  • VIENNA (AFP) - The International Atomic Energy Agency said it was discussing with Iran its demand to withdraw some nuclear inspectors but was confident it could continue monitoring the country's nuclear facilities.

    "It should be noted however, that there are a sufficient number of inspectors designated for Iran and the IAEA is able to perform its inspection activities in accordance with Iran's Comprehensive Safeguards Agreement," IAEA spokeswoman Melissa Fleming said.

    Earlier, the head of the Iranian parliament's national security commission told ISNA news agency that Iran has decided to block 38 IAEA inspectors in a fresh show of defiance over its nuclear aims.

    Last month, Iran's parliament adopted a bill requiring the government to revise its cooperation with the IAEA after the UN Security Council passed a resolution to impose sanctions on Tehran for its refusal to suspend uranium enrichment work.

    Alaeddin Borujerdi, head of parliament's national security commission, said on Monday that the blocking of the inspectors was a "first step in implementing the parliament legislation."

    IAEA inspectors regularly visit Iranian nuclear sites under the nuclear Non-Proliferation Treaty, to which Iran is a signatory.

    The parliament adopted the bill in response to the UN resolution 1737 that imposes sanctions on Iran's nuclear and missile programmes.

    Iran, OPEC's second largest oil exporter, insists its nuclear programme is solely aimed at meeting peaceful energy needs. However, the West fears that it could be diverted towards building a bomb.

    • The US has rejected a call from the head of the UN's nuclear watchdog for a "timeout" in the showdown with Iran over its nuclear programme.
      The US ambassador to the UN said the sanctions already being applied against Iran were not open to reinterpretation.

      The head of the IAEA, Mohamed ElBaradei, said on Friday that Iran's nuclear work and UN sanctions could be simultaneously stopped.

      Some Western nations fear Iran is trying to build nuclear weapons.

      Tehran insists its programme is for peaceful uses only.

      'Not mature'

      A UN resolution passed on 23 December imposed sanctions on Iran until it stops enriching uranium.

      Enriched uranium is used as fuel for nuclear reactors but can also be used to produce material for atomic weapons.

      The acting US ambassador to the UN, Alejandro Wolff, said "there is a path laid out for suspension [of sanctions] and that is Iranian suspension of their enrichment activities to be responded to by the Council."

      Iran too has dismissed the proposal. Chief nuclear negotiator Ali Larijani said Mr ElBaradei's proposal was not "mature" enough.

      "Iran's nuclear issue has different angles and sides to it, and does not have a simple one-line solution," he said in Tehran.

      Iran has been pressing ahead with plans to expand its nuclear programme.

      Tehran has announced it will install 3,000 centrifuges at its Natanz nuclear facility. This would be a massive increase in its potential to produce enriched uranium.

      On Friday Iran demanded the removal of the UN official in charge of inspecting the country's nuclear programme.

      The official, Chris Charlier, had already been banned from entering Iran.

      Last week, Iran banned 38 inspectors from four different countries.

      • European governments are resisting Bush administration demands that they curtail support for exports to Iran and that they block transactions and freeze assets of some Iranian companies, officials on both sides say. The resistance threatens to open a new rift between Europe and the United States over Iran.

        Administration officials say a new American drive to reduce exports to Iran and cut off its financial transactions is intended to further isolate Iran commercially amid the first signs that global pressure has hurt Iran’s oil production and its economy. There are also reports of rising political dissent in Iran.

        In December, Iran’s refusal to give up its nuclear program led the United Nations Security Council to impose economic sanctions. Iran’s rebuff is based on its contention that its nuclear program is civilian in nature, while the United States and other countries believe Iran plans to make weapons.

        At issue now is how the resolution is to be carried out, with Europeans resisting American appeals for quick action, citing technical and political problems related to the heavy European economic ties to Iran and its oil industry.

        “We are telling the Europeans that they need to go way beyond what they’ve done to maximize pressure on Iran,” said a senior administration official. “The European response on the economic side has been pretty weak.” The American demands and European responses were provided by 10 different officials, including both supporters and critics of the American approach.

        One irony of the latest pressure, European and American officials say, is that on their own, many European banks have begun to cut back their transactions with Iran, partly because of a Treasury Department ban on using dollars in deals involving two leading Iranian banks.

        American pressure on European governments, as opposed to banks, has been less successful, administration and European officials say.

        The main targets are Italy, Germany, France, Spain, Austria, the Netherlands, Sweden and Britain, all with extensive business dealings with Iran, particularly in energy. Administration officials say, however, that Chancellor Angela Merkel of Germany, the current head of the European Union, has been responsive.

        Europe has more commercial and economic ties with Iran than does the United States, which severed relations with Iran after the revolution and seizure of hostages in 1979.

        The administration says that European governments provided $18 billion in government loan guarantees for Iran in 2005. The numbers have gone down in the last year, but not by much, American and European officials say.

        American officials say that European governments may have facilitated illicit business and that European governments must do more to stop such transactions. Treasury Secretary Henry M. Paulson Jr. has said the United States has shared with Europeans the names of at least 30 front companies involved in terrorism or weapons programs.

        “They’ve told us they don’t have the tools,” said a senior American official. “Our answer is: get them.”

        “We want to squeeze the Iranians,” said a European official. “But there are varying degrees of political will in Europe about turning the thumbscrews. It’s not straightforward for the European Union to do what the United States wants.”

        Another European official said: “We are going to be very cautious about what the Treasury Department wants us to do. We can see that banks are slowing their business with Iran. But because there are huge European business interests involved, we have to be very careful.”

        European officials argue that beyond the political and business interests in Europe are legal problems, because European governments lack the tools used by the Treasury Department under various American statutes to freeze assets or block transactions based on secret intelligence information.

        A week ago, on Jan. 22, European foreign ministers met in Brussels and adopted a measure that might lead to laws similar to the economic sanctions, laws and presidential directives used in the United States, various officials say. But it is not clear how far those laws will reach once they are adopted.

        The American effort to press Iran economically is of a piece with its other forms of pressure on Iran, including the arrest of Iranian operatives in Iraq and sending American naval vessels to the Persian Gulf.

        American officials refuse to rule out military action. On Monday, President Bush said in an interview with National Public Radio that the United States would “respond firmly” if Iran engages in violence in Iraq, but that he did not mean “that we’re going to invade Iran.”

        Several European officials said in interviews that they believe that the United States and Saudi Arabia have an unwritten deal to keep oil production up, and prices down, to further squeeze Iran, which is dependent on oil for its economic solvency. No official has confirmed that such a deal exists.

        • WASHINGTON - Zbigniew Brzezinski, a former U.S. national security adviser, told Congress the war in Iraq was a calamity and was likely to lead to "a head-on conflict with Iran and with much of the world of Islam at large."

          Testifying before the Senate Foreign Relations Committee on Thursday, Brzezinski skewered Bush administration policy as driven by "imperial hubris" and as a disaster on historic, strategic and moral grounds.

          While other former U.S. officials and ex-generals have criticized administration policy in committee hearings, none savaged it to the degree Brzezinski did.

              هر دو جنگ روانی است!




              سردار محمدباقر ذوالقدر قائم مقام سابق فرمانده کل سپاه و قائم مقام کنونی وزير کشور که کفالت نيروی انتظامی نيز طبق فرمان رهبر به وی واگذار شده در جريان توديع و معارفه استاندار گلستان گفت:

              جنگ روانی دشمن ابعاد مختلفی دارد که يکی از بعدهای آن شايعه حمله نظامی به ايران است.

              ذوالقدر که همسو با احمدی نژاد، رئيس مجلس و رهبر ارزيابی خود از خطر حمله به ايران را ارائه می داد اضافه کرد:

              دشمن به دلايل مختلف ازجمله توانمنديهای نظامی جمهوری اسلامی، موقعيت جغرافيايی و جمعيتی، امکانات و قابليت*های مختلف ايران و همچنين زمين گير شدن ارتش آمريکا درعراق و افغانستان، اگرهم بخواهد نمی*تواند به ايران حمله نظامی کند.

              تحريم اقتصادی ممکن است، ولی به دليل اينکه ايران با 16کشور همسايه است، امکانات بالقوه ای دارد و همچنين با وجود سالها تحريم اين جنگ روانی نيز کارساز نيست.



              ذوالقدر که به اعتراف خود در يک سناريوی چند جانبه توانست احمدی نژاد را رئيس جمهور کند و در کابينه احمدی نژاد نيز نقش سرکوب هر نوع تظاهرات و اعتراضات دانشجوئی، کارگری، زنان و ... برعهده اوست، در ادامه اين سخنرانی نظامی گفت:

              يکی ديگر از شيوه های جنگ روانی دشمن دامن زدن به شايعات در کشور است.(ظاهرا اشاره او به شايعه بيماری رهبر بايد باشد!)

              • That Iran stands today able to challenge or even defy the United States in every sphere of American influence in the Middle East, attests to the dismal failure of the Bush administration’s policy toward it during the last six years. Feeling emboldened and unrestrained, Tehran may, however, miscalculate the consequences of its own actions, which could precipitate a catastrophic regional war. The Bush administration has less than a year to rein in Iran’s reckless behavior if it hopes to prevent such an ominous outcome and achieve, at least, a modicum of regional stability.

                By all assessments, Iran has reaped the greatest benefits from the Iraq war. The war’s consequences and the American preoccupation with it have provided Iran with an historic opportunity to establish Shiite dominance in the region while aggressively pursue a nuclear weapon program to deter any challenge to its strategy. Tehran is fully cognizant that the successful pursuit of its regional hegemony has now become intertwined with the clout that a nuclear program bestows.

                Therefore, it is most unlikely that Iran will give up its nuclear ambitions at this juncture, unless it concludes that the price will be too high to bear. That is, whereas before the Iraq war Washington could deal with Iran’s nuclear program by itself, now the Bush administration must also disabuse Iran of the belief that it can achieve its regional objectives with impunity.

                Thus, while the administration attempts to stem the Sunni-Shiite violence in Iraq to prevent it from engulfing other states in the region, Washington must also take a clear stand in Lebanon. Under no circumstances should Iranian-backed Hezbollah be allowed to topple the secular Lebanese government. If this were to occur, it would trigger not only a devastating civil war in Lebanon but a wider Sunni-Shiite bloody conflict.

                The Arab Sunni states, especially, Saudi Arabia, Egypt and Jordan are terrified of this possible outcome. For them Lebanon may well provide the litmus test of the administration’s resolve to inhibit Tehran’s adventurism but they must be prepared to directly support U.S. efforts.

                In this regard, the Bush administration must wean Syria from Iran. This move is of paramount importance because not only could Syria end its political and logistical support for Hezbollah, but it could return Syria, which is predominantly Sunni, to the Arab-Sunni fold. Mr. Bush must realize that Damascus’s strategic interests are not compatible with Tehran’s and the el-Assad regime knows only too well its future political stability and economic prosperity depends on peace with Israel and normal relations with the United States.

                President Assad may talk tough and embrace militancy as a policy tool, he is, however, the same president who called, more than once, for unconditional resumption of peace negotiation with Israel and was rebuffed. The stakes for the United States and its allies in the region are too high to preclude testing Syria’s real intentions which can be ascertained only through direct talks.

                It is high time for the administration to reassess its policy toward Syria and begin by abandoning its schemes of regime change in Damascus. Syria simply matters; the administration must end its efforts to marginalize a country that can play such a pivotal role in changing the political dynamic for the better throughout the region.

                Although ideally direct negotiation between the United States and Iran should be the first resort to resolve the nuclear issue, as long as Tehran does not feel seriously threatened, it seems unlikely that the clergy will at this stage end the nuclear program. In possession of nuclear weapons Iran will intimidate the larger Sunni Arab states in the region, bully smaller states into submission, threaten Israel’s very existence, use oil as a political weapon to blackmail the West, and instigate regional proliferation of nuclear weapons’ programs.

                In short, if unchecked, Iran could plunge the Middle East into a deliberate or inadvertent nuclear conflagration. If we take the administration at its word that it would not tolerate a nuclear Iran and considering these regional implications, Washington is left with no choice but to warn Iran of the severe consequences of not halting its nuclear program.

                Such a warning, however, cannot be ambiguous or open ended; rather, it should include a reasonable timeline (a few months) to allow the representatives of the EU -- France, Germany, and England, perhaps with the support of Russia and China, to make a last-ditch effort. To prevent Iran from miscalculating the consequences of its own actions, the administration should back this warning with credible punitive measures that leave Iran in no doubt whatsoever of the consequences for defying the international community.

                As it is, there is growing concerns inside Iran both about socio-economic conditions and President Ahmedinajad’s foreign policy provocations. American pressure at this time will not be taken lightly by Iran, which dreads major U.S. punitive measures.

                By sending two air carriers to the region and undertaking other military and naval preparations, the administration seems to be moving in the right direction. What is needed now is a clearly articulated warning that sets the stage for what is to come.

                Unlike the situation in Iraq before the invasion, Iran’s actions speak for themselves: Teheran openly pursues a nuclear program, nakedly supports terrorism, and poses a clear and present danger to the United States and its allies. The American public and Congress are supportive of the President’s moves, a fact that will not be lost on Tehran.

                  • معاون وزير خارجه آمريکا شب گذشته اعلام کرد که تحريم ها عليه ايران تا توقف غنی سازی از سوی تهران ادامه می يابد.
                    به گزارش خبرگزاری فرانسه، نيکلاس برنز معاون وزير خارجه آمريکا شب گذشته در آرژانتين مدعی شد : ايران هم اکنون خود را بيش از گذشته تنها می بيند و درحال حاضر فقط چهار کشور کوبا، ونزوئلا، سوريه و بلاروس از تهران و برنامه هسته ای ايران حمايت می کنند.

                    معاون وزير خارجه آمريکا در ادامه گفت : معتقدم اعمال فشارهای سياسی می تواند تهران را متقاعد کند تا از فعاليت هسته ای خود دست بردارد.

                    برنز در خاتمه اعلام کرد که وعدهای ژوئن 2006 به ايران مبنی بر همکاری با اين کشور و رفع تحريم های اعمال شده عليه تهران همچنان به قوت خود باقی است و اين درصورتی است که ايران غنی سازی اورانيوم را متوقف کند.

                    • البرادعى" مدير كل آژانس بين*المللى انرژى اتمي، همزمان با تصويب تحريم*هاى سازمان ملل عليه ايران از سوى وزيران امور خارجه اتحاديه اروپا، روز دوشنبه خواستار به تعويق افتادن اجراى اين تحريم*ها در صورت تعليق غني*سازى اورانيوم از سوى ايران شد.

                      به گزارش خبرگزارى آسوشيتدپرس از بروكسل، البرادعى گفت كه وى اين طرح را چند هفته قبل و با هدف پايان دادن به بن*بست بين غرب و ايران بر سر برنامه هسته*اى اين كشور مطرح كرد.

                      البرادعى پس از ديدار با نخست وزير بلژيك به خبرنگاران گفت: "دو طرف به يك وقفه نياز دارند."

                      وى با اعلام اين مطلب كه تحريم*ها، ابزار مهمى هستند اما به تنهايى اين مساله را حل نمي*كنند، تاكيد كرد كه بازگشت به ديپلماسى خلاق، ضرورى است.

                      البرادعي، از تهران خواست تا از فرصت پيش آمده براى شنيدن نياز جامعه بين*المللى در زمينه اطمينان مجدد از ماهيت صلح*آميز برنامه هسته*ايش استفاده كند.

                      • کمیته روابط خارجی مجلس نمایندگان آمریکا طرحی را برای گسترش تحریم ها علیه ایران تصویب کرده است.
                        این طرح با هدف بر حذر داشتن موسسه های مالی، بانک ها و شرکت های خارجی از شرکت در طرح های صنعت نفت و گاز ایران به تصویب رسیده است.

                        این مصوبه همچنین محصولات پتروشیمی و گاز طبیعی مایع شده ایران را در فهرست تحریم های آمریکا قرار می دهد.

                        قانون تحریم ایران یک دهه پیش به وسیله کنگره آمریکا تصویب شد ولی دولت این کشور که نگران پیامدهای دیپلماتیک آن بوده در عمل آن را که به تازگی تا سال 2011 تمدید شده به اجرا در نیاورده است.

                        کارشناسان می گویند کمیته روابط خارجی مجلس نمایندگان می خواهد با تشدید این قانون، فشار اقتصادی علیه ایران را افزایش دهد.

                        این در حالی است که توماس لانتوس رئیس دموکرات این کمیته پیش از این از علاقه خود برای سفر به تهران برای گفتگو با مقام های ایرانی خبر داده بود.

                        جین هارمن از سیاستمداران دموکرات آمریکایی می گوید تشدید تحریم های ایران، فشار بیشتری را بر اقتصاد "ضعیف" این کشور وارد خواهد کرد.

                        ایلان برمن از کارشناسان شورای سیاست خارجی آمریکا که از مؤسسه های تحقیقاتی نزدیک به محافظه کاران این کشور است هم می گوید علاوه بر اکثریت دموکرات کنگره، نمایندگان جمهوری خواه هم از تشدید تحریم های ایران حمایت می کنند.

                        او می گوید: "کنگره فعال ترشده و می خواهد کاخ سفید پیش از هرگونه اقدام نظامی علیه ایران گزینه های دیگر را نیز در نظر بگیرد. به همین خاطر است که کمیته روابط خارجی مجلس نمایندگان درصدد تشدید تحریم های اقتصادی ایران برآمده است."

                        این در حالی است که کمیته روابط خارجی مجلس نمایندگان می خواهد شرکت های خارجی متعلق به شرکت های آمریکایی که با ایران ارتباط دارند هم تحریم شوند.

                        ناظران می گویند نهادهای کلیدی دولت به ویژه وزارت امور خارجه آمریکا همواره این گونه درخواست های کنگره را به عنوان مداخله این نهاد قانونگذار در سیاست خارجی دولت دانسته اند.

                        به گفته آنها وزارت امور خارجه آمریکا به ویژه نگران است تحریم های کنگره باعث رنجش متحدان آمریکا شود و از آزادی عمل و قدرت دیپلماتیک آمریکا در صحنه بین المللی بکاهد.

                        در این حال برخی از کارشناسان پیش بینی کرده اند کاخ سفید که در حال حاضر برای تشدید تحریم های بین المللی علیه ایران تلاش می کند با طرح کمیته امور خارجه مجلس نمایندگان مخالفت نخواهند کرد.

                        • راديو بين*‏المللى سوييس از اعمال تحريم*‏هاى سوييس بر ايران خبر داد.
                          خبرگزارى شينهوا به نقل از راديو بين*‏المللى سوييس گزارش داد: به دليل عدم توقف غني*‏سازى اورانيوم توسط ايران، سوييس اعمال تحريم عليه اين كشور را آغاز كرد.
                          طبق اين گزارش، تحت اين تحريم*‏ها همه صادرات سوييس كه مي*‏تواند در برنامه*‏هاى موشك بالستيك و هسته*‏اى ايران به كار رود، منع مي*‏شود.
                          اين گزارش افزود: مقامات سوييسى همچنين برخى دارايي*‏هاى ايراني*‏ها را مسدود كرده*‏اند.
                          كابينه سوييس در اين باره گفت: اين تحريم*‏ها مطابق با قطعنامه شوراى امنيت سازمان ملل متحد در دسامبر 2006 است.
                          بنابراين گزارش، اقدام فوق دو روز پس از مذاكرات غيررسمى ميشلينه كالمي*‏رى وزير خارجه سوييس با على لاريجانى دبير شوراى عالى امنيت ملى ايران انجام شد.
                          كالمى رى در مذاكرات دوشنبه در برن، بر لزوم حل ديپلماتيك بحران هسته*‏اى ايران تاكيد كرده بود.

                          • دولت آمريکا سه شرکت ايرانی را به ظن ارتباط با برنامه های هسته ای اين کشور تحريم کرده و مبادلات تجاری با آنها را ممنوع کرده است.
                            وزارت خزانه داری ايالات متحده روز جمعه شانزدهم فوريه (بيست و هفتم بهمن ماه) سه شرکت 'کالای الکتريک'، 'کاوشيار' و صنايع انرژی پيشگام' (Pioneer Energy Industries Co) را در ليست شرکت های 'مرتبط با گسترش سلاح های کشتار جمعی' قرار داده و اعلام کرده به دنبال مسدود کردن تمامی اموال اين شرکت ها در آمريکا خواهد بود.

                            يک مقام وزارت خزانه داری آمريکا با اعلام اينکه شرکت های مزبور متعلق يا وابسته به سازمان انرژی اتمی ايران هستند، يا برای اين سازمان کار می کنند، گفته هدف از اين اقدام "بازداشتن ايران از دسترسی به مواد و خدماتی است که به مقاصد هسته ای اين کشور کمک می کنند."

                            بر اساس قطعنامه 1737 شورای امنيت، که روز بيست و سوم دسامبر سال گذشته ميلادی به تصويب رسيد، همه کشورهای عضو سازمان ملل ملزم هستند که از انتقال تجهيزات و فن آوری های قابل استفاده در برنامه های هسته ای و موشکی به ايران خودداری کرده و اموال افراد و شرکت هايی را که با اين برنامه ها ارتباط مستقيم دارند، مسدود کنند.

                            روز جمعه دولت ژاپن نيز اعلام کرد اموال ده گروه و دوازده شخص را به دليل آنچه ارتباط آنان با برنامه های هسته ای و موشکی ايران خوانده شده، مسدود کرده است.

                            تحريم های تازه عليه شرکت ها و گروه های ايرانی در حالی اعمال می شود که تا پايان مهلت شورای امنيت به ايران برای تعليق فعاليت های مربوط به غنی سازی کمتر از يک هفته باقی مانده است.

                            با نزديک شدن زمان انقضای مهلت دو ماهه به ايران، انتظار می رود ايالات متحده و کشورهای غربی خواستار صدور قطعنامه سختگيرانه تری عليه اين کشور شوند.

                            قرار است مديرکل آژانس بين المللی انرژی اتمی در روز 21 فوريه گزارشی را در مورد اقدامات ايران در زمينه اجرای قطعنامه شماره 1737 به شورای امنيت تسليم کند.

                            همزمان، از قول منابع ديپلماتيک در مقر آژانس بين المللی در وين گزارش شده است که کشورهای عضو شورای حکام بر سر پيش نويس قطعنامه ای برای کاهش کمک های فنی اين نهاد به ايران به توافق رسيده اند.

                            قرار است اين قطعنامه در اجلاس شورای حکام در اوايل ماه مارس مورد بررسی قرار گيرد.

                            • TOKYO (AFP) - The Japanese government has decided to freeze the assets of 10 groups and 12 individuals related to Iran's nuclear and missile programmes, under a UN sanction resolution approved in December.

                              "We must execute the measures with a determined will and resolve because (the Iranian nuclear problem) affects the nuclear non-proliferation regime and North Korea's nuclear problem," foreign minister Taro Aso told reporters after the cabinet approved the measures.

                              The cabinet of Prime Minister Shinzo Abe also decided to ban transfer of funds in connection with Iran's sensitive nuclear and ballistic missile programmes.

                              The measures will become effective Saturday.

                              Japan, despite being a close US ally, has maintained close trade ties with Iran. Asia's largest economy is almost entirely dependent on the Middle East for its oil, and imports about 15 percent of its total oil consumption from Iran.

                              Last year, the UN Security Council unanimously approved a resolution imposing sanctions that target Iran's nuclear and ballistic missile programmes.

                              Aso called on Iran to stop its uranium enrichment activities and return to the negotiating table before and after the passage of the resolution.

                              Western countries backed the sanctions, fearing Iran could use uranium enrichment activities to develop nuclear weapons.

                              Iran, which says its programme is for peaceful purposes, vowed to expand its enrichment.
