On May 14, the Iranian government arrested six prominent Bahai leaders and accused them of "endangering national security." The timing of the arrests has led some to speculate that the Iranian government is trying to link these leaders to the April explosion at a religious center in Shiraz that killed fourteen people. Considering Iran's clerical establishment believes the existence of religious minorities undermines official Shiite orthodoxy, these latest arrests are just another black mark on Iran's long and dismal record of protecting individual human rights and religious freedom.
Bahais: A Threat to Shiite Orthodoxy
Unlike Zoroastrianism, Judaism, and Christianity, Bahaism emerged after Islam and claims to supercede the Shiite faith. A centerpiece of Shiism is the belief in the Twelfth (or Hidden) Imam, a descendent of Ali who is said to reappear at the end of days. The Bahai religion originated from Ali Muhammad Shirazi (1819-1850), who claimed to be the gateway to the Hidden Imam and then later proceeded to declare himself the Imam. By claiming to be this important religious figure, he challenged not only the clerical establishment but also the official interpretation of the sacred texts. Although the Bahai faith explicitly asks its worshipers not to participate into political activities, Persia's leaders at that time (the Qajar kings) viewed Shirazi's claims as a challenge to the legitimacy of the state, in so far as the king was the head of a Shiite country. Later on, the Pahlavi dynasty resisted clerical pressure to make anti-Bahaism official government policy.
After the Iranian revolution in 1979 however, that policy went into effect since the clerics saw the Bahai faith as a denial of their legitimacy. In the Islamic Republic's constitution, the state does not recognize Bahaism as a religion and forbids its members to publicly hold ceremonies and rituals. At the time of the revolution, dozens of Bahais were lynched and many were arrested. Bahais are not permitted to study at universities or work in government. Even in the private sector, there are many official and unofficial restrictions that make life difficult for Bahais.
Apocalyptic President Pressures Bahais
Bahais were generally tolerated during the 1997-2005 presidency of Muhammad Khatami, as a few of them obtained permission to study at officially recognized universities instead of clandestine Bahai training programs. But since Mahmoud Ahmadinezhad became president in 2005, the government has increased pressure on the group, expelling Bahais from universities and removing them from certain positions. In March 2006, the UN Special Rapporteur on Freedom of Religion or Belief expressed concern about an October 2005 letter instructing various government agencies to identify and collect information about Iranian Bahais.
The Ahmadinezhad government argues that according to the constitution, Bahaism is not recognized and therefore is not protected in Iran. The president's tougher stance toward Bahais is probably also motivated by his apocalyptic views and his special attachment to the idea of the Hidden Imam. Ahmadinezhad, who believes that his government is under the supervision of the Hidden Imam, cannot tolerate a religion that denies the Imam's existence, even as the Bahais keep out of politics. On May 23, Sayyed Ahmad Alam al-Hoda, the Friday prayer leader in Mashhad and a supporter of Ahmadinezhad, stated that "Bahaism is neither a religion nor a thought. How we can accept that these Israeli soldiers [meaning Bahais, whose headquarters is in Haifa, Israel] who have the blood of a million men on their hands, be free in our country...and commit any kind of crime."
Other Groups Facing Discrimination and Violence
Other religious minorities, such as the Sufis and Dervishes (ascetics known for their extreme poverty and austerity), have suffered under the Islamic Republic as well. Sufism -- of which there are both Shiite and Sunni variations -- has an esoteric interpretation of Islam. Followers of Sufism usually oppose institutionalized Islam and thus have often been persecuted by Iranian clerics. Sufis and Dervishes, like Bahais, avoid political activities, an outlook that comes from the heart of their religious creeds. But the Iranian government sees these two minorities as a threat not because of their political activities but because of their very existence.
The Islamic Republic has never admitted that anti-Sufism is official policy. However, in the ministry of intelligence, there is a special department that gathers information about sect members. Since Ahmadinezhad came to power, the government has intensified pressure on both groups. In November 2007, Iranian police destroyed the Sufi religious center in Lorestan province and arrested dozens of Dervishes, and in February 2006, police destroyed the Dervish center in Qom. During the operation, in which hundreds were injured, the police arrested more than a thousand Dervishes and expelled their leader from the city.
In general, all non-Shiite religious minorities and non-mainstream Shiites suffer varying degrees of official and unofficial discrimination in education, employment, and housing. This is true even with mainstream Sunnis. Although there are hundreds of thousands of Sunnis living in Tehran, the government has consistently blocked their plans to build a mosque there. The government went so far as to break up Sunni prayer meetings held in public parks, and even harassed Sunnis who went to the grounds of the Pakistani embassy to pray.
Dangerous Step in Pressing Religious Minorities
On May 20, Gholam Hossein Elham, an Iranian government spokesman, stated that the recent arrest of the six Bahai leaders was for security reasons, and not their religious beliefs. He said they associated with "foreigners, especially Zionists" and were working "against the country's interests." Although the government has not made the allegation directly, some observers said the arrests are part of a government effort to link the Bahai leaders to the April 13 explosion in Shiraz that killed fourteen and injured nearly two hundred. After first denying that the explosion was a bomb attack, officials in early May reversed themselves and said the terrorist attack was carried out by "royalists" with links to the United States and the United Kingdom. A few days later, ministry of intelligence officers arrested the Bahai leaders.
Conclusion
The Islamic Republic's use of national security concerns is just the latest form of persecution against religious minorities. Perhaps Iranian leaders believe this will allow them to deflect pressure from international human rights organizations for violating freedom of religion. Nevertheless, the Iranian government's attitude toward religious minorities, whether they are small but recognized religious sects (Sufis and Dervishes) or officially unrecognized religions (Bahaism), must be seen as a fundamental criterion in evaluating human rights and freedom of religion in Iran.

فتوای اخیر آیت*الله منتظری در*باره حقوق شهروندی بهاییان، در فضای ذهنی *فقهای شیعی، یک گام به پیش محسوب می*شود. ایشان می*فرمایند: «فرقه*ی بهاییت، چون دارای کتاب آسمانی همچون یهودیان، مسیحیان و زرتشتیان نیستند، در قانون اساسی جزو اقلیت*های مذهبی شمرده نشده*اند. ولی از آن جهت که اهل این کشور هستند حق آب و گل دارند، و از حقوق شهروندی برخوردار می*باشند، همچنین باید از رافت اسلامی که مورد تاکید قرآن و اولیای دین است بهره*مند باشند.»
*این فتوا یک بار دیگر فرصت* لازم برای نقد نگرش و رفتار ایرانیان، مراجع تقلید*، فقها، روحانیون، روشنفکران دینی *و دولت جمهوری اسلامی با بهاییان را به آزادی*خواهان و حق*مداران می*دهد. همین فتوا، به خودی خود، از مظالم تأسف*باری حکایت می*کند (محرومیت از تحصیل، محرومیت از مشاغل دولتی، محرومیت از برگزاری مراسم دینی، حبس و زندان، فشار جهت توبه، قتل. دو نمونه زیر قابل توجه است. یک- جمال*زاده در کتاب سر و ته یک کرباس می*گوید در ایام کودکی وقتی در بازار اصفهان رد می*شدیم، یک دفعه می دیدیم که فریاد* می*زنند: بابی- بابی*. بعد یک ظرف نفت بر سر طرف می*ریختند و او را آتش می*زدند. دو- سر*ِ خانم سالخورده*ای را که خواهر یکی از روشنفکران بنام کشور است، در ابتدای انقلاب به بهانه*ی بهایی بودن، از بدنش جدا کردند.)
*اگر نگاه نادرست و غیر عقلانی*، و رفتار غیر*اخلاقی و غیر*انسانی* وجود نداشت، نه صدور چنین فتوایی ضرورت می*یافت،* نه *صدور این فتوا از سوی اعلم و افقه فقهای شیعه، شجاعانه تلقی می*شد. شجاعانه بودن فتوای آیت*الله منتظری به چشم کسی می*آید که از فضای فکری مراجع تقلید شیعیان مطلع باشد.
مراجع تقلید، بهاییت را فرقه ضاله*ای که باید نابود شود، معرفی می*کنند. به عنوان نمونه، آقای خمینی در یکی از موارد، در*باره آن*ها می*نویسد: «یک گرفتاری بسیار بزرگی که خطر عظیم بنیان*کن در پیش دارد، العیاذ بالله تعالی، قضیه نفوذ فرقه ضاله بهاییت است که در غالب تشکیلات، علی المحکی و المعروف، نفوذ دارند و روز به روز دامنه*دارتر می*شود و من نمی*دانم عاقبت کار این*ها به کجا ختم می*شود و من احتمال می*دهم آن*ها به همین زودی شروع به کار کند، به طور علن و با غفلت مسلمین ایجاد فتنه و خطر عظیم نمایند. پیام*های شدیدی اینجانب به اولیای امور در این امر دادم و از طرف آنها انکار بلیغ شده است، لکن اطمینان نمی*شود پیدا کرد.
حقیر در فکر هستم که بلکه به*طوری بتوانیم از توسعه نفوذ آن*ها بکاهیم.»1
فتوای آیت*الله منتظری شجاعانه است، اگر به مکتوبات جریان روشنفکری دینی نگریسته شود. اگر برخوردهای سرکوبگرانه*ی رژیم جمهوری اسلامی با بهاییان را بتوان نادیده گرفت، اگر نگاه حوزه*های دینی شیعی به بهاییان را بتوان نادیده گرفت، سکوت معنادار بسیاری از روشنفکران دینی نسبت به بهاییان را نمی*توان نادیده گرفت.
روشنفکران دینی در خصوص حقوق بشر بسیار سخن گفته و می*گویند. ولی در خصوص یکی از مهم*ترین موارد نقض حقوق بشر در ایران سکوت اختیار کرده*اند. اعتراض به ستم*هایی که به بهاییان می*شود و دفاع از حقوق اساسی آن*ها، وظیفه*ی روشنفکری دینی است.*2
در حاشیه*ی *فتوای نماد مقاومت و مبارزه و پاکی، به عنوان یک مسلمان شیعه ( شیعه*ی غیر*غالی کثرت*گرا)، چند نکته را بیان می*دارم:
۱- فرقه ضاله بهائیت: انحصارگرا آیین خود را حقیقت مطلق، هدایت و سعادت می*داند و دیگر آیین*ها را باطل، گمراهی و شقاوت به شمار می*آورد. انحصارگرایان معتقدند که رستگاری*، رهایی، کمال، یا هر چیز دیگر که هدف نهایی دین تلقی می*شود، منحصراً در دین آنها وجود دارد و تنها از طریق دین آنها به دست می آید. چون انحصارگرایان تمام ادیان چنین رویکردی دارند، وقتی همه ی انحصارگرایان در نظر گرفته شوند، تمام ادیان*، باطل و گمراهی و شقاوت محسوب خواهند شد. از موضع انحصارگرایی، بهائیت همان*قدر «فرقه*ی ضاله» است که دیگر ادیان.
یعنی وقتی انحصارگرایان بهائیت را فرقه*ی ضاله معرفی می*کنند، بهائیان انحصارگرا هم متهم*کنندگان را فرقه*ی ضاله به شمار می*آورند. این حکم *در خصوص مسیحیان، یهودیان و مسلمان*ها (شیعه و سنی) هم صادق است. هر مسلمانی وقتی می*خواهد بهائیان را متهم به ضلالت کند، بهتر است پیش از آن این کلام کیر*گگور را با صدای بلند به اطلاع همگان برساند:
«من مسیحی [در این*جا دیندار] نیستم، و بدبختانه می*توانم آشکار کنم که دیگران هم مسیحی [دیندار] نیستند- در واقع آشکار کنم که حتی از من هم کمتر مسیحی [دیندار] هستند. علتش این است که آن*ها خیال می*کنند مسیحی [دیندار] هستند، یا به دروغ می*گویند مسیحی[دیندار] هستند... من خودم را مسیحی [دیندار] نمی*خوانم (تا آرمان مسیحی بودن[دیندار بودن] را لکه دار نکنم)، اما می*توانم آشکار کنم که دیگران اصلاً مسیحی [دیندار] نیستند.»3
البته متواضعانه و عقلانی*تر از سخن کیر گگور این است که هر کس *خود را بی*دین*تر از دیگران و هدایت نایافته تر از دیگران بخواند تا فضای صلح، گفت و گو و آموختن از یکدیگر باز شود. بهایی همانقدر انسان است، که مسلمان. اثبات عقلی باورهای دینی یهودیان، مسیحیان، *مسلمان*ها، بهائیان و*... اگر محال نباشد، بسیار دشوار است.
از این جهت، تفاوت چندانی بین ادیان و مذاهب مختلف وجود ندارد. ضمن آن*که بی*دلیلی،* فرد*، گروه یا آئینی را مستحق اهانت و سرکوب نمی*کند. چه چیز جز خود خواهی اجازه می*دهد که خود و هم*کیشان خود را هدایت یافته و بهشتی، و دیگری را گمراه و جهنمی بخوانیم؟ چگونه و با چه روشی می*توان اثبات کرد که ما برحقیم (تمام باورهای *ما حقیقت مسلم است) و دیگری، مثلاً بهائیان، باطل است (یعنی باورهایشان کذب محض است)؟
ذکر یک نکته بسیار مهم است. نوشتار حاضر از دو زاویه*ی خاص (به شرح زیر) به مساله*ی بهائیت نمی*نگرد، بلکه از یک منظر ویژه وارد این مساله شده است:
۱-۱- *ما وارد نزاع*های تاریخی در خصوص پیدایش ادیان و مذاهب و فرق مختلف و نقش قدرت*های سیاسی در تولید و تثبیت آن*ها نمی*شویم. برای این*که: الف- همه*ی ادیان و مذاهب و فرق چنین اتهام*هایی به یکدیگر وارد می*آورند*، ب- یک آیین پرستش و نظام باور را نمی*توان به توطئه*ی گروهی توطئه*گر فروکاست.
مگر سنی*های سلفی* شیعه را ساخته ی یهودیان- عبدالله ابن سبأ- نمی*دانند؟ و مگر علامه عسگری در دوجلد کتاب، به این شبهه پاسخ نگفته است؟ مگر روزنامه القبس کویت به*تازگی *اعلام نکرده است که: ۷۰ درصد شیعیان ایرانی نمی*توانند قرآن را خوب بخوانند، ۹۰ درصد ایرانیان هم *معانی قرآن را نمی*فهمند؟4
*شیعه*ای که از طرف اکثریت مسلمین* با اتهام دست ساخته*ی یهودی بودن و قرآن ناشناسی روبروست، بهائیت را دست ساخته*ی استعمار و صهیونیسم معرفی می*کند. آقای خامنه*ای اخیراً در یک سخنرانی در اشاره به بهائیت می*گوید: «سازمان هایی که اسمش دین است، باطنش سازمان سیاسی است»5.
بهائیان برعکس مسلمین که دین خود را سیاسی*ترین دین معرفی می*کنند (دیانت ما عین سیاست ماست)، دین خود را غیر*سیاسی معرفی می*کنند. اگر سیاسی بودن یک آیین، عیب آن آیین باشد، مسلمان*ها نباید اسلام را دین سیاسی بنامند. ولی روشن است که منظور *آقای خامنه*ای از سیاسی بودن باطن بهائیت، این است که بهائیت چیزی جز برساخته*ای استعماری- صهیونیستی* نیست.
۲-۱- ما وارد این بحث کلامی هم نمی*شویم که چه کسی (دینی) بر حق و چه کسی (دینی) ناحق است؟ یهودیان دین خود را برحق و بقیه*ی ادیان را باطل تلقی می*کنند. این حکم درباره*ی مسیحیان و مسلمان*ها و*... هم صادق است. تاکنون هیچ دین و آئینی نتوانسته است حقانیت خویش و بطلان بقیه را با برهان اثبات کند. در پایان کار حق و ناحق روشن خواهد شد.
فقط انسان انحصار*گراست که دین *خود را برحق و دین دیگران را ناحق به*شمار می*آورد. اما انسان کثرت*گرا، با فهم این واقعیت که *بحث های کلامی برای غلبه*ی یک دین بر ادیان دیگر به نتیجه نرسیده و پیروان ادیان مختلف هر چه دلیل و استدلال داشته*اند علیه یکدیگر بکار برده اند و نتیجه*ای حاصل نگردیده (تکافوی ادله)؛ برای هر دینی حظی از حقیقت قائل است و تمام ادیان و مذاهب و فرق را راه*های متفاوت *به سوی خدا و سعادت به*شمار می*آورد. از منظر کثرت*گرایی دینی، مدعیات ادیان، توصیف کما*بیش دقیق یک حقیقت واحدند.
هیچ*یکدام از مراجع تقلید و فقهای ما، پلورالیست نبوده*اند و نیستند. برخی از آنان حداکثر تا شمول*گرایی جلو آمده *و شمول*گرایی*شان فقط شامل یهودیت و مسیحیت می*شود6
اما حتی فقهای شمول*گرا هم برای بهائیت هیچ حظی از حقیقت و سعادت و هدایت قائل نیستند. از نظر آنان*، بهائیت کذب محض است و اصلاً دین به شمار نمی*رود.
به عنوان نمونه، آیت*الله منتظری یهودیان و مسیحیان را کافر ذمی و بهائیان را کافر معاهد به شمار می*آورند. می فرمایند: «این فرقه جزو کفار محسوب می*شوند، اما کافر حربی نیستند و کافر ذمی هم نیستند. چون کتاب آسمانی*شان نه تورات است، نه انجیل است و نه زبور. *اما (بهائیان) کافر معاهد یا مستأمنند، به این معنی که در امان و عهد حاکمیت اسلامی*اند و مادامی که فعالیتی علیه حاکمیت اسلامی انجام ندهند، از حقوق شهروندی برخوردارند. چون به هر حال حق آب و گل دارند، مالیات می پردازند و غیره.»
فتوای آقای خمینی را پیش از این از نظر گذراندیم. فتوای* آیت*الله بروجردی درباره بهائیان به قرار زیر است: «لازم است مسلمین با این فرقه معاشرت، مخالطه و معامله را ترک کنند، فقط از مسلمین تقاضا دارم آرامش و حفظ انتظام را از دست ندهند.» فتوای* آیت*الله گلپایگانی به قرار ذیل است: «مخالطه با این طایفه ضالّه مضلّه حرام است.»
همان*گونه که مشاهده شد، مسلمان*های انحصارگرا، بهائیت را آئینی ناحق بشمار می*آورند، همان*طور که *بهائیان اسلام را شریعت منسوخ و ناحق به شمار می*آورند. اگر مباحث پایان ناپذیر و توافق ناکردنی* کلامی – فلسفی نادیده گرفته شود ، تنها چیزی که باقی خواهد ماند، تفاوت چند میلیونی تعداد پیروان تشیع و بهائیت* است.
گمان نمی*کنم شیعیان، اقلیت و اکثریت بودن را مبنای حق و باطل بودن به شمار آورند. برای این*که شیعیان در مقابل اکثریت سنیان*، اقلیتی بیش نیستند. مسلمین هم در مقابل مسیحیان اقلیت محسوب می*شوند.
*بدین ترتیب، انحصار*گرایان هم اگر خواهان زندگی صلح*آمیز باشند*، چاره*ای جز پذیرش «حق ناحق بودن» ندارند. به تعبیر دیگر، *می*توان خود را حق و دیگری را باطل* به شمار آورد و در عین حال برای زندگی صلح*آمیز، *دیگری باطل (ناحق) را تحمل کرد.
۳-۱- مسأله*ی ما، دفاع از حقوق همه*ی آدمیان به عنوان انسان است. به فرض آن*که اثبات شود آیینی ناحق است، از موضع حقوق بشر، «ناحق بودن» خود یک حق است. حتی اگر اثبات شود آئینی ناحق است، فعال حقوق بشر، از حق نا*حق بودن هم دفاع خواهد کرد.
بدین ترتیب، ما بدون آن*که خود را درگیر مباحث تاریخی- کلامی کنیم، از حقوق پیروان تمام ادیان، و بهائیان، دفاع می*کنیم. داوری در خصوص صدق و کذب باورهای بهائیان، کار فیلسوفان و متکلمان است، داوری در خصوص تاریخچه*ی تکوین بهائیت کار مورخان است، اما دفاع از حقوق شهروندی بهائیان، وظیفه*ی همه ی آدمیان است.

Iran's Ebadi lodges complaint over Bahai claim
Nobel peace laureate Shirin Ebadi said on Monday she has lodged a complaint against Iran's official news agency IRNA over an article claiming that her daughter had converted to the banned Bahai faith.
"My daughter and I have lodged a complaint to the court against IRNA, the writer of the article and the newspapers which picked it up," the Iranian human rights lawyer told a news conference.
Ebadi and her daughter Narges Tavasolian have denied the August 6 report which quoted an "informed source" as saying that Tavasolian had converted from Islam to the Bahai faith a year ago.
The allegation is a serious one in Iran. Not only is the Bahai faith outlawed but any conversion from Islam is regarded as apostasy, an offence punishable by death.
Ebadi accused the state news agency of "spreading lies, insults and defamation."
She said the allegation against her daughter was connected to her decision to defend seven Bahais arrested on charges of having contact with Iran's arch-foe Israel.
An outspoken critic of the human rights situation in Iran, Ebadi said in April that she had received death threats pinned to her office door -- one of which was signed "The Association of anti-Bahais".
"Looking at the news which has come out, we know who feeds ideas to those who threaten to kill me," she said on Monday.
The 2003 Nobel peace prize winner heads a group of human rights lawyers who have defended many clients accused of political and security crimes.
In May, the European Union expressed "serious concern about the continuing systematic discrimination and harassment of the Iranian Bahais on the grounds of their religion."
The Bahai faith originally developed in Iran in 1863 but is not recognised by the government. Its followers are regarded as infidels and have suffered persecution both before and since the 1979 Islamic revolution.
