سه کشور اروپایی بریتانیا، فرانسه و آلمان روز چهارشنبه پیش نویس قطعنامه تحریم های ایران را تنظیم کردند، اقدامی که در پی بی توجهی ايران به درخواست شورای امنيت برای تعليق غنی سازی اورانيوم صورت می گيرد.
کنزو اوشیما، سفیر ژاپن در سازمان ملل متحد و رئیس دوره ای شورای امنیت روز چهارشنبه به خبرنگاران گفت رايزنی در مورد اين پیش نویس هنوز آغاز نشده اما او افزود اعضای شورای امنیت به زودی پيش نويس را بررسی خواهند کرد.
محتوای پيش نويس قطعنامه علنی نشده است اما به گفته دیپلمات های سازمان ملل شامل تحریم های تدریجی علیه ایران خواهد بود.
این تحریم ها از منع صدور فناوری های اتمی و موشک های بالستیک آغاز و به تدریج شامل مسدود کردن دارایی های ایران و نیز منع سفر دانشمندان اتمی اين کشور می شود.
ژان مارک لا سابلیه سفیر فرانسه در سازمان ملل متحد به خبرنگاران گفت این قطعنامه ساده ای نیست بلکه بسیار فنی و پیچیده است.
وی اظهار امیدواری کرد شورای امنیت بررسی قطعنامه تحریم های ایران را روز پنجشنبه آغاز کند اما به گفته برخی دیپلمات های غربی قطعنامه یاد شده هفته آینده در شورا مطرح خواهد شد.
گفته می شود این قطعنامه شامل فهرست طولانی کالاها و تجهیزاتی است که به علت قابل استفاده بودن در برنامه های اتمی و موشکی ایران فروش آنها به این کشور ممنوع خواهد شد.
معامله با روسيه؟
هفته پیش برخی منابع خبری گزارش کرده بودند که کشورهای غربی ممکن است استثناهایی در مورد فعالیت های روسیه در نیروگاه اتمی بوشهر قائل شده و در مقابل موافقت مسکو را در اعمال تحریم علیه تهران جلب کنند.
روسيه و چين - اعضای دائمی شورای امنيت که قدرت وتوی قطعنامه ها را دارند - راغب نيستند تهران را تحريم کنند و خواهان گفتگوهای بيشتر با آن کشور هستند.
هر دو کشور دارای روابط گسترده تجاری با ايران هستند. روسيه نقش عمده ای در توسعه نيروگاه اتمی بوشهر دارد و چين از خريداران عمده نفت ايران است.
ایران همواره تاکید کرده است که برنامه های اتمی اش جنبه نظامی ندارد و تنها به دنبال استفاده صلح آمیز از انرژی هسته ای است.
مقام های ایرانی گفته اند تحریم های شورای امنیت نمی تواند مانع از فعالیت های غنی سازی اورانیوم در این کشور شود.
علی لاريجانی، دبير شورای عالی امنيت ملی ايران و مذاکره کننده اصلی اين کشور در مساله هسته ای، روز چهارشنبه همزمان با تهيه پيش نويس قطعنامه اخطار داد که تصويب آن عليه ايران هرگونه شانس توافق را کمرنگ تر می کند.
وی گفت: "اگر اروپايی ها تسليم فشار آمريکا شوند، اوضاع به گونه ای ريشه دار خواهد شد که ايران کمترين ضرر را خواهد ديد و غرب بيشترين آسيب را."
پنج عضو دائمی شورای امنيت سازمان ملل و آلمان، در ازای تعليق غنی سازی توسط ايران مجموعه ای از مشوق های اقتصادی و سياسی به اين کشور پيشنهاد کرده اند که ايران با آن موافقت نکرده است.
اما ايران اين پيشنهادها را رد کرده و ضرب الاجل 31 اوت شورای امنيت برای تعليق را ناديده گرفته است.
غنی سازی اورانيوم در حد معينی می تواند به توليد مواد لازم برای ساخت بمب اتمی منجر شود.

ماشه آزمايش اتمی را بچكانيد
هركاری با كره كردند، با ما هم می كنند!
آنچه ميخوانيد، بخش های اصلی سرمقاله ايست كه حسين شريعتمدای در كيهان نوشته و عملا توصيه به توليد و آزمايش سلح اتمی كرده است. او می نويسد:
اروپا می توانست از ماجرای افغانستان، عراق و اخيراً جنگ 33روزه لبنان درس عبرت گرفته و توان جمهوری اسلامی ايران برای انتقام از دشمنان خود را دست كم نگيرد و با طناب آمريكا كه بارها پوسيدگی آن تجربه شده به درون چاه نرود.
آمريكا در تحريم ايران، زيان های فراوانی ناشی از اين تحريم را نيز تجربه كرده است. نفت بيش از 100دلار، برانگيختگی جهان اسلام عليه غرب، خروج از چرخه نقش آفرينان منطقه و... فقط بخشی از عواقب پشيمان كننده ای اقدام عليه ايران است. چين و روسيه می دانند كه در حلقه كشورهای غربی جای پای مطمئنی ندارند. چين و روسيه از نگاه آمريكا و اروپا دو رقيب اقتصادی و نظامی تلقی می شوند و تاكنون هيچ فرصتی را برای مقابله با اين دو كشور از دست نداده اند. برپايی انقلاب های- بخوانيد كودتاهای- مخملی در كشورهای همسايه روسيه و جمهوری های شوروی سابق، جدی نگرفتن روسيه در گروه G8، بازی ندادن اين كشور در نقش آفرينی های بين المللی و... از جمله نمونه های كينه توزی آمريكا و اروپا عليه روسيه است و چين، البته، اگرچه بيشتر در عرصه اقتصادی با كارشكنی های پی درپی آمريكا و اروپا روبروست ولی حيثيت سياسی خود در عرصه بين المللی را مديون همراهی و همدلی- هرچند ظاهری- با كشورهايی است كه در مقابل آمريكا صف كشيده اند. بنابراين، ورود چين به بازی تحريم ايران با توجه به جايگاه ايران در جهان اسلام، سرانجام پشيمان كننده ای را برای اين كشور درپی خواهد داشت. چين بعد از اشغال عراق و محروم شدن از نفت اين كشور به جريان نفت ايران چشم دوخته بود كه قرارداد نفتی در حال امضای 100ميليارد دلاری با ايران در همين نياز حياتی چين ريشه دارد. بديهی است كه در صورت موافقت چين با تحريم ايران- در هر سطح و مقياسی- نه فقط دولت جمهوری اسلامی ايران بلكه مردم اين مرز و بوم اين كشور را در شمار دشمنان ايران اسلامی تلقی خواهند كرد و اين«معادله» به تعامل سياسی و اقتصادی چين با ساير كشورهای منطقه نيز قابل سرايت است، مخصوصا آن كه دولت چين به طور سنتی فاقد جايگاه معتبر در جهان اسلام است.
براساس شواهد و قرائن موجود قرار است شورای امنيت سازمان ملل با صدور قطعنامه ای دست به تحريم ايران بزند و اين در حالی است كه جمهوری اسلامی ايران علی رغم تمامی كينه توزی ها، قانون شكنی ها، باج خواهی و زورگويی آمريكا و متحدانش، كماكان به همكاری با آژانس در چارچوب NPT و پادمان مربوطه ادامه داده است. و اما در سوی ديگر اين ماجرا، كره شمالی قرار دارد كه چند سال قبل با مشاهده اولين نشانه های باج خواهی آمريكا و متحدانش از NPT خارج شد و روز دوشنبه هفته قبل با ساخت و آزمايش بمب اتمی دنيای وحشی غرب را غافلگير كرد و نهايتا روز شنبه گذشته، شورای امنيت با تصويب قطعنامه ای دست به تحريم اين كشور زد.
اكنون سؤال اين است، وقتی شورای امنيت با كره شمالی كه از NPT خارج شده و بمب اتمی ساخته است همان برخوردی را می كند - تحريم- كه قرار است با جمهوری اسلامی ايران انجام دهد، ادامه حضور ايران اسلامی در NPT چه سودی دارد؟ ادامه عضويت ايران در آن، غيرقابل توجيه است.

Most Iranians might actually never think of Iraq as a tragedy. Iranians may see Iraq as a neighbour which doesn't really have much to do with Iran, and which can be in any shape or form, from bad to very bad. It wouldn't be much of a deal for most Iranians. Afterall there was even a war between the two countries. So the two peoples mostly feel apathetic toward each other at most. The other tragedy is Afghanistan. These two countries are tragedies compared to Iran. Iran itself is a tragedy compared to America and Western Europe where most of the readers of this website live. And most Iranians, no matter where they live, see Iraq and Afghanistan, as countries that have nothing to do with Iran, so they don't deserve much attention or sorrow.
But this idea, that the tragedies of Iraq and Afghanistan having nothing to do with the Iranians and that Iranians have no reason to do anything about them or at least feel bad, is a complete disregard to history and factual evidence of the huge links between the three countries. Afghanistan is the largest country after Iran where the majority speak Farsi, though a variation of it, as do millions of Iranian citizens, who speak other variations of Farsi. And Iraq is the largest country after Iran where the majority are Shia. Both countries have long been parts of the Iranian empire, especially Western Afghanistan (which was lost slightly over a century ago) and Southern Iraq, where previous to the Qajar, was usually controlled by various Iranian authorities, not the Ottomans.
This apathy is a fact. And it's not just about the regime, which is also trying to use all available means to prevent any sort of democracy from taking hold in its neighbourhood, but also a general reality of the Iranians. This fact was also put into practice when, in the early 1990s, the two newly born republics in the Caucasus, Azerbaijan and Armenia, had a nasty fight over a piece of land, the Iranian authorities attacked the Armenian aggression verbally, though in practice aided the Armenians. Given the fact that Azerbaijanis have historically been one of the two most active Iranian nations (along the Persians) in both building the land and also its social and cultural heritage, that was a complete disregard of any principle of brotherhood or unity.
Just imagine all the facts mentioned here, it's not impossible for Iran, God forbid, to experience what Iraq or Afghanistan are experiencing now. Maybe the remaining Iranians (Western Afghanistan and Southern Iraq were no less Iranians in the past) are somewhat more united than their previous brethren who are fighting each other now. That's just a matter of guessing! Seeing what is going on in Iran's neighbours must be a warning for the Iranian authorities to try to be more careful and start paying more attention first to all Iranians inside in Iran, and also to those peoples who used to be part of the Iranian family in the past.
Maybe Western Afghans and Southern Iraqis never felt anything that would link them to other Iranians, but do many other peoples inside Iran really feel different now?! Do the Arabs in Southern Iran feel more Iranian, or the Kurds, or the Baluchis? Others, Azerbaijanis, Luris and many other smaller groups are much tightly linked to the Persian majority, but even that link may become loose in case of a weakening of the central authority, as is the case in Afghanistan and Iraq. Therefore, just being careful and aware of possible dangers in the future, Iranian authorities need not to ignore the realities in the ground and give more respect and freedom to every single Iranian citizen, no matter where he comes from or where he lives. So maybe Iran can be smarter and better off.

For centuries its rich aromas and ornate design have formed an integral part of Persian culture. But now the hubble-bubble, or water pipe, is set to disappear from Iran's traditional restaurants and tea-houses as part of a stringent anti-smoking drive by the government.
Health watchdogs are to collect the smoking devices from eating and drinking places under a sweeping purge of tobacco products signed into law by the president, Mahmoud Ahmadinejad.
The move means an end here to a pastime that is popular across the Middle East but which for long has been viewed as a decadent indulgence by the Islamic authorities in Iran.
The government insists its motive is health related and has cited expert opinion stating that the hubble-bubble is potentially more dangerous than cigarettes. Despite its benign image studies have suggested that the amount of cancer-causing agents inhaled from smoking a hubble-bubble is equivalent to that from a cigarette. The overall effect can then be compounded by the longer time it takes to smoke the hubble-bubble.
Known locally as qalyoun, the activity of inhaling fruit or mint flavoured tobacco, heated by charcoals, through rubber or wooden tubes, is popular in provincial towns and cities, especially in the more traditionalist south. Families and friends out on picnics commonly smoke in public parks. That will be made illegal.
The habit is believed to have caught on in Iran during the 17th or 18th century, having originated in India.
There have been previous attempts at crackdowns. Two years ago some establishments forbade women from smoking on the grounds it encouraged public flirting and mingling between the sexes.
However the latest ban is likely have greater force after being approved by the powerful guardian's council, a body of clerics and judges charged with assessing the religious and moral suitability of legislation. The government is setting up enforcement measures in a broad package that also bans smoking in all public buildings and workplaces and on public transport, and outlaws selling cigarettes to under-18s. People found smoking at work face being docked a month's salary.
All advertising and publicity promoting tobacco is to be outlawed. Police will be empowered to fine offenders up to £30 or issue a court summons.
The government says that 50,000 Iranians die each year from tobacco related illnesses.

گرايش به سلطنت طلبی
ريشه درعملكرد حاكميت دارد
كيوان صميمی مدير مسئول نشريه توقيف موقت شده "نامه" با ادوار نيوز مصاحبه كوتاهی كرده است. او در اين مصاحبه از جمله گفت: عده ای می خواهند علاوه بر يكدست شدن حاكميت، مردم را نيز يكدست سازی كنند.
اين روزها اخبار مختلف و نگران كننده ای از محروميت از تحصيل دانشجويان ستاره دار، احكام تعليق در كميته های انضباطی، محكوميت دانشجويان به جزای نقدی و تهديد و ارعاب دانشجويان دانشگاه پلی تكنيك به گوش می رسد و به نظر می رسد می بايست واكنشهای فعالانه تری از سوی فعالان سياسی و اجتماعی در قبال اين رفتارهای حاكميت صورت گيرد.
مسئوليت رشد گرايش به سلطنت طلبی و همچنين رواج بی دينی و پايمال شدن اصول اخلاقی به عهده ربع قرن عملكرد حاكميت فعلی است، متوجه كسانی است كه به نام دين هر امری را كه به حفظ حكومت كمك می كند انجام می دهند و چون حفظ حكومت را اوجب واجبات می دانند اين رفتار برايشان طبيعی نيز هست.
در دوران قبل نيز انجمن هايی بودند و احتياجی نداشتند كه حكومت آنها را به رسميت بشناسد. حال انجمن می خواهد فرهنگی باشد يا اسلامی. در اينجا اسم مهم نيست و اين ايرادات بنی اسراييلی بهانه ای است كه می خواهند بر اساس آن جنبش دانشجويی را از عرصه عمومی كشور خارج كنند. هدف آقايان تكرار چيزی شبيه به انقلاب فرهنگی است كه متاثر از انقلاب فرهنگی چين است و يكسان سازی و يكدست سازی دانشجويان را نشانه گرفته اند تا به خيال خودشان همه از صافی عبور كنند. می خواهند بعد از يكدست شدن حاكميت مردم را نيز يكدست ويك شكل كنند. در دهه 60 هم با وجود آن اتوريته ها و ان كاريزمای بالا و وجود افرادی كه به غلط كاملا جذب ان اتوريته ها شده بودند انقلاب فرهنگی شكست خورد زيرا با ساختارهای عينی جامعه شناختی مطابقت نداشت.

از ميان جنبش هايى که در سالهای اخير در جامعه ما مطرح شدهاند ميتوان گفت جنبش زنان تنها جنبشى است که توانسته است به خانه هاى مردم راه پيدا كند. شرايط جامعه ما که به دليل شکاف بين مردم و جامعه مدنى اش دچار رکود فکرى و عملى شده است به سختى مى تواند اين شکاف را پر کند.
اما جنبش زنان اهداف و مسائلى را مد نظر دارد که در نهايت به ارتباط بيواسطه يعنى به خانه هاى مردم ارتباط مييابد. براى نمونه جنبش دانشجويى نيازى ندارد تا به حوزه خصوصى و به خانه هاى مردم رود يا جنبش اصلاحات به واسطهى آنكه رو به سوى قدرت دارد در سطح كلان متوقف ميشود. اما در اين ميان تنها جنبش زنان است که راه پيشرفت و گسترش خود را ضرورتا در ارتباط با خانواده ها مى بيند چرا که نظام مردسالارى را نشانه رفته است و اين نظام درون خانه و از بطن روابط خانوادگى آغاز مى شود.
تجربه مشترکى که هر کدام از زنان بهتنهايى در خانه هاى خود دارند، نوعى آگاهى نهفته را در آنها ايجاد کرده است. اين آگاهى �در خود� است و به اشکال مختلف فردى بروز ميكند. تنها زمانى براى تک تک زنانى که در خانه به سر ميبرند آگاهى �براى خود� شکل مى گيرد و اين آگاهى و پتانسيل نهفته صورت جمعى بهخود ميگيرد که آنها از تجارب يکديگر آگاه شوند.
شانسى که در جنبش زنان نسبت به جنبش هاى اجتماعى ديگر وجود دارد وجود هويت مشترک زنان است. آنها تجارب و دردهاى مشترک زيادى دارند. براى نمونه �مادرى� امرى است که زنان با آن مواجهند و يک تجربه زيسته است. تجارب مشترک زنان بهقدرى به آنان هويتى مشترک مى دهد که حتا سطح کنش فردى آنها را نيز ناخودآگاه به هم نزديک ساخته است. بالارفتن ارقام طلاق (بدون ارزشگذارى که خوب است يا بد) نشان از وجود همين هويت مشترک در ميان زنان دارد. آنها بدون برنامهريزى آگاهانه جمعي، در واقع کار فردى مشابهى انجام مى دهند.
اين هويت مشترك کمک کرد تا جنبش زنان در سالها و دورههايى که فعاليت هاى جمعى رو به سردى گراييدند همچنان به رهايى زنان اميد داشته باشد و به فعاليت هاى موثر خود در سطوح و قشرهاى مختلف ادامه دهد. جنبش زنان همچنين در ابتداى ظهور دوباره اش حامل ارزشهاى مردانه بود و کمتر از فضاى انتزاعى و کلان به سمت تجربه هاى زيسته و ملموس زنان سوق پيدا مى کرد. گروه هايى که در سالهاى آغازين شکل گرفتند ابتدا مجبور بودند تا خود را حفظ کنند، وانگهى سالها دورى از فعاليت مستقل مدني، زمان مى برد تا آنها بتوانند به يکديگر اعتماد کرده و حوزه فعاليت خود را گسترش دهند.
بياعتماد سد بزرگى بود كه شكست
بسيارى از گروه ها در اين سالها به يکديگر بياعتماد بودند بى آنکه به اهداف مشترکشان بيانديشند. ولى گذر از تجربهى اين سالها لازم بود تا آنها خود را در کار جمعى محک زنند و عامل زمان كمك كرد تا آنان به تدريج حوزهى فعاليت يک گروه را به چند گروه گسترش دهند و بهتدريج سرمايه اجتماعى خود را گسترش دهند. چرا كه سرمايه اجتماعى دو نوع است: سرمايه اجتماعى درون گروهى و سرمايه اجتماعى برونگروهى.
سرمايه اجتماعى درون گروهى به هنجارها و روابطى اشاره دارد که کنش درون گروهى را تسهيل کرده و به اين ترتيب حفظ و تداوم گروه را تضمين مى کنند، اما سرمايه اجتماعى برون گروهى نشان از هنجارهايى دارد که منجر به کنش جمعى بين دو گروه و يا بيشتر مى شوند. از جمله هنجارهايى که باعث مى شوند تا در بين يک گروه و يا گروه هاى متفاوت، روابط و کنش اجتماعى صورت گيرند، هنجار همکارى است. پيش شرط همکارى اعتماد است. در جامعهاى كه بهدليل ساختارهاى متصلب بهطور مداوم اعتماد از بين اعضاى آن، سلب ميشود مسلما اعتمادسازى درونگروهى بين گروههاى جنبش زنان و تعميم آن به اعتماد بين گروههاى مختلف زمانبر بود. در واقع در ابتدا لازم بود تا اين گروه ها در ميان خود به نوعى دموکراسى و بهخصوص به اعتمادسازى حتى اندک دست يابند. در سالهاى اوليه گروه هاى زيادى بر اثر جو موجود ظهور کردند ولى بسيارى از آنها به دليل نداشتن پيش شرطهاى لازم براى حفظ گروه، يعنى همکاري، اعتماد و احترام متقابل فرو پاشيدند.
روابط بيناگروهى بهتدريج شكل گرفت
يکى از مهمترين ويژگى هاى يک گروه مدني، قرار گرفتن افراد در سطوح برابر و افقى درون آن گروه است ولى روابط افراد در اغلب اين گروه ها سلسله مراتبى و عمودى بود. اين روابط مانع حرکتى پويا درون گروه ها مى شد چه رسد به اينکه بخواهند با گروههاى بيرون از خود تعامل داشته باشند. از ميان اين گروه ها، گروههايى نيز بودند که بيشتر به اهداف مشترک بها دادند و ائتلاف هاى كوچك و مقطعى انجام دادند. گاه اين ائتلاف ها از هم مى پاشيد و گاه به ائتلافى بزرگتر در مقطعى ديگر مى انجاميد. در واقع جنبش زنان پس از سالها تجربه، اكنون راه خود را يافته است. اين جنبش از فرم ناكارآمد پيشين خود خارج شده و پديده اى نوظهور و يا منحصر به فردى شده است. اين جنبش، خود را از فرم مردانه رها کرده است و با هوشياري، روابط درون گروهى را به برون گروهى پيوند مى زند.
اگر بپذيريم که �اعتماد� بر اثر تداوم رابطه و تعامل با يكديگر به وجود مى آيد وجود حرکت هاى پيوستهاى که خوشبختانه رو به گسترش هم دارد در اين ميان تاثير به سزايى در بازتوليد اعتماد و بنابراين همکارى ميان افراد و گروه ها داشته است و خود اين امر به قوت گرفتن و سازماندهى پرنشاط اين گروه ها منجر شده است. اگر زمانى گروه ها و فعالان جنبش زنان با بيميلى و عدم تمايل به دور هم جمع مى شدند تا کنش جمعى انجام دهند اکنون افراد گروه ها تعامل بيشترى با يكديگر دارند و هويت جمعى در روابط برون گروهى در ميان گروه ها و فعالان جنبش زنان بهسرعت در حال شکل گيرى است.
با گسترش ارتباط بيناگروهى و برقرارى روابط متعدد ميان آنها، احتمالا به اين آگاهى و ضرورت دست يافتهاند که بدون گسترش ارتباطشان به خانه هاى قشرهاى مختلف مردمى (که خود نيز جزيى از آنها هستند) دوام نخواهند آورد، زيرا هدف گروههاى مستقل زنان، تغيير نگرش مردم در ارتباط با حقوق وجايگاه زنان است و طبعا اين مسايل بيش از همه درون خانه ها و به تبع آن در جامعه معنا پيدا ميكند. روابط انتسابى خانه ها بايد به روابط اکتسابى ميان زنانى مى انجاميد که با هم تجربه هاى مشترک دارند و اين تجربه ها بايد آنها را به سمت راه يافتن به اهداف مشترکشان سوق مى داد. بنابراين گروه ها و فعالان زن در سالهاى اخير بيش از پيش به سمت حرکت هايى رو آوردند که تعداد مردم بيشترى از شهروندان را مخاطب قرار ميدهد. يکى از عمده مسائلى که هميشه از آن سخن به ميان ميآيد وجود خشونت خانگى و تبعيض هايى است که درون خانه ها عليه زنان وجود دارد. فعالان جنبش مستقل زنان پس از سالها فعاليت متوجه شدهاند كه نميتوانند دربارهى مقولات انتزاعى به فعاليت بپردازند كه نمود آن در جايى دور از دسترس آنها قرار دارد.
بنابراين در اين سالها ابتدا اعضاى اين گروه ها بودند که به سمت بيان کردن تجربه هاى زيسته خود رو آوردند. حضور اينترنت نيز که جنبش زنان آن را به عنوان ابزارى براى برونيتر كردن خواسته هايش بهكار گرفته، راه را هموارتر کرد. رشد وبلاگ هايى که بيشتر آنان متعلق به دخترانى گمنام هستند و اغلب درباره تجربه هاى روزمره خود مى نويسند، بيش از پيش به برونى کردن مسائل زنان کمک كرده است.
شيوه هاى متنوعى که هماكنون جنبش زنان در برونى کردن خواسته هايش به کار مى گيرد مثل انواع اعتراضات: از بيانيه هاى اينترنتي، تجمعات کوچک و بزرگ در ميدان ها و خيابان هاى شهر، برگزارى مراسم در مناسبتهاى مختلفى مثل 8 مارس يا 22 خرداد، پخش کردن دفترچه هايى براى ارتقاء آگاهى زنان در محله هاى مختلف شهر، برگزارى كارگاههاى آموزشى كه بهتدريج از محلهاى رسمى به مكانهاى غيررسمى گسترش مييابد همه اين شيوه ها به سمت نهادى کردن خواسته هاى زنان در پهنهى جامعه پيش مى رود. با كاربست اين شيوه هاى متنوع، هر بار کنشگران جديدى به جنبش مى پيوندند و حضور پربركتشان جان تازهاى به كارزار حقطلبانهى زنان بخشيده است. از پرتو اين فضاى پويا و شاداب، جنبش زنان به ميزان قابل قبولى از رشد رسيده است که مى تواند با گزينش ابزار و ابداع شيوه ها به سمت هدف هاى خود با اطمينان به نفس بيشترى حرکت کند.
تولد كمپينى با رويكردى تازه و بكر
کمپين يک ميليون امضا در ميان همه اين فعاليت ها، آغاز خلق يک نوع روابط شبکه اى تازه و جديد است که بيش از همه به ايجاد روابط نوظهور انديشيده است. پديده اى که فرجام آن البته قابل پيش بينى نيست چرا که جسارت آن را يافته تا دامنه فعاليت خود را به سراسر ايران و در بين همه خانواده هاى ايرانى (حداقل در طرحى که پيش رو دارد) بگسترد. همانگونه که نمى توانيم به درستى بگوييم که فکر اين کمپين و ضرورت آن دقيقا از چه زمانى آغاز شد در عين حال نمى توانيم دقيقا حدس بزنيم به کجا منتهى خواهد شد. از آن رو مى گويم جسارت، که يعنى همگى لااقل به اين باور رسيدهايم که بايد کنشگرانى بهوجود آيند که خود را در پيشبرد طرح كاملا سهيم بدانند، کنشگرانى که تا پيش از اين به آنها توجهى نمى شد ولى اکنون مى شنوند که مى توانند خودشان سرنوشت خود را تغيير دهند. کنشگرانى که با وجود آنکه مى دانند ممکن است در نهايت هيچ کدام از اين قوانين تغيير نکند ولى با حسى مشترک براى تغيير شرايطشان به کمپين مى پيوندند، گرچه بدون داشتن كمترين پشتوانه اى تا در هنگام خطر به يارى آنها شتابد.
در واقع اگر تاکنون اعتماد استوار و متقابلى بين گروه هاى زنان وجود نداشت اکنون جسارت اين را پيدا كردهايم که به افرادى که نمى شناسيم ولى هويتى مشترک با آنها داريم، اعتماد و همكارى کنيم. زيرا هميشه نمى توانيم بگوييم كه مردم به گروه ها اعتماد ندارند زيرا خود گروه ها نيز به مردم اعتماد نداشتهاند و آنها رابه هر دليل وارد فعاليت هايشان نميكردهاند. ما حتى درون گروه خود نيز به کنشگران جديدى که به گروههايمان مى پيوستند کمتر اجازه تجربه کردن ميداديم. سالها بود که افراد با تجربهتر گروههاى ما، تجربه هاى گروهى خود را پنهان نگه ميداشتند شايد بهواسطهى ترس از اين که کنشگران جديد و جوانتر با بى تجربگى شان باعث ناکامى آنها در رسيدن به هدف مشترکشان شوند. اين طرز تلقى و ترس موهوم، آنها را به تجربه نکردن فضاهاى جديد محكوم ميساخت، و در نتيجه تجربه هاى پيشين را نيز عقيم و در بايگانى ذهن حاملان، مدفون ميكرد.
در چنين شرايطى طرحى توسط يکى از جوانانى که تا پيش از اين به آنها اجازه تجربه کردن داده نمى شد، مطرح و بلافاصله با استقبال بيش از 60 فعال زن و مرد در جنبش زنان روبرو شد. اينکه چطور در فضاى بى عملى و دلسردکنندهى موجود در جامعهى ما چنين اتفاقى در حال شدن است جاى تامل و اميدوارى و تحسين دارد و نمى توان به سادگى از کنار آن عبور کرد. انواع نقدهايى نيز که تا به حال به اين حركت شده، نشان از اهميت ويژه آن نزد منتقدان و فعالان جنبشهاى اجتماعى دارد.

Let's get out now
ROTTERDAM, Netherlands -- There is increasing agreement among various pundits and analysts that the American and British military presence in Iraq is not making the lives of Iraqis any better, but that in fact it is making it much worse. Violence and misery is now part of the lives of many if not most ordinary Iraqis. There is also much agreement, particularly among the regulars in the mainstream media with the administration that nevertheless leaving Iraq soon is out of the question. But there are good reasons to withdraw from Iraq as soon as possible.
A quick US withdraw from Iraq will be a good first step in restoring credibility to US in the world community, something which the US needs badly. US invaded Iraq and justified a preemptive war against Saddam's regime by claiming to be after Weapons of Mass Destruction, but none were found. To sway public opinion, Congress and the international community to support the war, Americans and the world were told by the administration that the ousted Iraqi leader's regime had a large arsenal of biological and chemical weapons and links with terrorist networks, and posed an immediate threat and danger to US security. But it has now been revealed that the administration lied and exaggerated the threat posed by Saddam, that intelligence was manipulated, politicized, and misused, to justify the invasion, and that there is little evidence for the claims against Saddam's military might and capabilities.
It is the unprovoked war and invasion of Iraq based on unproven threats which above all have diminished US credibility especially in the international arena. Add to this the failure or the unwillingness of the US to bring civility and order to Iraq, to reduce the civilian deaths, and to rebuild the infrastructure, plus the documented prisoner abuse and torture cases, the Secret CIA detention centers in Eastern Europe, the transport policy known as rendition, domestic spying, the recent CIA exemption from ban on cruel, inhumane or degrading treatment of prisoners, and the secrecy and lies that surround these issues, then it becomes apparent why US is facing a severe credibility problem and why it is creating mistrust among world governments and citizens.
It is acting illegally and inhumanely which makes US unpopular around the world and has diminished its influence and standing. These credibility problems will persist until US makes a shift in its policies concerning the war in Iraq and how to fight terrorism, and withdraws from Iraq as soon as possible.
A quick withdraw from Iraq is also a good idea because it would also save lives, both Iraqi lives and American lives. Many or most of the civilian deaths are caused by the overwhelming US firepower used indiscriminately. Even when they are not, US is the occupying force and responsible for security of Iraq and therefore responsible for the chaos under its watch and for creating a lawless and violent environment. The fact remains that if we want to stop killing Iraqi civilians, Iraqi women and children, to stop the needless death of American soldiers, and to stop the horrors of war, then we have to stop the war itself. The administration says that the US is duty-bound to stay in Iraq and that we have a duty to Iraqi people to bring them democracy. But if the administration really cares about Iraq and Iraqis, then why not at least be honest for once, show compassion, pull out and stop killing the Iraqis and destroying Iraq.
Those who are against a quick withdraw argue that it would make the US look weak and that any US defeat and humiliation would embolden America's enemies and bring great satisfaction to them. They claim that if US withdraws from Iraq, it would lose a tremendous amount of face in the world.
This view assumes that the only way US can show its strength is through total military victory and through subjugating and subduing other nations. It overlooks the possibility that US can also demonstrate its might by making the world safer and better in many different ways. For example, US can use its power and influence to seriously champion universal human rights, to address world poverty, to work towards a world wide nuclear disarmament, to make the United Nations more just and effective, to help establish strong international courts, or to commit to the reduction of greenhouse gas emissions.
Moreover, those who use the language of defeat and weakness are appealing to the ego, to American pride, and to an aspect of us that does not want to slow things down and look at them closely. This appeal largely works because most Americans care about their image as a tough guy in the world but it is high time for Americans to show a different kind of courage and toughness and to take responsibility and admit that this war was needless and a giant mistake. It is time for US to eat humble pie, to cut its losses, to learn from the mistakes made in Iraq, and to learn how to apply these lessons the next time a similar situation arises. Clearly, the view that we must stick to it, come what may, is unacceptable because it means that the war is going to go on indefinitely and cost many more lives and resources.
Others who oppose a quick withdraw argue that this is too risky because it may lead to an all-out civil war among Sunni, Shiite and Kurdish parts of the population over oil and territory. They claim that the current Iraqi government is very unstable and factionalized and will not be able to keep peace. But the problem with this line of argument is that it overlooks the fact that there are other options besides leaving Iraq to fend for itself. The most reasonable one is to establish through UN a multinational force made up of some non-Western and neutral nations to pick up the burden, to take over, and to keep Iraq secure and stable. Under UN auspices, an international peace and conflict-resolution commission can also be established to bring the various ethnic groups and sides together and to work out a deal on the important issues such as power sharing and security. Even if these efforts fail to fix things and bring peace and civility back to Iraq, they would still have more legitimacy than the US mandate and would probably accompany a more willingness to listen to Iraqis and a better understanding of how to go about accomplishing these difficult tasks. In this context, US can still play a major role and become a reconstruction partner instead of an occupying force and to genuinely help to rebuild Iraq.
Total military withdrawal is the reasonable thing to do, since it has now become increasingly clear that military success is very unlikely. It is time to face the facts and change our direction in Iraq and to pull out the U.S. troops. The insurgency and violence in Iraq will never be quelled as long as American troops are staying in Iraq. The circumstances now warranted a unilateral withdrawal. It is the right thing to do, the financially responsible thing to do, and what is best for US national security and restoring US reputation as a force of good in the world.

Look who's watching
Surveillance is the act of watching or monitoring, when this is implemented through out a society, it ensures that the country is under watch from terrorists and in many instances it is to monitor social changes. In some countries surveillance technology is used for the safety of citizens while in other power hungry and conservative societies, security cameras, surveillance software in chat rooms, mobile phone bugging and electronic tagging is used for harassment and limiting one's freedom of expression under the banner of fighting "decadence".
The two countries I have chosen to compare consist of Iran and Australia. The reason to this selection is the major difference between these two country's surveillance policies and the way these states choose to monitor their citizens. While one country uses the technology to improve the human life style, the other one uses the same technology to create limitations for journalists, political activists, average citizens and any one who may have different opinions about the Government and its authorities.
Iran is an Islamic country, and interestingly the policies that have formed to protect the society are based on religious teachings. There is a religious saying in Islam that promotes this very act of [1] surveillance, that one should watch their fellow citizens and neighbours and make them aware of their wrong doings (Gandchi, S 2002). Therefore eavesdropping or bugging is part of a broader surveillance campaign to ensure citizens conform to 'Islamic teachings' as reinforced by the state law.
On the other hand we have Australia -- the country aims at using the technology for security, and protecting people's privacy online, and protecting them from terror and disasters. However Australia has recently implemented new laws that will breach one's privacy and thus, this breach clashes with the democratic nature of this country and the very notion of the freedom of expression (Warren, C 2006). In the next sections I will discuss what methods of surveillance is used in both countries, why they use a particular method of surveillance, how they are monitoring citizens, the effects and how the information that is gathered through surveillance is used for or against individuals.
Surveillance to fight "fraudulent conduct"
As human interactions increasingly shift from face-to face, proximate, and synchronous forms, to electronically mediated, distant and asynchronous forms, it is not surprising that elements of control found in all social relations are becoming more visible in electronically mediated interactions (Mansell, R, Silverstone, R 1996 -- p134).
Giddens introduces surveillance as a technology that takes the form of the accumulation of 'coded information', utilised to administer the activities of individuals by the direct supervision of people who have authority to monitor (Mansell, R, Silverstone, R 1996 -- p130). The environments of these 'coded information' can be designed to enable pervasive and transparent surveillance through tracking of usage patterns and long term storage of the information in logs, software applications and databases (Mansell, R, Silverstone, R 1996 -- p133). The design of such a surveillance system in an online environment where users and their activities can be constantly monitored is proved useful as visible in the case of an Australian online stock market fraud. The authorities used new online surveillance systems that helped to detect the ramping of stock in an Internet chat room (O'Neill, M 2002).
However when this surveillance technology is misused it can become very self defeating. The overall phenomenon of surveillance and control of citizens is much larger than the basic involvement of public communication networks. Once a user enters a virtual public space by logging on to a computer network it is similar to entering a public space. In both proximate and virtual public spaces boundaries between public and private spaces are affected by the same rules that define one's privacy and infringement of these boundaries or the use of coercion in the process, represent violations of the basic ground rule (Mansell, R, Silverstone, R 1996 -- p134).
The violation of this rule can be seen when an Iranian man was approached by an online police in a queer chat room and the two parties organised a date to meet. The queer man by the name of Amir says he first rejected to communicate to this person, but when his descriptions matched someone he would be interested to meet, he provided the person with photographs and other information about himself. When he arrived at the promised meeting place he was handcuffed and taken to the Intelligence Ministry Headquarters, as he explains he denied: "I said I wasn't gay, and denied that this had been a gay rendezvous - but they showed me a printout of my messages and my picture." (Ireland, D 2005)
This is clearly an infringement of the [2] rule to privacy, however affected by the country's national constitution chat rooms are allowed to be monitored to detect "online offences" and will carry on heavy prosecution sentences (Ireland, D 2005).
Surveillance For National Security
Discussion of surveillance is almost always framed in terms of crime prevention and now being very much extended to preventing terrorism and privacy rights. After September 11, many governments around the world have passed legislation in the name of anti-terrorism that has further strengthen the right of a variety of security and other government bodies to gather and store information on residents.
On December 2004, Australian Federal Parliament passed the 'Surveillance Devices Bill' which significantly widened the circumstances in which Federal law enforcement agencies (other than ASIO, ASIS and DSD) can covertly use data, optical, listening and tracking surveillance devices. The new law also enables Federal Police to obtain "data surveillance" warrants permitting them to secretly install key logging devices in people's computers. (Surveillance laws and powers, no date)
The changes that are applied to use of surveillance methods by authorities in Australia have created huge concerns for journalists, following greater implications, as the new laws, passed by the Senate give law enforcement agencies the power to intercept phone calls, emails and text messages of any one (Warren, C 2006). I argue that this method is an extreme approach taken for surveillance laws as it poses a severe threat to [3] press freedom (Pearson, M 1997 -- p227). Journalists' sources are in danger as their conversations may be intercepted at any time. As the Media, Entertainment & Arts Alliance federal secretary Christopher Warren put it "The new laws targets anyone who interacts with suspects of serious crime ... The rights of innocent third parties are jeopardised by this excessive and invasive law".

It is part of journalism's code of honour to respect the interviewee's right to privacy and confidentiality -- therefore the new Australian laws imposed by government's anti-terrorism campaigns are obliterating any professional right a journalist has, to protect their sources. This act of surveillance will have a great impact on delivery of news as fewer people will feel confident in speaking out, as there is little left in the law, to protect them. This means that the public will not know about crucial events in their society and thus will make an impact on democracy as journalists are limited to what they can report. MEAA representative, Warren confirms that "this law ... is unnecessary given there is already legislation in place to gather evidence in relation to crime suspects, there is no reason to take that a step further and inhibit civil rights and press freedom" (Warren, C 2006).
As Australia has engaged itself in phone tapping, and other monitoring instruments under the banner of anti-terrorism laws, Iran is also not far behind in using the technology to ensure implementation of governmental laws stay intact. Before the revolution that took place in 1979, the Shah secret police, SAVAK were responsible for monitoring the society and eliminating anyone who was of threat to the monarchy (Pike, J 2000). After the revolution, gate keeping and keeping citizens under surveillance increased even more so as national security and access to information started to be of major concern for Iranian authorities.
Foreign journalists that do corespondent work from Iran are on constant surveillance -- the authorities want to monitor suspicious activities, possible intelligence work and filtering of news if required, before information is exported to foreign media. Azadeh Moaveni an Iranian born, American journalist explains her reporting experience as "tormenting" as she was constantly under surveillance "to ensure I was not a CIA agent, and later to control my reporting and torment me as a person." She refused to make phone contacts with her sources as she was certain her phone's line was bugged and her cell phone was undoubtedly electronically tagged to monitor her movements and communications around the country. (Moaveni, A 2005)
Internet Content and User Surveillance
Technologists have dramatically changed the visual monitoring of people and electronic surveillance methods. Long-standing data trails have been consolidated. New data trails have been created, and online users' anonymous transactions are easily identified. Identification technologies are deployed in online communication systems in order to ensure that data trails are able to be consolidated efficiently. (Clarke, R 2001)
During 1998 official disclosures in Australia provided a glimpse into an email monitoring system referred to as 'Echelon'. This system was formed as part of the United Kingdom and United States' spy system and was designed for primarily non-military targets, such as governments, organizations and businesses. The system operated in virtually every country and intercepted fax, e-mail and telephone messages routinely and indiscriminately (Freedom of expression on the Internet 2004).
Furthermore in June 1999, the Australian Government approved the Broadcasting Services Amendment of Online Services Act which has forced Australian ISPs to remove objectionable material from Australian sites and to monitor and block access to similar sites overseas (The Parliament of the Commonwealth of Australia 2000 -- p4
. One of the main reasons this surveillance practice was initiated in the introduced 1999 Internet Code of Practice was to provide "standards of confidentiality and [4]privacy to Australian online users" (The Parliament of the Commonwealth of Australia 2000 -- p4

Privately-owned ISPs began to develop timidly in Iran in 1994, in the shadow of the big state-run ISP of the Data Communication Company of Iran (DCI), which is directly controlled by the Intelligence Ministry. Privately owned ISPs have to be approved by both the Intelligence Ministry and the Culture and Islamic Guidance Ministry and must have filters for websites and personal e-mail. All users are required to promise in writing not to access "non-Islamic" sites (Sedarat, F 2003). Proxy servers are used by authorities to track which computer terminals users were accessing which Web sites and for how long. Iranian authorities monitor individual Web use and users who request blocked sites receive a message on their screens warning that all access attempts are logged (Freedom of expression on the Internet 2004).
To further ensure that Iranian authorities can access any information and private database online, data [5] encryption is made illegal in Iran unless users provide the key to the authorities. Iranian Supreme Council for Cultural Revolution, states that usage of any form of encryption " [6] for the purpose of exchanging information requires obtaining the permission of related authorities by registering the means of encryption's specifics, algorithm, and its key, as well as information about the involved parties, otherwise the use of encryption is not allowed." As it is evident the notion of privacy, especially online privacy is non-existent in Iran, as citizens are told to make their information available to authorities anywhere and at anytime while in comparison to Internet Surveillance Act in Australia, which was originally introduced to "provide standards of confidentiality and privacy to Australian online users." Surveillance for economical and safety reasons
Advanced video surveillance systems have attracted a great deal of attention since they were used to track the movements of the terrorists responsible for the July 2005 attacks on the London Underground. According to National ICT Australia (NICTA), the challenge now is to develop systems that can help prevent attacks, rather than just record events as they unfold (NICTA Queensland developing technology to make Australia safe 2006).
NICTA and Australia's Centre of Excellence for Information and Communications Technology is developing surveillance projects that will help detect severe activities on the streets such as abuse, damage to property and terrorism before they actually occur (NICTA Queensland developing technology to make Australia safe 2006). NICTA's surveillance project will uses advanced surveillance technologies where computer systems assist humans to monitor surveillance footage all the time, such as in public transports. The aim is to enable operators to quickly and reliably identify specific people or suspicious activities.
The project that is currently undergoing tests and demonstrations is promised to feature advanced video management technologies based on systems used by the US Defense Force. Rather than operators looking at video monitors, live video surveillance will be presented in the form of a [7] 3D model and that way they can quickly move from camera to camera if they need to follow a person or moving vehicle (NICTA Queensland developing technology to make Australia safe 2006). NICTA's project will change the way people use technology in their everyday lives as it will also be used for Water Information Networks and Smart Transport and Roads.
On the same token, Iran is also investing heavily in CCTV not only to protect against terror activities but also to protect from commercial establishments (McCahill, M, Norris, C, Wood, D 2004). In Tehran, a city-wide network of cameras has been created, with each local police station receiving images from the six or more cameras in their local area. In addition there is a centralised control capable of receiving images from the entire network as well as images from the traffic control systems. There are also plans to extend the network to cover the rest of the police stations outside [8]Tehran (McCahill, M, Norris, C, Wood, D 2004).
Furthermore, as traffic is a huge problem for Tehran, urban officials are in discussions to introduce a method of resolving this issue -- to introduce fees for certain parts of the city areas where there is heavy traffic congestion. This is to be achieved through [9] electronic tagging (Traffic fee 2005) as it will be easy to identify each car on the street and they will be billed accordingly. That way it is possible to reduce vehicular traffic and save time, improve the public transport and metro networks.

Reflection
As it is presented in this document's discussions, it is obvious that surveillance technology is used by both countries as a tool to maintain control over flow of information and activity of citizens. Iran chooses to use surveillance technology to ensure anti-government activities are monitored and directly reported to responsible authorities. On the other hand, Australia is a democratic country where extreme measures to monitor the society for acts of terrorism is resulting in limiting freedom of expression, while members of the public especially journalists feel that quality and integrity of their profession is under threat by the newly proposed laws.
Due to Iran's current political conditions and global pressures, Iran is taking stronger measures towards security and policing. This is to monitor foreign activities inside and outside boarders in case there are any plans of attacks on the Iranian soil. There is not one single thing the government does not know about you when you enter the country and they are more than happy to use the information they have obtained about you for blackmailing. I believe having surveillance to monitor "suspicious" activities in the country are useful but not when it is going over the line of harassment -- distressing people from going on about their every days lives.
There is no need for Australia to be introducing new eavesdropping laws, because this is a step closer to what countries such as Iran are implementing on their citizens -- developing fear and eliminating the freedom of expression. I agree with the liberal Former Iranian President Mohammad Khatami who said: "Freedom of expression and freedom of thought are the preconditions of a democratic society. But freedom does not mean chaos." (Iran 2005) -- Surveillance is required to monitor chaos but not to destroy democracy and freedom.

Union of independent states
Every evidence hints toward spread of freedom in the Middle East, despite the efforts of dark forces to turn the clock back! Although dividing Iraq would be advantageous for all, the US administration remains resistant to accept this inevitable starting point of reform in the Middle East and calls partition a "nonstarter".
Maybe the current Republican administration is exhausted with making any further drastic changes and is waiting for a Democrat to deal with their angry friends from the past! I believe partition is a reasonable and progressive solution at this stage; it is just a matter of time, and the sooner the better.
As opposed to current unstable union based on force, partition would expedite the creation of a democratic union based on free will in the future. Iraqi Shiites would soon unite with their Iranian supporters and have a bigger share of power that is dominated by Sunnis now. Iraqi Sunnis would grow and learn to survive without oil and be the first Sunni Arab nation not ruled by a dictator; they would join Syrian people and bring them a taste of democracy later.
Turkey will be less threatened by the spread of fundamentalism, by having a buffering secular state in its Southeastern border. The people in the region would learn that freedom to choose is a better way toward development, prosperity, and stability and not the size of a country or a dominating sect or ethnic group.
After the partition, coalition forces will be able to move their innocent soldiers to the welcoming Kurdish region and disturbed ones to rehabilitation centers. Israel will be pleased to have at least a non-threatening Kurdish state in the neighborhood. US could prove the claim that their main purpose was promoting human right by liberating at least one part of Kurdistan.
Kurds of all countries would have the chance to send their sons and daughter to the liberated part of Kurdistan, so they become educated in their native language and ready to liberate other part of their homeland. Spread of freedom would lead to trust, investment, development, equality, and voluntary union at least for economic reasons as it is the case in Europe now.
Although it will be a win-win solution for all, the Kurds might be the main winner of the partition of Iraq. If it was any other ethnic group, they would have declared independence by now. Unfortunately decades of indoctrination that they are not ready to govern themselves and they are better off to serve other states, has taken away the confidence of many Kurdish leaders.
They also seem to worry too much for the destiny of their masters and feel guilty to leave them alone. They seem to be very caring and might tell themselves "my goodness what will happen to our Arab, Turkish, Persian, European, and American friends, if we declare independence; they might starve without us".
I would like to reassure our Kurdish leaders who dream of a Nobel Peace Prize, that their friends will do just fine, if Kurds leave them alone and declare independence. Those friends are fortunate enough to have everything they need including oil, many factories, roads, banks, hospitals, and commercial, educational, and cultural centers that are still lacking in Kurdistan.
Despite lacking those infrastructures, Kurdistan is still wealthier and more able to sustain itself compare to many members of the United Nations. Like the US, other members of the UN will continue to see the Kurdish legitimate right as a "nonstarter" unless the Kurds become a "starter" and declare independence! پناهجويان سراسر آلمان برای دريافت اقامت خود مبارزه می کنند ودامنه بحث و گفتگو پيرامون اين نياز را به صورت يک امرضروری به پارلمان آلمان کشانده اند. به ويژه اقامت برای خانواده هايی که کودکان آن ها سالها ست که در حال تحصيل در اين کشور هستند و حتی بعضی از آن ها در اين جا به دنيا آمده و بزرگ شده اند و هيچ گونه آشنايی با موطن والدين خود ندارند.
آنان برابر با مفاد منشورحقوق بشر، حق انتخاب محل زندگی خود را دارند و در شرايطی که سرزمين های مبدا، بيشتر شامل مناطق نا امن، جنگي، تحت سيطره ديکتاتوري، و يا دچاردرگيری های داخلی ست؛ گريزندگان، با رسيدن به اولين منطقه امن، بساط مختصر زندگی خود را می گسترانند تا به ميل درونی و ذاتی هر موجود زنده برای بقا، پاسخی طبيعی داده باشند.
آيا اين پاسخ، اين راهجويي، اين گريز برای زنده ماندن به هردليلی که عامل فرار آن ها را موجب شده است، چيزی فرای طبيعت ذاتی موجودات زنده و بالطبع انسان است؟ آيا اين جستجوی حياتی برای يافتن راهی در سمت زندگي، غير قابل فهم است؟ آيا برای آن چه توجيهی بهتر از آن که انسان می خواهد زنده بماند وبرای دريافت اجازه اقامت، همين توجيه بسنده می کند.
احداث پارک های بزرگ طبيعی برای حيات وحش، هزينه های هنگفت ميلياردی برای مراقبت از طبيعت وجانداران موجود درآن، سازمان های پژوهشی و مراقبت های زيست محيطي، و ده ها سازمان و نهاد و جمعيت پژوهشی و دفاعی برای شناخت و حفظ حيات بر روی زمين با هزينه های کلان، همه و همه آيا هدفی به جز بهتر کردن زندگی برای انسان و تنها محيط زيست وی ، يعنی کره زمين دارند؟
اگر چنين است پس چرا از سويی در اين راه کوشش های طاقت فرسا در پيش می گيرند اما از سوی ديگر، از کمک کردن به انسان هايی که از سرزمين هاشان گريخته اند و نياز به رسيدگی های ويژه برای بازسازی زندگی شان دارند، سرباز می زنند و از کمک به آنان برای ساختن زندگی ای که در خور آنند، خودداری می کنند؟ علاوه بر آن، شرايطی را برای ايشان فراهم می آورند که گاهی حتی زندان های سخت و مرگ آوری را که از آن گريخته اند، به ماندن در سرزمين مقصد ترجيح می دهند؟
آيا اينان، از جمله آن طبيعتی نيستند که سازمان ها و نهادهای جهانی ادعای حفظ و بقای آن را دارند يا چنانچه صحبت بر سر انسان باشد، سياست ديگري، روندهای بشر دوستانه اين نهادهای جهانی را کنترل می کند که مانع از رعايت ملاحظات انسانی می شود؟ سياستی که انسان ها را بنابر رنگ و نژاد و جنسيت و باور و ثروت و قدرت شان ارزيابی می کند و نمی تواند فراموش کند که اينان بيش از آن که عضوی از جامعه هستی هستند، نيروی کارند و می توانند ارزانترين و بيشترين بهره را عايد سرمايه کنند و کم ترين دستمزد را دريافت کنند، به اندازه زندگی محقرانه ای که فقط زنده بمانند تا روز بعد ، باز هم کار کنند. بردگان کار که حقی بر وجود خود و هستی خود ندارند ، زيرا پيش از آن، سرمايه نرخ بهای هستی آنان را رقم زده است.
اين جاست که انسان آرزو ميکند: ای کاش يک تمساح ، يک پروانه و يا يک نوع سوسک می بود تا برای حفظ نوع او، گروه های پژوهشی ونهادهای جهانی دست به کار می شدند واز حيات او دفاع می کردند. چه بسا در آن صورت، حتی مکان مناسبی را برای توليد مثل او در نظر می گرفتند و همه شرايط زيستی را برای زندگی بهتر او تدارک می ديدند!
پس کجايند سازمان های جهانی دفاع از حقوق کودکان و زنان ؟
آيا کدام يک از سازمان های جهانی کودک، از حق کودکانی که ازحق اقامت در سرزمينی که در آن بزرگ شده اند، درس خوانده اند و مهمتر از همه، در امنيت هستند، محروم می شوند، حمايت می کند و دربرابر نقض حقوق اين کودکان با قوانين کشورهای اروپايی به مبارزه برمی خيزد؟
آيا زنانی که فرار می کنند تا به ندای غريزی تنازع بقا پاسخ دهند به چه حقوقی دست می يابند جز آن که در سختی زندگی غريب وار خود در غربت، تن به هر سختی و حقارتی بسپارند تا به کمترين امکان ادامه هستی برای کودکانشان دست يابند؟
اين ميزان از شعور جهانی که امروز برای حفظ هستی در برابر همه موارد مخالف قد راست می کند حاصل تلاش ساليان درازانسان ها، بشردوستان و روشنفکران جهان انديش است. هيچ ارزشی بدون مبارزه به دست نيامده است و بدون مبارزه به جامه عمل هم در نمی آيد.
اگر انسان طالب حقی ست که خود را شايسته آن می داند، لازم است که برای آن بکوشد تا باور به آن و اجرای آن را وارد دستور کارشعور جهانی سازد. بدون اين راه، جهان هيچ تمايلی برای پيش کش کردن حق انسان ها ندارد .
اين يک هديه نيست بلکه پاداش يک رزم ابدی ست.
اکنون پناهجويان هايم بلانکن بورگ شهر اولدنبورگ � آلمان وارد سومين هفته اعتراض خود نسبت به شرايط نامناسب اين هايم شده اند. آنها که طی اين مدت دريافت غذا از کانتين اين هايم را تحريم کرده اند هم چنان به اين تحريم ادامه می دهند.
تهديدهای آنها به اخراج يا ترانسفر پناهجويان به مناطق بدتر و يا کشورهای خودشان، هم چنين اعزام 5 تن از آنان به محلی ديگر و به ويژه توقيف يکی از فعالين ، نگرانی هايی را درايشان ايجاد کرده است. با اين وجود برخی ازپناهجويان معتقد هستند که اعتصاب غذا را تا دست يابی به خواست ها شان ادامه خواهند داد.
به دنبال چاپ مقاله و مصاحبه ای که روزنامه Nordwest Zeitung از مسئول هايم بلانکن بورگ آقای L�ttgauچاپ کرده بود و نيز چاپ عکسی از غذای کانتين و برنامه غذايی آنجا، جمعه 21اکتبر2006 ساعت 11 يک کنفرانس مطبوعاتی در برابر اين هايم برگزار شد.
در مقاله و مصاحبه روزنامه نام برده شده نکاتی نوشته شده بود که بنابر گفته پناهجويان و نيز مسئول گروه آلمانی آنتی راسيسم ، رونالد سپرلينگ، کاملا اشتباه است.
از جمله گفته شد پناهجويان هرگز غذايی مشابه با آنچه که عکس آن در روزنامه چاپ شده است دريافت نکرده اند و اين گونه غذاها برای کارکنان آنجا ست و نه برای پناهجويان.
هم چنين تعداد پناهجويان هايم 550 نفر ذکر شده بود که اين تعداد فقط 250 نفر است . خبرنگار از سوی سرپرست هايم نوشته است که به گمانی فقط 50 نفر از ساکنين هايم به وضعيت موجود معترضند که تعدادی ازآن ها هم درکارهای خلاف دست دارند . سرپرست هايم مدعی بود که برای کنترل تظاهرات پناهجويان تا کنون 12 بار پليس ها را به خيابان آورده اند و اين کار هزينه گزافی بر دوش اداره شهر گذاشته است. علاوه بر آن اداره خارجی ها در اين فکر است که معترضين را به مناطق ديگراعزام کند.
در تظاهرات خيابانی که هفته پيش در شهر الدنبورگ برگزارشد يکی از پناهجويان در پاسخ به هزينه ای که تظاهرات آن ها به دليل حضور پليس بر دوش شهر گذاشته است گفت :
"ما به ياد نداريم که پليس را برای محافظت يا کنترل اين راهپيمايی دعوت کرده باشيم . مسئولين شهر آن ها را به اين کار گمارده اند و آنها که ماليات ها و درآمدهای شهر را هزينه اين کار کرده اند بايد پاسخ گو باشند.
وی هم چنين افزود: دموکراسی هزينه دارد و برای کم کردن هزينه آن، نمی توان حق آزادی بيان و حق اعتراض را از انسان ها گرفت. انسان بايد برای حفظ دموکراسي، هزينه آن را هم پرداخت کند.
در کنفرانس مطبوعاتی روزجمعه خبرنگارانی از راديو و تلويزيون antene Hit Radio ازهانوفروبرمن، DIABOLU روزنامه هفتگی شهر الدنبورگ وHAZ Allgemeine Zeitung ازشهرهانوفرونيزراديوهامبورگ به علاوه خبرنگار روزنامه Nordwestzeitung حضورداشتند .
مديرنهاد Fl�chtlingsrat Niedersachsen e.V (مشاور پناهجويان استان نيدرزاکسن) Kai Weber از شهر هانوفر برای حمايت از مبارزات آن ها آمده بود.
برگزار کنندگان اين کنفرانس مطبوعاتی گروه آلمانی " آنتی راسيسم " بود. چند تن از پناهجويان به شرح مشکلات عمومی که در هايم وجود دارد و مسائلی که به ويژه برای خود آن ها رخ داده است، پرداختند. در کنارآن ها اعضايی از گروه آلمانی" آنتی راسيسم " حضور داشتند و گفته های پناهجويان را که به زبان انگليسی و فرانسه بيان می شد ، ترجمه می کردند.
زن جوان سياهپوستی از کشور" توگو" شرح داد که هنگام حاملگی دچار بيماری شده است. دکتر هايم به او می گويد که کافيست استراحت کند، اما پس از ادامه بيماري، ناچار او را نزد پزشک زنان می فرستند. پزشک زنان برای او داروها و برنامه غذايی را که برای درمان بيماری وی ضروری بود، تجويزمی کند. اما مسئول خدمات اجتماعی هايم می گويد که غذای کانتين هايم برای او کافی ست. اين زن ناگزير می شود که برای تامين نيازهای خود مطابق دستور پزشک زنان، در ازای 1 ايرو درمحدوده هايم کار کند. او نمی دانست که انجام اين نوع کاربرای بارداری او زيان آور است .
يک روزساعت 8 صبح ناگهان دچار خون ريزی شديد می شود اما انتقال او به بيمارستان پس از معاينه پزشک هايم و دکتر زنان تا ساعت 7 بعدازظهربه طول می انجامد .
پزشک بيمارستان به او می گويد که اگر زودتر به بيمارستان منتقل می شد امکان نجات کودکش بود اما اکنون ديگر کاری از دست آن ها برنمی آيد.
نوزاد او سه ساعت پس از تولد فوت می کند. او هنوز هم به دليل عدم رسيدگی و درمان کامل، دچار مشکل است. وی می پرسد آيا به دليل اين که اويک پناهنده سياسی ست فرزندش حق زنده ماندن نداشت؟
زن جوان سياهپوست ديگری به نام "آجا توسو" گفت که او هم پس از دوماه اقامت درهايم دچار بيماری زنان شده است اما پزشک هايم به او گفته است که نيازی به مراجعه به پزشک متخصص ندارد، زيرا درمان بيماری او بسيارگران است واز آنجا که هيچ تضمينی برای اقامتش در آلمان نيست، نمی توانند چنين مبلغی را هزينه درمان او کنند. . وی گفت که هميشه از خود می پرسد :اگر او يک زن سفيد پوست يا اگر مرد بود و يا اگر در هايم زندگی نمی کرد، رفتار آن ها با او چگونه بود؟ او تقاضا کرد تا با آن ها مانند انسان رفتار شود.
خبرنگار روزنامه شهر الدنبورگ از آنان پرسيد که تا چه زمانی به مبارزات خود ادامه می دهند؟
"جمی" يکی از نمايندگان پناهجويان پاسخ داد تا تغيير شرايط موجود آنها به مبارزه خود ادامه خواهند داد.
خبرنگار روزنامه Nordwest Zeitung گفت که در هايم بوده و غذای کانتين را ديده است ، چرا پناهجويان به اين غذا اعتراض دارند ؟
علی ، پناهجويی که از لبنان آمده و پيش از اين به دليل اعتراض به شرايط هايم "برامشه" به هايم الدنبورگ منتقل شده است، گفت : آن عکسی که شما در روزنامه تان چاپ کرده ايد غذای پناهندگان نيست و غذايی ست که برای پرسنل اينجا تهيه می شود، پناهجويان هرگز چنين غذايی دريافت نکرده و نمی کنند. طی اين دو روز که شما اينجا بوده ايد وضع غذا با آنچه که هميشه بوده است تفاوت دارد. شما دو روز است که آن را می بينيد اما ما می دانيم که اين جا چه خبر است ، زيرا در اينجا زندگی می کنيم .
آقای Kai Weber سخنگو و نماينده کانون مشاوره پناهجويان در پايان گفتگوی حاضران پيرامون وضعيت غذای کانتين هايم " بلانکن بورگ" ذکرکرد که" انسان آزاد است و حق انتخاب دارد، بنابراين مهم نيست که در کانتين هايم چه غذايی به پناهجويان داده می شود، مهم آن است که آن ها در انتخاب آن هيچ حقی ندارند و برای مدت طولانی ناچارند اين وضع را تحمل کنند.
سپس دو جوان ديگر سياهپوست به شرح شرايط زندگی شان در هايم پرداختند.
آنها گفتند که از شروع تظاهرات پناهجويان، يعنی طی سه هفته اخير، ورود و خروج افراد غير پناهجو را به هايم ممنوع کرده اند و آن ها اجازه داشتن مهمان، ندارند.
