    House approves Iran Freedom Support Act

    WASHINGTON - The House voted Thursday to impose mandatory sanctions on entities that provide goods or services for Iran's weapons programs. The vote came as U.S diplomats continued to press the U.N. Security Council to penalize Tehran if it fails to end its uranium enrichment program.

    House sponsors of the Iran Freedom Support Act said they expected the Senate to act quickly on the measure, sending it to President Bush for his signature this week.

    The bill, passed by a voice vote, sanctions any entity that contributes to Iran's ability to acquire chemical, biological or nuclear weapons. The president has the authority to waive those sanctions, but only when he can show that it is in the vital national interest.

    "It would be a critical mistake to allow a regime with a track record as bloody and as dangerous as Iran to obtain nuclear weapons," said Rep. Ileana Ros-Lehtinen (news, bio, voting record), R-Fla., sponsor of the measure. "Enough with the carrots. It's time for the stick."

    But critics questioned the need for unilateral action when the United States was pushing for a multinational approach to Iran's alleged nuclear program. "It is, if you will, a cruise missile aimed at a difficult diplomatic effort just as they are reaching their most sensitive point," said Rep. Earl Blumenauer (news, bio, voting record), D-Ore. "The timing for this legislation could not be worse."

    The measure codifies existing economic sanctions against the Tehran government that have been in effect since the takeover of the U.S. embassy in 1979 and states that the president must notify Congress 15 days before terminating any of those sanctions.

    It also approves assistance for human rights, pro-democracy and independent organizations and states that it is the sense of Congress that the United States should not enter into agreements with governments that are assisting Iran's nuclear program or transferring weapons or missiles to Iran.

    "If we fail to use the economic and diplomatic tools available to us, the world will face a nightmare that knows no end," said Rep. Tom Lantos (news, bio, voting record), D-Calif.

    But others warned that language in the bill supporting democratic change in Iran would only antagonize people in Iran who might see parallels to U.S. regime change objectives in neighboring Iraq. It's time, said Rep. Dennis Kucinich, D-Ohio, "to give assurance to Iran that we are not going to attack them."

    The House passed a similar Iran sanctions bill last April, but that measure met opposition from the administration, which said it reduced the flexibility it needed to reach a diplomatic solution to Iran's uranium enrichment program and the threat that it was developing nuclear weapons. That proposal was defeated in the Senate.

    The revised version takes out one section that would have cut off aid to countries, such as Russia, investing in projects in Iran that could be linked to weapons proliferation. The legislation also in effect alters the Iran-Libya Sanctions Act of 10 years ago by taking away restrictions on Libya, which is now cooperating with the West in eliminating weapons of mass destruction.

    Iranian President Mahmoud Ahmadinejad on Thursday again rejected demands that Tehran suspend its uranium enrichment activities, repeating that Iran would continue pursuing nuclear energy for peaceful purposes.

      جورج بوش، رئيس جمهور آمريکا، مصوبه کنگره اين کشور برای تمديد يک ساله قانون تحريم تسليحاتی ايران را امضا و آن را قانونی کرده است.
      بنابر اين قانون هر فرد، شرکت يا مؤسسه ای که به نحوی در کمک به ايران در دستيابی به سلاحهای هسته ای، شيميايی يا ميکروبی نقش ايفا کند مورد تحريم دولت ايالات متحده قرار می گيرد.

      آقای بوش در بيانيه ای درباره اين مصوبه نوشت: "دولت من در جبهه های متعدد تلاش می کند به چالش هايی که رژيم ايران با دنبال کردن سلاح های کشتار جمعی، حمايت از تروريسم، کوشش برای بی ثبات کردن خاور ميانه و سرکوب حقوق بنيادی شهروندان ايرانی، برمی انگيزد رسيدگی کند."

      وی افزود: "ما در کنار متحدان خود درگير ديپلماسی فشرده ای هستيم و همچنين تدابيری مالی را برای مقابله با اقدامات رژيم ايران تدارک ديده ايم."

      وی در بيانيه خود از کنگره به خاطر تصويب "قانون حمايت از آزادی ايران" قدردانی کرد و گفت اين مصوبه حمايت آمريکا از مردم ايران در تلاش آنها برای ساختن جامعه ای عادلانه، آزاد و صلح آميز را تسهيل خواهد کرد.

      رئيس جمهور می تواند به تشخيص خود از اجرای اين قانون در مورد هر فرد، شرکت يا مؤسسه ای که بخواهد جلوگيری کند.

      اين طرح ابتدا روز پنجشنبه، 28 سپتامبر، در مجلس نمايندگان کنگره تصويب شد و روز شنبه به تصويب مجلس سنا رسيد و به رئيس جمهور ارجاع شد.

      گزارشها از مجلس سنا حاکی است که تمديد اين قانون هيچ مخالفی در اين مجلس نداشت و به همين دليل بدون بحث به رأی گذاشته شد و تصويب گرديد.
      پس از تصويب اين قانون در مجلس سنا، بيل فريست رئيس فراکسيون حزب جمهوريخواه در اين مجلس طی سخنانی گفت که اين قانون به دولت آمريکا امکان می دهد روسيه را که در طرحهای مربوط به انرژی در ايران مشارکت دارد به تحريم بين المللی ايران فرابخواند.

      اين در حالی است که در مجلس نمايندگان، برخی اعضا می گويند تحريم بين المللی ايران ابزار کارآمدی نخواهد بود و هيچ شواهدی وجود ندارد که نشان دهد کشورهايی که با ايران داد و ستد دارند به تحريم خواهند پيوست.

      کنگره آمريکا در ماه آوريل گذشته قانون مشابهی برای تحريم ايران از تصويب گذراند که با مخالفت دولت مواجه شد.

      تصويب آن قانون در شرايطی بود که فصل تازه ای از تلاش ديپلماتيک برای حل مسئله اتمی ايران آغاز شده بود و دولتمردان آمريکايی معتقد بودند تصويب قانون تحريم تازه ای عليه ايران می تواند به اين روند ديپلماتيک لطمه بزند.

      بدين ترتيب، قانون مزبور از تصويب مجلس سنا نگذشت و قانونی که اين بار موافقت هر دو مجلس کنگره و سنا را جلب کرده، نسخه اصلاح شده همان قانون است.

      تحريمهای آمريکا عليه ايران از سال 1979 آغاز شد که دانشجويان ايرانی سفارت آمريکا را در تهران به اشغال خود درآوردند و ديپلماتهای آن را به گروگان گرفتند.

      اين تحريمها در دو قانون جداگانه که يکی تحريم تجاری و ديگری تحريم تسليحاتی ايران را هدف قرار داده است به صورت يکساله تدوين شده اند و هر ساله بايد به تصويب مجلسين قانونگذاری آمريکا برسند.

        بر اساس اين گزارش، لايحه فوق تنها زمانى كه رييس*‏جمهور نشان دهد، تحريم براى منافع ملى حياتى است، به وى اجازه اين اقدام را مي*‏‏دهد.
        اين لايحه تحريم*‏هاى اقتصادى موجود عليه دولت ايران را تدوين كرده و بيان كرده است كه رييس*‏جمهور بايد 15 روز پيش از لغو هر يك از اين تحريم*‏ها، كنگره را مطلع كند.
        اين لايحه همچنين كمك به سازمان*‏هاى مستقل حامى دموكراسى و حقوق بشر را مجاز مي*‏كند.
        هدف كنگره از تصويب اين لايحه اين است كه آمريكا با دولت*‏هايى كه به برنامه هسته*‏اى ايران كمك مي*‏كنند يا تسيلحات و موشك به ايران منتقل مي*‏كنند، وارد توافق نشود.

          President Bush signs Iran sanctions bill

          President George W. Bush signed legislation on Saturday that would impose mandatory sanctions on entities that provide goods or services for Iran's weapons programs.

          The Senate passed the bill with no debate, two days after the House approved the measure following a debate over the wisdom of toughening unilateral sanctions on Tehran at the same time the United States was trying to work with its UN partners on a multinational approach to Iran's nuclear threat.

          The measure sanctions any entity that contributes to Iran's ability to acquire chemical, biological or nuclear weapons.

          In a statement Saturday, Bush said, "This legislation will codify US sanctions on Iran while providing my administration with flexibility to tailor those sanctions in appropriate circumstances and impose sanctions upon entities that aid the Iranian regime's development of nuclear weapons."

          Senate Majority Leader Bill Frist, a Republican, said in a statement that the action "strengthened one of our most important tools in the fight to keep nuclear weapons out of the mullahs' hands."

          He said it would encourage the administration to use all available leverage over Russia, a partner in Iranian energy projects, to gain Russian support for multilateral sanctions against Iran.

            US steps up sanctions pressure on Iran

            The US today added to the pressure for Iran to face international sanctions unless it suspends nuclear enrichment work.
            With US frustration mounting, the US secretary of state, Condoleezza Rice, told a news conference in Saudi Arabia there was no evidence Iran was going to suspend enrichment activities.

            "Should it not, " she warned, "then the only choice for the international community is to live up to the terms of resolution 1696 ... and that means to bring sanctions."

            Iran failed to suspend enrichment by the UN security council's August 31 deadline. But US calls for sanctions have run into resistance from some European states, as well as Russia and China.
            Ms Rice's comments came as the EU's foreign policy chief, Javier Solana, described the latest talks with Iran's top Iranian nuclear negotiator, Ali Larijani, as constructive, albeit without a breakthrough so far.

            "It was a conversation ... that was cordial and constructive," Mr Solana said of a telephone conversation with Mr Larijani late yesterday. "We still have some elements that need to be agreed. We will continue talking," he told reporters at an EU event in Finland.

            Asked about an Iranian proposal for France to monitor uranium enrichment on Iranian soil, Mr Solana said he and Mr Larijani had discussed the possibility but stressed that any such plan could only take shape during formal negotiations.

            "This is something we have to analyse in greater detail. It is an interesting thing but it is also difficult to put in place."

            The deputy head of Iran's atomic energy organisation, Mohammad Saeedi, has suggested that a French-led consortium could invest in Iran's atomic industry, thus enabling the group to monitor Tehran's work. But France gave the idea short shrift. "The Iranians have to suspend their [uranium] enrichment activities," the ministry's chief spokesman, Jean-Baptiste Mattei, told a news briefing.

            Iran insists its nuclear programme is peaceful. The Iranian president, Mahmoud Ahmadinejad, recently repeated that his country would not be deflected from its right to nuclear technology.

            Mr Solana is leading efforts to persuade Iran to suspend enrichment in return for a package of trade, political and technology incentives. He repeated that time for an accord was not "infinite", but insisted he was ready to continue talks.

            "There is no fixed timeline ... it is my obligation to exhaust all the possibilities," he said.

              Key powers to seek Iran sanctions

              The US and key EU powers will seek a fresh UN resolution imposing sanctions on Iran over its nuclear policy.
              The move comes after EU foreign policy chief Javier Solana concluded that Iran was not going to suspend uranium enrichment, said a senior UK official.

              "If Iranians don't suspend, then we go to the Security Council for sanctions," the US Secretary of State, Condoleezza Rice, said.

              Iran's president has ruled out the suspension of the nuclear programme.

              A top Iranian official has suggested that France monitor its nuclear programme by setting up a nuclear fuel consortium inside Iran.

              France said any proposals would have to be fed through Mr Solana. The US and the UK rejected the Iranian offer.

              Earlier resolution

              The UN Security Council demanded the suspension of uranium enrichment in a resolution passed on 31 July to enable talks about Iran's nuclear programme to be resumed.

              But Iran refused a 31 August deadline to do so.

              Since then, Mr Solana has had a number of meetings with Iran's top nuclear negotiator, Ali Larijani.


              Mohammad Saeedi's plan would still see uranium enriched in Iran
              He described the latest talks with Mr Larijani as "cordial and constructive".

              But he added: "We still have some elements that need to be agreed. We will continue talking."

              A senior official at the UK Foreign Office, however, said Mr Solana had submitted a report to the six major powers dealing with Iran's nuclear issue - the five permanent members of the UN Security Council, plus Germany.

              In his report, Mr Solana said that last week Mr Larijani had "made it clear that Iran is not prepared to resume suspension as required by the Security Council", the UK official said.

              The official said that, in accordance with resolution 1696 which threatened that sanctions might follow a refusal, measures that would be "incremental, proportionate and reversible" would be considered.

              Missile programmes

              The BBC News website's world affairs correspondent, Paul Reynolds, says the issue has now reached a new level.

              Any sanctions, our correspondent says, would be economic in nature and probably targeted in the first instance at Iran's nuclear and ballistic missile programmes, with possibly a ban on countries supplying Iran with critical parts.

              There might also travel and financial restrictions on Iranian officials involved in nuclear work, he adds.

              The British official said he did not think that the moves would trigger an oil shock in the markets.

              The deputy director of Iran's atomic energy agency, Mohammad Saeedi, told French radio that a solution to the nuclear issue could be a consortium with France to enrich uranium in Iran.

              "That way France... could control in a tangible way our enrichment activities," Mr Saeedi told France-Info.

              Mr Saeedi presented this as a new idea, but more than a year ago Iran's president suggested foreign companies should enter into joint ventures with Iran to develop its nuclear power industry, says the BBC's Tehran correspondent Frances Harrison.

              Iran has given out confusing and conflicting signals about how far it is willing to go in what many suspect may be a deliberate attempt to delay, she adds.

                UK to seek incremental sanctions against Tehran

                The British government signalled yesterday the latest round of negotiations with Iran had failed and that it will begin a push within the next fortnight for targeted UN sanctions against Tehran.
                Iran has threatened to retaliate if sanctions are imposed. But, crucially, neither Russia nor China, the veto-wielding members of the UN security council, have yet agreed to specific measures.

                The British official, talking to journalists in London on condition of anonymity, said Javiar Solana, the EU foreign policy chief, had at the weekend briefed the five permanent members of the security council - the US, Britain, France, China and Russia - plus Germany and reported that Iran had failed to suspend uranium enrichment as the UN had demanded.

                Mr Solana, on a visit to Finland yesterday, said a telephone call to Ali Larijani, Iran's leading nuclear negotiator, yesterday failed to produce any breakthrough.
                The British official said the foreign ministers had "agreed these steps should be incremental, they should be proportionate and they should be reversible if the Iranians do take the steps that are required of them".

                Iran has hinted that if sanctions are imposed, it would leave the nuclear non-proliferation treaty, which would mean UN inspectors would no longer be able to monitor Iran's nuclear programme, and that it might close the Straits of Hormuz, a move which would choke off most of the oil supply from the Gulf.

                But the official claimed Iranian threats were "exaggerated" and that the rise in Saudi oil production would help offset the drop in supply. The official added that Iran would have mastered the uranium enrichment technology within a year or two.

                The US secretary of state, Condoleeza Rice, is scheduled to be in Europe at the end of the week to discuss sanctions with Britain, France and Germany.

                Ms Rice said yesterday that the only choice for the international community was sanctions.

                Igor Ivanov, the Russian foreign minster, flew to Tehran yesterday to make a renewed attempt at finding a solution.

                  EU warns Iran 'time running out'

                  Time is running out for Iran to avoid UN sanctions over its nuclear policy, Europe's foreign policy chief says.
                  The UN Security Council has told Tehran to suspend enrichment, amid fears it is trying to build nuclear arms.

                  The EU's Javier Solana told the European Parliament that Iran had not done so, and must now decide if the time for talks "has come to an end."

                  Iran's President Mahmoud Ahmadinejad has ruled out ending enrichment and says its programme is for civilian use.

                  Mr Solana has had a number of meetings with Iran's top nuclear negotiator since Tehran refused a 31 August deadline from the UN to halt enrichment.

                  The US and key EU powers now say they will seek a fresh UN resolution imposing sanctions.

                  Mr Solana told parliament: "This dialogue I am maintaining cannot last forever.

                  "It is up to the Iranians now to decide whether this time has come to an end."

                  If that was the case, they would have to "follow the second track (a UN sanctions resolution)," he said.

                    LONDON (Reuters) - Russia said no ultimatum should be issued to Iran over its nuclear programme as ministers from six world powers began a meeting in London on Friday to discuss U.S. and British proposals for possible sanctions against Tehran.

                    The United States, backed by Britain, has suggested it is time to consider a U.N. Security Council resolution to impose sanctions after four months of talks between the EU and Tehran failed to yield an Iranian promise to halt atomic work.

                    But Russia and China, two of the six powers, agreed it was "absolutely unacceptable" to threaten force against Iran and that talk of ultimatums was counter-productive, Russian Deputy Foreign Minister Alexander Alexeyev was quoted as saying.

                    British Foreign Secretary Margaret Beckett said she was "not anticipating any major decisions" at Friday's ministerial-level meeting between Britain, China, France, Germany, Russia and the United States.

                    "The principal thing we are hoping for is a much clearer picture. What we want today is a full clear report from (European Union foreign policy chief) Javier (Solana) ... so we can all take stock of where we stand," Beckett told reporters.

                    Russian Foreign Minister Sergei Lavrov entered the meeting without talking to reporters about the standoff with Iran. Tehran says its nuclear programme is only for power generation but the West suspects it wants to make a nuclear bomb.

                    U.S. Secretary of State Condoleezza Rice was running late for the meeting because of a mechanical problem with her military aircraft and a U.S. State Department official said ministers were unlikely to reach a decision on Friday.

                    U.S. Undersecretary of State Nicholas Burns took Rice's place at the meeting until her arrival.

                      LONDON (Reuters) - Russia ruled out issuing any ultimatum to Iran as ministers from six world powers gathered in London on Friday to discuss U.S. and British proposals for possible sanctions over Tehran's nuclear program.

                      The United States, backed by Britain, has suggested it is time to consider a sanctions resolution after four months of talks between Tehran and the European Union failed to yield an Iranian promise to halt atomic work.

                      But Russia and China, two of the six countries, agree it is "absolutely unacceptable" to threaten force against Iran and talk of ultimatums was counter-productive, a Russian deputy minister was quoted as saying shortly before the meeting began.

                      U.S. Secretary of State Condoleezza Rice was running late for the meeting because of a mechanical problem with her military aircraft and a U.S. State Department official said ministers were unlikely to reach a decision on Friday.

                      In Washington, another State Department official lowered expectations for the meeting, predicting that at most British Foreign Secretary Margaret Beckett would say the countries would all move toward sanctions.

                      "I expect a draft resolution (on sanctions) will be circulated (at the U.N.) in the next week," said the official.

                      Talk of sanctions is likely to face resistance from Russia and China, which is sending its arms control director Zhang Yan to the meeting in place of Foreign Minister Li Zhaoxing.

                      "The positions of our two countries coincide that the use of force or the threat to use force is absolutely unacceptable," Interfax news agency quoted Russian Deputy Foreign Minister Alexander Alexeyev as saying when asked about Russian and Chinese policy on Iran.
                      "Talking to them (Tehran) in the language of ultimatums and attempts to force them into a corner are counter-productive," he added.

                      MORE TIME FOR DIPLOMACY

                      Some European countries also say diplomacy must be given more time.

                      Apart from Germany, the countries meeting in London are veto-wielding United Nations' Security Council members.

                      After four months of talks between European Union foreign policy chief Javier Solana and top Iranian nuclear negotiator Ali Larijani, Tehran says it will not stop its atomic work and has a right to nuclear technology.

                      Rice, Beckett and representatives from France, Germany, Russia and China had been due to gather for ministerial-level talks from 5:00 p.m. (1600 GMT). Solana will also be present.

                      U.S. Undersecretary of State Nicholas Burns would take Rice's place in the ministers' meeting until she arrived, the State Department official said. Rice was expected to arrive about one hour late.

                      A spokesman for the British Foreign Office, which said earlier this week that work was under way to start drafting a United Nations' resolution on sanctions, said the main aim of the meeting was to reach agreement on where to go next.

                      "This is an opportunity for all parties to meet face to face to assess where we've got to in discussions with Iran and see where we next have to go," he said.

                        Ms Beckett spoke after discussions between the five permanent UN Security Council members and Germany.

                        Despite fears it is developing nuclear arms, Iran says its aims are peaceful.

                        Russia and China favour diplomacy, not sanctions. UN debate on punitive action could start as early as next week.

                        'Time limited'

                        Ms Beckett said the six powers were "deeply disappointed that... Iran is not prepared to suspend its enrichment related and reprocessing activities as required by the IAEA [International Atomic Energy Agency] board and made mandatory in [UN] Security Council resolution 1696.


                        Iran's nuclear programme is popular with many in the country
                        "Accordingly we will now consult on measures under article 41 of Chapter 7 of the UN Charter as envisaged in that resolution."

                        Article 41 authorises the Security Council to apply non-military means, such as economic or diplomatic sanctions, "to give effect to its decisions".

                        EU foreign policy chief Javier Solana said earlier that "the door to negotiations is and will be always open", despite saying earlier this week that little progress had been made in his "endless hours" of talks with Tehran.

                        He said the issue could only be solved through negotiations, although talks could not go on forever.

                        The six nations - the UK, Russia, China, France, the US and Germany - had offered Iran a package of incentives in return for the suspension of its uranium enrichment programme.

                        Iran missed a 31 August UN Security Council deadline to stop work, after which the US agreed to allow Mr Solana to continue talks with Tehran.

                        But BBC diplomatic correspondent James Robbins says the major powers now seem to accept that Iran is not prepared to meet their demand for a halt.

                        'Extreme measures'

                        There are sharp differences between the six countries attending the meeting on what kind of sanctions to possibly impose on Iran.


                        Tehran says it will not give up its nuclear programme
                        The US and the UK favour immediate punitive sanctions, but in order to win over Russia and China, they are believed to be considering a series of low-level sanctions as a first step.

                        These would be what British officials describe as incremental, proportional and reversible.

                        They could include travel restrictions on Iranian officials and embargoes on missile and nuclear technology that could have dual civilian-military use.

                        But China and Russia have both said diplomacy is still the best way to achieve a solution.

                        On Thursday, Russian Foreign Minister Sergei Lavrov described sanctions as "extreme measures".

                        He said he would like to "see what extra possibilities exist to pursue multiparty diplomatic efforts".

                        Russia has built a nuclear power station in Iran and China relies on oil imports from the country.

                          رييس شبكه تحقيقات بيوتكنولوژى پزشكى با اشاره به اقدام اخير دولت آمريكا به تهديد دو شركت هندى و كوبايى به تحريم به دليل همكارى در زمينه بيوتكنولوژى با ايران و تلاش*هاى پنهان آمريكا براى قطع ارتباط شركت*هاى بزرگ بيوتكنولوژى اروپايى و آسيايى با ايران اظهار داشت: ترديدى نيست كه گام بعدى غرب تهديد صنعت بيوتكنولوژى ايران با توسل به حربه*هاى مشابه تهديدات اخير در زمينه فن*آورى هسته*اى است لذا بايد با هوشياري، توجه به راه حل هاى مناسب را از هم اكنون مدنظر قرار داد.

                          دكتر فريدون مهبودى با اشاره به اقدامات خصمانه غرب براى جلوگيرى از دستيابى ايران به توان استفاده از انرژى هسته*يى به ايسنا گفت: تعليق فعاليت در دستيابى به فن*آورى هسته*يى بيش از يك بهانه براى فشار بر ايران نيست. سياستمداران آمريكايى در يك حركت ناشيانه و بي*خردانه نشان دادند در وراى تمامى ادعاها آنچه آمريكا را مي*ترساند، پيشرفت*هاى علمى ايران بوده و حضور ايران به عنوان داعيه دار بخشى از بازار جهانى بدون شراكت سرمايه*داران آمريكا خطر اصلى احساس شده توسط سياستمداران و اقتصاد دانان آمريكايى است.

                          وى با اشاره به اين كه چندى پيش دو شركت هندى و كوبايى كه در زمينه*هاى اقتصادى و علمى بيوتكنولوژى با ايران همكارى داشتند، توسط آمريكا به تحريم تهديد شدند، خاطرنشان كرد: اين دو مركز جزو معدود موسساتى بودند كه تا به امروز در برابر پيشنهادهاى آمريكا از خود مقاومت نشان داده*اند چرا كه آمريكايي*ها به طور پنهانى با تمام شركت*هاى بزرگ اروپايى و آسيايى از جمله در چين، كره، ژاپن و روسيه نيز مذاكره و آنها را در صورت همكارى با ايران تهديد كرده*اند. در اين شرايط اگر مسوولان كشور در برابر خواست كشورهاى غربى مبنى بر توقف فعاليت در زمينه فن*آورى هسته*يى كوتاه آمده و شرايط آمريكا را بپذيرند، گام بعدى توقف صنعت بيوتكنولوژى است و آمريكا به بهانه*اى مشابه، تعطيلى تمام فعاليتهاى علمى ما را در اين زمينه خواستار خواهد شد.

                          دكتر مهبودى در گفت*و*گو با ايسنا تصريح كرد: در حركت اخير آمريكا در مورد عملى كردن تحريم عليه شركت*هاى هندي، روسى و كوبايى دو نكته مهم نهفته است اول اين كه بيوتكنولوژى دومين هدفى است كه پس از بحث انرژى هسته*يى توسط آمريكا نشانه خواهد رفت و دوم پذيرش اين واقعيت كه ايران در زمينه بيوتكنولوژى پيشرفت خوبى داشته و در آينده*اى نه چندان دور تهديدى براى غرب در به دست گرفتن سهمى از بازار منطقه خواهد بود.

                          قدرت*هاى غربي، تهديدهاى اقتصادى را بيش از تهديدهاى امنيتى جدى مي*گيرند چون در فلسفه آنها جان و وجود انسان*ها ابزارى براى رشد اقتصادى و كسب درآمد است و بدون شك هر جا بحث تهديد اقتصادى است، نيروهاى نظامى آنها حضور خواهند داشت.

                          عضو هيات علمى انستيتو پاستور ايران در پايان خاطرنشان كرد: در شرايطى كه غرب سرگرم بحث فن*آورى هسته*يى است و دنيا را سرگرم آن كرده، فرصت مناسبى است كه بيوتكنولوژى را دريابيم چرا كه ظرفيت كشور ما در اين زمينه بسيار زياد و امكان رشد آن فراهم است. از طرف ديگر اگر بتوانيم سرمايه*گذاران خارجى را در توليدات بيوتكنولوژى شراكت دهيم، منافع اقتصادى ديگر كشورها را به منافع خود گره زده*ايم و جبهه قوى ترى براى تهديدات آينده تشكيل خواهد شد.

                            كاندوليزا رايس وزير امور خارجه* آمريكا كه گفته می شود در سفر به خاورميانه موفق به تشكيل يك محور عربی عليه ايران شده است، پيش از ترك منطقه به روزنامه* آمريكايی وال استريت ژورنال گفت:

                            امريكا در دوبی با استفاده از طرح اطلاعاتی دهه 1930 عليه اتحاد شوروی وقت، بخشی را برای جمع*آوری اطلاعات تشكيل داده است و اكنون من كاملا می*توانم بگويم كه نگاه دقيق تری نسبت به ايران داريم. البته بايد سريع كار كنيم، درعين حال بايد زيرك باشيم. امكان قطع دسترسی ايران به كمك های خارجی را بايد عملی كنيم.

                            من فكر می*كنم اكنون نگرانی شديد نسبت به فعاليت های ايران جهانی شده و بويژه اروپائی ها خيلی نگران اند و به همين دليل نيز ديديد كه درجريان مذاكرات اخير – سولانا و لاريجانی- آنها زير بار مذاكره قبل از توقف غنی سازی نرفتند. در واقع آنها خود اولين كسانی بودند كه اين شرط را برای ايران تعيين كردند. در مورد چين و روسيه، البته وضع كمی متفاوت است. بويژه روس*ها نگران تحريم اند.

                              UNSC to take action on Iran sanctions

                              Members of the UN Security Council and Germany will begin a series of discussions this week aimed at putting together a UN resolution imposing sanctions on Iran if it does not adhere to international calls to halt uranium enrichment.

                              The members of "P5 plus Germany," as the group is referred to, agreed in their talks in London Friday on the need to move forward with sanctions against Iran following Teheran's rejection of demands to halt its nuclear program. At the same time, the group made it clear that the door was open for negotiations if Iran accepts the offer from Europe and the US of economic incentives in return for freezing enrichment.
                              Undersecretary of State Nicholas Burns, the US point man for the issue, said following the London talks that discussions on the new UN resolution would begin on Tuesday or Wednesday. Diplomats in the US said a final version would be presented to the Security Council by the end of the month.

                              Though the London meeting did not yield agreement on the sanctions to be imposed, sources in Washington said the final language would include a list of sanctions tailored to Iran's nuclear and missile activity.

                              The US is proposing several "baskets" of sanctions that would deal with specific violations of international treaties by the Iranian regime. One such basket would comprise sanctions for violations of the Missile Technology Control Regime.

                              Another is to address violations of the Nuclear Non-Proliferation Treaty by banning all commercial activity related to Iran's nuclear program.

                              Another part of the sanctions proposal will call for action against individuals directly involved in the nuclear program, both by freezing their bank accounts in international banks and by restricting their international travel.

                              The sanctions are meant to be imposed gradually, avoiding broad restrictions on Iran's regime or economy. According to diplomatic sources, this approach will help the US convince Russia and China to go ahead with a resolution while leaving room for strengthening the sanctions if Iran continues to reject the UN's demands.

                              The sources stressed that any resolution would include a waiting period of one month, which would give Iran an opportunity to comply before sanctions were implemented.

                              The US is also trying to convince moderate Arab countries to support diplomatic action against Iran's nuclear program. In her talks in the region last week, US Secretary of State Condoleezza Rice appealed to leaders of Gulf countries to support the efforts of the US and Europe, to pressure Iran, and to provide backing for international financial institutions that might lose business due to sanctions.

                                پس از آنكه مشخص شد كه مذاكرات ميان خاوير سولانا، ديپلمات ارشد اتحاديه*ى اروپا و على لاريجانى، دبير شورايعالى امنيت ملى ايران در مناقشه*ى اتمى شكست خورده است و ايران حاضر به تعليق غنى*سازى اورانيوم نيست*، نمايندگان پنج كشور عضو دائمى شوراى امنيت و آلمان در نشست روز جمعه ۶ اكتبر خود در لندن بر سر تحريم عليه ايران به توافق رسيدند.

                                در آستانه*ى دور گفتگوهاى* جديد پيرامون تحريم*هاى سازمان ملل عليه ايران، فرانك*والتر اشتاين*ماير، وزير امور خارجه*ى آلمان اعضاى شوراى امنيت را فراخواند در مناقشه*ى اتمى با ايران يكپارچگى خود را به نمايش گذارند، زيرا كه اين امر آزمونى است در اعتبار و باورمندى شوراى امنيت سازمان ملل متحد.

                                اشتاين*ماير در گفتگويى با خبرگزارى آلمان اظهار داشت: ?هيچكس مايل نيست مردم ايران را تحت فشار بگذارد، ولى رهبرى ايران بايد حس كند كه برنامه*ى اتمى*اش مورد حمايت جامعه*ى بين*الملل نيست.?

                                به گزارش خبرگزارى آلمان، وزير امور خارجه*ى آلمان افزود: ?وقت آن رسيده كه ما پيگير عمل كنيم و قاطعيت خود را به آزمون بگذاريم.? اشتاين*ماير در عين حال گفت كه اين به معناى پايان امكان مذاكرات با ايران نيست، زيرا به محض اينكه تهران نشان دهد كه حاضر به تعليق غنى*سازى است، جامعه*ى بين*الملل گفتگوها را بار ديگر از سر خواهد گرفت.

                                در حاليكه خاوير سولانا، نماينده*ى مذاكره*كننده با لاريجانى اين مذاكرات را شكست خورده مى*خواند، غلامعلى حداد عادل، رئيس مجلس شوراى اسلامى روز يكشنبه در نطق پيش از دستور مجلس از مثبت بودن مذاكرات ميان سولانا و لاريجانى سخن راند. به گزارش خبرگزارى ايسنا، حداد عادل افزود: ?اگر با تمام اين مقدمات باز هم صحبت از تهديد و تحريم به ميان بيايد معلوم مى**شود كه مسئله*ى هسته*اى براى بعضى از كشورها و قدرت*ها و خصوصا آمريكا بهانه*اى جز اعمال فشار بر ايران نيست.? رئيس مجلس شوراى اسلامى گفت كه ايران همچنان آماده*ى مذاكره است، ولى او از شرط اروپا و شوراى امنيت براى ادامه*ى مذاكرات، مبنى بر تعليق غنى*سازى سخنى به ميان نياورد.

                                خانم مارگارت بكت، وزير امور خارجه**ى بريتانيا در پى نشست روز جمعه*ى لندن بيانيه*ى مشترك گروه شش*گانه را قرائت كرد كه در آن از جمله آمده است: ?ما بشدت مأيوس هستيم از اينكه ايران به برنامه*ى غنى*سازى خود پايان نداده است.?

                                در مورد ميزان تحريم*ها و اقدامات تنبيهى عليه ايران هنوز تصميمى اتخاذ نشده است. به باور ديپلمات*هاى غربى، در شرايط كنونى دو كشور چين و روسيه با يك تحريم گسترده*ى اقتصادى موافقت نخواهند كرد. اشتاين*ماير در لندن اظهار داشت كه مذاكرات فعلى از اين پس بر اساس ماده*ى ۴۱ از فصل هفتم منشور سازمان ملل صورت خواهد گرفت و در شرايط فعلى اين به معناى اقدامات تنبيهى غيرنظامى خواهد بود. اين اقدامات مى*توانند محدوديت مناسبات اقتصادى، حمل و نقل و ارتباطات و نيز مناسبات ديپلماتيك را در برگيرند.

                                واكنش مقامات ايران
                                در شرايطى كه پنج كشور عضو دائمى شوراى امنيت و آلمان در آستانه**ى گفتگوهاى خود براى برقرارى تحريم عليه ايران هستند، مقامات تهران نسبت به جدى شدن اين تهديدها واكنش نشان دادند. محمود احمدى*نژاد، رئيس جمهورى اسلامى ايران در اين زمينه گفت كه منطق جمهورى اسلامى در معادلات جهانى، منطق مذاكره و تعامل عادلانه است. وى در ارتباط با مناقشه*ى اتمى ايران و تهديدها به تحريم عليه ايران گفت كه زبان تهديد و زور عليه ايران هيچ نتيجه*اى نخواهد داشت. از سوى ديگر سيد محمدعلى حسينى، سخنگوى جديد وزارت امور خارجه* نيز در واكنش به تحريم*ها گفت، تحريم شوراى امنيت عليه ايران را يك حربه*ى زنگ*زده مى*دانيم. وى* افزود، تعليق غنى*سازى اورانيوم از نظر ما كاملا رد شده است. بايد اشاره كرد كه جامعه*ى بين*الملل شرط مذاكره با ايران را تعليق غنى*سازى اورانيوم اعلام داشته است.
