The terrorists started it and once again Israel is forced to defend itself in order to just survive.

What would it be like if all your neighbors wanted to destroy you and your family? You would think, that according to the drive-by media that Israel attacked its neighbors and are a war mongering nation, when in fact it was their soldiers that were killed and kidnapped on Israel's own soil.

Everytime they give in to the terroists and give back teritory they gained the last time they were attacked they end up getting kicked in the teeth once again by the international community. All the while the UN stands by doing nothing, not even enforcing their own resolutions. Just fix the problem Israel. If your neighbors want to openly destroy you and preach this everyday in public then finish them off while you have the chance and before the holocaust round two becomes a reality. If you don't your enemy's certainly will some day.

As an expert on UN resolutions, perhaps you could enlighten us all on the resolutions against Israel that she has failed to respect?

      More facts for your readers:

      500+ Lebanese killed, 50 Israelis killed, a 10:1 ratio
Israel launched 21 strikes against a U.N. Outpost in Lebanon before destroying it and killing 4 peace keepers (apparently Israel shared your disdain for the U.N.)
Israel targeted 2 Red Cross ambulances, wounding 6 Red Cross volunteers

Made in USA .

This is my response to all mullah lovers and all the blind lovers of the west whose hate of one evil (mullahs) have pushed them to the arms of another one (west and Israel) or vice-versa. These people are the two sides of the same counterfeit coin. The unwise friend wannabes who never heisted to sell their conscience, nationality, identity or religion to the highest bidder.

These sorts of people have a short span of memory and never have the courage to look deep into any problem and find its real cause and roots, in case they might find something they do not like to admit or take responsibility for. They never take their own personal responsibility.

Like the Hezbollahis who are consumed by the obsession of going to heaven by becoming a martyr, where they would drink from rivers of honey and milk or shag virgins at will, the Westollahis dream of living in Hollywood movies, having many blond bimbos as their sex partners and loosing their identity by becoming an "equally accepted" western citizen. Well guys and girls dream on!!!!!

Both these types of people live in cloud coo-coo land and have no concept of the real world. They refuse to open their eyes and see what the followers and the leaders of their idol states or religion are doing to the rest of the world and what crimes they commit under the name of God or liberty

I can talk and talk about the conspiracies of the west, how they planed the Islamic fundamentalism and how they profited from it for two decades. I can point them to the confessions of people of Dr Bazargan and Mr Bani Sadr who where the co-conspirators of the west in all these. I can ask them to read the memoirs of General Huyser (an American) when he was planning this conspiracies in Iran I can even point them to the interviews of Mr Rafsanjani right after the McFarlane and Iran Contra affair but at the end of the day they would believe what they want to believe.

I can tell them about the foundation of Israel and Balfore Declaration and how it was forcefully and unjustly planted in the region just over 80 years ago or about the occupation and ethnic cleansing that was committed by Israeli Government and army in Lebanon, Egypt, Syria, Palestine or other countries in the Middle East. I can tell them about the 1967 war and all the UN resolutions that have been discarded by US and Israel. But they would come up with their own petty excuses. Well you know what? Any action of war crime and even holocaust had its army excusers.

The sad part is that these people really believe that the governments of west really give a damn about them or what is happening in their country. They think that after finishing with Lebanon and Iraq the west is going to stop and it would not be their turn next. They think that west is willing to pay them a fair price for their natural recourses such as oil, gas and coal or will let them prosper and benefit from their countries assets. Such childish dreams.

All I can do is to point them into the direction of truth but I cannot make them to accept it. I can tell them that until the last drop of our oil the west keeps conspiring and interfering in our affairs and after it all ran out then they will leave us to starve to death as they did with Africa. But do they accept? I seriously doubt it. After all one can take a mule to the water hole but cannot make it drink

It never fails to amaze that how often in order to appose one extreme view, people do not hesitate even for a moment to take an extreme stand themselves

Whenever I tried to reason with this type of people and point them to the flaws in their logic and argument, all I got back was personal insult and accusations, angry reaction and denial. Just like their Hezbollahi counterparts. I guess the only reason they do not get a gun to come and kill me or put me in prison is that they do not have the power to do so, other wise they are no different.

So I thought it might be worth it to explain my self once and for all, to these types of people.

The fact that I, and people like me resent western GOVERNMENTS (AND NOT THE PEOPLE) and their actions has noting to do with our agreement or disagreement with Islam, mullahs or the regime in Tehran and their partners.

We are against criminal activities by anyone. I wish you could get it through tick scull that raising objections to the inhuman policies of the government of Israel and the blind western support for it, could not and should not be interpreted to anti-Semitism.

May be in your puny racist mind .you regard Arabs or Palestinians and Lebanese as subhuman. But in our book they are equal members of human society who have the same right to choice of religion, freedom, economic prosper and security, as the Americans, Iranians or the Israelis and yes they have every right to defend themselves against a savage occupying army when ever applicable.

For us the right of a Palestinian Lebanese or African child is no less than the ones of his/her American, Iranian or European counterpart.

In our view a murderer is a murderer regardless of whether he is in a dirty turban sitting in a cave in Afghanistan or in an Armani suit sitting in the White House, and a bomb is a bomb regardless of it being carried by a suicide bomber or dropped from a ten million dollar airplane.

We refuse to close our eyes to over 400 years history of atrocity looting conspiracy and suppression by the west and their cronies in the region, and all the artificial glamour, Hollywood movies or pop singers and blond bimbos in the world cannot make us look the other way.

You might feel obligated to select between the West and Mullahs but we refuse to choose between two evil. In our eyes they are one and the same.

Looking back 27 years, we can clearly remember the western conspiracies that led to the Islamic revolution. We remember the unholy alliance between Osama Bin Laden and the CIA and yes we remember all those conventional and unconventional weapons that were sold by the west to Saddam Hussein in order to enable him to kill our people in an unprovoked attack. Even today we can see that when ever it suits their economical and political interest the west is prepared to look the other way and do not hesitate disregard all their slogans for the human right of people in the region, by putting aside their differences and making deals such as the Caspian sea oil pipeline with the mullahs or their like.

The fact that today they seem to be at each other troughs is merely relevant or of any significant comparing to their past illegitimate affairs.

You may believe that the "enemy of your enemy is a friend", but to us as we look back at their reputation and their misconducts of the past, they are just another enemy in disguise who will not hesitate to sell us round the next corner.

Unlike you, we do not think that our savoir is sitting at the White House and do not keep waggling our tail for a piece of their scrap left over.

It might be true in case of you people that your hate of the criminal mullahs has led you to a blind and indiscriminate hate of Islam and all Muslims around the world but it certainly is not where we stand.

As we chose to distinguish between the great religion of Judaism or a great nation (Jews) who gave the rest of the world a lesson in unity triumph and defiant, on one hand, and the criminal behaviours of the Israeli government or the illegitimacy of its foundation on the other. In the same way we chose to distinguish between the great religion of Islam which inspired our great poets and scholars such as Sa'di, Hafez Molavi, Abu Ali Sina and many others and is practiced by the majority of people of Iran, and the criminal behaviour of a few sell out mullahs and their cronies who are abusing Islam as their tool of suppression.

Although I am sure that it is beyond your level of comprehension but at least you should try to understand that skepticism and objection to the behaviour of criminals in Tel Aviv, Washington or London is by no mean the same as being anti-Semite or being the enemy or jealous of western people, their culture or achievements.

It might be your opinion to regard Muslims, Arabs or other people such as the Nation of Lebanon as unworthy sub humans who deserve what ever they get, but certainly it is not ours. We are the suns and daughters of Cyrus the Great who issued the first declaration of human right and hence we do regard every human life as precious and every person as deserving respect and a fair chance and opportunity to succeed and improve regardless of their nationality, race or religion.

You might choose to take a biased view and ignore all the crimes committed by one side and burry your head in sand while your bare *** is pointing high to the sky, wide open and ready to be taken by opportunists such as Bush, Blair, Olmert, Khamenei or Ahmadinejad, but we refuse participate in such humiliating and stupid behaviour. We see and condemn the crimes committed by both sides and also remember the scale of their crime as well and hold it to their face when they claim to be the champions of human right and liberty.

Finally with regard to the present situations in our beloved country although we hold both Mullahs and the west responsible for their crimes and conspiracies, but we do not forget our own responsibility as a nation for being naïve enough to let them succeed. Furthermore we do believe that our salvation would come from our own action when we start to correct our errors and work hard toward rebuilding our motherland and not from Washington, London or God's heaven.

But I guess at the end of the day all I can do is to tell you the truth the way it is. You can deny it you can turn it, you twist it, you can misinterpret it, you can even throw it back at my face but one thing that I assure you that you can not do is to change it or hide from it and in the end it will come back to get you right in the forehead, like a stray bullet, whether you like it or not.

A Liberal MP says Hezbollah should not be taken off Canada's terrorist list.

Boris Wrzesnewskyj was quoted in some newspapers as saying the group should be removed from the Federal Government's official list of terrorist organizations.

But the Toronto MP told Canadian Press that he does not think Hezbollah's terrorist status should change.

He says he takes issue with legislation that says a group on the list cannot be communicated with.

Wrzesnewskyj is one of three opposition MP's touring southern Lebanon on a fact-finding mission.

The group suggested Canada should be more open to talking with Hezbollah.

A New York man was arrested yesterday on charges that he conspired to support a terrorist group by providing U.S. residents with access to Hezbollah's satellite channel, al-Manar.

Javed Iqbal runs HDTV Corp., a Brooklyn-based company registered with the Federal Communications Commission that provides satellite television transmissions to cable operators, private companies, government organizations and individual customers.

According to an affidavit made public yesterday in U.S. District Court in New York, a paid FBI confidential informant told law enforcement officials in February that Iqbal's company was selling "satellite television service, including access to al-Manar broadcasts." The informant then had a recorded conversation during which Iqbal offered al-Manar broadcasts along with other Arab television stations.

The U.S. Treasury Department in March designated al-Manar a "global terrorist entity" and a media arm of the Hezbollah terrorist network. The designation froze al-Manar's assets in the United States and prohibited any transactions between Americans and al-Manar.

Iqbal's attorney, Mustapha Ndanusa, said yesterday that the accusations against his client are "completely ridiculous," according to the Associated Press. Ndanusa added that he is not aware of another instance in which someone was accused of violating U.S. laws by enabling access to a news outlet.

Donna Lieberman of the American Civil Liberties Union said she is "deeply troubled" that a television distributor is being prosecuted for the content of a broadcaster. Such a prosecution, she said, "raises serious First Amendment concerns." She said she thinks that the law under which Iqbal has been charged has a First Amendment exception for news communications.

Mark Dubowitz of the Coalition Against Terrorist Media (CATM), which is composed of Jewish, Christian, Muslim and secular organizations, said yesterday he is "saddened" that a U.S. resident was allegedly facilitating the transmission of al-Manar "but pleased that the U.S. is taking the necessary steps to ensure al-Manar's incitement to violence is stopped."

Al-Manar, he said, was placed on the terrorist list because it was used to incite violence, recruit people to a terrorist organization and raise funds for terrorist activities, including the provision of bank accounts where money should be sent.

On July 11, according to the affidavit, the FBI confidential informant arranged to have the satellite system installed in a New York City apartment that the bureau had wired for sound and video. Iqbal's technician installed the system, but the al-Manar channel came in scrambled.

The informant called twice in the ensuing week and during the second call Iqbal said he wanted to "check out the CI [confidential informant] to make sure the CI was not a spy," according to court documents.

In mid-August, the al-Manar channel at the apartment still was not fixed. When the informant called again on Aug. 17, Iqbal told him the Israeli bombing had disrupted al-Manar's transmissions. Iqbal also acknowledged that he was aware broadcasting of al-Manar was illegal in the United States, although he understood the government would make it legal again soon, according to the affidavit.

Michigan Seen as Home to Criminal Conspiracy to Fund Hezbollah.

While Rep. John Dingell, a Michigan Democrat, proclaimed himself neutral -- "I don't take sides for or against Hezbollah; I don't take sides for or against Israel," he said -- there appears to be problems of Hezbollah activities within his own backyard.

A Dearborn Heights MI, man pleaded guilty on Wednesday to charges of conspiracy to violate the Racketeer Influenced and Corrupt Organizations Act (RICO) and using illegally obtained funds to help finance the terrorist group Hezbollah.

Youssef Aoun Bakri, 36, pleaded guilty in federal court as he stood before US District Judge Gerald E. Rosen. The original indictment charged Bakri and other defendants with: operating a criminal enterprise to traffic in contraband cigarettes and counterfeit goods, producing counterfeit cigarette tax stamps, and laundering money.

Most troubling was the fact that some of the profits made from the illegal enterprise were given to Hezbollah, a designated foreign terrorist organization (DFTO), according to the indictment.

Bakri faces maximum penalties of 20 years in prison and a $250,000 fine. Two other defendants, Imad Majed Hamadeh, 51, of Dearborn Heights and Theodore Schenk, 73, of Miami Beach, Fla., have already entered guilty pleas to basically the same indictment.

"Fighting terrorism and keeping our citizens safe from its reach, is the Department of Justice's number-one priority. Raising money for designated terrorist organizations, like Hezbollah, is a serious crime which will be vigorously pursued in the Eastern District of Michigan,” US Attorney Stephen Murphy said.

"Together, we will use all of the legal tools available to us to disrupt criminal activity that funds terrorist organizations," he said.

According to Brian M. Moskowitz, special agent in charge of the Immigration & Customs Enforcement's Office of Investigations in Detroit, "ICE will continue to work with other law enforcement agencies to dismantle criminal organizations. Racketeering is a serious crime, and ICE will continue to investigate those who exploit our borders to facilitate their criminal enterprise."

The indictment charges that between 1996 and 2004, a group of individuals worked together in a criminal enterprise to traffic in contraband cigarettes, counterfeit Zigzag rolling papers (used for rolling marijuana cigarettes), and counterfeit Viagra; to produce counterfeit cigarette tax stamps; to transport stolen property; and to launder money.

The enterprise was international in scope and operated from Lebanon, Canada, China, Brazil, Paraguay and the United States.

Also named in the indictment and awaiting a January 7 trial dates are: Karim Hassan Nasser, 37, of Windsor, Ontario; Fadi Mohamad-Musbah Hammoud, 33, of Dearborn, Mich.; Majid Mohamad Hammoud, 39, of Dearborn Heights; Jihad Hammoud, 47, of Dearborn; Ali Najib Berjaoui, 39, of Dearborn; Mohammed Fawzi Zeidan, 41, of Canton, Mich.; and Adel Isak, 37, of Sterling Heights, Mich.

Others charged in the indictment, who are currently wanted as fugitives and believed to have left the United States are: Imad Mohamad-Musbah Hammoud, 37 of Lebanon, formerly of Dearborn; Hassan Ali Al-Mosawi, 49, of Lebanon; Hassan Hassan Nasser, 36, of Windsor, Ontario; Ali Ahmad Hammoud, 64, of Lebanon; Karim Hassan Abbas, 37, formerly of Dearborn; Hassan Mohamad Srour, 30, of Montreal, Quebec; Naji Hassan Alawie, 44, of Windsor, Ontario; and Abdel-Hamid Sinno, 52, of Montreal, Quebec.

US law enforcement is coordinating their efforts with the Canadian intelligence and security services and the Royal Canadian Mounted Police to capture the fugitives who escaped into Canada.

The indictment alleges that Imad Hammoud, along with his partner, Hassan Makki, ran a multimillion dollar a year contraband cigarette-trafficking organization headquartered in the Dearborn, Mich., area between 1996 and 2002.

Makki pleaded guilty in 2003 in federal district court in Detroit to racketeering and providing material support to Hezbollah. Some of the cigarettes were supplied to the organization by Mohamad Hammoud, who was convicted in 2002 in federal district court in Charlotte, NC, of, among other crimes, racketeering and providing material support to Hezbollah.

Makki and Mohamad Hammoud, who were not charged in the indictment, were identified as un-indicted coconspirators. They both are currently serving prison sentences in related cases for their activities in this matter.

The indictment charges that the group would obtain low-taxed or untaxed cigarettes in North Carolina and the Cattaraugus Indian Reservation in New York and bring them into Michigan and the State of New York for the purpose of evading tens of millions in state cigarette taxes. The enterprise obtained large profits by reselling the cigarettes at market prices in Michigan and New York. The enterprise sometimes used counterfeit tax stamps to make it appear as though state taxes had been paid.

The indictment additionally charges that portions of the profits made from the illegal enterprise were forwarded to Hezbollah. Some members of the enterprise charged a "Resistance Tax," a set amount over black-market price per carton of contraband cigarettes which their customers were told would be going to Hezbollah. Some members of the enterprise also solicited money from cigarette customers for the "orphans of martyrs" program run by Hezbollah in Southern Lebanon to support the families of persons killed in Hezbollah suicide attacks and other terrorist operations.

The US Secretary of State has designated Hezbollah a foreign terrorist organization. An entity may be designated as a foreign terrorist organization if the Secretary of State finds that: (1) the organization is a foreign organization; (2) the organization engages in terrorist activity; and (3) the terrorist activity of the organization threatens the security of US nationals or the national security of the United States.

The Federal Bureau of Investigation and the Intelligence Division of the New York City Police Department maintain that Hezbollah terrorist cells are deeply entrenched in the United States. One of Hezbollah's largest headquarters is located in Toronto, Canada, but they claims they are members of the political-wing of Hezbollah and not its military-wing.

Iran's mullahs hiding Hezbollah terrorist boss

Iran on Wednesday denied reports that Hezbollah leader Hassan Nasrallah was holed up in its Beirut embassy after at least two Israeli attempts to kill him in air raids.

"The foreign ministry spokesperson (Hamid Reza Asefi) denies the reports put about by the Zionist regime according to which Hezbollah leader Sayed Hassan Nasrallah is in the Iranian embassy," said a ministry statement carried by the official IRNA news agency.

"The Zionist regime, which is incapable of dealing with the determination of the Lebanese resistance, is putting about lies," the statement quoted Asefi as saying.

The Hezbollah leader resurfaced in a television broadcast earlier on Wednesday in which he threatened attacks into the heart of Israel.

Israeli army and public radio reported that some politicians and military commanders they did not identify believed Nasrallah might be in hiding in the Iranian embassy.

                    • Nasrallah sorry for scale of war

Hezbollah chief Sheikh Hassan Nasrallah has said he would not have ordered the capture of two Israeli soldiers if he had known it would lead to such a war.
"Had we known that the kidnapping of the soldiers would have led to this, we would definitely not have done it," he said in an interview on Lebanese TV.

He added that neither side was "heading towards a second round" of fighting.

More than 1,000 Lebanese died in the 34-day conflict which left much of southern Lebanon in ruins.

The Israeli offensive began after two Israeli soldiers were seized during a cross border raid by Hezbollah militants on 12 July.

                        • Hezbollah: Terrorist?
Instead of inaccurately dismissing the Hezbollah as "terrorists" and relying solely on military muscle, Israel and the US need to back negotiations that are rooted in a nuanced understanding of the force they are determined to destroy.
Now that guns have fallen silent in Lebanon and the hard part of maintaining peace has begun, it is time for Israel and the US to reconsider their view of Hezbollah. Hezbollah, or the Party of God, cannot be eliminated militarily, nor is Lebanon just another front in the war on terror, as US President George Bush tends to believe.

In the first place, Hezbollah is not just a militia or conventional army, but a social and political movement deeply rooted in its society, with a big constituency within the Lebanese Shia community that comprises about 40 percent of the country's 4 million people. Hezbollah organizes a welfare system providing schools, clinics, daycare centers and jobs to hundreds of thousands of poor Shia.

Equally important, Hezbollah provides the Shia community, historically disadvantaged and marginalized in Lebanon, a sense of identity and a source of pride. Israel’s military targeting of Shia will deepen feelings of victimization among Shiites and turn them – even further – against Israel and the West.

Liberal Shia were once vehemently critical of Hezbollah’s extremism. In conversations I had in Beirut in the last two weeks, I was surprised by liberal Shia’s defense of the radical organization against its critics. "This war is targeting all Shia, not just Hezbollah," a progressive Shia female journalist told me last week.

Second, Hezbollah is falsely portrayed by Israel and its friends in the US as a rotten tooth that can easily be plucked out – a terrorist organization that must be wiped out. In fact, Hezbollah is a pivotal political player on the Lebanese landscape. More than a million men and women vote for its candidates in elections. The radical organization is part of the Lebanese political landscape, and there is real dialogue to integrate Hezbollah paramilitary apparatus fully into the army and resolve its dual status.

Hezbollah has two ministers in the cabinet, 14 seats in Lebanon's 128-seat parliament, and a large base of support in the Muslim world.

Third, since the early 1980s Hezbollah has proved itself on the battlefield against Israeli military might. By 2000 it forced Israel to withdraw under fire from a small strip of land in southern Lebanon. This time, after more than three weeks of fighting, Hezbollah proved resilient.

The root causes of the Israeli-Hezbollah confrontation lie in the unresolved Arab-Israeli conflict and stalled peace process. It is unrealistic for Israel to think that it can destroy Hezbollah for good.

Hezbollah leaders made a monstrous miscalculation by kidnapping two Israel soldiers. At most, they had expected a couple days of armed s***mishes and aerial bombings in southern Lebanon but not the all-out war unleashed by Israel. The dominant sentiment was that Hezbollah was too powerful in Lebanon, and that Israel would not dare take the pro-Iranian revolutionary organization head on. Senior Hezbollah leaders subsequently acknowledged that they had not expected Israel to launch all-out war, according to deputy head of Hezbollah’s political bureau, Mahmoud Qomati.

By the third week, Israeli leaders had scaled down demands, recognizing the cost in setting the bar too high in the struggle. The leader of Hezbollah, Sayyed Hassan Nasrallah, speaking on the party’s TV station Al-Manar, reassured supporters that Israel has not made a "single military target" and insisted that he would not accept a "humiliating" settlement.

                          Comment

                          • Nasrallah, stern and wearing his trademark black headdress, warned Israel: "If you bomb our capital Beirut, we will bomb your capital – Tel Aviv." But he also offered an olive branch: "Any time you decide to stop your aggression on our villages and towns and cities and our civilians, we will not fire rockets on any Israeli settlement or city."

In terms of structure, organization and goals, Hezbollah resembles the Irish Republican Army. Above all, Hezbollah possesses a viable social constituency and has no fear of recruits drying up.

In fact, if Israel succeeds in killing the current generation of Hezbollah fighters, another generation would take its place, more militarized than the current one. There are no shortages of men willing to join the fight against Israel. "We will give our life to the

Sayyed [Nasrallah] at a moment’s notice" is a refrain I heard over and over from Shia teens in Lebanon.

Israel’s displacement of more than 1 million Lebanese people, most Shia, and the killing of more than 900 civilians guarantee an endless flow of recruits for years. Neither the US nor Israel pays adequate attention to this fact.

Another misunderstanding is that this is a proxy war against Iran and Syria. This is nonsense. Although armed and financed by Iran and Syria, Hezbollah has become more autonomous since Israel's 2000 withdrawal from Lebanon. Hezbollah, partially integrated into the Lebanese political landscape, could easily generate financial sources from within the country to carry on its social services.

Not only has the charismatic Nasrallah succeeded with an agenda inside Lebanon, he has made Hezbollah into the new vanguard of armed resistance to Israel and America in the eyes of tens of millions of Arabs and Muslims.

A long Israeli military campaign only weakens the democratically elected Lebanese government, making it less capable of expanding its sovereignty over the country. Far from weakening Hezbollah, Israel’s military onslaught increased the group’s popularity throughout the Muslim world.

A national poll conducted in Lebanon two weeks ago by the Beirut Center for Research and Information showed a sharp rise in support for Hezbollah since the Israeli invasion: 87 percent of respondents supported Hezbollah's military response, including 89 percent of Sunnis and 80 percent of Christians. Five months ago, just 58 percent supported Hezbollah’s right to remain armed. Also, 89 percent of the respondents said the US was not an honest broker, not responding positively to Lebanon's needs and concerns.

The carnage in Lebanon weakens pro-Western elements throughout the region. "The Arab people see Hezbollah as a hero because it is fighting Israel's aggression," said Jordan's King Abdullah II, a key US ally who initially blamed Hezbollah for provoking the crisis.

The ceasefire came just in time to prevent the collapse of the Lebanese government, let alone people’s suffering. The route to peace is not military defeat of Hezbollah – an impossible task – but to broker a comprehensive Arab-Israeli peace treaty and enable the Shia community to integrate within Lebanese institutions. As long as a large segment of the Shia community remains marginalized in Lebanon, Hezbollah's radical vision will prevail.

A consensus is emerging among the Lebanese political class that the status quo is no longer viable; the legitimate government must be the only agency possessing a monopoly on the use of force. Nasrallah recently hinted that the recent battle was the last that Hezbollah would fight, signaling that Hezbollah leadership could be willing to accept a political settlement that addresses its vital interests. Nasrallah also accepted the UN-declared ceasefire with reservation. In a televised announcement, Nasrallah said that his organization would abide by the ceasefire as long as Israeli troops stopped attacking and withdrew from southern Lebanon.

Instead of inaccurately dismissing the revolutionary organization as "terrorists" and relying solely on military muscle, Israel and the US need to back negotiations that are rooted in a nuanced understanding of the force they are determined to destroy. This entails a concerted effort by the international community, including the US, to assist Israel and its Arab neighbors in reaching a comprehensive historical settlement based on justice and security for all.

                            • U.N. Secretary-General Kofi Annan demanded Monday that Hezbollah turn over two captured Israeli soldiers to the international Red Cross, and that Israel lift its air and sea blockade of Lebanon.
Also Monday, Turkey's Cabinet voted to send peacekeepers to southern Lebanon, becoming the only Muslim country that has relations with Israel to propose deploying troops. Turkey's Parliament will convene later this week or early next week to debate becoming part of an expanded U.N. force.

Italy's Cabinet, meanwhile, approved sending 2,500 troops to take part in the expanded U.N. peacekeeping mission.

Visiting Beirut on the first leg of an 11-day Mideast tour, Annan said he was renewing his "call for the abducted soldiers to be free," and urged Hezbollah to transfer them to the Lebanese government "or a third party" under the auspices of the international Red Cross.

"We, the U.N., will be prepared to play a role if we are required to do so. And I offer our services," he said.

Lebanese Prime Minister Fuad Saniora led Annan on a tour of Beirut's southern suburbs, an area ravaged by Israeli airstrikes during the 34-day war. Hundreds of Lebanese shouted pro-Hezbollah slogans and booed him as he toured the rubble-strewn streets. The crowd mobbed Annan's heavily guarded motorcade, and security agents ran along both sides of the vehicles.

Annan urged Israel Monday to lift its blockade on Lebanon. "I'm working with them and a number of international partners to see to it that this is done," he said.

Israel has said a resolution of the conflict must include the release of the two soldiers captured by Hezbollah militants in a cross-border raid that triggered the conflict last month.

"So long as this issue with the two soldiers is not solved, the whole thing is of little significance," Foreign Minister Tzipi Livni said in Germany. "Our sovereignty has been infringed and if this resolution does not make that good, then we still have this problem."

France, saying the European Union did not do enough to end the "devastating" conflict, urged Israel to lift its air and sea blockade of Lebanon, which has kept out all but a trickle of supplies.

Annan met with Mohammed Fneish, one of two Hezbollah ministers in Saniora's Cabinet, in the first direct contact with the guerrilla group during the U.N. chief's Lebanon visit.

Annan also met separately with Saniora and Parliament Speaker Nabih Berri, who serves as Hezbollah's de facto negotiator. The secretary-general said the Lebanese government assured him it would "faithfully" implement the cease-fire resolution.

"We have a chance now to have a long-term cease-fire and a long-term peace (in Lebanon), and we all need to work together and this is the purpose of my visit here," Annan said.

But Annan cautioned that the road ahead would be long, and pledged the international community's support.

"There is lots of work to be done. We are now entering the stage of recovery and reconstruction," he said. "I assured Speaker Berri that the U.N. and international community will want to work very, very intensively with the parties to ensure that they do implement the resolution to the fullest, and that we have long-term peace in this region."

Annan also was expected to visit Israel, and Hezbollah's main supporters, Syria and Iran, during his 11-day tour.

The resolution ended 34 days of fighting between Hezbollah and Israeli forces on Aug. 14. It calls for deployment of 15,000 peacekeepers in southern Lebanon and an equal number of Lebanese troops to patrol the border region when Israel withdraws.

The Italian government on Monday also approved a $38.4 million aid package for Lebanon, and authorized spending for the peacekeeping mission of $239.1 million until Dec. 31.

Earlier Monday, the Defense Ministry said a naval task force was already being assembled to transport to Lebanon some 1,000 troops, including marines and engineering corps specialists.

The task force, led by the Giuseppe Garibaldi aircraft carrier, is scheduled to set sail Tuesday from a southern Italian port and reach the Lebanese coast on Friday.

On Friday, the European Union pledged 6,900 troops — the core of the proposed 15,000-member force.

The United States, the European Union and Israel also were pressing for peacekeepers from Turkey, the only Muslim member of NATO, and a country with close ties to Israel and Arab countries. A growing number of Turks, though, oppose sending troops who could face danger and be seen as supporting Israel against fellow Muslims.

"In principle, we've decided to join the U.N. peacekeeping mission," government spokesman Cemil Cicek said. "We will call on the parliament to meet in the shortest time."

Cicek added that it was "out of the question for the mission to be directly responsible for disarming Hezbollah. Turkey won't be part of such an effort. We've made that clear, so there is no point of us hesitating."

Turkish President Ahmet Necdet Sezer, who holds a ceremonial post but wields considerable influence in the country, came out strongly against the deployment on Friday, saying it was not Turkey's "responsibility to protect the interests of other countries."

Turkey ruled Lebanon for 400 years during the Ottoman Empire and many Turkish officials want their country to have a say in an area that they regard as their country's backyard.

The large Armenian population in Lebanon has loudly protested Turkish involvement. Armenians say up to 1.5 million Armenians died or were killed over several years during World War I as part of a genocidal campaign to force them out of eastern Turkey.

In Germany, which has mediated past prisoner exchanges between Hezbollah and Israel, German deputy foreign minister Gernot Erler told ZDF television that a meeting between Livni and German intelligence chief Ernst Uhrlau would include discussion of efforts to get the Israeli soldiers released.

"It is well known that Germany has possibilities ... to help free these captured and kidnapped Israeli soldiers," Erler said. "There are also earlier cases and experiences that we can use."

Foreign Minister Frank-Walter Steinmeier denied that German officials were already making contacts to free them.

"There has been no request either from the Israeli or the Lebanese side," he added.
