  • Iran's top nuclear negotiator and the EU's foreign policy chief are to meet in Turkey in an attempt to break the deadlock over Iran's nuclear programme.
    It is hoped the meeting between Ali Larijani and Javier Solana will produce an agreement on a new round of formal talks aimed at ending the crisis.

    It is their first meeting since the UN imposed sanctions on Iran in March for refusing to suspend uranium enrichment.

    Iran denies US and EU accusations that it is trying to build nuclear weapons.

    Tehran insists its enrichment programme is meant to produce civilian nuclear power.

    The UN sanctions involve a partial arms embargo and a travel ban against people and organisations involved in Iran's nuclear programme.

    On Monday, the EU agreed a total arms embargo, and added further people to the travel ban list - they are banned from the EU and their assets are frozen.

    Flexible approach

    On Tuesday, Iranian President Mahmoud Ahmadinejad repeated his view that the sanctions were illegal and vowed not to halt Iran's nuclear programme, which he says is a legitimate right.

    After the sanctions were announced in March, Tehran said it would reduce co-operation with UN nuclear inspectors and "adjust" its ties with countries behind the embargo, without specifying what that entailed.

    Diplomats now say the US, EU, Russia and China may modify their demands for Tehran to completely dismantle facilities which could produce fissile material for nuclear warheads, news agencies reported on Tuesday.

    They hoped the more flexible approach could help restart serious talks.

    Iran has installed 1,312 centrifuges needed to enrich uranium gas at its Natanz plant, the International Atomic Energy Agency says.

    Iranian officials say they need 50,000 centrifuges to generate enough enriched uranium for power generation.

    • ANKARA, Turkey - The United States and other world powers are willing to consider an Iranian proposal that would allow the country to keep some of its uranium enrichment program intact instead of dismantling it completely, foreign government officials said Tuesday.

      On the eve of talks between top Iranian envoy Ali Larijani and Javier Solana, the European Union's foreign policy chief, the officials — some of them diplomats, others based in their capitals — said the discussions were key because for the first time they could try to sidestep the deadlock over enrichment by trying to agree on a new definition of the term.

      The officials were familiar with the negotiations with Iran or specialized in non-proliferation issues.

      Iran's defiance of a U.N. Security Council demand to freeze all activities linked to enrichment — a possible pathway to nuclear arms — has led to two sets of sanctions against the country. Although the punishments are limited and mild, they could be further sharpened if the Islamic republic refuses to compromise.

      Iran argues the sanctions are illegal, pointing out that has the right to enrich to generate nuclear power under the Nuclear Non-Proliferation Treaty. That, say Iranian officials, is the only purpose of their program, rejecting suspicions that they want to ultimately enrich to weapons-grade uranium for the fissile core of nuclear warheads.

      The United States and others say past suspicious nuclear activities, including a program Iran kept secret for nearly two decades, set the country apart from others that have endorsed the treaty.

      The last face-to-face talks between Solana and Larijani were more than six months ago, and the foundered over the same issue. Solana, representing the United States, Russia, China, Britain, France and Germany, demanded that Iran dismantle not only fledging enrichment efforts but all linked aspects, including assembling centrifuges to enrich and facilities to house such plants. Tehran refused.

      The approach on both sides ahead of Wednesday's talks, however, might make a compromise easier, because of a new willingness to examine possible ways of redefining an enrichment freeze, said the officials, who spoke to The Associated Press on condition of anonymity because their information was confidential.

      • گفت وگوهاي روزچهارشنبه علي لاريجاني وخاوير سولانا به منظور يافتن راه حلي براي خروج ازبن بست پرونده هسته اي ايران، امروز با انتشار بيانيه اي مشترک پايان مي يابد. هفته نامه تايم، با انتشارگزارشي در اين رابطه، بدون ذکر منبع خبر خود، نوشته است که علي لاريجاني از طرف آيت الله خامنه رهبر ايران اختيارات ويژه براي "مصالحه بر سر پرونده هسته اي ايران" در اختياردارد. به اعتقاد اين هفته نامه دليل چنين تمايلي براي مصالحه، فشارهاي اقتصادي ناشي ازتحريم هاي اقتصادي وهمچنين تهديدهاي آمريکاست.

        علي لاريجاني پيشتر گفته بود که سولانا با ايده هاي جديدي براي گفت و گوخواهد آمد. برخي منابع خبري مدعي شده اند که امروز سولانا با پيشنهاد جديدي به مذاکره با لاريجاني مي پردازد که درآن ممکن است در خصوص اينکه ايران بتواند تاسيسات غني سازي اورانيوم را درمقياس تحقيقاتي آن حفظ کند، گفت و گو شود؛ اگرچه ايالات متحده هرنوع فعاليت تاسيسات غني سازي درايران رانپذيرفته است. طرحي که به ادعاي منابع غربي هم اکنون مورد نظر است غيرفعال سازي تاسيسات غني سازي نظنزاست. بدين ترتيب احتمال دارد درميانه مذاکرات، تعريفي جديد بينابيني از مقوله "تعليق غني سازي اورانيوم" به دست آيد که امکان دهد دو طرف مذاکره چهره خود را حفظ کنند.

        در همين حال، برخط تحللگران نيز معتقدند با توجه به اظهارات پيش از نشست دبيرشوراي امنيت ملي ايران در مورد عدم تعليق غني سازي اورانيوم و از سوي ديگر انتظار اتحاديه اروپا مبني برتعليق، چشم انداز يافتن پيشنهادي که موجب خروج ازوضعيت فعلي بشود، تيره به نظر مي رسد. به نظر ديپلمات هاي غربي، آنچه بيش از هر چيز ممکن است نتيجه مثبت چنين نشستي باشد، توافق براي نشست هاي بعدي است.

        امروز لاريجاني وسولانا بعد ازديدار با عبدلله گل وزيرامورخارجه ترکيه، بيانيه اي صادرخواهندکرد تامعلوم شود نتيجه ساعت ها مذاکره روز گذشته چه بوده است. وارد کردن ترکيه به عنوان ميزبان اين گفت وگو درداخل کشور انتقاداتي را برانگيخته بود. علي لاريجاني درآنکارگفته بود که سولانا با اوتماس گرفته و از ادامه گفت وگو ها خبرداده و مقررشده نشستي درترکيه برگزارشود. نشستي که به گفته وي قرار بوده با ابتکارات جديد طرف اروپايي همراه باشد.


        گزارش آسوشيتدپرس به نقل از ديپلمات هايي که نام خود را عنوان نکرده اند حاکي است که رويكرد هر دو طرف پيش از مذاكرات چهارشنبه ممكن است مصالحه را ساده*تر كند؛ زيرا تمايل جديدي براي بررسي* راه*هاي احتمالي تعريف دوباره*ي تعليق غني سازي وجود دارد. آژانس بين*المللي انرژي اتمي طي روزهاي گذشته اعلام کرد که ايران در حال حاضر بيش از 1300 دستگاه سانتريفيوژ را فعال كرده است. برخي مقامات ايراني پيشتر از تصميم خود به فعال كردن 50 هزار سانتريفيوژ سخن گفته بودند.

        يكي از ديپلمات*هاي مورد استناد آسوشيتد پرس گفته كه آمريكا و متحدينش با دانستن اينكه ايران هرگز درخواست پيشين آنها مبني بر تعليق كامل را نخواهد پذيرفت بررسي تعريفي جديد از غني سازي را به آنها ديكته كرده است كه به تهران اجازه مي*دهد بخشي از برنامه*اش را دنبال کند، بدون اينكه واقعا مواد غني شده را بيرون بريزد: "توقف سرد، مطلوب آمريكاست كه بر اساس آن تعدادي از سانتريفيوژها اجازه سرپا ماندن و مونتاژ شدن را دارند اما فعال نيستند." به گفته اين ديپلمات، ايران احتمالا با درخواست "توقف گرم" به مذاكرات چهارشنبه مي*آيد كه در آن حالت دستگاه*ها فعال هستند و اورانيوم غني شده توليد نمي*كنند.

        به نظر مي رسد کشورهاي مذاکره کننده با ايران تمايل دارند، تعداد سانتريفيوژ*هاي مونتاژ شده متصل به هم را به كمتر از 1000 كاهش دهند؛ بنابراين اگر لاريجاني و سولانا توافق كنند كه فضاي بيشتري براي مذاكرات وجود دارد ممكن است تعداد سانتريفيوژ*ها نيز نقش مهمي داشته باشد. اگرچه خبرهايي که ازواشنگتن مخابره مي شود، احتمالات ياد شد را تضعيف مي کند.

"

        با وجود همه گمانه زني هاي مختلفي که درخصوص اين ديدارمي شود، مي توان گفت که اين ديدارنشان دهنده اين است که آيا امکان برگزاري نشست هاي ديگري وجود دارد وآيا مي توان با مذاکره ازبن بست کنوني خارج شد يانه؟ کليد برون رفت ازوضعيت فعلي درصورتي راهگشا خواهد بود که فرمولي پيدا شود که ايران بتواند با حفظ چهره خود، با نوعي ازتعليق غني سازي اورانيوم کناربيايد. اگرچه چه ديپلمات هاي غربي تاکيد دارند براي آغازمذاکره کشورهاي عضوشوراي امنيت به علاوه آلمان، ايران بايد غني سازي را تعليق کند. با چنين تعليقي ايران از تصفيه اورانيوم 235 بازخواهد ماند واز فعال کردن سانتريفوژ ها دورمي ماند.

        در واکنشي جداگانه، مارگارت بكت، وزير امور خارجه* انگلستان روز سه*شنبه در* لوكزامبورگ ودرنشستي که ميان وزيران امور خارجه* اروپايي برگزار شد در پاسخ به اين سوال كه آيا علائم خوشبينانه اي* در آستانه* مذاكرات سولانا -لاريجاني مشاهده كرده است گفت: "در واقع نه!"

        • EU and Iran report progress in nuclear talks

          ANKARA (Reuters) - The EU and Iran said they had made progress at talks designed to end a standoff over Tehran's uranium enrichment program that the West fears could be used for the manufacture of nuclear weapons.


          EU foreign policy chief Javier Solana and Iran's top negotiator Ali Larijani plan to hold a joint news conference on Thursday but have already agreed to meet again in two weeks' time. No details of the progress were immediately known.


          Wednesday's talks between Solana and Larijani in the Turkish capital Ankara were extended into a dinner where they huddled together without aides for more than an hour, with the Iranian taking copious notes.


          The United States and other Western powers suspect Iran has a secret nuclear arms program. Tehran says its enrichment work is only for electricity production and is vital for its economy.


          Asked by Reuters on his way into dinner if progress had been made, Larijani said: "Yes." He did not elaborate.


          "We had some good exchanges tonight regarding different issues, including Iran's nuclear dossier. And there are ideas on the table ... In about two weeks' time we will be having some more talks," he said later in remarks translated from Farsi.


          Solana called the dinner session "constructive" and an aide confirmed the talks would resume in two weeks.


          One European Union diplomat, who declined to be named, said the key to a breakthrough was finding a face-saving way for Iran to curb enrichment.


          IRANIAN VOW


          No one had expected a breakthrough at the Ankara talks because of a new Iranian vow earlier in the week not to call off enrichment despite growing U.N. sanctions pressure.


          Earlier, Larijani said "irrational" Western preconditions -- a reference to calls for a halt to all enrichment activity -- had thwarted diplomatic efforts to head off what some fear could be a slide into a U.S.-Iranian conflict.


          EU officials had said Solana would encourage Larijani at the talks to accept a "double suspension" -- a halt to all enrichment-related activity in exchange for shelving of action to implement U.N. Security Council sanctions.


          That is the Council's formula to jump-start talks on trade incentives that major powers have offered Iran if it halts enrichment.


          After a string of futile EU-Iran contacts stretching back almost a year, there have been diplomatic hints the two sides could entertain a compromise based on a partial or temporary suspension of Iran's program.


          They surfaced again this week, prompting Washington to deny that major powers were edging away from a U.N. Security Council resolution they engineered calling for a complete moratorium as a precondition for negotiations on a lasting solution.


          A senior U.S. official said on Wednesday: "We're not going to support any kind of limited enrichment or a consortium inside Iran."


          Larijani offered on the eve of the talks to explore how to guarantee no military diversion of nuclear materials. But he ruled out halting enrichment efforts sited in a vast bunker shielded by anti-aircraft guns against a feared U.S. attack.

          Diplomats familiar with U.N. inspections in Iran say Tehran will not master major enrichment technology for several years.

          "If the West really wants to block progress (towards an Iranian bomb), it is easy enough to do -- just start negotiating without preconditions, and let Iran save face and keep a small enrichment program, with the IAEA monitoring," one said.

            Iranian chief nuclear negotiator Ali Larijani said on Thursday Iran and the European Union were approaching "a united view" in some areas of their nuclear talks.

            "I think in some areas we are approaching a united view. This is to say that the best approach is to settle all the issues through negotiations based on law and international rules and regulations," Larijani told a joint news conference with EU foreign policy chief Javier Solana in the Turkish capital Ankara before the two men resumed their talks on the nuclear issue.

            • EU foreign policy chief Javier Solana has urged the US to engage in direct negotiations with Iran over Tehran's nuclear programme and other issues.
              Mr Solana said he was convinced Iran wanted to talk with Washington.

              He was speaking following talks in Ankara earlier this week with Iran's nuclear envoy Ali Larijani.

              The US accuses Iran of seeking to build nuclear weapons. Washington has refused to hold direct talks until Tehran halts its uranium enrichment.

              Iran says its nuclear programme is entirely peaceful and is solely aimed at producing civilian nuclear power.

              'Potential motion'

              Speaking at a gathering of European and US foreign policy experts in Brussels, Mr Solana said: "I think that at this point in time to have also the United States open a channel of communication with Iran will be worth thinking about.


              The aim of the talks is to agree conditions for formal negotiations

              "To think that we are going to find a stabilisation of the wider Middle East without opening some channels of communications with Iran, I think we are going to commit a mistake," he said.

              Mr Solana said that his recent talks with Mr Larijani had indicated that there was "some potential motion".

              He said he hoped to exploit that at a further meeting with the Iranian envoy in about 10 days' time.

              Mr Solana added that he will brief US Secretary of State Condoleezza Rice on his discussions on Sunday.

              Commenting on Mr Solana's remarks, US assistant Secretary of State Daniel Fried, who attended the Brussels forum, said: "Our position at the moment is well-known... So we are stuck".

              Mr Solana and Mr Larijani met in Turkey's capital for the first time since the UN-imposed sanctions on Iran in March for refusing to suspend uranium enrichment.

              Iran will face further sanctions if it has not stopped enrichment by a new Council deadline of 24 May.

              • WASHINGTON - As U.S. and European Union officials showcase closer ties at a summit Monday, they may have found common ground over Iran's nuclear program and Russia's objections to a missile defense plan.



                The day before the summit, European Commission President Jose Manuel Barroso responded to recent comments by Iranian President Mahmoud Ahmadinejad and Russian President Vladimir Putin by expressing unity with the United States.

                The comments come as U.S. and EU officials have made clear they would sidestep disagreements over global trade and climate change and highlight smaller signs of improving ties. Both sides have emphasized a proposal by German Chancellor Angela Merkel to boost trans-Atlantic commerce by eliminating some bureaucratic hurdles.

                Joint diplomatic efforts will also be on display. Barroso signaled Sunday that moves by Moscow or Tehran to divide the EU and the U.S. would backfire.

                In an interview with CNN, Barroso, who will lead the European delegation with Merkel, responded strongly to Ahmadinejad's suggestion last week that the EU needed to be more independent from the U.S.

                European leaders and the U.S. have helped push through two sets of United Nations sanctions as part of international efforts to pressure Iran to make nuclear concessions. In response to Ahmadinejad, Barroso said Tehran should know that the concern about its nuclear program was coming from many parts of the world, not just Washington.

                "They should understand that this is not just a concern of the United States. It's a real concern of the international community," he said. "I think the game should not be to try to divide the United States from Europe or Europe from the United States."

                Barroso also praised a comment by President Bush that he would be open to direct talks with Tehran, following a suggestion from Javier Solana, the EU's foreign and security affairs chief.

                Bush said last week that he would consider talks with Tehran if he thought they would be fruitful, but added he did not believe they would be.

                Barroso also said Sunday that Russia, which has criticized the U.S. proposal to build a missile defense system in Europe, should not have a veto.

                "Any sovereign state of the European Union has the right to establish security arrangements with others," he said.

                His comments follow a threat by Russian President Vladimir Putin earlier this week to withdraw from a key post-Cold War treaty that set limits on the deployment of military forces in Europe.

                "We believe that the announcement to suspend Russia's participation in the CFE treaty, the Conventional Forces Treaty, that was a symbol of the Cold War, was, indeed, very disappointing," Barroso said.

                In recent months, Putin has stepped up criticism of U.S. foreign policies, including the expansion of NATO to Russia's borders and the missile defense plans. The U.S. has said the system is aimed at countering a threat from Iran.

                Some European officials have also criticized the U.S. missile defense plans as provocative or unnecessary. Others have said the U.S. has inadequately consulted Russia, a charge that the U.S. has both rejected and responded to by stepping up talks with Moscow.

                Merkel issued a statement praising U.S. moves to intensify talks with Moscow after she spoke with Putin by telephone over the weekend.

                The comments by Merkel and Barroso just ahead of the summit seemed to illustrate the closer ties that Merkel has sought to foster after years of disputes over the Iraq war and the U.S. treatment of terror suspects.

                Relations were boosted when Merkel assumed the EU's rotating presidency in January. As British Prime Minister Tony Blair prepares to leave office, she is considered Bush's best friend among European leaders, and the White House has welcomed her entreaties to repair European ties.

                Merkel has specifically sought out a project that would engage the two sides as a priority for her presidency of the 27-nation bloc. Her proposal to harmonize European and U.S. regulations, such as those governing automobile safety standards or business takeovers, is designed to increase trade and lower costs.

                Officials plan to announce an agreement Monday to establish a body to oversee the negotiations. They also will sign an pact to open up trans-Atlantic air routes.

                • World powers to discuss Iran in London Wednesday

                  LONDON (Reuters) - Senior officials of six world powers will meet in London on Wednesday to review Iran's nuclear plans following renewed talks between the European Union and Tehran, Britain said on Monday.

                  A Foreign Office spokesman said political directors in the foreign ministries of the United States, Russia, China, Britain, France and Germany would have an evening meeting along with EU officials.


                  "This is part of a pattern of discussions on how we move forwards," he said.


                  EU foreign policy chief Javier Solana urged the United States on Friday to speak directly to Iran to ease an international standoff over its nuclear program, and said Tehran was ready for such talks.


                  Iran says it is developing nuclear technology for power generation, but the West suspects it may be trying to build a bomb. U.N. sanctions have already been imposed on Tehran over its refusal to stop enriching uranium for nuclear fuel.


                  EU diplomats said the London meeting would address Solana's talks last week with Iran's chief nuclear negotiator Ali Larijani, which both described as positive, and whether a third, tougher sanctions resolution on Iran might be needed.

                  • اعتراض هاي روز دوشنبه ايران به زبان خاص يک سند مهم تهديدي براي به هم زدن نشستي است که هدف آن حفظ و نجات معاهده منع گسترش سلاح هاي اتمي است. ايران به ويژه با نحوه بيان دستور کار اين نشست که "پذيرش کامل اين معاهده " را ضروري مي داند، مخالف است.

                    يک ديپلمات ايراني که خواست نامش فاش نشود، اظهار داشت: هيئت نمايندگي وي شاهد "زبان متفاوتي" باشد. ديپلمات ديگري که با اين مقوله آشنا است، خاطر نشان کرد: "ايران نگران تهديد است و اين امر را تحريکي ديگر مي داند."

                    از سوي ديگر ديپلمات هاي ديگر حاضر در اين نشست اظهار داشتند ايران در اتخاذ موضع خود منزوي بنظر مي رسد و حتي متحدان ديرينه اش و عضو گروه غيرمتعهدها تمايلي به از سرگيري اين بحث در دستور کار چهار صفحه اي آژانس ندارند.

                    تني چند از اين ديپلمات ها از مخالفت ايران با نحوه بيان دستور کار آژانس ابراز تعجب کردند و اظهار داشتند ايران پيوسته فعاليت هاي هسته اي خود از جمله برنامه توسعه غني سازي اورانيوم را که به تحريم هاي سازمان ملل منجر شد، ادامه داده است.

                    دستور کار آژانس اتمي بايد قبل از آنکه نمايندگان عضو آژانس بتوانند به سراغ مسائل مهم تر بروند، به اتفاق آرا اتخاذ شود. اين بدان معني است که اگر ايران بر موضع خود پافشاري کند، اين موضعگيري مي تواند به تصميم گيري در خصوص به تعويق انداختن اين نشست منجر شود.

                    نمايندگان عضو آژانس به ايران و کره شمالي تأکيد کرده اند خواسته هاي جامعه بين الملل را بپذيرند و از برنامه هاي هسته اي خود به منظور حفظ و حراست از آينده ان پي تي صرفنظر کنند. قرار است اين نشست اولين جلسه از سه اجلاسي باشد که به منظور بازنگري کامل معاهده ان پي تي در سال 2010 برگزار خواهد شد.

                    بان کيمون دبيرکل سازمان ملل نيز تاکيد کرده است که قدرت هاي هسته اي اقدام مقتضي براي خلع سلاح اتمي را انجام نداده و کشورهاي عضو آژانس نسبت به حفظ و حراست از موافقتنامه هاي آژانس پايبند نبوده اند.

                    در همين حال ايران و کره شمالي تأثير و کارايي 37 ساله معاهده ان پي تي را آزموده اند. کره شمالي در اوايل سال 2003 از عضويت آژانس اتمي خارج شد و به ساخت بمب اتمي مبادرت ورزيد. ايران نيز به رغم نگراني هاي جامعه بين الملل و تحريم هاي سازمان ملل، تأکيد مي کند که به موجب اين معاهده حق دارد برنامه توسعه غني سازي اورانيوم را دنبال کند.

                    روديگر لودکينگ قائم مقام عضو کميسيون خلع سلاح و کنترل تسليحاتي آلمان در جلسه افتتاحيه روز دوشنبه به نمايندگي از طرف اتحاديه اروپا اظهار داشت: "يک راه حل مسأله هسته اي ايران، سهيم شدن در تلاش هاي جهاني در جهت منع گسترش سلاح هاي اتمي و محقق کردن هدف خاورميانه عاري از تسليحات کشتار جمعي است."

                    آناتولي آنتونوف سرپرست هيئت نمايندگي روسيه در آژانس اتمي نيز با اشاره به عقب نشيني يکجانبه کره شمالي از معاهده ان پي تي خاطر نشان کرد: هيچ کشوري همانند کره شمالي در اين نشست حضور ندارد و هدف "جهاني شدن کامل اين معاهده هنوز عملي نشده است."

                    معاهده ان پي تي که هر پنج سال يک بار بازنگري مي شود، در قبال تعهد پنج قدرت هسته اي ( آمريکا، روسيه، انگليس، فرانسه و چين ) در مورد حرکت بسوي خلع سلاح اتمي، از ديگر کشورها مي خواهد ضمانت دهند که برنامه تسليحات اتمي را دنبال نکنند.

                    نشست جاري که تا 11 ماه مه ادامه دارد، قدرت تغيير معاهده ان پي تي را ندارد، اما زمينه را براي بازنگري اين معاهده در سال 2010 فراهم خواهد کرد.

                    • Iran fights discussion of nuclear compliance at UN conference

                      VIENNA (AFP) - Diplomats tried to rescue a nuclear conference on Tuesday following Iranian objections to any focus on compliance with the Non-Proliferation Treaty (NPT).

                      Failure to overcome the procedural hitch could cut short the two-week meeting in Vienna which is the first of a series of preparatory conferences ahead of a general review of the NPT in 2010 designed to find ways to improve the treaty.

                      Diplomats said they feared the Vienna meeting could descend into procedural wrangling as happened at the last review conference in New York in May 2005, at a time of nuclear crises in both Iran and North Korea.

                      At issue is Iran's objection to the conference's agenda which states there will be discussion on "reaffirming the need for full compliance with the treaty."

                      On Monday Iranian ambassador Ali Asghar Soltanieh surprised the opening session when he insisted that the item could "create disputes by creating too much focus on one country. We don't want a direction given."

                      In March 2006, the UN nuclear watchdog International Atomic Energy Agency (IAEA) reported Iran to the UN Security Council for failing to comply with its NPT safeguards agreement by hiding its nuclear activities.

                      The IAEA verifies whether states without nuclear weapons have peaceful atomic programs or are diverting nuclear material for military purposes.

                      The Security Council has over the past year twice levied sanctions on Iran for defying its calls to suspend uranium enrichment and for failing to comply with an IAEA investigation into Iran's nuclear prorgram.

                      Diplomats said Iran was isolated at the Vienna meeting, with even its main ally Russia working towards a consensus on an agenda, the preferred way of operating at such conferences.

                      There was some confusion about whether Iran wanted to substitute the agenda prepared by the meeting's chairman Yukiya Amano for one from 2005 or a meeting in 2002.

                      The general feeling, said one diplomat, was that whatever the technicalities, it was normal to discuss compliance, since this is a central tenet of the NPT.

                      "Iran can not be allowed to hold the conference hostage," the diplomat said.

                      The NPT, which went into effect at the height of the Cold War in 1970 to control the spread of nuclear weapons and was extended indefinitely in 1995, is reviewed every five years.

                      Western powers say they fear Iran is developing a nuclear arsenal, but Tehran denies this and says its nuclear program is a peaceful effort to generate electricity.

                      A diplomat said it was "revelatory" that Iran wanted to block a full debate on compliance.

                      One diplomat said that Soltanieh felt that "singling out compliance had a particular motivation" and was directed against Iran.

                      The diplomat said Arab nations, which normally back Iran at NPT discussions, were unhappy because there was a reference they liked to resolutions on the Middle East in the agenda.

                      An Arab diplomat said Iran was trying, in the wake of UN sanctions, to send the signal that "if you are going to bash us, then we are going to make it difficult for you too."

                      The diplomat said a "face-saving formula" was needed to save the conference.

                      • نشست شرم الشيخ مصربراي بررسي راه هاي برقراري ثبات درعراق با شرکت کشورهاي همسايه عراق، کشورهاي گروه 8 و سازمان ملل امروز درحالي آغازمي شود که هنوز امکان گفتگوي مقامات ايراني وآمريکايي درجريان نشست، درپرده اي ازابهام است. طي روزهاي گذشته علائم مختلفي ازسوي دو طرف درخصوص اينکه اگر چنين شرايطي پيش بيايد، طرفين از گفت وگو خودداري نخواهند کرد، منتشر شده است.

                        اما روزگذشته مقامات آمريکايي به آسوشيتدپرس گفتند که دورنماي ديداربا مقامات ايراني، نسبت به ديداربا مقامات سوري تيره تر به نظر مي رسد. اين خبرگزاري نوشته است که منوچهر متکي نسبت به همتاي سوري خود، براي ديداربا رايس مردد است و به نظر مي رسد تهران هنوز براي چنين ديداري تصميم نگرفته است. متکي روزگذشته به تلويزيون دولتي ايران گفت که هيچ عجله اي درخصوص رابطه ايران وامريکا وجود ندارد: "ما درحال مروراظهارات مقامات آمريکايي درروزهاي گذشته هستيم... ما اقتضائات، علائق و هزينه و فايده هاي هرنوع عمل سياسي را ازجنبه هاي مختلف درنظر مي گيريم."

                        اين خبرگزاري سپس به نقل قول اظهارات احمدي نژاد درروزچهارشنبه پرداخت که درآن ازگفت وگوي صادقانه با آمريکا سخن گفته بود. اگرچه همزمان احمدي نژاد تاکيد کرده بود که آمريکا اشتباه مي کند اگر فکرکند با فشار ايران برنامه هسته اي را رها مي کند.

                        روزگذشته جورج بوش نيز که درشهرفلوريدابه سر مي برد اجلاس شرم الشيخ را آزموني براي ايران وسوريه ناميد که در آن مي توانند نشان دهند چقدرمايل به ايفاي نقشي سازنده درعراق هستند. بوش گفته است: "كنفرانس همسايگان عراق در شرم*‏الشيخ مصر آزموني مهمي براي بررسي علاقه واقعي ايران و سوريه به ايفاي نقش سازنده در عراق است. همه از عواقب شكست در عراق آگاه هستند، بنابريان بايد نتايج موفقيت در اين كشور را تحسين كنيم، زيرا ما پيش از اين شاهد چنين حوادثي بوده*‏ايم. اكنون زمان آزمون است، اين فرصت*‏ها نيازمند فعاليت بسيار، شجاعت و ايمان به توانايي آزادي براي دستيابي به صلحي است كه خواستار آن هستيم."

                        اگرچه درست پيش ازآغازاين نشست، ديپلمات هاي دوکشور مواضعي را درخصوص مسائل مبتلابه بيان کرده اند که بر تندي رابطه دوکشور افزوده است. ازجمله اظهارات علي اصغرسلطانيه نماينده* دايم ايران در آژانس بين*المللي انرژي اتمي در نشست مقدماتي کميته بازنگري معاهده منع گسترش هسته*اي است که درآن وي با اشاره به اينکه سلاح*هاي كشتار جمعي به خصوص تسليحات هسته*يي جايي در سياست دفاعي ايران ندارد به صورت تلويحي ازاينکه ايران ممکن است دراثرفشارزياد ازپيمان NPT خارج شود سخن گفته و افزوده است: "جمهوري اسلامي ايران آماده است درباره* مكانيسم*هايي كه مي*تواند عدم انحراف فعاليت*هاي صلح*آميز ايران را در آينده تضمين كند، با اعضاي علاقمند* صحبت كند. شوراي امنيت سازمان ملل هيچگونه پايه و اساس قانوني براي مساله هسته* اي ايران ندارد و هر گونه اقدام بعدي آن تنها اوضاع را پيچيده*تر مي*كند. شوراي امنيت حل اين مساله را با نتايج معكوس روبرو خواهد كرد و تلاش براي ازسرگيري مذاكرات و حل مسالمت آميز اين مساله را به خطر خواهد انداخت."

                        نماينده ايران درآژانس بين المللي انرژي اتمي اضافه کرده است که ايران حاضراست مسائل باقي مانده خود را با آژانس حل کند به شرط آنکه پرونده هسته اي به صورت کامل به آژانس بين المللي انرژي اتمي برگردانده شود وشوراي امنيت دخالتي درپرونده نداشته باشد: "جمهوري اسلامي ايران يك كشور مسوول و متعهد است و همچنان به پيروي از وظايف خود در ان. پي. تي ادامه خواهد داد، اما در برابر تهديدات دست روي دست نخواهد گذاشت و از حق مسلم خود براي استفاده از انرژي صلح*آميز هسته*يي نيز دست بر نخواهد داشت."

                        ازسوي ديگر کيهان، روزنامه محافظه کارتهران که اجلاس شرم الشيخ را بدبيني نگاه مي کند وطي روزهاي گذشته ازمقامات ايراني خواسته بود که ازاين فرصت براي تاديب ايالات متحده استفاده کنند بارديگر درگزارشي که روزگذشته به چاپ رسيد، ازاينکه اين اجلاس براي محدود کردن نقش ايران است سخن گفت. به نوشته سرمقاله نويس اين روزنامه مشخص است كه آمريكايي ها اجلاس مصر و مشابه هاي ديگر آن را به مثابه يك راه حل براي كنترل ايران نگاه مي كنند: "ايران البته نبايد فرصت ارائه نظر در اجلاس امنيتي شرم الشيخ را رها مي كرد ولي در همان حال ترديد ندارد كه اجلاس شرم الشيخ يك برنامه آمريكايي براي محدود كردن نقش منطقه اي ايران است و به همين جهت دولتمردان ما بايد به اجلاس مصر فقط به چشم يك تريبون و امكاني براي خنثي كردن طرح هاي آمريكايي - عربي بنگرند و در همان حال قدرت خود را در استمرار حركت عزت مدارانه و مردم گرايانه و در تعامل مستقيم با دولت ها و ملت هاي منطقه جستجو نمايند."

                        رسانه هاي غربي اما دراين ميان باحرارت احتمال ديدارمقامات ايراني وآمريکاي را پوشش داده اند. به نوشته گاردين، ايران بارديگر دراين کنفرانس ازآمريکا خواهد خواست که سربازان خود را ازعراق خارج کند وبگذارد مشکلات اين کشور را همسايگان آن حل کنند: "اگرچه هيچ برنامه*اي براي مذاکره دوطرفه ميان منوچهر متکي، وزير امورخارجه آمريکا و همتاي آمريکايي*اش، طراحي نشده است اما هر دو طرف به طور ضمني تمايل خود را براي گفتگو* درباره فعاليت*هاي تروريستي و مسائل مرزي، در حاشيه اجلاس امنيتي عراق، اعلام کرده*اند. اما به نظر مي*رسد که پيام ايران چه در اين کنفرانس مطرح شود و چه به طور محرمانه ابلاغ شود، حاکي از تسليم*ناپذيري ايران در برابر خواسته*هاي آمريکا باشد."

                        روزنامه واشنگتن پست روز گذشته با اشاره به اينکه با عدم پيروي ايران از قطعنامه هاي شوراي امنيت سازمان ملل مبني برتعليق اورانيوم وهمچنين آزمايش اتمي کره شمالي درسال 2006، عملامعاهده منع تکثيرسلاح هاي اتمي پيچيده شده است، اظهارات سلطانيه را موجب نگراني کشورهاي غربي دانست. چرا که اين اظهارات بيانگراين نکته بوده است که اگر ايران تحت فشارقراربگيرد ازNPT خارج خواهد شد. نماينده آلمان در اين نشست بر همين مبنا ادعا گرد که موضع*گيري*هاي ايران مي*تواند مانع دستيابي به هدف*هاي کميته بازنگري شود.

                        • Atomic treaty talks suspended over Iran objection

                          VIENNA (Reuters) - A meeting of 130 countries on the nuclear Non-Proliferation Treaty was suspended on Wednesday for 24 hours so diplomats could try and overcome a standoff triggered by Iran's objections to the agenda.

                          Iran, accused by the United States and other Western powers of having secret plans to make nuclear arms, says a clause in the agenda could single it out as the prime peril to the Non-Proliferation Treaty (NPT).

                          When the two-week meeting began on Monday, Iran blocked the required consensus on the agenda over the clause citing the need for a country to consider "approaches and measures to realize its (NPT) purpose, reaffirming the need for full compliance."

                          The clause was added at the behest of some Western powers which consider Iran and North Korea the biggest threats to the 37-year-old NPT, diplomats said.

                          Iran said the clause glossed over nuclear weapons states' failure to make good on NPT commitments to phase out arsenals or seek a nuclear arms free zone in the Middle East by pressing Israel to dismantle its undeclared atomic firepower.

                          Earlier on Wednesday, Iranian envoy Ali Asghar Soltanieh said Tehran would drop its objection if the passage on compliance was expanded to specifically mention disarmament by major powers with nuclear weapons.

                          ADJOURNMENT

                          Yukiya Amano, Japanese chairman at the NPT Preparatory Committee session, said he was adjourning the meeting until Thursday afternoon to try and resolve the dispute.

                          "I am still conducting intensive consultations and I need some more time. I thank you for your understanding. The next plenary meeting will be held at 3 p.m. (1300 GMT) tomorrow," Amano told the assembly of 130 NPT member nations.

                          Iran rejects the Western charges it has a secret nuclear arms plan. It says its bid to enrich uranium is only for electricity but the U.N. Security Council has imposed sanctions on Tehran for refusing to suspend the program.

                          Iran had sympathy from a few U.S. foes like Cuba but the vast majority, including both industrialized nations and many of the Non-Aligned Movement (NAM) of developing states to which Tehran belongs, had no problem with the agenda, diplomats said.

                          "The parties here need time to think. We are working very hard. It's complicated," Amano said after leaving the meeting hall to go into more consultations.

                          The NPT binds members without nuclear bombs not to acquire them, guarantees the right of all members to nuclear energy for peaceful ends, and commits the original five nuclear powers from the post World War Two era to phase out their arsenals.

                          Security analysts say the NPT must be overhauled to cope with countries trying to master nuclear arms capability under the guise of civilian atomic energy programs.

                          The United States and close allies suspect Iran of doing this and say Tehran's activity, together with North Korea's test nuclear explosion after dropping out of the NPT, is doing much to undermine the treaty.

                          • IEA chief says Iran should be allowed nuclear power

                            There is no reason why Iran should not have nuclear energy, the head of the International Energy Agency (IEA) said on Thursday.



                            Iran, the world's fourth-biggest oil exporter, is locked in a dispute with the West over its nuclear program, which it says is solely aimed at generating power.

                            World powers suspect Tehran of seeking to develop nuclear weapons.

                            "I don't see why a country like Iran could not have nuclear as part of its energy mix," IEA Executive Director Claude Mandil told a news conference.

                            "There is no energy reason why it should be denied nuclear," he said, although he added he understood the West's concerns.

                            The IEA, energy adviser to 26 industrialized countries, has been an advocate of nuclear energy as a way to address future needs without polluting the planet.

                            • دادستان تهران اعلام کرد حسين موسويان ديپلمات و مداکره کننده هسته اي جمهوري اسلامي در اختيار وزارت اطلاعات قرار دارد. در همين حال چند سايت نزديک به دولت با انتشار اظهارات محمود احمدي نژاد در يک جلسه خصوصي، اعضاي تيم سابق مذاکره کننده حکومت ايران در پرونده هسته اي را به خيانت متهم کردند. اين سايت ها از احتمال بازداشت برخي از ديگر اعضاي تيم هسته اي در زمان رياست حسن روحاني بر شوراي عالي امنيت ملي خبر دادند.

                              دادستان عمومي و انقلاب تهران روز شنبه به خبرگزاري ها گفت: "وزارت اطلاعات مسوول رسيدگي به اتهامات حسين موسويان يك عضو سابق تيم مذاكره كننده هسته*اي ايران است". سعيد مرتضوي با تاييد دستگيري موسويان، از اعلام اتهامي که موجب بازداشت ديپلمات سابق هسته اي شد خودداري کرد و در جواب خبرنگاران گفت: " بيان اتهامات افراد و مطالبي كه موجب بازداشت مي*شود به تكميل تحقيقات و صدور راي قطعي موكول مي*شود كه ما هم به تبعيت از قانون، بيان اتهامات را به بعد از تكميل تحقيقات موكول مي*كنيم".

                              مرتضوي در پاسخ به اين سئوال که آيا پرونده موسويان را وزارت اطلاعات بررسي مي*كند، گفت: " موسويان در حال حاضر تحويل زندان است و نهادي كه در رابطه با اتهامات ايشان فعاليت مي*كند، وزارت اطلاعات است. متهمي كه قرار باشد قراري برايش صادر شود، اگر بنا باشد بازداشت شود، تحويل زندان مي*شود".

                              خبرگزاري فارس: جاسوسي

                              تقريبا همزمان با خودداري دادستان تهران از اعلام اتهام حسين موسويان، خبرگزاري فارس به نقل از يک "منبع موثق" اتهام معاون پژوهش بين الملل مجمع تشخيص مصلحت نظام را جاسوسي عنوان کرد و گزارش داد: "تحقيقات از موسويان به اتهام جاسوسي همچنان ادامه دارد".

                              يك منبع موثق و بدون نامي که در ارتباط با پرونده موسويان اخباري اختصاصي در اختيار اين خبرگزاري قرار مي دهد با اشاره به آخرين وضعيت اين عضو ارشد تيم مذاكره كننده سابق هسته*اي و معاون مركز تحقيقات استراتژيك مجمع تشخيص مصلحت نظام گفت: "ايشان در حال حاضر در بند مربوط به وزارت اطلاعات زندان اوين [بند 209] بازداشت است و تحقيقات و بازجويي در مورد وي ادامه دارد".

                              اين منبع به فارس گفت: "اتهام ايشان جاسوسي در مورد مسائل هسته*اي است و به همين دليل پرونده وي در دادسراي انقلاب زير نظر مستقيم حداد معاون امنيت دادستان تهران مفتوح است".

                              در خصوص احتمال آزادي موسويان با صدور قرار وثيقه نيز اين خبرگزاري نزديک به نهادهاي امنيتي گزارش داد: "تا به اين لحظه قراري در اين خصوص صادر نشده و ايشان كماكان دربازداشت به سر مي*برد". خبرگزاري فارس چهارشنبه گذشته نيز خبر داده بود كه تحقيقات مقدماتي از موسويان که" احتمالاً در خصوص مسائل هسته*اي با خارجي*ها يكسري تبادل اطلاعات داشته" آغاز شده است.

                              كميسيون امنيت ملي مجلس

                              در همين حال نايب رييس كميسيون امنيت ملي و سياست خارجي مجلس، از بررسي موضوع بازداشت موسويان در جلسه روز يكشنبه* اين كميسيون خبر داد.

                              محمدنبي رودكي در گفت*وگو با خبرگزاري ايسنا، علت طرح اين موضوع را سئوالاتي خواند كه از طرف مسوولان، مردم و رسانه*ها طرح مي*شود. وي با بيان اينکه کميسيون امنيت ملي مجلس قرار است آخرين وضعيت و علت بازداشت موسويان را مورد بررسي قرار دهد، گفت: "علت بازداشت مسائل امنيتي و حتي مسائل اقتصادي عنوان شده، در صورتي كه نمي*توان با گمانه*زني آبروي اشخاص را ريخت يا در اذهان عمومي مردم محكوم كرد".

                              به گفته* نماينده* مردم شيراز در مجلس موضوع موسويان در دستگاه*هاي امنيتي و قضايي در حال بررسي است و مردم بايد منتظر نتيجه بررسي دستگاه*هاي امنيتي و قضايي و كميسيون امنيت ملي و سياست خارجي مجلس باشند.

                              احتمال بازداشت بقيه

                              در کنار انتشار اخبار رسمي قطره اي در مورد بازداشت حسين موسويان، در دو روز اخير سايت هاي نزديک به دولت اظهاراتي را به نقل از محمود احمدي نژاد در يک جلسه خصوصي منتشر کردند.

                              سايت الف نزديک به احمد توکلي و سايت عدل روم همزمان گزارش دادند: "چندي پيش احمدي نژاد در جلسه اي خصوصي خطاب به شرکت کنندگان چنين عنوان نمودند که در خصوص پرونده هسته اي به اطلاعات جديدي دست يافته ايم که غير قابل باور است". به نوشته اين سايت ها وي در اين جلسه از "خيانت برخي از مسوولين پرونده هسته اي و ارتباط ايشان با بيگانگان خبر دادند و عنوان نمودند که در حال حاضر پرونده اين افراد در دست بررسي است و بعد از تکميل اطلاعات اقدامات مقتضي به عمل خواهد آمد".

                              مهمترين بخش خبر انتشار يافته توسط سايت هاي نزديک به دولت آنجائي است که مي نويسند: "رئيس جمهور در اين جلسه، منشا اطلاعات دريافتي در خصوص اين ماجرا را از خارج از کشور ذکر کردند که در ادامه اين مساله، نيروهاي امنيتي و اطلاعاتي کشور به سرنخ هاي جديد دست يافته و موضوع را دنبال کرده اند".

                              اين دو سايت در ادامه خبر دادند: "با توجه به اظهارات رئيس جمهور در اين خصوص، احتمال دستگيري تعداد ديگري از افراد مرتبط با پرونده هسته اي ايران در دوران دولت قبلي و رياست شيخ حسن روحاني بر پرونده هسته اي وجود دارد".

                              ديپلمات بي دفاع؟

                              با گذشت يک هفته از بازداشت حسين موسويان معاون پژوهش بين الملل مرکز تحقيقات استراتژيک مجمع تشخيص مصلحت نظام، اين مجمع از هرگونه اظهار نظري در خصوص بازداشت وي خودداري مي کند.

                              علي لاريجاني دبير شوراي عالي امنيت ملي نيز جمعه در کنفرانسي مطبوعاتي در تهران بعد از بازگشت از عراق از دليل بازداشت حسين موسويان اظهار بي اطلاعي کرد و گفت اين موضوع در حوزه مسئوليتش نيست و مربوط به نهادهاي امنيتي و اطلاعاتي است.

                              در اين حال علي اکبر صالحي که در دو سال اول مذاکرات هسته اي و همزمان با عضويت موسويان در تيم مذاکره کننده هسته اي سابق، نمايندگي جمهوري اسلامي در آژانس بين المللي انرژي هسته اي را بر عهده داشت و در حال حاضر معاون سازمان کنفرانس اسلامي است، در گفتگو با ايسنا ضمن تاکيد بر اينکه جايگزيني وي در سال 83 برکناري نبود، از تيم هسته اي سابق دفاع کرد و گفت: "*مذاكراتي كه تا به حال انجام گرفته، هوشمندانه بوده است. در هر دو دوره مديريت پرونده هسته*يي توسط دكتر روحاني و دكتر لاريجاني سعي بر اداره* هوشمندانه* مساله* بوده است و اتفاقا فكر مي*كنم در هر دو دوره افرادي انتخاب شده*اند كه توانستند با تدبير و هوشمندي كار را دنبال كنند".

                              برخي از روزنامه هاي تهران روز پنج شنبه احتمال دادند که انتصاب روح الله حسينيان به مشاورت امنيتي احمدي نژاد با دستگيري موسويان بي ارتباط نباشد.

                              • از نظر مسؤولين پاکستاني، هيچ شکي وجود ندارد که ايران به دنبال دستيابي به سلاح هسته اي است. اين مسأله روز جمعه 4 مي توسط يکي از مسؤولين عالي رتبه نظامي پاکستان طي کنفرانسي در پاريس و در مقابل کارشناسان و ديپلمات هاي فرانسوي مطرح شد. اين مسؤول پاکستاني در اين خصوص اظهار داشت: "کاملاً مشخص است که اين برنامه نظامي است." وي در ادامه افزود: "ابعاد صلح آميز برنامه هسته اي ايران که از سال 2003 تاکنون توسط دولت تهران ادعا شده، تنها ظاهر مسأله است."

                                اين اظهار نظر که از زبان يک منبع عالي رتبه پاکستاني بيان شده، کاملاً نشان دهنده اين نکته است که دستيابي مخفي ايران به تجهيزات هسته اي [بين سال هاي 1980 و اواسط سال هاي 1990] و نقشه هاي مورد نياز براي مونتاژ سانتريفوژها توسط پاکستان صورت گرفته و اين کشور از جزئيات آن اطلاع دارد. آژانس بين المللي انرژي اتمي پيشتر خاطرنشان کرده بود که اين انتقال فنآوري به جمهوري اسلامي توسط شبکه مخفي عبدالقديرخان، رييس سابق برنامه هسته اي پاکستان، انجام گرفته است.

                                عبدالقديرخان پس از اينکه در سال 2004 به طور عمومي بر همکاري خود با ايران اعتراف کرد، از سوي حکومت پاکستان به دليل سوء استفاده از مسؤوليت خطير خود، تحت کنترل و نظارت قرار گرفت. ازطرف ديگر، پاکستان هرگونه بازجويي توسط سازمان هاي غربي از عبدالقديرخان، پدر بمب اتمي اين کشور که در سال 1998 با موفقيت آزمايش شد، را رد کرده است.

                                به علاوه، ايران در ماه آوريل اعلام کرد که به مرحله "صنعتي" نصب سانتريفوژهاي سايت نطنز رسيده است. اظهارات مسؤولين عالي رتبه پاکستان طي اين کنفرانس، به شدت بر ذهنيت حضار فرانسوي اثر گذاشته. ايران مظنون به توسعه يک برنامه هسته اي نظامي است، ولي تاکنون به طور رسمي از سوي آژانس اتمي محکوم نشده. "آژانس فني سازمان ملل" قبلاً در گزارشات پياپي خود اظهار داشته بود که قادر نيست با اطمينان اعلام کند برنامه هسته اي ايران ماهيت صلح آميز دارد و سپس ايران را به دليل عدم شفافيت در فعاليت هايش سرزنش کرده بود.

                                برونو ترتره، پژوهشگر بنياد تحقيقات استراتژيک فرانسه، در اين مورداظهار داشت: "مقامات پاکستاني از حدود دو سال پيش تاکنون در محافل خصوصي مي گويند که هدف برنامه اتمي ايران براي آنها کاملاً شفاف است. اکنون بسيار عجيب و غيرمنتظره مي نمايد که اين چنين آشکارا در مورد اين مسأله سخن مي گويند."

                                اين درحالي است که پاکستان از زمان افشاگري هاي شبکه عبدالقديرخان مبني بر همکاري با ايران، ليبي و کره شمالي، در تلاش است تا مخاطبان غربي را متقاعد کند که همچنان بر تجهيزات هسته اي خود کنترل بي وقفه دارد.

                                ولي با توجه به گزارش اخير مؤسسه بين المللي مطالعات استراتژيک لندن، انشعابات اين شبکه هنوز از بين نرفته اند و ايران همچنان به عنوان "يکي از خريداران مهم بازار سياه بين المللي در زمينه تجهيزات هسته اي" محسوب مي شود.
