  • TEHRAN, Iran - Two Iranians detained by American troops in Iraq and suspected of transferring weapons technology to insurgents in that country were released early Friday, Iran's state-run television and news agency reported.

The U.S. military had no immediate comment. There was also no immediate response from the U.S. Embassy in Baghdad.

Iranian state TV referred to the Iranians as diplomats and said the release happened Friday.

The two were handed over to Iranian officials in the presence of Iraq's National Security Adviser Mouwafak al-Rubaie, said Iran's state-run news agency, IRNA.

Hassan Kazemi Qomi, Iran's ambassador to Baghdad, said the arrest of the two diplomats was against internationally accepted regulations, IRNA said.

"Fortunately with the effort exerted by the Iraqi officials, the U.S. forces, who first denied their arrest, were obliged to admit it and under pressure from the Iraqi government to release them," IRNA quoted Qomi as saying.

The White House said earlier this week that U.S. troops had detained at least two Iranians and released two others who had diplomatic immunity. A White House spokesman said the Iranians were taken into custody during a raid on suspected insurgents.

On Thursday, a Pentagon official said U.S. forces had found "indications and evidence that all of the people rounded up, including the two Iranians, are involved in the transfer of IED technologies from Iran to Iraq." IED stands for improvised explosive devices, or small bombs that are commonly used in attacks in Iraq.

The official, who spoke on condition of anonymity because the information had not yet been made public, said that U.S. forces were working out ways to turn over the Iranians to the Iraqis.

A spokesman for Iraqi President Jalal Talabani said Monday that the two detained Iranians were in the country at his invitation.

Maryam Rajavi, the head of the National Council of Resistance of Iran, an Iranian opposition group, said the two Iranians were senior members of Iran's elite Revolutionary Guards and had coordinated attacks against coalition troops and Iraqi civilians. It was not possible to independently verify Rajavi's allegations, made Thursday in a phone interview from Paris.

Iran, a Shiite Muslim country, has considerable influence among Iraq's Shiite majority. The United States has accused Iran of supplying money, weapons components and training to Shiite militia in Iraq, as well as technology for roadside bombs. Iran has denied the allegations, saying it only has political and religious links with Iraqi Shiites.

Talabani visited Iran last month to seek government officials' help in quelling the sectarian violence in Iraq. The Iraqi president, who is a member of Iraq's Kurdish minority, had close ties with Iranian officials before Saddam Hussein was overthrown by the U.S.-led invasion in 2003.

      • WASHINGTON (AFP) - The United States is ready to launch a new diplomatic initiative with several European countries to try to isolate Iran financially, The New York Times reported.

Western powers want Iran to suspend uranium enrichment, a process that they fear could be used to make nuclear weapons. Iran insists its atomic programme is entirely peaceful and it has every right to the nuclear fuel cycle.

The UN Security Council last month imposed sanctions and asked International Atomic Energy Agency chief Mohamed ElBaradei to report within 60 days on whether Iran has suspended uranium enrichment and cooperated fully with an ongoing IAEA investigation.

"The plan is to use the language of the (UN) resolution to help persuade foreign governments and financial institutions to cut ties with Iranian businesses, individuals in its nuclear and missile programs and, by extension, the Iranian Revolutionary Guard Corps," the report said, quoting Stuart Levey, under secretary of the treasury for terrorism and financial intelligence.

The Times said the US initiative is backed by Britain and France but that Germany was believed to have concerns.

          • U.S. expected to slap sanctions on Iranian bank

WASHINGTON (Reuters) - The United States is expected to announce sanctions against Bank Sepah, a major Iranian commercial bank, under a presidential order aimed at freezing the assets of proliferators of weapons of mass destruction and their supporters, several U.S. officials and diplomats said on Monday.

The action is expected to be announced soon, the officials told Reuters, speaking on condition of anonymity.

Undersecretary of Treasury Stuart Levey, who leads U.S. efforts to combat terrorist financing and money laundering, has called a news conference for Tuesday to make an announcement on Iran but his office declined to disclose details.

The new sanctions -- under an executive order President George W. Bush signed in June 2005 -- reflects the administration's determination to use U.S. legal authority to pressure Iran to abandon its nuclear program, something Tehran has repeatedly insisted it will not do.

U.S. officials told Reuters they hope their action will set an example for other countries as to how a recently passed U.N. Security Council resolution imposing sanctions on Iran should be implemented.

Washington considers the U.N. resolution important because it obligates U.N. member states to take action against Iran, but says the penalties are too weak to be really effective.

Bank Sepah, established in 1925, is Iran's oldest bank. It has a large network of branches in Iran as well as offices in Paris, Frankfurt and Rome, and London. Its Bank Sepah International Plc subsidiary in the United Kingdom specializes in providing finance and services for international trade with a focus on Iran and the Gulf region, according to its Web site.

            'ENOUGH PROOF'

U.S. officials say the parent bank facilitates acquisitions related to Iran's ballistic missile program.

"The Americans think they have enough proof" of this activity to take action, said one European diplomat.

Many U.S. officials see Iran, the world's fourth-largest crude oil producer, as America's major strategic challenge.

The administration has talked to Britain, a key ally in efforts to pressure Iran into curbing its nuclear program, and other European countries, about taking similar action against Bank Sepah, European diplomats said.

But the British argue that their legal system is more restrictive and does not allow for quick action. However, the British are examining what they might do, a European diplomat said.

The U.S. sanctions are expected to be invoked under Executive Order 13382, which Bush signed in June 2005 so the United States would have another tool to combat the spread of nuclear, chemical and biological weapons and the missiles that deliver them.

It authorizes the imposition of strong financial sanctions against not only proliferators of weapons of mass destruction but also individuals and companies providing support for them.

When a company is designated, all transactions between it and any U.S. individuals or companies are prohibited. Also, any assets of the designated company that are in the United States or in control of Americans are frozen.

In September, Levey announced measures to cut off one of Iran's main state-owned banks -- Saderat-- from dealings with the U.S. financial system, accusing the Iranian government of using the bank to transfer money to terrorist organizations.

Using different authority than that expected to be cited in the Bank Sepah case, he charged Saderat, with 3,400 branch offices, was transferring money to Hizbollah and Hamas as well as other groups including Palestinian Islamic Jihad.

In December, the U.N. Security Council imposed sanctions that target 10 Iranian organizations or companies and 12 individuals associated with Tehran's nuclear and ballistic missile programs.

The resolution, number 1737, adopted by a 15-0 vote, requires that countries freeze the financial assets abroad of those on the list. But there are numerous exemptions, including monies involved in prior contracts. No bank, including Bank Sepah, is on the list.

              • ARBIL, Iraq (Reuters) - U.S. forces stormed an Iranian consular office in the northern Iraqi Kurdish city of Arbil early on Thursday and arrested five people, including diplomats and staff, Iranian officials said.

The U.S. military made no direct mention of Iranians but in answer to a query issued a statement saying six "individuals" were arrested during "routine" operations in the area.

As the overnight raid was in progress, President George W. Bush was vowing in a keynote address on American television to disrupt what he called the "flow of support" from Iran and Syria for insurgent attacks on U.S. forces in Iraq.

Iranian Foreign Ministry spokesman Mohammad Ali Hosseini condemned the raid -- the second such operation in the past month as tensions between Washington and Tehran have mounted -- and said it was a violation of international law.

"The activity of all those people at our office in Arbil was legal and was in cooperation with and had the approval of the Iraqi side," Hosseini told Iran's state-owned Arabic language satellite channel Al-Alam.

"There is no justification for this behavior of the Americans, particularly because Iraqi officials were not informed about this move."

In a statement, the U.S. military said it had detained six people around Arbil on suspicion of being "closely tied to activities targeting Iraqi and coalition forces."

"This operation was part of an ongoing effort by coalition forces targeting individuals involved in activities aimed at the killing of Iraqi citizens and Coalition forces," it said, adding the suspects surrendered without incident.

U.S. Secretary of State Condoleezza Rice, while not commenting on the operation in Arbil, told Fox News:

"The president made very clear last night that we know that Iran is engaged in activities that are endangering our troops, activities that are destabilizing the young Iraqi government and that we're going to pursue those who may be involved in those activities."

                TEHRAN DENIES MEDDLING

Witnesses in Arbil, the capital of the autonomous northern region of Kurdistan bordering Iran, said Kurdish security forces sealed off the area after the Americans left. The Kurdish regional government made no immediate comment.

The official Iranian IRNA news agency said documents and computers were seized after the 5 a.m. (0200 GMT) raid and Iranian state television said the arrested included "diplomats and staff."

U.S. officials have repeatedly accused non-Arab, Shi'ite Iran of interfering in Iraq, where the long-oppressed Shi'ite majority is now in power. Tehran denies U.S. charges of supplying Shi'ite militias with weapons.

In December, U.S. forces in Baghdad arrested a number of Iranians they said were suspected of planning attacks on Iraqi security forces, including diplomats who were later turned over to Iraqi authorities.

A British official told the BBC this month that the Iranians arrested in Baghdad were senior intelligence officers on a covert mission to influence the Iraqi government.

Iraqi government spokesman Ali al-Dabbagh, whose boss Prime Minister Nuri al-Maliki traveled last year to Tehran as part of a series of high-level contacts that have sealed a warming of relations between former enemies Iraq and Iran, said Baghdad had demanded an explanation from Iran and Washington on the matter.

                        • WASHINGTON, Jan. 12 — A recent series of American raids against Iranians in Iraq was authorized under an order that President Bush decided to issue several months ago to undertake a broad military offensive against Iranian operatives in the country, Secretary of State Condoleezza Rice said Friday.

“There has been a decision to go after these networks,” Ms. Rice said in an interview with The New York Times in her office on Friday afternoon, before leaving on a trip to the Middle East.

Ms. Rice said Mr. Bush had acted “after a period of time in which we saw increasing activity” among Iranians in Iraq, “and increasing lethality in what they were producing.” She was referring to what American military officials say is evidence that many of the most sophisticated improvised explosive devices, or I.E.D.’s, being used against American troops were made in Iran.

Ms. Rice was vague on the question of when Mr. Bush issued the order, but said his decision grew out of questions that the president and members of his National Security Council raised in the fall.

The administration has long accused Iran of meddling in Iraq, providing weapons and training to Shiite forces with the idea of keeping the United States bogged down in the war. Ms. Rice’s willingness to discuss the issue seemed to reflect a new hostility to Iran that was first evident in Mr. Bush’s speech to the nation on Wednesday night, in which he accused Tehran of providing material support for attacks on American troops and vowed to respond.

Until now, despite a series of raids in which Iranians have been seized by American forces in Baghdad and other cities in Iraq, administration officials have declined to say whether Mr. Bush ordered such actions.

The White House decision to authorize the aggressive steps against Iranians in Iraq appears to formalize the American effort to contain Iran’s ambitions as a new front in the Iraq war. Administration officials now describe Iran as the single greatest threat the United States faces in the Middle East, though some administration critics regard the talk about Iran as a diversion, one intended to shift attention away from the spiraling chaos in Iraq.

In adopting a more confrontational approach toward Iran, Mr. Bush has decisively rejected recommendations of the Iraq Study Group that he explore negotiations with Tehran as part of a new strategy to help quell the sectarian violence in Iraq.

In the interview on Friday, Ms. Rice described the military effort against Iranians in Iraq as a defensive “force protection mission,” but said it was also motivated by concerns that Iran was trying to further destabilize the country.

Mr. Bush’s public warning to Iran was accompanied by the deployment of an additional aircraft carrier off Iran’s coast and advanced Patriot antimissile defense systems in Persian Gulf countries near Iran’s borders. Both the White House and the secretary of defense, Robert M. Gates, insisted Friday that the United States was not seeking to goad Iran into conflict, and that it had no intention of taking the battle into Iranian territory. The White House spokesman, Tony Snow, warned reporters away from “an urban legend that’s going around” that Mr. Bush was “trying to prepare the way for war” with Iran or Syria.

Mr. Gates said that the United States did not intend to engage in hot pursuit of the operatives into Iran.

“We believe that we can interrupt these networks that are providing support, through actions inside the territory of Iraq, that there is no need to attack targets in Iran itself,” Mr. Gates told the Senate Armed Services Committee. “I continue to believe what I told you at the confirmation hearing,” he added, referring to last month’s hearings on his nomination, “that any kind of military action inside Iran itself would be a very last resort.”

Ms. Rice’s comments came just a day after the new chairman of the Senate Foreign Relations Committee, Senator Joseph R. Biden Jr., Democrat of Delaware, issued a sharp warning to the administration about the recent raids against Iranians in Iraq, including one in Erbil early Thursday.

He said the vote to authorize the president to order the use of force to topple Saddam Hussein was not a vehicle for mounting attacks in Iran, even to pursue cells or networks assisting insurgents or sectarian militias. “I just want the record to show — and I would like to have a legal response from the State Department if they think they have authority to pursue networks or anything else across the border into Iran and Iraq — that will generate a constitutional confrontation here in the Senate, I predict to you,” Mr. Biden said.

In the view of American officials, Iran is engaged in a policy of “managed chaos” in Iraq. Its presumed goal, both policymakers and intelligence officials say, is to raise the cost to the United States for its intervention in Iraq, in hopes of teaching Washington a painful lesson about the perils of engaging in regime change.

Toward this end, American officials charge, Iran has provided components, including explosives and infrared triggering devices, for sophisticated roadside bombs that are designed to penetrate armor. They have also provided training for several thousand Shiite militia fighters, mostly in Iran. Officials say the training is carried out by the Iranian Revolutionary Guards and the Ministry of Intelligence and Security.

In the interview on Friday, Ms. Rice said, “We think they are providing help to the militias as well, and maybe even the more violent element of these militias.”

In addition, American officials say the Iranian Revolutionary Guard Quds Force is active in Iraq. A senior military official said last week that one of the Iranians seized in Baghdad late last month was the No. 3 Quds official. He said American forces uncovered maps of neighborhoods in Baghdad in which Sunnis could be evicted, and evidence of involvement in the war during the summer in Lebanon.

That Iranian official was ordered released, by Ms. Rice among others, after Iran claimed he had diplomatic status.

This week, American forces in Iraq conducted at least two raids against suspected Iranian operatives, including the raid in Erbil. The United States is currently detaining several individuals with Iranian passports who were picked up in those raids. The Iranians have said that they were in the process of establishing a consulate, but American officials said that the Erbil operation was a liaison office and that the workers there did not have diplomatic passports.

A defense official said Friday that such raids would continue. “We are going to be more aggressive,” he said, referring to the suspected Iranian operatives. “We are going to look for them and to try to do what we can to get them into custody.”
