Singapore resident to be arraigned on illegal aircraft sales to Iran
A Singapore resident alleged to have illegally sold aircraft parts to Iran faces arraignment in a New York court Friday on a 20-count indictment, court documents show.

US citizen Laura Wang-Woodford, a director of a lucrative Singapore-based import-export business, was arrested in December as she entered the United States, according to a letter submitted by US attorneys to the presiding US District Court judge.

Monarch Aviation Pte Ltd exported military aircraft parts from US suppliers to Singapore without proper licenses, falsely identifying them as civilian components, the letter alleged.

"Specifically, the defendant illegally exported vane assemblies and bevel gears which are designed for Chinook military helicopters," it said.

It also illegally resold commercial aircraft parts to a company in Tehran, in violation of the International Emergency Powers Act, a US law barring certain transactions to protect against national security threats.

At the time of her arrest Wang-Woodford was carrying two merchandise catalogs from a Chinese company listed as a proliferator of weapons of mass destruction by the US Treasury Department, the letter alleged.

Items advertised in the catalogs of the China National Precision Machinery Import and Export Corporation included surface-to-air missile systems and rocket launchers, it said.

Wang-Woodford was arrested at San Francisco International Airport on December 23, 2007, as she attempted to enter the United States for the first time in many years.

She had departed Singapore on December 18 and spent five days in China before travelling to the United States, according to the letter.

Wang-Woodford runs Monarch Aviation together with her British-born husband Brian Woodford who is still at large.

A New York grand jury returned a 20-count indictment against the two in January 2003 that was under seal until late 2007, according to ABC News, which broke the story Thursday.

ABC cited government officials as saying Wang-Woodford had been selling "munitions" to Iran for more than 16 years.

"The offenses charged in the indictment are serious in nature, involving conduct that could impact the national security of the United States," the attorney letter stated, urging the judge to keep Wang-Woodford behind bars.

Monarch has been in business in Singapore for over 15 years and "is known to have exported goods worth millions of dollars," the letter said.

Wang-Woodford owns half its shares, and carried business cards identifying her as its director at the time of her arrest, it said.

Israeli Prime Minister Ehud Olmert said on Tuesday he was convinced that Iran was leading a secret operation to build nuclear weapons and urged a greater international effort to prevent Tehran from succeeding.

"We are certain that the Iranians are engaged in a serious ... clandestine operation to build up a non-conventional capacity," Olmert said at a joint news conference with German Chancellor Angela Merkel after a meeting.

Olmert said he was sharing information with other countries about Iran's nuclear programme, and that no options should be forgotten in trying to prevent Iran from developing atomic weapons.

"As (U.S.) President (George W.) Bush once said: no option is ruled out," he said.

Israeli officials have said Olmert planned to press Merkel for stronger international pressure on Iran at the United Nations, where a new sanctions resolution has been drafted.

"This issue is mainly a challenge for the great powers," Olmert said, speaking through a translator.

"We are very interested in coming to a solution that prevents the Iranians from continuing this programme," he said, adding all diplomatic efforts to find a solution were welcome.

Last month, Germany joined the five permanent U.N. Security Council members -- Britain, the United States, France, Russia and China -- in circulating a proposal for a third sanctions resolution against Iran calling for mandatory travel bans, asset freezes and vigilance on all banks in Iran.
"I have always said that I believe strongly in a solution via diplomatic channels, that I count on a diplomatic solution and nothing else," Merkel told the news conference.

Iran says it wants only to generate electricity so that it can export more oil and gas.

In the autumn of 2006, a number of media reports appeared claiming the IDF General Staff was convinced that Hizbullah and Syria would provoke a war with Israel in the summer of 2007. This was when public discourse here began to be dominated by the "war next summer," although such expressions had been voiced even earlier - from the very first days after the inconclusive finish of the Second Lebanon War.

Then, I asked a senior security officer just how much credit should be given to such expressions. "Well," he replied, "perhaps we made a mistake not talking about the possibility of war with Hizbullah before the summer of 2006 - so if we talk about if enough for next summer, at least they know that this time we are ready for it, and that may help deter them."

Whether that strategy was effective or not, it's evident that "the war next summer" never happened, and 2007 passed with relative quiet on the northern border.

On Thursday, though, at the funeral of his slain deputy Imad Mughniyeh, Hizbullah leader Hassan Nasrallah offered a different perspective on the state of hostilities between his movement and Israel.

"The July war is still continuing - until now, no cease-fire has been proclaimed," he said. "This war is continuing at the political level, at the media level, at the financial and material level, at the security level."

Until now, most Israelis have thought of a further round in the struggle with Hizbullah in terms of a renewal of the open conflict that took place in 2006. But Nasrallah's threat of an "open war" that would include strikes against Israeli targets abroad - and the fact that the one thing Hizbullah did not do in the two days following Mughniyeh's death was to fire Katyusha rockets across the border - suggests that this paradigm many no longer be applicable.

The fact is, the nature of the battlefield, both politically and militarily, on which Israel and Hizbullah fought two years ago, has changed significantly since that war's cessation. According to most intelligence reports, Syria and Iran have rearmed the radical Islamic movement to the same level as prior to July 2006, if not greater. But other factors have changed in Lebanon and elsewhere since then.

This includes the deployment of Lebanese army troops in the south of the country following the war, supported by the European peacekeeping forces put into place there by UN Security Council Resolution 1701. While they may not have been able to completely prevent the infiltration of Hizbullah fighters south of the Litani River, they have definitely altered the potential combat conditions north of the Israeli border, taking away several of the advantages Hizbullah's fighters once enjoyed in that region.

What's more, the presence among those European forces of several thousand French troops now representing a government in Paris much more antagonistic toward Syria and its Lebanese allies than the one in place in 2006, brings with it a further element of geopolitical risk that Hizbullah's sponsors in Damascus and Teheran must take into account before giving Nasrallah a green light to launch an open attack on Israel.

The Second Lebanon War also failed to win Hizbullah anything more than temporary wider backing among the Lebanese public, and if anything, cost it longer-term support. The million-plus turnout Thursday for the memorial rally in honor of slain former Lebanese prime minister Rafik Hariri - which dwarfed the 10,000 at Mughniyeh's funeral - indicates the degree to which the anti-Hizbullah/anti-Syria "March 14th" movement has gained strength in the last two years.

Seen from this perspective, Nasrallah's call for "open war" on Israeli targets abroad looks less like just an escalation of hostility in reaction to Mughniyeh's death, and more a convenient change in tactics reflecting the altered conditions his organization's military wing faces in the wake of the Second Lebanon War.

Less able to pepper Israel with missiles and to fight IDF soldiers face-to-face while entrenched among the villages of south Lebanon, attacks on "soft" Israeli (and perhaps Diaspora) targets abroad may represent the most feasible option for a still-recovering Hizbullah to wreak havoc.

Nasrallah, of course, was having none of this, putting his distinctive rhetorical spin on events Thursday: "You all know that the founder of Israel, [David] Ben-Gurion, who knew better than any other Israeli the strength and weakness of this entity, said that Israel would fall down after the first defeat… Israel lost its first war [in 2006]. Why? Simply because its army faced a sincere and brave resistance for 33 days. Because Imad Mughniyeh, his brothers and his students, were fighting them. Israel lost its first war, and will fall down soon."

Actually, Nasrallah was more correct earlier in stating that the war remains unfinished. As of now, Israel still stands, Mughniyeh is down, and Hizbullah faces increasing challenges on its home soil.

Yet backed by Syria and Iran, and tied in with a radical Islamic network that stretches across the globe, Nasrallah can well make do on his threat to continue the fight with Israel, even if far from such places as Haifa, Nahariya and ***yat Shmona.

So if "the war next summer" as we expected it fails to arrive again this summer, Israelis must still prepare to defend themselves, in other ways, for the battle with Hizbullah - while finding even more new methods to show that they can also bring the fight against Hizbullah into any corner of the world, including Nasrallah's deepest bunkers.

How would Iran react to a strike?

Let us suppose that America adopts John Bolton’s advice and launches a military strike designed to destroy Iran’s nuclear programme. For the moment, leave aside whether this course would be wise or foolish. Instead, consider this question – how might Iran respond? I suggest that Iran’s prime options for retaliation against America and her allies would be as follows:

Ahmadinejad's regime could hit back - hard

                        1) Cause a global economic crisis by disrupting the flow of oil through the Gulf. If Iran could block the Straits of Hormuz – perhaps by sinking or disabling a few tankers in this narrow waterway - one of the world’s crucial economic arteries would seize up. The result would be an explosion in the price of oil.

                        2) Destroy oil installations in the Gulf belonging to America’s Arab allies. Iran could widen its attack to include the oil export terminals and offshore rigs of Kuwait, Saudi Arabia, Bahrain, Qatar and the United Arab Emirates.

                        3) Cause yet more violence in Iraq. Teheran could choose to infiltrate Revolutionary Guard units or Special Forces across the badly policed border between the two countries. They could arm Shia militias or attack American and UK forces themselves. British soldiers would be in a particularly perilous position. They are close to the Iranian border in Shia-dominated southern Iraq.

                        4) Adopt the same course in Afghanistan. This would be a more difficult and risky option for Iran as the Shia regime has a long history of bitter rivalry with the Sunni Taliban. But under the pressure of an American assault, Iran could choose to forget this and do its best to help the Taliban campaign in southern Afghanistan.

                        5) Sponsor terrorist attacks worldwide. Iran’s allies around the world could rally to its cause. Hizbollah in Lebanon and Hamas in Gaza could both strike Israel and any available Western targets. Operatives in Europe or America could also be used to launch attacks.

I do not know whether or not Iran is preparing to act on any of the above. But they strike me as Teheran’s most obvious options for retaliation. So before you adopt Bolton’s line, look at what could happen and ask yourself: ‘is it really worth it?’

Thad Cochran

Israel will not consider unilateral action to stop Iran getting a nuclear bomb, President Shimon Peres was quoted as saying on Saturday.

In an interview with France's Le Figaro newspaper ahead of a trip to Paris next week, Peres said, however, if economic sanctions failed to persuade Iran to stop its contested nuclear program then "non-military options would be used up".

The United Nations has imposed sanctions on Iran to pressure it to suspend uranium enrichment.

The United States and other major powers suspect Iran is enriching uranium as part of a covert effort to develop a nuclear bomb. Iran says it is only interested in civilian nuclear energy.

"I would prefer to stop the development of the bomb without recourse to war. Sanctions have proved their efficacy in the past," Peres said, citing decisions by Libya, South Africa and North Korea to renounce nuclear plans.

Asked if Israel would act alone to stop Iran getting the bomb, Peres, a former prime minister who currently holds no executive power, replied: "Under no circumstance. We are not so imprudent as to concentrate the Iranian danger on Israel."

"It's a problem that the rest of the world must resolve. With the long-range missiles developed by Iran the problem is not only Israeli," Peres added.

He accused Iran of seeking outposts in Lebanon, Gaza, Syria and Iraq. "We mustn't close our eyes. If a minority of terrorists are able to equip themselves with nuclear missiles then the world could become ungovernable."

Peres defended Israel's attack last week on Gaza to stop missiles being fired at its territory.

Bravado, posturing and gnashing of teeth have long characterized US-Iranian relations. For almost thirty years, and in the aftermath of the 1979 Islamic Revolution which brought Ayatollah Khomeini and his small coterie of disciples to power there has been a string of events that have gone to ensure the bad-blood and rancor between these erstwhile allies has continued unabated. Prior to the revolution, Iranians resented the US for the CIA-MI6 orchestrated coup d’etat of 1953 which overthrew the democratically elected Prime Minister, Mohammad Mossadeq and later US support for the dictatorship of the Shah Mohammad-Reza Pahlavi.

Since the revolution, the Iran hostage crisis, US support for Saddam Hussein during the Iran-Iraq war, Iran’s alleged involvement in the 1983 Beirut US Embassy and barracks bombings, the Iran-Contra Affair, and Iran Air Flight 655, have ensued and only gone to sour relations and entrench mutual hostility further. The US-led invasion of Iraq moreover, has opened up a whole other dimension to what many have likened to an ongoing war of attrition, replete with all the necessary accoutrements: mutual vilification and unrelenting of rhetoric.

The title of William O. Beeman’s recent book The Great Satan Vs the Mad Mullahs: How the United States and Iran Demonize Each Other is more than apposite given the episodic tirades emanating from both Washington and Tehran, each with its own sense of righteous indignation, railing against the evils committed by the other. There was a period of relative calm, however. With the election of the reformist President Mohammad Khatami, a modus vivendi however distant and obscure became a distinct possibility. Perhaps fearing Iran would be next on the Bush Administration’s hit-list after an unparalleled display of military strength, which eviscerated Saddam Hussein’s crumbling regime in a matter of weeks, Khatami’s government made the offer of a ‘grand bargain’ in which everything was on the table; from Iran’s nuclear program, to recognition of Israel and the cessation of support, financial and otherwise to Lebanese and Palestinian militants.

Whether the offer was the result of benevolence or fear is really beside the point – what it does show is that the Iranian government is ultimately rational in an instrumental sense, and foremost interested in procuring its survival. This instrumentalist behavior has remained in evidence even since the election of the markedly more hard-line president in the form of Mahmoud Ahmadinejad, who has been castigated on more than one occasion by Iran’s Supreme Leader, Sayyed Ali Hosseini Khamenei who ultimately holds all the cards and the keys to every door.

The Jacobin period of the Islamic Revolution has subsided, even if it continues to rear its ugly head on occasion, and some time ago entered its Thermadorian phase where far more worldly interests act as the prime motivators governing the regime’s behavior. The regime’s old-guard is far more akin to the Soviet Politburo whose political machinations were strictly motivated by Realpolitik and often underwritten by jaded cynicism and whose foremost objectives were self-preservation and regional self-aggrandizement. The Islamic Republic corresponds well to such a paradigm and can hardly be called an exception in this regard. The infamous chant of ‘Death to America’ is but a stale nod to official ideology and rings hollow amongst the vast majority of Iranians, especially those born in the baby boom post-1979, and whom can be counted amongst the most pro-American populations in the Middle East. Ahamadinejad’s inflammatory and arguably anti-Semitic rhetoric has of course fanned the flames of controversy and in its shortsightedness acted as a boon for those elements in Washington, most notably Vice-President Dick Cheney’s office whose activities are about as obscure and elusive as Alice in Wonderland’s Cheshire Cat, where only the vestiges of a menacing grimace remain. They know full-well that an enemy who bares his teeth can be exploited to brilliant effect and whose bearded visage can ably perform the role of ‘imminent threat’ personified, striking fear into the heart of the American and European publics.

While the reformists were at the helm the conventional wisdom held that the Iranian president was merely a figurehead, and thus the creature of subterranean forces at work within the Islamic Republic. The election in August 2005 of a little-known firebrand in the form of Ahmadinejad claiming to represent Iran’s disenfranchised and destitute underclass with all of the appropriate demagogic trimmings has led to the Iranian president’s transformation by these selfsame politicians and pundits into a Hitlerian incarnation with a raging desire to inaugurate WWIII.[i]

While Khatami was cast as a pathetic stooge incapable of making any impact upon the dogmatic values of the Islamic Republic, Ahamadi-Nejad, we are told, has his finger on the button and is itching to hasten the Twelfth Imam’s return by means of nuclear Armageddon. The Orientalist and neoconservative ally, Bernard Lewis, in an article written for the Wall Street Journal, even cooked up the bizarre theory that Ahmadinejad would launch Iran’s nuclear weapons on August 22 2006 so as to coincide with the prophet Mohammad’s ascension from the Dome of the Rock! The tactic employed here is very simple and extremely effective. By imposing on your enemy the category of the ‘irrational’ as opposed to the ‘rational’, negotiation and diplomacy necessarily emerge as futile and thereby precluded a priori.

If a policy of Mutual Assured Destruction (MAD) is unable to deter the Iranian government the only available option is preemption by means of military force. The result is Bush’s refrain ‘that no option is off the table’ when it comes to dealing with Iran, even if that means a ‘tactical’ nuclear strike. We are admonished further that force is the only language ‘these kinds of people’ understand. Lewis and dilettantes such as the British novelist Martin Amis and neoconservatives such as Michael Leeden and David Frum in their efforts to snuff out the path of diplomacy have endeavored to cast Iran beyond the pale of rational debate.

Not surprisingly, it was Frum who was responsible for the subsumption of Iran, Iraq and North Korea under the banner of ‘an axis of evil’ in Bush’s January 2002 State of the Union address, The reality is slightly more nuanced however. Not only has there been no hard-evidence that Iran is currently pursuing a nuclear weapons program, there is the additional caveat that even if the regime were in possession of a nuclear arsenal, the Iranian president, who unlike the US president, isn’t commander-in-chief of the armed forces and so cannot launch any kind of military attack without the Supreme Leader’s authorization.

Another point that is often purposely overlooked is that Ahmadinejad is ultimately elected and thus not a permanent fixture of the Iranian political scene. Whatever the limitations and gaping flaws of Iran’s few democratic processes, the Iranian president can be removed electorally. Ahmadinejad was himself an underdog and few if any foresaw his electoral victory. Those who abstained from the last Iranian presidential elections out of disillusionment at the failure of Khatami’s government to change the status quo in 2009 may well kick Ahmadinejad out of power and back into the obscurity from whence he came. Even his core-constituency to whom he had promised to uproot corruption and alleviate poverty have been left out in the cold and rightly resent the current president for promises he hasn’t kept.

The release in December 2007 of the National Intelligence Estimate (NIE) in which all sixteen US intelligence agencies unanimously concluded that Iran had ceased its efforts to build a nuclear weapon back in 2003, came to the relief of many and it was subsequently argued by a slew of commentators that the NIE would provide Iran with some much needed breathing room; putting a damper on any plans for an imminent US strike against Iran.

Unlike Pakistan, India, Israel and North Korea, Iran is a signatory of the Nuclear Non-Proliferation Treaty (NPT), a treaty which guarantees ‘the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination’.[ii] Iran, however, has refused to halt its nuclear enrichment program and as a consequence elicited three rounds of sanctions. The most recent set embodied in UNSC Resolution 1803 extends beyond Iran’s nuclear program, and calls for vigilance regarding Iranian financial institutions.

The impact of existing sanctions is already being felt in Iran, making it ever more difficult for Ahmadinejad to hitch his wagon to the nationalist star. Every time it is invoked its emotive force is assuaged and it is likely if things continue in this manner Iranians will elect a more pragmatic leader in the 2009 presidential elections, even though they are fully within their rights as delineated in the NPT to domestically enrich uranium for peaceful purposes. Iran’s abysmal human rights record and suffocation of personal freedoms guarantees, moreover that the manipulation of nationalist sentiment will only have a limited shelf life. If the Bush Administration is preparing the ground for regime change in Tehran as the Pulitzer Prize winning journalist Seymour Hersh has argued, it seems to be running in tandem with the ongoing commitment to isolate Iran economically and politically by means of UN sanctions.

Professor Hamid Dabashi, Hagop Kevorkian Professor of Iranian Studies and Comparative Literature at Columbia University, like Hersh affirms the possibility of a US strike against Iranian nuclear targets and Revolutionary Guard bases at the end of Bush’s second term. An attack, he says, ‘continues to remain very much alive – particularly in this US election year when the possibility of an ‘October surprise’ is always there…the Republican president might do something to prolong the state of war and make it easier for Senator McCain to have an upper hand in the November election’.[iii]

A disinformation campaign has been waged in the face of the American public’s skepticism as to the merits of an attack against Iran,[iv] in order to reframe the US’s ‘issues’ with the Islamic Republic from one of counter-proliferation to counter-terrorism.[v] After the Bush Administration’s clear manipulation of intelligence in pursuit of a political agenda in the run up the US-led invasion of Iraq, the American public and world at large are no longer willing to take US intelligence claims at face value.

To this end, Iran’s Revolutionary Guard has been placed on the State Department’s list of terrorist organizations and been accused of instigating sectarian violence in Iraq and supplying ‘explosively formed perpetrators’ (EFP) responsible for killing Coalition soldiers. To what degree they are involved however, remains nebulous, especially since it is in the Islamic Republic’s interests to have an empowered Shia majority heading the present Iraqi government.

This was most recently highlighted by Ahmadinejad’s two-day state visit to Iraq earlier this month during which Iraqi President Jalal Talabani and Prime Minister Nuri al-Maleki greeted the Iranian president with brimming smiles and much pomp. Iran has a vested interest in seeing the present Iraqi government succeed and is unlikely to throw in their lot with the radical Shia cleric Muqtada al-Sadr, whose view of Iran is itself shot through with skepticism and secondary to the causes of Iraqi and Arab nationalism, which he skillfully manages to blend with a radical brand of Shi’ism. Middle East expert and editor of Le Monde Diplomatique, Alain Gresh, has further written that US commandos have been active in Iran since 2004 and that the US has substantially increased aid to Kurdish, Arab, Azeri and Baluchi minorities in an bid to destabilize the country.

Although Iran is not by any definition a ‘new state,’ and possesses a fairly cohesive national identity, consolidated in the course of Pahlavi and the Islamic Republic’s rule, given the right combination and concatenation of causes and effects, its territorial integrity is far from impervious to the exploitation of age-old ethnic and tribal loyalties, which have been systematically suppressed since the rise to power of Reza Pahlavi Shah in the 1920s. The vertiginous balancing act of forestalling Iraq’s total disintegration is a telling example of where such tactics can lead. US secret assistance, flirtation and unabashed support to groups such as the Baluchi Jund al-Islam, the Mujahedin-e-Khalq and the Kurdistan Free Life Party in conjunction with a wide-ranging aerial strike could make for a dangerous cocktail with potentially devastating consequences for the Iranian people; consequences that would almost certainly spread to Afghanistan, Iraq and Lebanon, engulfing the region as a whole with catastrophic results.[vi]
