  • Iran: Remove Rights Abuser From Delegation at U.N.
    Accused Torturer at Human Rights Council Session

    (New York, June 22, 2006) – Iran should immediately remove Tehran’s notoriously abusive prosecutor general from its delegation to the U.N. Human Rights Council in Geneva, Human Rights Watch said today. The prosecutor general, Saeed Mortazavi has been implicated in torture, illegal detention, and coercing false confessions by numerous former prisoners.

    “Iran’s decision to send Mortazavi to Geneva demonstrates utter contempt for human rights and for the new council,” said Joe Stork deputy director of Middle East and North Africa division for Human Rights Watch. “Iran has just confirmed why U.N. members refused to elect it to the Human Rights Council.”

    In April 2000, Mortazavi, then the judge of Public Court Branch 1410, led a massive crackdown to silence growing dissent in Iran. He ordered the closure of more than 100 newspapers and journals. In 2003, he was promoted to the post of Tehran’s prosecutor general. In 2002, a human rights expert appointed by the old U.N. Commission on Human Rights to monitor the human rights situation in Iran took the extraordinary step of naming Mortazavi publicly in his report and calling for him to be suspended from the bench.

    Iranian-Canadian photojournalist Zahra Kazemi died in June 2003 while in the custody of judiciary and security agents led by Mortazavi. Lawyers representing Kazemi’s family have alleged that her body showed signs of torture, including blows to her head, and that Mortazavi participated directly in her interrogation.

    In 2004, Mortazavi orchestrated the arbitrary detention of more than 20 webloggers and internet journalists, who were held in secret prisons. Human Rights Watch collected testimonies from several of these detainees who implicated Mortazavi in their ordeal, which included lengthy solitary confinement and coercion to make false televised confessions.

    “Iran has brought Mortazavi to Geneva instead of bringing him to justice,” Stork said. “This decision should make Mortazavi the poster child for rampant impunity in Iran.”

    Human Rights Watch urged Iran to hold Mortazavi to account in particular for the allegations of torture, and to remove him from office. Governments participating in the Human Rights Council session should seek Mortazavi’s removal from the Iranian delegation, Human Rights Watch said, and should refuse to meet with the delegation while Mortazavi remains a member.

    All U.N. member states were invited to send representatives to speak during this first week of the Human Rights Council, which was created last month to replace the old commission. More than 100 countries are scheduled to address the body.

    • به اطلاع می رساند روز 19 ژوئن 2006، يک پناهجوی ايرانی به نام "مجيد ثمری" 37 ساله که در شهر هانست هلم (Hanstholm) در شمال دانمارک زندگی ميکرد، با دار زدن خويش با طناب، به زندگی خود پايان داد.
      به گزارش دوستان وی روز جمعه 16 ژوئن به وی ابلاغ شده بود که بليط برگشت وی به ايران آماده است و بايد مورخه 19 ژوئن به ايران برگردد. صبح روز نوزدهم هنگامی که دوست وی به سالن بيليارد می رود چشمش به پيکر بی جان مجيد که از سقف خود را حلق آويز کرده بود می افتد.
      ساعت 13:30 همانروز تمام پناهجويان آنجا دست به تحصن ميزنند. تعدادی از پناهجويان هنوز در اعتصاب غذا به سر می برند و قرار است روز جمعه 23 ژوئن در مقابل پارلمان دانمارک تجمع و تحصن کنند

      • Forty professors and lecturers from Tehran University in Iran are being retired on Thursday.

        The move is causing concern that the new government of President Ahmadinejad is purging professors.

        Last year, there were protests after he appointed an ayatollah as chancellor of the university - the first time a cleric had been put in charge.

        The chancellor says there is nothing political or religious about the choices for retirement.

        Ayatollah Abbas Ali Ameed-Zanjani said those who were retiring should be warned in advance that in Iranian culture retirement was like early death - hardly comforting words.

        He said those leaving come from both the radical left and right and were chosen because they were over 65 years of age and could be replaced easily.

        Asked how he managed to remain as chancellor at the age of 68, Ayatollah Ameed-Zanjani said it was not up to him.

        'Whipped up emotions'

        He said not all those leaving were full professors and he questioned critics who said that the 40 teachers were highly skilled, saying there needed to be a definition of those skills.

        The chancellor also complained some professors had whipped up the emotions of students.

        Those teachers, he said, would not be allowed to work any more, but those who had not protested might be able to do some casual work in future.

        One of the grievances during a brief spell of student unrest recently in Tehran was the retirement of so many professors from the university.

            Since the US invaded Iraq and placed the fighters (reportedly numbering 3,800) in protective custody (See: abc.net), a number of pre-emptive warriors in Washington have suggested using them to destabilize Iran (See: Newsweek). To slow down this cabal, Congressman Dennis Kucinich has demanded that the White House explain the Pentagon's rumored recruitment of MEK mercenaries (See: commondreams.org). American backers of other Iranian defectors have similarly denounced MEK's influence in Washington (See: rightweb****c-online.org).

            Rejected widely in Iran for treason and in Iraq for participating in Saddam's atrocities, MEK must rely on Pentagon's regime-change hawks to survive and continue its 25-year campaign to unseat Iran's government (See: New York Times). The fighters' number one priority now, as their numerous websites attest, is to be recognized in the West as the one and only "anti-fundamentalist" safe option for Iran (See: hillnews.com). Their propaganda has, therefore, focused entirely on frightening Western public opinion about Iran, as their neoconservative allies do (See: payvand.com).

            Berkeley's Unitarian Universalists could have availed themselves of this information before they invited the so-called Iranian American Community of Northern California to their forum. IACNC richly promoted MEK as the sole democratic alternative to the Iranian government ( See: iacnc.com) at the church last year, too. The Fellowship could also have known what kind of friends MEK has in high places. Investigative journalist Laura Rozen reported in 2005 that former Congressman Dick Armey – a confidante of President Bush – vouched for MEK when the militia needed help to recruit certain high profile American speakers (See: warandpiece.com) for its convention.

            At the 2005 convention, held three blocks from the White House, "The crowd gave rapturous applause to words of support from Republican Senators Kay Hutchinson from Texas and James Talent from Missouri," reported an official MEK website, referring to the conservative senators' solidarity messages read by staffers (See: iranfocus.com).

            The notorious John Ashcroft did not mind backing the mercenaries, either. According to Newsweek, "When Mahnaz Samadi, one of [MEK’s] spokeswomen, was detained by U.S. immigration authorities in early 2000 on grounds that she did not disclose her past “terrorist” ties, including her role as a 'military commander' for the MEK, John Ashcroft, then a senator, wrote a letter of 'concern' to Attorney General Janet Reno... . Ashcroft described Samadi as a 'highly regarded human-rights activist' and a 'powerful voice for democracy'” (See: truthout.org).

            Added Newsweek, "When the National Council of Resistance staged a September 2000 rally outside the United Nations to protest a speech by Iranian President Mohammed Khatami, Missouri's two Republican senators--Ashcroft and Chris Bond--issued a joint statement of solidarity that was read aloud to a cheering crowd... .and a picture of a smiling Ashcroft was later included in a color briefing book used by MKO officials to promote their cause on Capitol Hill."

            On the House side, Representative Ileana Ros-Lehtinen of Miami, is MEK's leading supporter (See: hillnews.com), as a full-page MEK ad in the New York Times made clear on January 15, 2003. She is a member of the Committee on International Relations and considered a leading contender for its chairmanship after this year's elections. Re-elected continuously since 1988 with the help of south Florida's powerful Cuban and Zionist extremists, she is known for authoring or co-sponsoring all legislation that promote sanctions or regime change against Syria, Iran, Cuba, and lately Venezuela. This is how former US diplomat Wayne Smith describes Ros-Lehtinen's fondness for friendly terrorists (See: ciponline.org):

            ... on June 15 [2005] Venezuela again formally asked the U.S. government to extradite [self-described serial bomber Luis Posada] to Venezuela.... . And how did Posada get out of prison in Panama and return to Miami? Why, because U.S. Rep. Ileana Ros-Lehtinen and her two congressional colleagues, Lincoln and Mario Díaz Balart, wrote to then-President Mireya Moscoso requesting that she pardon him .... .

            Nor was this the first time Ros-Lehtinen had acted to free terrorists. [Orlando] Bosch, also accused of being a mastermind of the 1976 Cubana airliner bombing, was released from Venezuelan prison under mysterious circumstances in 1987 and returned to Miami without a visa in 1988... .Urged on by Ileana Ros-Lehtinen and Jeb Bush – then managing her election campaign – the administration of George H.W. Bush approved a pardon for Bosch, who has lived freely ever since in Miami.

            • The US military commander in Iraq has accused Iran of providing covert support to Shia extremists in Iraq.
              Iran equips and trains Shia militia groups, Gen George Casey said, adding that its influence had risen recently.

              Although the US has no evidence that Iranians were operating directly in Iraq, Gen Casey said "surrogates" regularly attacked US troops.

              He also suggested that some troops were likely to leave Iraq this year, but no final decision has yet been taken.

              He noted that troop levels had fallen since late 2005, and said he was "confident" more troops would leave during the rest of 2006.

              Gen Casey is working with the US ambassador to Iraq, Zalmay Khalilzad, to draw up a proposal for potential US troop withdrawals.

              He spoke as the US Senate rejected two Democrat measures calling for troop withdrawals to begin later this year.

              Democrat leaders in the Senate tabled two proposals - one calling for a phased withdrawal starting in 2006, the other for all troops to be pulled out of Iraq by mid-2007.

              Republicans criticised the plans, labelling one "cut and run" and the other "cut and jog".

              Iranian 'surrogates'

              Speaking alongside Defence Secretary Donald Rumsfeld at the Pentagon, Gen Casey said intelligence on Iranian activities now confirmed previously-held suspicions.

              Iraq splits US Congress
              The US has often accused Iran of aiding Shia groups in Iraq, but has offered little proof of Tehran's alleged activities.

              BBC world affairs correspondent, Paul Reynolds, says both the American and British military in Iraq have claimed for some time that Iran, or factions within the Iranian government, have been supporting Shias politically and militarily.

              For example, the British ambassador to Baghdad William Patey accused the Iranian Revolutionary Guard of helping to supply the technology which has been used in bomb attacks against British troops in the south.

              "Since January we have seen an upsurge in their support, particularly to the Shia extremist groups," Gen Casey said.

              "They are using surrogates to conduct terrorist operations both against us and against the Iraqi people.

              "We are quite confident that the Iranians, through the special operations forces, are providing weapons, IED [improvised explosive device] technology and training to Shia extremist groups in Iraq," he said.

              Training was probably carried out in Iran and possibly in Lebanon, Gen Casey said.

              He suggested that Lebanon's Iranian-backed Hezbollah guerrillas were also likely to be involved in training Iraqi militias.

              However, some analysts said Gen Casey was wrong to accuse Iran.

              "It has not been Shia militants who have fuelled the insurgency in Iraq, it's been by all accounts Sunni Islamist groups and the Jihadis from the outside have been coming from Sunni countries such as Syria and Saudi Arabia and Jordan," Karim Sadjadpour, of the International Crisis Group in Washington, told the BBC.

              "So to think that Iran is among the reasons why the US enterprise in Iraq has been unsuccessful I think is really a scapegoat."

              Direct contacts between the US and Iran over the security situation in Iraq have been suspended recently.

              Iran accused the US of exploiting the issue amid continuing diplomatic wrangling over Iran's nuclear programme.

              • Iran is to stop importing petrol from September and instead start rationing the fuel, its oil minister has said.
                The move comes as Tehran seeks to reduce the billions of dollars it spends each year on petrol imports due to a shortage of domestic refineries.

                While Iran is the world's fourth largest oil producer, it currently can only produce 57% of the country's daily petrol consumption.

                The news comes as Iran continues its nuclear stand-off with the West.

                Heavily subsidised

                Petrol imports are an expensive problem for the Iranian government because it heavily subsidies its domestic petrol prices.

                A litre of regular petrol in Iran currently costs just 800 rials (9 cents; 5p).

                This problem has intensified for Tehran due to an upsurge in petrol demand caused by a big rise in car ownership, and increased petrol consumption to Iran's neighbours, where prices are far higher.

                Iran's oil minister Kazem Vaziri Hamaneh said the decision to start rationing petrol was preferable to rising prices.

                The country's ongoing nuclear row with the West centres on Iran's attempts to build its first nuclear power station.

                While Tehran insists its ambitious are solely power generation, the US and Europe fear Iran wishes to develop nuclear weapons.

                • Canada has asked Germany to detain an Iranian prosecutor accused of involvement in the death of an Iranian-Canadian photographer, Prime Minister Stephen Harper said.

                  "My understanding is that (Foreign Minister Peter) MacKay's department has actually asked the Germans to detain this Iranian official before he leaves Germany so that he can be prosecuted for crimes against humanity," Harper told public broadcaster Radio-Canada.

                  Said Mortazavi, a senior figure in Iran's hardline judiciary, is accused of being present in July 2003 when photojournalist Zahra Kazemi received a fatal blow to her head while in Iranian custody.

                  Mortazavi is has also accused of masterminding a cover up of the incident.

                  He was in Geneva as part of an Iranian delegation to the United Nations Human Rights Council.

                  Kazemi, 54, died in custody in Tehran after being arrested for photographing a demonstration outside a prison in the Iranian capital.

                  Iran's former reformist government had acknowledged that Kazemi was violently beaten in custody, but the judiciary had initially claimed she died of a stroke and went on to say she may have been injured in a fall.

                  The affair has damaged Iran's relations with Canada.

                  Iran, which does not recognize dual nationality, asserts that Canada has no business looking into the affair.

                  Canadian authorities and rights activists said they were appalled to learn that Mortazavi was part of an Iranian human rights delegation to the UN.

                  MacKay said the presence of Mortazavi "demonstrates the government of Irans complete contempt for internationally recognized principles of human rights."

                  "The government of Canada expresses its disgust at the fact that Iran would choose to include such a person in its delegation to a new UN body intended to promote the highest standards of respect for human rights," MacKay said in a statement.

                  The Council began its inaugural two-week session on Monday, and UN officials confirmed that Mortazavi was indeed a delegation member.

                  Iran last month failed to win election to the new 47-nation body, but is among the countries which sent a delegation of observers.

                  The Council replaced the widely-discredited UN Human Rights Commission, which often got bogged down in political horse-trading and was accused of doing too little for the victims of human rights abuses.

                  • يک مقام نفتی جمهوری اسلامی گفته است که به دليل کمبود بودجه ارزی برای واردات فرآورده های نفتی واردات بنزين از سه ماه ديگر متوقف خواهد شد.
                    به گزارش تلويزيون دولتی ايران، کاظم وزير هامانه، وزير نفت ايران، گفته است که بودجه لازم برای واردات فرآورده های نفتی در نيمه دوم سال جاری (1385) تامين نشده و در نتيجه، واردات بنزين از اول مهرماه - سه ماه ديگر - متوقف و اين کالا جيره بندی خواهد شد.

                    وی گفت که کاهش عرضه بنزين باعث افزايش شديد بهای اين کالا می شود و برای جلوگيری از اين وضعيت، استفاده از نظام جيره بندی مورد نظر است.

                    آقای هامانه افزوده است که در روزهای آينده در مورد زمان آغاز جيره بندی تصميم گيری خواهد شد.

                    با وجود اينکه ايران از نظر توليد نفتی در ميان اعضای سازمان کشورهای صادر کننده نفت - اوپک - در رده دوم قرار دارد، به شدت به واردات بنزين برای مصارف داخلی وابسته است.

                    ظرفيت پالايشگاه های داخلی حدود 40 ميليون ليتر بنزين در روز است در حاليکه ميزان مصرف داخلی به حدود 70 ميليون ليتر در روز برآورد می شود.

                    افزايش تعداد خودرو در ايران به خصوص در سال های اخير و وابستگی شهروندان به اتومبيل شخصی برای رفت و آمد به معنی افزايش سريع ميزان مصرف بنزين بوده است.

                    بهای بنزين در ايران نسبت به ساير کشورها و همچنين در مقايسه با قيمت بنزين وارداتی بسيار نازل است و تفاوت قيمت آن از طريق پرداخت يارانه دولتی تامين می شود.

                    برای تامين کمبود بنزين از طريق واردات، حدود چهار ميليارد دلار بودجه ارزی در سال لازم است اما در سال جاری، تنها دو و نيم ميليارد دلار به اين امر اختصاص يافته که تامين کننده نياز داخلی برای نيمه اول سال بوده است.

                    عرضه ارزانقيمت بنزين با اتکا به يارانه های ارزی در جمله موضوعاتی است که در سال های اخير مرتبا مطرح شده و از سوی موافقان و مخالفان مورد بررسی قرار گرفته است.

                    حتی با توجه به افزايش درآمدهای نفتی ايران در يکی دو سال اخير، هزينه واردات بنزين در سال کمابيش به حدود ده درصد عوايد ارزی اين کشور از طريق صدور نفت خام بالغ می شود.

                    • هاشمى رفسنجانى خبرداد كه "مقدمات مذاكرات واقعى فراهم شده است." او كه از تريبون نمازجمعه تهران سخن مى گفت، به پرونده هسته‌اى ايران اشاره كرد و گفت: خوشبختانه چند هفته‌اى است كه در اين زمينه آرامشى حاكم است. سخنان رييس مجمع تشخيص مصلحت ايران ارجاعى بود به سكوت مقامات اروپايى و امريكايى در باره پرونده هسته اى ايران. پس از بسته پيشنهادى اروپا به ايران ناگهان در سطح مقامات درجه يك اروپا و امريكا در اين باره سكوتى قابل توجه پيش آمد و كسى در صدد تضعيف وضعيت وجود برنيامد. در ايران نيز اين وضعيت حاكم بود.

                      هاشمى رفسنجانى كه به اين موضوع در خطبه هاى نماز تهران پرداخته است ادامه داد: البته علائمى به چشم مي‌خورد كه گويى با اقدام نسنجيده مي‌خواهند اين فضاى خوب را به هم بزنند، ولى ما تأكيد داريم كه راه درست همين است و بايد از طريق مذاكره و اعتمادسازى دو طرف مسأله را حل كرد. در حال حاضر فضا براى مذاكره واقعى آماده است و اميدواريم با مديريت شايسته اين مسأله هرچه زودتر به نتيجه‌ى نهايى برسد.

                      بگفته وى اين پرونده، پرونده سخت و حساسى است و كشورهاى دنيا و خود ايران نگران اين مسأله هستند. در حال حاضر اثبات شد كه مي‌توان اين گره را با دست باز كرد و نيازى نيست كه آن را تحويل دندانها بدهيم.

                        خبرگزارى ,ريا نوواستى, روسيه در بخش تحليلهاى سياسى خود مى نويسد، با وجود اصرار شش كشور بزرگ جهان در خصوص هر چه سريعتر پاسخ دادن ايران به بسته پيشنهادها آنها، تهران هيچ عجله اى براى اين كار از خود نشان نمى دهد. رئيس جمهور ايران گفته است كه بعد از بررسى دقيق تا اواسط آگوست به پيشنهاد شش كشور پاسخ داده ميشود.
                        رئيس جمهور آمريكا، در نشست سران اتحاديه اروپا و آمريكا در وين، اين زمان را بسيار دير خواند و بار ديگر تهديد نمود كه امتناع تهران از پذيرفتن بسته پيشنهادهاى قدرتهاى بزرگ مى تواند پايان هميشگى براى آن داشته باشد.
                        به گفته بوش، نتيجه چنين اقدامي، ارجاع مسئله به شوراى امنيت سازمان ملل متحد، انزواى ايران از جامعه جهانى و اعمال تحريمهاى شديد سياسى و اقتصادى خواهد بود.
                        به نوشته اين خبرگزاري، واشنگتن در برخورد با ايران گاهى از سياست تهديد و زمانى از تشويق استفاده مى كند. آمريكا به تازگى و به يكباره موافقت نمود تا در كنار روسيه، چين و سه كشور اروپايى (انگليس، فرانسه، آلمان) به مذاكرات مستقيم با ايران بپردازد، البته تنها در صورتيكه ايران از برنامه غنى سازى اورانيوم خود صرف نظر كند.
                        ظاهرا دسته ميانه روها در دولت بوش به رهبرى كاندوليزا رايس، وزير امور خارجه آمريكا، كنگره اين كشور را متقاعد ساخت كه براى يك بار و شايد آخرين بار، تلاش شود تا براى راه حل ديپلماتيكى براى بحران ايران پيدا شود. اين بزرگترين پيشرفت در راستاى ملايم شدن سياست آمريكا در رابطه با ايران بود.
                        سوال اينجاست كه چه نيازى بود كه در چنين موقعيتى كه بسيارى اميدوارند كه پاسخ ايران به پيشنهادها ممكن است مثبت باشد، بار ديگر رئيس جمهور آمريكا به تهديد علنى ايران بپردازد؟
                        به عقيده مفسر اين خبرگزاري، به نظر مى رسد كه اين اظهارات تند بوش بيشتر متوجه اروپا بود تا تهران. رئيس جمهور آمريكا بسيار مايل است تا در جبهه ايران، وحدت نظرى بين آمريكا و اروپا بوجود آيد. واشنگتن مدت زيادى است كه به ايران در خصوص ايجاد شكاف در همبستگى فرا آتلانتيكى مظنون شده است.
                        بوش مدعى شده است كه بين آمريكا، اتحاديه اروپا، روسيه و چين نسبت به بسته پيشنهادها براى ايران ديدگاهى كاملاً يكسان وجود دارد. البته اين وحدت نظر فعلا وجود دارد و هر شش كشور، از جمله روسيه و چين خواستار آن هستند كه تهران هر چه زودتر نظر خود را در خصوص بسته پيشنهادها بدهد و مسكو و پكن اميدارند كه اين پاسخ مثبت باشد، ولى اين اتفاق نظر موقت است، چرا كه اگر ايران اين پيشنهادها را رد كند، آن وقت است كه بلافاصله آمريكا در يك سو و اروپا، روسيه و چين در طرف ديگر قرار خواهند گرفت، بخصوص زمانى كه مسئله تدابير تنبيهى و توسل به زور بر ضد ايران مطرح شود.
                        ,ريا نوواستى, مى افزايد، نوسانات در برخوردهاى دولت آمريكا در قبال ايران، تا حد زيادى بستگى به اين دارد كه در آن لحظه معين، كاخ سفيد تحت تاثير چه كسانى قرار دارد: نو محافظه كاران از جمله اطرافيان ديك چنى و دونالد رامسفلد و يا ميانه روهاى دنباله روى كاندوليزا رايس. مسئله اى كه كمتر از آن سخن به ميان مى آيد، اين است كه هر دو گروه به دنبال حمايت جوامع ملى آمريكا هستند كه رفته رفته نقشى آشكارتر از قبل در تنظيم سياستهاى دولت آمريكا نسبت به ايران ايفاء مى كنند.
                        از يك سو لابى طرفداراسرائيل در كنگره و كاخ سفيد چنين تبليغ مى كنند كه تلاش ديپلماتيك در خصوص ايران بى فايده است و بايد از زبان زور استفاده كرد. در طرف ديگر جامعه ايرانيان مقيم آمريكا قرار دارند كه تعداد آنان هم كم نيست و قشر ثروتمند و داراى تحصيلات عالى آمريكا را تشكيل مي‌دهند، بيشتر به ضرورت برقرارى مذاكره مستقيم بين واشنگتن و تهران تمايل دارند و درصدد اثبات اين هستند كه لزومى براى استفاده از زبان تهديد در مقابل ايران وجود ندارد. به نظر مى رسد دولتمردان آمريكا هم گاهى با اين نظريه موافق ميباشد. البته هنوز روند پيشرفت اوضاع پيرامون ايران قابل پيش بينى نيست و شايد بتوان گفت كه همه چيز به پاسخ تهران بستگى دارد

                        • از لحظه ای که خبر حضور دادستان بدنام سعيد مرتضوی, اين سلاخ مطبوعات ايران و متهم اصلی به قتل زهرا کاظمی در کنفرانس حقوق بشر در ژنو منتشر شد تا امروز اعتراضات وسيع و پردامنه ای در خارج از کشور از سوی ايرانيان, هم در سطح روشنفکران و تشکل ها و نهادهای حامی حقوق بشر و هم در سطح برخی دولت های غربی صورت گرفته است. خواست دستگيری و محاکمه اين جنايتکار به جرم جنايت عليه بشريت و خواست اخراج فوری او از ژنو, هر دو مطرح شده است. هدف رژيم از اعزام چنين مهره ای به کنفرانس حقوق بشر هر چه که بود با اعتراضات گسترده ای که تا همين جا صورت گرفته است عقيم مانده است. چنانکه امروز يکی از سخنگويان اين رژيم نيز تلويحا به آن اعتراف کرده و در واکنش به اعتراضات صورت گرفته گفته است که بهتر می بود رژيم افراد ديگری را به اين کنفرانس می فرستاده است. رژيم اسلامی قبل از اعزام سرپرست تيم شکنجه گران زندان های مخفی به ژنو هم بی آبرو بود, اما حالا با اعتراضات صورت گرفته بی آبروتر هم شده است. و همين طور هم بايد باشد: اگر هر بار که مهره سرکوبگر و بدنامی از اين رژيم پايش را به خارج از کشور می گذارد اعتراضات پردامنه و گسترده ای صورت گيرد و موارد جنايت و تبهکاری هايش به طرز گسترده ای در رسانه ها و افکار عمومی جهانی بازتاب يابد, زمينه برای مانور اين جنايتکاران در صحنه های بين المللی تنگ تر خواهد شد.
                          پيام اعتراضاتی که تاکنون در رابطه با حضور جلاد مطبوعات و سمبل توحش و سرکوب رژيم اسلامی در نشست شورای نوبنياد حقوق بشر صورت گرفته روشن است: جمهوری اسلامی هرگز و با هيچ ترفند و توطئه ای نخواهد توانست از جناياتی که در حق مردم ايران صورت داده است فرار کند و هر جا که حاضر شود با صق بلند دادخواهان و فرياد اعتراض آنها روبرو خواهد بود. اين رژيم نمی تواند و هرگز نخواهد توانست جنايات آمريکا و اسراييل در زمينه حقوق بشر را نردبانی برای بهره برداری های تبليغاتی و ميدانی برای خودنمايی مهره های سياه ضد حقوق بشری خود در مجامع جهانی سازد.
                          سال هاست تلاش هايی برای ايجاد رفرم هايی در شيوه کار سازمان ملل از جوانب مختلف صورت گرفته است. هدف بخشی از نيروهای خواهان اصلاحات از جايگزينی شورای حقوق بشر با کميسيون حقوق بشر محدود کردن تاثيرگذاری رژيم های ناقض حقوق بشر بر مساله حقوق بشر و جلوگيری از ورود آنها به اين شورا بوده است. اين تلاش از دو سو با مخالفت هايی سنگين روبروست: از يکسو از طرف حکومت های ناقض حقوق بشر که خواستار جلوگيری از اصلاحات و ادامه وضع سابق هستند و از سوی ديگر از طرف چند دولت قدرتمند به رهبری آمريکا که اساسا نهاد حقوق بشر نمی خواهند, بلکه نهادی تحت اين عنوان می خواهند که مهر لاستيکی سياست های دولت های آنها باشد. حالا جمهوری اسلامی با اعزام کسی که به دستور دستگاه ولايت بيش از صد روزنامه را توقيف و هزاران روزنامه نگار را به خاک سياه نشانده به کنفرانس اين شورا عملا و دقيقا همان خط مشی جان بولتن نماينده دولت آمريکا در جريان بحث های مربوط به شکل گيری اين شورا را تقويت می کند. آنها تبهکاری به نام مرتضوی را با انگشت به جهانيان نشان می دهند تا تعبير خود از آنچه شورای حقوق بشر سازمان ملل متحد بايد باشد, يعنی ابزار ويژه آمريکا برای تصفيه حساب های سياسی را جا بياندازند. جمهوری اسلامی با سياستش همه تلاش های نيروهای ليبرال, دمکرات و دولت های ميانه رو که شورای حقوق بشر را نه محل تاخت و تاز جنايتکاران جنگی نظير مرتضوی و نه اتاق خلوت خصوصی آمريکا و انگليس می خواهند عقيم می گذارد و از اين طريق بهترين خدمتگذار سياست آمريکاست.
                          در برابر اين نوع خوش خدمتی راهی نيست مگر آن که صدای طرفداران حقوق بشر عليه نقض حقوق بشر در ايران, در اسراييل, در آمريکا و در انگليس و در ساير کشورهای جهان بلندتر و رساتر شود. در اين زمينه اعتراضات گسترده به حضور قاضی شکنجه گر رژيم در کنفرانس شورای حقوق بشر سازمان ملل در ژنو نمونه ای قابل توجه و شروعی خوب می تواند به حساب آيد.

                          • يک روز پس از آنکه دولت کانادا از دولت آلمان خواست تا سعيد مرتضوی، دادستان تهران را در صورت ورود به اين کشور به اتهام جنايت عليه بشريت بازداشت کند، وزير امورخارجه ايران، اظهارات مقام کانادايی درباره اين قاضی ايرانی را "بدون منطق و غيرقانونی" خواند.
                            دولت کانادا سعيد مرتضوی را متهم می کند که در مرگ مشکوک زهرا کاظمی خبرنگار عکاس ايرانی تبعه کانادا که سه سال پيش در زندان اوين تهران جان خود را از دست داد دست داشته است.

                            آقای مرتضوی به اتفاق وزيردادگستری ايران به نمايندگی از اين کشور در نشست افتتاحيه شورای حقوق بشر سازمان ملل متحد در شهر ژنو سوئيس شرکت داشت و هنگامی که گفته می شد او از راه آلمان در راه بازگشت به ايران است وزارت خارجه کانادا به درخواست پسر خانم کاظمی خواستار بازداشت سعيد مرتضوی شد.

                            وزير خارجه کانادا همچنين از اينکه ايران، سعيد مرتضوی را به نمايندگی خود برای نشست در شورای حقوق بشر سازمان ملل برگزيده است ابراز انزجار کرد.

                            منوچهر متکی وزيرامورخارجه ايران طی گفتگويی با خبرگزاری جمهوری اسلامی در واکنش به اظهارات مقامات کانادايی گفته: "به اعتقاد جمهوری اسلامی ايران، کشوری که هنوز رگه های مستعمره بودن از بريتانيای کبير را دارد در حد و اندازه ای نيست که برخی از حرفهای غيرمنطقی ناصحيح و غيرقانونی را مطرح کند و انتظار هم داشته باشد که گوش شنوايی برای آن باشد".

                            وی که خود نيز در نشست شورای حقوق بشر سازمان ملل در ژنو شرکت و سخنرانی کرده، افزوده که سال گذشته به وزيرخارجه کانادا گفته: "لازم است کانادا حد و اندازه خود را بداند و متوجه باشد که با چه کشوری سخن می گويد ... بنابر اين کانادا خيلی روشن پيام جمهوری اسلامی ايران را دريافت کرده است و از همين رو به نظر می رسد با حضور قوی، پررنگ و فعال جمهوری اسلامی ايران در مجامع بين المللی، پس از اين نظر برخی از اين مطالب بی اساس ادامه پيدا خواهد کرد".


                            کانادا همچنين از اينکه ايران، سعيد مرتضوی را به نمايندگی خود برای نشست در شورای حقوق بشر سازمان ملل برگزيده ابراز انزجار کرده است

                            آقای متکی به نوبه خود کانادا را به مخفی کردن جاسوسان در سفارتخانه خود در تهران و فراری دادن آنها و همچنين فراهم کردن امکانات برای حکومت صدام حسين در عراق در حمله به ايران متهم کرده و گفته: "کانادا پرونده بلندبالايی نزد جمهوری اسلامی ايران دارد و آنها از زمان پيروزی انقلاب اسلامی اشتباهات سياسی جدی و فاحشی در روابط خود با جمهوری اسلامی مرتکب شده اند".

                            زهرا کاظمی که دولت کانادا دادستان تهران را متهم به دست داشتن در "قتل" او می کند، هنگامی که در ژوئن سال 2003 در مقابل ورودی اصلی زندان اوين در تهران درحال تهيه عکس از تجمع خانواده گروهی از زندانيان سياسی بود بازداشت شد.

                            او در بازداشتگاه دچار آسيب ديدگی مغزی شد و پس از انتقال به بيمارستان در دهم ژوئيه 2003 (نوزدهم تير) درگذشت.

                            دادگاه ابتدا مرگ زهرا کاظمی را قتل شبه عمد اعلام کرد و يکی از مأموران اطلاعاتی را در اين ارتباط مجرم شناخت اما دادگاه تجديدنظر اين حکم را نقض کرد و رأی داد که مرگ خانم کاظمی تصادفی بوده و او بر اثر کاهش قند خون، ناشی از اعتصاب غذا، در حال ايستادن به زمين سقوط کرده و دچار ضربديدگی به سرش شده است.

                            اما وکلای خانم کاظمی معتقدند مرگ او "قتل عمد" بوده و وی بر اثر ضربه ای که "يک نماينده عاليرتبه قضائی" به سرش وارد کرده، درگذشته است.

                            دولت کانادا بارها خوستار تحقيقاتی "جدی و قابل اعتماد" درباره مرگ خانم کاظمی شد اما اين درخواست رد گرديد.

                            در اين ميان، يک پزشک ايرانی که اخيراً به کانادا پناهنده شده ادعا کرد او همان پزشکی بوده که زهرا کاظمی را پس از انتقال از بازداشتگاه به بيمارستان معاينه کرده و متوجه آثار شکنجه و احتمالاً تجاوز به او شده است.

                            مقامهای ايرانی ادعاهای اين فرد را کاملاً کذب می خوانند.

                            سعيد مرتضوی علاوه بر اتهاماتی که در ارتباط با مرگ زهرا کاظمی متوجه او شده، توقيف دهها نشريه و حبس شمار زيادی از روزنامه نگاران را در کارنامه خود دارد.

                            حضور او در نشست شورای حقوق بشر سازمان ملل متحد اعتراض شماری از گروههای بين المللی مدافع حقوق بشر، از جمله سازمان گزارشگران بدون مرز را به همراه داشته است.

                              • US Treasury Secretary John Snow has defended a secret programme which has been tracking international money transactions for nearly five years.
                                "This programme is an effective weapon in the larger war on terror," he said.

                                The scheme, which has sifted huge amounts of data from an international banking consortium, was revealed by the New York Times newspaper on Friday.

                                The US treasury says the programme was strictly confined to the records of suspected foreign terrorists.

                                Although there is no direct connection, the programme has echoes of a recently revealed US surveillance programme in which millions of international and domestic phone calls and e-mails were monitored, correspondents say.

                                They say that although the US government insists it acted on a firm legal footing, this programme is likely to elicit similar charges of enfringement of civil liberties.

                                'Safeguards'

                                "This programme is making a real difference," Mr Snow said. "It works. It's based on appropriate legal authorities, it has built-in safeguards and controls."

                                He said the treasury was using "the tools that Congress has given us to follow the flow of terrorist money".

                                "These flows ... lead to the terrorists themselves," he said.

                                The financial tracking scheme began in the aftermath of the 11 September 2001 attacks on the US using emergency powers invoked by President George W Bush, the New York Times revealed.

                                The newspaper spoke to some 20 anonymous current or former government officials or industry executives.

                                The government used powers of administrative subpoena to compel the Brussels-based banking co-operative, Swift, to open its records.

                                Swift - the Society for Worldwide Interbank Financial Telecommunication - links about 7,800 financial institutions around the world, including virtually every major bank and brokerage.

                                It provides banks with instructions on how to transfer funds - instructions which include information on the individuals sending money and the amount of money sent.

                                The treasury department said it had carried out "tens or hundreds" of thousands of name searches on the data.

                                Mr Snow said the programme had been implemented in a "highly responsible" manner, with corporate and external auditors observing the process.

                                In a statement on its website, Swift said: "Swift takes its role as a key infrastructure of the international financial system very seriously and co-operates with authorities to prevent illegal uses of the international financial system. Where required, Swift has to comply with valid subpoenas...

                                Messenger on fire

                                Officials quoted by the newspaper said the programme had helped in the capture of Hambali, blamed for a string of bombings across South East Asia.

                                But some expressed reservations, suggesting it was inappropriate for an urgent, apparently temporary programme to remain in operation for years without formal or congressional authorisation.

                                Others familiar with the programme told the paper they believed it exploited a "grey area" in the law.

                                "We are disappointed that once again the New York Times has chosen to expose a classified programme that is working to protect Americans," said spokeswoman Dana Perino.

                                But the newspaper's executive editor Bill Keller said: "We remain convinced that the administration's extraordinary access to this vast repository of international financial data, however carefully targeted use of it may be, is a matter of public interest."
