Iran bans planned Mousavi rally in Tehran

Iran's Interior Ministry declared as illegal a rally which supporters of defeated moderate presidential candidate Mirhossein Mousavi plan to hold in Tehran later on Monday.

Unrest has rocked Tehran and other cities since the Interior Ministry released results on Saturday that showed hardline President Mahmoud Ahmadinejad had defeated Mousavi by a landslide in Friday's presidential election.

Mousavi has appealed to the Islamic Republic's top legislative body to annul the result because of what he alleges were irregularities, a charge the Interior Ministry and Ahmadinejad have dismissed.

The election result has disconcerted Western powers trying to induce the world's fifth-biggest oil exporter to curb its nuclear program. U.S. President Barack Obama had urged Iran's leadership "to unclench its fist" for a new start in ties.

On Sunday, Mousavi's supporters handed out leaflets calling for a rally in downtown Tehran on Monday afternoon. The protests over the last two days are the sharpest show of discontent against the Islamic Republic's leadership for years.

"The Interior Ministry issued a statement and said no permission had been issued for a rally ... The holding of such a gathering would be illegal," state radio said.

"Some seditious elements had planned to hold a rally and by fabrication said they had permission from the Interior Ministry. Any disrupter of public security would be dealt with according to the law," it said.

State television said Ahmadinejad was due to fly to Russia later on Monday to attend a summit meeting, a day after holding a triumphant rally attended by a cheering crowd of tens of thousands of people.

Pro-Mousavi demonstrators threw stones at police at Tehran University on Sunday and also clashed with Ahmadinejad supporters on a main street in the city that was littered with broken glass and fires.

In the north of the capital, a stronghold of Mousavi backers, riot police patrolled after midnight. Rubbish burned in the street, some cars had their windows broken, and police blocked access to roads.

              MOUSAVI'S APPEAL

Supreme Leader Ayatollah Ali Khamenei has called on Iranians to support Ahmadinejad and state media quoted him as saying the unprecedented high election turnout was "a divine wonder."

In a statement on his website, Mousavi said he had asked Iran's legislative Guardian Council to cancel the vote result.

"I urge you, Iranian nation, to continue your nationwide protests in a peaceful and legal way," he said.

After dusk on Sunday some Mousavi supporters took to rooftops across Tehran calling out "Allah Akbar" (God is greatest), an echo of tactics by protesters in the 1979 Islamic revolution.

Shots fired at huge Iran protest

Shots have been fired at a rally in Iran where hundreds of thousands of people were demonstrating against the result of last week's election.

Unconfirmed reports said one protester was killed and several more were hurt when security forces opened fire.

The crowd had been addressed by beaten candidate Mir Hossein Mousavi, who believes the vote was fixed in favour of President Mahmoud Ahmadinejad.

Mr Ahmadinejad has dismissed the claims and says the vote was fair.

The BBC's Jon Leyne, in Tehran, says Monday's rally was the biggest demonstration in the Islamic republic's 30-year history and described it as a "political earthquake".

I just came away from the protest. It was an incredible sight. A huge crowd, hundreds of thousands of people maybe even millions of people there in defiance of open threats from the government that they should not assemble.
While I was at the demonstration the security forces were staying well away from it. We were even able to film and usually the secret police come in straight away and stop you. But the crowds were so enormous they were stepping back. As we drove out we saw rows of riot police stationed on the highway.

If they have opened fire, that is going to really ratchet up this, it could be frankly a huge political mistake for those running this country.

The government had outlawed any protest following two days of unrest, with the interior ministry warning that "any disrupter of public security would be dealt with according to the law".

Despite this, correspondents said riot police had been watching the rally during the afternoon and had seemed to be taking no action.

But reports at 2045 local time (1615 GMT) said shots were being fired.

"There has been sporadic shooting out there... I can see people running here," Reuters quoted a reporter of Iran's Press TV as saying from Tehran's Azadi Square.

"A number of people who are armed, I don't know exactly who they are, but they have started to fire on people causing havoc in Azadi Square."

A photographer at the scene told news agencies that security forces had killed one protester and seriously wounded several others.

He said the shooting began when the crowd attacked a compound used by a religious militia linked to the country's powerful Revolutionary Guard.

The AFP news agency reported that police fired tear gas and groups of protestors set motorbikes alight.

                        Ayatollah's intervention

Earlier, the demonstrators had gathered in Tehran's Revolution Square, chanting pro-Mousavi slogans, before marching to Azadi Square.

"Mousavi we support you. We will die, but retrieve our votes," they shouted, many wearing the green of Mousavi's election campaign.

And Mr Mousavi eventually appeared, addressing the crowd from the roof of his car.

"The vote of the people is more important than Mousavi or any other person," he told his supporters.

His wife, Zahra Rahnavard, a high-profile supporter of her husband's campaign, later said they would keep up their protests. "We will stand until the end," she told the AFP.

The renewed protests come after Mr Mousavi and fellow defeated candidate Mohsen Rezai filed official complaints against the election result with the Guardian Council - the country's powerful clerical group.

A spokesman for the 12-member council said they would meet Mr Mousavi and Mr Rezai on Tuesday. They are expected to decide on the complaints by next week.

Dozens of opposition activists have been arrested since the protests began, while internet sites appear to have been blocked and the media heavily restricted.

UN Secretary-General Ban Ki-moon said he was following the situation closely.

"The position of me and the United Nations is that the genuine will of the Iranian people should be fully respected," he told reporters.

EU foreign ministers expressed "serious concern" and called for an inquiry into the conduct of the election, while France and Germany each summoned their Iranian ambassadors to explain what was going on.

Ahmadinejad supporters protested at French and UK embassies in Tehran
German Chancellor Angela Merkel criticised the use of "completely unacceptable" force against protesters.

"We are worried about the limitations of media coverage and we believe there should be a transparent evaluation of the election result. There are signs of irregularities," she said.

Groups of Ahmadinejad supporters gathered outside French and British embassies in Tehran, protesting against what they consider to be foreign interference in Iran's affairs.

"We have gathered here to protest the hidden interference of the Brits and the world, who are trying to create chaos in our country," one protester said.

Among the countries congratulating Mr Ahmadinejad on his victory were Iraq, Afghanistan, Venezuela and North Korea.

Shots fired as more than 100,000 Iranians defy march ban

Shots have been fired at an opposition rally in Tehran where more than 100,000 Iranians were protesting against the re-election of President Mahmoud Ahmadinejad.

An Associated Press photographer saw one person killed when shots were fired from a compound for pro-government militiamen. Several other people appeared to have been seriously wounded in Tehran's Azadi Square. BBC's Persian service quoted an eyewitness saying that four protesters have been killed.

A reporter on Iran's English-language Pess TV said: "There has been sporadic shooting out there ... I can see people running here."

Speaking live on the air, he said: "A number of people who are armed ... I don't know exactly who they are, but they have started to fire on people, causing havoc in Azadi Square."

Earlier, the defeated candidate Mir Hossein Mousavi addressed the crowd in his first public appearance since Friday's disputed election. Addressing the crowd from the roof of his car, Mousavi said he was ready to compete in a fresh election."The vote of the people is more important than Mousavi or any other person," he said, according to al-Jazeera television.

The gathering followed an announcement from Iran's supreme leader, Ayatollah Ali Khamenei, that he had ordered an investigation into claims vote-rigging had given the incumbent president, Mahmoud Ahmadinejad, a landslide victory.

The rally had been banned by the authorities and was initially called off by Mousavi amid fears of violence. But tens of thousands of people, dressed in Mousavi's green campaign colours, took to the streets, chanting "God is great" and "We fight, we die – we will not accept this vote-rigging".

Calling on Ahmadinejad to resign, they said the election results were a "coup d'etat" and chanted "Death to the lying government".

"I just want to show the president that we are not bandits. I want my vote back," Maryam Sedaghati, a supporter, told Reuters.

Earlier today, scuffles broke out as Ahmadinejad supporters on motorbikes used sticks to beat the marchers. Mousavi had attempted to cancel the rally after receiving warnings that militias responsible for policing it would be equipped with live ammunition. The rally had been banned by Iran's interior ministry, which declared the gathering "illegal".

Iran has been plunged into turmoil since Friday when the government declared that Ahmadinejad had won, a claim his rivals immediately disputed.

Iran's leaders spent the weekend urging people to accept the result but today Khamenei ordered an investigation into allegations of vote-rigging and fraud.

Iranian state television said he had told the guardian council, the clerical body that oversees elections, to examine Mousavi's claims of widespread vote-rigging.

The guardian council was reported to have said it would take no more than 10 days to hand down its ruling after complaints from Mousavi and another candidate, Mohsen Rezai.

"Mousavi and Rezai appealed yesterday. After the official announcement [of the appeal], the guardian council has seven to 10 days to see if it was a healthy election or not," the ISNA news agency quoted a council spokesman, Abbasali Kadkhodai, as saying.

The news represents a surprising turnaround for Khamenei, who had previously welcomed the results. "Issues must be pursued through a legal channel," state TV quoted Khamenei as saying. The supreme leader said he had "insisted that the guardian council carefully probe this letter".

Iranian TV quoted Khamenei as urging Mousavi to try to keep the violence from escalating and saying, "It is necessary that activities are done with dignity."

Ahmadinejad claimed the election results were fair and compared the protests over the past three days to the passion shown by football fans after a game.

But in a further sign of the escalating tensions, he put off a planned visit to Russia, cancelling a meeting planned for today with President Dmitry Medvedev.

Reports continued to spread that dozens of leading members of the opposition had been detained, and that security forces had last night raided a dormitory at Tehran University, killing three people and injuring 15. The reports could not be confirmed.

The official result – 63% for Ahmadinejad and 34% for Mousavi – means four more years for the president and an end to hopes for reform at home as well as, perhaps, detente with the west.

All three contenders to the presidency, reformist and conservative, have raised serious doubts about the result.

Mousavi claimed that, on Friday night, he had been informed by the interior ministry that he had won the election convincingly. That claim was first published on a popular website that was subsequently closed down.

There were also reports of a leaked interior ministry figures allegedly suggesting Mousavi had won.

EU foreign ministers today expressed "serious concern" over the fraud allegations and called for an investigation into the conduct of the election.

Small groups of Ahmadinejad supporters gathered outside the British and French embassies in Tehran, protesting at European "interference" in the elections.

Ahmadinejad has rejected claims of fraud as a "psychological war" by the foreign media.

Mousavi rally draws massive crowds in Tehran

Many tens of thousands of Iranians chanted support for Mirhossein Mousavi in Tehran on Monday after a presidential election they say was stolen from him and handed to the hardline incumbent, Mahmoud Ahmadinejad.

Shouting "Allahu Akbar" (God is greatest), they converged on Revolution Square, where Mousavi addressed a small part of the crowd through a loud hailer and held his fists clenched above his head, in a sign of victory, after two days of the capital's most violent unrest since the 1979 Islamic Revolution.

The gathering, which took place in defiance of an Interior Ministry ban, was a reply to Ahmadinejad's government-organized victory rally, which also drew vast crowds on Sunday.

Supporters stretching along several kilometers of a Tehran boulevard waved green flags, Mousavi's campaign colors, and held portraits of him aloft as they tried to take pictures on their cellphones -- even though his words could not be heard above the noise of the crowd.

Iran's state television said Mousavi, looking smiling and relaxed in a striped shirt, had said he was ready in case the election was re-run.

"Mousavi, take back our votes," the marchers chanted before Mousavi appeared, along with other pro-reform leaders who backed his call for Friday's election result to be overturned.

The disputed election has dismayed Western powers trying to induce the world's fifth-biggest oil exporter to curb nuclear work that they suspect is for bomb-making, a charge Iran denies.

                            U.S. CONCERN

U.S. leaders have reacted cautiously, in the hope of keeping alive President Barack Obama's strategy of engagement with Iran.

White House spokesman Robert Gibbs told reporters: "Obviously we continue to have concerns about what we're seeing."

But the European Union increased pressure on Iran to agree to opposition demands to investigate Ahmadinejad's landslide election victory and halt a crackdown on protesters.

France, Germany and Britain led the EU campaign to persuade Iran to clarify the election results.

In Paris, Foreign Ministry spokesman Eric Chevallier said Iran's ambassador had been summoned to hear French concerns over "the brutal repression of peaceful protests and the repeated attacks on the liberty of the press and freedom of speech."

Britain said it was worried that events in Iran might affect any future international engagement with its government.

"The implications are not yet clear," said British Foreign Secretary David Miliband. "What we know is that there has been no Iranian response to the outreach that has been made by the international community, including the United States."
In Washington, U.S. pollsters said a survey they had taken three weeks before the vote showed Ahmadinejad leading by a 2-to-1 ratio, greater than the declared election results.

The poll showed his victory might reflect the will of the people and not widespread fraud, pollsters Ken Ballen and Patrick Doherty said in a column in the Washington Post.

However, the poll was taken at around the time Iran's Guardian Council approved the four candidates to stand in the election. At the time Mousavi, who served as prime minister in the 1980s, had been out of the political spotlight for 20 years.

Ahmadinejad, by contrast, had been touring the country for months, pledging economic support for poorer districts where analysts say he draws much of his support.

Mousavi's campaign gathered visible momentum in the last two weeks before the poll, particularly among younger middle and upper class voters in the capital Tehran.

                            BROAD SUPPORT

The protests over Ahmadinejad's re-election are the sharpest display of discontent in the Islamic Republic for a decade -- and have drawn broader support than the student unrest of 1999.

"I just want to show the president that we are not bandits," said Maryam Sedaghati, a pro-Mousavi demonstrator in her 20s wearing a green headscarf. "I want my vote back."

A retired 61-year-old teacher who gave his name only as Ali said the rally recalled the 1979 Islamic revolution. "We used to protest against the shah in this street. I'm so sorry that now we have to walk the same street to preserve our rights."

Mousavi has asked the watchdog Guardian Council to annul the result, citing irregularities. The Interior Ministry and the president have rejected charges of fraud.

Supreme Leader Ayatollah Ali Khamenei, who has endorsed the election result, met Mousavi on Sunday and told him to pursue his complaints "calmly and legally," state television said.

Iran's reformist former president, Mohammad Khatami, assailed the authorities for denying permission for the pro-Mousavi rally and said the election had dented public trust.

The 12-man Guardian Council, whose chairman, Ayatollah Ahmad Jannati, endorsed Ahmadinejad before the vote, said it would rule within 10 days on two official complaints it had received from Mousavi and another losing candidate, Mohsen Rezaie.

The council vets election candidates and must formally approve results for the outcome to stand.

Ebrahim Yazdi, leader of the banned opposition Freedom Movement, said Ahmadinejad's attacks on his opponents had opened a "Pandora's box" of divisions within the establishment and between the people and their government.

"It is the biggest crisis since the revolution," he said.
About 400 pro-reform students, many wearing green face masks to conceal their identity, gathered earlier at a mosque in Tehran University and demanded Ahmadinejad's resignation.

Some said members of a religious militia had attacked their dormitory. "They hit our friends and took away at least 100 students. We have no news about their whereabouts," said one.

University officials denied the reported incidents.

A burned-out shell of a bus or truck lay inside the university's dormitory compound, Reuters television pictures showed. Across the road, a bank office had been gutted by fire.
