديد محدوديت هايی را در زمينه سفر تعداد بيشتری از دست اندرکاران ارشد برنامه اتمی ايران قائل می شود و دارايی های چهره های کليدی و موسسات وابسته به سپاه پاسداران انقلاب اسلامی را مسدود می کند.

                                اين تحريم ها که در پی سرپيچی ايران از خواسته های شورای امنيت در قطعنامه قبلی (1737) به تصويب رسيده، در صورت تعليق فعاليت های مرتبط با غنی سازی لغو می شود.

                                الهاندرو ولف، نماينده ايالات متحده در سازمان ملل، پس از تصويب قطعنامه تازه به غنی سازی اورانيوم در ايران اشاره کرد و گفت: "تعليق در برابر تعليق... اين خواسته زيادی از ايران نيست."

                                قطعنامه پيشنهادی با استناد به فصل هفتم منشور سازمان ملل تدوين شده و در نتيجه، عمل به آن برای تمامی کشورهای عضو سازمان الزام آور است.

                                پيشتر نمايندگان بريتانيا و فرانسه در پی يک روز چانه زنی های فشرده ديپلماتيک در نيويورک ميان 15 عضو شورای امنيت سازمان ملل متحد، پيش بينی کرده بودند که قطعنامه اکنون به اتفاق آرا تصويب شود.

                                گفتگوهای روز جمعه به منظور فائق آمدن بر نگرانی ها و ايرادهای آفريقای جنوبي، قطر و اندونزی - از اعضای غيردائم شورا - صورت گرفت.

                                جلب رضايت اعضای غيردائم
                                به گفته وزارت خارجه آمريکا کاندوليزا رايس، وزير خارجه، به تابو امبکی رئيس جمهور آفريقای جنوبی تلفن زد تا کشور وی را قانع به دادن رای مثبت به اين قطعنامه کند. آفريقای جنوبی که رياست دوره ای شورای امنيت سازمان ملل را به عهده دارد ايرادهای اساسی به متن آن وارد کرده بود.

                                اندونزی و قطر نيز خواهان آن بودند تا قطعنامه خواستار عاری بودن کل خاور ميانه از سلاح های کشتار جمعی و وسايل پرتاب آنها باشد. اما گنجاندن چنين بندی می توانست برای اسرائيل که از متحدان آمريکا در خاور ميانه است عواقبی داشته باشد. هرچند اسرائيل هرگز رسما اذعان نکرده اما تصور می شود مجهز به سلاح های اتمی باشد.

                                دو لا سابليه گفت که برای سازش با درخواست قطر و اندونزي، پيش نويس قطعنامه به قطعنامه های قبلی آژانس بين المللی انرژی اتمی که خواستار عاری بودن منطقه خاور ميانه از سلاح های کشتار جمعی می شود اشاره می کند.

                                محمود احمدی نژاد، رئيس جمهور ايران، در سخنانی در روز پنجشنبه، شورای امنيت را هدف انتقاد قرار داد و گفت "رفتار برخی قدرت ها، شورای امنيت را از کارکرد خود ساقط کرده است."

                                رييس جمهوری ايران در عين حال گفت که اقدام کشورهای مخالف برنامه های هسته ای ايران صرفا جنگ روانی و تبليغاتی است و ابراز اطمينان کرد که "آنها می دانند که در عمل کاری نمی توانند بکنند."
