    به گزارش" ايلنا" خبرگزارى رويترز گزارش داد كه كاندوليزا رايس با كانال 10 تلويزيون اسرائيل گفت: براى ممانعت از برنامه هسته*‏اى ايران هنوز فرصت*‏هاى بسيارى براى استفاده از ديپلماسى وجود دارد.
    رايس، درپاسخ به اين پرسش كه آيا در صورت عمليات نظامى اسرائيل در ايران ديپلماسى با شكست روبرو مي*‏شود، گفت: فكر مي*‏كنم حتى گفت*‏وگو درباره چنين اقدامى نشانه اهميت خطر تداوم برنامه هسته*‏اى ايران است.
    روزنامه انگليسى ساندي*‏تايمز هفته گذشته گزارش داد كه اسرائيل براى تخريب تاسيسات غني*‏سازى اورانيوم با تسليحات هسته*‏اى طرح‏هايى سرى برنامه*‏ريزى كرده است اما مقامات اسرائيل اين گزارش را تكذيب كردند.
    رايس، اكنون به عنوان بخشى از ديدار منطقه*‏اى خود براى كسب كمك اعراب براى تثبيت اوضاع عراق و احياى روند صلح اسرائيل- فلسطين در سرزمين*‏هاى اشغالى به سر مي*‏برد.

    • Did the U.S. just provoke Iran?

      For months, rumors of war between the United States and Iran have been building. Many fear that President Bush is spoiling for a fight, and they've begun to interpret various developments in the region as the run-up to an attack on Tehran. A report in the British press about a possible Israeli raid on Iran's nuclear facilities quickly became linked with predictions about coordinated action with the United States. Observers on all sides, left, right and other, convinced themselves that the appointment of Adm. William Fallon to oversee military operations in Iraq and Afghanistan meant there would soon be Tomahawk missiles, if not U.S. soldiers, crossing the border into Iran.

      President Bush's speech on Wednesday night only stoked such speculation. Bush paid lip service to the Iraq Study Group report, but cast aside its advice that he negotiate with Iran and Syria. Instead, he rattled sabers at Iran with some ferocity, accusing it of arming insurgents in Iraq and threatening it with international isolation. He attempted to rally his Sunni Arab allies, such as Egypt, Jordan and Saudi Arabia, in this effort. He said, "We will disrupt the attacks on our forces. We'll interrupt the flow of support from Iran and Syria. And we will seek out and destroy the networks providing advanced weaponry and training to our enemies in Iraq." He announced that he would position another aircraft-carrier battle group in the Persian Gulf and would deploy Patriot antimissile batteries.

      Then Thursday came a U.S. raid on an Iranian consulate in the Iraqi Kurdish city of Irbil. By the end of the day, rumors of war with Iran had spread to normally cautious corners of the Internet. The Washington Note wondered aloud if Bush had issued an executive order to commence military action against Iran and Syria. Was the raid a deliberate provocation and the preface to war?

      • كارتر خواستار گفت*وگو با ايران و سوريه شد


        رئيس جمهور اسبق آمريكا خواستار گفت*وگو با ايران و سوريه در خصوص عراق و كل مسائل منطقه شد.



        جيمي كارتر در گفت و گو با شبكه تلويزيوني الجزيره، گفت: چنين گفت*وگوهايي مي*تواند طرفين را به يك ديدگاه مشتركي برساند و اين فرصت را فراهم كنند كه دو طرف بهتر بتوانند از مواضع يكديگر آگاهي يابند.

        وي همچنين خواستار برگزاري كنفرانس بين المللي درباره عراق با مشاركت كشورهاي همسايه و نيز كشورهاي جهان و مجامع بين المللي شد.

        رئيس جمهور اسبق آمريكا همچنين بر لزوم حفظ وحدت عراق تاكيد كرد و گفت: گزارش كميته بيكر و هميلتون زمينه مناسبي را براي حل بحران عراق فراهم مي*كند چرا كه اين گزارش در فضايي بسيار آرام و بعد از بررسي*هاي مفصل از سوي كاشناسان خبره و شايسته تدوين شده است.

        كارتر همچنين از وجود اختلاف عميق در آمريكا ميان نهادهاي نظامي و كاخ سفيد درباره راهبرد جديد آمريكا در عراق براي اعزام نيروهاي اضافي به اين كشور پرده برداشت.

        وي در بخش ديگري از اين مصاحبه درباره اوضاع جاري در اراضي اشغالي فلسطين گفت: اسرائيل به دليل مخالفت مقامات اين رژيم با اصل زمين در برابر صلح و پافشاري آنها جهت سيطره بر كرانه باختري و قدس اشغالي رسيدن به توافقنامه صلح را دچار مشكل كرد.

        كارتر اقدامات رژيم صهيونيستي در حق ملت فلسطين را نژادپرستانه خواند و از اين رژيم خواست از اراضي اشغالي خارج شود و قطعنامه*هاي شوراي امنيت سازمان ملل را به مورد اجرا گذارد.

        وي تاكيد كرد، درك و فهم عميقي در داخل آمريكا از درك و رنج و مصائب ملت فلسطين وجود دارد و بيشتر آمريكايي*ها مي*خواهند كه فلسطينيان به صلح برسند.

        رئيس جمهور اسبق آمريكا انتخابات قانونگذاري فلسطين را آزاد، عادلانه و سالم دانست و از مجامع جهاني خواست كه آن را به رسميت بشناسند.

        وي خواستار تشكيل دولت وحدت ملي ميان جنبش*هاي فتح و حماس يا تشكيل دولت تكنوكرات از افراد شايسته به جاي برگزاري انتخابات زودهنگام شد.

        كارتر با اشاره به مقاصد دولت آمريكا در محاصره اقتصادي ملت فلسطين تاكيد كرد، آمريكا با اين اقدام مي*خواهد دولت فلسطين را سرنگون و ملت را به خاطر انتخابش مجازات كند.

        وي محاصره ملت فلسطين را غيرقانوني و غيراخلاقي خواند و گفت: محاصره ملت فلسطين تنها به اين دليل كه نظر دمكراتيك و آزاد خود را اعلام داشته، جنايتي بزرگ است.

          • نماينده دشت آزادگان در مجلس*‏هفتم، از سقوط يك فروند هواپيماى بدون سرنشين جاسوسى آمريكا در هفته گذشته در نقطه مرزى دشت آزادگان با كشور عراق خبر داد.

            به گزارش خبرنگار پارلمانى" ايلنا" سيد نظام مولاهويزه، با اعلام اين خبر در جمع خبرنگاران پارلمانى افزود: هواپيماهاى بدون سرنشين جاسوسى آمريكا بارها در نقطه مرزى دشت آزادگان ديده شده*‏اند.
            وى با اشاره به افزايش سربازان آمريكايى مستقر در عراق، از انتقال تعدادى از افراد ارتش در نقطه صفر مرزى دشت*‏آزادگان به خط*‏هاى عقب *‏تر به خاطر راه اندازى پست مرزى گفت: بايد تعداد افراد مرزبان در منطقه افزايش يابد.

                    برنده این بازی مرگ امریکا

                    و بازنده آن مردم ایران اند!

                    افسانه نگاهی

                    درجنگ افغانستان، دولت خاتمی همکاری لازم را با امریکایی ها کرد تا طالبان سرنگون شود. نقش دولت ایران بی تردید در برچیدن طالبان کلیدی و مهم بود. بی تردید دولت خاتمی انتظار نرمش بیشتری درسیاست های امریکا درمقابل ایران را داشت و تلاشش درجهت کاهش تشنج منطقه وجنگ های آینده در این منطقه بود.

                    اما دولت بوش بخوبی آگاه بود که تایید همکاری ایران بی تردید دولت خردمند و اصلاح طلب خاتمی را تقویت خواهد کرد، بنابراین با یک سخنرانی آتشین، ایران را محورشیطانی اعلام کرد، تا موازنه سیاست در حاکمیت ایران درجهت خرد زادیی و سیاست جنگی سوق یابد.

                    دولت خاتمی بتدریج تضعیف شد، اصلاح طلبانان متفرق عمل کردند و مردم سرخورده شدند، درحالیکه گروه جنگ طلب و به قول "حسن عباسی" تئوریسین دانشگاه امام حسین سپاه پاسداران "اندیشه چریکی و استشهادی سازمان یافته تر از گذشته وارد میدان شود".

                    شبکه ای درهم تنیده که بطور ارگانیک و ظاهرا "خود بخود" در حاکمیت ایران عمل می کند، به آسانی می تواند تحت سیطره افرادی در آید که شاید بتوان آنها را حرامزاده های پس از انقلاب نامید.

                    امریکا و بیش از آن، انگلستان باندازه کافی دراین زمینه تجربه دارد. زمینه رسوخ و نفوذ داده افراد جاه طلب، بی ریشه و حتی دارای پرونده های ضعف در نزد سازمان های اطلاعاتی آنها- بویژه در دوران تحصیل در کشورهای امریکائی و اروپائی- نیز همیشه در یک نظام دربسته و دیکتاتوری موجود است. به همین دلیل پدیده ای مانند سعید امامی هرگز پدیده بکر و نوظهوری نبود. حضور ناگهانی "حفیظ الله امین" که پس از سقوط دولت وقت افغانستان و روی کار آمدن دولت چپ و نیمه نظامی (کودتای انقلابی افغانستان) خود را از امریکا به پایتخت افغانستان "کابل" رساند و سپس مدارج ترقی را درکنار رئیس جمهور تازه به قدرت رسیده این کشور "نورمحمدترکی" طی کرد و تمام امور را بدست گرفت، نمونه ایست که رهبران جمهوری اسلامی آن را جدی نگرفتند. همان دوران یکسال و نیمه تمرکز قدرت در دست حفیظ الله امین و نورمحمد ترکی، رئیس جمهور جاه طلب و ناتوانی که بنام انقلاب قدرت را بدست گرفته بود، برای تعیین سرنوشت سه دهه تاریخ افغانستان کافی بود. او با کشتاری که در سراسر افغانستان به راه انداخت و با حرکات چپ نمایانه رنگ کردن سردر مغازه ها و کرکره مغازه های کسبه مسلمان سنتی افغانستان به رنگ سرخ کمونیستی و سپس نابودی نسل چپ ریشه دار در داخل کشور و در داخل ارتش افغانستان، همان کاری را کرد که امثال سعید امامی در جمهوری اسلامی کردند. اتفاقا هر دو سابقه مائوئیستی در دوران تحصیل در امریکا داشتند!!

                    نه تنها جمهوری اسلامی از تجربه حفیظ الله امین و سعید امامی درسی نگرفت، بلکه با گشاده دستی بیشتری دروازه های قدرت و نفوذ را به روی امثال سعید امامی و حفیظ الله امین باز کرد. شاید "حسن عباسی" استراتژیست سپاه پاسداران که حرف ها و نظراتش بارها از دهان رهبر نیز تکرار شده از این نمونه ها باشد.

                    امریکا امثال او را به هرم قدرت نظامی – غیر نظامی ایران تزریق کرد و یا اسرائیل؟ پاسخ به این سئوال آنقدر مهم نیست که یافتن دلیل گشوده بودن دروازه های حکومتی به روی این نوع افراد و یا به قول رهبر "نسل دوم انقلابی" بعد از انقلاب مهم است. امثال احمدی نژاد نیز، حتی اگر صداقت توام با ساده لوحی داشته باشند، آنچه انجام می دهند تحقق همان نیاتی است که امریکا و اسرائیل و انگلیس با رسوخ دادن مهره های خود در دستکاه حکومتی – ولایتی ایران بدنبال آن بودند و هستند.

                    در آن دوران نه چندان دور، که سرانجام به روی کار آمدن احمدی نژاد ختم شد، متاسفانه اروپایی ها نیز زیر فشار امریکا نتوانستند با دولت خاتمی آنگونه که ضرورت و امکان داشت مذاکرات اتمی را پیش ببرند، چرا که دولت بوش هرگز خواهان هیچ نوع مذاکره ای با ایران نیست.

                    احمدی نژاد با زبان قدرت جلو آمد، اما هم امریکا و هم اروپا که می دانند زیر دیگ این قدرت بجای هیزم خشک، جز مقداری پوشال چیز دیگری نیست، درکمین نشستند تا هم در داخل کشور فرو بریزد و فروبریزاند و در منطقه نیز منتظر ماندند تا از ماجراآفرینی ها و حرف های تبلیغاتی او بموقع جهت تشکیل یک جبهه واحد از اعراب در کنار اسرائیل تشکیل دهند.

                    حال امریکا و اسرائیل رسیده ان و یا در حال رسیدن به آن نتیجه ای هستند که با مقاومت در برابر خاتمی و بهم زدن سیاست مذاکره او، در انتظارش بودند.

                    دولت ایران در آستانه ورشکستگی کامل اقتصادی است و ادامه سقوط نفت و از آن بدتر، تخریب پایانه های نفتی ایران و مختلف سازی فروش نفت ایران شرایط را در کنار آمادگی افکار عمومی منطقه و جهان فراهم آورده است. و این همان شبح هولناکی است که در اخبار مطبوعات موج می زند. از جمع شدن امت واحد اسلامی در پشت سر رهبر جمهوری اسلامی نیز خبری نیست. شیشه های توهم چنان ترک برداشته اند که فروپاشی آن ها قریب الوقوع است.

                    حزب الله لبنان بر خلاف آنچه تصور می شد، موقعیت خود را در حاکمیت و حتی در میان مردم از کف داده است. در کشوری که مردم آن به شاخه های متعدد مذهبی اسلام و مسیحی تقسیم شده اند، عرصه برای یکه تازی شیعیان مورد حمایت جمهوری اسلامی فراهم نبود و نصرالله این نکته ظریف را متوجه نشد. او نتوانست بفهمد که استعمار ریشه دار می تواند زیر دیگ های خاموش مذهبی- قومی را بسرعت روشن کند و حالا چندین دیگ در لبنان سر بار است و می جوشد و مردم از جنگ داخلی بیمناک. این بیم و هراس را به سمت حرب الله هدایت کرده و آنها را بتدریج بعنوان مقصر این شرایط در جامعه لبنان جا انداخته اند. درست شبیه همان وضعی که درعراق پیش آمده است. عراق را امریکائی ها اشغال کرده اند، اما در این ماه ها بگونه ای تبلیغات را سوار بر اسب ماجراجوئی های خونینی که بهرحال ایران نیز در آن دخیل است پیش بردند که امروز دیگر کسی از امریکائی ها نمی پرسد در عراق چکار دارید و برای چه آنجا را اشغال کرده اید، بلکه همه نگران دخالت جمهوری اسلامی شیعه در قلب کشورهای اسلامی اما سنی اند!

                    بازی را خوب پیش نبرده اند؟



                    باز گردیم به امریکا. به کاخ سفید و قلب توطئه. بوش برای حمله به ایران، حال دیگر هیچ نیازی به اجازه کنگره این کشور ندارد. حتی مشکل تصویب بودجه توسط کنگره را هم ندارد؛ زیرا در زمان لازم بودجه جنگی همانگونه که در جریان بازپس گیری کویت از ارتش صدام تامین شد، اینبار و در ارتباط با ایران هم تامین می شود. نباید "دهان به دهان" شدن های خبری و انتخاباتی در کنگره را جدی گرفت. بوش تاکنون از تاکتیک "گام به گام" برای حمله به ایران استفاده کرده است و سرم جنگی را به بدن جامعه بیمار و بی خبر امریکا وصل کرده است. این جامعه بی آنکه خود بفهمد تزریق جنگی شده است. حتی آنجا که نگران تلفات امریکائی ها در عراق است، با خشم و کینه از ایران این نگرانی خود را بروز می دهد. حال جا انداختن ضرورت انتقام از این مرکز کینه و نگرانی سخت است؟ شاید درک آن برای کسانی که در امریکا زندگی نکرده اند سخت باشد، اما برای آنها که با ترفندهای امریکائی برای شکل بخشی به افکار عمومی آشنا هستند درک این مسئله دشوار نیست. فقط کافی است که زمینه حمله فراهم شود و حمله نیز برق آسا و کم تلفات. همین! پس از آن کسی از "فاتح" نمی پرسد چقدر جنایت کردی و چرا کردی؟ مگر برای بمباران هیروشیما کسی از "ترومن" و "آیزنهاور" را محاکمه کرد؟ تازه ممکن است حکام سنی منطقه حلقه گل نیز به گردن "فاتح" بیاندازند. بویژه اگر رونق بازار نفتی آنها را نیز به همراه آورد و شاید دعای خیر و بدرقه مردم سنی و بی خبر منطقه را!

                    • يك مقام آمريكايي، خبر آزادى ديپلمات*هاى ايرانى بازداشت شده در مقر كنسول*گرى ايران در اربيل را تكذيب كرد.
                      اين مقام آمريكايى كه خواست نامش فاش نشود به خبرنگار روزنامه فرامنطقه*اى الشرق*الاوسط گفت: تاكنون هيچ دستورى مبنى بر آزادى اين افراد صادر نشده است.
                      وى مدعى شد: دلايل و شواهد قطعى مبنى بر ارتباط بازداشت*شدگان با سپاه پاسداران انقلاب اسلامى و قاچاق اسلحه در دست است و هيچ چيز در مورد تداوم بازداشت آنها تغيير نكرده است.
                      اين در حالى است كه كاظمى قمي، سفير ايران در بغداد، در نشستى خبرى از آزادى ديپلمات*هاى ايرانى در هفته جارى خبر داده و تأكيد كرده بود كه دولت عراق در اين زمينه به تهران اطمينان داده است.

                      • محمد علی حسينی سخنگوی وزارت امور خارجه صبح امروز در نشست هفتگی خود با خبرنگاران ، با اشاره به موقعيت حساس عراق ، ازمردم ايران خواست در ماه محرم و صفر ، از سفربه عتبات عاليات درعراق به خاطر وضعيت حاکم بر اين کشور و دخالتهای آمريکائيان جدا پرهيز کنند .

                        حسينی در خصوص اظهارات جلال طالبانی رئيس جمهور عراق مبنی برآمادگی ايران برای مذاکره با آمريکا در خصوص مسائل منطقه ای گفت : موضع ما تغيير نکرده است و اگر در خصوص بررسی مسائل منطقه ای درخواستی از سوی آمريکا مطرح شود ، ايران آن را قابل بررسی می داند .

                        سخنگوی وزارت خارجه همچنين بوجود آمدن هر گونه تغيير در مواضع هسته ای کشور را رد کرد .

                        وی در خصوص اشارات منوچهر متکی وزير امور خارجه مبنی بر افشای مسائل پشت پرده آمريکا در عراق ، توضيح داد : بخشی از اين مسائل، سياست های تندروانه آمريکا در عراق است که قصد دارند دست به دستگيری های گسترده ای در مناطق مختلف اين کشور بزنند و اين اقدامات با هدف تندتر کردن فضای منطقه انجام می شود .

                        حسينی در خصوص سرنوشت ديپلماتهای ايرانی ربوده شده در عراق ، توضيح داد : اين ديپلماتها همچنان در عراق هستند و از اين کشور خارج نشده اند .

                        وی همچنين شايعاتی مبنی بر ربوده شدن حسن عباسی و محمد جعفری ( معاون امنيت داخلی شورای عالی امنيت ملی ) را در عراق تکذيب کرد .

                        سخنگوی وزارت خارجه برنامه ريزی برای سفر فرستاده ويژه فرانسه به تهران را تاييد کرد اما در عين حال گفت : در مورد سطح و زمان اين سفر هنوز توافق نشده است .

                        وی با ابراز خوش بينی نسبت به اظهارات اخير البرادعی مدير کل آژانس بين المللی انرژی اتمی ، ابراز اميدواری کرد اين اظهارات اساس تدوين گزارشات آژانس باشد و مورد توجه اروپايی ها برای ادامه مذاکره قرار گيرد .

                        حسينی گفت : هر راهی جز مذاکره در مسئله هسته ای به پيچيده شدن موضوع می انجامد .

                        سخنگوی وزارت امور خارجه گفت : طرح حمله به ايران بيشتر يک فضاسازی و جنگ روانی است و طبق اظهار نظرهای رسمی مقامات آمريکايی اين گزينه در تصميمات جای ندارد .

                        وی در پاسخ به سئوال خبرنگار مهر مبنی بر اينکه آيا اين احتمال وجود دارد که ايران از کنترل عبور و مرور در تنگه هرمز ، به عنوان ابزاری در برابر تحرکات غير قانونی آمريکا در خليج فارس استفاده کند؟ گفت : ما همواره بايد تلاش کنيم اين اتفاق نيافتد و به عنوان يک کشور مهم منطقه ای تلاش کنيم امنيت در خليج فارس بيش از گذشته واقع شود

                            • TEHRAN, IRAN - 'What do Americans think about us?" asked an old lady on the bus. That was the question most often asked of me during my three-month stay in Iran last year. Messages to the American people were also common. "Tell the Americans that we're not crazy, scary people," she continued. Her comment came after she and others had been dancing in the aisle (with curtains drawn so the police wouldn't see) while the rest of us – along with the driver – clapped as we raced down the highway. So maybe they are crazy. But in a good way.

                              Many Westerners are afraid to come to the Middle East nowadays, and understandably so. But it's at times like these when face-to-face contact is most crucial. As I traveled alone through the Iranian countryside conducting anthropological research, I took note of local opinions about US-Iran relations. I was heartened by what I heard.

                              While I'd often visited Iran as a child, the current political situation in the region made me apprehensive about taking the trip. Tensions were rising – as they still are today – over Iran's pursuit of nuclear enrichment, and there were reports in the American media of possible military action against Iranian targets.

                              Beyond mere hospitality, authentic affection for America

                              However, I was soon put at ease. After speaking with numerous Iranians from all walks of life – lower and upper class, religious and secular, Westernized and traditional, government- affiliated and civilian – I became convinced that this vilified member of the "Axis of Evil" is actually one of the most welcoming places for Americans to travel in the Middle East. Indeed, all Iranians with whom I spoke shared a positive opinion of Ameri- cans.

                              Iranians don't hate America. On the contrary, many of them envy Americans to an unrealistic degree and think of the US as a paradise, a land where no problems exist.

                              One encounters this sentiment in even the most unexpected places. For instance, when I ran into problems renewing my visa, an austere senior official at the immigration ministry offered to help. "Because you're American, I'll do this for you," he said. This was not unusual. Generally friendly to foreigners, Iranians were especially friendly to me once they discovered I was American. It was as if they were trying to prove a point. "Go home and tell the Americans we like them," the official continued. "You know, I have family in Chicago. Can you help me go see them?" On the way out, a soldier in the lobby was excited to see my passport, handling it as one would a priceless object. "How can I come study in America?" he wanted to know.

                              Paralleling Iranians' favorable opinions of Americans as a people, however, is their unified opposition to any US government intervention in their country. This directly contradicts what Vice President Cheney and others believe – that if the US were to attack, the population would rise up to help the Americans fight the Iranian regime. Judging from my experience, this couldn't be further from the truth. In fact, US intervention seems to be the only issue that will unite most Iranians with the Islamic regime.

                              We can blame the Bush administration's poor grasp of daily realities in Iran on an almost three-decade-long freeze of contact between the American and Iranian governments. As a result of this isolation, so-called experts who have never been to Iran (or at least not since the Islamic Revolution of 1979) advise US government officials on the opinions of the Iranian populace. The comment by one influential US scholar comparing Iran to a concentration camp in which people would rather be bombed than live another day under such conditions, is a glaring example of misinformation.

                              At a private party in a trendy suburb of Tehran, I sat down with a group of young professionals as they relaxed after a busy workweek. Iran is not like a concentration camp, they assured me. Yes, they're repressed by government restrictions, but they find ways to get around them. And the situation is certainly not to the point of rising up against the regime.

                              In fact, politics was the last thing on their minds – that is, until I brought up the possibility of US intervention. "As much as I despise this regime, I love my country more," said Reza, a 20-something. "If America were to attack Iran, I would be the first to lay down my life. Ask anyone and you'll hear the same."

                              Moderates today, insurgents tomorrow?

                              And indeed I did. Whether they were the village teenagers in southern Iran who took me to eat chicken kabob and drink smuggled Turkish beer in the forest, or Hamid, the opium smuggler in Bam who moonlighted as a taxi driver, the reactions were the same: Though unhappy with the Iranian regime, they would join forces with the mullahs to deter an outside attack. Listening to them speak, I couldn't help but think that these young moderates could well become the future insurgents in an expanded regional conflict.

                              This may be avoided if we actually listen to the voices coming out of Iran. Iranians are overwhelmingly in favor of normalizing relations with the US, but oppose any intervention in their nation's internal affairs. Forces seem to be aligning in favor of direct dialogue between the two estranged governments.

                              Pragmatic voices are wresting control from both neoconservatives in the US and their fundamentalist counterparts in Iran. Let's hope they win out. Opening up relations with Iran is not appeasement; it's necessary because it allows home-grown demo cratic forces to work on their own terms.

                              Counterintuitive as it may seem, overt US calls for regime change and direct support of dissidents and NGOs have a negative effect on Iranian civil society because they result in government crackdowns and increase popular anger aimed at the American government.

                              Build relations upon shared ideals

                              In the dispute over nuclear enrichment, the stakes are growing higher each day. If Iraq is the beginning of the end for security and goodwill toward America, then an attack on Iran would be the nail in the coffin. The tragic cost of American misjudgment regarding the Middle East was made painfully clear in Iraq, when US soldiers were greeted with roadside bombs instead of flowers. Let's not repeat that mistake.

                              We should take Iranian nationalism seriously when even Shirin Ebadi, a Nobel Peace Prize winner, vows, "We will defend our country to the last drop of our blood. We will not let an alien soldier set foot on the land of Iran."

                              We cannot afford to squander the vast majority of Iranian hearts and minds that we have already won. We must instead convince the Iranian people – through displaying the courage to open dialogue with the ruling regime – that we are committed to furthering our shared ideals of universal life, liberty, and justice.

                              • Over the past week, we have witnessed an escalation in the level of threats against Iran and an increase in the American military presence in the Persian Gulf, with the aim of controlling key waterways, should Iran retaliate against a potential US military threat. At the same time it is quite clear that indirect negotiations are taking place between the United States and Iran and the current US threats are an integral part of that.

                                Irrespective of the outcome of this latest stage in the US-Iran conflict, the events of the last few days stress once more the urgency of building a principled campaign - not only against the threat of war, but in defence of Iranian workers, women, students and national minorities. Of course, in the UK, Hands Off the People of Iran (HOPI) is not the first campaign to oppose war against Iran, nor is it the only one acting in solidarity with the struggles of the long-suffering peoples of Iran against the theocratic regime. However, it is the only campaign stressing that these two aspects (against war, against the regime) must be inseparable parts of a single campaign.

                                In October 2006, Action Iran, Iran Solidarity and the Campaign Against Sanctions and Military Intervention in Iran (CASMII UK) merged to form a single organisation, called Campaign Iran. For Iranian socialists, inside and outside the country, neither the three components nor the new merged organisation address the essential issues concerning the plight of the Iranian people at a time when the threat of some form of imperialist intervention must be taken seriously. The accusation of appeasing a reactionary regime is echoed by many left activists in Iran.

                                Action Iran campaigned against “any form of military intervention or sanctions” and called for “a non-interventionist, non-military dialogue with Iran”, while Iran Solidarity aimed to expose “the war-mongering motives of the United States of America”. CASMII UK called for “immediate negotiations ... without any preconditions”.

                                Totally missing from their material - as it is from Campaign Iran’s statements - is any criticism of the Islamic Republic. Nor is there any mention of the rising struggles of Iranian workers fighting the neoliberal economic policies of the shia regime; of the demonstrations of Iranian women against misogynist laws and their daily battles against the forced wearing of the veil; of the radicalism of the anti-war, anti capitalist Iranian student and youth movements.

                                Campaign Iran fails to “inform the peace movement” that the clerics who set up the first Islamic regime in our region 28 years ago are amongst its most hated rulers. Iran’s clerics have created one of the most corrupt, unequal and, of course, undemocratic regimes ever known. We are talking of a country where the phrase ‘political islam’ is considered synonymous with ‘Mercedes-driven mullahs’, where the majority of the population and in particular the youth do not trust a word uttered by their leaders. Does this sound like a regime capable of fighting an anti-imperialist war?

                                Campaign Iran also fails to mention one of the most pertinent facts about the current situation in the Middle East: the US-UK invasion of Afghanistan and Iraq is directly responsible for Iran’s emergence as a regional power. Chalabi, Maleki, Jaafari and other pro-Iranian shias played a crucial role in the US-UK propaganda regarding Iraqi ‘weapons of mass destruction’. Some go as far as blaming Iran for the entire WMD fiasco. Will Campaign Iran inform its supporters that on February 15 2003, when most of us were on demonstrations against the Iraq war, pro-Iran mosques throughout the UK, as well as the Iranian embassy in London, were advising Iraqi shias to write to Tony Blair encouraging him in his warmongering ambitions? That the Iranian government banned any demonstrations opposing the US invasion of Iraq?

                                Will Campaign Iran remind its supporters that on March 19 2003, when most of us watched in horror as US-UK bombs pounded the Iraqi capital, Iran’s Islamic regime was distributing halva (a sweet used at feasts) in celebration? No wonder they celebrated - the imperialist invasion of Iraq gave them unprecedented influence in Iraq.

                                Supporters of Campaign Iran assert that, given the threat of imperialist war, any criticism of the Islamic regime plays into the hands of the pro-war lobby - this is ‘not the right time’ to criticise the clerics in power in Tehran. For some it never has been ‘the right time’ to criticise the theocratic regime: in 1979, for example, it had just deposed the shah, in 1981 it was at war with Iraq and in 1986 we had the Irangate fiasco.

                                Over the last few years the Iranian student and youth movements have changed dramatically - from a force calling for liberal democracy to one that takes up many of the slogans of the international anti-capitalist movement. Today workers’ protests raising slogans against the neoliberal policies of the regime have become daily events, yet sections of the left in the UK do not think it is ‘the right time’ to mention such struggles. Is this what they mean by ‘anti-imperialism’ and ‘international solidarity’?

                                As Mike Macnair put it, “Marxists are to shut up about proletarian internationalism and ... the workers’ movement in the Middle East ... in order to build a broad movement ... [But] the dynamic of Marxists shutting up about our elementary ideas ... is not that the Marxists win hegemony over the broader movement, but that the capitalist class and its political parties and political methods do so” (Weekly Worker September 14 2006).

                                HOPI has also been criticised from the other side of the spectrum. Some have argued that our call for “immediate unconditional withdrawal of US-UK troops from the region” will leave minorities in Iraq vulnerable and would set back labour struggles.

                                On the first issue I am afraid the claim that western troops are there to support ‘minorities’ and stop civil wars is not seriously believed by anybody in the Middle East. Rather it shows a profound ignorance of the strong anti-colonial, anti-imperialist sentiment in the region. Although some national or religious conflicts, such as the sunni-shia divide, have their roots in events that happened many centuries ago, there is no doubt that over the last two centuries almost every sectarian/civil war in the region has been fuelled by colonial or imperialist intervention. Current borders, themselves the source of disputes and war, are direct consequences of colonial and imperialist intervention. Colonial powers fermented divide and rule across the region (for example, in the way Kurdish borders were set up after the collapse of the Ottoman empire) in order to weaken the emerging states.

                                The intentional or unintentional US-UK support for shia rule in Iraq has added to this situation and every day the occupying US troops remain increases the ranks of islamist fighters and jihadists. Immediate and unconditional withdrawal is essential if we want to see an end to daily carnage and mayhem in our region.

                                As far as workers’ struggles are concerned, anyone who has followed the daily confrontations with the Iranian regime will have no doubt that, faced with the ravages of neoliberal capitalism and a theocratic state that uses repression to control the labour movement, a factory worker (say, in the Iran Khodro car plant) who goes on strike or takes part in a demonstration in Tehran is not simply demanding trade union rights or even just fighting a religious state. That worker is well aware that his/her struggle is as much against international capitalism and the Peugeot/Renault or Saipa factory owners as it is against local management. He/she believes that, despite differences and inter-imperialist rivalries, imperialist military presence in our region will in the long term support the interests of both international capital and ruthless local capitalists, such as those of Iran Khodro. Try explaining to such a worker why he/she should support US military presence in the region in the interests of the labour movement.

                                Over the last decade both the Iranian economy and the labour movement have changed dramatically. Young workers have internet access and are often well informed on international issues. Today’s labour movement is not limiting itself to trade union struggles, nor is it simply fighting ‘Islamic’ capitalists and their legislation. Its leaflets and declarations show it to be against capitalism, imperialism and, of course, western military intervention.

                                What is more, to reduce the Iranian workers’ movement to minimalist economic struggles is to underestimate and ignore the historic role of our class in leading revolutionary battles. After all, this is the working class that played a crucial role in the overthrow of the shah’s regime.
